ritish handyman, Neil Ludlam, has been found guilty of the 2009 murder of an expat millionaire golf course owner that he had been working for in the Dordogne. After three and a half hours of deliberations, the Cour d’Assises in Périgueux found Mr Ludlam guilty of stabbing and battering to death Peter Fuller, 67, owner of Les Mirandes golf course near Plaisance, following a remark about his mother. He was sentenced to 18 years in prison as well as being permanently excluded from France. Mr Ludlam could have received a maximum 30-year term for murder, but received significantly less as it was argued he had shown remorse and accepted responsibility for his

crime. At the end of the trial, he told the court: “I am extremely sorry for Mr Fuller's family. No words can describe my regrets. There is nothing more I can say other than offering my sincere apologies.” The former professional cricketer, who was 30 years old at the time of the attack, had been working for the retired Total oil engineer for 3 weeks on the night of the murder. He had been living in a caravan at Les Mirandes Golf and Country Club, carrying out odd jobs. During the trial, the defendant admitted that he had been drinking heavily with the victim and had taken exception to a remark from his employer about wanting to sleep with his mother. He told the court he

wo of my favourite things in the world are sport and talking about the weather (my other favourite thing is beer, which dovetails nicely with watching sport in the sunshine!! Oh, and my kids of course… and my wife). I noticed an interesting parallel today between how the British look at sport and the weather after I watched England ‘crash out’ of yet another major tournament on penalties. I am a mad keen sports fan – I will watch anything. If it is competitive, I will get into it. And I am also an eternal optimist, which for a sports fan can be a recipe for disaster. When you really invest yourself in an individual or a team and you truly believe (and crucially care) that they will win, the highs can not be beaten when triumph is yours… but the corresponding lows are oh so low. I have never actually cried when a result has not gone the way of my team, but I can empathise with the people in the crowd that the cameras always pick out after a game who do. Every time England (I can not speak for the Welsh, Scottish and Irish, although I’m sure it is the

same) enter a tournament or a big match, the whole country expects. We collectively absolutely believe one hundred per cent that this time it will be different and we will win. And when we invariably don’t, the nation mourns. Tim Henman spent may years ranked at or around 4th in the world. ‘Most’ years he would get to the semi-finals of Wimbledon and ‘Henman Hill’ would paint their faces and go crazy for a few days. Then he would ‘crash out’. Interestingly, I never once saw Henman ‘lose’ at Wimbledon – he always ‘crashed out’. Not one person ever said: “Fourth best player in the world, got down to the last four players, well done Tim, you exactly met expectations.” And so it was last night that England crashed out on penalties to Italy. I woke up this morning to a grey drizzly sky and it occurred to me that the British do not reserve this ‘unrealistic expectation/ crushing disappointment’ mentality purely for the sporting arena… we are exactly the same with the weather. Every year, we think that spring will end on the 1st of June, the sun will put his hat on and we will have exactly 25 degree days

until the end of September – not too hot, mind, we don’t like that either. So when the weather is not this perfect summer that presumably never existed, we are disappointed and talk of little else. And if we do get extended periods of the sun that we clearly crave, we speak about nothing other than water shortages and hosepipe bans! It’s almost like we deliberately set ourselves up for a fall. Except this year, something has changed in me. Last night, as it went into penalties – and even when we went one penalty ahead – I never really believed that we would win, or even deserved to win. Italy had been the better side by a country mile and given us a footballing lesson and the real tragedy would not have been us going out but if Italy had not gone through. This is a big thing for me to say. Am I becoming a grumpy old man…? Or has living in France tempered me…? It has got me thinking if the French have the same attitude to their sport…? As a nation, we will have plenty more opportunities to be excited/ disappointed in the coming month or so as the Olympics get underway in London. The Olympics has rather crept up on me this year and I should be much more excited than I am. My family are all originally from London, so to have The Games in your home town is a massive thing. I’m sure if I was living on the other side of the Channel I would be much more hyped up. On a very brief trip back a month ago,

I noticed that almost all advertising was either Jubilee or Olympics themed. I hope that as the opening ceremony approaches there will be more coverage in France and that my excitement levels increase. If I can no longer find joy in sport, that only leaves me with the sun and beer, which would be bad for both my skin and my liver!! One final thing on a different topic. Don't forget the new law coming in on 1st July requiring drivers in France to have a breathalyser kit in their car. These can be purchased from supermarkets and pharmacies. Foreign drivers are also required to carry one of these breath test kits and anyone driving over from the UK should purchase one before they arrive. Until next month Steve Martindale Editor

Opération tranquillité vacances Man finds five

skeletons buried in his garden

T

he Limousin is, for the most part, one of the safest areas of France, but during the summer months, homes are often more at risk of theft as their occupants leave for extended holidays. It is for this reason that the Police Nationale and Gendarmerie Nationale run a programme called opération tranquillité vacances. Under this scheme, homeowners can inform the local police that they are going away on holiday and officers will perform regular checks on their property in their absence. While many of us will go far away for a week or two at some point during the summer, many more people will come to our region, and not all of them will have good intentions. Houses with the shutters closed and the mail piling up on the doorstep make for obvious targets to those with nefarious intentions. By following a few simple steps, your local policeman or gendarme will regularly pass by your house, checking the shutters, windows and doors. Who can ask for their house to be watched? Any homeowner in the region may ask to be covered by the scheme. How do you ask for your house to be

watched? All you need to do is write to (or visit) your local police station or gendarmerie, giving them your name, the address of the property, the dates of your absence and a number to contact in emergencies. Does it work? In recent years, those using the scheme have seen the benefits. In 2009, in the area around Limoges covered by the police, 695 houses and businesses used opération tranquillité vacances and only 2 were the victims of some kind of theft. For the area covered, this figure is below

average. In Creuse that year, not a single house or businesses covered by the scheme suffered a theft of any kind in the entire department. Is there anything else that can be done to avoid being the victim of burglary? Residents are advised to ask someone to regularly pick up mail and to put a bit of life into your house by having a neighbour open the shutters every once in a while. Residents are advised never to leave a message on your answer phone saying when you will be away. ■

homeowner in St-Priest-Ligoure, 25 kilometres to the south of Limoges, received a shock recently when he began digging in his new garden, only to discover five human skeletons. “A friend of mine who runs a building company had come along with his mini-digger,” explained the owner. “We had just stopped for a quick beer when he saw a bone in the ground. We assumed at first that it was an animal bone.” On closer inspection, the pair soon realised that it was in fact a human tibia. “I immediately called a lawyer friend who advised me to call the gendarmes straight away”, said the owner. At that point they did not know if they were dealing with a crime scene or a burial ground. The gendarmes assumed that the garden was a crime scene and before long five skeletons had been exhumed. The Gendarmerie, on the advice of a medical examiner, later confirmed that the skeletons were at least one hundred years old, but would not be drawn on their exact date. The criminal investigation had become an archaeological one. Members of the Direction régionale des affaires culturelles (DRAC) were called in to establish the exact age of the bones. Initial investigations concluded: “the bodies were arranged with the head to the West, facing the East. This type of burial is typical of a Christian burial and could date back to the 17th century”. Further tests will now be carried out, as well as a search for more remains. The owner of the house, which had previously belonged to the local postman, was philosophical about the aborted plans for his new garden. “I bought this old post house last October,” he explained. “The plan was to get the garden ready for summer… I guess that will have to wait now!” ■

