Downtown Boutique Hotel Ready for Business THE LATEST: After much anticipation, Inn at the Mission San Juan Capistrano opened on Tuesday, Sept. 1.

The upscale hotel near Mission San Juan Capistrano is taking reservations. Starting rates begin at $329. Parking will be valet-only.

“We are so proud to open the doors to Inn at the Mission San Juan Capistrano, Autograph Collection and welcome our visitors and local community,” said Pam Ryan, general manager. “There is something magical about our hotel and the significance to the Mission. It will intimately connect guests to the history and culture of their surroundings in San Juan Capistrano while offering ‘Exactly Like Nothing Else’ experiences.”

Hotel officials gave The Capistrano Dispatch a tour of the property before the opening. There will be an outdoor deck where guests can organize events, along with a fitness center and restaurant. Inn at the Mission San Juan Capistrano also has its own bar, café and outdoor pool.

Outdoor seating surrounding the hotel will be available at the restaurant and café, which is open to the public as well as hotel guests.

“This is the landmark courtyard. This is our largest outdoor event space,” Haley Jaramillo, senior catering sales executive, said during the tour. “We have a beautiful ballroom and this really amazing olive grove.”

the Mission. Seventy olive trees are on the hotel’s property.

The hotel’s architecture is similar to the Mission’s. Jaramillo said the hotel makes an ideal spot for weddings. Couples can get married at a picturesque location on the property, have a cocktail hour outdoors and then celebrate further in the ballroom.

There are also meeting rooms on the hotel’s property for business events.

Certain parts of the hotel offer a wideranging aerial view of the downtown area. Inn at The Mission San Juan Capistrano features 125 guest rooms and seven luxury suites, including three residential-style villas. Features range from chandeliers to private balconies to mini-fridges, depending on the room.

Kay Lang + Associates participated in the interior design and AO Architects was the hotel’s architectural firm. Blankets in some rooms have an equestrian theme to reflect San Juan’s equestrian culture.

“This room is great. You have a pull-out sofa bed right here. Your espresso will be in here, as well as your olive oil,” Jaramillo said while discussing the amenities during a look into one room.

Art at the hotel is from local artists and available for purchase.

City Council Candidate John Alpay Draws on Public Service Experience THE LATEST: John Alpay is one of two candidates running for the District 5 seat on the San Juan Capistrano City Council. The seat will be decided during the November general election.

Alpay is a businessman, resident of the Meredith Canyon community and has previously served two terms on the Capistrano Unified School District (CUSD) Board of Trustees. He is also currently Chairman of the Board for the San Juan Capistrano Chamber of Commerce and has recently attended ribbon-cuttings for new businesses and schools in this capacity.

Alpay is motivated to run because of his strong commitment to community service.

He announced his campaign in July.

“I have a strong track record of doing that, going back a good number of years,” Alpay said. “I have a real commitment to improving the community which I live in and providing a better quality of life for my children, their friends and my family.”

Alpay feels his experience with CUSD makes him a “turnkey” solution for the city council, because there are similar aspects despite some different nomenclature. Alpay noted that both CUSD and the City of San Juan Capistrano work with the Orange County Sheriff’s Department.

“It’s local municipal government,” Alpay said. “I understand all aspects of it from personal experience, but also from an educational experience, given my post-doctoral work at USC in local government.”

Alpay said he loves the quality of life and commitment to open space, reflected in the preservation of the city’s Northwest Open Space.

“I live in the south part of town and (have) the access to the trails,” Alpay said on local amenities he likes. “I’ve got the ridgelines surrounding my house, the nature. I can go out my front door and see the hawks. It’s just a great place to be.”

Alpay says he loves the small-town feel of San Juan and the downtown area that Alpay said needs to be “protected, preserved and enhanced.” Alpay said there are parking concerns downtown that need to be addressed, and there is opportunity to build additional parking structures that are non-obtrusive.

Alpay also said the city could work with CUSD to relocate and rebuild San Juan Elementary School, away from the freeway.

Mission San Juan Capistrano should be supported as a huge vehicle for economic activity in the community, Alpay said. The Chamber has done a great job stepping up and supporting local businesses during the COVID-19 pandemic, he added.

Howard Hart is also running in the District 5 election.

