Five things San Juan should know this week Community Mourns Death of Nina Leone THE LATEST: San Juan Capistrano Fiesta Association member and ZOOMARS Animal Care Manager Nina Leone was a familiar face around town, always smiling and making people feel welcome to South Orange County.

Leone died on Monday, June 22, reportedly from cancer. She celebrated her 60th birthday in January. Leone is noted for the love she had for her friends and grandson, as well as her volunteer work.

Her passing is being mourned by people in the community, including boyfriend and fellow Fiesta Association member Jimmy Ferguson. Ferguson recalled Leone’s trademark smile when he first met her.

“She was so well-loved in this community,” Ferguson said.

Leone blended in well in different circumstances, whether at city council meetings or befriending homeless people she invited over for Thanksgiving. Ferguson pledged to continue with community activities, but he said it will be much different in Nina’s absence.

“It will be a long time before I’m me without her,” Ferguson said. “My own smile will be diminished without her.”

Fiesta Association President Jim Taylor said Leone was an integral part of the group and a “force to be reckoned with.”

“She had been on the board of directors for years in a variety of positions and always excelled. When I was appointed to the board, a newbie who had only joined Fiesta six days prior, she had me sit next to her and told me, ‘Don’t worry, I will educate you!’ ” Taylor said. “And educate me she did. By far, she was our most visible member.”

Leone often wore the Western Fiesta garb around town and served as Ms. Fiesta in 2018 for their 60th anniversary. She was famous for her elaborate costumes.

Former ZOOMARS owner Carolyn Franks said Leone embodied San Juan.

Franks met Leone in 2009 during the Fiesta Association’s annual BBQ at ZOOMARS and said she loved each animal as if they were her own children, including the 100 guinea pigs she personally acquired.

Leone worked at ZOOMARS for 11 years and recently won the Kid at Heart Award in San Juan’s annual Kids’ Pet Parade with The Capistrano Dispatch June 26-July 9, 2020

her favorite guinea pig, Stan the Man. “As a business owner, I’ve often been told that everyone is replaceable,” Franks said. “I know that’s not true because of Nina Leone. Loyal. Loving. Lady. Nina was one of a kind, and I will miss her forever.”

Swallow’s Inn, where Leone celebrated her 60th birthday, posted a tribute to her on Facebook.

“The Swallow’s family lost a beautiful lady yesterday as Nina Leone went to be with God,” the Swallow’s post said. “She was surrounded by family and is now painfree.”—Collin Breaux

Protesters Continue to Call for End to Systemic Racism THE LATEST: Another “Black Lives Matter” protest in San Juan Capistrano on Friday, June 12, featured speakers calling for an end to institutional racism and social injustice, demonstrators marching throughout town while carrying signs and the participants taking a knee in silence.

The first 2020 “Black Lives Matter” protest in San Juan Capistrano had been held on June 3. The June 3 and June 12 protests were peaceful.

Jessica Conquest, a family and marriage therapist who helps children and adults in Los Angeles and Orange County, was

one of the guest speakers as the June 12 event began at Historic Town Center Park.

Conquest told those in attendance that they have the power to impact the rest of the world.

Conquest said a racist system in America has “thrived” for more than 400 years, and dismantling it will be a “long” struggle and “not a quick fix” brought about by just one protest, tweet or death.

“That’s why I’m so proud to see so many kids here,” Conquest said. “Our kids are going to tire. Make sure you are filling them with motivation and inspiration.”

Protests against racism and police brutality have happened in South Orange County and throughout the world after George Floyd, a Black man, died in Minneapolis on Memorial Day after former police officer Derek Chauvin forcibly placed a knee on Floyd’s neck while Floyd was subdued on the pavement. Chauvin is charged with second-degree murder, third-degree murder and manslaughter, and charges of aiding and abetting have been brought against three other sincefired officers on the scene.

The June 12 protest in San Juan was a collaboration between the Ladera Ranch Social Justice Committee and South Orange County Black Lives Matter, a news release said. Orange County Sheriff’s Department officers were at the June 12 protest to monitor the situation from the sidelines, similar to the June 3 protest.

Fiona Meehan, who grew up in South Orange County and recently graduated from Tesoro High School in Las Flores, spoke about her personal experiences with racism. Meehan said she has been called racist slurs, encouraged her peers to call out racist and homophobic comments from others and said White privilege should be acknowledged. Attendees also called for the recognition of transgender lives and LGBTQ+ rights.

An anti-racism protest also was held outside the Capistrano Unified School District (CUSD) offices on Wednesday, June 24, while the Board of Trustees held a virtual meeting. Students and parents recalled their personal experiences with racism in the school district, including discrimination and microagression, some classrooms segregated with people of color being treated unfairly, as well as educators and officials not taking their claims seriously.

Angelie Jackson, who just graduated from San Juan Hills High School, said she was mocked for her skin tone, hair and her dad being African American throughout elementary, middle, and high school.

“People would even ask me questions, ‘Are you a slave?’ ” Jackson said. “They don’t do anything about it. When it gets reported, it just gets called bullying and is left alone.”

“My daughter was in class and found a Confederate flag on her desk,” Rahming said. “My daughter was on the field one day when a group of boys came up to her and started chanting, ‘Build the wall.’ I am a Central American immigrant, so of course they knew exactly where to hit with that one.”

