Happy 60th Anniversary San Juan Capistrano

his should be a month of multiple events and celebrations. The City of San Juan Capistrano is 60 years old!

After thousands of years of Native American contributions, hundreds of years of Mission life and decades of ranching and farming the incorporation of San Juan Capistrano from township to cityhood happened on April 19,1961. In 2011 the City celebrated for a year with special events in honor of its 50th anniversary. On the City’s 40th anniversary, City Hall provided cake for the entire community. But this year because we are still in a pandemic lockdown there will be no community celebration. But the 60th decade was significant for our community and its top accomplishments and events should not go unnoticed or forgotten.

Because changes in San Juan Capistrano happen slowly, over time, the City started this past decade with how it ended it. The plan for our downtown, The Historic Downtown Master Plan, was first proposed in 2011. The City spent $250,000 “for the 150 acre Historic Town Center planning area establishing policies and recommendations for guiding future development of the Historic Town Cen-

ter and prepared a Form Based Code to establish new land use and development standards for that historic downtown”.

After multiple public meetings the Plan was approved by the City Council on April 3, 2012. But there was a problem with the Historic Plan and the General Plan.

There were overlapping inconsistencies which lawyers found quickly and which resulted in a decade of lawsuits. A number of councilpersons won and lost elections based on their opinion of the Downtown Master Plan. By 2020 the Council had enough of infighting between developers and the City and decided to incorporate the Historic Plan into the General Plan and negate the Historic Downtown Master Plan. The Council on January 19, 2021 incorporated a revised ordinance into the General Plan.

In 2010 the first hotel was approved by the City Council on the site across the street from the Mission on El Camino Real and Ortega Highway. The property was sold several times but the Hotel plans were kept. After many lawsuits, the Inn at the Mission, a four star Marriott Autograph Collection of boutique hotels opened in September, 2020.

Perhaps the most significant event to take place in San Juan Capistrano in the 2010 decade was the decision to go to District voting for the City Council instead of the at-large City wide voting that had been the rule since the incorporation of the city in 1961. In January, 2016 the City was sued by a group claiming that the San Juan Capistrano at-large elections violated the California Voting Rights Act of

2001, which resulted in the vote dilution of Latino residents. Rather than fight the lawsuit, the Council decided to switch to district elections and the city hired a demographer. Meetings of public workshops and Council hearings ensued. The demographer used Census data and community input to draw a map of five voting districts which the Council approved in June. District 1 was selected as one of the two districts voting this year due to a stipulated agreement with the plaintiffs of the lawsuit which dictated the first district chosen be the area with the highest percentage of Latino voters. The Council voted to select the southwestern District 5 as the second district to elect a City Council member in 2016. In 2016 there were 19,229 registered voters in San Juan Capistrano. The numbers for determining voting districts was based on total area population, not just on residents of voting age. District 1: 2,319 voters for 7,130 residents; District 2: 4,661 voters for 7,239 residents; District 3: 4,431 voters for 6,722 residents; District 4: 2,106 voters for 6,542 residents; and District 5: 5,712 voters for 6,860 residents. population for San Juan Capistrano was 34,593. Sergio Farias was the first elected Councilman from District 1. He was re-elected in 2020. Brian Maryott won from District 5 and did not seek another term. Councilman Howard Hart was elected in 2020.

The other significant event of the 2010 decade was the improvements at the Ortega off ramp. In February, 2013, the California Department of Transportation and the Orange County Transportation Authority began work on the intersection of Ortega Highway and I-5 to relieve traffic congestion around San Juan Capistrano’s primary connection to the freeway. The project, included remodeling the bridge over the freeway, widening on-and-off ramps and a new northbound on-ramp loop.

The improvements also made Ortega Highway lead into Del Obispo street making two intersections become one. The two year project did cause a downturn in business in the downtown area, but the city quickly recovered. The $81 million project was completed in September, 2015.

The decade also saw a big change at the Mission. In 2013 a new 1400 square foot store opened as part of the Gatehouse Preservation Project, which included upgrading the entrance into the historic structure.

The store, which had been run by a third party, in the back of the Mission, returned to the front as first established by Fr. St. John O’Sullivan 100 years ago. The store is now being run by the Mission. The storefront opens onto Ortega making it easier for people to shop without having to go into the Mission. The store features hundreds of items that are both historic and religious and priced for visiting fourth graders as well adults looking for gifts and jewelry.

In 2010 The City purchased the 132 acres of open space, including the Rancho Mission Viejo Riding Park from Rancho Mission Viejo for $27.5 million, using a $30 million bond approved by voters in 2008.

In 2014 the 12 acre Reata Park and Event Center was completed. The nonprofit San Juan Capistrano Open Space Foundation built and funded the Park. The area is home to Riding Park which hosts equestrian events throughout the year including Show Jumping, the Rancho Mission Viejo Rodeo, and Olympic trials. The area helps keep San Juan Capistrano the Horse Capital of the West.

David Belardes passed away in 2015 and the Juaneno Band of Mission Indians lost its leader. The Blas Agular Adobe remains a museum for local Native American artifacts because of the Belardes legacy.

Another important change in the City happened in 2020. After a year of negotiation the city’s water and sewer utility systems will be trans-

guidance of the experts, the Society learned how to make and restore 18th and 19th century construction parts. It took six years, but the result was the latest structure on the site of the Historical Society opened to the public.

In 2018, weekend warriors completed the restoration of the 1794 Silvas Adobe on the grounds of the San Juan Capistrano Historical Society. When experts said that the adobe could not be saved, Society volunteers said otherwise. With the

The San Juan Hills graduating class of 2020 lost a lot because of the pandemic. They had no prom. They had no trip to Disneyland. They had no awards ceremonies. They had a very different graduation. On Friday, July 24, one by one family members and friends of a graduate would drive up the commencement outdoor stage, drop off the graduate who would walk up on stage, have their picture taken with their diploma, and then go back into their vehicles. A very creative graduation for a very unorthodox year.

Also completed in this decade was the Verdugo Street improvement project. It created easier walkabliltiy and updated the restaurants and shops on Verdugo and Camino Capistrano. To help in the beautification of the area, Rotary donated the clock tower at the Depot. The Ecology Center acquired South Coast Farms and is able to maintain a working farm in the middle of our city.

What’s Up With...

that “more freedom is better than less freedom.” City Manager Ben Siegel said the fiscal impact of waiving a permit fee would be minimal and that staff would support that.

State legislation regarding sidewalk vendors—known as the Safe Sidewalk Vending Act (SB 946)—was approved by state legislators and the governor in 2018.

The bill prohibits California cities from banning stationary or roaming vendors from operating on public sidewalks or other public walkways, including any walkways within public parks, an agenda report said.

“SB 946 also prohibits cities from regulating sidewalk/walkway vendors unless cities establish regulations that are consistent with the provisions of SB 946,” the report said. “Furthermore, SB 946 requires that any restrictions placed on sidewalk/walkway vendors be directly related to objective health, safety or welfare concerns. SB 946 went into effect on January 1, 2019.”

The ordinance enacted by the council is reportedly for health and safety concerns. The city prohibited vendors on streets and sidewalks before 2019, and city staff consulted with the city attorney’s office when coming up with this recent ordinance.

Though not explicitly mentioned at the council meeting or in the agenda report, vendors recently began selling vulgar anti-Joe Biden merchandise— which includes the phrase “(expletive) Biden”—at various locations in San Juan Capistrano, attracting attention in the community. The vendors have sold the merchandise near Costco, and a Chevron gas station along Ortega Highway.

Some members of the community have spoken out against the vendors due to the publicly visible profanity and previously contacted The Capistrano Dispatch because of their concerns. The Capistrano Dispatch interviewed one of the vendors—Jeff Sinclair of Laguna Woods—while he sold merchandise at the Chevron station in March.

