Tom Samson was a “beloved” teacher at Swansea Public School for the past eight years, remembered by colleagues as a gentleman and practical joker with an infectious smile. Samson died following a cycling accident at the corner of Davenport Road and Lansdowne Avenue early last Friday. He was 35. He leaves behind his wife and two children, seven and almost five. The Grade 2 teacher, “a caring and valued member” of the Swansea P.S. team, was an avid chess player and coach, said Principal Karen Ridley. “Many of his students will remember being soundly beaten by him,” she wrote in a letter to parents. He coached the boys’ basketball

team and led the Swansea Sharks to several victories. “He will be remembered as a dedicated staff member, who over the years made so Tom Samson many strong connections with those he encountered,” Ridley said. “Tom will be missed greatly by our entire school community.” A memorial, comprised of countless pictures, flowers and cards as well as a book of condolences, is set up in Samson’s honour in the front foyer of the school. ‘Very sad situation’ for mayor: councillor Mayor Rob Ford’s ousting from the city’s top job has caught centralwest area councillors, including Parkdale-High Park Councillor Sarah Doucette and Davenport Councillor Cesar Palacio off guard. “I’m shocked at the decision. He said the group would factor in legal costs before deciding to file an appeal. Metrolinx also released a statement welcoming the verdict. The decision came just two days after the coalition presented its case in a downtown courtroom. “What we are asking is for Metrolinx to go back and do a thorough analysis for electric, as well as diesel, and make a decision,” said Ciccarelli at the time. Metrolinx was requested by the province to coordinate construction of a 3.3 kilometre rail spur to Pearson International Airport Terminal 1, which will connect via the Georgetown South GO rail corridor to Union Station downtown. The project is part of the province’s Big Move transportation plan.

The Clean Train Coalition is mulling an appeal after losing a legal bid to re-open a decision to run diesel trains along the air rail link (ARL). The west-end residents’ group had sought a judicial review of a decision by Metrolinx to purchase 18 diesel trains from manufacturer Sumitomo Corporation of America last year on the grounds the provincial transit planning agency “exceeded its jurisdiction” by not first conducting a feasibility study for electrifying the link. But a panel of three Ontario Superior Court judges hearing the case disagreed with the coalition saying in a four-page judgement Metrolinx was required by statute to accept direction

from the province, which set the deadline of 2015 for the ARL’s completion and mandated running of diesel trains. The panel, made up of justices Katherine Swinton, Frances Kitely and Renee Pomerance, also ordered Clean Train to pay Metrolinx’s legal costs of $30,000 as well as additional court costs of $3,500. Following the judgement, Clean Train chair Rick Ciccarelli said the group was considering appealing the verdict.

City plan looks at fencing in off-leash area in Rennie Park LISA RAINFORD lrainford@insidetoronto.com A To r o n t o Pa r k s a n d Recreation department’s plan to fence and formally designate an off-leash area in Rennie Park was met with mixed reviews at a town hall meeting earlier this month. The enclosed off-leash area will encompass 3,500 square metres of land southwest of Swansea Public School’s sports field and adjoining parking lot. The proposed off-leash area is basically the existing space dog owners have already been using for the past seven years, said Carol Cormier, manager of parks standards and innovation. Presently, the school’s land and adjoining field is a popular spot for sports teams as well as tobogganers and pedestrians. Area residents say it remains unfenced and

a safe and successful neighbourhood facility. Robert Gregoire and his wife live on St. Olave’s Road, 12 metres west of the proposed enclosed off-leash area. Having owned dogs themselves, the couple said that since 2005, they have strived to make the unfenced field and park work. “We and virtually all the other dog walkers at Swansea field feel the status quo of no enclosed off-leash area, but with improvements for lighting, landscape buffers, signage and ‘poop-n-scoop’ provisions would do well to accommodate almost everyone,” Gregoire said, adding that ongoing and continued “policing” by dog owners and walkers themselves between 5:30 a.m. throughout the day and evening would remain key to its success. Council needs to re-set priorities

I am not excusing Mayor Rob Ford for his stupid actions that resulted in a single judge making the decision to have him turfed from office, but there are numerous others who have committed questionable acts who are still walking the floors of city hall. For example, what about the various city officials and councillors involved in the questionable city housing purchases for hundreds of thousands of dollars? And a single judge turfs our mayor for the sum of $3,150. Something stinks to high heaven. W.D. Adamson

