However, with the hot weather comes a greater risk for West Nile, a mosquito-borne virus that causes flu-like symptoms, in some cases so severe

it can lead to death. Supporters and MP launch petition Art of the hunt turns campaign to protect Humber River into business venture for ‘thrifting’ enthusiast

One of Madeleine McDowell’s earliest memories is canoeing on the Humber River alongside her parents as a child, watching the turtles and Great Blue Heron, among many other wildlife that call the heritage waterway home. Aboriginal Peoples frequented the area for 10,000 years, said the local, renowned Humber River historian and naturalist. In fact, McDowell herself was named for a French Canadian settler, Madeleine de Vercheres, a 14-year-old girl deemed a hero for thwarting a raid on Fort Verchères on the shore of the Saint Lawrence River. “I will go anywhere for this river,” McDowell said standing in Etienne Brule Park, alongside the Humber, on Saturday morning, June 8. “I love it. It’s the essence of what this country is.” McDowell joined Parkdale-High Park MP Peggy Nash and ParkdaleHigh Park Councillor Sarah Doucette, with Mike Mattos of the Toronto and Region Conservation Authority to launch a local campaign to protect the Humber River on the eve of Canada Rivers Day, Sunday, June 9. Nash is encouraging everyone as part of the ‘Respect Our River’ campaign to sign petitions calling on the federal government to adopt Private Member’s Bill C-502, which would ensure that the entire river is protected. The bill that Nash is working on in collaboration with York-South Weston MPP Mike Sullivan, would act to amend the ‘Navigable Waters Protection Act (Humber River).’ “An urban river in Canada’s largest city needs safeguards so that everyone can enjoy it – whether you are hiking, exploring or canoeing,” said Nash, who will be going doorto-door speaking to her constituents and gathering signatures. Every 25 signatures will be presented in the House of Commons, said Nash. Bill C-105 would reinstate the Humber to the Navigable

“Thrifting” has always been a hobby for High Park resident Erin Edge. She delights in sifting through the goods at garage sales and vintage shops, unearthing cast away treasures. Her hobby developed into a career, reaching a high when she became a buyer for an international vintage company. Since then, Edge has branched out, joining forces with a partner, Christa Waters, whom she met through a mutual friend, to found 101 Markets. 101 Markets is a popular monthly marketplace, which takes place at 3030, a Junction-area bar that shares its name with its address at 3030 Dundas St. W. Entrepreneurs and artisans gather to provide an eclectic mix of handmade and vintage wares. Launching in November last year, 101 Markets takes place on the third Sunday of every month. The next one will be held Sunday, June 16. As a vintage buyer for several years, Edge has participated in her share of similar markets. “Coming from personal experience, I saw a lot of people who had fantastic ideas, a lot of good ideas, but didn’t know where to go with them. I wanted to create a place where people can come, sell their stuff and meet people,” Edge told The Villager. “The vendors are a mix of vintage sellers and local, handmade artisans, jewelry makers, people who have a nice, finished, polished product. We always try to keep a good mix so there’s something for everybody.” 101 Markets has branched out to the Dundas Street West and Gladstone Avenue area.

“In April-May, we got the opportunity to take over a storefront with some of our vendors,” Edge said. Meanwhile, she and Waters are reaching out to vendors who cater to a male audience. “It’s something that’s a little lacking,” she admitted, 101 Markets specializes in creating a space for emerging talent, not only locally based, but across the city, to showcase their work. In addition to vintage and handmade items, there is clothing, jewelry, body products, housewares and treats. “I think we have a really nice blend of product,” Edge said, crediting the great space provided by 3030. “It’s unpretentious and a fun scene, accessible and easy to talk to the vendors.” The next 101 Markets on June 16 takes place from 10:30 a.m. to 5 p.m.