Governor Issues Face Mask Order; Debate Continues in OC THE LATEST: On Thursday, June 18, Gov. Gavin Newsom issued a new order requiring Californians to wear face coverings while out in public, particularly in highrisk, crowded areas such as indoor shops, health care settings and while using public transportation.

The statewide order comes on the heels of a debate that’s brewed in Orange County over whether or not to wear masks.

Health officials recommend wearing masks and taking other safety measures, including social distancing, to limit the pandemic’s spread.

Newsom’s order also came a week after Orange County had lifted its own face mask requirement amid mounting pressure from residents, as well as from some members on the OC Board of Supervisors who had questioned the need for face coverings.

On June 11, acting Orange County Health Care Agency Officer Dr. Clayton Chau announced that face coverings would only be strongly recommended but not mandatory. Chau was placed into the role following the abrupt departure of Dr. Nichole Quick, who had resigned after facing harsh backlash, and physical threats, over her order mandating that people wear face coverings. Whether people publicly wear masks in South Orange County varies; some do, most generally don’t.

A majority of people who responded to an online poll in the Orange County, CA Coronavirus COVID-19 Updates group on Facebook said they think masks should be worn in public. A group administrator created the poll after being contacted for comment by The Capistrano Dispatch.

“Bring the masks back! My mom and I are high-risk and exposed to people every day in our shop,” group member Heather Moreno said, after the county had lifted its requirement and before Newsom had issued his latest order. “We don’t have the ability to be closed, since summer is our busy time, and we need to work after being closed for over two months. It just makes sense.”

said masks are needed to prevent the spread of the virus, and it is “not right to put our seniors and immunocompromised neighbors at risk” because some people refuse to wear a mask.

Nicole Brown has a different take.

Brown is an administrator for the Masks Are a Choice—Orange County group on Facebook and does not support wearing masks. Brown is skeptical of cited science, said communication can be difficult for the hearing-impaired and expressed concern that masks are part of “social conditioning” under Democrats.

“I have seen firsthand how employees are suffering due to the wearing of masks,” Brown said. “I see them remove their mask just slightly to take a breath of fresh air. I have seen them sweat profusely due to anxiety in having their face and noses covered.”

Brown also said children need to see facial expressions.

“When a child is unable to see a person’s face, they lack the understanding needed to communicate effectively,” Brown said. “Through these social cues, children learn how to conduct themselves efficiently via our social standards as a human.”

The governor’s new face covering order notes that certain individuals are exempt, including toddlers aged 2-and-under and those who have certain medical conditions whose breathing could be obstructed by wearing a face covering.

Those who have a hearing impairment or those who regularly communicate with someone who has a hearing impairment also are exempt from wearing face masks.

People eating at restaurants can also remove their masks to eat or drink, “provided that they are able to maintain a distance of at least six feet away from persons who are not members of the same household or residence.”—Shawn Raymundo and CB

City Council Passes Fiscal Year Budget THE LATEST: Taking into consideration some project delays due to impacts from the COVID-19 pandemic, the San Juan Capistrano City Council passed a budget for fiscal year 2020-21 during a meeting on Tuesday, June 16.

A two-year budget is usually provided, but city officials decided on a one-year budget this time due to the uncertainty surrounding conditions from the health crisis, as recommended by city staff. City officials and staff will monitor ongoing conditions and report back quarterly.

Total city funds for 2020-21 are approximately $91 million.

The delayed projects are the Putuidem Village at the Northwest Open Space, a new skateboarding park and landscaping for the city entrance at Ortega Highway.

Projects that are budgeted and will go forward include pavement maintenance

work for several residential streets, including Via De Agua, Avenida Calita and Calle Esperanza; a traffic signal at Stonehill Drive for the Lower Rosan entrance; and water and sewer capital projects. The council awarded a contract to R.J. Noble Company, the lowest bidder at approximately $3.136 million, for the pavement maintenance work. Construction could start in July and end in September or October.

The estimated revenue loss for 2020-21 is $2.1 million, and $1.7 million for 2019-20.

Most of the impacts have been mitigated by the use of reserve funds, said City Finance Director Ken Al-Imam.

The use of reserves was $1.75 million for 2019-20, and is expected to be $149,000 for 2020-21.

“The majority of the general fund services are funded by property taxes and sales taxes,” Al-Imam said. “Even after the significant reductions of sales taxes in fiscal year 2020-21, the sales-tax revenue still funds 27% of general fund services.”

Staffing reorganization is also expected due to COVID-19 impacts, which will include eliminating vacant positions and combining some positions across departments.

Former Mayor Kerry Ferguson spoke against the delaying of the Putuidem Village project, saying the community has been waiting a long time for the construction of the village to honor the Native American Acjachemen tribe.

“Why does this project not have the importance it should have?” Ferguson said.

City Councilmember Brian Maryott noted how the park has been promised and the “emotions and drama around it and so many votes on it,” in response to Ferguson.

“Just an important point to remember, that we’re making our way here through a difficult fiscal environment, which was acknowledged by the speaker. We don’t know how things will change and be modified,” Maryott said. “We all understand how much disappointment is attached to that.”—CB

CUSD Outlines Recommended Plans for Reopening Schools THE LATEST: Capistrano Unified School District (CUSD) officials described various recommendations for what education could look like for the next school year during a Board of Trustees meeting on Wednesday, June 17.

