Swallows Day Parade Returns After COVID-Induced Hiatus

There were plenty of cowboy hats, smiles, and people on the streets of Downtown San Juan Capistrano for the 62nd annual Swallows Day Parade and Mercado Street Faire.

The event returned on March 12 after a two-year hiatus because of the COVID-19 pandemic. The 62nd edition of the yearly parade was supposed to happen in March 2020, but the emergence of the pandemic right before the scheduled date prompted an indefinite postponement.

Many people who lined up on Camino Capistrano before the parade began were glad to see the festivities return.

“We’re glad. We’re very happy that they’re back,” said Laguna Niguel resident Mindy Pizzo. “We’re kind of sad the horses aren’t going to be here, but we’re

The list of candidates running for several of the county, state and congressional offices this June has taken shape now that the March 11 deadline to file for candidacy in the Primary Elections has passed.

Four candidates will vie for the Orange County Board’s Fifth District seat in the June 7 Primaries. Fifth District Supervisor Lisa Bartlett is wrapping up her second consecutive term and has her sights set on a higher office. This past December, she announced her candidacy for Congress.

For this year’s local county board race, which is using an updated district map approved this past November, current Second District Supervisor Katrina Foley will run against State Sen. Pat Bates (CA-36); Diane Harkey, a former State Assemblymember and Dana Point councilmember; and Newport Beach Councilmember Kevin Muldoon.

Horses were removed from the event days beforehand because of an equine virus outbreak. The parade still featured people and groups walking down the street and waving to the crowd—including representatives from the San Juan Capistrano Historical Society, American Legion Post 721, and the J.F. Shea Therapeutic Riding Center. Some parade walkers carried horse dolls to keep the equestrian spirit alive.

Scott Mueller of Huntington Beach, who came to see the parade with Mizzo, said he has been coming to check out the big day since the early 2000s.

“I never missed a year until the pandemic hit,” Mueller said. “The shutdown’s been terrible for everybody. It is what it is. We lived through it, and here we are.”

Pizzo and Mueller, like many enjoying the sunny day, were decked out in Western wear. Cowboy boots, plaid shirts, and Western dancing were common sights during the event.

District will see two candidates—incumbent Assemblymember Laurie Davies and San Clemente Mayor Pro Tem Chris Duncan—compete for the seat.

California uses a top two-primary system, meaning the top two vote-getters, regardless of party affiliation, will move on to the General Election in November.

With Davies and Duncan being the only candidates on the ballot this June, the Primary could serve as a preview in the fall, when the race will officially be decided.

As for State Senate races in South Orange County, the 36th Senate District will be decided by voters in Dana Point and San Clemente, while voters in San Juan Capistrano and Rancho Mission Viejo will vote for candidates in the 38th Senate District.

Huntington Beach Councilmember Kim Carr and Assemblymember Janet Nguyen (CA-72) have qualified for the 36th Senate District race. In the 38th Senate District, three candidates—retired fire Capt. Joe Kerr; Matt Gunderson, a small business owner; and Encinitas Mayor Catherine Blakespear—have qualified for the race.

And for the state’s 49th Congressional District, incumbent Rep. Mike Levin, a

The Mercado Street Faire, located just off the main parade route, by Historic Town Center Park, was open for paradegoers throughout the day. Food and mer-

chandise vendors worked at the street faire, and families wandered around to enjoy the festivities.

Ortega’s Capistrano Trading Post, a souvenir shop, reopened for the big day after being closed since August after a vehicle crashed into the store.

The Orange County Sheriff’s Department was on hand to monitor the event, which it reported was “safe” and had no incidents, meaning there were no arrests or reports of violence.

Council Approves ‘Trial Run’ for Extended Hours with Los Rios Restaurants

The San Juan Capistrano City Council reached a compromise of sorts when it came to approving extended hours for The Tea House and Ramos House Café, two restaurants on Los Rios Street.

The council will allow the restaurants to operate until 9:30 p.m. Thursday through Saturday. The extended hours were unanimously approved by the council. Mayor Derek Reeve, Mayor Pro Tem Howard Hart, and Councilmembers Troy Bourne and Sergio Farias voted yes during a meeting on March 15. Councilmember John Taylor, who lives in the Los Rios Historic District, did not vote on the matter since he recused himself due to living near the restaurants.

The council will revisit the decision to extend service hours in two years, and the restaurants will have to proactively reapply in order to keep the later operating times.

The Tea House has regularly been open until 5 p.m., while Ramos House Café has regularly stayed open until 3 p.m. or 3:30.

The council’s decision on the business hours differed from requests from the restaurants and city staff recommendations for the two restaurants to be open until 10 p.m. daily.

“I don’t think anybody sitting out there—from what I hear—has a desire to see either of those businesses fail,” Hart said.“I don’t think it would benefit—obviously—the people sitting here, and I don’t think it would benefit the neighborhood.”

Bourne said making the right decision was difficult since the restaurants are generally liked by most people in town, emphasizing that decisions were being made for just two restaurants and not other businesses. Bourne said there should be a “more

comprehensive” process for what should happen long-term on Los Rios Street, which the city might consider in the future. The vision for what people originally thought Los Rios Street would be was primarily a residential area with some accessory businesses uses, Bourne said.

“If that’s what the vision still is, then this doesn’t seem consistent with that. I’m open to changing the vision, and that’s going to make me unpopular with some of you out there,” Bourne said.“I’m just not convinced that the way to change the vision is property by property and owner by owner as we go, because that’s the opposite of strategy. It’s kind of reactionary, and we might not like what we end up with if we make the decision house by house, business by business, hour by hour.”

Local residents and community members spoke at the meeting about the matter, both for and against extending service hours. John Humphreys, a former owner of Ramos House Café who is still involved with the restaurant, said Ramos House Café might have to shut down operations permanently if it has to continue closing before sunset.

