April is always one of our favourite months here at The Journal, and we love nothing more than to play a good prank by writing some farfetched stories to keep our readers entertained. Over the years we have gotten ourselves into quite a bit of hot water. Our long term readers may remember the infamous “Paramount Studios Big Wheel” story, and we would once again like to apologise to the gentleman and his wife who went all the way to Cartagena town hall last year to pay the newly introduced “Regional Pet Tax”!This year you may be glad/ sad to know that we are taking April Fools day off. So you can read this whole edition of The Journal without doubt or suspicion!

Airline compensates passengers for flight delays Spanish Consumer Association FACUA have demanded that budget airline Vueling compensate two passengers that had to sleep on an airport floor due to their flight being delayed by more than three hours. The 2 passengers had planned to travel from Barcelona to Saint Petersburg on 30 June 2015 at 23.00, yet the plane did not take off until 05.00 the next morning. However, Vueling did not offer them any assistance, as required within Airline sector regulations. FACUA reminded Vueling that European Union Regulation (EC) Nº 261/2004 states that passengers are entitled to assistance from the airline (phone calls, refreshments, food, accommodation and transport instead of accommodation) when flights are delayed by three hours or more, for flights travelling more than 1,500 km within the EU - as was the case with the two affected passengers’ flight. Furthermore, a ruling from the ECJ in 2009 established that passengers whose flights are delayed by three hours or more can also claim financial compensation - which was also not offered to the two passengers. The passengers were assisted by FACUA, whose legal team forwarded these complaints to the Airline, who promptly offered the passengers EU600 each in compensation.

New Flights Newcastle - Barcelona launched Good new for Geordies, as Spain’s budget airline, Vueling, launched their new route between Newcastle and Barcelona airports. Flights in March are scheduled on Thursday 24th, Friday 25th, Monday 28th and Tuesday 29th. From April, the airline will operate regular twice weekly services on a Tuesday and Friday, increasing to three weekly flights from June with the addition of a Sunday service. The service will also continue through winter 2016/17, with twice weekly flights on a Friday and a Sunday. Flights depart from Barcelona at 11.10am and from Newcastle at 1.50pm and are operated using an Airbus A320 with capacity for 180 passengers. Vueling, the largest airline operating from Barcelona El Prat Airport and part of the International Airlines Group (IAG), owner of British Airways, Iberia and now Aer Lingus, covers close to 300 routes across more than 130 cities in Europe, Africa and the Middle East, with a fleet of Airbus aircraft.

The UK’s Norwich airport has launched their first scheduled flights to Spain in over 10 years, with new routes being established to both Malaga and Alicante.

Spain ups airport security after Brussels bombings The acting government of has decided to maintain a level four alert for terrorist attacks following emergency meetings between government officials and political leaders. The decision to keep the country on the next-to-highest threat level comes after the attacks in Brussels, which killed over 30 people and injured 230. Acting Interior Minister Jorge FernĂĄndez DĂ­az said four Spaniards were among the wounded, but their injuries were minor. “Counter-terrorism experts have decided to maintain the same line that was established after the Paris attacks on November 13, and to keep the alert level at four, since five is the top level reserved for a scenario of an imminent attack,â€? said FernĂĄndez DĂ­az. The same experts also recommended implementing additional measures at airports. A level four alert already entails heightened security at transportation hubs, critical infrastructure and any venues with heavy human traffic. Meanwhile, Spanish politicians put aside their differences for a while to focus on the Belgian attacks and make a show of unity. In the wake of the attacks, most of Spain’s political parties came together for a meeting of the anti-jihadist pact, a cross-party pledge to cooperate on counter-terrorism issues that was signed

in February last year. All nine signatory parties were present except for the Canaries Coalition, whose representative was unable to attend. The anti-austerity Podemos party also attended as an “observer,� after declining to sign the agreement last year.

Europe to ban 500€ note

The E.U is hoping to ban the €500 note in a bid to stop criminals from dealing in cash, and high-denomination notes like the €500 make “black” money easier to handle. In Spain, a common nickname for the €500 is the “Bin Laden,” because everyone knows it exists, but nobody has ever seen one. And Spain, says the Guardian’s Jennifer Rankin, is one of the countries behind the ban, partly thanks to a Chinese businessman Gao Ping, currently being prosecuted for laundering up to $335 million a year from his network of 4,000 Chinese bazaars, which sell plastic junk from almost every city street. When he was arrested, Ping had around EU12.5 Mln

C.S.I- Crime Scene Investigates: Dog Mess Could Catalunia have the answer to Camposol’s dog mess problem_ Albert Batalla became mayor of the Catalan town of La Seu d’Urgell (Lleida) in 2008. At his swearing-in ceremony, the politician listed some of the local problems that needed addressing. “It may sound strange, but I made it clear that one of these problems was the antisocial behaviour of people who do not pick up after their pets on the street,” he recalls. Eight years have elapsed since then, and La Seu d’Urgell is nearly ready to identify these wrongdoers, because “in a few months we will be able to extract DNA from a piece of excrement, identify the dog and fine the owner €300.” La Seu d’Urgell will adopt a technology commercialized by a company that took shape at the Barcelona Autònoma University (UAB), where 11 scientists have come together to form a team straight out of TV show CSI: Crime Scene Investigation. “There are residential communities in the US where, before renting out an apartment to someone with a pet, they force the owner to provide genetic information on the animal,” explains Óscar Ramírez of Vetgenomics, which has also sold its idea to Sitges and Parets. “If excrement shows up somewhere, it is identified and the owner gets sanctioned. Incidents have been

reduced 100%.” The firm has also sold its idea to the municipalities of Sitges and Parets, while other Catalan towns, as well as the government of nearby principality Andorra, have expressed an interest. Ramírez explains that town councils need to change their local ordinances to make it mandatory for pets not only to have a microchip, but also for their owners to provide a doggy DNA sample. The way it works is simple, he says: the owner takes the dog to the vet, who extracts a blood sample, seals it and sends it to Vetgenomics, which then creates a genomic database. When dog droppings are found on a street, a municipal worker “collects the sample and sends it to us for comparison against the database,” says Ramírez. The initial blood sample costs €25 and each analysis is €35. Municipal fines range from €300 to €600, depending on the town. The popular seaside resort of Sitges wants to implement the system by 2017. Jordi Mas, the local chief of sustainability, says the city will subsidize the cost of the blood sample for the 1,200 dogs on its local registers. Authorities have set aside €15,000 for the project.

This information was then checked against the local pet database.Supreme Court had officially and legally recognised the region as the rightful owners of Corvera Airport, and instructed Aeromur - the former concession holder - to ‘hand the keys over’. However, the press release confirmed that the Security Guards would not be permitted to carry weapons, undertake patrols or detain anyone found trespassing on the property - simply to monitor hi-tech surveillance equipment.