Recommendations presented by staff include students in grades K-5 spending half the day with their teacher and the other half with a paraprofessional for additional learning opportunities, or at home learning if the parent chooses that option.

Additional learning could include music and art, similar to middle school electives.

Elementary families also have the option of 100% online learning.

“We don’t have the potential or the ability to have students with teachers in the K-5 setting all day long, every day,” said Josh Hill, assistant superintendent for secondary schools. “That would require double the number of teachers that we currently have in our elementary school program. That being said, we wish we did and we would like to do that, but we just don’t have it.”

Recommended options for students in grades 6-12 are a program in which half the curriculum is on-campus and the other half in online independent study, or completely doing learning online. Hill mentioned the possibility of blocked schedules with longer classes, which some high school students currently use.

“The advantage to this is it reduces the need to clean classrooms, because students aren’t moving as much, and it provides extended time for staff and teachers to work with students in these settings,” Hill said.

CUSD is aiming for smaller class sizes to adhere to social distancing. Staff emphasized they are continuing to work out details for the coming school year, and the suggestions at the meeting are approximations. CUSD is taking family preferences for morning or afternoon classes into consideration.

The Board of Trustees voted to close schools in March due to the COVID-19 pandemic. Students have since taken part in distance learning at home on computers or other devices.

“What parents can gauge is their personal household risk in the COVID-19 pandemic,” Board President Jim Reardon said. “I think that’s the basis on which parents need to make a decision on how they want their children to participate in the coming school year. We have many, many families who have reached out and said they can’t send their son or daughter back to school because they’ve got a compromised husband or grandparent in the home.”

A majority of those surveyed said they preferred their child attend school on campus full-time, but were also open to hybrid models in which students go on campus two or three days a week and utilize online learning the remaining days.

WHAT’S NEXT: Reopening safety measures will adhere to California Department of Public Health and Orange County Health Care Agency guidelines.

Another presentation on guidelines and approval of a final plan is expected at a July 15 Board of Trustees meeting.

CUSD will continue to communicate with families, and families can make decisions on education options, in the coming weeks. A report regarding implementation is expected at an Aug. 19 meeting.

Serra Statues Moved After Protesters Topple Statues Throughout State Statues of Father Junipero Serra in San Juan Capistrano have been moved due to safety concerns after protesters toppled other Serra statues throughout California during protests against systemic and historical racial inequality, amid the removal and calls to do so of other statues throughout the country.

Statues in San Francisco and Los Angeles were recently toppled by protesters, and city and community leaders in Ventura announced a statue near City Hall would be removed, according to news reports. Serra has been canonized as a saint and was instrumental in promoting Catholicism in the Western United States, though critics say he was part of imperialism that harmed Native Americans.

A statue at Mission Basilica San Juan Capistrano has been temporarily removed, because it was not determined to be in a secure location. Another statue at Mission San Juan Capistrano was moved this week to an indoor location, still on the Mission grounds and for public display. It is considered to be in a secure spot. Serra founded missions throughout California.

Mission San Juan Capistrano Executive Director Mechelle Lawrence Adams said the statues are on private Catholic property, declining to comment on statues coming down throughout the state.

Serra is also the namesake of JSerra Catholic High School in San Juan Capistrano. JSerra President Rich Meyer said on Wednesday, June 24, that the school will not change its name.

Though conceding that Father Junipero Serra wasn’t perfect, Meyer said Serra’s legacy is a love for the people of California. Meyer also said the removal of statues makes him sad and that there are historical accounts of Serra protecting Indigenous people. The school has heightened security around its statue and will protect its private property, Meyer said.

Student Group Calls for CUSD to Teach About Juneteenth In an Instagram post, the student group Strength Over Silence called for Capistrano Unified School District (CUSD) to teach about Juneteenth.

Juneteenth, also known as Freedom Day, is a June 19 holiday that commemorates the end of slavery in the United States. It is generally not taught in school history classes, but awareness of it has recently spread through social media.

The group also urges people to sign an open letter about their experiences with racism in CUSD through a link in their Instagram bio.

In a response statement, CUSD Chief Communications Officer Ryan Burris said trustees requested a resolution for the June 24 board meeting that would address issues of intolerance, racism, and discrimination during the June 17 meeting. “(The) Resolution on the Fight against Intolerance, Racism, and Discrimination is an important step in our continued work to foster a culture of acceptance and inclusion in CUSD. But, this is not the last step,” Burris said. “We are committed to working with our students, in partnership with our Cultural Proficiency Taskforce, which was established last year, to identify and implement specific actions to support all students and families.”

CUSD plans to hold a board workshop on the topic in the fall to report their progress and next steps.

SJC Man Among 5 Charged in Addiction Treatment Scheme

were charged last week on suspicion of multiple felony counts, including insurance fraud, money laundering and conspiracy, according to a joint press release from the California Department of Insurance and Orange County District Attorney’s Office.

According to court filings, the DA’s office alleges that the five men, along with several others, devised a scheme in which a mass media marketing campaign was used to entice clients from across the country to get free substance abuse treatment in Southern California.

Under corporations and other entities that the alleged conspirators ran, they signed up clients for health insurance through Health Net, which had strict residency and open enrollment requirements, according to the DA’s complaints.