“I’m not asking for anything close to what (other restaurants) have been granted—just a fighting chance for survival,” Humphreys said. “The ability to do an early dinner service with last call at 9 p.m. Everyone done by 10. Glasses down, restaurant closed. No weddings, no dancing, no nonsense.”

during a meeting on March 16 favored deciding the new representative through an election instead of appointing someone. Even if someone was appointed in the interim, CUSD would still have to call a special election in November.

“I was appointed, and Trustee (Judy) Bullockus was as well, but I think something happened in the world,” Trustee Krista Castellanos said.“We all had a life-altering event, and when life-altering events happen, things change. We’ve all had them, and have lived through a pandemic or are living through a pandemic. How I got to the board, I think, has now changed.”

Trustee Gila Jones said someone who gets a provisional appointment is the “appointed incumbent.”

“Generally, the appointed incumbent is reelected—so it may seem as though the voters are being given a choice, but the dice gets a little bit stacked,” Jones said.

The Capistrano Unified School District is planning to hold a special election in November to fill a vacancy for the Area 2 trustee seat, in the wake of former Trustee Pamela Braunstein’s resignation.

The election will be held on Nov. 8, and the position will remain vacant until then.

Area 2 covers Ladera Ranch and most of San Juan Capistrano. Braunstein recently resigned because of disagreements with proposed anti-mask policies brought forth by other trustees, as well as personal safety concerns following what she said was “never-ending, organized harassment by a certain vocal minority.”

32 people—19 of them San Juan residents. “(The Tea House is) a business that is my passion, serving both locals and outof-town guests who are enchanted by Los Rios and its charming character and giving them an unparalleled dining experience,” Orozco said.“The amendment to the Los Rios Specific Plan (that is) before you will allow two long-standing small restaurants the opportunity to be open for dinner and offer an extended alcohol menu.”

Los Rios Street resident Stephen Rios asked the council to reject the request, saying the city is losing control over the area.

“The proposed extended hours for the Ramos House (Café) will increase their operating hours by 100% and The Tea House by about 55% to 60%. As has been said many times, these owners knew the rules and regulations that applied to them when they began the operation,” Rios said. “Now, we virtually see no code enforcement on Los Rios Street. We see delivery trucks, limos, tour buses, party buses that are blocking the street. … We

have lost the daytime use and enjoyment of Los Rios Street.”

Planning Commission Chairman and Los Rios Historic District resident Harrison Taylor—who is the son of John Taylor—also spoke against the extended service-hour request.

“I have a lot of respect for the businesses on Los Rios, and they’re really good people. That’s not what this is about.

They’re very successful individuals, and they took risks, like all the people down there that bought real estate in the early days,” Taylor said. “What I’m concerned about is the neighborhood supported the River Street (Marketplace) project—not as a whole, but I would say the majority did. We don’t even know, really, what the effects of River Street are going to be on the neighborhood, and now this is another extension of more commercialization of this residential neighborhood—and my hope is the council does not approve seven nights a week until 10 p.m.”

With more public focus on the school district, transparency and giving the public a voice is important, Hanacek said. “(The appointment process) was a way to circumvent a voters’ election,” Hanacek said. “The fairest thing to do is to take it to the voters of that area.”

CUSD cannot legally hold an election for the seat before November.

Trustees also addressed the circumstances of Braunstein’s departure, including the hostile tone of recent board meetings fueled by anti-mask and anti-vaccination sentiments from parents and students.

“Let’s focus on speaking to each other with kindness and respect. Let’s agree to

disagree, and find common ground and work together to bring success to our students,” Castellanos said. “Let’s focus on educational leaders. Allow them to lead, and trust their knowledge and insight.”

Jones said she is against audience members booing trustees and student advisors with whom they disagree, also speaking about “inappropriate” and “threatening” emails she herself received.

“I’ve served with these five board members for at least a year, as well as five others who’ve departed. Each of them has said things or voted in ways that has perplexed and frustrated me, and sometimes I’ve even been angry,” Jones said.

“But without exception,” she continued, “I have found all 10 to be ethical, principled people who sit in these seats and spent countless hours on this job because they care deeply about children and their education.” thecapistranodispatch.com

Efforts to Build Affordable Housing Battle Funding Issues, Public Opinion

ore than 200 California cities have made “insufficient progress” to meet their low-income housing needs, the state’s housing department determined, using 2021 data. The South Orange County cities of Dana Point, San Clemente and San Juan Capistrano were among those 225 jurisdictions.

A review of the latest annual progress reports that each city submitted to the California Department of Housing and Community Development (HCD) also show that over the past eight years, they’ve issued permits to far fewer affordable housing projects compared to those constructing higher-cost homes.

As cities across California work to update their Housing Elements and demonstrate adequate residential capacity over the next eight-year period, city officials and developers point to a need for more subsidies and funding for workforce housing projects.

Advocacy groups for affordable housing also note that another obstacle in developing more housing for low-income families is public opinion, and they are calling for a paradigm shift to address common misconceptions and fears that come along with such projects.

PLANNING FOR FUTURE HOUSING In recent months, California cities have been adopting their Housing Element updates, as required every eight years, to plan for their communities’ housing needs based on four income categories: low, verylow, moderate and above-moderate.

Through the updates—which were due for many Southern California towns by mid-October—cities must show that they can accommodate projected housing demands over the eight-year period; however, they are not required to ever build any of those units.

Megan Kirkeby, HCD deputy director of Housing Policy Development, explained that HCD is in the process of giving municipalities clear feedback and guidelines to bring their Housing Elements into compliance, now that most of the jurisdictions within the Southern California Association of Governments (SCAG) region have submitted their adopted updates.

Dana Point, San Clemente and San Juan Capistrano are still awaiting final HCD certification after adopting their updates in late 2021 and early 2022.

IDENTIFYING HOUSING NEEDS To plan and zone for the future housing, counties and cities are allotted a number of units that are broken down by the income categories. The allocations, which come from HCD, are referred to as the Regional Housing Needs Assessment (RHNA).