oronto council reached the halfway point of its mandate in spectacular fashion this week. Monday’s decision by Superior Court Justice Charles Hackland ordering Mayor Rob Ford be removed from office due to his violation of the Municipal Conflict of Interest Act will take effect Dec. 10. The judge gave council 14 days from Monday to deal with his ruling. That possible date of removal comes just three days after council reaches the twoyear anniversary of its four-year term. The situation on Ford is constantly changing. Council was examining its legal options at this week’s meeting. At the moment, it appears council has the choice of either appointing a caretaker mayor for the remaining two our view years of this term or calling for a mayoral by-election. City solicitor Anna Kinastowski said Councillors it’s going to be a long process, must still focus much of it dependent on other court rulings, which could stay on community Ford’s removal or keep him in office if he wins his appeal. If or when the time comes for council to make a decision on replacing Ford, we strongly favour the appointment route. Calling a by-election will cost an estimated $7 million. It will also likely cause a mess of a domino effect as councillors abandon their wards to run for mayor. And that’s the last thing Toronto needs, distracted councillors furthering their own political careers during a by-election while ignoring the needs of the wards they were elected to represent in 2010. As our stories in today’s paper on council at the halfway point show, councillors must fully focus on the important work of representing their communities. This has to remain their priority. We also ask that the appointee be from Ford’s side of the political spectrum. He was elected on a mandate of fiscal responsibility and concern for taxpayers, and that should be respected. The halfway point of a council’s mandate is an artificial line for council members to reflect on what’s gone right and what’s gone wrong during the first two years of office. Unfortunately, this time it’s a harder line in the sand. It’s a re-set point for every civic politician and every civic official. There are no longer any rookie councillors – everyone has two years of experience. Understand that the pure pleasure and advantage of local politics is in moving forward carrying the interests of your constituency beyond an agenda of a perceived political left or right vision. Ford situation leads to council paralysis “Rob Ford did this to Rob Ford.” No truer words were spoken about our third (amalgamated city) mayor, than the sound-bite-ready quip from lawyer Clayton Ruby, who led the legal challenge to Mayor Rob Ford’s legitimacy to hold the office to which he was elected two years ago. Ford is facing what can only be counted as a disgrace: ordered removed from office not by voters or his own life-choices, but a court of law, for violating the Municipal Conflict of Interest Act. There will be an appeal of the decision by Justice Charles Hackland. Perhaps the mayor will prevail on appeal and be able to remain in office. But in the course of getting there, he will hear the verdict in the libel lawsuit from the owner of the Boardwalk

Cafe. And before the end of the year, the result of a compliance audit on his election expenses will be released. Depending on how that goes, he could well be faced with removal from office a second time, as well as a second restriction on when next he can run for election. And that doesn’t even scratch the surface of other situations he’s been connected to including the displacing of commuters to bring buses to ferry the high school football team he coaches back to their school and engaging senior city staff regarding repairs

to the road outside his family’s business. Ford has already surrendered the moral authority to lead the city. The courts are now in the process of taking legal authority from him. Some have suggested the punishment meted out by Hackland – and prescribed in the Municipal Conflict of Interest Act – outstrips the nature of the crime. Hackland admitted as much in his decision: that Ford’s decision to speak on his own behalf, when faced with a report demanding he repay $3,150 in donations to his football charity, wasn’t a matter of corruption, and the violation of the act was merely technical. But Ford is by all accounts a wealthy man. The injury he suffers in losing his job is paltry compared to the injury the city suffers in the wake of that.

Council is a fragile body at the best of times. The huge uncertainty Ford’s potential departure creates could throw it entirely off the rails. Toronto council will need to pass a budget, which, one would hope, would reflect the complex will of the electorate. It will have to deal with the continued implementation of a transportation plan. It will have to decide what to do about revenue sources like the land transfer tax. One might argue Ford’s presence has been of diminishing relevance to all of this, as council has chosen its own route. But the instability over the next few months will all but guarantee a level of legislative paralysis Toronto hasn’t seen since the early days of amalgamation. To paraphrase Ruby: Rob Ford did this to us.

A practical joker, he’d arrive in the school office with an “applause metre” and “laugh box,” she said. “Our students and staff are understandably upset by what happened. Toronto District School Board staff has been at the school to offer support and counselling and will remain for as long as they are needed,” Ridley said. The devoted husband and father had a knack for sharing his love of life – particularly his smile – with everyone he met. “Tom was the real deal: a gentleman, a joker, a thinker, an athlete, a conversationalist,” said colleague Christopher Higgins. “Sometimes he would just put a thought-provoking book or a CD in my box. He was very considerate that way. On Halloween, you had to see what he was wearing. He made bow ties cool. He had an infectious smile, took every chance to share a laugh and always had time for his friends. Tom was loved by all who knew him.” Swansea P.S. council chair Karey Heard recalled Samson’s Halloween costume, too. He had the kids in stitches dressed up “Gangnam Style” as South

Korean rap sensation PSY. “He was just one of those lovely people. You’d see him at school and he always asked how you were because he was genuinely interested. He cared,” she said. “It’s such a loss for Swansea. He was the teacher you’d give the kids who needed extra attention to. We called him the ‘Kid Whisperer.’” Teachers from Parkdale P.S. offered to take over classes at Swansea so its staff could attend the celebration of Samson’s life Tuesday at the Artscape Wychwood Barns. A private burial followed the public celebration. “The school rented a bus because everyone wanted to go. The community has really come together. We’re all pitching in,” Heard said. As many as 30 families have banded together to make and deliver food to Samson’s family. Pa r k d a l e - H i g h Pa r k Councillor Sarah Doucette was a member of Swansea Public School’s parent council when Samson came to the school. She recalled working on an outdoor seating project with Samson. “Because he was a chess master, we put a chess rock

in the kindergarten garden,” said Doucette, whose kids attended the Windermere Avenue school. “He was very kind and caring; one of the few male kindergarten teachers Swansea has had,” she said. “He had a real rapport with students, particularly the rambunctious boys. He had a way of encouraging them to learn. He was loved by everyone.” Samson was tall so people – literally – looked up to him in all ways, Doucette said. “Swansea is absolutely in shock,” she said. The Swansea School Council has set up a trust fund for the Samson family. The account is at the Bank of Montreal at Windermere Avenue and Bloor Street West. Veteran, rookie politicians reflect on half-way mark of council term