To bypass those requirements, sales representatives were instructed to falsify the clients’ insurance applications by using their own local home addresses in exchange for a $300 kickback per application.

According to the DA’s office, the five individuals could face prison terms between 12 years, eight months and 21 years, four months for their alleged involvement in the fraud ring.

Deputy Reunites Horse with Owner

One San Juan Capistrano man and four others have been charged in connection to an insurance fraud scheme that trafficked hundreds of out-of-state substance abuse patients to treatment facilities in Orange and Riverside counties in order to collect about $12 million in falsified insurance claims.

Orange County Sheriff’s Department (OCSD) Deputy Elton Ricketts reunited an allegedly stolen horse with its owner, OCSD said in a blog post.

Ricketts is assigned to San Juan Capistrano Police Services and found the horse in a city parking lot after being dispatched to a call at about 1 a.m. on Tuesday, June 16.

Ricketts, who has experience riding horses, brought the horse back to the substation and eventually reunited it with its owner. A 42-year-old woman not identified

Progress Continues on Water Dam, Reservoir Project The Trampas Canyon Dam and Reservoir Project, under construction by the Santa Margarita Water District (SMWD), continues to move forward, according to SMWD officials.

The main dam has been completed and reportedly stands more than 200 feet high.

Overall work is expected to be substantially completed in September. A construction crew has been busy working on the project’s emergency spillway.

The water dam and reservoir is being constructed on land acquired from Rancho Mission Viejo, south of Ortega Highway. The project is intended to increase the amount of recycled water the water district uses.

The San Juan Capistrano City Council approved a water and utility annexation agreement with SMWD in January, meaning those systems will be transferred to SMWD. The annexation agreement still needs to be approved by the Local Agency Formation Commission (LAFCO) and could become official this fall or winter.

range County saw a slight rise in unemployment last month, even as more economic sectors began to reopen following several weeks of closures due to the coronavirus pandemic, according to the latest jobs data from the state.

Unemployment in the county grew to 14.5% this past May, up from the 13.8% recorded in the month prior and the 3.7% reported in March. The county’s unemployment rate for May translates to roughly 224,500 county residents out of work among a labor force of nearly 1.55 million people.

Among the three South County cities, the unemployment rates in Dana Point, San Clemente and San Juan Capistrano marginally decreased between April and May. According to the state’s data, Dana Point’s unemployment rate went down from 13.8% in April to 13.2% in May. San Clemente’s unemployment rate also dropped slightly, from 13.9% to 13.3%, while unemployment in San Juan decreased from 13.1% to 12.6%. The annual average unemployment rate for all three cities in 2019 was 2.6%.

The state as a whole saw some economic growth with the addition of 141,600 jobs in May, bringing California’s unemployment rate to 16.3%—just slightly down from the 16.4% rate in the previous month.

The latest unemployment data released from the California Employment Development Department on Friday, June 19, continues to highlight the economic fallout from the state’s stay-at-home order, which brought on record job losses in California.

According to the department, an estimated 2.4 million jobs were lost between March and April, marking the “the biggest monthover job loss in state history, far eclipsing the Great Recession’s then record-setting, month-over loss of 132,800 jobs between December 2008 and January 2009.”

The state’s latest data also notes that an estimated 2.15 million people filed a claim for unemployment insurance benefits in the month of May—an increase of 265,442 people from month of April.

California last month moved into the second phase of Gov. Gavin Newsom’s reopening plan—the four-stage, phased approach to reopen or resume the state’s economic sectors.

Under Stage 2, low-risk workplaces such as retailers, manufacturers and warehouses were permitted to reopen with certain modifications, or limitations. Later in the month, restaurants were also allowed to resume dine-in service, but with strict social distancing restrictions.

During the month of May, job growth was recorded in such industries as construction, leisure and hospitality, education and health services, manufacturing, mining and logging, and financial activities.

Construction had the biggest bump, with 75,000 jobs added between April and May. Construction jobs accounted for 821,900 payroll jobs last month, the state reported. Hospitality added 64,800 jobs, while 44,700 jobs in education and health services were added.

Jobs in the information and government sectors, however, continued to decline, according to the state. Employment in the infor-

mation industry fell by another 6,300 jobs, and government jobs dropped by 95,800.

In Orange County, those same sectors, as well as the manufacturing, financial activities, and professional and business services industries, experienced job losses in May. Maritza Gamboa, a research data specialist for the department’s Labor Market Information Division, noted that the declines in those sectors have slowed compared to the previous months of the stay-at-home order.

“The employment declines in government, manufacturing, financial activities and information have lessened, indicating that business in those industries have opened, but the number of jobs are not enough to be at the levels they were,” Gamboa said in an email to San Clemente Times.

Much like all employment sectors in April, those industries were hemorrhaging jobs. Between March and April, government jobs fell by 11,600; manufacturing lost 9,800 jobs; and the professional and business services industry lost 29,200 jobs.

Based on the jobs data for May, those industries in Orange County appear to have slowed their losses, with the government sector reporting a loss of 4,300 jobs and the professional and businesses services reporting 600 lost jobs. Manufacturing jobs dropped by 1,100 in May. With government jobs in particular, Gamboa added, the public sector traditionally sees a seasonal drop in available jobs this time of year as a result of school closures.

cational and health services industry reporting the strongest gain of 6,400 jobs. All of those additional jobs, the county notes, were in health care and social assistance.