The French summer sales are underway across the region! This summer, the sales begin at 8am on June 27 th and will run for 5 weeks until close of business on July 31 st. Summer and winter sales periods are very strictly regulated in France, with fixed dates for when they start and finish. Until recently, France had two sales periods - summer and winter sales - running for 6 weeks each and on dates that were fixed regionally. In 2008, as part of the government’s economic modernisation law, ‘floating sales’ were introduced. Fixed sales now run for a period of 5 weeks each and retailers can offer an additional 2-week soldes flottants period that they take at a time of their choosing. Official sale periods, either fixed or floating, are the only time of the year when retailers are legally allowed to sell goods at a loss. ■

had “seen red”, but that he had no recollection of stabbing Mr Fuller, although he added: “If the evidence points in that direction, it must have happened like that. I was drunk. I lost control.” “Neil has a very strong emotional relationship with his mother. As he was drunk, Mr Fuller's remark about her touched him. He was then seized not by anger but rage,” argued his lawyer, Philippe De Caunes, who was seeking the lesser charge of “manslaughter aggravated by the use of a weapon” for his client. “However violent the blows struck, he never meant to kill him,” he said. But the prosecuting judge, Charles Charollois, disagreed: “There never

was a fight that night. The victim was lynched. How can you expect a fight between a 67-year-old diabetic, overweight, asthmatic man and an athletic, healthy 30-year-old? It's as improbable as a fight between a boxer and a six-year-old boy. He killed for nothing, for a word, for a phrase. Perhaps that saucy remark about his mother, but what is certain is that Ludlam struck the first blow.” Although Mr Fuller’s blood was found all over the walls and floor of the house, as well as on Mr Ludlam’s clothes and two knives in his caravan, not a single drop of Mr Ludlam’s own blood was found at the scene. Mr Ludlam fled to Britain shortly after the murder, but was arrested at Luton airport as he landed on a flight from Bordeaux. ■

hen François Hollande visited Camp David in the US in May for the G8 summit, France’s first couple took a number of gifts with them for Barrack and Michelle Obama. One of the gifts given to Mrs Obama by Valérie Trierweiler was a 'Cabas Vicky' handbag from Le Tanneur, a high-end handbag manufacturer based in the Limousin. Le Tanneur has seen a significant spike in sales following the high profile gift to America’s First Lady, but denied it was a publicity coup of their making. “It was not a gift from us to Valérie Trierweiler, she bought it independently from one of our

Paris stores”, explained a spokesperson. “The gesture was a big surprise to us. It has provided a boost to our network of stores and we have received a number of enquiries about that particular bag. But, keeping things in perspective, it is not as though there are suddenly queues outside our boutiques!” Founded in 1898 Le Tanneur has its headquarters in Bort-les-Orgues in Corrèze. Specialising in handbags, purses and suitcases, it currently employs 320 people. A majority share in the company was bought by the Qatar Luxury Group in 2011. ■

Château de la Cazine reopens its doors

A

fter an uncertain few years, the Château de la Cazine is back and, on first impressions, better than ever. The hotel/restaurant, located in Noth just outside La Souterraine, was once the crown jewel of cuisine in northern Limousin, boasting a glittering reputation and a Michelin star for its restaurant. Following a disagreement with the management of the time, however, the chef left – and with him went the coveted star. The château soon fell on hard times.

After passing through several hands, salvation was found in the form of British property developers Barrasford and Bird Worldwide, who took over early in 2011 with bold plans to create a luxury retreat in the Creuse countryside. This dream is fast becoming a reality as phase one of the project recently

concluded. Following an initial investment of over €1.2 million, the fully refurbished hotel and restaurant are now open to the public. “For one year, all our efforts have been concentrated on the main château, which has been completely renovated”, explained château manager, Philippe Bappel. “We have replaced everything: all the electrics, the bathrooms, the kitchens, three dining rooms and conference suite, as well as the reception area and all the halls and corridors.” The number of rooms has been reduced from 22 to 19.

The creation of fewer, larger rooms is in keeping with hotel’s ambition to achieve 5 star status. The suite on the hotel’s top floor is 160m² and has three private bathrooms! Although the accommodation is luxurious, the owners are determined to make the hotel affordable and accessible to all; a number of rooms are

available for less than €100 per night. The restaurant is also now up and running under head chef, David Boyer, and has already set out its ambition of achieving a Michelin star in the near future. M. Boyer is a local man, born in Chaillacsur-Vienne, just outside SaintJunien, who in 2007 was voted best young talent in the Limousin by the Gault et Millau restaurant guide. His food is best described as neoclassical, fusing classic dishes with modern accompaniments – all with a local Limousin twist, for example his Limousin fillet of beef, pommes Anna with Szechuan pepper and delicate Armagnac sauce or his brook trout with a passion fruit and Creuse saffron sauce served with quinoa and fresh herbs. Lunchtime menus are available from €19 with à la carte dining in the evening. The restaurant also proposes a “Taster Menu” at €39 and a “Carte Blanche” menu at €65 for a four-course meal created for diners by the chef. Hours of service for the restaurant are 12h00 - 13h30 and 19h30 21h00. Diners may also enjoy a relaxed drink in the intimate and aptly named Chapel Bar, situated in what used to be the traditional chapel of the château.

The drinks menu includes an impressive selection of fine wines, Whiskies, Cognacs, Armagnacs and more, as well the Cuvée de la Cazine champagne, available uniquely

at Château de la Cazine. With the hotel and restaurant now running smoothly, owners Barrasford and Bird Worldwide can turn their attentions towards phase 2 of their ambitious plans: a five year, €25 million project to create a luxurious five star resort in the 80 hectares of grounds, complete with its own 18 hole golf course, deluxe spa and numerous additional facilities, all open to the general public. In the next two years, the existing village located a few hundred metres from the château will be renovated to create 40 apartments centred around the high-end, luxury spa. Five years down the line

a further 140 apartments will have been built to create what the owners describe as an upmarket ‘Center Parcs’ style resort. Although some will be privately owned, the majority will be available for rent to the general public. Investors will be entitled to use the properties for periods during the year on a fractional ownership basis, as well as receiving rental income from their investments for the rest of the year. When the project is complete, it is estimated that there will be 200 employees during peak periods working in and around the château, something that will surely be welcomed by the local economy. ■

Clermont-Ferrand Ikea to open in 2014

zone as a whole when it is fully up and running in 2017. These figures have led authorities to estimate that a new bus route would need to be able to carry between 650 and 2,000 passengers every day,

something that was not possible on the existing public transport network servicing Gravanches. Authorities believe that 40 daily return bus journeys will need to be scheduled between 7am and 9pm in order to cater for

employees and visitors alike. With this last problem now apparently solved, fans of the Swedish furniture maker finally have an opening date to look forward to. ■

kea is officially coming to Clermont-Ferrand, after the project to open a new store there was finally given the green light by Commission départementale d'aménagement commerciale (CDAC). The 25,000 m² site at Gravanches, just to the north of Clermont-Ferrand is expected to open in the middle of 2014 and will create 250 jobs, as well as a further 50 indirect jobs. Until now, the closest Ikea superstores to central France have been at Tours, Bordeaux or Toulouse - not exactly round the corner! For those of us in the Limousin, the approximate driving times to the new store will be 1h 34mins from Tulle (166km), 1hr 48mins from Guéret (171km) and 2hr 19mins from Limoges (253km). The project has been on the table for quite a while, but hit its most recent hurdle with the

Government lowers age of retirement France’s new socialist president, François Hollande, has followed through on an election pledge by lowering the retirement age from 62 to 60 for those who entered work at age 18, effectively reversing the rise implemented by Sarkozy. The move, which flies in the face of austerity efforts being championed by countries like Germany, has been justified by citing “social justice”. The government has said the decree will affect about one in six retiring workers and will take effect in November. President Hollande has admitted that the change will cost France €1.1bn annually until 2017 and €3bn thereafter, although they claim the entire cost will be met by a 0.1 percentage point rise in payroll charges - an extra €2 a month on the average monthly French net salary of €1,600. “We committed to put this measure in place quickly for social justice for those who started working early,” said Social Affairs Minister Marisol Touraine. “We’ve restored justice,” Prime Minister Jean-Marc Ayrault told television station TF1. “This is a commitment by the President of the Republic, and I believe that confidence is also born, in politics, from commitments kept.” Jean-François Copé, the leader of the UMP party, said that the measure would lead to a “massive rise in taxes to come, for all French”. “We don’t have the slightest euro to finance these electoral gifts,” Mr Copé said at a news conference. Around 110,000 people are expected to benefit from the measure in the first full year. ■