Include funding talk at Gardiner forum

ransit funding should be more than just buses, subways and GO trains. Transportation is a more accurate way to look at getting around the Greater Toronto Area. The future of the Gardiner Expressway is being debated – again. With the Environment Assessment (EA) by Waterfront Toronto and the City of Toronto now back on the table, the latest in the circular discussions is coming up Thursday, the day after the two parties hold a media briefing to discuss the EA. The future of the Gardiner comes up every few years, but nothing concrete has ever come of these discussions. The long-term rehabilitation of the Gardiner is not in question – that needs to happen. However, what exactly does that mean, and how is a city like Toronto going to handle it? Whatever the decision, funding is rarely mentioned – like the public transit discussion, everyone is concerned about today, not 10, 25, 50 years from now. Despite the obvious connection between public transit and the highways, expressways and parkways that encircle this city, no one is discussing how they should work together. If there is an effort out there to come up with a cohesive transportation plan, we’re not seeing it. Within the transit funding tools supported by Metrolinx to pay for the province’s Big Move plan, there should also be funding for our roads and highways. Regional sales tax, development charge, parking space levy, and fuel tax are on the table to fund transit. Yet, something like Highway Tolls to help maintain the Gardiner is not being discussed. Or, at the end of the day, maybe we should hand over the Gardiner to the province to include in its transportation portfolio together with the 400 series highways. And while we’re at it, toss in the DVP.

Ford’s dismissal of Robinson an attempt to show strength

F

iring city councillor Jaye Robinson from his executive committee may have been the most comprehensible thing that Mayor Rob Ford has done in the past few weeks as mayor. That is not to say that firing Robinson was a nice, good or city-building thing to do. But from the point of view of a mayor trying to hold onto power in an environment where its levers are increasingly eluding him... it makes sense. Punishing the first member of his executive committee to actively criticize his bungled handling of the crack video controversy sends a message. It establishes a certain kind of strength. Robinson was outspoken, as the mayor continued to refuse to answer the many questions arising from the video allegedly showing him smoking crack cocaine. She said he needed to answer those questions. She said he shouldn’t be allowing his brother to speak for him.

david nickle the city And she said he needed to take time away from city hall to deal with whatever issues he might have because until he does, his presence is turning the city into a train wreck. Those are hard things to say. They are not the sorts of things a member of a strong mayor’s team says. Weighing in on that mayor’s leadership is not the same thing as weighing in on the mayor’s decision to support a casino. It’s personal. If it’s going to be “business as usual,” as the mayor continually claims, then the mayor’s got to clean house. No choice. So yes, Mayor Ford’s decision was understandable from the point of view of raw power politics. The funny thing about power politics, though, is that at a point what’s good for the leader is not good for the team.

Jaye Robinson said hard things. She also said true things. The fact is the mayor has failed to address the serious issues still emerging surrounding the crack allegations. The mayor’s brother is overstepping his role as a North Etobicoke city councillor. It is very likely Mayor Ford could benefit from some time away from city hall, because it is not “business as usual.” And removing Robinson from the executive committee has another impact on governance. For the first time, the most powerful committee at city hall has not a single woman at the table. That is a giant step backwards, whether her removal was an intentionally gendered decision, or the lack of women candidates to replace her is an unavoidably gendered failure. And that is all too comprehensible.

Bike racks are small expense To the editor: Re: ‘TTC bike racks a waste of money, reader writes,’ Letters, May 9. My daughter lives in east Mississauga, but works in west Toronto. She would cycle to the first Mississauga bus stop near her home. She then would secure her bike onto the bike rack, travel on the bus to its furthest eastern destination in Toronto and cycle the rest of the way. Meanwhile, my son chooses cycling as his principle means of transportation. In this “new” economy, people are looking for alternate and cheaper ways of getting around. The bike racks are not ornaments. They are a necessary addition to accessing public transportation and I am happy to have my tax dollars go to support this relatively inexpensive installation. Reader will pay for Give Mayor Rob Ford a break a better commute To the editor: Re: ‘Big Move...Big Money,’ Special Report, May 30. Time for the front page to scream Big Gridlock...Big Money. The projected costs of an integrated regional transit system proposed by Metrolinx is far less than the estimated $1,600 per household cost for the gridlock that has the GTA stuck in traffic.