Construction jobs in Orange County went up by 5,800, while leisure and hospitality, and the trade, transportation and utilities sectors also saw job growth in May. Despite the jobs growth, unemployment still went up in the county. That’s because while jobs growth represents jobs added in the county, unemployment is calculated by putting the number of county residents out of work against the county’s labor force— the number of residents working, regardless of location—Gamboa explained.

“Between April and May, there was an additional 8,600 people who entered the labor force, while an additional 11,900 people were unemployed,” Gamboa wrote.

“These month-over gains caused a slight increase in the unemployment rate from 13.5% in April to 14.5% in May.” Earlier this month, Newsom allowed counties to begin moving into Stage 3, giving bars, gyms, movie theaters, professional sports (without spectators) and schools the green light to reopen with modifications. Data on how the latest move to Stage 3 impacted the state’s economy is set for release on July 17.

Noting that the county’s unemployment rate for the month of June will depend on how many residents entered the workforce, Gamboa was optimistic in seeing improvement in the state’s economy.

A new assisted living and memory care community is coming to Rancho Mission Viejo.

Construction is underway on The Orchards, scheduled to open in October adjacent to Reata Glen, according to a press release.

Reservations are being accepted now for move-ins.

“Assisted living at the community will offer 58 apartments, most with stunning views of the coastal foothills of southern Orange County,” the press release said. “A ‘Family Fun Zone’ intergenerational room to encourage family visits will include air hockey and other games, TVs, and NFL football parties on the weekends.”

Other features will include a living room, media room, private dining room for family celebrations, and a fitness center. Outdoor

amenities will include a courtyard, trellis, and bocce court.

“Full-time wellness nurses, trained caregivers and medication technicians will be on hand 24 hours a day, seven days a week,” the press release said. “In light of the coronavirus, The Orchards will have a single point of entry for staff to ensure the health and safety of both residents and employees. All staff will follow strict health and safety measures according to CDC, state and local guidelines.”

A separate, secured memory care neighborhood called The Gardens is also planned to open for residents with dementia. Outside amenities will include a garden, and each memory care resident will have a designated caregiver.

The Orchards also plans to open a nursing facility in early 2021.

When Rancho Mission Viejo resident Alex Aquino started Barnabas Clothing Co. in 2010, he never imagined he would one day produce face masks for people during a pandemic.

The California casual faith-based lifestyle brand went “belly up” for a month when the pandemic began since their usual clients were canceling events. Eventually, Aquino’s clients asked if he could produce masks, but he was hesitant at first because he assumed the items would be a blip in time.

“Well, I was wrong,” Aquino said. “The demand only continued to rise and challenged me to consider my customers’ request to design face masks for both retail and wholesale clients. So, I started designing.”

He worked with local factories to produce the masks. One popular design was a mask that incorporated Rancho Mission Viejo imagery. Customers at The Ranch, and in San Juan Capistrano and beyond, liked the face masks and Ranch design.

“That design got a lot of attention,” Aquino said. “I wanted to do a limited edition design to remember what we The Capistrano Dispatch June 26-July 9, 2020

endured as a community. It’s been cool to see how the community has received the design.”

Aquino moved to The Ranch about a year and a half ago from Pasadena and has grown to love the community. Aquino has had to adapt to market trends before.

He closed brick-and-mortar stores he had in the summer of 2019 due to changes in retail shopping and is focusing primarily on his online brand at barnabasclothing.com.

He is not sure how much longer masks will be a part of daily public life, but he is handling changes as they come.

“We’ll continue to make them as long as the market demands it,” Aquino said.

Barnabas Clothing Co. has also resumed manufacturing their usual products, as businesses and other parts of society gradually reopen.

The lockdown was challenging for Aquino, since he and his wife have a pair of young twins, and they both work out of a home office.

“In some ways, it has been very challenging trying to get any work done, but the silver lining is it created time to spend with the family,” Aquino said. “We were able to stop and appreciate it for what it’s worth.”

People looking to get out the house and enjoy nature after being cooped up during the COVID-19 shutdown can sign up for a July 11 hike at The Reserve.

Hikes are gradually returning to the outdoor preserve at Rancho Mission Viejo— with new safety guidelines, of course.

Registration will be limited, and face masks are encouraged. Social distancing will be maintained for the small groups, and the amount of open land at The Reserve is wellsuited for such measures.

“It’s going to be a recreation-style event, pretty casual in nature,” said Laura Coley Eisenberg, senior vice president, Open Space & Resource Management at Rancho Mission Viejo. “The safety of our patrons is of utmost concern.”

A similar hike is planned for Aug. 8. More extensive events may be added if allowed by Page 8

The hikes will allow participants to connect with the natural world and take a breath, said Eisenberg. Wildflowers and golden grass are once again visible on The Reserve, giving it that classic California ranch look.

“Nature is extremely beneficial to people’s emotional and mental health,” said Eisenberg.

The usual community events have been halted at The Reserve, and staff is adhering to all respective health guidelines as outreach efforts gradually return. Reserve staff digitally connected with patrons during the health crisis through Facebook and virtual tours. Nature talks were part of the online transition.