HOW TO NEGOTIATE ROUNDABOUTS If you are unsure about the correct way to negotiate roundabouts, here are some simple rules to help you enter and exit roundabouts safely and in the right lane. APPROACHING ROUNDABOUTS It’s important to remember to give way to traffic already on the roundabout. If the roundabout is outside urban areas of towns or cities, keep right. If the roundabout is in a built-up area inside a town or city and the lanes are clearly marked, you should use the lane that best corresponds to the exit you need to take. LEAVING ROUNDABOUTS This causes the most confusion amongst drivers. Which lane to choose? Why do I get beeped at if I’m in the right lane? Drivers must exit roundabouts from the right hand lane, because the only way to leave the roundabout is by turning right. This doesn’t mean we always have to enter the roundabout from the right hand lane. It depends on the exit we need to take. However this simple rule, in practice, can be more complex.

Spain Book Review

by Caroline Angus Baker: ‘The Exile’ by Mark Oldfield Here we are at last: The sequel to Mark Oldfield’s The Sentinel. If you are new, the Vengeance of Memory trilogy is based around Guzmán in the 1950’s, and Ana María Galindez in present day, with a few 1930’s war-time chapters for added plot twists. Sounds tricky? Keep up. The Exile takes a slight leap forward from the end of The Sentinel which (potential spoilers ahead), left Ana María in a messy state, and Guzmán surrounded by dead bodies. In 2010, Ana María is reinstated in the Guardia Civil, to continue her work as a forensic investigator. Off to the Basque country in northern Spain, she has to examine a scene of a multiple slasher-type killing spree from the 1930’s. The murder weapon is found – and it’s Guzmán’s. Ana María finally feels as if she is getting close to the man. But the bones are quickly forgotten when Ana María is put in charge of an investigation into the stolen babies of the Franco era, which started during the civil war and outlived Franco until around 1991. All the while, she is still suffering from past injuries thanks to Guzmán’s chamber of secrets and not at all over the murder of her father by Basque terrorists, something her memory has blacked out. Ana María believes in science, and with her new

assistant Isabel, they come up with statistics – not only were a large majority of babies stolen from private clinics, most of the parents who complained were then killed. When a mother claiming to have had a daughter stolen at birth winds up dead, Ana María finds this old and vicious crime is still going on. The corruption and cover-ups run deep, and has the ability to kill anyone who pokes into fascist business. I have waited three years to read The Exile after the release of The Sentinel. The format, chapters alternating timelines is the same as I have written, as is the stolen babies of the Franco-era storyline, along with Brigada Especial men like Guzmán. I have finished my series and it is fun to see someone else taking the ideas down a very different path. There is only one side to Guzmán – perverse and savage. Whether he is thinking, talking or acting, he is cruel. He hates everyone, especially himself. So when he is taking a dinner break rather than murdering or intimidating, he hooks up with Magdalena, who is ready to jump into bed with this emotionless man. She too is cold and emotionless. The spark between them doesn’t exist, they instead gravitate toward one another, similar beings in a land of haters. Every speaking male character in this book (almost the entire cast) are perverts. They look every woman up and down with sexual ideas. Women are kept in cells, raped and tortured. Every woman is a whore. A general holds parties where local girls, keen to avoid jail time (for invisible crimes) attend parties naked, there for gratification, to be raped, tortured and/ or murdered. One is there purely to be placed naked on a garrotte machine. Women as entertainment for the depraved and over-empowered. Guzmán spends little time on anything except thinking or discussing murder or what’s under a woman’s clothing. I kept telling myself that women where treated poorly under Franco and that was part of the story, but

things in Guzmán’s world. Sex and death.

In the 2010 storyline, things are no better. Ana María, a lesbian (which is not made a big deal of in this book, covered in the first installment) is leered at by men everywhere she goes. Every step and a man seemed to be leering or making a sexual innuendo. Ana María attacks a man early on; she shouldn’t be popping painkillers (addiction in disguise), she should be in therapy and on antidepressants. The crime scene early on in the book gets forgotten as the stolen babies take priority, and it takes a long time for her storyline to run parallel with Guzmán’s – almost the end of the book, but it all makes sense over time. One thing Ana María is – BADASS! Going for babysitting and ending up in a gun battle is no problem for fearless Ana María. Her storyline suggests baby stealing continued well into the 1990’s and parents were murdered; let’s hope that part never turns out to be true! I would recommend this book to anyone. There is no detail on Spain’s situation in either periods, the book jumps straight in and readers get pulled along. Reading the first book would definitely be an advantage. I re-read it before picking up The Exile. The violence against women, the leering and innuendo, and the sexually frustrated losers of the book are hard to stomach, yet with all that, the twisting plot, the traitors and unlikable characters like Guzmán and Ana María, the author has produced a hell of a novel. While I liked The Sentinel, The Exile is so much better again, worth the wait for sure. Caroline Angus Baker is a Kiwi author, historian, and Ecology student. Cavalli Foundation Thanks to the outcome of the recent meeting that Cavalli Foundation President, Verónica Campillo, had with Popular Party Representative, Monica Meroño, there have been important amendments to the 2016 law regulating animal protection. Equines are now included as domestic and companion animals with specific rights which require owners to respect and protect them. Any neglect and cruelty towards equines is to be penalised. The other major step forward is that this law will prohibit the use of ponies in fairground carousels. Spring is here and the geese are laying. We’ve been finding huge white eggs hidden under twigs in nests all around the garden. As yet none of the lady geese seem to be interested in hatching. The cold had set in again and a call came to Cavalli about a pig that needed

She had been there in a box in the bicycle shed for 2 days more dead than alive and the Alhama police force had no idea what to do with her. So the alarm call went out and Dottie was brought home by Cavalli volunteers, warmed up in a nice hay bed and tempted to eat a bran mash. She had obviously been mauled by some animal and her wounds were terribly infected. But, with generous rations of TLC and tasty meals, Dottie is now a lot better and looking for a nice forever home with pig lovers to take good care of her.

Sant Jordi, or Saint George’s Day is much more than a simple feast day in Barcelona. It is the Catalan equivalent to Valentine’s Day and love is in the air! Each year, the streets are filled with people strolling around grasping books and roses wrapped in ribbons in the colours of the Catalan flag (The Senyera). Sant Jordi is not a public holiday; therefore all of the shops and restaurants are open as normal. However, there is no mistaking the feeling that this is fiesta time. The story of Sant Jordi is the same as the one that is known worldwide. Saint George was a hero - he saved a beautiful Princess who was about to come to a sticky end at the hands of a dragon who had been terrorising a village. There are various versions of the story but these facts always remain the same. Sant Jordi is the Patron Saint of Catalunya and his tale is well-known throughout the city. The basic idea for Sant Jordi is that men give women roses and women give men books. And it can be anybody, not necessarily your partner or somebody who you have taken a liking to. For this feast, boys buy roses for their mums; girls buy books for their friends. Also, in today’s forward thinking society the rules are no longer set regarding who gets what. A girl is just as likely to

receive a book and vice versa. The streets and squares of Barcelona are filled with stalls selling books and roses. It is a picturesque sight in the Spring sunshine. Couples walk hand in hand clutching roses. The buses are jam packed with old Catalan people, tipsy from a day of strolling from bookshop to vermouth stop. During Sant Jordi stalls crop up all over town. However, for the largest concentration of stalls it is best to head to the large square and streets: as shown below. La Rambla will be the centre of all the activity however it can become a little overcrowded during peak hours in which case you could try going to one of the other squares mentioned below. You will be able to take a stroll through the Ajuntament de Barcelona and see its interior. The Ajuntament de Barcelona is open until 20:00 for the public to visit. From 15:00 to 20:00 there will be Sardana dancing in Placa Sant Jaume which is well worth a visit. The Sardana is a traditional Catalan folk dance. The Feast of Sant Jordi is a treat for the eyes with the streets filled with stalls selling beautiful flowers. Make sure to bring your camera and plenty of memory cards. Take a stroll, soak up the atmosphere and enjoy the day Catalanstyle.