It’s unfair to characterize Metrolinx as squeezing money out of taxpayers as Thursday’s front page and inside political cartoon did. Funding transit contributes to better access, cleaner air and a smoother commutes for everyone. I’ll pay for that. Alice Schuda

Toronto Zoo’s elephants deserve much better To the editor: While we are basking in the pandas who are costing a great deal to keep at the Toronto Zoo, maybe we could give a thought to the poor elephants. They looked pathetic last year when I saw them. I think we could do better than that. Who is being selfish to keep them

from going. I would like to hear that every animal lover in Toronto has written to Prime Minister Stephen Harper to approve a cargo plane to take the elephants to where they need to go before they have to stand another summer here. What a life. Marie Sheppard

To the editor: Recently Mayor Rob Ford was accused of consuming ‘crack’ from a pipe, which was allegedly caught on camera. Personally, I did not believe this story. Addressing or accusing false or true statements without professionalism is totally unacceptable. If

this accusation was true, it should have been taken seriously within the court system. The rate of accusations against Ford that have been occurring is a bit odd. I mean, the media is after our mayor, waiting for him to slip and fall. Humans make mistakes and no one is perfect, so why is Ford

targeted? I do believe Ford should be a good example for Torontonians and his people, however, the judgements toward him should be carefully examined. This is not healthy for society. Shaeada Said

The park has suffered serious neglect. The benches were damaged and destroyed. We said, ‘Let’s look beyond the make-good things.’ – Fung Lee, area resident

field. “What we want to do is make the family play area better,” Lee said. The councillor has allocated funds through development projects to renovate and expand the play equipment and dedicated sandbox. “We’d like to add a fitness and parkour area for exercising. We’d like to add

equipment that’s suitable for the older demographic,” Lee said. The wading pool will be converted into a smaller splash pad, an initiative that is already part of the city’s capital plan. The playground improvements are the most immediate of the Friends of McCormick’s plan, which will commence in 2014. Lee credits the core group of people who have been working tirelessly since the founding of Friends of McCormick Park. “They’re a great group of people with really diverse skills,” she said. The next meeting to discuss renovations and improvements will take place Monday, July 8 at 7 p.m. at the park. A room will be booked inside the community centre in case of rain.

4 Things You Need to Know When Buying a New Roof Shingle manufacturers have application manuals specifying how their products should be installed on your house. Your product warranty is supplied by the manufacturer, and could become void if the proper instructions are not followed when your new roof system and shingles are applied. What you should know about roof surface or roof deck preparation: Your roof deck is the structural surface over which your roofing materials are applied. All roof boards and/or plywood must be fastened securely to the rafters, and damaged or rotten wood must be replaced. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks, the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately.

What you should know about ventilation: Improper attic venting can cause your shingles to fail prematurely, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: You have many shingle options with regard to style, colour, longevity and price. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal and longer life expectancy, better quality shingles often provide you with the best value when measured on a cost per year basis. Best friends embark on wilderness paddling adventure in the Yukon LISA RAINFORD lrainford@insidetoronto.com Best friends David Tucker and Liam Ross are in for the challenge of their lives as they are within days of competing in a 715-kilometre canoe race on the Yukon River from Whitehorse to Dawson City. Tucker, a Bloor West Village resident, and Ross, a Junction resident, will take part in the 15th annual wilderness adventure paddling race, the Yukon River Quest, from June 26 to June 30. The two, who met at McMaster University, have been training intensely for the past six months in preparation for the expedition that, according to its liability waiver, has them facing possible hypothermia, drowning and bear mulling – even death. “It’s the mental part, not the physical part that will be hard,” Ross told The Villager, a week before leaving for the Yukon. “We’re estimating it’ll take 65 to 70 hours. They say at the end, you’ll be hallucinating.” Friends and family think the two are “crazy,” however, everyone is extremely supportive of their endeavor. Even though both men grew up in Toronto, they have extensive canoeing experience. Tucker was just three when his father took him on his first adventure to Algonquin Park.

