SAN CLEMENTE The San Clemente City Council is scheduled to vote Tuesday to formally adopt the city budget for 2014. The new budget includes funds for two part-time police inspectors, to help lessen the load carried by the city’s current detectives.

Studies done by the Orange County Sheriff’s Department indicated that San Clemente’s investigators carry a nearly 50 percent higher caseload than others in cities in south Orange County. The budget also includes a reduced stipend for the Downtown Business Association. The DBA asked for an increase to $61,400 from previous stipends of $44,000 in this year’s budget due to factors like work on the Avenida Pico interchange and the development of Marblehead Coastal Outlet Mall. The council expressed discomfort with increasing city support for private business. The stipend was ultimately reduced to $40,320 by council vote.

In a split vote, the Dana Point City Council elected to adopt a resolution setting the city’s short-term vacation rental permit fee at $150.

The ordinance regulating short-term rentals of less than 30 days was approved in April after more than five years of discussion. According to staff reports, Dana Point is home to some 250-vacation rentals currently not being taxed like hotels, inns and campsites.

But under the new ordinance, these rentals will now be required to participate in the city’s transient occupancy tax program—a 10 percent nightly tax, and its largest source of tax revenue. Enforcement of the city’s ordinance is set to take effect on January 15, 2014. The approved permitting fee is subsidized from the $220 needed to fully recover administrative costs, city staff said. Total costs are estimated at $37,500 annually.

…the Planning Commission?

THE LATEST: Two new faces are set to join the San Juan Capistrano Planning Commission after the City Council cast their votes to fill the five-member board on Tuesday, June 4.

Newcomers Evan Chaffee and Ian Gardiner will join the commission starting July 1. They are joined by incumbents Sheldon Cohen, Tim Neely and Roy Nunn, who were all reelected.

The council went through three short rounds of voting to fill the commission. In the first round, Chaffee, Gardiner, Neely and Nunn were voted in immediately. A second vote resulted in a 2-2 tie between Cohen and current Chairman Robert Williams. Incumbent commissioner Jeff Parkhurst received one vote. The final ballot gave all five votes to Cohen.

The council held their first public interviews for the commission in May. The city changed its citizen commission structure and appointment process in November.

…the Second Saturday Art Fair?

THE LATEST: The Second Saturday Art Fair, a popular weekend attraction in San Juan Capistrano, may have to fold up shop due to an escalating drop in artist vendors since 2011, say the event organizers.

The art fair, the brainchild of Randi and Joel Peshkin, attracts local and out-of-town artists and tourists to the city monthly. However, since the city’s municipal code began requiring an annual permit fee three years ago, vendors have become reluctant to participate, the Peshkins said. The city previously required artists to only pay a “per event” permit fee.

Initial annual licenses cost $49 and subsequent licenses for returning vendors cost $16 annually. Yet, proponents of the per event fee feel the current codes still continue to discourage new and returning artists.

Air quality officials became involved earlier this spring after the California Coastal Commission indefinitely tabled a decision on whether or not the city of Newport Beach could remove its 60 fire rings over community health concerns.

Debate surrounding the proposal spurred the South Coast Air Quality Management District to examine the issue, according to spokesman Sam Atwood.

WHAT’S NEXT: Cindy Russell, the city’s chief financial officer, said a user study is being assembled to measure the art fair’s impact on local businesses and will be available for review by the City Council in July.

…the Fire Ring Ban?

THE LATEST: Calling it an affront to Southern California’s beach-going culture, the San Juan Capistrano City Council on Tuesday, June 4, voted unanimously to draft a resolution in opposition of a proposed ban on woodburning beach fires in Orange and Los Angeles county beaches.

The item was brought to the council’s attention by Councilman Derek Reeve, who called the proposal “ridiculous” and urged his fellow councilmembers to support other cities that have openly opposed it, including Huntington Beach and San Clemente.