“It’s an enjoyable experience for the most part, because we get about 70% supportive comments from customers driving by, or people driving by,” Sinclair said. “We get about 30% negative. For every 10 horns that honk, only three flip me off.”

Asked about his response to people concerned about the “(expletive) Biden” message, Sinclair said the expletive is “just a word.”

“When you have Cardi B winning record of the year for ‘WAP,’ it’s kind of hard to worry about the F word on a flag,” Sinclair said.

Sinclair said there are about 30 such vendors throughout Orange County, and Donald Trump supporters are not “down with censorship … or cancel culture.”

Council Approves First Reading of Sidewalk Vendor Ordinance

The introduction and first reading for regulations on exactly where—and under what conditions—sidewalk vendors can operate in San Juan Capistrano was approved by the city council during a meeting on Tuesday, April 6.

The in-depth ordinance has numerous requirements for sidewalk vendors, including limiting vending to concrete-paved sidewalks and walkways; being 100 feet away from other vendors, fire hydrants, bus stops, intersections, freeway on/off ramps and other specified areas; and being 500 feet from school entrances. Vendors are also prohibited from the historic downtown area, and stationary sidewalk vendors are also not allowed in residential areas.

The council approved the ordinance by a 4-1 vote. Mayor John Taylor and Councilmembers Troy Bourne, Sergio Farias, and Howard Hart voted yes. Mayor Pro Tem Derek Reeve voted no. The ordinance does not require a permit fee for vendors, and it also does not create separate exemptions from the city permit process for vendors considered protected under the First Amendment, such as artists selling their art or music or vendors selling items with political expressions.

The waiving of the fee and doing away with the separate exemptions went against recommendations made by city staff. Bourne brought up eliminating permit exemptions for First Amendment-protected vendors, though saying it was not because he is opposed to free speech.

“I think everybody should get free speech. My concern is that we’re kind of carving this up, and saying something might be considered free speech, and something else is commercial but not free speech,” Bourne said. “I want to make sure we’re applying the law broadly and universally to everybody, regardless of how they perceive themselves.”

Reeve said if there was concern about treating people differently and what is considered free speech for the exemption, and with councilmembers going against recommendations made by the city attorney, the permit process should be eliminated entirely.

“I think this is something that has been worked on for more than two years, and I feel like we’re redoing all the work on the dais, which is usually not a good thing,” Reeve said.

City to Study General Plan Amendment and Rezoning Related to Proposed Downtown Project

City staff in San Juan Capistrano will review a proposed specific land-use plan, dubbed the El Camino Specific Plan, for property in the downtown area that developer Dan Almquist hopes to turn into apartments and a restaurant building— and, down the road, a new performing arts center that would replace the existing Camino Real Playhouse.

The city council approved initiating the study during a meeting on Tuesday, April 6. The unanimous approval to start the study does not mean the council has automatically approved the rezoning.

The review process is expected to take approximately 12-15 months.

Under what’s known as the Forster & El Camino Real project, 95 apartments, a private clubhouse for those residents, and a restaurant building would be built on a privately owned 3.15-acre property located near Forster Street and El Camino Real.

As for the Playhouse project component, a new performing arts center could be built near Historic Town Center Park, effectively replacing Camino Real Playhouse.

Almquist and Playhouse staff have had discussions about the new center replacing the Playhouse site, which is expected to be demolished when the new center opens.

The land-use plan has to be approved by various city boards, including the Design Review Committee and Planning Commission, before coming back before the city council for final approval.

Councilmember Troy Bourne asked city staff about the timeline for the projects, and if the performing arts center will be concurrent.

“Those processes would run parallel,” City Manager Ben Siegel said. “While planning staff would be working with the applicant for this study if it’s approved by the council … staff in the development services department and the city manager’s office would be working with the applicant on the proposed use of the city parkland for a performing arts center.”

City staff will have the ability to brief and receive direction from the council on the matter during closed sessions, since it involves property negotiations relative to the proposed use of city land.

Capo Unified Increases On-Campus Days for Middle, High School Students

The Capistrano Unified School District recently announced that middle and high school students later this month can return to campus four days a week for the remainder of the school year—more than the amount of time they spend on campus currently but short of the full five-day schedule some parents had requested.

The four full days of instruction are for students currently enrolled in the hybrid model, with a virtual day each week, Superintendent Kirsten Vital Brulte said in a message to families on March 31. The increase will start on April 26.

“We know many of our families want to return to full-day instruction as soon as possible,” Brulte said. “Whenever we change working conditions, however, we must work with union leadership, including CUEA, CSEA, and Teamsters, to reach agreement on those new conditions.”

A previous challenge mentioned by Brulte and other CUSD officials and staff has been the 6-foot social distancing requirement, since classrooms were not designed for that type of clearance.

However, the California Department of Public Health adopted the Centers for Disease Control and Prevention’s recommendation of 3-foot distancing for student seating on March 20. During a March 17 Board of Trustees meeting, Brulte said CUSD must follow state health guidelines.

“We are excited to return to a more normal school day, and we thank you for your patience and understanding as we adjust to the newest health and safety guidelines that allow us to increase the number of students in our classrooms,”

Brulte said in the March 31 message.

“This has been an extraordinarily challenging year for our families, students, teachers, classified staff, and administrators. We look forward to closing the 2020-21 school year strong.”

Students who are enrolled in the virtual learning curriculum under the hybrid model can still stick with online learning, and can switch to the virtual model if currently attending classes on campus. Masks will still be required if students are on campus.

District staff is expected to provide a draft of a “reopening 2.0” plan for the upcoming 2021-22 school year at the April 21 board meeting for discussion. Final action on the plan is scheduled for the May 19 meeting.

The announcement comes as CUSD is set to receive close to $50 million in federal funding to mitigate pandemic expenses, invest in programs for learning loss, and open schools full-time, district spokesperson Ryan Burris said.

“We will prioritize this federal money for learning loss and a full reopening in the fall—five days a week,” Burris said.

Bourne called the project site a “really important piece of property in the city.”

It defines a lot of our important streets and how people interact with the downtown area,” Bourne said. “I, for one, am appreciative that this is being looked at holistically—and kind of putting it all in one piece together and evaluating these components as interacting with each other, because they inevitably do, is a better approach than trying to cut this up into a quilt work of things and trying to approve one project at a time without

looking at them all together.”

Councilmember Howard Hart said this project and other recent developments— including the new hotel Inn at the Mission San Juan Capistrano and renovations at Verdugo Street—represent a transformation of downtown in a short amount of time.

Almquist is also behind the upcoming River Street Marketplace and a new owner of Zoomars at River Street Ranch, a popular petting zoo.

In other news from the council meeting, the council approved appointing Geoffry Sumich and Nate Franklin to the Design Review Committee, with Daniele Smith as an alternate. A separate motion to instead make Rob Williams the alternate, introduced by Bourne, failed by a 3-2 vote. Mayor John Taylor and Councilmember Bourne voted yes. Councilmembers Hart and Sergio Farias, plus Mayor Pro Tem Derek Reeve, voted no.

Mayor John Taylor Intends to Visit Every Restaurant in Town to Promote Local Dining

Indoor dining is gradually being allowed to resume in Orange County as state-mandated restrictions are lifted due to plunging COVID-19 numbers—so San Juan Capistrano Mayor John Taylor plans to encourage people to support local restaurants by dining at them himself.

Taylor is taking on the ambitious plan of visiting every restaurant in town, one by one, on Friday afternoons. He kicked off the tour at Mayfield Restaurant & Marketplace on April 2, joined by his son and city Planning Commissioner Harrison Taylor, as well as representatives of the San Juan Capistrano Chamber of Commerce and business community.

“It’s to highlight restaurants in town that have struggled this year, and now are kind of emerging from the COVID-19 pandemic,” Taylor said. “I know people have supported restaurants with to-go food, but now as things are more safely reopening, it’s to get people out.”