Rare Napoleon letter written in English goes under the hammer I t is two o'clock after midnight, I have enow sleep, I go then finish the night into to cause with you. At first glance, this looks like a sentence that has been put through a particularly bad online translator; it is in fact an extract from a letter written in English by Napoleon Bonaparte which was sold at auction in Paris this month. Penned in March 1816, it is the first of three letters written by Napoleon in English while he was in exile on the inhospitable island of Saint Helena following his defeat at the Battle of Waterloo. It was bought by the French Museum of Letters and Manuscripts in Paris following a dramatic bidding war. The sale price of 325,000 euros, more than five times the anticipated price, suggests the document's historic value, as rare proof that Napoleon, who famously dismissed England as a “nation of shopkeepers,” learned to speak the language of Shakespeare late in life. According to Jean-Christophe Chataigner, president of the Osenat auction house, the letter “was sort of ... a historical revenge” for Napoleon, who learned English while being held captive under a military guard. “He was imprisoned by the English,” said Chataigner, “and he wants to continue to have a certain degree of independence, of freedom, and to

be able to learn English without his jailers knowing it was a great motivation for him”. The letter is written on a single sheet of yellow paper and was addressed to Emmanuel de Las Case, a close aide who acted as his English teacher on the island; it was apparently scribbled down in the middle of the night when Napoleon couldn't fall asleep. “Count Las Case,” Napoleon wrote, “It is two o'clock after midnight, I have enow sleep, I go then finish the night into to cause with you. He shall land above seven day, a ship from Europe that we shall give account from anything who this shall have been even to day of first January thousand eight hundred sixteen. You shall have for this ocurens a letter from Lady Las Case that shall you learn what himself could carry well if she had conceive the your occurens. But zI tire myself and you shall have of the ado at conceive my.” Napoleon was referring to a ship from Europe that would dock in seven days, bringing news on what had happened since January 1, 1816. Burgundy Auto-entrepreneur scheme set for shake-up wine scam uncovered the relatively heavy social charges that fund health care, social welfare pensions, unemployment and other benefits, irrespective of whether they have made any money in a particular month. President François Hollande has previously promised a radical change involving a “return” to a regime that supports the creation of what he calls ‘true’ SMEs (small and medium enterprises) and discourages part-time or temporary work, a large part of the attraction of the auto-entrepreneur scheme. JeanLuc Mélenchon, the ex-Socialist and present leader of Front de Gauche, stated simply during the election campaigning that he would abolish this “scam of the first order”. Sylvia Pinel, the new minister for artisans and commerce said the autoentrepreneur scheme “results in

unfair competition with artisans and thus requires adjustments”. She told L’Expansion she was committed to a formal review, consultation and reform. “This regime has in some sectors, including trade and crafts, led to unfair competition with professionals who are subject to different social security and tax rules and standards.” Earlier this year the one millionth auto-entrepreneur registered since the creation of the status in 2009 - a home service mobile beauty parlour. The scheme has undoubtedly been a massive success with the wider public and according to a report in Rue 89, a poll recently showed that people believed the scheme “was the best thing to emerge out of the Sarkozy presidency”. The auto-entrepreneur scheme generated more than 5 billion euros in sales in 2011

and enabled the state to collect nearly 600 million euros in contributions. Cyril Darrigade, Chairman of the Mouvement des Auto-entrepreneurs de France (MAEF) urged the

Socialists not to impose heavy social charges and tax on the sole traders, as this would defeat the original intentions of encouraging a network of selfstarters. ■

Paris' love locks given go-ahead T

he mayor’s office of Paris has given the green light to a recent tradition of attaching love locks, or cadenas d’amour, to the city’s bridges. For several years now, couples have been writing names and messages on small padlocks and attaching them to some of Paris’ most iconic bridges like the Pont des Arts or the Pont de l'Archevêché. The locks, popular among lovestruck couples and tourists alike, are not favoured by everyone. In some cases, like the Ponte Milvio in Rome, the locks can do serious damage. Here, the famous lamp post where the phenomenon recently resurfaced, now has so many locks

attached to it that it’s starting to bend under the weight and may fall into the river. Two years ago, after the Paris Mairie declared it was “worried about the degradation of heritage”, all the love locks mysteriously vanished from the Pont des Arts one morning just before dawn. Local authorities denied any knowledge at the time. Their tune has changed, however, and they have now openly said they have decided to “take a live and let live attitude to this spontaneous phenomenon of beautiful Paris life”, even if they are not officially encouraging it. “Let’s say we’re turning a blind eye,” a councillor said.

In 2006, Italian author Federico Moccia wrote a scene in his book Ho voglia di te (I want you) in which the two protagonists write their names on a lock, which they attach to a lamp post on Rome’s Ponte Milvio, throwing the key into the Tiber River below. The book became a bestseller, then a movie, and soon crowds of lovestruck couples were visiting the bridge and imitating the story. From there, love locks spread around the world and today, you can find them in places like Moscow, Seoul, Florence, New York – and Paris. ■

Investigators have targeted a prestigious French wine company over allegations that thousands of connoisseurs may have been duped. Following an 18-month investigation, prosecutors believe that wine merchants Labouré-Roi took expensive bottles of Nuits-SaintGeorges and topped them up with cheap supermarket wine. Police said at a press conference in Dijon that Nuits-Saint-Georges itself was not part of the scam, which happened between 2005 and 2009 during which time 2 million bottles were sold. Labouré-Roi was also accused of changing the labels on 500,000 other bottles when stocks of a particular vintage were running low. Two of the company's executives, brothers Armand, 82, and Louis Cottin, 83, were arrested in a police sting along with a wine taster and the company administrator. They were later released. Labouré-Roi, which has been established since 1832, is the Burgundy region’s third biggest wine company and sells the prestigious wine across the world. Cases of NuitsSaint-Georges sell for thousands of euros and the scam is believed to have earned several hundred million. Gendarmes have seized significant amounts of wine and tax inspectors are also looking into the company's records, a police spokesman said. “We are three years after the period which was checked by investigators and we are now approaching a situation where we have an error rate of close to zero,” said Armand Cottin. “The management is taking responsibility for the situation we are in.” A lawyer for the company said that none of the directors had been charged and the company had moved on from the period in question. ■

More English words enter the French language

Defenders of the purity of the French language will be dismayed by some of the new entries in the 2013 edition of the famous Petit Robert dictionary. The new edition, already available in France, sees over 300 new words, some of which are taken directly from the English language! Technology is the area where Anglicisms pervade most deeply with ‘notebook’ and ‘netbook’ joining ‘laptop’ in the French lexicon. ‘Tweets’ have already made it into the dictionary as the plural noun, but the verb ‘tweeter’ has this year been added. ‘Lol’, shorthand - or text speak - for ‘laugh out loud’, also gets its own entry, a year after it was put into the Oxford English Dictionary. Alain Rey, 83, a famous French linguist and advisor to the Petit Robert, told daily paper Le Parisien: “We certainly have our lot [of new English words], there was nothing we could do. We base our new entries on the frequency of usage.” The Académie Française, set up in 1635 to protect the purity of the French language, is a staunch opponent to foreign borrowings. The institute’s 40 members advise on vocabulary, word-usage and grammar, but is increasingly losing its battle against Anglicisms creeping into everyday usage. In 1994 France introduced the “Toubon” law making the use of French obligatory in official government publications, in state-funded schools, in advertisements and French workplaces. This means, for example, that all English words on billboards must come with a French translation in a footnote. The law also requires a minimum of 40% of French-language music to be played on the radio. ■

Scientists probe the death of Richard the Lionheart

A

celebrated French forensic scientist has begun an investigation to establish exactly how Richard the Lionheart, or Cœur de Lion, died. It has already been established that Richard I succumbed to an infection at the age of 42 after being poorly treated for a crossbow wound during a siege of Châlus castle in the Limousin, but it is not known what infection this was. The work is being carried out by Philippe Charlier, who is referred to in France as the Indiana Jones of graveyards. Last year he proved that a mummified head unearthed by an antiques dealer was that of Henri IV, the revered French king who died 400 years ago. He has previously helped dispel claims that Napoleon was poisoned to death by his British captors and established that Vatican-authenticated bone fragments said to have come from Joan of Arc were in fact from an Egyptian mummy. In this current case, the scientist is examining fragments of dust of King Richard's heart, housed for centuries in the Gothic cathedral of Rouen, northern France. He is confident that a battery of chemical tests on just “one or two milligrams” of the precious relic will be enough to provide conclusive results, likely to be unveiled in the next three months. “It is a forensic challenge. We want to get the maximum information from the smallest possible sample,” Mr Charlier told daily newspaper Le

Parisien. Revered in England as a pious, brave and highly cultured leader, King Richard is described by historians as brutal, religiously intolerant and unable to control his temper. Indeed, although he is one of the most celebrated kings of his era in his ‘home’ country, he spent little time north of the Channel and could speak no English. In March 1199, Richard was in the Limousin suppressing a revolt by Viscount Aimar V of Limoges. He began a siege of the virtually unarmed castle of Châlus-Chabrol. Some chroniclers claimed that this was because a local peasant had uncovered a treasure trove of Roman gold, which Richard claimed for himself in his position as feudal overlord. In the early evening of 26th March

