In the face of national protests and widespread anger, the government has pressed ahead with plans to reduce the speed limit on the country's secondary road network from 90 to 80 km/h.

Compared to other road safety measures, the reduction in the speed limit is relatively inexpensive; the cost to replace the relevant 20,000 road signs across the country is estimated at between €5-10 million. Much more may need to be spent on public awareness campaigns, however. According to the road safety department of the interior ministry, the measure should save between 300 and 400 lives every year - principally because braking times will be shorter and any accidents that do occur will be less deadly. espite vocal, widespread opposition, the government is following through on plans to reduce the speed limit on the country's secondary road network from 90 km/h to 80 km/h. The new rules, which come into effect from 1st July, have proved wildly unpopular with the general public, but the government has resisted calls to back down. The move is a signature policy of Prime Minister Edouard Philippe, who believes the change will help to further reduce the number of road deaths on the country's roads. “If I have to be unpopular to save lives, then I accept that,” conceded the prime minister when the plans were initially announced. have been thinking about respect quite a lot this month. It all started with one of my kids enquiring as to why exactly I thought I was in charge and questioning whether they really had to do what I say. We didn't get as far as accusations of human rights violations, but you get the drift. I imagine that this is a perfectly normal thing to happen at some point in any parent-child relationship and I am braced for plenty of defiant years ahead. In the very first significant challenge to my authority, however, I instantly succumbed to the argument that drove me mad as a kid myself and one I swore I'd never use with my own: “Because I'm your father and I say so!” Now, I'm not suggesting that this is not true - in fact both parts of that statement are unarguably correct - it's just that there needs to be a bit at the end about why I'm saying so and how the next 10 years are going to be much more pleasant for all concerned if we create a family environment that does not resemble trench
warfare. I like to think that I was brought up to respect my elders, but I always railed against absolute unquestioned authority, and you soon learn that older doesn't always mean wiser. “Power tends to corrupt, and absolute power corrupts absolutely”. I can't remember who said that, but if I run a totalitarian regime at home, I'm pretty sure it will eventually bring about a revolution! There was a prominent story this month of the teenager who got well and truly dressed down by President Macron for a perceived lack of respect (see page 11). “Hé, je te connais, ça va Manu?” is rude and the kid knew exactly what he was doing. It's the equivalent of saying “Alright mate?” to the Queen and whatever your view on the monarchy, I don't think that's ever acceptable-. I do think our leaders need to earn our respect, but a certain amount should be afforded and it's OK to call out rudeness when you come across it. When I read the story and saw the YouTube clip, my initial reaction was that Macron was perfectly entitled
to calmly and respectfully let the boy know exactly why he was being a massive idiot. He could have ignored him, but he called him on it. The teenager very quickly backed down and apologised; I suspect he was just showing off in front of his mates and took it too far. I subsequently read about the impact the video going viral had apparently had on him. If you're the guy at school that got humiliated by the president on the evening news, your classmates are not going to let you forget about it any time soon. What's more, in this day and age, it follows you forever. For every job interview you ever have, you're going to be paranoid about what the internet will throw up when your name is Googled. Anyone who has read Jon Ronson's “So You've Been Publicly Shamed” (and if you haven't, you should!) will be well aware of the devastation that viral, collective outrage can have on a person's life. Does this boy deserve to be haunted by that one terribly illjudged decision for the rest of his life? Absolutely not. Crikey, if every bad decision I've ever made was saved online for eternity in video format, I'd never leave the house! But does that mean Macron should have let it go? No, the kid was being incredibly disrespectful (in my humble opinion) and needed dressing down. It's the fact that it's now there forever on the internet that bothers me. These days,

