LISA RAINFORD lrainford@insidetoronto.com Buoyed by a Milton-based chicken processing plant’s ability to prevent odours from seeping into the nearby neighbourhood, a Junction Triangle factory says it endeavours to implement the same state-of-the-art technology. Nitta Gelatin Canada Inc. spokespeople assured local residents at a community meeting Tuesday the company continues to do all it can to eradicate odour, including fast-tracking the installation of new technology and hiring a process engineer to focus solely on the odour issue. “At the end of the day, we’re trying to get the odours down. We’re not going to wash our hands of this,” said Steve Boudreau, director of regulatory and quality affairs at Nitta Gelatin. Located at 60 Paton Rd. in the Bloor Street West and Lansdowne Avenue-area, Nitta Gelatin Canada specializes in the production

of bovine, porcine and fish gelatins, as well as collagen peptides for a variety of uses, including food, nutritional, pharmaceutical, cosmeceutical and technical. The process of extracting collagen from pig skin is what causes the odour. The company has already invested a significant amount of money to reduce the smell and is working with the Ministry of Environment (MOE). “I’ve looked at a number of different odour control technologies and spoke to companies that use them,” said Philip Shyu, Nitta Gelatin process engineer. What he found especially promising is the one used in Milton, which relies on a hydroxyl generator that uses UV light to break down water molecules to clean and deodorize the environment. It treats the air in the building before it goes out, Boudreau explained. In September, the MOE granted Nitta Environmental Compliance Approval.

By law, the company must get a certificate of approval to operate its factory. Anytime it makes a change in its efforts to reduce the smell, the MOE must grant its approval. As part of this approval, the company must undertake source testing, a scientific method to determine the rates of emissions, and implement an odour reduction plan. They have until March. “We’ve been in constant communication with the company,” said the MOE’s Jamila Dhanji. “We’re ensuring the company takes the appropriate measures.” Yet local residents who gathered at the meeting held at Davenport MPP Cristina Martins’ constituency office, remain wary. The odour – frequent and intermittent – which homeowners say smells like feces, has been causing them grief for years. “We want quality of life. We want to sit outside, to open our windows. We don’t want to gag when we’re outside,” said a resident, who applauded the company for its goal to completely eliminate the odour.

Protect yourself and your pets from electrical shock during winter walks

Though rare, contact voltage can occur around electrical fixtures in winter, says Toronto Hydro Cynthia reason creason@insidetoronto.com

og walkers beware: the wet and icy sidewalks of winter could pose more than the risk of slick and slippery conditions, but, mingled with salt, could also present serious shock hazards for your four-legged friends. Although rare, incidents of contact voltage – stray electricity that may be present on the surface of outdoor structures such as streetlighting equipment, street signs and other energized fixtures – are especially dangerous for pets, and especially during the winter, said Toronto Hydro spokesperson Tanya Bruckmueller. “It’s more animals that are affected because they’re barefoot, and also because we just have two feet and they have four...Electricity looks for a path, and with pets, they always have two feet on the ground while walking, which provides a path or an arc for electricity,” Bruckmueller said. “ What happens with electricity is it likes salty, wet, conductive conditions, so generally in the winter is when we see incidents of this, if we did. When it’s salty and wet and you have metal equipment, it’s all very conductive.” With that in mind, Toronto Hydro is once again urging all pedestrians – but especially those out walking

provide protection from snow, ice and road salt, there is no research to indicate that they safeguard pets from contact voltage. In fact, wet boots may increase conductivity and the risk of electric shock. Similarly, humans walking with wet boots are also at an increased risk. The best defence is to avoid any electrical equipment and step around metal covers. This includes watching where your pets and children are walking.

dogs – to exercise increased caution while maneuvering the snow-covered sidewalks around any and all electrical equipment, including streetlights, handwells (small metal or polymer plates covering underground wiring for streetlights), bus shelters, lighted signage, garage doors and even holiday lighting. Such street equipment can sometimes become energized by stray voltage caused by aging and/or corroded infrastructure, or by wires dislodged by the vibrations from heavy traffic at street level or the subway underground. Anyone who comes into contact with any such energized equipment is strongly urged by Toronto Hydro to “Stop, Clear and Call!” If you come across an instance of contact voltage, your pet may freeze and collapse. Some animals have reportedly suffered from seizures and muscle contractions, while in more severe cases, other animals have experienced respiratory distress or failure. Toronto Hydro advises pet owners faced with such an occurrence to assess the situation for existing hazards before acting. “It may be your first instinct to grab a person or pet in distress, but this may pass the electric current to you, rendering you both incapable of seeking help,” the electricity provider cautions in its online fact sheet, available at http://

Contact voltage is only dangerous to dogs:

Dogs are at a higher risk because they walk with two paws on the ground at all times. This provides a better path for electricity to travel. This danger is intensified as dogs usually walk with wet and exposed paws. That said, contact voltage may even pose a risk to humans. The best defence is to avoid any electrical equipment and step around metal covers. This includes watching where your pets and children are walking and keeping your dog on a leash.