“We’ve been thinking outside the box and adapting, as nature does,” said Eisenberg.

inding love after 50 is difficult, unless you get lucky, and someone enters your life unexpectedly. Finding love is like seeking employment. It takes work, energy and commitment.

To help you through the maze, here are five tips for finding love after 50: 1. Create a written finding-loveafter-50 plan. Include in your plan a personal profile—think of it as your resume. But this profile isn’t for publication; it’s for your eyes only, to guide you in your task. Itemize your strengths and interests. But also include items in which you can improve, such as getting more exercise and eating healthier.

Include a section in your plan titled “Qualities,” which has two parts. Part one: Qualities you seek in a mate. For example: “He makes me his top priority,” or “He is kind, warm and caring,” or “He respects his mother.”

Part two: Qualities or traits you won’t tolerate—deal breakers. Examples: Smoking, drug use, heavy drinking, moodiness, or a dislike of animals.

Ask for guidance from friends, dating coaches, or even me. Trust your instincts. Be careful.

With a solid written plan, you’ll improve your chances of meeting a potential mate.

Generic Drugs Not Always Equivalent, Sometimes Dangerous

Families Deserve Straight Talk About Nursing Home Safety

T

he coronavirus headlines have been grim. Seventeen bodies piled up in the morgue at a New Jersey nursing home. Fifty-five residents dead in Brooklyn, N.Y. In one week, 104 residents dead in a facility in western Pennsylvania and 102 dead at a home in San Antonio.

Residents in nursing homes had been at risk long before we began reporting on them in the 1990s, and care facilities have continued to be the subject of press inquiry all across the country.

Staffing shortages, poor care, and outright abuse had been the stuff of media exposes for years, long before anyone had heard of the coronavirus.

The usual response? Nursing homes that got into trouble promised to clean up their act, engaging in what came to be called yo-yo compliance with state and federal regulations.

Nursing facilities with numerous deficiencies in caregiving would promise to make recommended changes and improve conditions. But promises were just that. Often, they did not result in permanent or meaningful change. A facility would get into trouble again.

The nursing home story today is different: 100 dead residents at one facility in one week when even 55 or 25 would be highly unusual. Casualties during the coronavirus pandemic raise serious questions about infection control, testing protocols, protective equipment for staff, and the number of personnel to care for residents who are intrinsically vulnerable.

Most visitors have been prohibited since the pandemic began, making it more important than ever that the public has access to information about complaints, infection rates, and staffing at their local nursing facilities.

The public needs someone or some agency to be their eyes and ears to help them learn what’s happening on the inside.

Florida, like a lot of other states, had refused to release numbers of nursing home residents who died from the virus, and it has been something of a national struggle for families and the media to get this information. Marbin Miller’s newspaper, along with other media outlets, threatened legal action, and eventually the state agreed to release the death counts.

At the end of the first week of May, the state reported 665 people had died in the state’s nursing homes and assisted living facilities, an increase of 242 The Capistrano Dispatch June 26–July 9, 2020

from the previous week. Fourteen facilities reported more than 10 deaths.

The Centers for Medicare & Medicaid Services, the federal agency that oversees Medicare and the country’s nursing homes, issued “guidance” requiring the country’s nursing facilities to be more transparent.

Beginning May 17, nursing homes were required to report their COVID-19 cases to the federal Centers for Disease Control and Prevention (CDC) and to families and residents already in nursing facilities. Presumably, this information will be on the CDC and Centers for Medicare & Medicaid Services websites and in the states, too.

Earlier this spring, Kaiser Health News offered a glimpse of what nursing home inspectors found when they visited facilities across the country. Infection control was a problem before the days of the coronavirus.

In the past three years, 61 percent of about 9,400 nursing facilities sampled were cited for one or more infection control deficiencies. Sixty-three percent of about 9,700 were cited for infection control deficiencies on their last two standard government surveys.

Even nursing homes with five-star ratings from the government, presumably a designation of high quality, have had problems. It turns out 40 percent of those facilities were cited for infection control lapses.

Results like these suggest families with relatives already in nursing facilities, or those about to place a relative in one, should look long and hard at the new data available.

“A society’s quality and durability can best be measured by the respect and care given to its elderly citizens,” British historian Arnold Toynbee once warned.

As insurance companies push doctors to save money by switching their patients to generic drugs, complaints about those generics appear to be on the upswing. That’s the observation of journalist Katherine Eban, who has written a book, Bottle of Lies, that tells a very dark tale about the generic drug industry and the safety of generic drugs Americans are increasingly taking.

“My inbox is full of communications from patients who were on a drug that worked but were switched to a generic that didn’t work,” she told Community Health News Service.

“Patients find themselves on a medical odyssey.”

She illustrated her point with a case from a major U.S. hospital transplant center where transplant patients who were switched to an immunosuppressant drug made in India suffered organ rejection.

One died, and the other had a “tough stay in the ICU,” Eban said. She also noted the plight of one woman whose depression was stabilized on a brand drug but whose condition worsened when the pharmacist switched her to a generic.

Hundreds of patients have told Eban that they don’t do well on some of the generics and have no clue why.

It’s important to understand the rules of the new pharmaceutical game you’re being asked to play.