Apple has plans to introduce a new high-end iPhone model in 2017 that sports a curved glass case and 5.8-inch AMOLED display, a radical departure from current-generation aluminium models. KGI analyst Ming-Chi Kuo said the new iPhone’s design is similar to that of the iPhone 4/4s “glass sandwich,� but instead of flat slabs Apple will employ curved panels on both the device front and back. In another first, Apple turn to AMOLED technology to realize the new design paradigm. The analyst believes Apple is

looking to implement exotic materials to further differentiate iPhone from a sea of competitors. Kuo expects Apple to choose glass for its new case design as the material is easy to mold and boasts properties that facilitate thin-and-light form factor designs. Other options include plastic and ceramic. On the inside, Apple’s nextgeneration iPhone is expected to include wireless charging and new biometric recognition technology like face and iris scanning, presumably accomplished through a

front-facing camera. Apple owns a number of patents covering secure facial recognition technology, including IP that relies on 3D rendering for increased levels of accuracy. Perhaps not coincidentally, the company recently acquired facial recognition specialist Emotient and real-time 3D rendering firm Faceshift. but Kuo predicts two possible scenarios. The analyst believes Apple is likely to position the 5.8-inch AMOLED iPhone model as a replacement for the current 5.5-inch TFT-LCD model, but if the company is unable to procure necessary AMOLED supply, the unit could launch as a top-end add-on to the 2017 iPhone line. “If the supply of AMOLED panel is sufficient, we believe it is more likely that the first scenario will happen, in which case a 5.8inch AMOLED model will entirely replace the 5.5-inch TFT-LCD iPhone,” Kuo said. connection speed to 12.1 Mbps in Q$ of 2015 compared to 8.2 Mbps the year earlier. The popularity of superfast fibre and cable offers also helped push the country’s average peak connection speeds from 39 Mbps (42nd in the ranking) to 60 Mbps (23rd worldwide), said Akamai.

A MESSAGE FROM THE CRA

The reason for this message is to dispel all false, wrong, and irrelevant information that has been circulating in recent months and to explain clearly and without ambiguities the reason why the CRA is considering taking legal action against those organisations that are being investigated for fraud, malpractice, negligence and corruption, when building our Urbanisation. In answer to the most pressing questions: How much will Legal Action cost the residents, if we lose the court case? In view of the recent Judicial decision taken by the Public Prosecutor to open a criminal investigation against the CHS and Mazarrón Council for building properties on a rambla, the CRA is very confident indeed that we will win the Court case. The Murcia Transparente (MT) Lawyer stated that it is extremely unlikely that we lose the Court case, and we have no reason to doubt his opinion. As further assurance to our members, the CRA, as a Registered Association, is governed by the Law passed in 2002, which regulates the Rights of all Association, and which states that “….The members of a Committee, who represent an Association, will be answerable to their membership .. for damages caused, and for debts incurred through acts of mal-practice or negligence” Therefore, you can be 100% certain that the CRA will act with extreme caution and will be totally guided by the professional judgement of the MT Lawyer, in its decision to pursue legal action, because, ultimately, the CRA Committee can be held responsible for any costs if the court case is lost. Why is the CRA so determined to take Legal Action? What’s in it for the Committee? The CRA Committee is mindful of their commitment to its membership, as stated in the Constitution, Section 3/2: “To work towards the improvement of quality and condition of life for the residents of said Urbanisation.” The Committee has been working tirelessly, and without remuneration, for many months now, to try and achieve this, and they will continue to do so, without seeking, or obtaining, any personal gain or financial remuneration. What has led the CRA to consider taking Legal Action? Over the years, the efforts of several groups, individuals, and associations have failed miserably in forcing those

responsible to rectify their wrongdoings, and following the disastrous floods in September 2014, the CRA felt that the extreme abandonment of Camposol by all the Authorities concerned, requires extreme remedies in order to have its Residents’ rights recognised. Regrettably, having witnessed the failure of any other means of resolving the problems, the CRA is working towards the one and only solution left, which is that of initiating CRIMINAL PROCEEDINGS, in order to obtain justice, reparation, and just compensation. The alternative is that, by continuing to accept the cheap-talk of those responsible for our present, inhumane situation, Camposol will continue to deteriorate, with more and more properties falling into dis-repair. Our children’s inheritance will be a ghosttown full of derelict and abandoned properties. The CRA threat of legal action is devaluing our properties Any loss in the value of your property cannot be attributed to the CRA, but to the increasingly devastating problems that have been neglected for so many years, and would never have been accepted within a civilised Society. Ask yourself: In a civilised society, should 200+ homes be allowed to put up with collapsed streets, broken sewers, exposing raw sewage into a residential environment, for over 6 years? In a civilised society, should authorities allow 550 properties to be built on a known flood plain that didn’t even belong to the developer, and when the inevitable flood occurs, no visible efforts are made to rectify the situation, leaving the residents at risk of suffering the same fate, time and time again. In a civilised society, should the local authority be allowed to keep nearly 4000 homes without some of the compulsory services for over 15 years, while collecting millions in IBI payments? In a civilised society, should housebuyers be allowed to purchase their home without DEEDS (Escritura)? In a civilised society, would you have bought a property “under construction”, in the belief that it was finished, and had been approved for habitation by your Council? In a civilised society, would you not expect any bank to accept your house as collateral, or any Insurance Company to honour the policy you took out with them? Regrettably, these are just some of the problems faced by the house-owners in Camposol, and this is what’s de-valuing

your property, not the CRA’s efforts to rectify them. What proof has the CRA that the Town Hall has abandoned Camposol? At the CRA AGM in November 2015, a petition was regrettably passed for giving the Mayoress 6 months, to address some of the Camposol issues. Since her election, Camposol has witnessed: The total interruption of the streetlighting repairs The broken promise of getting new refuse bins. The existing ones are in an unacceptable condition, with broken parts and most of them with no lids. They are the cast-offs of Mazarrón, whilst the town have been delivered brand new grey ones. The termination of contract of the Cultural Centre’s employee – the one and only link between Camposol and the Town Hall, with no renewal or replacement The total interruption of proceedings regarding abandoned properties, following a very brief endeavour to address the problem A total interruption of regular CRA/ Town Hall Councillors meetings. The only meeting that took place, following the Pleno (Council meeting) in January 2016, resulted in Paco Garcia Asesnio Councillor for Foreigners stating: ‘There is no point in having meetings until we have something to tell you’. None of her Manifesto’s promises being implemented None of the outstanding problems listed below, and presented to the TH by the CRA, in July 2015 have been addressed, or resolved, although some of them could have been done at minimal cost. They include: Abandoned properties Properties collapsing in sector C Properties built in the path of underground streams Street lighting Street names and house numbers, (not plot numbers!) Road works, and repairs of roads and pavements Regular street cleaning Re-positioning of the Telefonica boxes in many roads