one bad decision can lead to a lifetime of consequence. Sharing everything about your life can be wonderfully inclusive and social media is not inherently evil. Capturing those special moments and sharing them with your friends is great. They're online forever as memories... but so are the boring bits, the bad bits and the embarrassing bits. Cyberbullying is a huge problem and once you've hit submit, you can often never get it back. So, child of mine, returning to our argument, you can't have that Facebook account yet because I'm your father and I say so... but also because of everything I've just written. s reported in last month's edition of The Bugle, May saw a record 155,000 lightning strikes in France and there were a staggering 35,000 on 28th May alone! Not only are lightning strikes a frightening reminder of the power of nature, but they can also be incredibly dangerous for buildings and other man-made structures. There were impressive images taken of lightning hitting the Eiffel Tower during the recent storms, but fortunately no one was injured and there was no structural damage to the iconic monument. This was due in large part to the cutting edge technology of one Limousinbased business. France Paratonnerres, based in Limoges for the last decade, is a world leader in lightning protection systems and today its systems are installed at 35,000 locations around the globe, including the Eiffel Tower and Beijing's Forbidden City. A lightning protection system is designed to protect a structure from damage by intercepting the strikes and passing their extremely high currents safely to the ground. The system typically includes a network of air terminals, conductor cables that carry the electrical current safely through or around the building, and ground rods, buried deeply in the earth and helping to discharge the current. “We abandoned the classic lightning rod solution and developed so-called PDA systems: rods with priming devices,” explained André Mottin, the company's technical director. “These concentrate the electrical energy within the atmosphere, up to a radius of a hundred metres, and bring the lightning back to the rod conductor. This means we do not have to exclusively use high points and can also protect open spaces such as golf courses.” The lightning protection industry is highly competitive and has been dominated by American companies
since Benjamin Franklin first created the lightning rod in the mid-18th century. Powerful lobby groups protect these American interests, blocking much competition, but France Paratonnerres have been able to grow their business by sticking to basic principles of high quality and local production. “If we don't make the parts ourselves in-house, then we make one hundred per cent sure that they are made in France,” explained the technical director. “We absolutely guarantee reliability, but also advanced technology with a low carbon impact.” So the next time you find yourself caught in a lightning storm, hopefully you will be under the protection of a high-tech company from the Limousin. ■
he government's decision to cut the speed limit on secondary roads from 90 km/h to 80 km/h has proved deeply unpopular, but authorities across the country have been busy preparing for the big switch on 1st July, when approximately 20,000 “90” signs will be taken down and replaced (see page 7). One place that will not see any visible signs of this major shakeup, however, will be the Creuse department, which is refusing to comply with government demands in protest. As one of the most rural departments in France, local politicians have long complained of the increased isolation of the Creuse and have campaigned for infrastructure projects to increase transport access to the department. As such, many in the Creuse believe that the changes will be a step back for people living and working in and visiting the area. “Around here, the car is the only way to get round, we don't have any train lines, we have nothing!” explained Valérie Simonet, president of the Conseil départemental de la Creuse. Simonet has previously lobbied the government to make exceptions for a few principle roads across the department, which have low accident rates and in which they have invested heavily in safety features. With no concessions in sight, Simonet has now said that the department “will not be changing any speed signs”, adding: “It's a question of principle. Let the State do it!” Confusingly, the new rules will still apply and officials have said that they “will not oppose the implementation of the new speed limits by the services of the State”. For a department with limited resources, there is much anger that many recent road safety projects might be made redundant by the speed limit change. Simonet has complained that she has “broken the piggy bank to create a €1 million overtaking lane on the route de Felletin at the exit of Aubusson. That is now wasted money and what's more they want us to fund the sign changes. We've had enough!” Some have played down the significance of the protest in a department that has very few affected signs, but local officials are clearly angry and resistance to the lower speed limit remains high across the country. ■

he Limousin, along with the Alsace, has the highest concentration of ticks in France and by extension, one of the highest rates of Lyme disease, with the Creuse department particularly affected. There has been an increased focus on this potentially debilitating disease in recent years, but it remains incredibly difficult to diagnose. The telltale symptom - a “bullseye” rash - does not occur in 20-30% of cases and when it does this can be up to a month after being bitten by an infected tick. When further symptoms of the disease do eventually manifest months or even years later, they are wide and varied, making correct diagnosis notoriously difficult. Michèle Baudry, head of the Creuse branch of the national association France Lyme, was recently at the Fête de la randonnée in Janaillat to continue her battle to raise awareness of the dangers of ticks. “The illness is devastating and the public are not sufficiently aware of the potential dangers they face when they are walking in an endemic area such as the Creuse,” Michèle explained. “Moreover, people are inclined to minimise the seriousness of a tick bite, which doesn't hurt at all.” Although awareness is key, there is no need to panic. If you are bitten by a tick, you do not necessarily have Lyme disease; studies suggest that in general only between 1-7% of ticks carry the disease - although this figure is believed to be as high as 10% in the