WHAT’S NEXT: The AQMD has scheduled a public hearing to discuss the proposal for 5:30 p.m. on Friday, June 14 at the Embassy Suites in El Segundo.

…the CUSD Budget?

THE LATEST: The Capistrano Unified School District Board of Trustees got a first look at an updated version of the district’s 2013-2014 budget, but the final shape of that budget will still likely depend on what gets adopted in Sacramento.

Clark Hampton, assistant superintendent for business and support services, told trustees that the district was not expecting significant changes from the state as the budget moves toward the adoption of a budget compromise, but said the district is expecting more funding this year than in 2012-2013.

However, under current projections, the state will likely not restore the amount of funding the district had before the economic downturn until at least 2021, according to Hampton.

…the History Textbooks?

THE LATEST: The Capistrano Unified School District Board of Trustees declined to purchase new textbooks for a new Advanced Placement World History class at Dana Hills and Capistrano Valley high schools after trustees objected to both the content and quality of the text.

William Evers, the husband of Trustee Anna Bryson and a former assistant secretary of education in the George W. Bush administration, said the book, World Civilizations: The Global Experience, 6th edition, failed to give adequate space to classical liberal, as well as conservative economic thinkers, from the Austrian and Chicago schools. As to historical events, Evers said the book presents one-sided views of the Great Depression, the Vietnam War and global warming.

Bryson, who has announced her candidacy for the State Assembly seat currently served by Diane Harkey, said it is important, especially in a state with fiscal problems, to present different economic schools of thought.

Nuclear No More

Swirling in doubt and rising in cost, Edison opts for lasting SONGS closure

A

midst billions in mounting debt and growing uncertainties surrounding a restart, Southern California Edison, the majority owner and operator of the troubled San Onofre Nuclear Generating Station, announced the plant’s permanent shutdown last week, ending a four decades long run for nuclear energy in the region.

The decision was made in light of ongoing doubt surrounding the fate of the nuclear plant since its two steam generators, Units 2 and 3, were taken offline in January 2012, after a small radiation leak was detected in the latter unit—disabled generators which until now Edison had long vowed to restart.

“SONGS has served this region for over 40 years, but we have concluded that the continuing uncertainty about when or if SONGS might return to service was not good for our customers, our investors or the need to plan for our region’s long-term electricity needs,” Ted Craver, chairman and CEO of Edison International, SCE’s parent company, said in a statement.

Edison officials announced the shutdown will result in 1,100 layoffs, reducing plant staff to 400, with the majority expected to take place over the remainder of this year.

But the plant’s 1,500-person staff will not be cut until its revised emergency preparedness and security plans, for a shutdown plant, are approved by the Nuclear Regulatory Commission, Craver said. Currently, the regulatory body views the plant as operational since Unit 2 still houses nuclear fuel.

Victor Dricks, spokesman for the Nuclear Regulatory Commission Region IV, which regulates SONGS, said the NRC will continue its oversight of the plant but determination of the impact the announcement will have on existing investigations and licensing actions will have to wait until Edison submits its decommissioning plan. Edison has until the beginning of July to officially inform the NRC of its plans, and two years to submit its retirement proposal.

As Edison officials take steps to layout the decommissioning plan of the active Unit 2 reactor, one fact is certain:

Spent nuclear fuel will be, at least for the foreseeable future, housed at the facility.

The company reportedly has a $2.7 billion trust fund, after taxes, to handle costs associated with the closure. According to Craver, the fund, containing money collected from ratepayers each time they pay their energy bill, could cover 90 percent of Edison’s $3 billion in expected retiring expenses.

But according to Edison officials, total expenditures are anticipated at $4.1 billion, leaving more than $1 billion in funding unaccounted for.

Breaking it Down While Edison’s closure decision brings an end to nuclear power in Southern California, the seaside twin-domes along Interstate 5 will be a regional fixture, and reminder, for years to come.

