SAN CLEMENTE The 174-acre Wheeler North Reef off San Clemente, an artificial kelp reef built by Southern California Edison during the summer of 2008, produced its first full kelp forest canopy during the past several weeks.

Edison provided reporters with helicopter rides over the ocean last week for a chance at photos and some question and answer time with officials to explain the reef’s success.

Initial underwater inspections have shown that the new man-made reef is biologically very productive, already meeting nine of 14 performance standards set by the California Coastal Commission in just the first full year of the kelp forest’s existence. The reef is one of three environmental mitigation projects the California Coastal Commission has required to offset the impact of the San Onofre Nuclear Generating Station on coastal marine life.

…Ruling on Scalzo Lawsuit?

THE LATEST: An Orange County Superior Court judge rejected the city’s motion for a new trial in a civil lawsuit that could cost taxpayers more than $6.7 million.

A jury awarded that much to the Scalzo Family Trust after a judge decided the city had placed improper conditions on a plan the Scalzos submitted to develop their land on Del Obispo Street.

The Scalzos want to build 31 homes on 16 acres. The city imposed conditions on the development, including some to improve a drainage easement on the north side, that a judge said was tantamount to taking the property.

The city asked Judge Gail Ander to set aside the monetary verdict or order a new trial. In a ruling released Wednesday, she denied both requests.

WHAT’S NEXT: The city has signaled its intention to appeal the ruling. If the judgment stands, the city can also be liable for attorneys’ fees. The judgment would also come out of city coffers, because insurance does not cover such land-use issues.

…Two More CUSD Election Suits?

THE LATEST: Lawsuits continue to fly in the election races for five of the seven seats on the Capistrano Unified School District Board of Education. Five suits have now been filed over various ballot statements.

San Clemente resident John Alpay has been sued by Republican-party activists who contend some of his ballot statement exceeds what is allowed by law. www.thecapistranodispatch.com

The lawsuit is similar to two launched by voters against San Clemente Trustee Mike Winsten, Trustees Ellen Addonizio, Anna Bryson and Larry Christensen.

Additionally, a Laguna Niguel resident filed a lawsuit saying that opponents of a measure that would elect trustees in individual areas instead of at large went too far in their ballot statement, too. Finally, opponents of that measure filed another lawsuit, challenging the ballot rebuttal statement from the measure supporters.

WHAT’S NEXT: Ballot-argument statements are typically decided quickly to allow time to print sample ballots.

…More Affordable Housing?

THE LATEST: The Capistrano City Council on August 17 directed staff to pursue building an affordable-housing project on a former fruit stand on Camino Capistrano.

The 1.7-acre parcel is on the east side of the street, just off Calle Lorenzo.

It could hold up to 17 units, Housing Coordinator Laura Stokes said.

Capistrano, like many California cities, is under pressure to build more affordable housing. The council received a report examining five empty parcels in town that could hold such projects.

The former fruit-stand site, however, is for sale now, for $1.5 million. Council members asked staff to reach out to the military and see if the project could be crafted to help meet veterans’ needs, too.

The new property is within sight of the corner of Junipero Serra Road and Camino Capistrano, where the city is moving forward with a 30-unit affordable project.

WHAT’S NEXT: The council asked staff to reach out to the military and see if veterans can be incorporated into the housing plan. Additionally, staff will continue to study how to use a parcel at Camino Las Ramblas and Via California for affordable housing, too.

…A September 11 Event?

THE LATEST: The public is invited to join CREER and Juaneno Band of Mission Indians for a celebration of San Juan Capistrano’s 6th Annual Indigenous American Festival and the region’s first ever 9/11 remembrance on Saturday, September 11, at Historic Town Center Park.

Some residents initially criticized the plan to hold the event on 9-11, but Richard Ybarra, executive director for CREER, which is Spanish for “believe,” said the event would be respectful of the US losses on 9-11 and include all cultures.

To that end, the American Legion, Veterans of Foreign Wars (VFW), active duty personnel from Camp Pendleton Marines (1st Battalian 11th Marine regiment) thanks to Councilmen Sam Allevato and Tom Hribar, will join CREER and the Juaneno Band of Mission Indians in commemorating 9/11 and honoring the military at 9:11 a.m. Tribute will paid to USMC Sgt. Jose Luis Saenz III, the member of the city’s adopted Marine battalion who was killed in Afghanistan.

A multicultural celebration will follow with fun and entertainment for children from crafts and arts to world music and performances, as well as international food in over 40 booths and vendors with opportunities to win prizes.

…A Smaller Distrito La Novia?

THE LATEST: City leaders say the number of horses in the debated Distrito La Novia proposal should be reduced by more than 200, and the developer has already agreed to shave a floor off a multi-level parking structure.

The changes were discussed during a special meeting on the mixed residential, commercial and retail project on August 12. That meeting drew more than 100 people and lasted more than five hours.

The council did not make a decision on the plan, which calls for 94 homes and a 775-horse stable on the south side of La Novia just east of Valle Road and a mix of 90 condos, 50 apartments and retail and commercial space on the north side.

As proposed, the project generates less traffic in the morning than developments already approved for the parcels, but more in the evening and overall.

City Council members said they want the traffic numbers for the new proposal to be equal or less than what’s already approved—440 homes and a 300-room hotel.