Limousin - so in the vast majority of cases you will still be fine. If you are bitten by a tick carrying the Lyme disease bacteria, you will still not necessarily get the disease. It usually takes 24-48 hours for the bacteria in the tick to pass into your blood system. Ticks are initially tiny and “cling on” to you once they bite, before sucking up blood and becoming large and swollen. The harmful bacteria are normally carried in their gut, and only travel up to their mouth and into your skin once the tick has fed and become engorged - usually at least 24 hours after the initial bite, although it can be sooner. So if you regularly check yourself for ticks and remove any you may find within 24 hours, you are much less likely to contract the disease. There are a few myths surrounding the removal of ticks, but in general terms, always remove them with a tick removal device - these are cheap and readily available. Do not try to burn off the tick and do not cover it in petroleum jelly or perfume - although this may kill the tick, it may first cause it to become stressed and regurgitate potentially infected material into the skin, increasing the risk of transmission of infection. If you are unlucky enough to catch Lyme disease, a course of antibiotics will usually do the trick, but treatment will vary depending on individual circumstances, so as always with medical issues, check with your GP. ■

Latest wind farm project begins
I
ncreasingly across Europe, countries are investing heavily in renewable energy sources. France is no exception and one consequence has been the proliferation of wind turbines, with central and western parts of France bearing much of the burden. As well as those already in service, huge numbers of projects have been approved, or are awaiting approval, in northern Haute-Vienne and along the Vienne/Charente border in particular. Construction has now begun on the latest of these, a 24-turbine wind farm centred on the commune of Azat-leRis, but encompassing seven communes in total: Azat-leRis, Verneuil-Moustiers, Dinsac, Oradour-Saint-Genest, Tersannes, Le Dorat and Saint-Sornin-La-Marche. Azat-le-Ris will become home to the bulk of the éoliennes - 11 in total - and local mayor Jacques Benot sees the project as an opportunity for his commune: “In order to get the equipment onto the site, all of our local access roads will be completely overhauled, thanks in part to an income of €15,000 euros a year for the commune.” Rural communities often operate on tight budgets, making wind farms an attractive financial option for some, but opponents claim that the relatively small incomes generated do not compensate for the loss of habitat, the noise and light pollution caused by the éoliennes - which can be as tall as 180 metres - and the potential effect on house prices. In total, it is estimated that the wind farm will generate €420,000 per year over a minimum period of 20 years, but it is not known how this will be allocated. The initial agreement was signed fourteen years ago by the mayors of the seven communes that formed the communauté de communes de la Basse Marche, but this com-com today forms part of the much larger CDC du Haut Limousin en Marche which will itself receive any income. Gilles Reynaud, the mayor of Oradour-Saint-Genest and vice-president in charge of sustainable development for
the CDC Haut Limousin en Marche, said that any revenue would be allocated for “community solidarity” projects, implying that those communes which didn't have wind turbines installed on their territory would also still benefit from the income generated. For the time being, work is well and truly underway. Geological studies have already begun to ensure the stability of the turbines, which will themselves be constructed over the course of 2019, with all 24 becoming operational in 2020. ED – Whilst the majority of people tend to be in favour of renewable energy in general, not everyone is happy to see wind turbines erected in their communes and the debate around these projects always generates much passion on both sides. We receive quite a lot of correspondence on the subject and try to stay as impartial as possible on these pages, but numerous campaign groups do exist to block the various wind farm projects being studied across the region. These campaigns are often successful, but tend to operate at relatively local levels compared to the area covered by this newspaper, so if you are worried about any planned projects near to you, ask around locally or at your mairie to see how to get involved. ■
Beat bobbies back
P
olicing in the Limousin is about to take a step backwards – in a good way – following a recent announcement by Raphaël Le Méhauté, the prefect of the Haute-Vienne and the department's most senior civil servant. Many readers may well fondly remember their local “beat bobby”, but these days you are more likely to see a policeman speeding past in a car or sat behind a computer screen. Under the title “Police de sécurité du quotidien” the prefect, along with senior officers from the Police and Gendarmerie, have unveiled plans to put more feet on the beat in order to re-engage with the public and improve the relationship between the police and the people they protect. The plan is similar to one introduced twenty years ago by the government of Lionel Jospin before it was later abandoned by Nicolas Sarkozy. “We have reorganised ourselves and will be performing many more foot patrols. By spending more time with local people, we will be able
to better understand their problems,” assured police commissioner, Paul Agostini, who added that technology would also play an increased role in local policing. “The area chief will give out his mobile number to the public, who will be able to contact him directly, without having to go through the switchboard. Tablets, issued to all officers, will allow us to remotely access any files and records required.” “We can now effectively have a mobile office,” agreed Vincent Soumagnas, representing the Gendarmerie at the scheme's launch. “We can work from the field, allowing us to spend more time with the public. The idea is to have a better mutual understanding between the Gendarmerie and the public.” Whilst those present were quick to stress that the scheme will first be trialled in several areas, it is hoped that it will be rolled out across the department at a later stage. If the trial is a success, seeing your local bobby walking the streets could once again become a common sight. ■