This is the first time the men have taken on something of this scope, together. Both achieved a black belt in karate together while Ross likes to cycle and Tucker is an ultramarathon runner. “I hate running,” said Ross. “We were looking for something we could do together.” When they stumbled across a newspaper article about the Yukon River Quest about two years ago, they were inspired. There are just two 10-hour mandatory rest stops over the course of the entire competition. Last year, 68 teams from 13 countries started the race and 54 teams finished.

They’re out on the water three times a week for two short paddles and one long one. They’ll start near the Humber Yacht Club, south of the Old Mill and paddle as far as Ontario Place or to Toronto Island and back. The veteran Toronto-based musician says he’s impressed by the “really dynamic” line up at this year’s Luminato Festival. “ I d o n’t r e m e m b e r Luminato ever having so much I want to see,” he said, adding that festival organizers have appealed to a younger audience. Collett has called the Bloor Street West and Ossington Avenue neighbourhood home for the past eight years. He and his family moved there from Kensington Market, initially for its affordability at the time. They were “nervous” to be moving so far west, but he has since grown to love the area. “Now, I can’t imagine living anywhere else,” Collett said. “Dufferin Grove Park is like Ground Zero for this neighbourhood.”

program launches in Entertainment District JUSTIN SKINNER jskinner@insidetoronto.com Nearly 40 bars, clubs, pubs, hotels and lounges in Toronto’s Entertainment District have earned accreditation through a voluntary pilot project designed to promote responsible service of alcohol. The Best Bar None (BBN) program is the first of its kind in Canada and aims to raise the standards for alcohol service. Originally rolled out as a pilot program in the Entertainment District last October, BBN recognized the participating venues at a special award ceremony downtown recently. “We were looking for a program that would be able to bring partners and stakeholders together and we’ve managed to work with the AGCO (Alcohol and Gaming

Commission of Ontario), LCBO, residents’ association, city police, licensees and other partners,” said Ontario Restaurant, Hotel and Motel Association President and CEO Tony Elenis, who helped lead the charge to get BBN off the ground. “It’s industry-driven and completely voluntary, and driven more by compliance than enforcement.” The program mirrors one unveiled in the U.K. in 2003, meaning that it was tried and true before it was unveiled. Nonetheless, Elenis said the program is being reviewed to ensure it works as well as possible. After that evaluation, he hopes to see it rolled out in other areas. “We’re evaluating this pilot project and then it will be taken to another stage,” he said.

Annual spring fling takes place at Dovercourt Public School Dovercourt Public School’s highly anticipated Annual Spring Fling takes place this Friday, June 14 from 3:30 to 8:30 p.m. Hosted by the Dovercourt School Advisor y Council, activities will include a 26-foot rock climbing wall, bouncy castles, button making, ceramic tile painting, tattoos, nail and face painting and a visit from the Toronto Fire Department, Mounted Police and Canine Unit. Pick up some compost for your garden and recycle batteries or electronics (sponsored by City of Toronto and Davenport Councillor Ana Bailão), learn about The Backyard Tree Program from LEAF. Stay for dinner - experience the “Taste of Dovercourt” with a community barbecue dinner and bake sale.

Swansea Town Hall Residences mark 20 years in the community LISA RAINFORD lrainford@insidetoronto.com Dorothy Eaton has called the Swansea Town Hall Residences home for the past nine years. An east-end Toronto resident for most of her life, Eaton was encouraged to move west by a friend of hers. Eaton applied for a spot before the residences were built, but because she wasn’t originally from Swansea, she was put on a wait list. In 2004, she received a call that a unit had become available. “The plans for the building were very interesting – it turned out to be excellent for me,” Eaton said. She can take advantage of all the activities that take place next door at the Swansea Town Hall, as well as her building’s exercise and party rooms. “Our garden is just lovely,” she told The Villager.