Based on the RHNA, SCAG was assigned 1.34 million new homes to plan for among its 197 jurisdictions for the latest Housing Element—now in its sixth cycle. Orange County was to take on more than 183,861 of those homes.

For the sixth cycle of the Housing Element covering 2021-2029, San Juan Capistrano was allotted 1,054 new housing units.

Of those units, San Juan must designate 443 of them, or 42%, as very-low and low-income housing, 183 must be moderate-income housing, and 428 must be above-moderate-income housing.

PROGRESS TOWARD AFFORDABLE HOUSING Along with the Housing Element Update process, cities must also submit annual progress reports displaying the number of permits issued to very-low-, low-, moderate-, and above-moderate-income housing projects.

Each of the three South OC cities’ latest reports shows that during the fifth Housing Element cycle, permit approvals for projects developing affordable housing and moderate-income housing were far below their respective RHNA allocations.

noted the disparity between permits for workforce housing and higher-priced homes in 2018. San Juan City Manager Ben Siegel explained that as a result, the city reached out to affordable housing developers about potentially constructing low-income housing on the city-owned property known as the Groves site.

C&C Development is constructing 75 affordable units at the Groves, located at 30333 Camino Capistrano, with the city contributing $4.8 million of affordable housing funds in addition to the land.

San Juan has also approved a contract with Jamboree Housing Corporation to construct 50 permanent supportive housing units on the current City Hall site and an agreement with Landsea Homes for the construction of 14 units for moderate-income households.

“These projects illustrate the City’s commitment to incentivizing, funding and facilitating the production of needed affordable units by working in partnership with the private development community,” Siegel wrote in an email.

LACK OF FUNDING The biggest issue facing affordable housing development is a lack of subsidies, among other things, said Eric Nelson, president of the Building Industry Association of Southern California’s Orange County Chapter.

“The gap between market rate housing and affordable housing has gotten extremely large between what people can afford and what the market would re-

quire in order for a project to go forward,” Nelson said. “So, what ends up happening is that as housing becomes more expensive, to close that gap becomes much more difficult, and the need for more subsidies becomes even more important to the discussion.”

Elizabeth Hansburg, the regional director for YIMBY Action, explained that there’s a need for all forms of housing. Looking at the fifth cycle housing numbers, some may say that cities have overproduced on above-moderate-income housing, Hansburg noted.

However, she pointed out that the sixth cycle RHNA numbers continued to grow even for above-moderate-income housing.

TACKLING PUBLIC OPINION The second biggest issue facing affordable housing is public opinion, Nelson explained.

“What generally happens in any housing project is you’re going to have your opposition and your supporters,” Nelson said.“The majority of the time, the support for housing is overshadowed by the opponents who don’t believe that an affordable housing project is appropriate for their city, but more importantly, their neighborhood.”

Opponents to affordable housing projects often fear that low-income or affordable housing will increase crime in their city.

“People have a belief about affordable housing, that it’s going to do damage to their housing in their neighborhood,” Nelson said.

“So, it’s very complex, to say the least.”

Hansburg explained that YIMBY Action, which stands for Yes in My Backyard, aims to change people’s attitudes toward housing and “make room” for housing.

“The question is, can we find leaders who are willing to transition us from an Orange County that conceives of itself as pastoral, bucolic, rolling acres, to the actual urban patchwork of communities that make up a very dense region with a lot of job opportunity, a lot of innovation, and a place where a lot of folks want to be because we’ve got good weather and we’ve got good quality of life?” Hansburg said.

“Those people are not going to stop coming,” she continued. “The people who have means will come, and when we don’t have enough housing, they will displace the ones who don’t.”

Opens at Mission San Juan Capistrano Local couple Jan and Warren Siegel have helped preserve 19th-century paintings Jesus Falls for the First Time and The Betrayal, which are part of a new historic art exhibit at Mission San Juan Capistrano called “Journey to Renewal.” The exhibit is the first time the two paintings have been available for public view.

The Mission’s latest exhibit is a collection of early Spanish Colonial liturgical artwork and available at the site’s West Wing, a news release announced.

“The Siegels’ support has been transformative and unwavering for decades, and our new exhibit provides a modern-day chance to thank them and perhaps inspire or educate others, Catholic and non-Catholic alike, about the importance of protecting the historic, religious and educational value of Mission San Juan Capistrano through its arts conservation and site preservation work,” said Mission San Juan Capistrano Executive Director Mechelle Lawrence Adams.

The Siegels are well-known in San Juan Capistrano as local volunteers and preservationists, with Jan Siegel penning regular historical columns for The Capistrano Dispatch.

In other Mission news, the historic site is again partnering with Homefront America for another Field of Honor recognition in which American flags will be placed throughout the grounds in tribute to first responders. The event will run from May 25 through Memorial Day. Outdoor theater will also return this summer to the Mission from July 30 through Aug. 21, through a continuing agreement with South Coast Repertory. This year’s sole production will be

Semifinalists for Performing Arts Competition California Preparatory Academy student Rhyan Foerster is competing in ballet for The Music Center’s 34th annual Spotlight program—a performing arts competition and scholarship and artistic development program for teens. Students will compete in various categories, including acting, dancing, and classical instrumental performing, a news release said.

“The program recognizes and rewards all participants throughout the competition with a range of benefits such as individual feedback from industry professionals, performance opportunities and more than $100,000 in cash awards through three rounds of auditions,” the news release said.

Foerster is one of 100 high school students who are semifinalists in the program. The Music Center is based in Los Angeles, while California Preparatory Academy is in San Juan Capistrano.

Is Finalist for Presidential Award Leslie Whitaker, who teaches at Esencia Elementary in Rancho Mission Viejo, was named a state finalist for the Presidential Awards for Excellence in Mathematics and Science Teaching, according to Capistrano Unified School District’s news source, CUSD Insider.

“It is the second time Whitaker has been named a finalist for the national award, which will be announced later this year. She is one of three state finalists in the math category,” a CUSD Insider article said.