The road to decommissioning isn’t a new one for Edison. After shutting down Unit 1 in 1992 to avoid a $125 million price tag for upgrades, Edison spent the next seven years removing fuel from the reactor. Work still remains for soil remediation and grading. However, the decommissioning process for Unit 1 pales in comparison to what is expected of the remaining units.

At the time Unit 1 opened in 1968, it was the largest commercial nuclear reactor in California, operating at a capacity of 436 megawatts. When fully functional, Unit 2 and Unit 3 operated at 1,070 megawatts and 1,080 megawatts, respectively, according to the California Energy Commission.

Mikael Nilsson, a chemistry and materials science professor at the University of California, Irvine, said the spent Page 4

fuel rods of nuclear plants, like Unit 2 at San Onofre, will slowly be removed and initially placed underwater to dissipate radioactivity from the fission—or separating—process.

After a period of time cooling in pools, the rods—which are approximately one foot by one foot and stand one meter in height—will be placed into steel and concrete casks. While the NRC recommends that used fuel spend at least five years cooling in pools, it has in the past approved removal after just three.

The industry standard for cooling is 10 years, according to the commission.

“It takes time, because you have to do it carefully,” Nilsson said. Once the spent fuel is encased in concrete, it becomes less dangerous in terms of natural disasters, he said.

As these spent fuel pools cannot house all the plant’s radioactive fuel at once, a lack of space and of a central national repository could keep nuclear waste at the coastal site indefinitely. The federal government defunded a plan establishing a central storage facility at Yucca Mountain in Nevada for such waste in 2010, leaving spent nuclear fuel housed on existing sites.

Edison’s announcement could leave two standing proposals with the NRC to restart one generator at partial capacity dead in their tracks.

Craver said that had the reactor been allowed to come back online this summer, there was a “clear cost advantage” to keeping the plant running at least until the license expired in 2022. However, as time progressed and the processes dragged on that advantage all but dissipated. Craver also noted uncertainty

over whether the license could be extended in the future as playing a role in the decision.

Since the nuclear plant was taken offline early last year, Edison has spent more than $440 million for replacement power, maintenance and operational costs, according to an Edison investor report, bringing the utility’s investment in the plant to about $2.1 billion.

Craver said recovery costs in the loss of the San Onofre plant would come from four sources including ratepayers, utility insurance claims, shareholders and the manufacturer of the replacement generators, Mitsubishi Heavy Industries, whose design, he said did not perform to specifications—ultimately leading to the utility’s closure decision.

But disagreements over Mitsubishi’s liability have risen.

Officials at Mitsubishi have been in negotiations with the utility over its accountability for the damage, since high vibration and other factors degraded tubes in the replacement steam generators. A letter from an Edison executive in 2004 highlighted concern over design flaws in the replacements, but aging generators were nonetheless replaced in 2009 and 2010, for $680 million.

Throughout the past 17 months— since a radiation leak was discovered— Edison officials have been questioned about their oversight of the replacement generator’s engineering and accused of ignoring issues in order to skip a lengthy approval process. The utility has held that a more intense approval process would not have identified this kind of technical issue. www.thecapistranodispatch.com

EYE ON SJC “This was such a unique phenomenon,” Craver said. While tube vibration and wear has been reported at other plants, the vibration seen at San Onofre is unlike others in the industry, he said.

Reclaiming additional funds from Mitsubishi has been a part of Edison’s cost recovery strategy, but a statement from Mitsubishi indicated the company would not readily hand money over.

“Mitsubishi’s liability to SCE is limited by the contractual provisions to which the two parties agreed,” officials from the manufacturer said in a statement, “and includes an overall limitation of liability … including the cost of replacement power.”

The generator manufacturer estimates its financial liability lies at about $137 million.

Before the outage, the seaside nuclear facility powered 1.4 million households in Southern California, and the plant’s two reactors provided 17 percent of all power produced by SCE. Additionally, 20 percent owner of the plant, San Diego Gas & Electric, relied on SONGS for 20 percent of its power.