Broken sewers / raw sewage in the streets Water leaks / pipe blockages No-parking lines in strategic roads (ie: around the Commercial Centre) Re-painting of road markings Police presence / Crime prevention Children’s play areas Sports facilities (football area etc.) Green areas, parks, gardens etc. Library Access road from C/D Sectors to the RM3 Bridge repairs (rambla between B and C sectors) Postal delivery service Flood prevention measures (after floods in D sector) Regular and appropriate public transport Taxi licence Management of the Cultural Centre At that same meeting, the CRA was promised that certain administrative issues would be dealt with, such as: Certificate of Habitation Clarification on the 10-year Guarantee Embargos Legalisation of properties Clarification on the issue of Public and Private roads Clarification on Residential Properties and Properties for Touristic Use The determining factor, which destroyed every hope for the Residents of Camposol to be acknowledged and treated as human beings, was the vote taken at the Council meeting (Pleno), in January 2016, where three CRA Committee were the ONLY representatives of Camposol, and they witnessed the Councillors’ vote of 17 against 5, for the provision of BASIC OBLIGATORY SERVICES of public street-lighting and general cleaning, which the various political parties have denied us since the inception of the Urbanisation, and which BY LAW must be provided before allowing people to live in the Urbanisation.

What is the true extent of the problems faced by the Residents in Camposol? The problems encountered by the Residents of Camposol stem mainly from the fact that the Developer Justo Y Manoli did not comply with Building Regulation in the construction of 3742 (last official information) properties in Camposol. They include: 234 Properties on C14/15/16 and D29/32/35 with serious structural and infrastructural problems, visible externally. This figure will almost certainly be more if access were available for internal inspection. 550 Properties on D Sector in the path of the rambla, some with structural damage, threat of severe flooding and associated problems 585 Properties in the whole of Sector B with a seriously substandard water supply and patched-up, bodged repairs (this figure does not include the Commercial Centre) 1579 Properties in C and D Sectors with unfinished infrastructure, roads, and street-lighting. A whole Urbanisation of 3742 properties without the amenities included in the original Plan, such as a school, play areas, sports areas, library, police station, etc. A whole urbanisation where many street-names are missing and houses still have plot numbers rather than house-number. There is no postal delivery service, there is no suitable public transport or no registered taxis. Most roads are unfinished, and fast deteriorating, with no road markings or adequate road signs. There is no Access road for 2363 Properties in Sectors C and D – the only link being a bridge, which was already damaged and rendered impassable by the floods in 2012. According to the Summary of the Murcia Architects, appointed by the Council, the Developers and the CHS agreed to ignore the original plans and chose to build the main road and the rambla bridge in an un-authorised location - discussions have been taking place at Regional level for the re-positioning of the Main road and the bridge, causing a major disruption to properties whose owners prefer to ignore their chance of seeking compensation should the new proposals go ahead, and they choose to bury their head in the sand. A worrying number of Properties in Camposol have been sold without

What’s wrong with not having a Certificate of Habitation? The extract from the ‘Spanish Solicitors. com’ website says: “This is a document which resumes the confirmation from the Town Hall that the property is ready for habitation, and it is applied once the property is finished with the Final Works License (Certificado Final de Obra) and inscribed in the land registry with the New Buildings Declaration (Declaración de Obra Nueva). You need this document to obtain the permission of the Town Hall to live in the house. Before you get it, what you have is a construction, but not a “house”. Contrary to information published recently by others, ONLY the Town Hall can issue a Certificate of Habitation. The CRA had a meeting with the Officer at the Urban Planning Department of Mazarrón Council, who categorically stated that ‘no Certificate of Habitation will be issued for the properties in Camposol’. It has been stated that the CRA are inviting residents to make financial payments for legal actions of doubtful benefit.. This is not true. The CRA is inviting residents to join them in taking CRIMINAL ACTION PROCEEDINGS against those responsible of illegal practices, fraud, and negligence in the construction and the sale of their properties. The CRA lawyer is a member of the Anti-Corruption Agency Murcia Transparente (MT), who is affiliated to the worldwide agency Transparency International. MT was called in October 2014, to help uncover the corruption and mal-practices that took place when 550 properties were allowed to be built on the rambla, many of which were badly damaged by the floods in September 2014. In the last 16 months, MT and their team worked tirelessly behind the scenes on the ‘Camposol’ case, and provided extensive evidence of malpractices, negligence, and fraud, to: - The European Parliament in Brussels - The Spanish Ambassador in the UK - The UK Parliament, and the UK Embassy in Spain

In the summer of 2015 the CHS lodged an Eight million euro denuncia against Mazarron Town Hall, this was in response and in mitigation to 26 million euro court case brought by Monsora S.A. In November 2015 the MT Team, together with the Political party Ciudadanos, provided sufficient documentation to the Public Prosecution Service in Murcia, to convince the Judicial System to initiate criminal investigations against the CHS and the Town Hall of Mazarrón.(none of the above legal actions were instigated with the knowledge of the CRA Committee) The legal fees quoted in the past by a lawyer to the CRA, for sourcing this documentation and for registering with the Public prosecution would have been in the region of 36.000€ euros. To date, absolutely no sum of money has been requested by MT or by their lawyer, and no payment will ever be required by MT for this. The MT lawyer has given many UNPAID hours of his time, and is continuing to do so, in order to guide us through the legal pitfalls. Urgent legal action is now being recommended not only by MT, but also by: The Urbanistic Architect Andrés Garrido The Mazarrón Town Hall Councillors The Public Prosecutor in Murcia The European Commission REMEMBER: WE ARE THE VICTIMS, and we are the ones who must pursue, via the legal channels, our claim for compensation!.

The MT lawyer has offered to examine, for a fee of 60€, the documents of Residents who wish to take part in the CRA Legal Action, in order to establish if they are still within the time limit for claiming compensation. He will truly advise on your individual situation, considering that time may be running out for some, in view of the Decennial (10-year) Insurance and the Statute of Limitation. A normal fee for this service would be in excess of 300€. Who will pay the Compensation? It is not our concern, where the Compensation money will come from – it will be up to the Judge to decide. For example, in respect of the properties built on the Rambla, it has already been determined that the Compensation and the costs of reparation will be met by the Spanish Government and the Murcia Authority (and the Town Hall if proven guilty). The excuse of ‘no money’ is never taken into consideration.