Staffers suggested reducing the number of horses to 530 and various decreases in the other elements to reduce the overall size of the development and amount of traffic it will produce.

Rodeo is a way to keep tradition alive, support charities

or many of the 6,400 or so people who will attend the Rancho Mission Viejo Rodeo on Saturday and Sunday, the thunder of hooves, the riding and the roping is a hint of San Juan Capistrano decades ago, where ranches ruled instead of rooftops.

But to Lissa Freese and her children, Tara, 23, and Brent, 18, it’s just what they grew up with.

Freese is the daughter of Gilbert Aguirre, the head cowboy at Rancho Mission Viejo. She grew up in one of the 20 or so homes near “Cow Camp” on the Ranch, off Ortega Highway a mile or so east of Antonio Parkway.

She attended public schools and was a member of the first graduating class at Capistrano Valley High School. Those were the days, and Capistrano was the sort of place, when the bus picked up the Ranch kids, and it wasn’t unusual for Freese’s mother to be waiting with a cup of coffee for the bus driver.

But if she was a student like anybody else, it was Freese’ days before and after school that set her life apart. She was around horses constantly, and showed them herself, traveling up and down the state or out to Phoenix for competitions.

She took lessons in Coto de Caza—but back then there was no Antonio Parkway.

The quickest way for her to get there was over two miles of dirt Ranch roads.

The life brought lessons not always learned today.

“You’re responsible for animals at such a young age, they’re part of your life and they depend on you to feed them and to doctor them,” Freese recalled this week during a visit to Cow Camp. “It’s a real sense of responsibility. If you’re out late, you still have to get up early to feed the

animals in the morning. That sense of responsibility is built up quickly because it’s just not all about you.”

There was also a sense of community among the Ranch residents, Freese said. Anytime anyone went to “town,” even just a few miles away, calls went to the other homes to see if anyone needed anything.

“There was just a real sense of family then,” Freese said.

And those are the lessons she wanted her children to learn, too, as they grew up on and around the Ranch. Tara and Brent probably spent more time on a horse as he ever did in a stroller. “They both rode as soon as they could be handed up on a horse,” Freese said.

Brent still rides every day. Tara, who calls herself his assistant roping coach because she drove her brother to work with Aguirre every day, is more comfortable in the office now, working on projects and planning.

With their mother, they’re part of the Rancho Mission Viejo Rodeo, which is in its 10th year. Not only have they

learned the lessons of handling the stock, organizing the events, they’ve also learned the lessons of giving back—the rodeo will hit the $1 million mark in charitable donations this year. The Shea Center and Camino Health Center are the two main recipients.

All part of the planning committee, they also have duties as the stock, 30 of the world’s best rodeo cowboys and visitors, roll into Capistrano. Freese ensures the cowboys and stock are in the right place at the right time for each event, Brent helps herd the stock back out of the arena to keep the show moving and Tara handles the online aspects of social networking and the Rodeo’s Facebook page. “Anything that needs to be done that doesn’t need to be done in a saddle,” she said.

They look forward to the Rodeo, not only as a chance to see friends and competitors the event brings once a year, but to showcase the talent—Brent likens the Professional Cowboy Rodeo Association to the NFL—and lifestyle they grew up with on the Ranch.

And like their grandfather passed it along to their mother, then their mother to them, Tara and Brent are also working to ensure they can pass the sense of the Ranch lifestyle along to future generations, too.

Both graduates of St. Margaret’s, Tara is studying urban planning at Cal State Fullerton, while Brent is headed off to Cal Poly San Luis Obispo to study Ag-Business and be a member of the school’s rodeo team.

“They’re the next generation to carry this on,” Lissa Freese, looking up on her children as they sat on horseback. “That way it will all still be about charity, and it will all still be about San Juan.” CD

Letters to the Community REIN IN THAT ENTHUSIASM —Rick Lyons, San Juan Capistrano The last issue of The Dispatch described the rodeo which the Rancho Mission Viejo Company is throwing this month. Your article had great pictures and described at length all the money that was generated as well as the generosity of the ranch. You gave kudos right and left. The more I read, the angrier I became.

You never even acknowledged that the real hosts and donors of this event are us; the taxpayers of San Juan Capistrano. Remember, we recently paid 27-anda-half million dollars for this property (the charges are due to appear on our next property tax bill) and we can’t even use the Riding Park property.

Amazingly, according to the terms of that screwy purchase agreement created by then-Mayor Nielsen and his Open Space Committee, we are forced to allow the Ranch Company to hold THEIR rodeo on OUR land FOR FREE for the next 50 years. So, we are the hosts and we don’t even get a single “thank you!” We do get to pay the bills.

All this was worked out in secret by our City Council. I’m so mad that I can’t wait until November to vote

SUPPORT FOR MEADOWS —Kate Roth, San Juan Capistrano As a resident of San Juan Capistrano for 38 years I have seen many changes both pro and con to San Juan Capistrano. I am neither pro nor con development but like to look at each project as it affects where and how we live and our overall way of life. After having the opportunity to review the project I would like to lend my support of the project and request the council’s yes vote moving forward toward approval for the following reasons: • The projects as they have been presented provide for a lower density approach for both housing and equestrian usage from the previous plan.