1199, Richard was walking around the castle perimeter without his chain mail, investigating the progress of sappers on the castle walls. Missiles were occasionally shot from the castle, but these were given little attention. One defender in particular amused the king greatly - a man standing on the walls, crossbow in one hand, the other clutching a frying pan, which he had been using all day as a shield to beat off missiles. He deliberately aimed at the king, which the king applauded. However, another crossbowman then struck the king in the left shoulder near the neck. He tried to pull this out in the privacy of his tent but failed; a surgeon was then called to remove it, “carelessly mangling” the King's arm in the process. The wound swiftly became gangrenous and Richard died 11 days later. ■

ccording to recent surveys, London is now France’s sixth largest city in terms of population, with more people living in the UK’s capital than in Bordeaux, Strasbourg or Nantes. Only Paris, Marseilles, Lyon, Toulouse and Nice have more French nationals living there. Such is the importance of this overseas French population, that a new MP has been elected in the French parliament for the constituency of “Northern Europe”, comprising the UK, Ireland, Scandinavia and the Baltic states. In reality all the main parties chose candidates who were based in London, which will be the power base for this new overseas MP. It is the first time that France’s expats have had representation in the French parliament in this way. The number of expats, along with the influence of their MP, could also soon be growing. President Hollande’s Socialist party have swept into power with majorities in both the upper and lower Houses, and Hollande looks set to be able to push through his reforms relatively unchallenged. Key amongst these reforms are plans to tax the rich more heavily, increase public spending and grow France’s economy out of trouble. France’s new top rate of tax is expected to be set at 75%! Many have predicted that French businesses and high-earning individuals will simply jump on the Eurostar and set up shop in “Paris-on-Thames”, adding to London’s growing army of French expats. and our schools and everything else.” The government is convinced that the new tax laws will not create a fresh exodus of wealthy French overseas, however, citing French pride and patriotism. “There are French bosses who are patriots,” said Bernard Cazeneuve, France’s European Affairs minister. “There are, amongst the battery of measures that we are going to take in favour of businesses, measures which will encourage investment and incite firms to stay in France.” Mr Cameron’s blunt comments proved controversial in France. Claude Bartolone, a senior figure in President François Hollande's Socialist party, said: “I hope that it was an after-dinner remark and that he didn't have all his wits about him when he said these things, because it's just not the done thing.”

Michel Sapin, the Labour minister, also suggested that the prime minister was not in full command of his senses when he made the comments. “I don't know how one can roll out the red carpet over the Channel,” he said. “It risks getting wet. I think this was a comment that escaped him.” In a tweet, François Rebsamen, the Socialist leader of the Senate, said: “Red card for perfidious Cameron’s red carpet. We thought the British were known for their subtle sense of humour.” Pierre Laurent, head of the French Communist Party, went even further, saying it was “sad to see Britain entertaining the ambition of being Europe's tax haven”. With an estimated 400,000 French expatriates already living amongst les rosbifs, it does not look like the number will be decreasing any time soon. ■

resident François Hollande’s Socialist party have won an overwhelming majority in French parliamentary elections, meaning they should have no problem in pushing through his election pledges. Along with their allies, the Socialist party controls around 320 seats in the 577-seat parliament, far more than the 289 needed for an outright majority. The Socialists now control both the national assembly and the senate, although they face the difficult task of tackling France's economic gloom, high unemployment and rising debt. The result is, however, a powerful mandate for President Hollande to implement his plans to bring France out of economic gloom by increasing spending and raising taxes. The prime

minister, Jean-Marc Ayrault, appeared to be preparing France for difficult choices and sacrifices in his speech after the vote, saying: “The task ahead of us is immense.” The elections, although an easy win for President Hollande’s party, were not without controversy. The far-right Front National won two seats in Parliament, the first they have held since 1986, although neither was won by their charismatic leader, Marine le Pen. The daughter of the National Front’s founder, Marie Le Pen, lost a bitterly close battle in the constituency of Hénin Beaumont in the northern Pas de Calais department. Ms Le Pen lost by just 118 votes to a Socialist, and called for a recount, a request which was denied. There was something to celebrate for the Le Pen dynasty, though,

as Marine’s 22-year-old niece, Marion Maréchal-Le Pen, won the battle in her constituency in the southeastern Vaucluse department. The granddaughter of Marie Le Pen has become the youngest politician in modern history. “I am happy to be the spokeswoman for this French youth that tomorrow will spearhead new hope in the shape of the National Front,” she said from the Provençal town of Carpentras. “6.4 million French voters have already joined us (in presidential elections) and it's just the beginning.” Marion Maréchal-Le Pen was helped by the refusal of the thirdplaced Socialist candidate to follow party orders and withdraw from the second round of voting. This created a 3-way vote which the young Le Pen duly won. The mainstream political

parties usually have a tacit agreement to back down ‘for the greater good' when up against a far-right candidate. Further controversy came with the shock defeat of former presidential candidate Ségolène Royal in La Rochelle. Ms Royal is the mother to the president’s four children and had been widely expected to be appointed President of the National Assembly, the third most powerful position in France. After her defeat, Mme Royal spoke of a "political betrayal", referring to the intervention of the president’s current girlfriend, Valérie Trierweiler. Ms Trierweiler has never made any secret of her loathing for Ms Royal and in the days before voting she tweeted her support for Olivier Falorni, the popular local Socialist standing against Ms Royal and who went on to defeat her. ■

Madame Guillotine - the terror of France

T

he guillotine is an iconic execution device that made its name (and indeed, took its name) during the French Revolution. In reality, beheading machines had already been around for centuries. The ‘Halifax Gibbet’ and the ‘Scottish Maiden’ are well-documented devices that date back as far as 1286. These machines were not as precise and efficient as the guillotine and whilst the Halifax Gibbet is documented as having performed a total of 53 executions, the guillotine regularly performed that many a day in Paris alone. In pre-revolutionary France, executions were public, lengthy and often gruesome affairs. Common methods of execution included hanging or burning at the stake. You could also find yourself bound to four oxen that were then driven in four different directions, effectively tearing you into quarters. In the most extreme version of this type of execution, you would first be tortured in public in a practice known as being ‘hung, drawn and then quartered’. If you were rich, you could buy your way to a manual beheading – a death that was usually reserved for the upper classes.

The guillotine in its most famous form is credited as the creation of Dr Joseph-Ignace Guillotin. Dr Guillotin was not a fan of executions. In fact, he was one of a growing number of French philosophers during the Enlightenment that argued for a more humane form of capital punishment. It is not even known if Dr Guillotin was a supporter of capital punishment at all and certainly abhorred it in its current form at the time. The new execution machine was originally proposed as a more humane, egalitarian form of execution. In the early months of the French Revolution in 1789, Dr Guillotin proposed the principle of the machine, along with a few crude sketches, as a universal method of execution across France - one that involved no torture, would be performed in private and would be used irrespective of class or wealth. Although initially rejected, his proposals were eventually accepted a few years later, but executions would continue to be public affairs. The design of the machine was then given to Tobias Schmidt, a German harpsichord maker who used Dr Guillotin’s sketches as his starting point. In 1792 he completed his prototype,

and after numerous tests on animal and human corpses, the machine was finally ready to be used. The completed machine comprised two fourteen-foot uprights joined by a crossbar, whose internal edges were grooved and greased with tallow. The weighted blade was either straight, or curved like an axe. The system was operated via a rope and pulley and the whole construction was mounted on a high platform. The first execution by guillotine took place on April 25, 1792, when a convicted highwayman, Nicolas Jacques Pelletie, was executed in Paris. At some point in the following years the machine came to be called a Guillotine, even though Dr Guillotin had very little input in its actual design. Exactly when and how this came about is not known. The blueprints were sent to all parts of France, exact replicas were created and soon all public executions were being performed by Madame Guillotine. By the end of the revolution in 1799, the guillotine had executed up to 45,000 people. The period 1793-1794 became known as The Terror in France, a time when “anyone who either by

their conduct, their contacts, their words or their writings, showed themselves to be supporters of tyranny, of federalism, or to be enemies of liberty" could be executed. This loose definition could and did cover almost everyone, and during the years 1793-4 thousands were sent to the guillotine. Historians have argued whether this bloody period in French history would have been possible without the guillotine, and whether its invention led directly to the huge scale of these mass executions. The history of the guillotine does not end with the French revolution and as well as being used in France for a further 150 years, it was also adopted by many other European countries. In 1939, Eugen Weidmann became the last person to be publicly executed using the guillotine and on 10th September 1977 the guillotine was used for the last time in France when it was used to execute Hamida Djandoubi. Four years later the death penalty was abolished in France. Contrary to popular belief, Dr Joseph-Ignace Guillotin did not fall foul of his own creation and lived on to die a natural death in 1814. ■

MDF - Medium Density Fibreboard

A

recent project at Chez Smith had me looking for some wood boarding, and MDF was an option. However, gone are the days where I think “OK, that will do the job” and just buy it, so I decided to look a bit further into MDF's environmental credibility. What is Medium Density Fibreboard? Medium density fibreboard (MDF) is a wood panel product made up of wood fibres (rather than small chips used in particle board) that have been bound together by heat, pressure and resin binders. The wood fibre used often comes from pine plantations, but just about any wood waste can be used in its

MDF and formaldehyde

manufacture, including paper.