The District 5 seat is currently held by Councilmember Brian Maryott, who is campaigning in the 49th Congressional District race against incumbent Mike Levin, which is also on the November ballot. The District 1 election was recently canceled by the city council, because (Cont. on page 4)

Potential Development of Camino Playhouse Property Discussed THE LATEST: The San Juan Capistrano City Council approved initiating a study of a potential general plan amendment for downtown city-owned property at the southeast corner of Ortega Highway and El Camino Real, during a council meeting on Tuesday, Sept. 1. The Camino Real Playhouse is located on the property.

Frontier Real Estate Investments is looking to develop a commercial project at the property. The company submitted a development proposal in July for a commercial project consisting of two two-story buildings and a one-story parking structure with approximately 24,786 square feet of leasable area for retail, restaurant and office uses, a staff report said. The lot area is approximately 1.68 acres.

“The project has three architectural styles: agrarian, Monterey and Mediterranean,” project manager David Contreras said. “The first floor would be identified for retail and restaurant use; the second floor would be for office use.”

The council also approved initiating a study of a potential code amendment and rezoning, and creation of a specific plan for the property. The property is zoned as a town center, which the proposed project’s design does not comply with, necessitating a potential rezoning.

The proposal no longer includes a site for a future performing arts center that was referenced in an exclusive negotiation agreement executed by the city manager in October 2017. However, Dan Almquist with Frontier Real Estate Investments has voiced his commitment to ensuring a performing arts center for San Juan Capistrano.

Almquist has met with Camino Real Playhouse staff about the potential new performing arts center, which could move to a different location still within the downtown area. A plan expected to come before the city council would be for a 270-seat performing arts center.

“We’re still committed to facilitating an opportunity for a performing arts center in downtown,” Almquist said. “The big things are providing the infrastructure, providing parking, making sure it’s studied. I’m personally very invested in seeing it through.

I think it would be huge for our downtown and add so much.”

Councilmember John Taylor asked how the new performing arts center could move along with the current building being demolished. Almquist said there will more than likely be some downtime between when the current facility is closed and when a new facility opens.

during the meeting. Raising money from the community was suggested.

Longtime resident and performing arts supporter David Ludwig said San Juan needs a quality performance venue and that it should be downtown so people can enjoy other nearby amenities. Ludwig said while he was disappointed the center was removed from the development proposal, he is encouraged that Almquist is looking for other opportunities.

Tom Scott, founder and president for the Camino Real Playhouse, said this is an incredible opportunity to take a “giant leap forward,” and he is grateful Almquist and Frontier Real Estate Investments support the activity.

Almquist said his company has studied the El Camino Real corridor and owns property adjacent to the Egan House, and he has spent time with community members who are interested in participating and financially contributing to the performing arts center.

The next steps for the general development project will be Frontier Real Estate Investments preparing a specific plan for the property, an environmental review commencing and the project being reviewed by the city’s design review committee, cultural heritage commission and cultural heritage commission. The project will also come back before the city council for a final decision.

“The process, in terms of timing from the time that we start, is approximately 16 months,” Contreras said.—CB

City Council Candidate Howard Hart Believes in Servant Leadership THE LATEST: Howard Hart is one of two candidates running for the District 5 seat on the San Juan Capistrano City Council.

The seat will be decided during the November general election.

Hart is a planning commissioner for the city. He grew up in Dana Point and eventually settled in the Mesa Verde community.

He is a retired Navy captain who worked in intelligence, and is active in the community through the Rotary Club of San Juan

Capistrano and other ways.

Hart is motivated to run because of a belief in community service. He announced his campaign in January.

“For the last two years, I think we’ve achieved a civil city council and one that’s been very productive in a short amount of time,” Hart said. “I think there’s still more work to be done, and that’s why I’m running.”

Being on the planning commission, Hart is well-versed in zoning regulations, signage matters and other city government matters.

Thirty years as a Navy officer also taught Hart the concept of servant leadership, which Hart defines as “subsuming your own personal interests to those of the greater good.”

“I’m not out to do this for myself,” Hart said. “I have no aspirations beyond this office. My goal is to serve my community, and to do it in the best way I can with each issue that comes before me.”

Hart is excited about preserving the Northwest Open Space through its specific plan, which recently passed through the planning commission. That essentially means no glamping or soccer fields at the San Juan preserve.