• With lower density housing this will provide for a more aesthetic look for the community and limiting population growth.

• The plan to reduce the equine housing at the equestrian facility provides for an updated center that will be compliant with the current agricultural regulations and in my opinion continues to preserve the equestrian presence in San Juan Capistrano.

• The removal of a hotel from the previous plans reduces the impact of traffic in the community.

• The retail center will provide an opportunity for services, retail, grocery and restaurants and provide

additional employment and tax revenue.

• The mapped connector trails, hiking paths and additional open space is a benefit in perpetuity to our community for residents and visitors.

Whether we like a project or not, private individuals and corporations do have the right to build within the boundaries of current planning rules and regulations and as always the public has their opinion to help shape a project to fit the needs and desires of the community. We need to look to the future with all projects and with this in mind these are a few questions we must ask ourselves.

1. Would our quality of life be better with the original project as proposed or with the current project?

I believe the current proposed project has a better potential for increasing the quality of life in our community.

2. As the Meadows, Distrito La Novia projects are currently proposed will it increase the tax base for our community? Yes 3. Will the residents of San Juan Capistrano benefit from the open trail connections and hiking paths presented with the current proposal? Yes. In my opinion to further enhance the project, I would like to offer three suggestions to be reviewed and presented to the Meadows, Distrito La Novia projects developer.

1. Solar: to be used to decrease energy usage in the city and the project directly.

Reflecting on an Incomplete Journey

A

s the election season heats up, the false claims and election rhetoric has already begun to fly. I had a local acquaintance recently question me about a flyer distributed in his neighborhood by a purportedly objective citizens-based group MARK that attacked me with many false and NIELSEN misleading conclusions. Of course, that was before I told him that two of the “editorial board” of the group are running for City Council. Doesn’t take a rocket scientist to figure out the obvious conflict of interest when political candidates and their colleagues are attacking the incumbent who they are trying to replace. And I can pretty much guarantee that you will all be seeing a lot more of those kinds of attack pieces in the coming few months before November 2.

Yes, I am running for re-election to the City Council.

My friends and family think I should have my head examined for pursuing a position that pays a whopping $300 per month. The position also allows me to upset at least some portion of my fellow citizens with every decision made (rarely is there an issue on which everyone agrees). Therefore, the more you do, the more folks there are who have at least one reason not to vote for you.

Let me touch on a few of the pressing issues recently raised compared to four years ago: CITY FINANCES We have significantly reduced the annual spending of the city since my election. We cut over $3 million compared to four years ago, while increasing our Public Safety budget by about $1.8 million (almost 30 percent). We have retained almost $13 million of reserves while keeping many of the special community programs going that are important to preserve our quality of life and community cohesiveness. This fiscal restraint has allowed us to be one of

only a handful of cities in California to achieve a toplevel bond rating of AAA by Standard and Poor. While some candidates wrongly claim the city is not fiscally conservative, the fact is that we have an independent expert agency putting our financial bond rating in the top 5 percent of all cities in the State.

PUBLIC OPENNESS The public process is cumbersome due to the need for handling debate among the council members only in public meetings where the agenda is posted the week before. This often results in drawn out decision-making as we have to hold two or three meetings to take input, discuss and then get answers to issues raised. Those who complain that we have held closed session votes to the detriment of the public or in violation of the Brown Act are wrong. Closed sessions are strictly controlled by the City Attorney and limited to personnel matters, litigation and real estate negotiations.

SOAPBOX Nielsen (Cont. from page 6) hurt the city’s negotiating position if our strategy were discussed openly. The deals were publicly announced and the details made public immediately. There was no violation of the Brown Act, despite some of our citizens trying to get the DA involved. The DA declined to pursue their complaint beyond the initial review with the city.

The fact is that we have greatly expanded the public notification requirements far beyond what the law requires.

Open Space In the past few years, we have acquired over 240 acres of open space, much of which was subject to development. In addition, we have options to purchase or preserve another 113 acres plus proposals with the county to preserve an additional 80+ acres. We added many open space parcels in town to the county’s Green Vision Map where before none of our city was represented. This was crucial to be eligible for literally millions of dollars of funding for habitat restoration and acquisition from Measure M funds.

And most important to me, our citizens overwhelmingly passed Measure X in 2008, which I architected.

Measure X changed the law so that no future City Council can rezone open space without a vote of the people, thus protecting all our open space for future generations.

The Ranch acquisition at Ortega and La Pata was an opportunity that presented itself after the open space bond vote. The riding park with its horse shows and soccer tournaments brings a great deal of business to our merchants that result in sales tax revenue. The claim that the Riding Park is “a longstanding financial disaster for San Juan taxpayers” is patently false.

Letters (Cont. from page 6) 2. O-2 Compost system: to convert the horse manure to usable nursery grade compost. This program can also be run by solar power. The compost can then be used to reduce water usage on the projects landscaping, community parks and made available to San Juan residents for their personal gardens.

3. Community garden: To provide an additional community garden in San Juan Capistrano for our residents.

NOT SO SUPPORTIVE —John Perry, San Juan Capistrano Following the August 12 public hearing on the Distrito La Novia/Meadows project, the City Council members all made comments supporting the General Plan Zone change and praising the project as a good deal for the City and community. And why shouldn’t they like the project, it is their design.