Whitaker has taught in CUSD since 1999 and helped provide professional development for other teachers in Orange County.

Goal for Annual Fundraiser The J.F. Shea Center for Therapeutic Riding recently raised $260,000 from its annual Drive to Ride fundraiser, topping its $250,000 goal.

The campaign for The Shea Center— which helps disabled people through horse-riding sessions to teach them about physical balance and other motor skills—was held in February.

“The Drive to Ride proceeds help pay for client financial aid, horse care, and priority programs for military families and veteran riders,” a news release said.

Nature Reserve Training Sessions Ready to Pivot Back to Normal

L

ately, The Nature Reserve at Rancho Mission Viejo has held regular orientation and training sessions for prospective volunteers who may go on to become field guides, office assistants, or representatives for the outdoor area at local events.

The frequency of such training sessions is not likely to drop any time soon, as The Nature Reserve continues holding community events. In fact, the orientation meetings—which have been held online throughout the COVID-19 pandemic—will soon resume being held in-person.

“We had been keeping them in an online format until now,” said Leeta Latham, executive director for The Nature Reserve. “We will offer monthly in-person programs beginning in May. May’s Volunteer Orientation and Training is on Saturday, May 21.”

Introductory classes for volunteers are “fun and interactive,” Latham said.

“During training, we’ll teach people The Nature Reserve’s history, philosophy, mission, as well as skills for working with the public,” she said.

Volunteers are considered vital to not only preserving the habitat reserve but also in connecting the community with the land through interpretive and recreational programs.

“Our volunteers mean the world to us,” Latham said.

On average, there are usually about five people who complete the training per month—though as The Nature Reserve transitions back to in-person training, more people are anticipated to volunteer.

“We always welcome and need new volunteers,” Latham said. “With more

volunteers helping, we can offer more opportunities for the public to access the land through our School, Community, and Stewardship Programs.”

The Nature Reserve is particularly looking for Certified Nature Reserve Volunteers.

Youngsters becoming more environmentally minded and learning how to be a good steward of the Earth are bene-

ficial for the community, Latham said.

“During camp, we explore and play in nature to build those connections. The more we can teach children to love the environment, the land, and all living things around them, the longer we’ll be able to protect it,” Latham said.“The same goes for The Nature Reserve at Rancho Mission Viejo. SUMMER PROGRAMS FOR HIGH SCHOOLERS

apistrano Unified School District will offer summer school classes at the Capistrano Valley High School campus in Mission Viejo starting this June.

Registration for CUSD’s six-week summer session program for high school students is open through May 26. Incoming freshmen should meet with their middle school counselors, and incoming sophomores through seniors should coordinate with their high school counselors for registration information.

The summer session will start on June 13 and end July 20, with students having July 4 off for Independence Day. Teachers will also be on the Capistrano Valley High campus Mondays through Thursdays, from 8:30 a.m. to 1:30 p.m., to help students with their course work.

Students can expect to complete most of their assignments online, but they are welcome to attend classes in-person during the bell schedule, according to CUSD. As for exams, the students must complete those at the campus.

The summer program is intended to give students flexibility in their coursework and exams, as they’ll have the option to take multiple exams in one sitting and can complete their classes before the session ends on July 20.

“With this flexibility in mind, students can arrange to take their exams so that they can still take family vacations, attend sports camps, or hold a summer job,” CUSD explained.

As part of the summer session, students must also complete an orientation assignment, completed and submitted online,

by June 24. Those who don’t complete the assignment by the due date will be dropped from the class.

During the first two weeks of the program, there will also be an orientation session on the campus that students are encouraged to attend, though it is not required. The orientation session will occur every hour on the hour during school hours, according to the district.

A Look at Westwind Sailing Summer Programs

or kids looking to get out on the water in a sailboat or on a paddleboard, Westwind Sailing summer programs offer kids aged 6 to 17 the chance to sail and learn the importance of water safety skills.

Westwind Sailing offers five camps: Mini Mates, Wayfarer, Voyager, Teen Sailing, and Stand-Up Paddleboarding (SUP) camps for kids at all skill levels.

The Mini Mates Day Camp is for the youngest group of kids, from 6-8 years old. The camp runs from 8:30 a.m. to 2 p.m. Monday through Friday. Mini Mates is a great way for young children to learn boating safety, rowing and begin sailing with Westwind instructors. During the camp, kids will meet the Dana Point Harbor Patrol, explore the tide pools, play boating games and take a sailing trip.

“It’s an opportunity to be on the water and experience, explore and see what winds do, or currents do a little bit,” Westwind Sailing Executive Director Diane Wenzel said.

The Wayfarer Day Camp is for kids aged 8-10 years old. From 8:30 a.m. to 2:30 p.m. Monday through Friday, kids get the chance to learn the importance of ocean safety and safe boating.

Wayfarers will learn to sail on their own. They’ll start off with an instructor in the boat, learning basic skills, but by the end of the week, they’ll be able to sail on their own under instructor supervision.

“When these kids are out there, they’ve got a lot of responsibility,” Wenzel said. “They are a vessel on the water, and they have the same rules and responsibilities as other vessels. It’s a lot for them to do, we’re in a very controlled environment, but it builds so much self confidence in them.”

The camps also run capsize drills so that campers are prepared in the case that their boat tips over.

“The boats are really easy to right up, and yet they need to learn how to do it so that they’re not afraid of it,” Wenzel said. “It’s just part of the sport.”

The Wayfarer camp also includes hands-on Science, Technology, Engineering and Mathe-

matics (STEM) projects in which they will learn to measure the wind and sails The Voyager Day Camp is for kids 11 to 13, from 9 a.m. to 3:30 p.m. The camp also includes STEM projects. In the Voyager camp, kids will learn the same skills as the Wayfarer camp, but they’ll be able to venture out a bit farther in their vessels.

On the last day of camp, kids will get a chance to sail in groups down to the wharf.