“We have the Verdugo Street beautification,” Hart said. “That was also one of the things we processed through the Planning Commission, and that came out even better than I expected.”

Hart anticipates the Ganahl Lumber Project—which is expected to bring a lumber hardware store and other economic activity along Stonehill Drive—becoming a big revenue generator, which in turn could facilitate road improvements. He likes San Juan because it has an identity with the downtown area, the historical aspect and its equestrian heritage. The equestrian culture is something Hart wants to preserve as a local official.

THE LATEST: After being closed since March due to the COVID-19 pandemic, Capistrano Unified School District (CUSD) campuses could gradually reopen for inperson instruction in the coming weeks as part of a phased-in return to campus plan.

The CUSD Board of Trustees approved the plan recommended by staff during a special meeting on Wednesday, Sept. 2. Under the plan, special education programs and services are scheduled to return starting on Sept. 28, preschool through fifth grade starting on Sept. 29 through Oct. 5, middle school starting on Oct. 6 and high school starting on Oct. 13.

An amendment to the plan, introduced

by Trustee Gila Jones, seeking a waiver for elementary campuses to reopen earlier, was also approved. Trustees Jones, Jim Reardon, Judy Bullockus, Martha McNicholas and Student Advisor Anchal Bhaskar voted yes. Trustee Krista Castellanos voted no. Trustees Amy Hanacek and Patricia Holloway were not at the meeting.

The projected dates are in accordance with the state’s new color-coded and tiered coronavirus monitoring system. Orange County moved into the red “substantial” tier – the state’s second-highest risk level – on Tuesday, Sept. 8, after previously being in the purple “widespread” tier, the state’s highestrisk level. The tier change essentially means restaurants, gyms and other businesses can resume indoor services, with restrictions.

The return-to-campus plan includes guidelines for what school days on campus will be like. Classrooms will be arranged to provide physical distancing, with at least six feet of distance between the teacher’s desk or station and students. Facial coverings will be required of students and staff. Classrooms will be limited to approximately 16 students. Outdoor space will be prioritized.

“Students want to come back, because they miss their friends. They want social interaction,” Jones said. “Well, I’m here to tell you there won’t be normal social interaction.

The fact is, it is not going to be like it was.”

A student discipline plan will also be in place for not wearing facial coverings.

Students at the elementary school level will receive three warnings and then be reassigned to 100% online learning after the fourth violation. Students at the secondary level will receive two warnings and then be reassigned to 100% online learning after the third violation.

“This is not a plan to punish students.

That is not what this is,” said Gregory Merwin, chief academic officer for education and support services. “This is a plan to protect students and staff.”

Students’ temperatures will be taken by a teacher or staff member prior to a first session, first class or when boarding the bus. Equine Therapy Nonprofit Spotlighted for Community Work Otra Mas and its founder, Kathy Holman, were recently honored with an Animal Welfare Hero award by the American Red Cross of Orange County.

Otra Mas is an equine therapy nonprofit that helps people with post-traumatic stress disorder, depression, substance abuse and other conditions. Red Cross officials and a representative from the Southern California Veterinary Medical Association Board of Trustees met Holman on the Otra Mas grounds at the Ortega Equestrian Center to present her with a recognition plaque.

Usually, a larger celebration in a ballroom with numerous awardees is held to celebrate Orange County heroes, but understandably, it didn’t happen this year due to the COVID-19 pandemic.

“I’m so humbled and so honored,” Holman said.

In the nomination, the American Red Cross of Orange County noted that Holman and the Otra Mas team provide an alternative to euthanasia or solitary confinement for horses that are ready to retire

Pacific Youth of the Year Winner Reflects on Boys & Girls Clubs’ Benefits The Pacific Youth of the Year by Boys & Girls Clubs of America has been named, and it’s a member of the Boys & Girls Clubs of Capistrano Valley.

Mario Lopez claimed the title, and with it a $20,000 college scholarship. He said the club has given him the tools he needs to determine his own future and succeed.

Mario was selected from nine finalists throughout the region. He will go on to contend for the National Youth of the Year title in the fall for an additional $50,000 scholarship, a car and an opportunity to serve as a spokes-

While they may be broadcasting online livestream concerts for people to watch from home, The Coach House has still not opened its doors for in-person music shows during the COVID-19 health crisis.