That game is increasingly focused on the ingredients that go into generic drugs, which are mainly coming from India and China, where Eban’s book shows that good manufacturing practices are often ignored in the name of profits.

Eban described the generic drug industry abroad as a “maze of global deception.”

One company, for example, deceived regulators around the world by submitting fraudulent data that made its drugs appear bioequivalent to brand name drugs. “We are dependent on distant drug manufacturers,” Eban wrote, “yet have little visibility into their methods.”

Eban also found that Americans can’t rely on the FDA to assure that generics made abroad are safe. Although the agency reviewed data from foreign generic drug makers and inspected their plants, it was not systematically testing the drugs. Yet, she pointed out that some 40 percent of the U.S. generic drugs are made in India.

Eighty percent of the active ingredients in all of our drugs, brand or generic, are made in India or China.

What Eban uncovered helps explain why a generic drug a doctor had prescribed doesn’t work as well as a brand drug.

Maybe it has been adulterated to save money and increase profits for the manufacturer.

So how do patients protect themselves if some generic drugs are unsafe?

Eban suggests learning more about the manufacturer of your drug. The drug maker is typically listed on the dispensing label. Find out if the manufacturer has been in trouble with the FDA by looking at the inspections, compliance, and enforcement sections of the agency’s website. If the company has received a warning, that’s a red flag.

It’s not possible, however, to find out where your drug was made. No law requires a drug maker to disclose the country of origin for either the ingredients or the manufacturing of the drug itself.

You can also find out if others are complaining about a particular generic that is not working properly. If they are, that helps build the case to get your doctor to switch you to a different brand. REATA GLEN: Taking Care of the People In the retirement community of Reata Glen in Rancho Mission Viejo, the residents do more than sit in chairs. They collect and donate clothes, as they did back in February when the Working Wardrobes warehouse in Irvine burned down in a fire. They enjoy live music. They stay active with fitness programs.

Residents have also participated in fitness programs from their balconies, with fitness instructors guiding them through movements while far away.

“We have private concerts,” Austin said. “We hire musicians for Reata Glen, record them and then show it to residents.”

Staff even delivered margaritas and chips and salsa to residents for Cinco de Mayo, as well as treats on Mother’s Day. Reata Glen is slowly reopening its library so residents can resume checking out books, and has also reopened the computer lab.

A video on the Reata Glen website features residents talking about how the community has simplified their lives, ensured they avoided being potentially exposed to the virus and the continual health monitoring they receive from staff.

Staff members also spoke about how they can arrange doctor visits and other services for residents, so they don’t have to travel outside and risk contracting the virus.

“They have a very enriched lifestyle,” Austin said. “I’ve often heard we’re a cruise ship on land. They’re very well taken care of.”

The items you didn’t see me list for your everyday food consumption were things I consider treats and splurges such as cakes, cookies, and ice cream. While I have no issue with a lovely dessert choice for special occasions, I do suggest clients who have health and weight concerns should limit those items. And I must confess, I do encourage clients to avoid at all costs, sodas (both diet and sugar-laden) and ultraprocessed foods, that can live on the shelf or

Education in the Time of COVID–19: Back in the Saddle Again

hen I saw my two oldest granddaughters on Memorial Day, I asked if they were learning now that their schooling is virtual.

The 13-year-old said, “Grandma, I’m making straight A’s!” Not wanting to burst her bubble since grades have been all but been abolished in the time of COVID-19, I said, “That wasn’t my question.” She then replied that she really loved learning online, because she could be up all night texting her friends since class doesn’t begin until 10 a.m. She went on to describe getting on Zoom from bed, still in her pajamas for the duration of the call and then finishing her assignments in short order to get back to texting her friends. Seriously?

I’ve written previously about the many casualties of the stay-at-home order, but the fact that parents have become teachers and students can attend class in their PJs concerns me greatly.

Mine is an educated position. I’m a credentialed teacher, and I hold an administrative credential. My parents advised me not to study art—my passion—but instead to become a nurse or teacher. I had a Doc Martin kind

of aversion to blood, so the choice was easy. There was no discussion of doctor or lawyer, but I was and am a particularly good teacher and recognized, rewarded and promoted to school administrator.

It’s heartening to know that there are good kinds of contagion, and while the pandemic presents risk, getting students back into classrooms, intelligently, is imperative. At San Juan Hills High School, they ride for the brand, and it’s time to get back in the saddle!

t’s safe to say movie-related news these days is more unexpected and random than usual, what with movie theaters in some areas now given the approval to reopen. There are still a few things to consider with this sudden and surprising news.

One is that not every state is even at the same stage of phasing in businesses and public places, so profit-wise, there won’t be as much box-office potential with only a portion of the country’s or world’s theaters open.

Another consideration is whether theaters even are game to reopen right now. There will, of course, be pressure to make some temporary changes to the building’s occupancy parameters, plus new rules related to sanitizing the establishment. And it’s also reasonable to assume the studios probably weren’t expecting so many things to go back to “normal” so quickly after already rescheduling so many releases for the holiday season or for next year.

Warner Bros. choosing to hold out Christopher Nolan’s sci-fi espionage film Tenet as long as it could to be the first big summer movie is turning out to have paid off, as its current plans are to only hold it back two weeks for a late July release.

Patty Jenkins’ Wonder Woman 1984, on the other hand, has WB deciding to completely abandon a summer release for a third time and go for an October release date instead.