“It’s a big excursion for them, because it’s like, ‘Wow, I did this,’ ” Wenzel said. “It’s only a mile down the way, but when you’re 8 or 10, it’s like, ‘Whoa!’ ” The camp partners with Lil’ Skippers Snack Shack so that campers can enjoy a snack after their excursion.

In the Teen Sailing Camp, teens 12-17 years old will learn to sail on 14-foot Capri sailboats.

They’ll learn the basics of boating safety and rigging. The camp runs from 8:30 to11:30 a.m., Monday through Friday.

Westwind also offers a SUP camp, for kids aged 10-17. The camp runs on Tuesdays and Thursdays from 8:30 to 11 a.m.

Each camp will receive a safety demonstration from the Harbor Patrol.

Westwind Sailing provides scholarships for at-risk youths and kids. Kids qualify for a Dana Point Aquatic Foundation Scholarship if they are a member of the local Boys & Girls Club, a member of the Great Opportunities nonprofit, qualify for free or reduced school lunches, or have a physical or developmental challenge.

“We have lots of opportunities for these kids to be able to get these scholarships, and we’re able to give out one scholarship per child per year,” Wenzel said. “It’s a full scholarship for the whole week. So, it’s not like they have to pay any portion of it.”

The empowerment of being on the water and learning to sail on your own transcends being on the water, Wenzel said. She added that the confidence the kids build in Westwind Sailing summer camps is something they can take with them long after they’ve returned to shore.

The musical academy is offering six summer rock camps this year, with various dates ranging from June 20 to Aug. 1. The camps will cover different expertise levels, for children just starting out to those looking for more of an advanced challenge.

Activity HOW TO BUILD A SELF-SUSTAINING ECOSYSTEM

uilding a terrarium is a fun and engaging way to learn up-close about ecosystems. After hands-on experience planting small foliage in a sealable container, kids can watch as those plants grow in the enclosed space.

A terrarium is an excellent way to learn up-close about rain and decomposition cycles.

Closed terrariums are largely self-sustaining; after you’ve planted and misted your plants, the terrarium requires minimal upkeep.

The terrarium will establish a mini rain cycle—the humidity within the closed container will build as condensation on the walls and drip down to water the plants. Small insects that you can add to the terrarium will eat dead leaves or mold that may grow.

MATERIALS Container • Choose a container with enough room for air to flow • A bottle or mason jar will work well, but stick to clear containers • A large plastic bottle, like a party-sized soda bottle, works well for this activity with kids, as you can cut the top off the bottle and reattach it for easier planting Base • The terrarium needs a layer for excess water to collect without the plants’ roots sitting in water, which could lead to root rot • Rocks, pebbles, orchid bark, or Leca work well for this layer • Adding charcoal on top of your base will help keep the terrarium clean Soil • This is the layer you will plant your foliage in; any multi-purpose soil mix will work.

Plants • Make sure to pick small plants that won’t grow much bigger, or won’t grow quickly.

Dwarf ferns, moss, small vining plants such as string of pearls or string of turtles are great options.

Optional critters • Adding insects can also help keep the ecosystem healthy. Some critters will eat mold if it begins to grow and will eat dead and dying leaves

INSTRUCTIONS 1. Once you’ve chosen your container, make sure to wash it thoroughly and let it air dry before you begin. If you’re working with The Capistrano Dispatch March 25–April 7, 2022

a plastic bottle, you can cut the top off for easier access.

2. Once the jar or bottle is clean and dry, add your base layer. This can be made of rocks, pebbles, orchid bark or Leca (also known as Lightweight expanded clay aggregate). Fill your container with an even layer of your chosen base material.

Optional: Once you’ve added your base layer, add in a thin layer of charcoal. The charcoal will help absorb any odors and filter out toxins or chemicals in the soil.

3. On top of the base layer, add your soil mix.

This is the layer in which you will be planting your miniature foliage—keep this in mind as you add in your soil, as you may want to add more soil as you plant.

4. Plant your foliage in the base layer. Moss is a hardy and easy-to-plant option, but dwarf ferns and small vining plants such as string of pearls or string of turtles can be an attractive addition. Make sure to loosen the dirt around the roots when planting ferns or vining plants.

Optional: You can add more rocks or pebbles around the plants as decoration.

5. Mist your plants and leave the lid off for 1530 minutes to let the plants dry off a bit.

Optional: Adding insects to your terrarium such as worms, Springtails or snails will add more life into your terrarium. These critters will help to keep the ecosystem healthy by feeding off any dead or dying matter. These critters will need fresh air, so you’ll need to drill holes or add a mesh top to your terrarium.

6. Watch and learn as the terrarium establishes a mini rain cycle.

CARE

These ecosystems are just about fully self-sustaining. Once assembled, just make sure that the terrarium gets the appropriate light for the plants inside. For many plants, that means bright, indirect light.

If you’ve chosen to add critters to your terrarium, you won’t be able to fully seal off the terrarium. You can always add a mesh top or drill holes into your container to make sure air can flow through and avoid critters getting loose.

The terrarium should fill up with humidity during the warmest parts of the day. If you do not notice the terrarium building condensation, it may be a good idea to mist the plants again. thecapistranodispatch.com

ummer can be a time for rest and relaxation, but as parents with children know, it can be difficult to keep them content during the whole break from school.

Fortunately, there are plenty of museums and other centers for learning around South Orange County that provide opportunities for young ones to get off the couch, enhance their skills, and make new friends in a fun and encouraging environment.

Casa Romantica Cultural Center and Gardens has long been a mainstay for providing a vast swath of experiences to people young and old, and this summer is no exception, albeit in a new format.

The youth performing arts program will hold two one-week classical music academy sessions and a two-week dance academy, with space within both genres for beginner and intermediate skill levels.

“The structure of Casa Romantica’s summer academies is unlike anything else in Orange County—it’s a kind of residency program for children, being exposed to high-quality instruction and meeting like-minded peers at a beautiful retreat,” says Amy Behrens, executive director. “Kids who participate love our academies so much that they apply to return for more instruction the next summer.”