Taylor plans to not just visit restaurants downtown—a popular area with locals and visitors, and a foodie hub that has become synonymous with San Juan to a degree—but also smaller restaurants outside the downtown hub. Taylor, who lives in the Los Rios Historic District and is serving a second term as mayor, has not previously dined at every restaurant in town.

Frontline restaurant workers have been hit hard by the pandemic, and the Friday visits will also be a chance for the Chamber to interface with local restaurants, Taylor said.

“I love the indoor/outdoor feel,” Taylor said when asked his impression of Mayfield.

“I love the architecture. I think it’s great.”

Mayfield is a new restaurant and marketplace that opened in August near Rancho Capistrano Winery and the downtown movie theater. The cuisine is a mix of California and European flavors, and Page 6

it also sells cookware and wine. Salads, grain bowls, burgers, and other dishes are on the menu. It is owned and operated

by George Barker, who is from England and previously had food trucks in Orange County. Mayfield won several awards in the recent 2020 Best of San Juan Capistrano Golden Horseshoe Awards, including silver for best new restaurant.

Taylor’s future trips are expected to be open to anyone who wants to join him, though visitors will have to pay for their own meals. The visits and which restaurants they go to will likely be publicized by the Chamber and Taylor beforehand, including through social media.

“We’ll let the restaurant know that we’re coming, so they’re not blindsided by 30 people or something,” Taylor said.

Harrison Taylor said it could become where community members attend the Coffee Chat forums on Friday mornings, and then meet up for the restaurant trips later that afternoon.

“We’d love to have people engaged,” Chamber CEO and President George Peppas said.“That’s the whole point. We want to let everyone know we’re here. We’ve always been here for everyone. We’ve been behind the scenes trying to help out. We just need to make sure our foundation is stable.”

Peppas said the events can evolve as time goes on. “(The restaurant industry) is critically important. It’s the heart and soul of our community,” Taylor said. “They come to the Mission (San Juan Capistrano). They come to an event. They want to dine, and that sales-tax revenue goes right into paving streets—hopefully, or whatever infrastructure.”

Businesses are a must, Peppas said.

California Could Reopen by June 15 if COVID-19 Conditions Hold Steady

Neighbors Celebrate 1-Year Anniversary of Socially Distanced Gatherings

Conditions in California could return to some sort of normalcy, and with fewer restrictions, by June 15, as long as COVID-19 cases keep dropping, hospitalization numbers remain low, and vaccinations increase, Gov. Gavin Newsom announced on Tuesday, April 6.

During a news conference to announce the potential reopening of the economy, Newsom said the state had reached 20 million administered vaccination doses overall, including four million doses under an equity metric, which is for underprivileged groups.

“We have administered more doses than all but five nations in the world,” Newsom said. “The state of California, that 20-million mark, represents over seven million more doses than any other state in the country.”

If improvements continue, the state will no longer use its four-tier, color-coded blueprint to monitor a county’s coronavirus metrics. The tiers variously restrict or allow certain activities in a county, depending on the particular number of COVID-19 cases and hospitalizations in an area.

Orange County is currently in the orange “moderate” tier, the second-least restrictive risk tier, which allows various business sectors to operate at full or reduced capacity, in addition to allowing numerous activities to take place. The anticipated full reopening would mean businesses such as restaurants could operate at full capacity again.

After more than a year of having to close their doors to public in-person live music, the show is back on at one of San Juan Capistrano’s most popular music venues.

Musical performances return to The Coach House this weekend—Karly Moreno on Friday, April 9, and Jason Feddy on Saturday, April 10, to be exact.

lowest case rates in America, according to Newsom. There reportedly is a 1.6% positivity rate over a seven-day period in the state.

However, Newsom urged residents to keep their guard up, continue wearing masks, and maintain vigilance when it comes following safety protocols during the pandemic.

Newsom’s announcement comes as in-person activities and events are gradually returning to South Orange County and as Capistrano Unified School District gradually increases the number of days that students can be on campus for faceto-face learning.

While California is seeing a gradual return to usual daily life amid a drop in COVID-19 cases, other parts of the country are seeing case numbers rise, including climbing rates in Michigan, New Jersey, New York and Pennsylvania, among others.

Newsom faces a likely recall election in the fall, driven in part by anger over his

stay-at-home orders and mandated business shutdowns throughout the global outbreak. The collected petition signatures will likely meet a required threshold that will trigger a recall election later this year.

The COVID-19 pandemic has created challenges for how social gatherings are held, and even how people interact—so neighbors on Paseo Mimosa and adjacent streets in San Juan Capistrano got creative.

Neighbors have brought their chairs out and talked on Wednesdays—from a distance, of course. The community started the tradition on April 1, 2020, as the global outbreak’s consequences started to become fully clear. The neighbors celebrated one year of getting together on March 31, 2021, participant Wendy Tucker said.

The “mingles”—as they were eventually labeled—were started by Tracy Kilpatrick, who kept them going on a regular basis.

“As neighbors, we all knew of each other, but as the year progressed, came to know one another well and build lasting friendships all thanks to Tracy’s diligence and hospitality,” Tucker said. “Our Wednesdays were looked forward to each week as the year wore on and became 2021. For many of us, these ‘mingles’ became the only social life we would know for weeks on end.”

To thank Kilpatrick and celebrate the get-togethers, the group collaborated on a surprise celebration in which Mariachi Nuevo Capistrano—a local mariachi band—performed.

“Tracy was completely surprised, and it was a wonderful feeling to give back to her for a change,” Tucker said. “A big thank you, Tracy Kilpatrick, from all of your many neighbors and friends. You got us through!”

green light to finally resume in California starting this month, as long as an area is not in the purple “widespread” risk tier of the state’s COVID-19 metric monitoring system, which variously prohibits or allows certain activities depending on the number of COVID-19 cases and hospitalizations in a county.

Orange County is currently in the orange “moderate” risk tier, with cases continuing to plummet and vaccinations increasing. Besides some livestreamed shows that were not open to in-person audiences, The Coach House has not had any concerts or events throughout the pandemic.

“I figure it’s time they let us open,” owner Gary Folgner said.

This weekend’s performances are being called Dinner and Drink Service nights, and The Coach House is officially operating as a restaurant for the time being, with 50 percent capacity allowed under current orange tier restrictions.

The Coach House will likely continue having local musical acts play until the end of the month, with this week’s performances serving as a test run of sorts.

Folgner said they are looking at getting national acts back after that and are working to confirm those dates, noting things are “up in the air” at the moment.

National acts, including Buckcherry, The 5th Dimension and The Spinners, were scheduled to play The Coach House in 2020 before the COVID-19 outbreak.

The Coach House attempted to have some outdoor events during the pandemic, but logistics didn’t work out.

SJC Equestrian Community Works to Preserve Culture Amid Concerns It Could Vanish

T

he importance of the equestrian lifestyle in San Juan Capistrano is illustrated in a story longtime equestrian Julie Ryan Johnson likes to tell about a time she visited Starbucks during a horse-riding event.

The coffee shop that day was out of pastries, having forgotten to increase their supply as usual in anticipation of equestrian events and the visitors they bring. People visiting San Juan for equestrian events—or just to check on their horses at the stables in town—have contributed to the local economy in various ways, including shopping at grocery stories, dining out at local restaurants, and staying at hotels.

The equestrian lifestyle—synonymous in many ways with San Juan—is at risk of fading away, though, due to a number of factors.

“I don’t think I’m exaggerating when I say it’s kind of at the tipping point,” said Johnson, one of the board members for the San Juan Capistrano Equestrian Coalition.

“The stables have been family-run businesses. As it goes on to the next generation, that generation is having to deal with more issues. They may be looking at the land and deciding it’s more profitable to sell it.”