When San Allevato was mayor several years ago, he appointed Mark Neilsen and Lon Uso and several citizens including citizen (now council member) Laura Freese to the subcommittee. This subcommittee made “suggestions” to the developer ARES about the kind of things that would be acceptable to the City Council including an equestrian center with 950 horses and mixed-use apartments sharing building space with retail and commercial businesses.

When Mark and Lon were on the subcommittee, they both knew that in order to build what they wanted, a General Plan zoning change would be required.

The developer ARES was only too happy to oblige them because it would mean vastly more profit for the ARES Partnership because they were able to build more densely packed buildings and a six-level parking www.thecapistranodispatch.com

Rather than a financial disaster, the taxpayers are now receiving almost $250,000 per year from the leases on the land we just acquired.

In fact, it should be noted that the $27.5 million we paid for the 132 acres from the Ranch looks like a bargain compared to the $21 million we paid in 1990 for the sports park/farm property and Northwest Open Space that totaled 126 acres. The $21 million we paid in 1990 is equivalent to over $34.5 million today!

Accusations that the Ranch acquisition is “private open space” are also wrong. The Riding Park is public land that is under a lease that runs through 2011.

Another portion of the acquired land is leased by the Oaks and Joan Irvine Smith. A third piece along Ortega where the lemon groves sit is not leased and is being considered for a combination of various public uses ranging from a campground to picnic groves to a multi-purpose day use area and a staging area. The land under lease is no different from the organic farm by the sports park which the city acquired in the 1990 open space bond. That farmland is not open to the public, and the lessee pays the city for a private use that was determined to benefit the city overall.

And the city did not negotiate this deal secretly.

The fact the negotiations were occurring in closed session was posted publicly on the council agenda on multiple occasions.

Are there terms in the purchase agreement I don’t like? Absolutely! However, at the end of the day, a seller does not have to sell unless they get terms they want. On balance, I believe it was far better for our city to acquire this land under these terms than to allow it to be developed and lost forever as the unique open space asset we now control. I believe my colleagues agreed, as the council voted 5-0 to make this purchase.

Water We achieved an end to the brown water

problem of a couple years ago, and in the process removed the company that was running our groundwater recovery plant. This ended a $100,000 per month contract that we now handle in-house for far less. Pro-active maintenance has begun that for decades was ignored, leading to emergency fixes being the norm instead of the exception. This approach has cost us dearly and the recent rate hikes are in part a reflection of this past practice that each year put us in a deeper hole. We are well on our way to fixing the past issues and establishing San Juan Capistrano as one of the few cities in Orange County to have most of its water needs provided directly, instead of importing water. The Chevron MTBE spills continue to be a major issue and the city is holding Chevron accountable for the cleanup and costs that have been incurred.

Until we can recover the costs from Chevron, the city is constructing a new treatment facility to clean up the MTBE ourselves.

Overall, this is but a small part of the numerous challenges we have addressed these past four years.

I hope to have the opportunity to complete the work I started, but that will have to wait for your vote in November. In the meantime, we have a great deal of work that requires input from the community. There are competing views on which each side feels they are in the right. Our job on council is to listen to all input and use our best judgment to decide what is in the best long-term interest of the whole city. While we likely will not agree on each issue, I pledge to use my best judgment independent of personal interests to do what is best for our city overall. And I will gladly explain my decisions and thinking to anyone who is interested. As always, I welcome your comments and challenges.

structure on an 18-acre site and at the same time gain zoning for 995 horses. A little gift that could earn the ARES Partnership millions of dollars in profit with no investment other than land.

But now, with City Council support, ARES prepared a draft EIR as required by law and proceeded down the long city approval road. The San Juan Planning Commission after a multitude of hearings and meetings with ARES, declined to approve the project citing traffic and incompatible building massing as the reasons for disapproval.

ARES purchased the land in 2000 knowing that the General Plan zoning approved by a prior city council, entitled them to build a 300-room hotel and support facilities on the Distrito parcel and 440 homes on the Meadows parcel. This zoning had been in place since 1986 but no one was interested in building either the hotel or the homes.

Mark Nielsen, Lon Uso and Tom Hribar all were elected in 2006 by campaigning on the issue of protection of resident’s property rights by restricting General Plan amendments. But after being elected, they opted to forget their campaign promises and instead assured the developer would be granted a General Plan amendment for building the kind of project they wanted.

In my remarks to the City Council I asked the question, “What is so compelling about this project that would cause you repudiate your campaign promises and, if you do, why should the community ever believe anything else you might say?”

Lon and Mark have filed for reelection in November. They no longer have my trust or respect. I will vote for alternative candidates in November.

IN DEFENSE OF ORTEGA EQUESTRIAN CENTER —Christine B. Kirkland, San Juan Capistrano I would like to express that I do not agree with my neighbor, Hilary Schneider’s, comment in the “Letters to the Community” in The Capistrano Dispatch of August 13-26, 2010 with respect to the Ortega Equestrian Center. In his letter he states: “Anyone who doubts the noxious odor and horse fly issue needs only to pass by the stables at Calle Arroyo and Paseo Tirador. Clearly, there is no attempt to keep these stables odor free and the flies controlled.”