ernard Hinault, the cycling legend who won the Tour de France five times, has called on riders in this year’s race to strike in protest at the presence of Chris Froome, who is awaiting the outcome of an “adverse analytical finding” for Salbutamol. Froome was found to have twice the permissible amount of the asthma drug in his system at last September's Vuelta a España, which he won. He has subsequently also won the Giro d'Italia in May, becoming the first man to hold all three Grand Tours at once since Hinault himself in 1983. Salbutamol is a “specified” substance and not a “banned” one, which means Froome is free to continue racing while the drawn-out case continues. Froome maintains his innocence and believes he will ultimately be cleared of any wrongdoing. Speaking to the Ouest-France newspaper, however, Hinault said the riders should refuse to start when this year's race begins in the Vendée on 7th July. “The peloton should put its feet to the ground and say, if he is starting the race, we won’t start. French landlord has received widespread support after dumping a lorry full of rubbish outside his former tenants' new house. Thomas Ravaux finally regained access to his property after the family living there left suddenly, after refusing to take any phone calls - or pay any rent - for 14 months. When Mr Ravaux entered his property, he described what he found on
toys, old magazines, papers, plastic buckets, white goods, old computers, towels, clothes and pieces of broken furniture. Loading all the rubbish into a tipper truck, Thomas decided to “return it all to them”. The video of him dumping the rubbish at the front door of his former tenants' new house has since been viewed almost one million times, and despite the act being illegal and risking a fine

There have even been rare signs of dissent from within Macron's La République en March! (LRM) party, with several MPs calling for the law to be adapted so that there is local discretion, and only those roads that are deemed dangerous are subject to the change. Macron himself appears to be putting loyalty to his prime minister above the impact the issue is having on his approval ratings. The law change is hurting his popularity most in rural France, where he is already seen as a city slicker. According to Christophe Jerretie, LRM deputy for the Corrèze department, the measure will inevitably result in more drivers getting fines and losing their licences. “And in my constituency, no licence means no job”. In the neighbouring Creuse department, local officials are refusing to take down the 90 km/h signs in protest (see page 3), although they do insist that the new speed limits will be enforced. One concession, made by the president in a recent TV interview, is that the 80 km/h rule needs to prove its worth and will be re-evaluated after two years. “If it hasn't worked, we won't keep it.” ■

his may not come as much of a surprise, but a recent survey has found that the French are the least likely drivers in Europe to use their indicators! The online poll, carried out by Ipsos and the motorway management company La Fondation Vinci Autoroutes, also found that the vast majority of drivers from across 11 European countries admitted to regularly breaking the rules of the road. The survey gathered the driving habits of 11,038 people, with at least 1,000 people responding in each of the 11 countries polled. The French were found to be the least likely to indicate (63% admitted to not doing this), while the Germans are most likely to speed on the motorway (93% admitted to this). Whilst the Swedes were found to be the most courteous ahead of the Slovakians and the British - over two thirds of them (78%) admitted to not respecting safe distances between themselves and the car in front when driving. Elsewhere, the Spanish are most likely to lean on their horn in frustration (66%) at other road users. Across Europe, 41% of those polled said they used their SatNav whilst driving and a further 30% admitted to using the phone without a hands-free kit. One quarter of all people confessed to writing a text or reading an email whilst at the wheel, a figure that rises to well over a third for those under 35 years of age. If you are currently choosing where to holiday this summer, it might be worth considering that almost half of the Greek population regularly drive without a seatbelt and 28% of Greek drivers admitted to getting behind the wheel while over the drink-drive limit. If you are not a fan of fighting, maybe give Poland a miss, where 29% said they would get out of their car to verbally confront someone who had annoyed them! Perhaps forgetting to indicate every now and then isn't so bad after all! ■
ans of expensive bubbly and cheap pubs may be disappointed to hear that soon they will no longer be able to buy Champagne from their local Wetherspoons. Tim Martin, the outspoken founder of the popular pub chain JD Wetherspoon, is also a staunch supporter of Brexit and has said his pubs will stop selling French Champagne in favour of sparkling wines that aren't made in the European Union. The chain, known for its cheap beer and food, currently sells fewer than 100,000 bottles of Champagne each year from its 900 pubs nationwide. This is a drop in the ocean compared to the 3 million pints sold every week, so it is fair to say the decision has created few tremors this side of the Channel. “It seems to be economically driven, combined with Mr Martin's strong expressed feeling about European products,” explained Françoise Peretti, director of the Champagne Bureau UK. “UK consumers have clearly voted Champagne their sparkling wine of choice,
making the UK the leading export market.” As part of his anti-EU stance, Mr Martin has also announced that Prosecco will be phased off the menu over the coming months, replaced by sparkling wines from the UK, Australia and New Zealand. Wetherspoons' range of German beers will also be axed, re-
placed by beers brewed in the UK, with Martin saying that its new selection of non-EU alcohols would be cheaper: “There will be an inevitable transfer of trade post-Brexit to countries outside the EU, which will reduce prices in shops and pubs.” Predictably, there was more shock online that