Ford’s first two years started strong, ended in controversy

There is a consensus among central west-area councillors – both veteran and rookie: the first two years of council since Mayor Rob Ford’s election have flown by. Dec. 7 will officially mark two years since Ford’s inauguration. Since then, Parkdale-High Park and Davenport councillors’ schedules have remained jam-packed. Each say they are pleased and proud of all they have accomplished – and learned, but remain focused on continuing the work they’ve started. For Parkdale-High Park Councillor Sarah Doucette and Davenport Councillor Ana Bailão, both first-time councillors, there’s been a learning curve of sorts. “It’s been interesting, fascinating – an amazing learning experience and 99.9 per cent positive,” Doucette said. The Ward 13 councillor said she has been able to carry on the work she began as a parent and community activist, but in her new role has had the backing of municipal government. “We’ve kept pools and libraries open and built playgrounds – it’s what I always did, but now I’ve got city hall behind me.” From the onset of her election, Doucette wanted to host a ward council, which she achieved in doing by bringing together Business Improvement Areas (BIA), ratepayers, resident and tenant associations. Doucette has found it “really successful” to have a “roaming” constituency office. She meets with residents at various locations including Runnymede and Annette Street libraries, the Swansea Town Hall and Lambton House. “It tells people these places exist, it’s helping these places become known,” she said. Doucette can take credit for leading the charge in keeping the beloved High Park Zoo open and rebuilding the Jamie Bell Adventure Playground, whose castle turret was ravaged by fire. “More than 800 people came out on the day of the (community) rebuild. It was great fun,” she said. Doucette is eagerly anticipating the opening of the BMX skills park slated for the corner of The Queensway and Ellis Avenue – “it’ll get kids off the couch and outside. All you need is a bike and a helmet,” she said. From planning public parks and streetscapes, to community leaders who work with the city and developers, Parkdale-High Park Councillor Gord Perks counts the

Mayor Rob Ford has had a colourful first two years in office: starting from the moment he announced that Transit City was “dead,” then handed off the limelight in his swearing-in ceremony to a redbaiting Don Cherry. As he reaches the second anniversary of his mayoralty on Dec. 7, Ford’s political career in municipal politics could well be over. Superior Court Judge Charles Hackland has ordered Ford removed from office on Monday over a conflict of interest he failed to declare, when he asked council to forgive him having to pay $3,150 of money donated to a football charity. That matter was one of many black eyes Ford has inflicted on his own mayoralty. But what about policy? After two years in the mayor’s chair, what has Rob Ford done to change the face of Toronto? Initially, it seemed like he had accomplished quite a bit. He convinced Ontario Premier Dalton McGuinty and Metrolinx to stop work on the Sheppard LRT and let the city attempt to build a subway there instead. He convinced Toronto council to scrap the $60 vehicle registration fee, and using surpluses left by the previous administration, froze property taxes in 2011. Toronto councillors’ office budgets were slashed in half. He convinced council to contract out garbage collection in the area west of Yonge Street. He and Deputy Mayor Doug Holyday were able to win major concessions from the city’s remaining unionized workers, with only a short public library strike. In the service of his promise to cut the “gravy” at city hall, he implemented a core services review, which enabled council and the public to decide what services the city should or should not be providing. These exercises found little to cut. The fallout from the process arguably led Toronto council to take a firmer hand with the mayor in 2012, which saw many of his promises undone. Council resurrected Transit City and turned around the 2012 budget to restore some key services. What’s to come? Well, if Ford is successful in appealing Hackland’s ruling, there are a couple of outstanding promises. Ford has promised to start cutting the land transfer tax on real estate transactions. And he is aiming at a 1.75 per cent property tax increase for 2013. And he has made it clear since the spring, when council shut down his subway dream: Rob Ford is already campaigning for re-election in 2014.

Layers and textures add warmth to a room, so plenty of blankets and pillows are a must. Keep them nearby in a closet, a pretty basket or drape a cozy throw over the bed for visual interest. Light up the room with warmth. Lighting is key to creating an inviting, warm retreat and can dramatically alter the mood of a room. The insider secret to achieving that hotel feel is varying shades and washes of light. The effect is achieved with lamps positioned near the bed for night time reading and dimmers on overhead lights. Of course, having a few scented candles nearby instantly makes the room warm and inviting. Create a striking backdrop with paint. There are two ways to colour the room for comfort.