“Having offered these programs with growing popularity since 2015, the natural evolution is to increase the number of children we serve, and to support them in their artistic development for multiple summers,” Behrens added.

Applicants must submit a student report card for the current school year, and verification of prior experience is required for the Music Academy and the Summer Dance Academy.

The first scheduled academy is the Classical Music Workshop that takes place from Monday, July 11, to Friday, July 15, from 9 a.m. to 3 p.m. A program for beginning musicians, children ages 8-12, will receive daily private lessons, an introduction to music theory, and activities such as reading music, group music-making, and lectures to ensure a well-rounded education.

Students will learn classical music with classically trained music instructors, in a program where no experience is required for students to participate. The Academy concludes with student demonstrations for parents and caregivers on the final day to show what they have learned.

The Music Academy, which runs from Monday, July 18, to Friday, July 22, from 9 a.m. to 3 p.m., is a program for musicians ages 12-17 with at least three years of prior musical instruction, and it is dedicated to en-

semble training, composition, and intensive instruction.

Like the beginners’ session, there will be daily private lessons and unique lectures, as well as music theory and ensemble practice before ending with a student recital.

Finally, the Summer Dance Academy, from July 25 to Aug. 5, is designed for dancers ages 10-16 with a minimum of two years of prior dance instruction. The goal is for students to expand their dance education in ballet, jazz, contemporary, and hip-hop with daily classes, as well as specialty classes including choreography, tap, lighting, costuming, and lectures.

The dance academy also concludes with a student recital.

There is no tuition for Casa Romantica’s programs, but there is a $200 refundable credit card deposit required at registration. Lunch and snacks will be provided for free upon request. For the Classical Music Workshop, instrument rentals are also provided for free so children first learning an instrument can try it out without the need to buy a new instrument.

In Dana Point, the Ocean Institute will continue to run camps as it has done for more than 20 years, including various curriculums for all ages to enjoy.

From June 13 to Aug. 12, children can attend weeklong (Monday-Friday) sessions

that start at 9 a.m. and end at 4 p.m.

There are camps for younger kids, such as the Sea Squirts camp for children aged 5-6 and Neptune’s Mysteries for 6- to 7-year-olds, where participants can investigate the inner tidal marine life. The hands-on experience will allow children to see sea stars, sea urchins, horn sharks, shovelnose guitarfish, and more.

For 8- to 9-year-olds, the Ocean Discovery camp is similar to the aforementioned sessions and also includes activities such as a research cruise.

Children attending Buccaneer Adventures will learn about pirate life, those within Shipwreck Hunters will explore different wrecks and sail on the Spirit of Dana Point, and there are also the Coastal Explorers and Marine Science Internship Academy programs for those above the age of 10.

Riley Russell, the Ocean Institute’s director of education, said that the camps are extremely immersive and impactful, and they allow participants to explore new things and meet new peers.

“We really just try (to) foster a great, fun learning environment for those kids,” she said. “It’s just such a great educational journey for them during the summer.”

Despite the longevity of the camps, the staff members at the Institute are consistently researching and coming up with new ideas to ensure the curriculum is up to date with the

educational and scientific world.

One of the newer programs is designed for counselors in training, for incoming high school freshmen to incoming high school seniors. The program is in its second year of existence.

Participants come in to be interviewed and experience the hiring process, and then are assigned to a camp for three weeks. There, they will be advised by current counselors before getting the chance to lead activities and stations in the final days.

Russell said that the Ocean Institute stands out from other similar centers because of its location and wealth of natural resources around it.

“There aren’t a lot of camps that are located right on the water, or (within) walking distance to tide pools, (that) have a research vessel that kids can go out on or have a tall ship that they can sail on all within one week,” she said.

Dana Point and San Clemente have longstanding reputations for being nesting grounds for great surfers, and Southern California is a destination for the World Surf League professional championships. Whether it’s been a dream to surf, or you want to get outside or participate in new activities as a group, the diverse surf programs in South Orange County help get people in the water at all ages.

JP’s Surf Camp

His passion for education led him to teach third grade at Truman Benedict Elementary School in San Clemente, and it only seemed natural that he opened JP’s Surf Camp in 2001.

“It’s kind of nice to have the teaching and then jumping into the surf camp in the summer; I go from being a teacher to more of a coach,” Pierce said.

JP’s Surf Camp began as individual lessons and quickly grew to a full weekly camp of 20 students broken up into groups.

“It’s more like small group instruction, which I think kids learn best in that environment,” Pierce said.

The five-day camp sessions commence June 6 and end Aug. 1 for surfers ages 6 and older who have the ability to swim the length of a pool with confidence.

Pierce, who is also CPR-certified, said the surf camp strives to teach surfers water safety, tides and daily surf conditions.

Endless Summer Surf Camp

Weekly day sessions are from 8 a.m. to 3 p.m.

The camp has three-overnight sessions during the summer for adults who are new to surfing or want to get to the next level.

Jed Laidlaw, an ISA surf coach, has a solid foundation for teaching surfing, having helped pioneer a surf school in his hometown of Tynemouth, United Kingdom when he was just 18 years old.

His curiosity for travel and knack to teach led him to share the “stoke” in the Canary Islands, Portugal, France and now in San Clemente. Laidlaw has found success in his one-on-one and smallgroup approaches to surf lessons for those aged 6 and older.

The surf school caters to participants who are new to the sport or seek to refine and expand their fundamentals.

He said he first communicates with clients to understand expectations and to outline achievable goals prior to getting in the water.

Laidlaw also works to foster confidence and ocean knowledge within the rapid growth of female participation in the sport, since many of the lineups are still male-dominated.

California Surf Academy

Owner Alek Rockrise started his surf journey as a 10-year-old grommet from Texas who would spend his summers at Endless Summer Surf Camp in San Clemente.

As the pandemic changed the landscape of large gatherings, Rockrise ventured from working in larger surf schools to launching California Surf Academy in 2020 for private lessons and surf coaching.