I have walked two different dogs in Cook’s Park on Calle Arroyo three or four times a week for nearly six years. We walk past the corralled horses at the west end of the Park and on to the corner or Calle Arroyo, then down Paseo Tirador. As one nears the corner of these streets, there is sometimes an odor, which I believe is coming from the dozen or so cows that are near the fence in this area. I do not believe it is emanating from the 175 horses that I have read that Kathy Holman says are housed in the facility. Further, almost every morning I see an attendant cleaning up after the cows, so I refute that no attempt is being made to keep the area odor free. Lastly, in all of our walks—and we walk on the sidewalk immediately adjacent to the fence—my dogs and I have yet to encounter the first fly.

I do not question the validity of the remainder of Hilary Schneider’s letter, but when one makes one statement that is not quite on the mark, it does make the reader suspect as to the accuracy of the remaining statements.

The Story Lines Are Set …

ike a running back slamming into the line a foot from the end zone, high schools in San Juan Capistrano are hitting the 2010 football season with a new energy, new circumstances and hew hopes.

Having five high schools in Capistrano makes it impossible to catch every game every week. But every school has a storyline worth following, as longtime champions rebuild, long-struggling teams look for that elusive key to success and San Juan Hills High fields its first team of seniors.

St. Margaret’s Episcopal School has long been synonymous for gridiron dominance. And while a single loss in 2009 ended the county’s longest winning streak, the Tartans finished the season with its fourth consecutive CIF championship. But 2010 also ended the relationship between St. Margaret’s and one-time California Coach of the Year Harry Welch, who moved on to Santa Margarita Catholic High School. Rod Baltau, a member of Welch’s staff,

stepped up to the head coach job and will now try to continue the school’s winning tradition.

Other Capistrano schools have tasted success but not had a chance to feast at the championship table: Saddleback Valley, adjusting to a new offense, went to the playoffs in 2009, and JSerra—another young school—had a respectable 6-4 season, but all four of the losses came in league play. The Lions play in the Trinity League, among the county’s toughest.

Capistrano Valley Christian High turned itself around in 2009 with some wins, playing 8-man for the first time, and coach Chris Fore plans to continue that trend this year.

The San Juan Hills Stallions, meanwhile, find themselves playing with seniors on the squad for the first time. That’s a mixed bag, coach Greg Gibson says, as the team has remained a unit for three years, but his senior class hasn’t had the advantage of older mentors through their career.

The Stallions finished last year with a 4-6 overall record, and 2-3 in league, but the lack of seniority—and even size, in some cases, as the older opponents just outbulked San Juan Hills—was the difference in more than one game.

“We had a good season last year, but I wouldn’t say we accomplished what we wanted to accomplish,” Gibson said. “This year, we’re confident, but it’s going to come down to execution.”

Preparation. Determination. Execution…the difference between the running back getting into the end zone or being stopped inches short.

he San Juan Hills Stallions will hit the field with something the team has never had before: Seniors. As the fledgling school starts its fourth year, members of the football squad who have faced seniors on opposing squads the past two seasons find themselves the old men on the field.

The Stallions’ experience, growing a school, growing a team together, is a mixed blessing, says Coach Greg Gibson.

“The advantage of that is that every single kid has had a year of playing varsity football and you have every single one of them coming back. That’s the advantage of it, you’re not losing anybody,” Gibson said. “It’s not monumental advantage…the kids coming back have never had seniors saying ‘this is how things are supposed to

Whatever edge it brings will be important: San Juan Hills plays in the Sea View League this year, where Gibson says every contest will be like a playoff game. While he’s got strong returning players—quarterback Will Acromite, running back Michael Perryman and receiver Rocky Bragg among them—Gibson stresses a team approach where every player on the field holds the key to victory, every play.

“We’ve got all the guys coming back. We’ve had a good off-season, we’ve worked hard for three years. They’re confident as players, we’re confident as coaches, but now the real business starts,” Gibson said. “I feel we can have a successful season, but the kids have to come to work every day.”

All of their four wins from last year came from beating teams in the South Bay League. In high school football, league play is the all-important part of the schedule, and with the Red Devils record in that category, they have proven they can compete. Look for a high-energy game as the Red Devils and Stallions open their seasons against each other.

2009 record: N/A 09 vs. SJH: DNP Affiliation: Empire Coach: Jeff Bailey 2010 Team Overview: A team that is still a work in progress, the Mustangs will enter the 2010 season with a big question mark attached to them. This will be their first full varsity season and because of that, no team will have an advantage in knowing how they play and what their tendencies are. Although Yorba Linda might be relatively unknown in the Empire League, they will have to compete against a well-known Cypress High team that has dominated the league for the past two seasons.

They were held scoreless in three of their games en route to a three-win season. Unfortunately for El Modena, this year does not hold too much early promise either. They will be without one of their biggest producers on the field as quarterback Bryan Stiefel has moved on and graduated. With a weak defense that allowed 354 points in 10 games, the Vanguards should be one of the easier opponents the Stallions face this year.

2009 record: 2-8 (2-3 league) 09 vs. SJH: DNP Affiliation: Century Coach: Doug Case 2010 Team Overview: Having to play Foothill and El Modena back-to-back this year should help the Stallions. They go from playing a team that was 3-7 in 2009-10 in El Modena, to a Foothill team that went 28 last year. But last season Foothill seemed to have a hole in their game plan on the defensive end. They lost a few close games but when looking at the final scores, just gave up too many points way too often.