Among those issues are CAFO (Concentrated Animal Feeding Operation) governmental regulations, which now apply to equestrian activities. Johnson said CAFO regulations were originally designed for dairy, swine, and feedlots since those categories concentrate animals in one place. The horses fall under the regulations, because they are considered livestock.

“It was never intended to have anything to do with the horse,” Johnson said. “To me, the horse is a companion animal.”

Rancho Mission Viejo Riding Park, a popular equestrian activity spot, is considered a large “concentrated animal feeding operation.” Allegations that the riding park contributed to pollution in San Juan Creek—claims denied by the city and the park’s operator, Blenheim Facility Management—were the subject of a 2017 lawsuit by the environmental organization Orange County Coastkeeper. The lawsuit ultimately resulted in upgrades to the general Eastern Open Space, which is costing the city millions.

“Blenheim’s horses, when they have a horse show, the horses are in and out,” Johnson said. “It’s not like they stay there.

ommended steps in the report include noting natural features and other characteristics that affect water drainage and quality, and identifying and prioritizing potential problem areas—particularly during and right after a heavy rainfall.

Separating barnyards, paddocks, and manure storage areas away from runoffs with buffer strips of vegetation and restricting horse access and human activities in wetlands, creeks, creek banks, meadows and steep hillsides—if possible—are some of the suggested best-management practices in the report.

One of the main concerns with environmental regulations is water from stables cannot go off property to riverbeds, and must be captured on-site.

“We’re pretty comfortable with what stables are doing,” Johnson said. “In the meantime, we’re working on other issues like manure management, because our manure costs have gone up incredibly.”

Equestrians have reportedly met with city and county officials to talk about bringing a compost facility to the Prima Deshecha Landfill, a decision Johnson said would be economical and great for the environment.

“It would make the horse kind of a hero, to be able to do the composting right here, rather than shifting the manure off-site,” Johnson said.

Stalls are cleaned two to three times a day, and horses generally produce waste in their stalls—specifically, in the shavings—instead of in drains, Johnson said.

That waste is then scooped up and taken off-site.

They’re there 24 to 48 hours. That really doesn’t technically meet the definition.

Unfortunately, it is what it is.”

When reached for comment, Garry Brown—founding director for Coastkeeper—said one of the pillars of their overall program is the enforcement of clean water laws, and they challenge dischargers who are polluting waterways—with a focus on cleaning up the community’s watershed.

“Our lawsuit against the city became costly by choice of the city council,” Brown said. “The city was not interested in a settlement until deep into litigation, after we brought a motion for summary judgment, after lengthy depositions and discovery.”

Coastkeeper is glad to have successfully negotiated with other equestrian facilities to reduce and eliminate stormwater pollution in Orange County, since communities rely on healthy waterways and beaches for economic and recreational opportunities, Brown said.

The Equestrian Coalition has hired a water quality consultant to “be proactive” and “on the forefront” of environmental regulations, ensuring stables comply.

The regulations can be difficult for even experts to understand and were never intended to apply to horses, Johnson said.

“What really applies, and what doesn’t, doesn’t really makes sense,” Johnson said.

An overview of equestrian-related water quality best-management practices— as put together by a task force comprised of equestrians, city and county officials, and water quality control board members—said horse waste properties can be detrimental to water quality. RecPage 9

“They act like the horse is using the riverbed like a litterbox, and that doesn’t happen,” Johnson said. “Horses like to use their own stall. You’ll see there’s buckets all around the arena. If a horse poops in the arena, we immediately scoop it up.”

During a San Juan Capistrano City Council meeting in early February, the council approved a request for proposals for uses at the riding park that would permit considerations of a variety of uses, including non-equestrian activities.

Any uses of the park are subject to city and Rancho Mission Viejo regulations, under an agreement the city previously reached with Rancho Mission Viejo.

Use proposals will be reviewed by the city, and an operator would ideally be selected this fall. City staff recommended the extended request for proposals after a previous request for proposals limited to equestrian activities drew only two responses—one from a small operator in Los Angeles and the other from Blenheim. Neither was considered adequate to cover the millions in costs for the water improvement projects.

“We all understand why they needed to do that, because they need to make it a fair playing field,” Johnson said.“I feel really comfortable that there’s going to be some good submissions for equestrian use.”

The park could end up more multi-use, and could be an ideal soccer field due to the design. The riding park is well-known and generates revenue, Johnson said.

Equestrian activities can mean a lot to different people—for some, it’s a fun activity to do when they’re young; for others who are a little older, it’s a hobby to get back into when they have the disposable income and time; and, on another level, it’s beneficial for mental health. The equestrian lifestyle is even a livelihood for some, Johnson said.

“During COVID, it actually grew, because it is a great recreational thing you can do that’s COVID-safe,” Johnson said.

“It’s the only sport where boys and girls compete equally.”

Equestrian Coalition members are taking steps to emphasize the importance of their culture to the wider South Orange County community, including through the “100 Horsemen Strong Challenge,” regular columns in The Capistrano Dispatch, and advertising riding camps for kids.

“I think if we don’t make it really important to everybody in the city that the horse is a part of our heritage, then we could lose it,” Johnson said. CD thecapistranodispatch.com

Small-Scale Marathon Run for Students During normal years, students and educators gather in Los Angeles for Students Run LA, an event that encourages kids to stay on a positive path mentally and physically by training for a marathon.

This is not a normal year, though, and there is still wariness about big in-person events during the COVID-19 pandemic. So, educators in San Juan Capistrano pivoted, instead holding a modified run in March.

The adults met at Marco Forster Middle School on March 20 and ran a local route—with Marco Forster as the start and end point—while students cheered them on. The adult coaches who ran this year kept track of their run time, but did not run with students, as usual.

Lindsey Behm, a coach for the program and eighth-grade social studies teacher, said it was a positive experience. While the adults weren’t able to run with students, they were still able to keep inspiring them.

“Normally, we would have been around thousands and thousands of spectators,” Behm said. “At least we’re still out there representing the program.”

Not being able to run with the students was difficult, but one advantage of the scaled-down event this year was not having to take the usual long bus drives to Los Angeles, Behm said.

Now, in the digital era, history aficionados can consult an online map put together by Preserve Orange County that launched to the public on Friday, March 26.

The map lists locations in San Juan Capistrano, Dana Point, San Clemente, and beyond. Some of the listed locations in South Orange County include the Egan House in San Juan, the arches in Dana Point, and the North Beach Historic District in San Clemente.

Krista Nicholds, executive director for Preserve Orange County and a San Juan resident, said the majority of the sites on the map are formally listed on historic registers. Some of the locations are not considered “formal” historic sites, but still listed because of their significance to the region.

“We’ve just scratched the surface,” Nicholds said.

Given Orange County’s rich historic legacy, the map is a chance to share that information with the community. “(Orange County) does predate the post-World War II boom in suburban development,” Nicholds said. “We have historic adobes.”

The map also can give people ideas on self-guided sightseeing tours.

“Maybe you want to see where all the adobes are,” Nicholds said.

Pizzas for Side Hustle Like many others, Danny Garcia grew bored during the COVID-19 pandemic— so the experienced culinary professional starting making pizzas from scratch.

Garcia, who grew up in San Juan Capistrano and runs a catering business, decided to put his foodie skills to use even further by starting Lunita’s Pizza.

Pizzas can be ordered by texting him at 949.350.4670. Orders are reservation only.

“I take my time with it,” Garcia said.

“We do a natural fermentation. It’s a 48hour process.”

Garcia aims for quality with the ingredients, including pepperoni and cheese.

He estimates he makes pizzas about five times a week, with customers ordering two days in advance.

“It’s a project of love,” Garcia said.

The word “lunita” means “little moon,” which was chosen because it’s his daugh-

ter’s name and also relates to science fiction, one of Garcia’s passions.