French teen received a very public dressing down from President Emmanuel Macron after trying to cheekily address him by the nickname “Manu”. The youngster was among a group of schoolchildren at the ceremony commemorating General Charles de Gaulle’s call for resistance against the Nazis during World War II. After appearing to sing a line from the socialist anthem “The Internationale”, the boy can be heard saying “Hé, je te connais, ça va Manu?” - “Hey, I know you, how's it going Manu?”, using not only the shortened version of the president's first name, but also the informal version of “you”, both potentially disrespectful. Stopping in his tracks outside the Fort Mont-Valérien in western Paris, where more than 1,000 members of the French Resistance were executed by the Nazis, President Macron scolded the boy, saying “No. No, no, no, no, no. You are here at an official ceremony. You should behave properly,” before referring to the song the boy had been singing. “You can play the fool but today it’s
La Marseillaise or Le Chant des Partisans,” - the French national anthem or the song sung by the French Resistance - “So you call me monsieur le Président, or monsieur.” The boy appears to immediately apologise in the video, but Macron continues: “You do things in the right order. The day you want to start a revolution, you study first in order to obtain qualifications and put food on the table, OK? And then you can lecture others.” The exchange, which was captured on camera, was widely shared on social me-
dia and also posted on the president's own Twitter feed along with the message: “Respect is the minimum in the Republic, especially on June 18, especially in the presence of the companions of the Liberation.” Whilst some praised the president for dressing down the teen, others claimed it amounted to bullying. The boy, whose name and school have not been revealed, is reported to have shut himself off from classmates who have been mocking him over the incident since it went viral. One reporter who tracked him down tweeted the presi-
dent, saying: “You know that I just saw the boy at his college and he is in a bad way because everyone is laughing at him? He is afraid that it will hurt him for the rest of high school. He looks totally overwhelmed and depressed, he has locked himself up. Well done!” Not everyone feels sorry for the teenager, however, and one supporter of the president took to the internet to say: “This isn’t a young man, as the journalist makes out, but a disrespectful adolescent. It is quite understandable that he should be put back in his place.” ■
Lucky gambler hits EuroMillions jackpot... twice!

hey say that lightning doesn't strike twice, but it did recently for one lucky Frenchman who scooped €1 million through the EuroMillions “My Million” game... again! The unnamed player, from the eastern Haute-Savoie region, held winning tickets on both 11th November 2016 and 18th May of this year. My Million is a supplementary game available to French EuroMillions players. For every line of numbers purchased for the main EuroMillions draw (for which jackpots can rise to more than €100 million), French players receive one free entry into the My Million draw. They can not choose their numbers, but rather a randomly assigned code is included on their tickets, with a guaranteed winner on each draw. According to mathematicians at Le Parisien, the chance of winning My Million once are about 19 million to one and EuroMillions 140 million to one. Repeating the feat twice in 18 months apparently carries the unbelievable odds of one
in 16 trillion! Despite hitting the jackpot in 2016, the man continued to play the EuroMillions each week and, according to the newsagent in the HauteSavoie region where the ticket was bought, the winner barely reacted when he won it a second time, adding: “I guess he is used to winning”. The gambler obviously believes in the old adage jamais deux sans trois - literally “never two without three”, but loosely translated as good things come in threes - as he insists that he will continue to play in the hope of a third win. Oh and for the record, the chances of being struck by lightning twice in your lifetime, according to bookmakers Paddy Power, are one in 20 million! ■