State guidelines currently prohibit concert venues from being open. Gary Folgner, owner of The Coach House, said they’re ready to get back up and running when it’s safe and permissible to do so.

“It’s very weird,” Folgner said of the now-empty space. “To not be doing this is crazy. I’ve done this for 30-some years.”

Previously scheduled concerts have been canceled. Before the pandemic hit, notable names graced the stage of the San Juan Capistrano entertainment spot, including punk band X and Pat Boone.

“I get calls asking, ‘When are you going to open?’ ” Folgner said.

Folgner said safety is foremost when considering reopening.

“The last thing I want to do is cause anyone to die,” Folgner said. “Until a cure comes for this, we’ll pretty much be closed.”

What’s your perspective on business and housing development in San Juan Capistrano, and concerns from some residents that some development may be too much or doesn’t fit the town’s current vibe?

Looking at recent actions taken by the City Council as well as its future agenda items, I believe there is merit to these concerns.

The City Council recently approved placing 169 residential units on 35 acres off Del Obispo with no concern for the projected increase of traffic. Traffic is already a major issue, and adding additional car trips without any form of mitigation is not the answer.

Coming up soon is the proposed development off Camino Las Ramblas, which is an intended project seeking to convert an unused seven-acre lot to a new residential community consisting of 67 high-density, three-story residential units. These new homes would potentially block ocean views from existing District 5 properties and at the same time create a traffic bottleneck on a high-volume road.

There is no question that we need to build additional housing units, and the State is imposing new burdens on local municipalities making the task more difficult. But this should not be an excuse to systematically alter the City’s essence. The City needs to remain true to itself, approving projects that exist in harmony with the local environment and with adequate traffic mitigation measures.

If the Camino Las Ramblas project is approved as currently proposed, we will further pervert the General Plan and common vision of our community. District 5 residents will be left with a significant increase in traffic, as well as an eyesore that is not in harmony with the surrounding neighborhoods.

What we need is a leader committed to maintaining the essential elements of our small community so that collectively we may perpetuate for future generations the essence that is San Juan Capistrano.

Our neighbors’ concerns about development are understandable. Relative to the San Juan Capistrano of my youth, our city has expanded quite a bit. And to preserve the charm of our city, it is important that we be judicious with any new development, and we must protect our open spaces and ridgelines. I commit to doing that. Just recently, as a Planning Commissioner, I just approved a zoning change that, with the addition of the Putuidem Village, preserves the Northwest Open Space in its current state.

I cannot envision vacant downtown lots being compatible with a vibrant and beautiful San Juan. In that regard, I am proud to say that I support the River Street Marketplace development. Moreover, as Chairman of our Planning Commission, I reviewed and approved the plans for the Verdugo Street beautification project. This project has transformed that avenue into the heart of our town.

Recently, we have seen some housing development approved. In the case of the Vermeulen property, this followed years of acrimony, referendums and threatened litigation. I grew up driving past those empty fields off Del Obispo, and I would have loved to see that property remain undeveloped in perpetuity; however, that was not a legally defensible position. In the end, the city ultimately honored the owner’s property rights.

We should not blindly accept a stance of never building anything, but rather give each case careful consideration, lest we promote shortsighted and unconstitutional policies that put our city in a legal bind at taxpayer expense. Going forward, we need to pursue constructive and judicious policies that balance private property rights with finding the best possible solution for our town. As someone dedicated to our community and well-versed in the city planning process, I am the natural choice for that.

If elected, I will continue with the leadership that I have provided as Chairman of the Chamber of Commerce.

The Chamber of Commerce is viewed by many local officials as the City’s Economic Development Department. It is in that spirit the Chamber acted swiftly in response to COVID-19. We affirmatively reached out to local businesses and helped them access government programs, including: • Paycheck Protection Program • Economic Injury Disaster Loans • Main Street Lending Program • Orange County Small Business Grant Program • San Juan Capistrano CARES Grant Program When major banks were slow to approve loans, we worked with a local institution to secure SBA authorization to allow them to issue emergency loans.

When a local business was in a cash crunch, the Chamber sought to negotiate a tax deferral agreement.

In part because of these efforts, multiple businesses have kept their doors open and their workers on payroll.

But our job is not done. Under my leadership, the Chamber has built a financial reserve that can be used to affirmatively protect and support San Juan Capistrano’s vital economic interests.