Garcia currently makes the pizzas at home, where he has industrial refrigerators and a “cottage” license to do so. A cottage business means someone sells a limited quantity of food from their home, with a permit and after completing food safety training.

“People who do that are well-educated in handling food,” Garcia said.

Garcia has been in the culinary industry for close to 20 years, and he grew up in the restaurant business. He’s considering expanding Lunita’s Pizza to a restaurant space—or for nearby breweries and events—if it blows up. But for now, he is just preparing orders for personal deliveries or pick-up.

Pizza is an easy way for food professionals to show their culinary skills and a chance to be artistic, Garcia said.

“I love the simplicity with it,” he said. “I love how I can be creative.”

Stand Up to Trash is a new nonprofit organization formed in South Orange County that does regular cleanup events at the beach. While you’re surfing or relaxing on the sand, they’re diligently picking up litter to keep the area safe and pristine for animals and surfers alike.

Pacific Marine Mammal Center Provides Local Care for Sea Animals as Effect of Plastics on Oceans Grows

he effect of plastics on our environment is growing more evident by the day, and the calls for the reduction of their uses are growing louder along with it.

For those in coastal areas, particularly the Pacific Coast, the effects of plastic pollution are seen more starkly than most places on the beach and in the water. From the large collection of microplastics that make up the Great Pacific Garbage Patch to bottles and bags seen in the sand or in harbor waters, there can be no denying from anyone near the water that it’s a problem that has only gotten worse.

Beyond simply altering the beauty of the beaches and the ocean waters, most affected by plastic pollution in the water are marine animals. And in our local waters, sea lions and seals are among the most impacted.

Last November, Oceana, an environmental group, released a report on the deadly impact of plastics on marine mammals and sea turtles in United States waters. The report, titled “Choked, Strangled, Drowned: The Plastics Crisis Unfolding in Our Oceans,” highlighted 1,792 deaths between 2009 and 2020, with 88% of the deaths coming in species listed as endangered or threatened with extinction.

In Pacific coastal waters, there were 142 deaths examined in the report, including 140 deaths of seals or sea lions and two whales.

“This report is merely a snapshot of what’s happening to the animals inhabiting plastic-polluted waters around the United States—imagine how great the numbers would be if they included the animals not observed or documented by humans,” said Christy Leavitt, co-author of the report and Oceana’s plastics campaign director, in a release for the report. “Plastic production is expected to quadruple

While turning the tide on the effects of plastics in the ocean and stemming the flow of them into the waters is a monumental task being worked on by groups such as Oceana, there are many along the coasts and locally doing their part to care for the animals.

The Pacific Marine Mammal Center in Laguna Beach is celebrating its 50th year as a leader in marine mammal rescue and rehabilitation. The center also serves as a scientific research facility and provides educational programs on marine science and conservation.

In its 50 years of operation, the Pacific Marine Mammal Center has rescued more than 10,000 marine mammals. As of March 11, the center had 34 current patients, which included 32 California sea lions, one northern elephant seal and one fur seal.

Of the current patients, 12 were rescued in San Clemente or Dana Point, including Shipwreck, a male elephant seal rescued from Dana Point Harbor. Most of the patients were stranded due to malnourishment or dehydration.

At the beginning of March, the Pacific Marine Mammal Center also reopened its visitor yard, so the public can return to view the patients and learn about the center’s rehabilitation and conservation efforts. However, visitors must book a spot by reservation.

What’s the Dirt on Organics Alive?

Locals Lead Sustainable Gardening Business as More Than Just Manure Connoisseurs

rganics Alive, a sustainable gardening company, was founded in 2004 by two local surfers who were inspired by the ocean.

“The ocean teaches us so much; the ebb and flow of peace and turmoil, cautious humility, patience, commitment, and how to have fun,” founders Erik Sykes and Todd Salemi say. “It teaches us that everything is connected. The sea affects the land, and the land affects the sea. This is where our story as farmers began … in the ocean.”

Both Salemi and Sykes grew up in Dana Point, developing a love and appreciation for the coastline and environment. Organics Alive, a San Clemente-based business, was formed as a sustainable agronomic company to provide gardeners with another option from toxic chemical fertilizers and to advocate an all-natural, organic and sustainable method of gardening and agriculture.

“We dedicate our time and resources to develop innovative and forward-moving fertilizer technology,” Salemi said.

“Our strengths include vermiculture, fermentation, microbial extraction, and carbon-based fertilizers. All of this is achieved without the use of animal byproducts, heavy mining or conventional salt composition.”

OA is working toward advancing the organic movement by eliminating the vast amount of agro-chemicals being used and leached into our waterways, ultimately polluting the Earth’s oceans.

“There’s a whole other world in soil … a lot of symbiotic relationships,” Salemi added. “Our passion lies within the soil.”

Salemi attributes worm castings to be a prominent factor in fertilizing soil.

Organics Alive’s worm casting product is created with Red Wigglers worms, using a worm diet of a blend of vegetable compost and other proprietary food sources.

The feed stock excludes animal waste, grain, peat, or landscape trimmings. The castings are high in chitin and cellulose degraders.

There are also fermentation products and microbial kits.

“My favorite part about Organics Alive is when we hear back from a customer who tells us their garden is doing

excellent,” Salemi said. “People send us before-and-after photos, and it’s very rewarding to know our product is helping their garden thrive.”

Sykes adds that founding and carrying out Organics Alive’s mission statement is a “win-win-win” for him.

“It’s also knowing that what we’re

doing is better for the planet. We’re not just selling another fertilizer that will feed a plant and potentially cause harm to the environment,” Sykes said. “We’re selling them a product that we know will get great results, but the residuals actually have beneficial ecological effects.

This keeps our psyche pure and our drive motivated. We’re spreading organics and spreading a material that truly is benefiting the environment. It’s benefiting the plants and benefiting our livelihood. It’s a win-win-win. We love what we do.”

Organics Alive has also taken steps to reduce the company’s plastic use by 70%. While the packaging is recyclable, Sykes and Salemi took it a step further by packaging in post-consumer waste. Sykes and Salemi dedicated Organics Alive to also give back to the community by partnering with nonprofit groups with similar environmental goals, including The Ecology Center, 1% for the Planet and Farm Bureau San Diego County.

A portion of sales is donated through these partnerships to help causes that are making a difference organically. The Organics Alive team assures customers that their purchase of any of their products will help reduce ocean trash, plant a tree or save a species.

“Through our products, our farming practices, fast-growing community and environmental advocacy, we are on a mission to enhance the human connection with the natural world,” Sykes said.

Join In on Outdoor Events San Clemente Urban Farms Provides Sustainable Garden at Bella Collina

By Zach Cavanagh There are many things that draw locals and visitors to Bella Collina San Clemente.

Bella Collina is San Clemente’s only private golf club, where members can enjoy the 27-hole Gary Player-designed signature course. Members can also enjoy social and dining perks at the club, and Bella Collina San Clemente is also a renowned wedding destination.

Bella Collina San Clemente is also home to Bella Gardens and the San Clemente Urban Farms—a setup of vertical tower gardens that create organic, non-GMO vegetables and produce.

Bella Gardens features a rose garden, orchard and grapevine as part of the 1,000 total square feet that make up the gardening portion of the Bella Collina property. The garden helps cultivate vegetables for the kitchen at the club, and the rose garden is a perfect backdrop for outdoor receptions.

The San Clemente Urban Farms was established at Bella Collina more than a year ago with a revolutionary vertical aeroponic garden system that uses about 90% less water than traditional growing methods and about 90% less space. The process also doesn’t need any pesticides or fertilizers.

The vertical system houses a 25-gallon reservoir at the base of each tower, which is filled with Aeroponic Power-Gro ionic mineral nutrient solution. The solution is drawn from a pump in the center of the tower, and at the top, the solution then drips down and hits every level of the tower’s gardening spaces on the way down.