The academy offers weekend surf packages that include two surf sessions during a five-hour duration. This year, it will reserve a few weekends exclusive to adults 18 years and older. The program gives a fundamental introduction to surfing while catering to those who want individual attention.

Registration for the programs will be posted on the surf academy’s website in mid-May. Private lessons are also available.

Summer Soul Surf Camp

A proud father of two daughters, Baxter opened Summer Soul Surf Camp more than 17 years ago.

The surf camp is located at Dogpatch, the southernmost section of San Onofre Surf Beach and often referred to as the California version of the classic Waikiki Beach.

Participants can enroll in weekly sessions beginning in June for both males and females between the ages of 9 and 16.

The camp’s instructors share passion for the sport and create camaraderie outside the water with fun beach activities.

TREES AND THE CLIMATE EMERGENCY I n September 2021, dozens of news media outlets began reporting the changing climate was the greatest threat to public health. This was the first time that so many publications came together to issue a joint statement to world leaders, underscoring the severity of our situation.

The editors of more than 230 scientific and medical journals wrote, “Global warming is affecting people’s health— and world leaders need to address the climate crisis now, as it can’t wait until the COVID-19 pandemic is over.”

“The greatest threat to global public health is the continued failure of world leaders to keep the global temperature rise below 1.5°C and to restore nature,” the journals warned.

We have known for some time that trees absorb atmospheric carbon dioxide and release oxygen back into the atmosphere in exchange. Tree cover in the United States is declining at about 175,000 acres per year. This loss of tree cover contributes to more adverse climate patterns, sea-level rise, and other problems that become catastrophic over time — and that time is now.

According to the journals, “One acre of trees annually consumes the amount of carbon dioxide equivalent to that produced by driving an average car for 26,000 miles. That same acre of trees also produces enough oxygen for 18 people to breathe for a year.”

In the Midwest, Iowa’s “The Growing Futures” program has brought together small groups of high school students to receive hands-on instruction in tree planting and maintenance while actively reforesting the communities where they live and learning about careers in forestry.

Hawaii’s “Re-tree Hawaii” program’s goal is to plant sufficient trees throughout the state to increase oxygen levels, absorb greenhouse gases, and reduce sea-level rise. In completing its mis-

On April 22, Earth Day, and April 29, Arbor Day, tree planting in San Clemente will be sponsored by Citizens’ Climate Education.

fter serving as the opening act at The Coach House for several concerts, local Steely Dan tribute band Kids of Charlemagne is ready to step up as a headliner.

Venue owner Gary Folgner took an interest in the musical act after seeing their performances, and he talked to them about eventually playing as a main act at the San Juan Capistrano concert venue.

“We secured April 14, which is a Thursday,” said guitar player Bill Backal. “We’ve been able to develop a local following.”

Kids of Charlemagne band members are friends with opening act Following Sea, another local band. Backal describes Kids of Charlemagne as a South Orange County-based band.

“Our market is that area,” Backal said.

“We play pretty frequently in Dana Point, San Clemente, and San Juan Capistrano.”

The members of Kids of Charlemagne have been playing together for roughly eight years, and performing Steely Dan songs exclusively for the past three years.

The members decided to switch things up after people came up to them and asked for more Steely Dan songs.

“That took off,” Backal said. “What’s great is that people who know us are coming to hear Steely Dan.” Steely Dan is the “big selling point” for their shows and an aspect that has brought a resurgence of audience members in their 20s who come out to sing along—including at a recent gig at Paddy’s Station, another popular venue in San Juan Capistrano.

“We were amazed at how many young people were on the dance floor singing to ‘Josie’ and ‘Black Cow,’” Backal said.

Backal is surprised at how many people come out the “woodworks” for their performances, which he attributes to there being a “thirst for good music” in Orange County.

“The most exciting thing for all of us in the band, and why we are successful, is we are trying to please ourselves musically—and it translates into something our audiences enjoy,” Backal said.

Backal described getting to headline at The Coach House as a dream come true, since he’s seen his own musical idols there.

“We get to stand on the same stage as they did. It’s scary, humbling, and exciting,” Backal said. “They really pay homage to music. They have a great sound system.

GEODY • Geody lives in San Juan Capistrano. Her husband, Richard, opened Dana Point Auto Service 50 years ago and was one of the most beloved residents of Dana Point. Together, they did much for charity.

Geody was Richard’s strength. She was a caregiver to him for his last few years.

He passed away in 2021. She continues to manage Dana Point Auto Service.

Recently, Geody drove her SUV across the country with only her dog for company to see her daughter and grandkids in Florida, while staying overnight at SUV parks along the way. She’s a courageous woman.

CANDICE • When I go stand-up paddleboarding at Baby Beach in Dana Point Harbor—three to four times a week—I usually spot the courageous Candice Appleby.

Her office is small, about 12-feet long by 24-inches wide. It’s a stand-up paddleboard. Candice is usually at work by 8 a.m., giving SUP lessons to aspiring

men and women paddleboarders. In her job, she encounters sea lions, pelicans, dolphins and an occasional shark.

Candice is one of the best woman paddleboarders in the world, having won several world competitions.

ON LIFE AND LOVE I personally

BY TOM BLAKE witnessed and wrote about Candice’s courage a year ago, when she saw an injured baby sea lion trying to swim while gasping for air in Dana Point Harbor. She rescued the pup by lifting it onto her paddleboard and bringing it ashore, so the Marine Mammal Rescue team could take it to its facility.

DONNA • I’ve known Donna of Laguna Niguel for nearly 20 years. Her significant other, Bob, and I worked for the Orange County Register years ago.

Last August, Bob passed away. Donna said, “I took care of Bob full-time for two years

while teaching full-time. He was suffering so much at the end. Holding his hand while he died was by far the toughest thing I’ve ever done, but I wouldn’t change it if I could.”

Tom’s comment: Caregivers are courageous; Donna fits that description.