With the departure of linebacker Mike Jones, who averaged 10 tackles per game, the defense will be in need of leadership.

One of the key players returning is senior running back Jordan Kemp. Kemp rushed for a team high 552 yards on 88 carries last year and scored five touchdowns. Although the Trojans will be without their starting quarterback and top defender from last season, their junior varsity team has shown some promise as they went 7-3 last year. These newcomers from JV should help fill up the Trojan’s depth charts.

2009 record: 7-5 (3-2 league) 09 vs. SJH: Won 49-35 Affiliation: Sunset Coach: Eric Lo 2010 Team Overview: Huntington Beach is looking to have another winning season under head coach Eric Lo who will have nine of his players returning.

Part of Huntington’s strength is their size on the lines and skill in the secondary, so returning offensive and defensive lineman Luke Holler should keep up that reputation. Holler had 72 tackles last season on defense. The Oilers have proven to be a tough opponent for San Juan Hills but this year will be different considering the Stallions will be facing a new quarterback in the Huntington system. Last season against the Stallions, Huntington senior quarterback Sean Guite burned the San Juan defense for three touchdown passes. However, teams will look to exploit the inexperience the Oilers now have at the quarterback position.

A solid 2009 proved that they can play in the tough Sea View League. But with only 10 players returning from last year’s squad, that core veteran group will have to prove that last season was no fluke. Holding down the offensive line will be tackle Jack Alvarez (6-4, 280).

If Alvarez can unite the offensive line, it will make room for senior running back Nico Jackson to do some damage. Jackson led the team in rushing with 77.2 yards per game last season.

2009 record: 10-3 (5-0 league) 09 vs. SJH: Won 48-7 Affiliation: Pacific Coast Coach: Bruce Ingalls 2010 Team Overview: The Hawks enter the 2010 season as one of Orange County’s teams to beat. Laguna Hills’ overall record for the past few years has been good but their league play seems to be their key to success. Since the 200506 season, the Hawks have posted an amazing 19-1-1 record in league play. As the reigning 2009 Pacific Coast champs, the Hawks will have to play this season with a target on their backs.

One of Laguna Hills’ strengths last year was their ground game. The team ran for a collective total of 2,546 yards with seven different players running for 120 or more yards on the season. The bad news for everyone else in the league is that the Hawks will have six of those seven rushing contributors returning for next season, so look to see the Hawks moving the chains through their run game.

2009 record: 2-8 (0-5 league) 09 vs. SJH: Won 26-23 Affiliation: Sea View Coach: Jeff Veeder 2010 Team Overview: In their match against San Juan Hills last year the Wolverines offense exploded in the second half to earn a narrow come from behind victory. The win against San Juan was the first of their two wins in a less than impressive 2009 season. The key to the Wolverines success in 2010 will be their defense. Last year they allowed an average of 35.4 points against, a number that needs to come down if they are to have their first winning season since 2006.

Someone is going to have to step up and produce as the Cougars skill positions will be depleted. They will have a new quarterback and their top running back and wide receiver have graduated.

But whoever steps in to the new quarterback position will have two legitimate wide outs to throw to in seniors Cole Winninghoff (6-4, 185) and Alex Heineman (6-1, 195). Capo Valley slightly improved their record last year under the helm of new coach Matt Poston and went from being a 3-7 team in 2008-09 to a 4-6 team in 2009-10. With another year of experience under his belt, and a slightly easier schedule than previous years, Poston and the Cougars should come away with a few more wins than last year.

ver the past two years, Capistrano Valley Christian has gone from being a winless team in ‘08-09, to a four-game winner in their ‘09-10 campaign. Now, head coach Chris Fore and his squad are trying to build on that momentum and put together a winning season, which is something that hasn’t happened in Eagle country for a long time.

The Eagles were on the verge of having a winning season last year, but Fore said it was the team’s inability to push further into the win category as a result of playing in a new league. Before the ‘09-10 season, the Eagles were placed in a smaller league in order to be more competitive with schools their size. But once they entered the Express (8-Man) League, they quickly realized how often the teams they play against the run the football.

“We weren’t prepared for the run-heaviness of the league at all,” Fore said. “The teams [in the 8-Man League] run very heavy so we are trying to stop that”.

After their first full season in this new, run-heavy league, Fore and his defensive coordinator have developed an unusual 4-2 defensive scheme in hopes of stopping the run in 2010. In the 4-2, the Eagles will have four defensive linemen up front with two linebackers behind them. fective is the play of their linebackers. Fore described how they are lacking depth at the position and hopes that by adding an extra lineman, the linebackers will be able to roam more freely and also assist on clogging up the running lanes.

The Eagles are hungry to take their new defensive scheme out onto the field come Friday nights and with a full season of experience in the new league under their belts, the team seems ready.

“Last year after that season, we learned that we have to try to evaluate ourselves.

We realized we need to put in effort on an everyday basis. From the weightroom to practice. Giving every drill 100 percent and doing 100 percent of your job,” Fore said.

he Tartans have a new look and a new coach at the helm, which will offer a 2010 campaign that may be unlike what we’ve seen in the past four years.