On Thursday, June 27, Eaton and her neighbours will be celebrating their home’s 20th anniversary with a barbecue and cake. A “happy hour” from 4:30 to 5:30 p.m. will kick off the festivities, followed by dinner and dessert. “Both the residences and the town hall are intertwined more than just physically,” John Woodburn said, who was one of the key players in seeing the Swansea Town Hall Residences come to fruition. In 1990, Swansea Town Hall, at 95 Lavinia Ave., desperately needed upgrading, in part because it did not meet provincial code standards, according to Woodburn. By leasing out part of its land to the provincial government for community social housing, funds became available to renovate the town hall. “The government came to us and said, ‘we have

money for social housing.’ We thought, ‘that wouldn’t be a bad idea.’ The property was large enough so the town hall could stay,” Woodburn said. “The provincial government was willing to pay $1 million for the rental, so we made a deal with the government.” The funds would go to the founding board of the residences, comprised of historical, horticultural, seniors association, ratepayers and the town hall, said Woodburn. It was important that the residences were no taller than the houses in the area. “We set out to make this building as unobtrusive as possible,” Woodburn said. The Swansea Town Hall Residences are comprised of 69 units. Half are social housing, the other half are market rentals.

TCHC criticized by city ombudsman for ‘callous’ treatment of seniors Scathing report documents stories of eviction DAVID NICKLE dnickle@insidetoronto.com The Toronto Community Housing Corporation (TCHC) needs to deal with its senior residents more fairly, and end the “callous and unfair treatment of” many of its elderly tenants, according a report by Toronto’s Ombudsman Fiona Crean released last Thursday. The June 6 report from the ombudsman’s office will be going to next week’s council meeting, and it is the result of an investigation into the way Toronto Community Housing deals with its vulnerable tenants. It stemmed from the death of 81-year-old tenant Al Gosling, who was evicted from TCHC for arrears on his rent. He died homeless just before his 82nd birthday. A judicial inquiry by Justice Patrick LeSage delivered a set of recommendations to Toronto Community Housing — recommendations Crean found have not been followed. “My investigation has found TCHC staff did not

change their practices,” she said. “Instead there’s been a pattern of callous and unfair treatment of many seniors, including at least one case in which a tenant died shortly after eviction.” Crean highlighted several cases, with the names of individuals obscured. Crean said a Mr. B, late in reporting a change in his income, was hit with a retroactive rent increase of $3,000. He accumulated further arrears for three years, was eventually evicted, and died from a heart attack three weeks later. A Ms. F, who suffers developmental disabilities and had lived in her home for 30 years without incident, faced eviction after TCHC after they received noise complaints. Staff also removed her subsidy, based on unverified reports her boyfriend shared her apartment. Eventually, she was evicted for arrears because she had lost her subsidy. Mr. D. was evicted with nothing but a bus ticket and directions to a shelter, after complaints about behavioural

problems, after he’d missed rent for a month in October, in spite of making partial payment. Mr. C, 88 years old, lost his subsidy after he failed to submit an annual income review. When they found his apartment was abandoned, they continued to take rent until his account was emptied. Crean said there was no good reason for the three-year delay in implementing the recommendations. Crean found the TCHC wasn’t following its own policies requiring early intervention and treating eviction as a last resort. Staff don’t personally contact seniors who fall behind on their rent, but use “excessively bureaucratic letters” that are badly written. The TCHC also has no clear policy for how long elderly tenants have to pay their rent. The ombudsman’s recommendations have all been accepted by the TCHC.

dents to reduce the standing water on their property in which mosquitoes like to breed. “Apply insect repellent, wear pants and long sleeves and bright colours, especially at dusk and dawn,” she said. The city first began sur-

veillance of West Nile Virus cases in 2002. That year, 163 human cases were reported to Toronto Public Health. Of those, 10 people succumbed to the virus. “Two-thousand and twelve was the second highest year in terms of human cases,” Pacheco said.