J. KAREN • J. Karen wrote, “I’ve lived 30 years in San Clemente and have been one of your readers for 25 years.

“At 62, instead of retiring, I opened my first shop—Mobile Sewing and Upholstery—and have been serving our community ever since. I fell into repairing wetsuits about 15 years ago and love my surfers who call me ‘Granny J.’ “When the pandemic hit, I loved to go to San Onofre Beach to hear the waves and read a good book, which made my days happy.

San Juan Hills’ Reichner, McFadden, Efstathiou Earn Top Honors in All-CIF Boys Basketball After a historic run to the program’s first CIF-SS championship, the San Juan Hills boys basketball team was well-represented in the postseason All-CIF honors last week.

Leading scorers Mark Reichner and John McFadden, both seniors, were named Co-Players of the Year for CIF-SS Division 2A, and head coach Jason Efstathiou was named the division’s Coach of the Year.

San Juan Hills played in its first quarterfinals, semifinals and final on the way to the CIF-SS Division 2A championship, where the Stallions dominated the final three quarters in a 59-49 victory at La Mirada. San Juan Hills posted an overall record of 27-5 to blow away its program record for wins (16 in 2009), and the Stallions captured their second consecutive Sea View League title.

Reichner was San Juan Hills’ top scorer for the season with an average of 16.7 points per game, and the senior guard posted game-highs in the second round and quarterfinals for the Stallions.

McFadden was an all-around difference-maker for the Stallions, falling just short of averaging a double-double with 13.3 points and 9.8 rebounds per game. McFadden was the leading scorer in the semifinals and final.

JSerra and Capistrano Valley Christian also earned All-CIF selections.

JSerra senior guard Rob Diaz earned a first-team selection in Division 1. Diaz led the Lions in scoring in nearly every playoff game on their run to the CIF-SS Final. Diaz also scored 37 points in JSerra’s regional opener.

CVC senior guard Makaih Williams was a first-team selection in Division 2AA. Williams was the Eagles’ scoring leader all season and was a well-rounded player, with nearly five assists per game and more than six rebounds per game.

Capistrano Valley Christian’s Sii, Freeman Named Player, Coach of the Year in All-CIF Girls Basketball Capistrano Valley Christian girls basketball completely obliterated the Division 5AA playoff field on the way to the program’s first CIF-SS championship, and the Eagles were rewarded in the postseason All-CIF honors last week.

Coach of the Year. Sophomore Mariah Streeter was also named first-team All-CIF. The Eagles have experienced a meteoric rise in Freeman’s two seasons at the helm. CVC did not field a team in the 2019-20 season, which meant Freeman was essentially starting from scratch amid the restrictions of the 2020-21 season.

The Eagles went to the semifinals in that first season and then completely dominated in this season’s title run.

In the CIF-SS playoffs, Capistrano Valley Christian posted wins of 86-19, 71-27, 74-44, 54-29 and clinched the title in a 70-24 rout. The Eagles averaged 71 points per game and allowed only 28 points per game in the playoffs.

Sii was the Eagles’ top player the entire way, with a title-game performance of 25 points, 12 rebounds, eight assists and seven steals.

Streeter is a top shooter who knocked down five 3-pointers in the championship game.

10 City Soccer Players Named to All-CIF Teams JSerra, San Juan Hills, St. Margaret’s and Capistrano Valley Christian all had players named in the postseason All-CIF honors last week.

In boys soccer, JSerra had four players named firstteam All-CIF: seniors Rocco Bon, Nico Rudisill and Sean McTague, plus junior Reagan Heslin. The Lions were runner-up in Division 1 to Trinity League rival Servite.

San Juan Hills boys soccer’s historic run to its first CIFSS semifinal, which included it first playoff victories and first-ever league title, earned three selections in Division 2: seniors Cole Monach, Alex Avila and Anthony Majorin.

St. Margaret’s senior Matt Groeninger was the lone selection for the Tartans in Division 5.

Capistrano Valley Christian girls soccer earned two selections in Division 7: sophomore Beau Allred and freshman Ila Allred.

teams, San Juan Hills and JSerra girls water polo each earned three first-team selections in the postseason AllCIF honors.

San Juan Hills advanced to the program’s first CIF-SS semifinal in the Division 2 playoffs. Seniors Sarah McClaskey and Cari Brandy, as well as sophomore Hannah McClaskey, were named to the All-CIF team.

JSerra advanced to the program’s first CIF-SS final in the Division 5 playoffs. Junior Sophia Balkhi and sophomores Sydney Chapman and Zoe Gabriel were named All-CIF.

Baseball Roundup JSerra baseball has had a rough start in its Trinity League schedule. After coming into the season highly ranked off a run to the Division 1 Final, the Lions were expected to battle for the top again, but JSerra is now forced to battle back up to playoff position. JSerra is 8-9 overall and 2-6 in the Trinity League. The Lions dropped their first two league games against Orange Lutheran, the co-favorite for the Trinity title, and were swept by Santa Margarita. JSerra has split with St. John Bosco entering the rubber match on Friday, March 25. The Lions play Servite next week.

San Juan Hills opened Sea View League play with a pair of losses to Trabuco Hills last week. The Stallions are 8-6 and had won four in a row entering league. San Juan Hills scored a total of two runs in the two losses to Trabuco Hills, 4-1 and 8-1. The Stallions play at San Clemente on Friday, March 25, and play two games against Aliso Niguel next week.

St. Margaret’s is 7-2 and off to a 2-0 start in the San Joaquin League. The Tartans beat Southlands Christian and Sage Hill in league play earlier this month. St. Margaret’s plays at Upland on Friday, March 25, and returns to league play next week against Southlands Christian.

Capistrano Valley Christian is on a roll as of late, and the Eagles are also off to a 2-0 start in the San Joaquin League. The Eagles had won six in a row until a tournament loss on Wednesday, March 23, to Heritage of Colorado. CVC returns to league play on Friday, March 25, at home against Sage Hill.