With former head coach Harry Welch off to the dry foothills to coach the Santa Margarita Eagles, former assistant coach Rod Baltau steps in to assume a head-coaching role he’s more than ready to fulfill. Baltau was part of Welch’s coaching staff that helped guide the Tartans to its fourth consecutive CIF title in 2009.

“I’m looking to continue on with the tradition that St. Margaret’s has built on here,” Baltau said. “This is a young team and though we’ve lost players that have either transferred or just not decided to play football, the youth and enthusiasm on this team is great. We’ve got a great set of coaches and I’m looking forward to having a great year ahead. he Warriors will look to reclaim some of the success they achieved last season, but may be in for a year of growing pains. After losing most of their varsity leaders from last year in guys like William Hinn, Jamie Whealen, Christopher Adam and Eddie Edmondson, the Eagles are in rebuilding mode and look very young on paper.

Only six seniors are on the 2010 roster and include David Penaloza (RB/LB, 5-10, 170), Sinjin Ogan (DB/RB, 6-0, 185), Brandon Castle (K, 5-11, 165), Luke Gannon (RB/LB, 6-0, 160), Samuel Mercer (LB/OL, 5-11, 170) and Joey Molina (OL/DL, 6-2, 230). Adding to the mix is a roster laden with underclassmen and just seven juniors.

The quarterback position is still being ironed out but time behind center will likely be split between three players—Ryan Bialobreski (junior, DB/QB, 5-11, 165), Brandon Camarillo-Towles (sophomore, QB/FS, 5-9, 140) and Morgan Robinson (sophomore, QB/LB, 6-0, 180).

“We’re young this year,” said head coach Gary Chambers.

And the Warriors may just have a clutch boot for those crucial three points and long kickoffs as Castle returns to fold following a solid 2009 season that saw him rack up 980 yards on 20 kickoffs.

Either way, the boys have a lot to prove and should continue to coalesce throughout the year and beyond.

he Trinity League in Southern California is a minefield for those who have to compete in it. Navigating through a league that is full of high school powerhouses like Orange Lutheran and Mater Dei is no easy task.

For the JSerra Lions and head coach Jim Hartigan, this fact has become their reality. The Lions finally earned their first Trinity league win last year when they edged out Santa Margarita by a score of 14-12.

Now with the 2010 season ahead of them, the Lions and Hartigan know that if they are going to compete, they will have to take care of business one game at a time.

The 2010 varsity roster for the Lions is beginning to shape up and Hartigan seems pleased with his team. JSerra will have 12 returning players for the 2010 campaign. Of the 12, there will be six returning on defense and six returning on offense. While 12 returning players is a healthy number, the impact of LIONS QUICK FACTS personnel from last year’s JV squad has ’09 record: 6-4 (1-4 in Trinity League) been a training camp headline.

“We actually have four guys fighting for three spots [at linebacker], and we’ll be new in the middle [on defense], but not in the front or back,” Hartigan said.

While other former JV standouts like quarterback Jake Hall have helped add skill to the Lions attack and add balance to the team, when asked about how the Lions will succeed, Hartigan stressed how his veterans will be invaluable in the months to come.

“As a group, they need to step up and set the tone for the young guys,” he said. “We’ve upped our schedule from last year. Only time will tell.”

Storyteller Hal Ketchum to perform at the Coach House

Touring with band members Johnny Hiland (lead guitar), Michael Clair (guitar), Shawn Scruggs (bass) and Cody Leppo (drums), Ketchum is set to play at the Coach House on Sunday, August 29.

We caught up with Ketchum recently to talk about his music and his upcoming show.

What is it that you enjoy most about performing at the Coach House? It’s in the magic of the bands who have come before and those who will follow. The Coach House has such a great legacy. I’ve played there so many times that it’s almost like a homecoming when I take the stage. The welcome of the crowd is always a thrill and the room itself sounds magnificent.

What can concertgoers expect to hear on your set list? I like to take my cue from the audience and fill in from there.

That’s part of the beauty and intimacy of the room. My shows become a sort of conversation between me and my audience.

Your newest album, Father Time has been hailed as your masterwork. Can you talk about that a bit? It’s a compilation of songs I’ve written over the years along with some new music and songs resurrected from early live performances, like The Preacher and Me. The album was cut live in the studio over two days and I had a blast working with some of the best acoustic musicians in Nashville.

What’s next for you? I recently met with Steve Miller to discuss a future collaboration. A duets album to be recorded in Nashville is in the works.

Committee Preparing for City’s Birthday

N

ext year the city of San Juan Capistrano will celebrate its 50th anniversary of incorporation. More stories next year on how it all came about…but in the meantime a group of residents have been meeting for over a year to plan for this JAN SIEGEL upcoming event. The main idea was that there would be a yearlong celebration, and that each group in town would provide an event that would aid in that celebration. Groups that already have events could incorporate the anniversary of San Juan Capistrano into their programs. From the very beginning the city has been most supportive but with one caveat…we have no money to spend on this anniversary! But that was no challenge for the committee. We simply came up with ideas to raise money that would benefit the community.