One thing I’ve noticed in the past couple of weeks, with each new announcement of ever-changing release dates, is how the delays are getting shorter and shorter. Back in March, nearly every spring release was postponed six to 12 months or even indefinitely, but now new release dates are being reported as oneto three-week delays.

Whatever the results are in the end for the film and theater industries, let’s just hope the rest of the ever-changing world miraculously falls in line just as quickly. CD

on the reopening of schools as determined by the districts and other powers that be.

The CIF release, which came after a teleconference between the CIF State office and the 10 section commissioners, also stated that the fate of fall sports will be determined by no later than July 20.

“At this meeting, there was a lengthy discussion regarding the various scenarios that relate to Fall Sports,” CIF-Southern Section commissioner Rob Wigod said.

“In the effort to give as much time as possible to make the most informed decision we can, it was agreed that there will be an announcement from the CIF State Office addressing the status of Fall Sports to be made no later than Monday, July 20.”

Per the CIF guidelines, CIF is offering a 30-day waiver to obtain the necessary pre-participation physical, due to possible difficulties students could have in getting those examinations due to the coronavirus pandemic.

The CIF guidelines also outline that facilities should be wiped down and sanitized prior to each group entering for workouts; start and end times for these sessions should be staggered to avoid crossover; all coaches and students should be screened daily for any symptoms of COVID-19; water bottles and food should not be shared, and water fountains and coolers should only be used to refill personal bottles; and state, local and district

guidelines for face coverings should be followed.

When these workouts resume, there are many physical limitations as outlined by the CIF. In its Phase One, CIF says to follow local county guidelines for the number of people allowed for gatherings inside or outside and to maintain the minimum six feet for social distancing. CIF recommends workouts to be conducted in “pods,” with the same group of 5-10 students working out together weekly. In its Phase Two, CIF sticks with the county rules for indoor gatherings but allows for up to 50 people for outdoor workouts.

These all come with the limits on activities and equipment, which certainly affect some sports more than others.

For sports such as cross country, track, swimming and golf, any return to practice, even with these proposed limitations, will be mostly normal.

For more equipment-heavy or interactive team sports, it will be more difficult.

Volleyball, soccer, basketball and water polo are recommended to have individual ball-handling drills, with each player having their own ball and no other players touching that ball. Baseball and softball will be able to hit off the tee, but the balls used must be collected and cleaned before another use. Football can run drills with proper distancing, but a ball cannot be passed around or a tackling dummy cannot be shared. Wrestling can conduct mirror drills, with proper spacing, and individual skill drills.

All sports are allowed conditioning, and that’s what most sports will look like in the initial periods.

All dates are tentative, the groups will be small, and the activities will all be extremely limited. Even so, local sports teams are a few steps closer to retaking the field. CD

COVID-19 state guidance as day camps.

The state guidance and county allowance will only permit youth sports to resume practicing. The state has not provided a set time in which sporting events or games with spectators could resume.

“Orange County residents understand the severe impacts that COVID-19 has on our residents, but these issues can be mitigated by following state guidelines,” Fifth District Supervisor Lisa Bartlett said. “By allowing youth sports practices to resume in a safe manner, it allows Orange County children to enjoy time with their peers and have a little bit of normalcy at this time.”

The state guidance for reopening of day camps, which went into effect on Friday, June 12, instructs the promotion

of healthy hygiene practices, intensified cleaning and disinfection, implementation of physical distancing and proper training for all staff and families.

The state guidance does not explicitly state a number for the limit on participants, only limiting the number of persons in the camp to one that can appropriately maintain physical distancing.

The San Juan Capistrano Little League, which also serves Dana Point and Capistrano Beach, is still working on getting its season going. According to SJCLL President Brett Vermeulen, field availability is the league’s main issue to any sort of return right now.

San Clemente Surf Soccer Club Director of Coaching Chris Murray said the club’s younger teams will return to day camps in San Juan Capistrano this week

with proper safety protocols in place, which include a maximum of 11 players, no-contact drills, players six feet apart and coaches wearing masks.

Murray, who is also the San Juan Hills boys soccer coach, said the club’s older teams are waiting for word back from the city of San Clemente, which is not issuing permits currently but working on a plan similar to the younger teams.

CUSD announces tentative July 6 camp starts; CIF releases reopening guidelines

H

igh school sports in the Capistrano Unified School District saw a spark of life earlier this month that can give San Juan Hills High School athletes some sliver of hope for an as-normal-aspossible fall sports season.

On June 8, CUSD announced a tentative start of July 6 for high school sports conditioning camps, which would follow National Federation of State High School Associations (NFHS), county, state and federal health and safety guidelines.

“Capistrano Unified School District values our co-curricular athletic summer camps and the opportunities these camps provide our high school students,” the CUSD statement said. “School connectedness through athletic teams provides our students with lifelong friendships and dynamic opportunities to thrive in our school cultures. Our school summer Conditioning: Phase 1 camps will tentatively begin on July 6th, with appropriate measures to ensure student health and safety.”

The CIF State office also released its own set of guidelines on a return to physical activity and training on Friday, June 12. The CIF guidelines mostly follow the NFHS guidelines and also reaffirms, as the CIF has throughout the process, that reopening athletic programs will depend