With both offline permanently, the utility believes it can continue to supply power to Southern California, but the long-term planning process to replace nuclear energy will be tough. Craver said he has spoken to Gov. Jerry Brown and Michael R. Peevey, president of the California Public Utilities Commission, about balancing the region’s energy resources and stabilizing the grid.

Since the fate of the San Onofre plant was unknown, SDG&E officials said they prepared for a summer without SONGS. Officials from the utility, which services 25 communities across San Diego and Orange counties, said barring unexpected emergencies, the 4,100-square-mile region should have adequate power supplies throughout the summer months.

In a statement assuring customers, chairman and CEO of SDG&E, Jessie J. Knight, Jr. said customers may be asked to reduce their usage on hot days, when energy demands peak. The CPUC is also working with energy customers on conservation efforts.

Rounding out ownership of the nuclear plant, the city of Riverside holds a 1.79 percent, non-operating, share.

David Wright, general manager of Riverside’s public utilities department, said the city doesn’t anticipate any significant impact on rates and power supply as a result of Edison’s decision.

While the fate of the San Onofre nuclear plant is all but sealed, the state’s public utilities commission is still investigating whether ratepayers are owed refunds based on the outage of the plant, caused by the malfunctioning steam generators. February 2011: Unit 3 is restarted.

On January 31, Unit 3 is shut down after plant operators discover a broken water tube in the steam generator led to the release of small amounts of radiation. Meanwhile, U.S. Rep. Darrell Issa (RCalif., 49th District) called the permanent shuttering a loss for the community that places the health and safety of residents— already susceptible to failures in the power grid—at risk.

Local Anti-Nuke Activists React Gary Headrick, the leader of San Clemente Green, which has been fighting the effort to restart the plant, was elated by the news.

“It’s a huge relief and very emotional,” he said. “The only thing I can compare

a petition by the environmental group, Friends of the Earth, for a license amendment review for SONGS, but leaves the door open for one in the future.

December 2012: Edison ships out the last of the four retired steam generators to a disposal facility in Utah.

January 2013: The Atomic Safety and Licensing Board, an independent quasi-judicial panel of the NRC, denies a petition by Citizens’ Oversight for a public hearing to discuss a possible amendment of Edison’s operating license.

February 2013: Based on documents provided by Edison, Sen. Barbara Boxer sends a letter to the NRC, pressuring them to complete their investigation. In her letter, Boxer says Edison and Mitsubishi were aware of design flaws but failed to make necessary changes.

March 8, 2013: Redacted documents from Mitsubishi Heavy Industries indicate the company failed to account for some of the conditions that led to the leak in Unit 2. Sen. May 17, 2013: The ASLB rules in favor of Friends of the Earth’s call for an adjudicated public review of Edison’s restart proposal. The board says the environmental group had proven that the NRC’s investigation into the restart plant essentially amounted to a change in the way Edison intends to operate the plant’s license amendment. Although the board supported the group, they stopped short of setting a public review in motion.

Gene Stone of Residents Organized for Safe Environment, said activists had won a victory with the closing of the plant, but the fight would now move to how to deal with spent fuel and other waste.

“The NRC has this program to make every nuclear power plant a waste dump for 200 years. That’s totally unacceptable,” Stone said.

Forever a Tartan Retired St. Margaret’s headmaster looks back on 10 years of work Story and photos by Brian Park The Capistrano Dispatch

M

arcus Hurlbut knew there was something special planned to celebrate his last day as headmaster at St. Margaret’s Episcopal School. But it wasn’t until he emerged from his office that he realized the lengths the school had gone to give him a warm sendoff.

Upon exiting his office, Hurlbut was greeted by a human tunnel, made up of more than 1,200 Tartans.