I say we, because I am fortunate to be the chairperson for the Celebration Committee. Pam Hallan Gibson is the Honorary Chair. Committee members include, Ilse Byrnes, Ann Forster, Councilwoman Laura Freese, Ken Friess, DeBorah Kay, Erin Kutnick, Jerry Nieblas, Kate Roberts, Mozelle Sukut, Don Tryon and Jonathan Volzke. Karen Crocker and Cindy Russell represent the city.

The theme for the year will be Centuries of History—50 years of cityhood. After a competition among local artists, a logo was selected by artisan Toni Reiner.

That logo will appear on all communications regarding the celebration. Reiner will receive $250 and a paver for her winning entry.

Local high schools art departments were asked to participate in a banner competition. Those banners will be flown on Camino Capistrano throughout 2011 on the light poles. There are seventeen light poles and therefore we had seventeen winners for the banners.

The winners were given award certificates from the city at the June 15 city Council Meeting. Capistrano Valley Christian School, San Juan Hills High School and the Boys and Girls Club had the winning artists.

The Celebration Committee is also selling brick pavers to be put in the downtown area of San Juan Capistrano. The pavers will start at the Mission and Cedar Creek, on both sides of the street, go to Starbucks and continue down both sides of Camino Capistrano. The pavers have three lines, 17 characters per line. They can be purchased by anyone in the community for $250 each. Forms are available at Summer Night Concerts, at City Hall and online

The Celebration committee has come up with some amazing city functions for next year. But this is your chance to become part of the history of our community. You can spend a Moment in Time by purchasing a banner or a paver and become a permanent part of San Juan Capistrano. All money raised is 100 percent tax deductible. At the end of the Celebration year, any money left over will be given to the city to use for Historic Preservation. This is the perfect opportunity to honor a family member or remember a loved one.

Jan Siegel is a longtime downtown tour guide and member of the Cultural Heritage Commission. Her name appears on the city’s “Wall of Distinction.”

Community Loses Hallen John C. Hallen, a resident of Rancho Carrillo, passed away at home on July 30 at the age of 79 from complications from myasthenia gravis, an autoimmune disease. He is survived by his wife, Tammy Hallen and seven children, Vikki, Debbie, John, Mark, Carol, Robert and Amber and 15 grandchildren. John is preceded in death by both parents and his daughter Jennifer. Memorial services were held on Saturday, August 21.

Blues Invited to National League Capistrano soccer program again on national stage The Capistrano Dispatch

he U15 and U16 girls Blues soccer teams are among 88 selected to compete in the 2010-2011 US Youth Soccer National League season. The league, entering into its fourth season, is for Under-15 through Under-17 Boys and Girls elite club soccer teams with an individual proven track record of success in US Youth Soccer programs.

“The 2010-2011 US Youth Soccer National League marks a significant shift as the league almost doubles in size, challenging more teams to raise their level of play above and beyond their already

elite level status to compete for a top spot in the National League standings and a coveted ticket to the US Youth Soccer National Championships,” Paul Luchowski, National League commissioner, said in a statement. “Now in its fourth season, the league continues to provide a truly national competition for even more players to develop and test themselves in meaningful matches and everyone is looking forward to another great season.”

Serra Catholic High School baseball player Austin Hedges this month was honored with the Rawlings Defensive Player of the Year Award.

Honored this year as one of three Aflac All-Americans, Hedges is only the second high school student to win the award.

The six-foot, 185-pound catcher hails from San Juan Capistrano and finished his 2010 season with a batting average of .369 with four home runs, 28 hits, 20 RBI and 12 stolen bases.

The senior was profiled by Baseball America magazine in June.

“He changes the game so much behind the plate,” JSerra coach Brett Kay told the magazine.

The seven game season will begin in Wilson, N.C., where all boys’ teams will compete Nov. 18-21 and all girls’ will compete Dec. 2-5, followed by participation in one of two other locations per gender consisting of girls’ Dec. 31-Jan 2 in Orlando, Fla., and boys’ competition Feb. 19-21 in Florida. The final play date will combine boys and girls in Las Vegas March 18-20 and be held in conjunction with the Player’s Soccer Showcase. The complete schedule will

be announced on USYouthSoccer.org in mid-September.

The first place team from each division age group will earn a spot to the 2011 US Youth Soccer National Championships along with the four US Youth Soccer Regional Champions.

The national championships are the culmination of the US Youth Soccer National Championship Series where the nation’s champions are crowned in six age groups for boys and girls.

The Capistrano-based Blues teams include the U15, So Cal Blues–Pearson (CA-S) Region IV and the U16 So Cal Blues–Draluck (CA-S) Region IV.

Blenheim Shows at Del Mar The Capistrano Dispatch

fter two successful weeks of competition in San Juan Capistrano, Blenheim EquiSports returns to the Del Mar Horse Park for two shows chock-full of fabulous events.

The Showpark Summer Classic began on August 25 and runs through August 29th. The first show in the summer series offers both a Kids Day and the $40,000 Grand Prix of Showpark, presented by California Horsetrader, on the afternoon of Saturday, August 28th. The last outdoor grand prix of the season, this particular event attracts upward of 60 entries and is a great spectator experience. Last year, top honors went to California superstar Ashlee Bond and her partner Cadett 7 (Little Valley Farms, owner) with Mexico’s Eduardo Menezes and Renior Mercedes Benz, in second.