We have notified members of the Equestrian Coalition and City personnel that the Chamber has partnered with a prominent local law firm that it can use to intervene in any future non-meritorious environmental litigation filed against the local equestrian community. It is often forgotten how critical the equestrian community is to the economic vitality of the community, and they need our support.

It is essential that we protect local business interests. This is the kind of bold leadership I seek to provide.

Our City Council and the OC Board of Supervisors have done a tremendous job in helping our small businesses and restaurants weather the storm. By encouraging outdoor dining and relaxing commercial sign restriction enforcement, the City Council and staff have shown themselves to be deeply committed to helping our small businesses. In fact, the outdoor dining has proven so popular that we should continue to encourage more sidewalk dining, where appropriate.

The OC Board of Supervisors has helped through the disbursement of relief funds.

And let’s not forget the local community. As a proud Rotarian, I volunteered to provide personal protective equipment to numerous San Juan Capistrano shops and restaurants, supporting their safe reopenings. And as is so often the case, individual San Juanians came to the rescue by consciously making the decision to order takeout meals as a means of saving our favorite restaurants.

It now appears that we are beginning to emerge from the worst of the pandemic.

Some local businesses will not reopen, but most will. Assuming this to be the case, it is time for the government to step back and allow free enterprise to take over. Government intervention is not always the solution, especially when it comes to spurring local growth.

That does not mean that government has no role. Our city government must foster conditions for prosperity by pursuing business-friendly policies that reduce red tape and unnecessary regulations. As we do so, San Juan Capistrano will earn the reputation as a business-friendly town, and prospective entrepreneurs will take notice.

I have confidence that as San Juan Capistrano emerges from the pandemic, our most prosperous days are ahead of us.

Rodeo Video Pays Tribute to Ranch History

he COVID-19 pandemic put a halt to the annual Rancho Mission Viejo Rodeo this year. An online video spotlighting Ranch and rodeo culture aired in its place.

The virtual rodeo, if you will, can be viewed on Rancho Mission Viejo’s YouTube channel and website, as well as at rmvrodeo.com.

Ranch Chief Executive Officer and Chairman Anthony Moiso and others discussed the tradition of the rodeo and what the event means for the community during the online video.

The first rodeo was held in 2001 to promote Western culture. The rodeo is generally held at the Rancho Mission Viejo Riding Park in San Juan Capistrano in August.

“What happens at a rodeo is what happens at the Ranch on an everyday basis,” Executive Vice President of Ranch Operations and President of the Rodeo Gilbert Aguirre said. “A ranch of this size in Orange County really typifies what a rodeo is all about.”

Moiso said their rodeo features top contestants in the country competing for various categories, including bareback riding.

“You have to stay on for eight seconds,” Moiso said.

The rodeo also raises money for local charities—close to $2.5 million over the past 20 years. One of those recipients has been the J.F. Shea Therapeutic Riding Center.

“Since 2007, the rodeo has supported the Shea Center with nearly $600,000 to support our services,” Shea Center Executive Director Dana Butler-Moburg said. “The Rancho Mission Viejo Rodeo has impacted tens of thousands of lives of our community members at the Shea Center.”

James Littlejohn, executive director of the Boys & Girls Clubs of Capistrano Valley, said the rodeo has generated roughly $250,000 to support their programs and services.

The video also covers Cow Camp, where horses live during the rodeo and where youngsters can view the horses up close.

The history of the Ranch itself is also touched upon.

“I’ve been in Rancho Mission Viejo all my life,” Moiso said. “Rancho Mission Viejo after the second World War was 52,000 acres in South Orange County. Rancho Mission Viejo has been a ranch for 138 years.”

The Ranch changed after the freeway came in 1960, paving the way for land development. The video features photos of livestock, ranchers and Western wear.

The 19th annual rodeo was held in 2019.

Rodeo officials are optimistic the event will happen again in 2021.

“Hopefully, the 20th anniversary is going to be bigger and better than the rest of them combined,” Aguirre said. “It will be bigger and better. If you build it, they will come.” CD Page 8

o fewer than six times this year, I have written my monthly column with COVID-19 at the forefront, as its effect on our lives, both physically and mentally, cannot be denied.

As a nutrition professional, people typically reach out when they are finally “sick and tired of being sick and tired,” turning to me as a last-ditch effort when the pills, potions, and diet claims fail.