Dogs are more susceptible to electric shock from things like metal handwell lids. Give them wide berth – and if your dog does get shocked, follow the stop-clear-call procedure.

If you have a dry and nonconductive leash, remove

your pet from the hazard by pulling the leash or use another non-conductive object,” the Toronto Hydro fact sheet also advises. As with any emergency, Toronto Hydro urges anyone who comes in contact with contact voltage to call 911 for immediate assistance, as Toronto Emergency Services are trained to deal with elec-

tric shock and will notify Toronto Hydro to remediate the problem and make the equipment safe. Residents are also advised to call Toronto Hydro’s Contact Voltage Hotline at 416-222-3773 to report any incidents. Since late 2007, when Toronto Hydro received some of its first reports of

contact voltage on city streets, Bruckmueller said the electric company has launched several initiatives under its Contact Voltage Remediation Program – including an extensive handwell replacement program, which was expected to see most of the city’s 12,000 metal handwell lids swapped out for new, non-conductive polymer concrete models by the end of 2014, and regular surveillance by a team of mobile testing vehicles and service crews equipped with state-of-the-art technology to identify energized electrical equipment.

Transit: give us what we pay for W

e’ve argued in these pages many times before that Torontonians will get the transit they pay for. The city’s transit woes are many; the solutions will need to be multi-pronged and include the input (and funds) of all three levels of government. So Mayor John Tory’s recent transit announcement – basically a fare increase, children 12 and under ride for free, and the promise of service improvements – must be lauded as at least an attempt to come up with some solutions. Despite campaigning on the promise to not raise transit fares, the user-pay approach to keeping transit moving versus a property tax increase is a safe option, but not necessarily a courageous one. As the cost of running Toronto’s transit system rises, fares will have to increase, but property taxes may need to rise as well and alternative funding addressed. Transit Bonds are just one idea. And with that inevitable increase, it’s not a stretch our view to demand more bang for our transit buck. Demand more Tory’s Monday announcement offered some of this added value: value for our 50 new buses; restoring all-day, increasing buck everyday bus services that were cut in 2011; 10-minute or better bus and streetcar service. But there needs to be more in order to make the current and future increases at the fare box less frustrating. For instance, a monthly Metropass will now cost $141.50 – it’s getting quite expensive to travel the TTC. For weekday cash commuters who drop $6 a day on transit, it works out to roughly $120 in a four-week month. Unfortunately there are few options for those without a car. Last week’s GO Transit and TTC announcement that an extra $60 GO transit sticker can be purchased so transit users can ride GO when the TTC is busy is not the way to sweeten the transit pie. Soon it won’t be enough to merely add two subway trains on lines 1 and 2 during morning and afternoon rush hours, all-door boarding, or 12 extra routes to the Express Bus network. Riders deserve more: a properly integrated GO and TTC pass, perhaps a two-hour ride-anywhere ticket so people heading out for quick grocery shopping can do so. Torontonians have to get used to the fact that transit will cost everyone more money. And politicians need to understand that any extra increases at the fare box or on our property taxes must be accompanied by something tangible to offset asking more money from residents.

Mayor John Tory’s short-term progressive budget touts a better life for Torontonians

T

he first budget of a term of council is often an easy one to swallow. In 2011, it was such an easy budget that Rob Ford could get away with freezing property taxes, eliminating the vehicle registration fee and demanding that TTC fares be frozen, all thanks to a reserve squirrelled away from the previous administration. In 2015, Mayor John Tory is faced with a similar gift set. There is no surplus – the last time Toronto used a prior year surplus to balance the budget was 2012. The land transfer tax – which former Mayor Ford generously failed to eliminate – has come in at a staggering $425 million, $50 million more than finance staff anticipated. Ontario Premier Wynne and Mayor Tory are well-

david nickle the city disposed to one another – something that could not be said former Mayor Ford and former Premier McGuinty – so odds are good that the city will receive $85 million in help from Ontario. And unlike former Mayor Ford, Mayor Tory has felt no need to deliver a property tax freeze. Instead, Tory has done the opposite – and increased service levels to what seems like a luxurious degree, and charged Toronto residents appropriately. Buses will run more regularly and subway trains more frequently and children under 12 will ride the TTC for free; there will be more resources to save