The plant’s roots feed on the solution and become oxygenated as the solution makes its way back down to the reservoir, where the process is repeated.

San Clemente Urban Farms is able to harvest 1,144 plants every 4-6 weeks. Each tower has 44 spaces to grow produce, and the farm’s ultimate goal is to get 52 towers, which would produce 2,288 plants.

San Clemente Urban Farms is a nonprofit that helps supply food banks, such as those of Family Assistance Ministries, Laguna Food Pantry and the Southern California Indian Center. Just last month at a harvest, San Clemente Urban Farms was able to donate 133 pounds of lettuce to the Southern California Indian Center.

onnecting to nature has never been more important to our physical and mental health living than during this pandemic. With outside spaces being a safe space, families have enjoyed the benefits of creating gardens to tend and nurture at home. On the other hand, children have suffered mostly through time spent on countless classroom Zoom hours, which is now known as Zoom fatigue. We at Goin’ Native Therapeutic Gardens (GNTG) know the power of nature, and we are here to help get our kids back in nature through our free, hands-on afterschool outdoors programs located at two community parks: Reata Park and Los Rios Park in San Juan Capistrano.

As we’re slowly gathering, GNTG will be offering a new children’s nature program series called Growin’ Up in the Gardens, for ages 3-13, beginning on Tuesday, April 27.

Touring Casa Romantica’s Colorful Gardens

By Shawn Raymundo t Casa Romantica Cultural Center and Gardens, there are about a dozen main gardens throughout the historic site, with each one broken up into smaller plots to showcase a mix and variety of colorful plants and flowers.

Those gardens, which include both native and non-invasive, drought-tolerant species from around the world, are planted in a way that’s meant to give visitors an appreciation for planting and horticulture, says Amy Behrens, director of the nonprofit organization.

“This garden especially is really a showcase of how people can use their native plants as horticulture instead of just letting them run wild, or planting invasive species that require a lot of water,” Behrens says of the native bowl, one of the more popular and largest plots on the grounds.

During a tour of the gardens, Behrens showed off many of the colorful species that bloom throughout the year, including the fuchsia, which are native to California and oftentimes overlooked by home gardeners.

“They add this excellent pop-up bright color at several points throughout the year, because they’re perennials,” she says, further explaining that perennials bloom multiple times of the year.

For those looking to create their own colorful gardens at home, Behrens advises to stay away from annual plants.

“People who are gardening with color are going to have to replace those

several times a year, so it’s expensive and can be prohibitive on water,” she says. “We mostly work with perennials here at Casa Romantica, and we like to plant in a way that has something always blooming.”

By doing so, she says, visitors can essentially see different gardens when they come back.

“There’s always pops of color throughout here,” Behrens says.

Another highlight of Casa’s gardens is it’s a registered Monarch Butterfly Waystation, as it plants species of flora that are known to attract and nourish the monarch butterflies that migrate through the region each year.

“We have tons and tons of them from about March to June every year,” Behrens explains. “We have a butterfly garden specifically on the other side of the property, but they love the native bowl because of the types of milkweed we have … and other types of plants that we have that they’re likely to find at nature preserves.”

Adorned within the native bowl garden is a monolith that features three large colorful butterflies, highlighting Casa’s appreciation for the species. Behrens explains that it was a piece of artwork commissioned for the nonprofit in 2017.

For Behrens, that’s something she hopes to see more of around the grounds and the gardens.

“We’d like to put more public art throughout Casa Romantica,” she says, adding that “people love seeing (the butterfly art), and it’s another way to show how you can incorporate art into the gardens. It’s another focal point for people to have.”

This coming June, Casa Romantica will have a new exhibit by artist Christopher Lutter-Gardella, whose works are made out of discarded waste items and recyclables. The exhibit, Behrens says, will

feature programs by Lutter-Gardella that highlight the importance of pollinators like monarchs in our environment.

So how does the nonprofit manage to care for all these gardens? Behrens notes that while it does work with local landscapers for consulting, much of the daily gardening duties are actually performed by a dedicated group of volunteers.

“For the most part,” she says, “all of our day-to-day garden work is done by our volunteers.” Currently, the volunteers are participating through an adopt-a-garden program, which was launched a year ago—at the start of the pandemic.

“For something like the native bowl, we do have a larger group, the San Clemente Garden Club,” she adds. “They don’t all come in at the same time, but you’ll see members of the Garden Club throughout the week here, doing weeding, pruning, sometimes helping out with the mulching.”

When it comes to watering the plants and flowers, Casa uses a watering schedule for the gardens, as some areas need less water and others need more.

Behrens says that the nonprofit just recently applied for a Parks Beautification Grant through the state in the hopes of upgrading to a modernized drip irrigation system with a smart controller.

“That would allow us to be even more water-wise,” she says.

“Casa Romantica is many things. We’re a historic site, a cultural center for the arts, we fund awards for our arts programming, and then we’re also a public gardens,” Behrens continues, adding: “People want to know they’re coming to a place that’s beautiful, some place that’s using the landscape responsibly. So, anything we do has that in mind.”

Casa Romantica is open to the public six days a week, and is a place, Behrens says, for people to “come for inspiration, for respite, and really to learn.”

“I would say that we have this beautiful foundation of this history that shaped us,” she says, “but we’re really a place that people are creating; they’re creating friendships, connecting with family, they’re experiencing new and different cultures.”

“People want to know they’re coming to a place that’s beautiful, some place that’s using the landscape responsibly. So, anything we do has that in mind.”

Keeping Things Clean Stand Up to Trash Instills Community Pride

By Collin Breaux Providing people an opportunity to get hands-on with beach cleanups has been a good way to raise awareness around plastic pollution, Stand Up to Trash founder Vicki Patterson said. The nonprofit environmental organization, which is based in Capistrano Beach, hosted its first cleanup in November and has generally welcomed at least 100 people to participate in its monthly events.

The cleanups—at Doheny State Beach Park in Dana Point, for now—are also a chance for people to get outside during the COVID-19 pandemic, Patterson said.

The most recent cleanup yielded a haul of approximately 280 pounds.

“It’s having a nice effect on the people of Dana Point and San Clemente,” Patterson said of how they’ve inspired activism. “It’s families that come.”

combing the sand. Many have given testimonials and feedback on their participation and how clean the beach looks afterward, often remarking that Doheny is looking better.

Patterson said she wants Stand Up to Trash to be an inspiring force in the area.“It’s just one big giant heartbeat,” Patterson said.

E

very month, Rancho Mission Viejo and Farmshare—the company that manages the community’s farms—put together bags of fresh, seasonal produce for seniors through the Age Well Senior Services program in Rancho Santa Margarita.

Generally, 15 to 20 bags are regularly distributed around the second Wednesday of every month. The produce varies depending on what’s in season—the seniors may get lemons, cherry tomatoes, strawberries, or something else. Herbs or flower bundles are always included.

Mary Kale Wheaton, a community farmer with RMV and Farmshare, said the food is intended to be tasty and ready to eat for seniors.

“We make it a priority to donate,” Wheaton said. “It’s something we account for in our produce.”

Encouraging notes from Ranch residents are also sent out with the bags.

Wheaton said the notes give the bags a personal touch.

Federal Dollars Will Help Get Our Kids Back in School

M

y wife, Chrissy, and I are proud to send our two young children to Capistrano Unified schools. Like so many children, they have done remote learning throughout this pandemic.

And like so many parents, we know what it’s like trying to make sure they’re logged on to their classes at the right times, juggling both of our jobs with sometimes unusual schedules, working through technology issues, and more.

We’ve all been forced to play the role of teacher’s assistant. It can be exhausting.