In CRIMINAL cases, contrary to CIVIL proceedings, the payment of Compensation, if awarded by the Judge, is absolute and certain! That’s the Law, and it is always implemented! Why doesn’t the CRA align itself to a Political Party? The CRA is not against working with any Political party. In fact the CRA has been speaking with the PP, the PSOE, the PODEMOS Party and the CIUDADANOS Party. Some of their representatives are working very closely with MT on the ‘Camposol’ case, without any expectations of Party loyalties whatsoever. They believe that the Residents of Camposol have been deceived and abandoned by their own Council, which has continually ignored their needs and has treated them with contempt without any respect for their contribution to the Council coffers, their dignity and their HUMAN RIGHTS. Some Murcia MPs, representatives of the above Parties, have instigated, together with MT, the setting-up of a Regional Working Party in Murcia to address the problems of Camposol, and the CRA will have a presence in those meetings. Over the years, many Political Parties have made promises which have not been kept. The Residents of Camposol are now learning to put their trust in a Party who shows them true interest and concern for their issues, who works with them and for them, at all times, and not only just before Election time. We may get compensation/reparation for our particular situation, but what about the whole of Camposol’s issues, such as roads etc.? The CRA’s involvement is two-fold: The CRA lawsuit would include a claim for the infrastructure of the whole urbanization, and would use the compensation awarded by the Court to the Association for the improvement of facilities and services, once the works have been completed, in accordance with the Court ruling. The CRA would pay the quoted fee of 3000€ for the preparation of Case, and for presentation of the Case to the Public Prosecutor. I haven’t got any problems …. Are you sure? Check out these points Do you have an Escritura for your property? There is no valid or legal reason for with-holding your Escritura (Deeds), which must be given to you upon the purchase of your home, or

very soon afterwards. Has your Escritura got the description of ‘vivienda terminada’ (house completed) or ‘vivienda en construcción? (house under construction). If your home is ‘terminada’… why won’t the Council release your Certificate of Habitation? If your home is ‘under construction’ were you told about it when you bought it? Has your home been legally built? Several properties have been built illegally and they cannot pay IBI at present because, according to the Council’s records, these properties do not exist. The implications are immense. Have you been sold a Residential Home, when in fact is a Turistico? By law, 35% of the properties built on any urbanisation must be for ‘Tourism Use’. As a Turistico your home should have been appropriately built and furnished, according to Building Regulations. It is illegal to sell a property designated for Turistico use, as Residential. There are no properties in Camposol that have been built appropriately for the Turistico use. Do you live in a Private or Public road? The implications of living in a Private Road are extremely serious and can be very costly for the residents, who are responsible for repair and maintenance to street lights, pavements, road conditions etc. There are: 13 Private roads in sector A; 14 Private roads in Sector B; 22 Private roads in Sector C; 53 Private roads in Sector D. The CRA has a complete list available. The Council, who adopted the urbanisation works in April 2011, should have completed the private roads according to the Plans submitted by the Developers. This was not done, but the Council is adamant in refusing to either complete the works, or accepting the responsibility for Private Roads. This leaves the great number of residents who live in so-called ‘Private Road’ in a very vulnerable situation, and the CRA is continuing its investigation for an acceptable compromise or solution. Do you own a property which was built on the Rambla? In recent weeks the Fiscalía (Public Prosecutor) opened a criminal

investigation for building on the Rambla in Camposol, to determine if Urban Planning crime and alleged fraud for damages to 550 dwellings, have been committed.

If you own a property built on the Rambla that runs through Sector D, you are advised to present your documents (copy) as listed in previous CRA communication, for the MT lawyer to prepare a possible claim for Compensation. If your property was damaged by the floods of September 2014, don’t forget to add the relative paperwork, for further consideration.

Yes! The CHS were already sentenced, over three years ago, to re-establish the rambla to its original condition. The Court’s decision to demolish 550 villas and pay out 90 million euros in compensation appears to have been halted under rather dubious circumstances which may require further investigation.

In answer to comments that a claim ‘could take years to process’, the documented fact is that MT presented the ‘Camposol Rambla’ case to the Public Prosecutor in November 2015, and it took less than 3 months (including the Christmas break) for a criminal investigation to be initiated on the case. In answer to ‘strong advice to residents to avoid paying any lawyer for document examination’ the documented fact is that the lawyer in question has already given his time and expertise, without asking for any remuneration whatsoever, in the pursuit of justice and compensation for the owners of the properties built on the Rambla, but it is clear that compensation will not be awarded unless it is claimed. If in doubt, the CRA’s member assigned to the Rambla case will be happy to assist you. We are confident in saying that this time the Court sentence will be carried out swiftly, in order to avoid another

D Gardening and Community Group News letter – March 2016

Our gardening team started work mid way through January on an area on Calle Salvias D30. A resident who lives across from this area started to cut down the foliage around the area a week before, and asked if the garden group could help out. So the team arrived to support and clear what was a dumping ground for fly tippers. The garden team worked extremely hard clearing rubble and old household items as well as cutting and removing foliage. A skip was hired and paid by the group because there was so much rubbish dumped in the vicinity and it was filled to the brim. After the clearing was accomplished, 8 metric tons of gravel was delivered and spread and finally the team could begin planting. Many of the plants were donated by our residents and they were put to good use to transform this area and make it a nicer place for the residents. Whilst the team was in the neighbourhood, work was started on Calle Mentas D30, this was a tough one as 30 metric tons of gravel was unloaded along the road side, which was spread by the team over three visits. The team also planted along the new gravel surface and did a magnificent job for all to see. As a bonus two of our gardeners are building a barbeque area on the Patange court on Calle Piteras D30, and as you can see

there has been a regeneration around the D30 locality. The D Group was approached by the Red Cross Station, Mazarron to clear an overgrown bank in front of the station, and after an inspection it was obvious they needed more help, so the word was put out and other groups volunteered their services. On the 13th February the

teams arrived in the morning ready to get stuck in and they all did a fantastic job, not only clearing the bank but also around the sides. The volunteers came from other groups in Camposol, Spanish groups from Mazarron, Red Cross volunteers and the largest group were the youngsters from the Leos organization, with 23 members and their leaders. There was a great atmosphere, people from different back grounds, language, and age working together for such an important institution. There was also a TV unit there the following week to film what the volunteers had done and we managed to be there with only a few of the original team. Unfortunately all of the Leos that worked so hard, missed the 11am start for the filming as they are all students. The Red Cross station is most grateful to the volunteers for doing such a fantastic job clearing the area.