the homeless from freezing cold nights and more shelter beds available all the time; traffic-clogging road work will finish up more quickly. And Torontonians will pay more. There’s an inflationary tax increase of 2.25 per cent that goes up slightly above Toronto’s rate of inflation when the 0.5 per cent Scarborough subway levy is added in (which it is). Non-children will be paying another 10 cents to ride the TTC. User fees are on the rise, as the city charges more for household garbage collection and hikes fees for renting ice by 7.25 per cent and premium sports field fees by 12.5 per cent. Pushing increases like that would have been bad medicine indeed for most mayors in Toronto’s recent history – and this may turn

out to be the case for Tory but I suspect it won’t. Tory made the point at a lunch-hour speech that his predecessor – that being Rob Ford, now Councillor for Etobicoke North – raised fees and taxes more marginally while at the same time reducing service. And that is not what’s going on here. Tory wants to be seen as fiscally prudent, but what he is selling along with that is the good life – or at least a better life – for constituents. It is at least in the short term a very progressive budget coming from a darling of council conservatives. It will likely pass as easily as it was, say, for Richard Nixon to visit China. Just five years old and already Nolan Georgakopoulos is on his way to becoming a professional artist. Nolan’s work, a selfportrait of sorts featuring himself as a knight and his parents as king and queen, can be seen in Parkdale’s Gallery 1313’s Windowbox gallery until the end of January. “My teachers want to see it,” Nolan told his mom Stephanie Martin as he drew pictures with his new Crayola crayons in their kitchen. Despite the media attention he’s receiving for his first-ever professional exhibition, called ‘Target,’ Nolan, who lives in the Runnymede Road and Annette Streetarea, says he isn’t keen on turning his hobby into a career when he’s older. The senior kindergarten student is too busy playing soccer, ball hockey and tennis – he’s anxious to take up ice hockey soon, too. It was family friend Lisa Anita Wegner, who has known Nolan since he was a baby, who sought his talent after she was brought on to curate a series of installations for Gallery 1313’s Windowbox gallery. The Parkdale-based artist said she’s keen to bring unusual kind of art to the masses. “I knew he’d make something really great,” Wegner said. “When he was little, he’d build these buildings with blocks – I thought they were extremely cool buildings.” Martin says her son never played with anything conventionally. “He’d take apart toys,” she recalled. Wegner and Nolan collaborated over a four-hour period to create his windowbox portrait. The two would work for a bit before taking video game and lightsaber duel breaks. Wegner, who

works frequently with found objects, collected items that she thought Nolan would find interesting and gave him free reign to come up with anything he wanted. Wegner realized that working with Nolan was not so different than collaborating with artists much older than him. “I realized that when I collaborate with an artist, there are two things I look for: playfulness and creative vision,” she said. “I have a belief that all people are artists. It just takes the world to knock it out of them. I want to push the boundaries of

what art is.” Fo r We g n e r, i t’s n o t so much about the final product, but the artistic process. A filmmaker and actor, Wegner’s experience is vast. She has performed alongside such actors as Ben Kingsley, Aidan Quinn and Geena Davis. She is a three-time nominee for a best actress Canadian comedy award, and winner of the best director Canadian comedy award for Chasing Aces (2005), among other awards. Wegner’s career took a turn after she suffered a trauma-related brain injury in 2008. As part of her trauma therapy at Women’s College Hospital, she began exploring video and post-production photography. One of her therapy videos was chosen as part of the Phoenix Art Museum’s Selection 2011. “It’s possible there’s an artist in everyone,” Wegner said. What’s changed?’ There’s a perception we need to change.” During his talk about the future of Toronto’s museums and heritage properties, Ostola cited the book, Last Child in the Woods by Richard Louv. Louv deduces children no longer interact with nature like they used to. “To some extent, there’s an historic deficit – is there more we should be doing? What are the roles of local historic institutions,” Ostola said. He acknowledged that Toronto’s museums face intense competition, with so many other options for entertainment available. “Where do museums fit in? How do we engage new audiences? Toronto is incredibly diverse,” he said. “How do we engage new residents and others we haven’t attracted in the past?” Technology has a role to play in promoting awareness of heritage properties, said Ostola, who added Toronto is not unique in its plight. The key is to think of the city’s museums and heritage sites in non-traditional ways. Each site has its own characteristics and different audiences. A lesser known fact is that Toronto owns 40 heritage properties – roughly 100 buildings are occupied by third parties, such as