The origins of the humble sandwich
T
he French are famous for their bread, and one of their favorite things to eat at lunchtime is the jambon-beurre sandwich (baguette with butter and ham). More than one billion of these sandwiches are sold each year in this country, but not everyone in France is aware that the “inventor” of this practical, portable meal was in fact an Englishman. According to the myth, the sandwich was invented in 1762 by John Montagu, the fourth Earl of Sandwich, a town in Kent, southern England. The Earl of Sandwich was a keen gambler and during one epic game of cards that lasted more than 24 hours, he refused to leave the table. He demanded that his servants serve his meat between two slices of bread so that he could eat with one hand whilst holding his cards in the other. Whether this story was true, or a mali-
cious rumour created by his rivals, the idea quickly became popular and before long people were ordering “the same as Sandwich”. Montagu was obviously not a terrible gambler as he was also a major financial backer of Captain James Cook, the famous British explorer. When Cook became the first European to explore the islands we now know as Hawaii, he initially named them the Sandwich Isles after his supporter. In reality, John Montagu did not invent the sandwich, although he did popularise it in Europe. Bread has existed for around 30,000 years and during that time, someone must have wrapped it around something! More than 2,000 years ago, the Jewish Rabbi, Hillel the Elder, is reported to have started the Passover tradition of putting lamb, mixed nuts and herbs between two pieces of unleavened bread and in the Middle Ages, slices of
stale bread were often used as plates. Today, sandwiches are eaten the world over... and even in space! In 1965, Astronaut John Young famously smuggled a corned beef sandwich into space to see if it would taste the same. As a result NASA introduced strict checks on astronauts before lift-off to prevent them from repeating the experiment! ■

En 1965, l’histoire est connue, l’astronaute John Young introduisit clandestinement un sandwich au corned-beef dans l’espace pour savoir s’il conserverait son goût. Suite à cela, la NASA a instauré des vérifications strictes avant le décollage afin d’éviter que les astronautes ne renouvellent l’expérience ! ■

Home bias vs diversification: Some home truths about investing
T
hink about where you hold your savings and investments. Is there one area that stands out in terms of geographical region and asset type? For many expatriates, it is common to have a skew towards UK assets and investments. Britons also tend to favour property as an approach to invest and grow capital. Home may be where the heart is, but is it where the savvy expatriate investor should focus? Here, we explore the tax implications of two types of ‘home bias’ – UK-based investments and a concentration in property – and look at why diversification is so important. Home bias #1: UK investments With familiar rules and benefits, it is understandable that many expatriates keep savings and investments in UK structures. However, once you no longer live in the UK, this approach becomes less beneficial. ISAs, UK life assurance policies and pooled vehicles such as unit trusts and Venture Capital Trusts (VCTs), for example, lose UK tax relief once you are resident elsewhere, and interest or dividends received will become liable to taxes in France. Brexit may complicate things further. When the UK leaves the bloc and investments like UK bonds and life policies become non-EU/EEA assets, they may not qualify for the tax benefits available today in France. If you are non-UK resident, take time to explore alternative investment options that may be more tax-efficient where you live, and that may provide estate planning or other advantages. For example, many expatriates in France benefit from wrapping investments in a form of life policy that provides income tax benefits and potentially mitigates capital gains and inheritance taxes. Some investment structures also offer flexible income options, including the freedom to take income in Euros instead of Sterling
to minimise currency conversion risk. Even if you remain UK resident, being overly weighted in UK investments is ill-advised, especially amidst Brexit uncertainty. To minimise risk, it is important to spread your interests across various geographical areas as well as across different sectors, markets and asset types in line with your risk profile. More on this later. Home bias #2: Property While investing in real estate has advantages, it can carry a heavy tax burden. Wherever you own property, you are likely to face some sort of council tax, stamp duty and capital gains tax charges. In France, owning property valued over €1.3 million also attracts an annual wealth tax. For French residents, this applies to worldwide property, otherwise only French real estate is liable. Taxes on UK properties have surged in recent years. This includes new liability for expatriates on capital gains since April 2015, a stamp duty surcharge on second and subsequent homes, increased council taxes on vacant properties and the gradual elimination of buyto-let tax relief. Since 2017, UK residential property owned through certain offshore structures – including trusts – has also become subject to UK inheritance tax. You need to calculate the overall tax burden of investment property alongside other expenses – such as management fees and maintenance costs, plus inflation – to establish the real returns. There is also the issue of liquidity – being able to access your capital when you need it. With property, it can take many months to retrieve your initial investment and you could invite a loss by selling at the wrong time. Why diversification matters Having a home bias – in either