While I would prefer to be one of the first practitioners to be sought out, at some point individuals realize that the quick fixes are nothing more than putting duct tape over the gaping hole on the damaged hull of their boat.

Recently, I was chatting with a 50-something couple who are “scared to death” about contracting the coronavirus. Over the past six months, they have rarely socialized, purchased most of their needs online, and spent a lot of time on their boat avoiding people. They are concerned that if the husband gets the virus—he is a

Over a single weekend, we saw the start of hundreds of wildfires, two of which are among the biggest fires that California has ever witnessed. ACTIVITY RECOMMENDATIONS FOR SENIORS DURING PANDEMIC

ven though senior citizens may be staying indoors out of caution during the COVID-19 pandemic, there are still activities to occupy their time.

The Capistrano Dispatch recently spoke with Jan Montague, executive director for San Clemente Village, for suggestions on different ways for senior citizens to spend time while they’re indoors during the health crisis. San Clemente Village is a local organization that looks after senior citizens, ranging from changing a battery in a home smoke detector to pulling out weeds in their yard.

Exercise: San Clemente Village offers exercise videos on its website. Montague said the national recommendation is

for people to get at least 150 minutes of exercise a week. For seniors, this could be using a squeeze ball or doing leg lifts during commercial breaks while watching television.

The time period for an activity—be it 30 minutes or any other interval—doesn’t have to be sustained either, Montague said.

“We’re trying to recommend our members stay active,” Montague said. “It could be walking around the living room table.”

Do jigsaw or crossword puzzles: These activities can help seniors stay mentally sharp. Montague also recommended checking into available library services.

“Anything they can do where they’re not constantly staring at the television,”

Montague said.

Play Bingo on Zoom: Staying socially connected during the lockdown is important, particularly for seniors, who may be more at risk for isolation. San Clemente Village drops off bingo cards at members’ homes and hosts virtual happy hours.

“There’s all sorts of things we’ve been doing to utilize technology,” Montague said.

Take virtual tours: Montague pointed to available virtual tour resources on the San Clemente Village website. Links there point to information for free digital shows for New York’s Metropolitan Opera, a virtual tour of the moon from NASA and digital exhibits of the National Gallery of Art in Washington, D.C. or the past three decades, the famous movie characters known simply as “Bill and Ted” have endeared audiences with original and even newer fans of their sci-fi comedies. When a sequel was greenlit only two years after Stephen Herek’s Bill & Ted’s Excellent Adventure (1989), the follow-up could have very easily gone the way of most sequels to popular goofy comedies—that is, not good and incredibly unfunny. But instead of being redundant or lazy, Pete Hewitt’s Bill & Ted’s Bogus Journey (1991) went the opposite direction. Now, nearly 30 years later and a decade in the making, a third installment is upon us in the form of Dean Parisot’s Bill & Ted Face the Music.

After their first two adventures, Bill Preston (Alex Winter) and Ted Logan (Keanu Reeves) are now middle-aged, out of work and each on the verge of divorce.

Right when the lifelong BFFs are at a loss as what to do, Kelly (Kristen Schaal), the daughter of their former time-travel mentor Rufus (previously played by George Carlin), randomly pops up to inform Bill and Ted that they need to save the universe by composing the greatest song ever written.

So now, 29 years after Bogus Journey was released, how does Face the Music compare to its previous sequels? Well, I think it might depend on the viewer. As someone who was never a big Bill & Ted buff growing up, I was just fine with Face the Music.

Face the Music had all the same themes, atmosphere, characteristics and spirit of the originals, making it a rare instance in which a sequel produced more than a decade later wasn’t along the lines of Zoolander 2 (2016). Bill & Ted’s latest odyssey will be most appreciated by the series’ fans and probably some casual viewers, too. The new epic romp isn’t exactly mind-blowing or brilliant, but it’s amusing enough to end the driest summer movie season in history. CD thecapistranodispatch.com

Change is Nothing New

A

t the moment, we are going through some very difficult times.

But 100 years ago, we were going through even more changes that affect our lives today.

One, we were coming out of a worldwide pandemic known as the Spanish Flu. With no antibiotics, the flu was hard to contain and took the lives of millions of people around the world.