Advantages of MDF • Strong, nearly double the strength of particle board • Denser than plywood • Can be painted • Can be drilled, screwed (using suitable fasteners) and easily sawn • Much cheaper than “natural” wood • A good insulator • Soundproofing attributes • Fungus/mould resistant • Flammable, but difficult to ignite • Can be recycled All this makes medium density fibreboard sound like a dream product, but there is one major environmental issue: the binders.

Like particle board and some plywood, the binders and resins used in MDF may contain formaldehyde, a known carcinogen. While I found some references stating lignin can be used as a binder (a naturally occurring substance found in plants), it still seems urea-formaldehyde based products rule the roost. One of the big problems with formaldehyde is that it's a substance that keeps on giving. Products containing formaldehyde will continue to give off gas for years. It's for this reason, plus the fact MDF is also susceptible to moisture that it's recommended medium-density fibreboard should be sealed with paint. However, painting MDF doesn't solve the problem, it just locks it away. While MDF can be recycled, landfill is still the most common final resting place for it, where chemicals will leach out over time, possibly contaminating groundwater. On the (somewhat) brighter side, it seems MDF uses less in the way of binders than particle board. I wonder why there isn’t the same demand in France? I mean, we are part of a ‘joined-up’ economic community, so why aren’t multinational metal companies snapping up all the scrap metal in ‘La France Profonde’? The world's next superpower, the Chinese, are spending billions gaining strong footholds in Africa, and a lot of this money is spent sourcing metals to

feed its increasing need for industry. I would have thought for a lot less money, they could solve their problems here in France. Maybe it’s the prospect of long hard negotiations with a Frenchman who is convinced that although his car is 25 years old and a non-runner, it’s still virtually as good as the day he bought it and therefore worth several thousand euros! ■

Situated on the banks of the river Creuse, in the commune of Pionnat, the bar/ restaurant is blessed with incredible natural beauty. many days since reminiscing about it. In the end, I was not defeated (I could not bear to waste any!) although a few chips did escape unscathed. My wife opted for a fillet of cod, which was beautifully presented and, I am assured, equally delicious. Dessert was a sumptuous lemon tart with raspberry coulis (both home-made) and lemon sorbet. Talking to Brett after the meal, it soon became apparent why the quality was so high: here is a very experienced chef who is passionate about his food. Before setting up this business in central France, Brett has been a professional chef all his adult life, working in kitchens across France as well as in Switzerland, the Channel Islands and Norway. All in all we spent a very pleasant

The bar is cosy and well-stocked and whenever I have visited has always had a number of locals propping it up – a good sign in my book! The restaurant area backs onto the river and oversized windows give stunning views across the Creuse while you eat. I was invited to the opening night back in March and a brief look at the menu that evening had given me my first suspicion that the chef knew his onions, so to speak. For our starter, we shared a baked Camembert for two. This locally sourced cheese is made less than an hour away near Dun-le-Palestel and I can see why it is apparently proving a popular choice among the locals. The Camembert is served piping hot with a wide accompaniment of crudités for dipping; cutting through the top of the cheese reveals a delicious melted fondue centre and between the two of us we gobbled the lot. This proved to be a tactical error on my part when my main arrived a short while later. I had opted for a rib-eye steak, which came served with an appetising salad and a generous portion of chunky home-made chips. I have had steak many times around the region, and what now sat before me would often have been divided up in the kitchen to serve at least 2 people in most other restaurants. I am an enthusiastic carnivore and am rarely beaten by a piece of meat, but part of me wished I had not been quite so gluttonous with my starter! The steak was cooked perfectly and I have spent

evening enjoying the food, the views and chatting to Rachel, Brett, Anne and Nick. It was one of the best meals I have eaten locally and I would not hesitate to recommend Le Moulin du Breuil to anyone and everyone. The kitchen is open from 12h-14h and 18h-21h every day throughout the summer. A lunchtime set menu is reasonably priced at 12 euros with à la carte dining possible both at lunchtimes and in the evenings. There is also a Sunday menu for €18. The menu reflects Brett's varied culinary background, changes regularly and is based around seasonality and locally sourced produce. Vegetarian options are always available and coeliacs can also be accommodated, as can catering for events, parties and weddings – call for more details. Le Moulin du Breuil is also a great place to fish. Cartes de Pêche are available from the bar for fishing along the river and they have a private fishing lake a stone’s throw away. A private camping area has also just opened up for the summer. In the garden - July

T

his time round, a few gardening thoughts. In the garden the work continues as before: sowing, weeding, pricking out, dealing with drought, being vigilant about pests... and taking the time to enjoy it all.

Shade I can't be the only person around to find that some days are real scorchers here! And more and more, I bless the fact that my garden has areas of shade. Only nine years ago, when we bought the house, the 'garden' was a field with a bay tree at one side, so it just shows that trees do grow relatively quickly. All mine were planted as small specimens, mostly poached from other people. Most of my peach trees grew as a result of me throwing away the stones of peaches I'd eaten. They are the small fruited pêche de vigne, gave fruit after four years and are now more than four metres high! So planting trees need not be expensive and it does not take that long to give you cool, shady areas and brings you lots of other benefits. Don't be tempted by the large, expensive specimens in garden centres unless you are prepared to help them re-establish themselves in your garden. As well as tree planting, you can gain shade via structures such as arches, pergolas, gazebos etc. Plant annual climbers such as morning glory or black-eyed Susan or climbing beans or peas alongside the perennials to get quicker cover. Beware of rambling roses unless you have serious space to cover - they can spread 8-10 metres so can swamp too small a structure very quickly. What's on I've spoken to several frustrated Brits recently who feel isolated as gardeners and who feel there's not much on offer. I'd like to say that there are quite a few gardening groups out there; a good opportunity to meet other gardeners. The french equivalent of the RHS is the Société National d'Horticulture de France, based in Paris (www.snhf.org). The french equivalent of the Plantfinder exists. It's produced by the SNHF and is called “38000 plantes; où et comment les acheter en France”. The title changes as they update the editions. The equivalent of the Open Gardens Scheme is Rendez-vous aux jardins, a national celebration organised by the Ministry of Culture (www.rendezvousauxjardins.culture.fr). This always takes place the first weekend of June and most departments produce a booklet with info about gardens which are open etc. In terms of interesting nurseries, there are plenty around, but they may not be in your area, so check the internet for their sites, and for associations check out ASPECO amongst others. There are some good plant fairs around, but it can be a

bit difficult finding out where they are. Nexon, Mortemart, Verteuil, La Sedelle and Prissé-laCharrière are good ones. Perhaps you can get involved with your commune - some villages have volunteers who help with the planting up and maintenance of troughs and beds. Let your mayor know that you're interested to help out and he'll probably be thankful for the helping hand. Failures In the Limousin, we can grow the vast majority of garden plants, so why do some things fail? Well, it's often down to us. The weather is more extreme than in most parts of Britain, with hotter drier summers and colder winters, so if you expect to just stick things in the ground and watch them get on with it, as we often do in GB, you can have some nasty surprises. Trees and shrubs need mulching and watering the first year after planting and do better when planted as smaller specimens. Then they should do fine. Don't sow too early in the season, especially if you have heavy soil, but wait a little. Everything will catch up. Be observant. What our gardening books tell us, written for more northern climes, may not work for you here. In Britain I grew my tree peonies in full sun and was surprised when the same plants struggled here in the same conditions. Now I grow them in semi-shade and they seem an awful lot happier. Penstemons used to grow like weeds for me in Hampshire but here are more delicate. I protect them and grow hardier varieties. Adapt your strategies and you can grow most things - with the exception of Meconopsis!! Space Occupy the space in your garden, in whichever way you choose. I personally dislike too much lawn; for me it's often a labour-intensive, boring green desert! But maybe I'm in the minority... Many of you have reasonable sized gardens, so planting a grove of trees is not a problem and there are interesting things available that can be both decorative and useful. I've picked quantities of juneberries (amelanchier canadensis) this year, delicious and sweet, and later will pick aronia melanocarpa berries. Both of these are fantastic in the garden, grow easily and are productive, so why not try growing something unusual? The Agro Forestry Research Trust www.agroforestry. co.uk is a very useful reference site and you can also buy plants from them. Antoine-Augustin Parmentier & the potato 1737 -1813