Ninety-four human cases were reported to Toronto Public Health – one person died. “It’s very hard to predict from year to year how serious the season will be,” Pacheco said. “This year, we’ve had cooler temperatures, which affect the life cycle of a mos-

quito. We’ll continue to monitor the situation through the West Nile season.” The Canadian Centre for Mosquito Management has a contract with Toronto Public Health to larvicide 120,000 catch basins (sewer grates) with pellets – less than a small teaspoon – to reduce

the adult mosquito population. Toronto Public Health larvicides an additional 80,000. Three to four rounds of larviciding is conducted of all 200,000 catch basins.

A constable who investigated a historic child porn case and brought the offender to justice was named Toronto’s Police Officer of the Year this week. In 2008, sex crimes unit Const. Joel Manherz reviewed a child pornography case dating back to the 1960s and managed to identify one of

the children in the images. The victim, now 43, helped Manherz identify numerous other victims and bring the elderly offender to justice. The suspect, who happened to live a block away from Toronto Police Headquarters, was arrested in 2010 and is now serving an eight-and-a-half year sentence. “We identified 42 victims worldwide, and that’s going

back from the 1960s up until the mid-1990s,” Manherz said. The investigation led to the largest seizure of selfmade chid-abuse images in Canada. The case is still ongoing. “I just sent off 500 pounds of evidence to the U.K. a couple of weeks ago, and they’re going to be prosecuting him,” Manherz said. Manherz was honoured

during a ceremony at the Toronto Region Board of Trade. making a difference “ The whole reason I joined policing was because I wanted to make a difference,” he said. “With a case like this, it’s a real opportunity to do that.”

The City of Toronto officially opened its first separated cycle track – a lane for bicycles that is separated from traffic – on Sherbourne Street between Bloor Street and King Street on Monday. The Sherbourne cycle track has new features that distinguish it from the city’s painted bicycle lanes, including: buses don’t stop in the cycle track – the cycle track is raised to sidewalk level at bus stops to provide accessible passenger loading; green-coloured bike boxes that provide a safe area for cyclists to wait while making a left turn have been put in place; parking next to the bicycle lane has been removed and lay-bys have been provided at six key locations to facilitate pickup/dropoff activity and commercial deliveries. Flamenco guitarist takes up residence at Lula Lounge June 19 concert pays tribute to jazz festival season

Although Miguel and Bunnett are neighbours and have known each other socially, they have never

from Lula,” he said. “I approached them and said, ‘I know Flamenco is a little out there, but would you be willing to take a chance?’” Miguel’s parents come from the south of Spain. He is first-generation Canadian. He was surrounded by Flamenco music his entire life. Still, he initially wanted to be a rock singer. In 1995, he moved back to Spain with the intention of living there permanently. For a year, he studied with the masters; learning the distinctive rhythms and complicated guitar techniques that authentic Flamenco requires.

“It was great; it was humbling. I thought I was going back for good, but Flamenco guitarists are everywhere in Spain. Here, they’re extremely rare. There’s only a couple of us,” Miguel said. He has toured throughout North America while promoting Flamenco in Toronto through teaching, accompanying dance classes and playing various events. He has called Roncesvalles Village home since returning from Spain in 1996.

Feel Congested hits next phase of public consultations RAHUL GUPTA rgupta@insidetoronto.com The city has launched the next phase of an ongoing public consultation seeking residential feedback on future transit priorities. Over 30,000 people weighed in during the first phase of Feeling Congested earlier in the year. This time around, the campaign, conceived by chief

city planner Jennifer Keesmaat to gain a better sense of transit issues, will focus on measuring support for specific projects. To that end, Keesmaat and the city planning department have compiled a list of preexisting unfunded rapid transit proposals, from subways and light rail to bus-dedicated lanes.