We also know that during the past year, our kids haven’t received the same education and social experiences that they need and deserve. Their teachers have been fantastic, doing their best to adapt under extremely difficult conditions, but we know our kids have missed out interacting with their friends and accessing extracurricular activities that help their overall development.

This is the bottom line: Schools need to reopen quickly and safely. That’s why the American Rescue Plan, the major COVID-relief bill we passed in Congress last month, delivers federal funding that local schools will need to get kids back in the classroom.

The American Rescue Plan provides

resources for K-12 schools to reduce class sizes, modify spaces to allow for social distancing, invest in better ventilation and personal protective equipment, hire additional custodians, improve transportation, and more.

THE LEVIN LETTER These resources

BY MIKE LEVIN will expedite the transition back to in-person schooling and help ensure students, teachers and other faculty are safe.

The funding is going to make a huge difference for schools right here in our community. The State of California is receiving $15 billion from the American Rescue Plan to help reopen K-12 schools.

In our Congressional district, which covers South Orange County and North County San Diego, schools will receive a total of $125 million. Capistrano Unified is estimated to receive more than $39.94 million.

Schools receiving funds will be required to develop plans to return to in-person learning and make those plans publicly available. Schools must also use a portion of the funding to help make up for lost learning with strategies such as

enhanced summer school.

In addition, funds can be used to strengthen mental health support services for students. The past year has taken a toll on the emotional well-being of kids, and this funding will help schools hire more counselors to address these challenges.

We know that our children have not received the education they deserve during this pandemic. While we have a long way to go to rectify the situation, I’m thrilled that our local schools will receive the federal funding they need to begin that process.

The American Rescue Plan is going to help get our kids back in the classroom quickly and safely, and that’s what is most important right now.

CLIMATE CHANGE AND PUBLIC HEALTH

M

any efforts are underway to reduce carbon emissions and greenhouse gases in order to save our planet. There should be an increased urgency to do so, in light of the public health issues associated with the use of fossil fuels.

Last summer’s wildfires in Northern California are estimated to have caused as many as 3,000 premature deaths, according to a Stanford University study.

During the same period of time, close to 500 people died as the result of the excessive heat experienced in Arizona.

This winter’s cold spell in Texas wreaked havoc on the power systems, causing dozens to die from the cold.

Although climate change cannot be di-

rectly tied to any of these events, climate scientists have predicted more erratic weather systems as the Earth warms.

This includes hotter and drier summers, an increase in the severity of tropical storms, and even periods of extreme GUEST OPINION cold when the polar

The weather-related events of the past year fit these patterns. As the Earth warms, the extremes in weather will only accelerate and, as a result, health problems will also accelerate. Additionally, since hurricanes and tornados can cause

extreme devastation, they could result in both internal and external migration of peoples whose livelihoods have been destroyed. These changes alone will place such severe strain on social support systems that the political stability of many nations will be threatened.

One obvious area of health concern is heat-related deaths. According to a government study, as the U.S. heats up during the summer months, we can expect tens of thousands of additional deaths per year due to heat exhaustion and heat stroke, with children and the elderly at increased risk.

GUEST OPINION | Is Everyone an Equestrian in San Juan? by Jessica DiCostanzo

Lindah Miles Gives Back to Those in Need W

e would like to introduce you to a local super mom, Lindah Miles. This lifelong equestrian has six kids— twin boys, a single boy, and triplet daughters! Taking care of her family has always been a joy in Lindah’s life.

About 17 years ago, Miles was headed to the local grocery store in Costa Mesa and noticed a little line of people on the side of the store. Her curiosity convinced her to investigate further. She found out they were homeless and could only afford rice and coffee. Worried about their welfare, Miles asked the homeless crowd if she could get them something a bit more substantial. They gratefully agreed.

The incident sparked a desire to do more to help people in need, and as a result, she founded The Lighthouse Outreach.

“We want to help as many people as we can, because it’s not always obvious who is hungry. People can have a roof over their heads but not enough to put food on the table. Also, from having a large family, I can understand how there might not be enough food at the end of the month. A lot of people struggle silently—especially since COVID hit,” she said.

Miles’ goal is to make food available to anyone in need. She has always been able to look to her equestrian family at Ivy Gate Farm in San Juan Capistrano.

Her barn family would often volunteer to donate food, help make meals, and

serve the food.

Miles also runs a men’s program that focuses on getting 16 men at any given time cleaned up and off the streets. The Lighthouse Outreach can feed, clothe, and provide faith-based programs lasting 9-12 months to help set them up for success—achieving goals such as employment, sobriety, and driving. The organization runs on donations, especially items such as food and clothes.

“It’s funny, because you will see lots of homeless people in Costa Mesa wearing old riding jackets and other horse clothes,” she said.

That’s due to Miles’ supportive barn family that donates anything they can!

What started off as a couple of equestrians has grown to hundreds of people and companies working together each week to feed those who do not have enough. Local businesses and programs such as Panera Bread, Whole Foods, Sprouts, and Farmers to Families donate more than 2,600 pounds of food each week, which are subsequently delivered to 59 communities.

“It’s a win-win. We can help people on both sides by serving the community. It’s just the best,” Miles passionately explains.

Giving back is also a great way for families to show their kids how to serve others. Volunteers from all different ages and groups such as the Boy Scouts, high school students, and the elderly have all volunteered to help. The Lighthouse Outreach has zero paid employ-

Another area of concern is vector-borne disease such as Zika, malaria, Lyme disease, dengue, and West Nile

disease. Warmer temperatures allow the range of mosquitoes and ticks that carry these diseases to expand to additional populations.

As the weather warms, agricultural production is likely to decrease, causing the price of food to rise. Thus, famine becomes more likely. Drier and hotter weather will also increase the difficulty of providing safe water in many areas of the world.

Given these threats, it is imperative that we act now to prevent the worst of

Letter to The Editor BILY MEETINGS GINA SISCA HAZLETT, Executive Director of BILY On behalf of Because I Love You (BILY SC), I want to thank our local papers: SC Times, The Capistrano Dispatch and the Dana Point Times, for their support by profiling our nonprofit each week in the Community Meetings section.

Our mission is to provide a free Parent Support Group offering a safe, confidential place for parents to receive guidance and strategies for families in crisis as a result of children, teenage or adult, making unhealthy lifestyle choices.

Parents meet weekly (via Zoom at this time) to gain the tools needed to regain control of their home, establish family structure and find the strength to develop new, cooperative family relationships.

A recent example of the impact you have made for our program was shared by a newcomer parent. In a recent visit to San Clemente, she happened to pick up a copy of the SC Times. It was as if a prayer was answered for her when she came across the ad for BILY. She joined our group and already feels hopeful and optimistic about the potential changes that can happen in her home. This is only one of many stories of those who found us as a result of you providing a public face to help us better serve our community’s needs.

Sustaining a nonprofit is not an easy task, and to achieve success, you need a network of support, including what publications like yours can offer us.

‘Godzilla vs.

hen Gareth Edwards’ Godzilla (2014) debuted, it was given intriguing and effective marketing, yet received a lukewarm reception from viewers. Jordan Vogt-Roberts’ Kong: Skull Island (2017) received a similar response, although instead of being accused of being boring, it was just a little too schlocky.

Now, following Michael Dougherty’s Godzilla: King of Monsters, does Warner Bros’ “MonsterVerse” finally take off with Adam Wingard’s Godzilla vs. Kong?

Back on Skull Island, geologist Nathan Lind (Alexander Skarsgård) and linguist Ilene Andrews (Rebecca Hall) are studying King Kong’s behavior and origins with the unexpected help of Ilene’s deaf adolescent adopted daughter, Jia (Kaylee Hottle), who appears to have a special connection with the colossal ape.