The more you read, the more interesting the history of vegetables is, and the more daft people are to ignore it. After all, who could imagine that a tuber grown in Peru and South America could end up as a staple food for millions of people in Europe, to the point that when it became ill with the blight, the failure of the crop led to the death of roughly one million Irish and the emigration of a million more. Even today, what could be more common than chips, mash, frites, purée, gnocchi, kartoffelpuffer, rosti? Virtually every European county has its traditional potato dishes. An amazing place to be, when you consider that the potato was widely distrusted and reviled after its introduction to Europe in 1640. A member of the solanum family, which includes toxic plants that can kill and with strange underground tubers that were the 'edible' part of the plant, the grain eating peasantry of Europe was, not surprisingly, very reluctant to adopt it. It was during the Seven Years war with the Prussians that Parmentier, serving as an army doctor, was captured. In prison, he was faced with eating potatoes, in France legally only considered as suitable for pigs. He found to his surprise that he did not die and even managed to stay reasonably healthy. On his return to France, this experience provoked a lifelong interest in nutrition and nutritional chemistry and he started trying to change the opinions of decision makers. This was very difficult and caused him various professional problems but he persevered. He undertook a series of publicity stunts to promote the potato, including giving Marie Antoinette potato flowers to wear in her hair. He also famously surrounded his potato patch at Sablons with armed guards to suggest valuable goods, instructing them to accept any and all bribes from civilians and withdrawing them at night so the greedy crowd could 'steal' the potatoes. As usual in this story, it was with hard times that the potato really came to be adopted as more than a curiosity by the few. A series of bad harvests and then the siege of 1795 saw potatoes being grown to ward off starvation and it has never looked back. So when you next eat shepherd's pie, or hachis Parmentier as it is known in France, spare a thought for Antoine-Augustin Parmentier, a brilliant man who accomplished many things in his lifetime but who is also the father of the potato. Chicken Fricassee - Fricassée de poulet

Fricassee is a cooking method where the meat is browned lightly in butter, sprinkled in flour, then cooked in stock or wine. You can also make this dish using veal, lamb or rabbit.

Ingredients (Serves 4):

2 tbsp Butter 2 tbsp Olive oil 1 Peeled and chopped onion 2 Cloves of garlic, peeled and chopped 450g/ 1lb Chicken breast, skinned and cubed ½ tsp Salt/ pepper 2 tbsp Flour

¼ l/ 8fl oz Water ¼ l/ 8fl oz White wine 225g/ ½ lb Sliced mushrooms 3 Carrots, thinly sliced 3 tsp Fresh tarragon 150ml/ 5fl oz Cream

1. Melt the butter and oil in an ovenproof dish or a heavy based pan on a medium heat. Add the onions and garlic and cook until soft. 2. Add the chicken and brown all over. Mix the salt and pepper with the flour and sprinkle over the chicken, stirring thoroughly to coat all the chicken with the flour. 3. Stir in the water, wine, mushrooms, carrots and tarragon, bring to a slow boil, cover and simmer on a medium heat for about 15 minutes or until the vegetables suit your taste. 4. Take off the heat, stir in the cream and serve with rice or mashed potatoes.

Living in France - working in the UK

F

rench culture is very familyorientated and it is therefore not surprising that France has an increasing appeal to young families with dependent school-age children. But how to adopt a French lifestyle and maintain the necessary household income to sustain it is a common challenge. For many couples the solution is for the family to be resident in France, while the main breadwinner continues to work in the UK. This scenario inevitably raises questions of taxation and access to welfare benefits, including health service cover. In respect to income tax, where a member of the household is working and earning in the UK then tax on those earnings will be payable in the UK. If the income earner is employed, including as a director of an owner-managed company, then UK income tax will be collected through the employer’s PAYE scheme. If self-employed, then a UK self-assessment tax return will need to be completed each year. Normally income earned in the UK will still need to be declared in France. It

will not be taxed again but will be used to determine the tax rate applying to other household income received in France, including worldwide investment income. Under certain circumstances it may be possible to agree with the French tax authority that the working spouse is not tax resident in France. In this case income earned in the UK would not be declarable in France, and the French resident ‘household’ for French tax purposes would consist solely of the non-working spouse and any children. However, the French tax office would expect the French resident nonworking spouse to declare as income any ‘allowance’ paid to him or her by the UK resident spouse. If contemplating this approach it would be sensible to take specialist tax advice to determine which option would be most beneficial in terms of overall tax payable in the UK and France. With regard to health cover, the provision of social welfare benefits, including health service benefits, is governed by European Council Regulation No 883/2004

which regulates the coordination of social security systems across EU member states. Under these regulations a cross-border employee or self-employed person is able to arrange for his or her family to have access to the French state health system by maintaining payment of National Insurance contributions in the UK. Where one spouse works and lives in the UK, while the family is resident in France, then the working spouse needs to apply to the UK Department of Work & Pensions for an S1 form. This is done by completion and submission of HMRC Form CA8454 03/10 “Application for Health Cover in the European Economic Area”. It will be seen from the questions asked on this form that not every scenario is clear cut and a caseworker will review your exact circumstances to check that you and your family in France are entitled to free access to the French health care system, paid for from the UK. In particular there is something of a ‘grey area’ for those working in consultancy or service functions where work for a UK employer or for clients

of a self-employed business might be carried out from home in France by remote IT tele-working. Many families, who feel the ‘absent parent’ route would prove too disruptive for their preferred family lifestyle, prefer to explore the possibility of generating income from some form of self-employment in France. In recent years the introduction of the ‘autoentrepreneur’ system has made the establishment and running of a small business in France far less bureaucratically onerous. Nevertheless, anyone contemplating this option is advised to take good accountancy advice in France as there is a considerable choice of business and tax structures available and it is important to select the one most appropriate to the nature and scale of the intended business. Through this route, social security contributions are payable in France, which provides access to the French health service for business owners and family. W

hen you buy a house in France, the notaire will quite possibly have mentioned a servitude - ‘easement’ in English - that is due to your neighbour, or that is due to you. An easement is the right to use someone else’s property for a specified purpose. Perhaps you are in disagreement with a neighbour over a matter of easement or have read your deeds and not understood the paragraph entitled “servitudes”. Easements are a very old obligation of French law. They were already in existence under the “Ancien Régime” and were brought into the civil code in 1804. Today they are recognised under articles 637 and 686 of the civil code, but also elsewhere in

specific texts (the code de l’urbanisme, for example). Definition An easement or servitude is an obligation of one property owner towards a neighbouring property owner to do, or not do, something. One of the owners has a responsibility to the other owner, either for use, convenience or benefit of his land. An easement therefore implies that there are 2 different owners. If there is only one owner involved, then there is no easement. Examples of servitudes: There are many types of easement, but here are the most well-known: * Servitude de passage Right of way. The right of one owner to cross

another’s land. * Servitude de vue – Right of view. The civil code defines the minimum distance at which it is forbidden to have a view of your neighbour’s property from your own. This prohibits any building work that would create a line of sight into your neighbour’s property - most commonly a window, door or skylight, or a veranda, balcony or terrace. For direct views (i.e. looking straight ahead from the opening), the minimum distance is 1.9 m from the property boundary. For an oblique view (i.e. one which requires looking to the left or right out of the opening) the distance is 60 cm. In certain cases where these distances are not respected it is possible that a “right of view” exists which prevents the opening from having to be legally blocked up. • Servitude d’écoulement – Right of flow/ drainage. This refers to the obligation to allow

water to flow naturally into the neighbouring property, for example rivers and streams. • Servitude de puisage – Right to draw water. The authorisation given to a neighbour to draw water from a well etc on your property. • Servitude de distance des plantations – Right to plant. See my article in November's edition of The Bugle regarding minimum distance requirements when planting trees and shrubs etc near property boundaries.