Our Pothole team are once again doing wonders working on the main duel carriageway and roads around our sector. With one particular job they had to make good the surface and spread in 23 tubs of tar to fill the pothole. With many other jobs in the pipeline, we need volunteers and most

important a storage area for their Kit. If you have a vacant place in your under build please contact any of the team. On the 10th February our group held an EGM to vote onto the committee a Treasurer and Secretary as both positions were becoming vacant. It is with great pleasure to announce that Jo Steer has been voted on as Treasurer and Patrick Steer as Secretary, both of them have only lived on D for a short time and they wish to do something for the community. The Chairman and Vice Chairman were both voted in as President and Vice President, as this follows Spanish protocols. Our Treasurer Anita who stood down at end of February, has done a magnificent job for the community and will be missed by the committee and we wish her all the best for the future. Unfortunately Sam has recently stood down as Vice President, because of other commitments, but has expressed that he will support the committee and be a strong supporter with our volunteers. Thank you for the work you have done as VP and working for the D community. The committee have great pleasure to announce that an interim Vice President, Gordon Cockburn, who hales from Scotland and now residing on D15 has stepped in. Our next meeting for our sector is in May and this will be a good opportunity to him .We will inform you through the D website of more details regarding Gordon and the meeting. Camposol ‘C’ Green Fingers Gardening and Social Group First of all; a big thank you to Serrano Garden Centre on Sector ‘B’ who cleared the ground and dug all the huge holes in the rock hard earth along the rambla verge to plant all the new palms, and to our volunteers, who dug the holes for the lovely purple flowering shrubs supplied by ‘Jardineria Milagro’ in Bolnuevo - it is very sad to report that one palm was stolen that very night but the garden centre kindly replaced it free of charge. We would like to say a temporary goodbye to volunteers Marylyn and Matt who are going back to the UK until later this year; This month our volunteers have also been painting the concrete benches, weeding many areas including the perimeter road and Petanca Pitch on Calle Ibiscum, building a stone border behind the new palms, replacing a railway sleeper (stolen from a raised bed on the corner of the dual carriageway) and, of course, watering! Some good news; a local builder has donated the use of his van, at no cost, to Green Fingers which will help with the transportation of tools, large plants and very large, full water bottles - a huge thank you, you know who you are.

Our regular sweeping, weeding and spraying by the Monday Maintenance Team of every street in lower ‘C’ continues in strict numerical order, from C1 to C10, therefore each street is cleaned approx. every 6 weeks. A reminder that the chemical used is pet friendly so no danger to animals and will control regrowth during warmer months. Please consider joining our scheme; it’s only 15 Euros a quarter, but there are other ways you can help, too; even if you can’t afford a monetary donation, our volunteers are always grateful for drinks and we are happy to have your unwanted plants or decorative pots (chipped or broken is fine) to decorate the borders. Particular thanks this month

Los Palacios We are regularly asked on our Facebook

page where are each of the parks, so during a recent committee meeting it was decided to have two sign posts made for each park and this will hopefully help identify individual areas for people. Our latest project on People’s Park is to gravel a large area at the top end, this is an already planted area that will be added to once the new membrane and gravel has been laid. We also intend to create a new seating area once we have raised additional funds in the future. In Central Park two new areas have recently been laid with gravel and planted and this continues the steady improvement being made in this area. We have also pruned all the trees and plants at the lower end of the park near the doctors surgery, this will help let more light in to the newly planted garden areas. This previously overgrow area is now much improved and we will continue to work on this area during the coming weeks. Our Memorial Park is looking fantastic and after a lot of work carried out at the back end of last year, the team are working hard weeding and pruning the many roses and other plants to help keep the garden looking it’s best. The Palm Troopers have now trimmed all the palm and pine trees around the perimeter roads and three park areas. This is a huge undertaking every year with over 300 trees to prune, with many of them well over 30 feet high, and getting higher every year!! The portacabin that has been developed into our second book club building has undergone a face lift during the last couple of weeks, having had a murial painted onto the exterior last year we have now revamped the remaining three sides and stained the original cabin, what a transformation, they both now look great. The book club which opens on Friday mornings now has over 4500 books in stock, all laid out by author to make it easy to find your favourites. If you aren’t quick tickets for our Benidorm trip on the 13th April are still available on Fridays at the cabin. Obsessive Compulsive Disorder.(OCD) Many of us, on occasion, have to nip back to the house after leaving, just to check that we have unplugged the iron or locked the door. This is normal behaviour in moderation. However, if you suffer from Obsessive Compulsive Disorder, obsessive thoughts and compulsive behaviours become so excessive they interfere with your daily life. No matter how hard you try, you just cant seem to shake them. With treatment, and some self help techniques, you can break free of the unwanted thoughts and irrational urges and regain control of your life. Many people hear OCD and

nightmares.You feel you are fighting a losing battle from which there is no escape. There is help, however, and the most effective treatment for OCD is often Cognitive/behavioural/ therapy. Anti depressants are sometimes used in conjunction with therapy although medication alone is rarely effective in relieving the symptoms of OCD. During therapy you will be taught self help skills and techniques to manage you symptoms until they gradually become less frequent and minimal in intensity. By anticipating your compulsive urges before they arise, you can help to ease them. For example, if your compulsive behavior involves checking that doors are locked, try to lock the door with extra attention the first time. Create a solid mental picture and then make a mental note. Tell yourself, “The door is now locked.” When the urge to check arises later, you will find it easier to relabel it as “just an obsessive thought.” Rather than trying to suppress obsessions or compulsions, develop the habit of rescheduling them. Choose one or two 10-minute “worry periods” each day, time you can devote to obsessing. Choose a set time and place (e.g. in the living room from 8:00 to 8:10 a.m. and 5:00 to 5:10 p.m.) that’s early enough it won’t make you anxious before bedtime. During your worry period, focus only on negative thoughts or urges. Don’t try to correct them. At

The rest of the day, however, is to be designated free of obsessions and compulsions. When thoughts or urges come into your head during the day, write them down and “postpone” them to your worry period. Save it for later and continue to go about your day. Go over your “worry list” during the worry period. Reflect on the thoughts or urges you wrote down during the day. If the thoughts are still bothering you, allow yourself to obsess about them, but only for the amount of time you’ve allotted for your worry period. There are many different techniques like these which have been proven to help the OCD sufferer regain some perspective and take back some control of their lives. This regained control can be very empowering and help the sufferer to deal with the many unwanted and unwelcome thoughts and urges. OCD often causes disruption and problems within family life so family therapy sessions can be extremely beneficial to all those affected. It helps if people within the family and social circle are made aware of the condition and the causes of the irrational behaviors and how to offer constructive support. Aways remember, just because you have occasional obsessive thoughts and perform compulsive rituals now and again does NOT

New Beginnings…. The society met on Tuesday 23rd February for the monthly stapleford competition at Paraleja Golf, where the weather was very good for February. Blue skies and sunshine helped everyone tee off in a determined mood. The first hole at Paraleja is a par 5 and this soon knocked the shine off many members cards. Despite the lack of rain over the winter, the course is in very good condition, with plenty of grass on the fairways, and slick greens. On returning to the clubhouse the cards were checked and many of the members had come in with scores in the high 20’s. Two however returned scores of 31 points – John Charlesworth (top) and

LOS AMIGOS DE MAZARRON FC LATEST NEWS Despite winning only four out of the nine games played since the turn of the year, Mazarron remained in the play-off positions in early March with ten games of the 2015-16 season remaining. Of those ten games only three are against teams competing with Mazarron for promotion, SFC Minerva, Montecasillas and La Hoya Lorca. The 2-0 defeat away to lowly AD Alqueiras was particularly disappointing as the performance fell well below the standard expected. Only goalkeeper Antonio emerged from the game with any credit and Mazarron hardly troubled the team with the worst defensive record in the league. Such is football that the following week they returned to form with a hard-fought 2-1 home win against Cartagena FC, a team who had only lost four games previously this season. Coach Victor left star players Jose and Willy on the bench at the start of the game but the players responded well and took an early two goal lead before managing to hold on for a narrow victory after a strong second half display by Cartagena.