On the other side of the world, paranoid podcaster Bernie Hayes (Brian Tyree Henry), and high schoolers Madison Russell (Millie Bobby Brown) and Josh Valentine (Julian Dennison) team up to track down what they

believe is a genocidal plot involving Godzilla, led by shady tech company head Walter Simmons (Demián Bichir).

The most common complaint about the new Kong and Godzilla flicks is that the excitement of the action is brought down by the dull subplots involving the humans. Well, Godzilla vs. Kong is a possible case of “be careful what you wish for,” because this is officially a 113-minute non-stop action sequence with no character development or arcs in sight.

The chase and battle sequences are eye candy for all with impressive and vibrant special effects.

The cast members themselves are fine, though basically just good-looking, uninteresting roles only to lead the monsters along the way.

I will say, out of all the MonsterVerse efforts so far, Wingard really nailed the tone and atmosphere of a traditional action-adventure blockbuster from the 1980-1990s. This, as well as Wingard knowing how to craft and make the action scenes entertaining, have the visuals of Godzilla vs. Kong almost make up for the lack of interesting characters or plot. CD

orrine (not her true name) has been in an exclusive relationship with Tony (not his true name) for eight months. She said, “We hit it off instantly, even during COVID. “He lives a half-hour away. We spend every weekend together. We have so much in common. We love to dance, discuss politics, play golf, pickleball, and even take bubble baths together. I laugh as I have never laughed before. You would never know I am 65 and he is 71.

We act and play like we are 35.

“Tony is a beautiful man, inside and out. He was married three times and in each case, he left his wives. He has also lived with a few women, and I believe he left them as well. When Tony becomes unhappy, he leaves, but he says he always tries to work it out first.

“I love Tony very much. I believe he is my soulmate. I don’t tell him that, because I don’t want to scare him.

“However, recently, I said to Tony, ‘I want a life partner. Not marriage, but a partner to spend the rest of my life with.’”

Corrine was shocked by Tony’s response. According to her, he said, “I don’t know if I am that life partner for you. I now feel some pressure in our relationship.”

She said, “I didn’t mean that we should move in with each other. What I was

trying to convey is if things continue to be this good, I would love to have him in my life as we enter the final chapter of our lives.

“I then made a mistake by saying, ‘I hope you are not wasting my time,’ which, of course, created more pressure on him. The followON LIFE AND LOVE ing day, I felt so bad,

Corrine says she is worried that Tony might leave because of what she said.

She has not mentioned the words “life partner” since, and things seem to still be wonderful between them.

She added, “I’m afraid to tell him I love him, but do say, ‘I adore you.’ He says the same to me. I wish I knew we will be together in the years ahead. I know there are no guarantees in life, but I feel somewhat insecure, which is not typical of me!

“I can’t imagine ever being happier with another man. I want to make plans and talk about the future. And not just about next weekend. What should I do?”

San Juan Hills Football Drops League Opener After two offensively explosive weeks to open its twice-delayed football season, the San Juan Hills football team hit its first bump on Friday, April 2.

Without its top two receivers due to injury, San Juan Hills couldn’t muster the same offensive production, and San Clemente dominated both sides of the ball on its way to a 35-7 win in both teams’ South Coast League opener at the Badlands.

Coming off career nights for each in the first two games of the season, junior receivers Braden Pegan and Cole Monach were unavailable due to injury, so San Juan Hills (2-1, 0-1) committed to the running game early.

Of the Stallions’ 19 offensive plays in the first half, senior Brayden Burnes carried the ball 16 times for 61 yards. San Juan Hills attempted only three passes, all incompletions. Burnes had no carries in the second half. The second-half carries went to senior Nathan Grande, who ran 13 times for 49 yards.

In total, San Juan Hills put together 204 yards of offense. Senior quarterback Hudson Jones completed 11 of 22 passes for 109 yards and a touchdown. Jones and sophomore Colton Joseph were sacked a combined six times by San Clemente (3-0, 1-0).

Adding injury to insult, senior defensive star Elliott DeGroote was taken out early in the second quarter due to injury.

On the other side, San Clemente came back at San Juan Hills with a strong running game of its own. Arizona-bound senior James Bohls carried the ball 16 times for 177 yards and three touchdowns, and the Tritons put up 229 yards total on the ground. Junior quarterback Lachlan van Rosmalen was also solid, completing 15 of 21 passes for 163 yards and a touchdown.

San Clemente scored on its opening drive and opened up a 21-0 lead by halftime. The Tritons scored again in the third quarter for a 28-0 lead, but San Juan Hills finally found life in the fourth quarter.

to senior Dashiel Ross with just over 10 minutes left in the game. In an attempt to capitalize on its momentum, San Juan Hills tried an onside kick, and senior Billy Hester recovered it for the Stallions in San Clemente territory.

However, the late Stallions push was quashed after a fourth-down sack, and a 45-yard touchdown by Bohls on the ensuing drive iced the game, 35-7.

The road only gets tougher for the Stallions as they travel to Mission Viejo on Friday, April 9. San Juan Hills returns home to close the season in the “Battle of the Bell” against Tesoro on April 16.

St. Margaret’s Football Closes Short Season with Win The St. Margaret’s football team had some hard luck in its short season.

First, its season was so short. While many local schools got to play out fiveor six-game seasons with a full league schedule, St. Margaret’s was limited to only three nonleague games, due to many of its regular opponents being unavailable or shelving their football teams for this season.

Second, the results were disappointing.

The Tartans were up 16-0 at halftime in their opener before losing to Estancia, 35-16, and senior night in their only home game of the season was spoiled by Rancho Christian, 53-36.

However, St. Margaret’s battled and found

a sliver of light to end its 2020-21 campaign.

St. Margaret’s led 13-0 at halftime and held off a second-half push by Westminster to claim a win in its finale, 19-13, on Thursday, April 1, at Westminster High School.

Quarterback Jack Ruff paced St. Margaret’s (1-2) and completed 5 of 15 passes for 174 yards and two touchdowns, including an 80-yard TD pass to Bobby Springer. Trey Kingsley caught three passes for 79 yards, including Ruff’s other TD pass. Running back Benton Barlow provided the other scoring for the Tartans with two touchdowns and 79 yards on 26 carries.

The St. Margaret’s defense stood up in the decisive moments at the end of the game with two goal-line stands to hold on for the win. Penn-bound senior Nick Ostlund racked up 13 total tackles, including four tackles for loss. Eliot Edward (10 total tackles), Battle Gideons (eight total tackles), Connor Eiserman (eight total tackles), Chandler Brigford (seven total tackles), Caden McGlinn (six total tackles) and Eduardo Loya (five tackles) were standouts for the Tartans.

St. Margaret’s now looks forward to a summer to regroup and come back in a regular fall season with a full roster.

Updated State Guidelines Provide Possibility of Spring Playoffs

Health made slight adjustments to its guidelines for youth sports on Wednesday, April 7, allowing teams to play throughout the state, which increases the likelihood of the CIF-Southern Section holding playoff competitions for its spring or Season 2 sports.

Previous state guidance limited competition to teams within your county or immediately neighboring counties— that is, Orange County could only play teams from Los Angeles, Riverside or San Diego Counties. However, this was still a hindrance to the CIF-SS, which includes schools from Orange, Los Angeles, Riverside, San Bernardino, Ventura and Santa Barbara Counties.

CIF-SS was slated to announce its plans for the Season 2 sports postseasons on Monday, April 12. Season 2 sports are baseball, basketball, golf, lacrosse, soccer, softball, swimming, tennis, track and field, and boys volleyball.

The state guidelines still ban competitions between more than two teams, which provides problems for potential postseason events for track and field, swimming, tennis and golf. Those sports all conduct single-site meets or tournaments for their postseason events.

Playoffs were canceled in the Season 1 sports, including football, water polo and cross country, in a January decision to allow teams more time to complete a regular season of games, if or when they were approved to play. CD thecapistranodispatch.com