sense – does not just present concerns regarding tax efficiency and liquidity. When you concentrate your money in one or just a few areas, it becomes exposed to much more investment risk. By spreading across different regions, market sectors and asset types – including equities, gilts, corporate bonds and cash, as well as property – your capital has the chance to produce positive returns over time without being vulnerable to any single area under-performing. Investment funds offer a way of combining a suite of different assets across a variety of countries and markets. While most private banks and wealth managers will offer this strategy, often a significant part of their portfolios is placed in their own in-house funds. You can better enhance your diversification with a provider who uses a multimanager approach to blend several different fund managers; reducing your reliance on any one manager making the right decisions in all market conditions. is about having a strategy specifically based around your personal circumstances, time horizon, needs, aims and risk tolerance. “SolarVenti”- the solar solution to damp and humidity
A
simple solar energy system that runs on its own, even when you are not there! – And provides a free heat supplement in winter. The Solarventi air panel was invented more than 20 years ago by Hans Jørgen Christensen, from Aidt Miljø, with the backing of the Danish government. He wanted to use the sun’s energy for airing and ventilation of the thousands of holiday homes on the West coast of Jutland, - houses that were left empty and unheated for long periods - houses with damp problems, mould and bad odours - houses that left their owners with discomfort, lots of work and expense. He wanted a system that would be safe, simple, without the need for radiators, water and/ or mains electricity. Slowly but surely, the first Solarventi model came together.
How it works The principle behind Solarventi is simple: a small, built-in, solar cell powers a 12V fan that is connected to an air vent, a control unit and an on/ off switch. Whenever the sun shines, the air in the solar panel is heated and the fan, receiving power from the solar cell, introduces warm, dry air into your home at the rate of 20 to 100 cubic metres per hour. The initial models were more than capable of keeping the cottages dry (and ventilated), even with the limited sunshine hours available in Denmark during the winter season. ow much will I need in retirement? There are a couple of essential things to consider when thinking about how much you will need in retirement. The general consensus is that your outgoings are likely to be lower, as by the time you retire you will be mortgagefree, not supporting children and no longer spending as much on things such as commuting and other costs involved in going to work each day. However, my experience of giving financial advice and wealth management to expats over 60, is that this is in many cases incorrect because as you get older you need to factor the cost of care later in life

Chabanais Bowls Club Do you want to take up the sport again, meet likeminded folk, or just try something new? Why not come to the Chabanais Bowls Club. All are welcome at our short mat bowling club, held in the Salle des Fêtes at Chabanais every week on a regular basis, with just a few days off around the end of the year. The Salle also allows us to lay out up to 5 mats so there is lots of room for both all current members and to be able to warmly welcome any new ones that want to join our friendly, but competitive Club. Sessions last 3 hours and take place every Tuesday at 10 am and every Thursday at 2 pm with a 30 minute tea/coffee break during each session. The Club has all the equipment that new bowlers require to get started or old hands can use their own indoor or outdoor bowls. And it's not expensive! There is a one-off joining fee of €10 euros, followed by a yearly subscription of €25 euros. The weekly rink fee is then just €2, but the first two ‘sampler’ sessions are free, with only the €2 rink fee to be paid. Currently all our members are English (French are welcome!), most being senior citizens, and many bringing over their skills from the UK. This gorgeous girlie is Lilo, a Pointer (Braque) found on a rubbish dump with a younger male thought to be her pup. He is now happily rehomed but Lilo remains at the SPA refuge at Limoges. Lilo has clearly been used for breeding many times and probably outlived her usefulness and so was cruelly abandoned. She has sores on her pressure points and poorly skin. Currently the refuge are feeding her on hypoallergenic food in the hope that her skin will improve but being underweight and constantly sleeping on hard floors in a concrete cage is certainly not helping her - a warm soft bed may well be an answer. Lilo is about 8 years old and an absolute bundle of joy. Despite her dreadful past she is full of affection. On a walk she frequently stops to come back for a cuddle and she adores attention. She has shared her box at the refuge with several different dogs and there is no indication of any difficulties. The refuge staff and volunteers love her happy lively personality. Without help, Lilo is likely to remain at the refuge for some time due to her age and breed; hunting breeds tend not to be adopters' first choice. Hello, my name is Dora and I have been at the refuge now for several weeks. I am around two years old, a Braque Français cross and so far have spent the whole of my life living in a car with my friends Bridget and Galaxy, who are also at the refuge, that is until a kind person from the SPA came along and rescued us. Overnight, my whole life changed and I can't believe how lucky I am to have a warm bed, lovely food and to have lots of cuddles, walks and playtime in the park. Whilst I am very happy at the refuge, I do so want to find my own family as I have so much love to give and can't wait to have that someone special of my own to love. I am a happy fun loving girl, obedient, love my walks, and very sociable and so can be homed with children and other dogs. Like most dogs, though, I do need to have an enclosed garden. his year the Festival du Haut Limousin celebrates its 20th birthday with a wonderful mix of chamber music and an eclectic programme of diverse approaches to classical music. In one of his rare visits to France, Kit Armstrong, superb pianist, composer and well-known to Festival goers for his Bach concert two years ago, returns with a new programme linking Liszt’s arrangements on the theme of fugues and fantasies together with preludes from the French composer Gabriel Fauré. Quatuor Ebène, internationally acclaimed and always appreciated by Festival audiences, come back again to delight us with their interpretations of Beethoven and Fauré.