Los Amigos supporters made the longest journey of the season to the away game at Jumilla and took the opportunity of enjoying lunch and a few welcome drinks in Jumilla before the game. It was a pleasant change to the usual Sunday football experience and enjoyed by the largest away following of the season. Mazarron’s home games are normally

played on Sundays with varying kick off times. The ex-pat supporters Club, Los Amigos de Mazarron FC also organise a supporters’ coach to most away games, something unique in this area where away support is almost non-existent. Coach tickets for away games are 8€ for Los Amigos de Mazarron FC members and 10€ for non members. Full details of all games, date and kick off times and coach departure times both home and away, are normally not announced until the Wednesday before the weekend on which the game is to be played and advertised in the local media, on www.mazarronfc.es, on our own Los Amigos de Mazarron FC Facebook page, and on posters at various points throughout Camposol and Mazarron. If you have not been to a game before why not pop along to the Estadio Municipal in Mazarron for one of the home games. The 7th Annual Gala Evening and Dinner was held at the Hotel la Cumbre Puerto de Mazarron on Wednesday 16th May when guest speaker Steve Kindon and Master of Ceremonies Gary Marshall provided the entertainment along with local band The Geckos. Los Amigos Golf Society at Lorca Monday, 7th March The March competition for Los Amigos de Mazarrón Golf Society was this year held at Lorca. Due to one late withdrawal, we arrived as a group of 35 players ready to enjoy a good game of golf in perfect conditions under a warm sun. Well, for those who turned up wearing shorts that was the dream. Reality took control and the weather was, shall we say, quite a bit on the cool side with a cold wind and a definite lack of warm sun. That is the good news. It The competition for this event was a Pinehurst which is a quite enjoyable game made up of teams of two or four players. However, on this occasion we had eight teams of four and one of three. Play commenced simultaneously on Tees 1 and 10 and, although it was cold, our joints soon began to loosen with a little bit of exercise, especially so for the five walkers. The course was in very good condition and did not present any excuses for drives that might not have been quite on target. Unfortunately, the rain did have a slightly demoralising effect on our gallant 35 which was most apparent when they all returned to the clubhouse looking rather bedraggled, cold and wet. Our treasurer, Ian Robinson, presented the trophies to all the winners. The winning team with a net score of 126 points was Team no. 2 comprising: Gerry McRobert, Roger Olorenshaw, Arthur Anthoney and Gordon Neilson. Acting as rear guard with a new wooden spoon was a select band of individuals with a net score of 98 points. They were: John Dunbar, Mick Madgwick, Eddy Spong and Fred Harvey. There were five Nearest the Pin competitions and the winners were as follows: Hole 4: at 1.77 metres Roy Quigley. Hole 6: at 2.77 metres Keith Davis. Hole 8: at 8.43 metres Len Whalen. Hole 10 at 3.3 metres Martin Hill. Hole 12: at 8.5 metres John Dunbar. Once again the presentation Evening was held in the Black Bull and our thanks go to Michelle and Gemma for serving us the usual excellent food and, music with Karaoke opportunities was provided by Lisa B.

Five boats took part in the 4th SAMM Pursuit Race; two Sailfish, Mistral and Sirocco from the Balaton Group; two Gambas, Uno and Quatro from the Shoestring Group plus the RS Vareo. The start sequence was Sailfish first, the Gambas 3mins 15secs later, finally the Vario another 4mins later. In the first race Sirocco started well but was soon pressured by Uno. Sirocco was passed and it looked like clear sailing for Uno once the last buoy was rounded, however the wind veered and she was forced off the best course. The Vario saw the opportunity, powered up and managed to win by about 3 meters. In the second race Mistral and Sirocco got a good start on a 30° tack towards the first buoy. In the 3mins before their start, the wind dropped and both Gambas were delayed by another 2mins until the wind kicked in from a different direction and both started, followed by the Vario. They could all sail straight for the buoy leaving both Sailfish way out on their original tack. Quatro battled with the Vareo, and there was close sailing between Uno and Mistral but Uno had the speed, even though “reefed”, to get home ahead of the competition. The third race was real excitement and close because the handicaps were adjusted giving the Gambas and Vareo an extra 15secs delay. Sirocco took a different tack to the first buoy to find Mistral bearing down on her. A quick 180deg flick round the buoy and he should be ahead but was there enough room? No, and a very loud “thud” echoed over the Mar Menor . The Vario took the lead with Uno chasing. Round the last buoy the Vario was headed off the sailing line by a wind shift. Uno pulled tight round the buoy, got a higher and shorter course to the finish, went into the lead but then the wind shifted again forcing her off course. The gust dropped leaving Uno with little forward motion, the Vario found wind but Uno managed to get moving when the Vario came up level. They sailed neck and neck for the last 20 meters with the Vario “pinching it” by half a meter at the finish. For more information go to www. sailingmarmenor.com

Volkswagen recall is third electric car callback in a month

Nearly 5,600 e-Golf cars based in the US are being recalled Volkswagen has recalled thousands of its e-Golf cars in the US citing a problem that could cause their motors to switch off while in use. It marks the third call-back of electric cars over recent weeks. Earlier this month, Nissan revealed it needed to reprogramme the software that controls its Leaf vehicles’ brakes. Days later, Renault said it needed to check and replace faulty brake hoses on its Zoe cars. The problems appear to be unrelated. But one expert suggested that the fact that the technology involved in electric cars was both new and complex made the announcements unsurprising. “The Volkswagen recall is more serious than the others, but even so I wouldn’t say there’s a fundamental problem,” said Jay Nagley , managing director of the Redspy auto consultancy. “Yes there are teething troubles, but the great thing about electric cars is they don’t catch fire - they are the only product I know of, fitted with lithium-ion batteries, for which that is the case.” Details of the VW recall were posted online by the US’s National Highway Traffic Safety Administration (NHTSA). It said there had been complaints of vehicles stalling unexpectedly, which could “increase the risk of a crash”. The documents state that the German manufacturer

had acknowledged that its cars’ battery management system could “inadvertently classify a brief internal electrical current surge/peak as a critical battery condition”. The result, it said, was that the battery shut down, which in turn deactivated the motor. The e-Golf first went on sale in the US in late 2014, and the callback involves all 5,561 of the vehicles shipped to the country, including 157 that are as yet e-Golf unsold. The fix involves installing an update to

the cars’ battery management software, so that its diagnostic check becomes “less sensitive”. A spokesman for the firm was unable to say if it had plans to ask customers in other parts of the world to bring their cars in for the same fix. Nissan’s fault was reported by the same US agency. The NHTSA said that during cold temperatures, a part used in the Nissan Leaf’s electronic brake booster could freeze, requiring more effort to bring the vehicles to a halt. “Longer distances or additional brake effort would be required to stop the vehicle, increasing the risk of a crash,” said its report. The Japanese firm had already told mechanics to address the issue via a software upgrade when the cars were brought in for a service. But after Canada’s transport watchdog urged Nissan in February to upgrade this to a full North American recall, it complied.