Important • An easement applies to a property (referred to as an “immeuble” in French legal terminology), whether or not a building is present. A right of way, for example, can equally apply to a field. • An easement is attached to a property and not an owner, thus all future owners will be bound

London is now the first city to officially host the modern Olympic Games three times, having previously done so in 1908 and in 1948. A large part of Britain’s Olympic bid centred around a pledge to redevelop parts of London, especially east London, and to keep costs down by using existing venues where possible. Even by doing this, the cost of hosting an Olympics is very high – estimates suggest that the final budget could be as much as €12 billion! This money has been raised through a combination of public money, private investment, national lottery funding and ticket sales. When London was first selected to host the 2012 Olympics, the then Mayor of London, Ken Livingston, predicted that the Games would eventually make

well understand the good mayor of Guéret and indeed you, Sir, being upset at the journalist's comments about the Creuse - the mayor being upset on behalf of his residents and you being upset on behalf of your Creuse readers. But you needn't be upset. We have to humbly acknowledge that the journalist understands Parisian living better than we.

He knows that each morning, he and his neighbours leap out of bed declaring Wheee! How thankful we are to be living in a fifth floor Parisian apartment with a fine view of other apartment blocks, and how delighted we are to spend fifty minutes on the Metro to and from work, as we did yesterday and the day before and the day before that, as we have done every working b*****y day for the past X years! What a delight (they say) to spend this pleasurable time on the Metro in cheerful discussion with our happy co-travellers, merrily talking over Jean-Paul Sartre and Monsieur Sarkozy and Monsieur Hollande and thinking there's no better way

Illegal airport parking..?

would like to tell you a story, which may interest any readers planning a trip back to the UK using a well-known ferry company. I recently planned a trip back to the UK for the first time in just over three years, checked out the prices etc with all the other methods of crossing the Channel and found this well-known ferry company to be the better option. I have used them several times in the past and found them to be satisfactory. When I went to book (via the internet as people do these days), the same way as I have done in the past, I completed all the relevant boxes and pressed enter to pay, but I was red flagged. So I phoned my bank (NatWest) to see why my card (Visa debit) had been rejected and was informed that my card was fine and that the payment had been authorized. So I phoned the helpline for this well-known ferry company and was told that as I was using a UK bank card from an address in France I would have to go to page one and in the top right hand corner change the box from English £ to English €. So I started filling in the boxes again and when I arrived at the method of payment there was no option to pay with my debit card. I would have to pay with a credit card, therefore I would be charged a €5 credit card charge. I phoned the helpline again for an explanation and was told the French do not use debit cards??? So I told a little fib and said I do not have a credit card and was told that’s OK and was given a reference number and told to pay at the docks. “Great”, said I, “can you send me a confirmation?”, which eventually they did. Trouble was it came from Belgium in Flemish (my French is not that good, Flemish I stand no chance). Anyway, dates and times are easy enough to translate so I soldiered on and everything worked out OK and we arrived in U.K. While in the UK I had a vehicle breakdown resulting in a visit to a garage and a three day stay for repairs and so I had to reschedule my return. I checked out the prices etc on the internet and found a suitable time and date, priced at £44, so while still sitting at the computer I phoned the helpline, gave them the time and date and was told the price was £140.40. I queried this price and explained that I was looking at my computer which was still displaying £44. The agent went away to find a supervisor. Five to ten minutes later, the supervisor came on the phone and gave me a load of “bull” about bank holiday weekend prices being that much more etc. I pointed out that I was looking at their website and the price they were quoting, so after more “bull” about gestures of goodwill,

to be spending our lives. Like our journalist friend, I love Paris. Twenty years ago this month my wife and I had a captivating holiday there and promised ourselves we'd return. We then drove to the Creuse and there we discovered a region which wasn't just good for an excellent holiday but was a place where we could live, really live. And for all the attractions of Paris, the wonderful Creuse was where we decided to buy a home and spend our retirement years. At the heart of Paris is the Arc de Triomphe at the Étoile: so does the Creuse have an answer to that? Indeed it does: for Paris' Étoile we offer the Milky Way. Just a shame our journalist friend can't see it.

I then got the agent back and we sorted it out; as my original ticket was £31 I would have to pay the difference between the £31 and £44 being £13 plus a £10 transfer fee (total of £23 - a lot better than £140.40!) I was given a reference number to quote at the docks and I asked for confirmation and an E-ticket to be sent to my E-mail address. I arrived in Dover and on my way to Tesco's to buy the goodies you can not get over here I decided to go and sort out what I owed to this well-known ferry company. When I arrived at the desk I quoted my reference number and said that I had £23 to pay, at which point I was told that her computer was telling her I had to pay £69. Eventually I persuaded her to phone the helpline and luckily for me the person who answered the phone was the supervisor I had spoken to previously. Praise be, she remembered me and the price was adjusted and I paid the £23 and walked away with my ticket. I caught my boat and with a great sigh of relief arrived back in France. The day after I arrived home I received the confirmation I had requested by E-mail. It arrived by post and guess what, it was for the £69, posted from their office in Holland and in Dutch. I will let you, the reader, draw your own conclusions. But was this price of £140.40 plucked out of the air as I had broken down and was unable to check prices etc? Was the £69 on the computers at Dover another little trick? If I had arrived at the check-in desk at the prescribed time i.e. two hours before sailing (23.00hrs), the helpline would have been closed, therefore nobody would have been available to verify the price I was quoted on the phone. If I wanted to catch that boat I would have had to pay the £69 and then try to get the over charge back later, which would probably have been very unlikely. Why was the ticket confirmation sent from Belgium on the way out and Holland on the way in? The moral of this story is do not take anything at face value and trust no one. Regards,

am contacting you regarding a P-V [procès-verbal d’infraction – parking ticket] that I found in my letterbox today! As you are probably aware, nowadays there is no 'billet doux' stuck on your windscreen, just a postal notification. Bizarrely, in the 'Description de l'infraction', I can see no address given and I had to look in my diary to see where I or the car had been on the day in question. It transpires I had left the car on the side of the road, near the roundabout outside the entrance to Limoges Airport, whilst away for 3 days. So, have I overlooked something glaringly obvious? If not, are you are aware that it is seemingly illegal to park there?

hy France? A question often asked whenever I announced that I would be spending my annual holidays in l’Hexagone - even more raised eyebrows on stating that I intended to live there. The rivalry between England and France has existed for centuries, commencing with battles over territorial sovereignty and continuing today with passionate allegiance to the national rugby and football teams. Yet in adversity, the two countries often form an alliance, tolerating each other’s support until the common foe is defeated; at that point, rival hostility recommences. In addition, the invasions continue, doubtless fortified by entente cordiale: to name a few, EDF, Veolia and Orange have crossed the Channel as have migrating Brits in the opposite direction.

The ironic thing is, earlier today as I attempted to walk on the pavement near where I live, as usual I was obliged to walk in the road many times due to illegally parked cars and the thought occurred to me that

the police/traffic wardens could dish out P-Vs on a daily basis around here, but I have never once seen that happening!! Interested to hear your views!

ED - The Bugle checked this with Limoges Airport. The lady we spoke to on reception confirmed that is is NOT legal to park at the roundabout just outside the airport entrance and warned that cars may be towed and impounded by local authorities. She said that this does happen and advised strongly not to use the lay-bys to park a car for any length of time.