On a visit several years ago to the Fortress of Louisbourg, a partial reconstruction of an 18th-century French fortress at Louisbourg on Cape Breton Island, Ostola said he saw some children, who were visiting, being told they couldn’t explore a certain room because it was roped off. “Why not engage them? In many places, we should get rid of barriers. It’s so much more of an experience to interact in an historic environment than to see it behind glass or barriers,” he said. Museum and heritage services now has a social media presence. It’s on Facebook and Twitter – “we have to speak to new audiences and use different forms of communication,” Ostola said. It is experimenting with a new program, which will “hopefully” be rolled out this summer, where visitors to Fort York will be able to interact with

animated historical figures. Museum and Heritage Services boasts a wide range of innovative programs and exhibitions. In March, Spadina Museum hosted the exhibit ‘Dressing for Downton,’ featuring the costumes of one of the most popular and critically acclaimed period dramas, ‘Downton Abbey.’ The exhibit featured 20 costumes from the production, a selection of dresses and accessories from the City of Toronto collection of the same era and Downton Abbeythemed tours of the restored house. The sold-out event inspired another one, The Gatsby Garden Party featuring live music, a ukulele jam and dancing, during which visitors took a trip back to the roaring ’20s. There are multiple uses for Toronto’s museums. For example, there’s a weekly farmers’ market at Montgomery’s Inn, pointed out Ostola. “We rent our places out for weddings, he said, highlighting Spadina Museum. One resident asked if museum and heritage services has a partnership with Toronto Public Library. This, he said, would be helpful in boosting its outreach. While there isn’t an overall, official partnership, sites like Fort York are partnering with its nearest branch to put on an exhibit. Open mic night coming to Baka Gallery Café next month First performance night set for Friday, Feb. 6 A former musician-turned real estate agent has partnered with a local cafe to host a monthly open mic night in Bloor West Village. Disappointed in the lack of places to listen to artists in an intimate, family-like setting, Ernie Guidoccio said he was inspired after visiting Baka Gallery Cafe on Bloor Street

West at Beresford Avenue. The cafe has a second-floor gallery-lounge that few people even know about, he said. “I thought, it’d be great to have music there – it’s got a great intimate atmosphere,” Guidoccio told The Villager. That’s when he approached the

owner about hosting a regular music night, who agreed to donate the space on a monthly basis. The first open mic night takes place Friday, Feb. 6 from 8 to 11 p.m. Guidoccio will be joined by some of his musician friends. They’ll be playing acoustic guitar, mandolin, violin and the African Djembe drum

– all acoustic instruments. All levels of musicianship and talent are welcome. Cloverdale working on Target closure transition ‘Everyone’s at the drawing board’ says Cloverdale GM LISA RAINFORD lrainford@insidetoronto.com Cloverdale Mall General Manager Lisa Peatt never anticipated Target Canada’s announcement that the corporation is leaving the Canadian market. Last Thursday, she said she awoke surprised to hear the news. “Our Cloverdale Target was a great store,” Peatt said as the news was still sinking in the following day. As it was still so fresh, Peatt said she couldn’t offer any specific details, apart from the fact that all parties involved are getting together to discuss what needs to be done. “Everyone’s at the drawing board,” she said. “We had the best Target in the GTA in terms of volume of sales. Cloverdale is such a great centre.” The main focus right now for Cloverdale is to provide “the best possible retail experience” to the community, its tenants, retailers and stakeholders, Peatt said. Bentall Kennedy, the real estate investment and services firm, which

includes Target among its retail tenants, revealed its disappointment about Target’s planned departure from the Canadian market. “On behalf of our clients, we have begun work immediately to understand the implications of Target’s news for the properties we manage, and beyond our own business considerations we recognize the impact of this announcement on individuals and families across the country,” Andy Clydesdale, president and chief operating officer of retail services, said in a statement. “We remain committed to delivering the best possible retail experience in all of the communities we serve and we will manage the coming transitions in the most appropriate way for each property affected by the Target announcement.” At The Stockyards Mall at Keele Street and St. Clair Avenue Monday, Jan. 19, shoppers Irene McConney and her friend Diane Dunn were picking up some items. Both revealed their sadness for the loss of their local Target. “My husband used to work at

Target. We’d come here all the time,” said McConney of her family of three children. “I’m sad.” Both women agreed Target was a great alternative to other big box stores. “ I’d rather come here,” Dunn said. “It’s cleaner; brighter. The staff here are incredibly helpful.” The move to shut down operations in Canada will impact as many as 17,600 employees across the country who work in its 133 stores – five of which are in Toronto. Four more stores were set to open. “After a thorough review of our Canadian performance and careful consideration of the implications of all options, we were unable to find a realistic scenario that would get Target Canada to profitability until at least 2021,” said Brian Cornell, Target Corporation chair and CEO. “Personally, this was a very difficult decision, but it was the right decision for our company. With the full support of Target Corporation’s board of directors, we have determined that it is in the best interest of our business and our shareholders