Tesla launch Attention on the electric car sector will be raised again later this week when Tesla announces its first model targeted at the mass market. The California-based carmaker is expected to confirm its Model 3 will cost about $30,000 (£20,100). The company has largely avoided the need to ask for its cars to be taken off the roads because it can issue “over-the-air” software updates. Foreign buyers boosting Spanish property market An increased number of foreign buyers is set to boost the residential property market in Spain. A new market forecast report from Instituto de Practica Empresarial (IPE) business school, in collaboration with property company Mar Real Estate, suggests the market could grow by 10% in the area. It also says that the market is set to grow by between 5% and 7% in major cities such as Madrid and Barcelona and 3% in other cities. The IPE says that home prices on the Costa del Sol are already up 10% this year, and now represent 5% of all sales nationwide and if sales continue growing at their present trend, the property market in Málaga province will increase to 20% of the overall Spanish market.

The growth is buoyed by foreign demand for holiday homes in Spain and the IPE report suggests that surging sales will help reduce the glut of new homes in costal areas. Indeed, the excess inventory of new homes is expected to fall by 50% this year. Luxury home sales, in particular, are coming back strongly on the Costa del Sol, according to the IPE report, driven by a better exchange rate in Pounds and Dollars, and the security and stability of Spain. Property, Financial and Legal Average property prices fell by 2% year on year in July, the lowest rate of decline since May 2008 but this masks growth areas along the Mediterranean coast in particular with some areas seeing price growth of 2.8% year on year. The data shows that on the Mediterranean coast, where prices have fallen by an average of 47.6% since the economic downturn, the average price of a home has increased by 3.8% since the end of 2014. This is more than large cities and the Balearic and Canary Islands where average prices have risen by 0.2% and 0.9%, respectively. Tinsa data also shows that five of the top 10 most expensive property hotspots are located in the Balearic Islands but Alejandra Vanoli, managing director of Mallorca Sotheby’s International Realty, said that there are prices per square metre in these locations that far exceed Tinsa’s estimations. ‘It’s not unheard of to reach as high as €30,000 per square metre for the most desirable Port Andratx home. Demand is strong from some of the wealthiest individuals and families in Europe, the US and beyond,’ she explained.

Rents still falling slightly in Spain, but market is more stable

It is clear that the Spanish property market is recovering in terms of sales and even prices but the rental market is not doing as well. The average rent fell by 0.3% in February compared to the same month of 2015, according to the latest data from the National Statistics Institute. Rents have now fallen in Spain for 35 months in a row but the outlook is not too negative as rents are down less than the consumer price index which fell by

0.8% and month on month have been fairly stable lately. A breakdown of the figures show that all regions saw rents fall apart from Galicia, the Balearics, Navarre and Catalonia with slight rises of 0.3%, 0.3%, 0.1% and 0.1% respectively while rents in Murcia were unchanged. The biggest decline was in La Rioja with a fall of 2%, followed by Castilla y León and Castilla La Mancha both down 0.9%, Madrid and Extremadura both down 0.8%, the Basque Country down 0.6%, Asturias and Cantabria both down 0.5% and Valencia down 0.4%. Elsewhere in the market is regarded as good news that overseas buyers have returned to Spain. But it may be that some are more interested in older properties rather than new homes. According to data from the Spanish

Ministry of Public Works, foreigners bought 69,196 homes in Spain during 2015, up 13% over the previous year, and accounted for almost one in every five of the homes sold in the country last year. Non-resident foreigners purchased a total of 4,846 homes in Spain last year, up 10.1% over a year earlier, while resident foreign buyers bought 64,350 homes last year, an increase of 13.3% compared to the previous year.

Valencia was the top region for foreign buyers in 2015 with a total of 20,219 sold to foreign buyers, followed by Andalucía with 14,384 homes being registered to foreign buyers and then Catalonia, with 10,264 homes sold to foreign buyers. Research from boutique overseas real estate agency Ideal Homes International has found that resales now account for 76% of sales to British buyers but there is still interest in new properties from Scandinavian and Belgian buyers. According to director Chris White many British buyers are looking for dual purpose properties. In the immediate term they want a holiday home that also has the potential to earn income as a holiday let. In the longer term, they want somewhere that can act as investment for their golden years, either as somewhere to escape to for a life in the sunshine or as somewhere that will grow their capital so that they can sell it to fund their retirement. ‘There was a time when British buyers flocked to new build developments in Spain. The financial turbulence of the past decade has had an interesting impact on British property purchases in Spain. Confidence is back and the market is growing at a healthy pace, but the type of property that buyers are seeking has definitely shifted,’ explained White.

All have their eyes open and some even have teeth which Lucie is not too keen on!!! They are lapping beautifully and will gradually be introduced to the hard stuff in the next few days. Charlie boy is one of our long serving residents. He is currently with a foster carer but is so desperate for a home of his own. He was in a terrible state when he came to us, we didn’t really know what type of dog he was? Well he is a miniature pincher happy, healthy and loves nothing more than a cuddle and a special knee to sit on. Loves other dogs and all the creature comforts!

Helping Hands, registered charity, exclusively presents three of Europe’s award winning top Tribute artistes who have now joined together to produce their amazing Concert - “One Night in Vegas - the show that never was”.

We desperately need more volunteers for our Mazarron shop. We are a friendly bunch and all muck in together with whatever needs doing. Serving, sorting, cleaning, chatting all part of a days work in an AAR shop. 4 hours a day once a week, would make such a huge difference, so if you are interested give me a call or send a message via FB.

Close your eyes and you will believe that Tom Jones, Elvis Presley and Neil Diamond are on stage, open them and you will realise that there are no better tributes around. Each act has a wonderful stage presence and emulates rich and professional voices.

ALL the proceeds of our activities go towards the upkeep of our animals. Whenever a male dog comes into our care he is castrated, all the dogs are wormed, ticked, injected and if necessary made to look beautiful. And then there’s the donkeys and ponies, never a month goes by without a call out to the equine vet. This all takes a huge amount of money and if anyone reading this article has any new ideas for us to increase the revenue in our shops or suggestions for fund raisers we would be happy to listen.

A lot of lessons have been learnt this month and the latter 2 weeks have been very difficult and emotional. As always our priority is to save the animals and take those to task that have neglected or abused them. It is totally unacceptable to leave dogs to fend for themselves. As a legal and respected charity AAR has now been established for 8 years and with the continued help of our volunteers, donators and supporters can continue with our valuable work. Please come and see us in one of our shops either in Roldan or in Mazarron Town opposite the Medical Centre.