Cottage cheese, anyone?

ow I realise this is of severe niche interest, BUT can I share that I contacted E. Leclerc to ask if they would consider stocking cottage cheese (Jockey make it in France) in Guéret as well as La Souterraine. I got a phone call from Guerét saying “yes” [it should be available by the time we print this] Hoorah!! Other British friends have been bemoaning the lack of the bland, but to some of us, delicious product, and voilà, we have it. Big up to Leclerc too. So, what do the two countries have in common? Historically, politically, socially and individually - very little. Both sides have won and lost great battles. Blighty retained its monarchy, currently justifying its cost to the nation as an, albeit expensive, but long-term tourist attraction; Marianne looked on as French royalty and the aristocracy went to the guillotine as a short-term amusement distraction for les citoyens. Now the French have a new president as often as the English have a royal wedding. A political scandal in the UK can bring down the government; political impropriety in France can elevate the transgressor to hero status. Not long ago, both governments introduced targeted smoking bans. In England, the prohibition of tobacco displays has followed; France continues to promote state-licensed tabacs. The ‘frogs’ produce great wine and export it at inflated prices totalling almost €15bn per annum; the ‘rosbifs’ produce great beer but

binge drink most of it themselves. England has sterling and stress problems; France has the euro and a laissez-faire attitude. The English worker takes a snack lunch on the hoof; their French counterpart enjoys the national two-hour mandatory lunch break. The chasm between the two countries is as deep as the English Channel/ La Manche itself. However, they do share some common interests: Concorde, Airbus, Eurostar, the Chunnel, Ryanair and very soon the Navy. Geographically, they also share similar spectacular landscapes and with global warming, not too dissimilar a climate. So, why do English people choose to holiday and live in France? Perhaps it boils down to the opportunity where one can enjoy the best of French life combined with the best of British. Surely, that is Utopia, n’est-ce pas? James R. We believe this has helped to raise people’s awareness of the new association as well as some useful funds that will largely go towards producing translated material about cancer as it is treated here in France, for the benefit of those who would otherwise struggle to understand what is being done to them. We wish to thank everyone who supported this event, particularly our dozen helpers, who did sterling work, the Commune of Videix, which lent and helped erect the marquee and the Comité des Fêtes de Videix, who lent help and advice. Why did you choose these particular regions of France and Spain in which to carry out your challenge? As I am taking the first part of the challenge (the cycle) alone, I wanted something that was do-able, enjoyable, off-road as much as possible and safe. A friend of mine had already walked the Canal du Midi and it sounded appealing, so I decided to extend the cycle along the Canal du Midi just a little bit by starting in the Médoc! In so far as the second part of the challenge, the walk, I’m completing this with a friend who asked me to go with her – I didn’t need asking twice! You’re walking the pilgrim trail - does this have any particular religious significance for you? Not exactly, but you really have to walk it to understand it. It definitely makes you feel very spiritual, emotional and aware of your surroundings and their history. What is the reaction of your friends and family to your adventure? I’ve always been adventurous, so they are not really surprised, but they do think I am mad! I completed my first sponsored event aged 12, when I did a 12 mile walk. Since then I have taken up various challenges, including the London Marathon and I am always looking for something new. There will be some tough times on the challenge. What will be motivating you to keep going? Yes, it will be tough as I’m covering long distances in hot weather every day. I’ll have to camp wild on some parts of the cycle if I can’t find a campsite and on the walk I’ll be sleeping in basic hostels and carrying my possessions in my rucksack. Thinking of the animals in need is a great motivation. I also don’t like to fail. I’m fit and well and life is short and I believe that I have to do these things now while I still can. Why is Phoenix your charity of choice? I am an animal lover; I have 4 cats myself and chickens! I often used to look at the Phoenix adoption page and I first got in touch with them in 2010 to ask if I could raise money for them on my first Camino de Santiago challenge. They accepted straight away! I’m now very involved with Phoenix and I know, for example, their vet’s bills alone were €47,000 in 2011. I hope to make a difference.

Many famous writers have lived abroad at some time in their lives. Often their writing has been enriched by the experience. Is this the same for you? This writers’ weekend is for those writers working and/or living abroad. Writing may be a hobby or you may have greater ambitions. Come and spend some time with published writers who may be able to help you unravel a plot line or sharpen up your characterisation. This weekend could inspire and motivate as well as provide interesting advice on the latest technology and aids at your fingertips. There will be opportunities for individual advice. It is surrounded by beautiful parkland and has its own lake. The Chateau is run by Janie Busch and Ashley Waltz who are members of our Limousin Writers’ Group. There will be opportunities to explore the woods and surrounding countryside and to enjoy the peace and tranquillity. A marked footpath surrounds the Chateau and the local village is only a 20 minute walk away (5 minutes by car). Come and join us at the Montbrun Taverne for a gig destined to go down in local folklore. Haute-Vienne residents Jeff Whittaker and Jean-Pierre Galliot, together with Toots Sweet - a band made up from the musicians who helped Peter Green, Erick Bamy and David Gilmour sound great - are playing on August 25th. The Taverne will echo to the kind of stomping soul, rock and blues that would have made former bandmates - including Syd Barrett and Jimi Hendrix - nod in appreciation. Whilst playing together last summer at the St-Mathieu Festival percussionist Jeff and guitarist Jean-Pierre realised the time was nigh for Toots Sweet to play at their local. Youthful band members topped the bill at every venue in Cambridge throughout the 60s, remained friends and have never stopped making music, either together or with world-famous bands playing major venues around the world. Between them, they’ve racked up air miles and experience with names including Pink Floyd, Stephen Stills, Kolors, Erick Bamy, Pierre Groscolas, Balavoine, Albion Country Band, Herbert Léonard and Mungo Jerry. So on August 25th, the Montbrun Taverne is THE place to hear cracking numbers from original artists including Elvis, Howlin’ Wolf, Percy Mayfield, Aretha Franklin, James Brown, Gene Vincent, Oscar Brown Junior, Peggy Lee, Jerry Lee Lewis, Marvin Gaye, Norah Jones, Pussycat Dolls … oh and The Stones!

How do you think you’ll feel when you reach the end of your challenge? Emotional! I know I’ll cry! When I last walked the Camino de Santiago I was so exhausted, I was numb. Once I have recovered, I’ll be thinking about my next trip – probably Rome! It was with a large amount of courage and determination that Christine Endres, from Lanquais in The Dordogne, set off on Wednesday 30th May on a tough sponsored challenge in aid of Phoenix Association, who rescue and re-home abused and abandoned animals. The challenge consists of a 900km cycle from the Médoc to the Atlantic coast of France, followed by a 900km walk along the famous pilgrim trail, The Camino de Santiago, from St-Jean-Pied-de-Port in south-west France to the cathedral of Santiago de Compostela in Spain. The 37th festival of traditional music and dances takes place at the Chateau d'Ars from 12th – 15th July. With instrument-makers, concerts, folk dances and a unique atmosphere, the festival has become THE meeting place of traditional music in Europe. The Salon de Lutherie welcomes 130 instrument makers from 12 countries. The exhibition is dedicated to drone instruments and traditional music instruments from all over the world and features more than 30 kinds of instrument with more than 2500 on show: hurdy-gurdies, bagpipes (Cornemuse du Centre, veuze, biniou, boha, zampogne, gaita ...), diatonic accordions, citterns, bouzouki, banjos, mandolins, lutes, harps, dulcimers, épinettes des Vosges, violins, psaltérions, nyckelharpas, stringed fiddles, harps, gralles, traditional drums, flutes, whistles, oboe, organistrums... This is an opportunity for makers to present their work, meet other makers and exchange their experiences and technical innovations. For four days, the festival will also discover the music, traditional dances and songs of the world through more than 25 concerts and folk dances and various daytime and evening events. Children have their own activities and a space that welcomes them every afternoon. The festival opens on the evening of 12th July with a special concert with Goran Bregovic. The instrument-makers exhibition is open from Friday 13th to Sunday 15th July from 10h to 19h. The Association Musique en Verdure presents a 1-day singing workshop in the beautiful Château de La Lande in Crozon-sur-Vauvre. This romantic Château will inspire us to sing love songs. We can make a choice from courtly love from the Renaissance, passionate love of Mozart, love for Nature from the age of Romanticism, and love songs from the contemporary French repertoire. The day will be directed by Christianne Braspenning. Everyone is welcome! Coffee, a lavish lunch-buffet and an apéritif after the last song are included in the fee.

This Forest Festival, the third of its kind, will take place in Arfeuille in the commune of Royère de Vassivière, in a magnificent setting at the heart of the forest and close to a lake. An even greater number of visitors are expected than at the previous two events. There will be numerous stands, demonstrations & activities for all ages. The 16 attendees, all advanced amateur musicians, are from Holland, Belgium, France and from the United States (NY). A few places in the workshop are still available. Sat 7th to Sun 8th Jul CROZONSUR-VAUVRE Chamber Music Concerts in Château de La Lande

The group of teachers of the La Lande workshop French Chamber Music will this year include Joan Berkhemer (violin), Roeland Duijne (cello), Peter Verduijn Lunel (flute) and Rie Tanaka (piano). They will present two concerts in the Château de La Lande on Saturday 7th (20.30h) and Sunday 8th (16h) July. On the programme will be chamber music of mostly French composers, among others Maurice Ravel and Claude Debussy.