The celebrated “King Singers” open the Festival at Mortemart, one of the “most beautiful villages of France” with a virtuoso “a cappella” performance. Book early for this one, tickets are already being sold. Emma the Clown, a well-known character created by Miriem Menant, together with a trio comprising cello, violin and piano, has developed an extraordinary performance where a mix of classical music and clowning becomes the norm. Paul Lay, one of Europe’s most talented jazz performers, will take us back to the start of last century when live pianists would interpret silent movies to their audience. A great opportunity to revisit Buster Keaton in Sherlock Jr and Charlie Chaplin in The Emigrant accompanied by original “ragtime” compositions and improvisations from Paul Lay. An opportunity to hear some of the up and coming operatic singers currently training under Elène Golgevit at the Paris Conservatoire. She has put together a Carte Blanche of singers and songs for the Festival.

A Soirée Celtique presents an unusual collaboration between the Quatuor Ebène and Irish folk musicians, Catriona McKay and Chris Stout. Taking inspiration from the Irish duo’s albums White Nights and Bare Knuckle we will be treated to an exceptional performance inspired by the musical traditions of Scotland and the Shetland Islands. The Festival closes with a joyous concert from the SR9 trio playing Bach on their marimbas followed by a performance called CORPORELS in which music, dance, theatre and percussion - using their own bodies - are combined. Weekend Musical et Gourmand Saturday 30th June and Sunday 1st July Two well-known associations in south-west Creuse are joining forces to raise money for a charity. The Amis Chanteurs de St-Amand and the Association Rencontres Franco-Britanniques have come together to create two days of entertainment, held under marquees, at the Salle Associative at St-Amand-Jartoudeix (23400). If it is wet then events will be moved inside. Apart from providing great entertainment the aim is to raise money for the national charity Fondation Partage et Vie, which gives help and support to older people, the sick and the disabled. They have a large, local centre at Noth near La Souterraine. More information about their work can be found at www.fondationpartageetvie.org. The association will have a representative at the event to explain their work. On both days there will be a barbecue (sausages, merguez, bacon and vegetarian baguettes); products will be sourced directly from artisan farm producers working locally in the Limousin. And, of course, there will be a bar selling beer, wines and soft drinks. Entry to the events is free. Saturday 30th June Apéro Concert - 16h30 till 21h30 8 sets of different musicians (both English and French) are giving their services for free. The variety of music is vast: Rock, Blues, Country, Swing, Ballads... something for everybody! Sunday 1st July Salon de Thé Anglais - 15h till 17h30 The Association Rencontres Franco-Britanniques is organising its annual and hugely popular Salon de Thé Anglais. A range of teas will be available accompanied by a large selection of English cakes, including scones with strawberry jam and clotted cream. The Thé Classique costs €4 and includes both tea and cakes, while the Thé Gourmand at €6 supplements this with a glass of fizz and fresh fruit. Musical entertainment will be provided throughout. Last year 100 people came to the event and we fully expect to exceed that number in 2018. Concert by the Amis Chanteurs de St-Amand – 18h till 19h15 The concert will contain both modern and traditional songs. The group is noted for its repertoire of songs from various cultures and in a range of languages, its use of harmony and its musical accompaniment from guitar, percussion and keyboard. The Amis Chanteurs are truly European – their singers are French, English, Welsh and Dutch. And, somewhat uniquely, the group of 30 features the same number of women and men. Following the concert the barbecue and bar will be open until the end of the evening. ******************** The organisers are delighted by the support they have already had with organising the weekend. Welcome Noctambules What's a Noctambule? As far as the Association Open Door is concerned, it's a brocante with a difference for "night owls" (noctambules) in St. Pardoux-Morterolles, taking place on the evening of 13th July in the salle polyvalente. “We aimed it at people who don't want to just sit around waiting for the National Day to begin but, on the other hand, don't want to be tired out for the celebrations of the 14th,” explained Peter Edmondson. “So, we've gone for a small, relaxed, event rather like the famous French 'apero'. There are just 20 stalls, no professionals, every item less than 10 euros and we'll be running just from 4 pm to 8 pm. There will be refreshments but these will be simple too – popcorn, ice pops, hot dogs, pizza slices – and a bar selling just wine, beer and fruit drinks.” The stalls are free but less than a handful remain.