Two, there was the passage of the 18th Amendment to the U.S. Constitution, which banned the manufacture, transportation and sale of intoxicating liquors. Congress gave the states seven years to pass the amendment, but three-quarters of the states passed it in just 11 months on January 6, 1919. California passed the amendment on January 13, 1919. It was to go into effect one year later. In October 1919, Congress passed the National Prohibition Act, which gave guidelines for the Federal enforcement of the amendment. Prohibition became law in January 1920. Liquor stores closed, but drugstores and pharmacies replaced them. Medical alcohol was the buzzword of the day. Sound familiar?

Medical alcohol could be refilled every 10 days. By the end of Prohibition, more than 6 million medical alcohol prescriptions had been filled.

Jewish Sabbath and Catholic Communion services were exempt from the Prohibition law. Sacramental wineries increased by millions of gallons. They saved the wine industry in California. In one year, Congregation Talmud Torah in Los Angeles went from 187 families to 1,000 families.

Three, the passage of the 19th Amendment to the U.S. Constitution gave women the right to vote, even though the amendment did not mention gender. The amend-

ment was first proposed by California U.S. Senator Aaron Augustus Sargent in 1878.

Sargent died in 1887, but his bill was introduced every year for 41 years before it was enacted in May 1919. The wording of the bill never changed. It read: “The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.”

The bill was ratified by the State of California on November 1, 1919. It became law on August 18, 1920, when a young representative in the House of Representatives in Tennessee changed his vote after getting a letter from his mother to support the amendment, thus making Tennessee the 36th state to pass the amendment. Yes, it passed by one vote!

Four, closer to home, it was in 1919 that the Capistrano Union High MOMENTS School District was IN TIME founded. According

Former San Juan Hills coach John Donnelly, 55, dies of cancer

ana Hills assistant football coach John Donnelly died on Thursday, Sept. 3, after a three-month fight with cancer, the team and school announced. Donnelly, a 55-year-old Dana Point resident, was also a special education teacher at Dana Hills High School.

“It is with great sadness that we share the news of the passing of John Donnelly this afternoon,” the Dolphins football team said on social media. “He was a beloved teacher, coach and a long-standing member of the Orange County football community. He will be greatly missed.”

Donnelly’s family is holding a celebration of life on Sept. 26 at the Dana Point Yacht Club from 2-7 p.m. Due to COVID-19 restrictions, those interested need to RSVP with Lynn Perez via a private message on Facebook by Sept. 17.

Donnelly is survived by his three children, Brett, Brooke and Zach; his mother, Barbara Martinez; his sister, Lynn Perez; and his girlfriend, Carrie Angelakis.

taught,” Dolphins co-head coach Phil Skinner said. “God rest his beautiful soul. I was blessed to be his friend for over 20 years.”

Donnelly had been a football coach up and down coastal Orange County, including the three public high schools of the South County tri-city area: Dana Point, San Juan Capistrano and San Clemente.

Donnelly was first hired at Dana Hills in 1997 by former Dolphins coach Scott Orloff. Donnelly coached at Dana Hills

for well over a decade, continuing as a defensive coordinator for former Dana Hills coach Brent Melbon.

Donnelly later became a defensive line coach at San Clemente High School in 2014 and 2015. Those Triton teams both won Sea View League championships and advanced to CIF-SS Finals. San Clemente lost both finals before winning its first CIF-SS title in 2016.

Donnelly came back to Dana Hills as an assistant coach in 2016 before joining

the San Juan Hills High School coaching staff the past two seasons. Donnelly was a varsity linebackers coach for the Stallions in 2018 and a San Juan Hills freshman assistant coach last season.

“You will be missed, my friend,” San Juan Hills coach Rob Frith wrote on Twitter. “I am honored to have coached with you. Your passion, enthusiasm and love for coaching radiated onto the players you influenced in a positive way.”

Donnelly was set to rejoin the Dana Hills coaching staff this season. However, Donnelly learned of his cancer diagnosis in early June, and the disease took his life just three months later.

As a coach in Orange County, Donnelly was the head coach at his alma mater, Ocean View High School in Huntington Beach, for three seasons from 1993-95.

Donnelly was also an assistant coach at Edison High School in Huntington Beach when the Chargers won a CIF-SS title in 2012.

Donnelly played football at Ocean View and at Golden West College in Huntington Beach. Donnelly later played NAIA football at Graceland University in Iowa, where he was an all-conference player in 1988. CD