The entire student body, along with faculty and parents, dressed in red shirts that read, “School’s Out, Forever a Tartan”—a nod to the name of Hurlbut’s boat but also, a message celebrating his 10 years as the leader and public face of St. Margaret’s.

As he made his way through the tunnel, which serpentined through the campus and ended with an all-school gathering at Pasternack Field House, Hurlbut was met with cheers, high-fives, hugs and warm wishes.

“It would be hard for me to imagine a more important gift than that,” Hurlbut said. “Somebody asked me to imagine what my last month would look and feel like, but this was so much better than I ever could have imagined.”

On Saturday, Hurlbut presided over his final commencement ceremony for the class of 2013. He and his wife Pat will now leave south Orange County for their home in Westhampton, N.Y. to be closer to their grandchildren, who live in Hurlbut’s hometown, Boston.

Hurlbut said he initially thought about retiring last year. But after speaking with St. Margaret’s board president Michael Berchtold, Hurlbut said he was convinced to stay to help put the finishing touches on the school’s new $22.5 million Performing Arts Center, which opened in August and whose main theatre bears his name.

“In retrospect, I would’ve hated missing it,” Hurlbut said. “I was pretty sure this would be the last school I’d be the head of when I came here, and I was very eager to make it the best experience possible, and it hasn’t disappointed me.”

Reflecting back on his time at St. Margaret’s, Hurlbut said he is especially proud of the school’s ability to produce well-rounded students. That, he said, is a product of good hires and department and administrative leaders from different disciplines and interests reaching out to one another to help create a comprehensive liberal arts experience.

“Our athletic director and arts director talk a lot,” Hurlbut said. “I made it very clear that we needed to be the people who would facilitate kids in their multiple interests and not people who would stand in the way.”

In addition to establishing high performance standards in the classroom, on the athletic field and in the arts, Hurlbut said it was important to emphasize the value of community service to students. From volunteering efforts in San Juan Capistrano to fundraisers in response to national events, students from all three levels of the school—lower, middle and upper—regularly organized and executed several efforts that were in-step with Hurlbut’s favorite adage: “To whom much is given, much is expected.”

“He really highlighted the qualities that a leader should have, by his words but also his work,” said senior Mattingly Messina, who will attend Villanova University in the fall to study political science. “I saw qualities in him that I’d love to emulate.”

There is no greater example, Hurlbut said, of the school’s dedication to service than when in January, he and a group of 11 upper school students, including Messina, and five adult chaperones traveled to New York and New Jersey to provide on-the-ground support for Hurricane Sandy victims.

“I saw a man who was so unbelievably selfless, who worked tirelessly, and consequently, he pushed us to do things I didn’t think I was capable of doing,” Messina said.

Berchtold, who has served as board president for the

last four years and five years in all, said he will miss Hurlbut both professionally and personally.

“He’s been so successful in running the school day to day that the board has been able to do what they’re supposed to, which is to partner with him and focus on the long term planning of the school,” Berchtold said.

Even in his last year, Hurlbut played a critical role in setting the school’s priorities for the future, according to Berchtold. In the coming years, St. Margaret’s will place a greater emphasis on five key initiatives: a global education, diversity and inclusivity, environmental sustainability, a curricular focus on STEM (science, technology, engineering and mathematics) and health and wellness.

Although he wasn’t involved in every step of the process, Berchtold said the board and its search committee often relied on Hurlbut’s input to find a suitable successor, including having candidates visit St. Margaret’s to speak with him. In October, the school announced the hiring of William Moseley as its next headmaster. “(Marcus) has given the great gift of handing the baton on to someone who can carry on his work over the last decade,” Berchtold said.

During the all-school assembly on his last day, student speakers told Hurlbut that he had no need to worry and that they would carry on his work.

“The kids work hard to preserve the culture of St. Margaret’s,” Hurlbut said. “I love the concept that ‘we’ll take it from here.’ There’s no greater compliment than that.” CD

To the Class of 2013: You Can Help Shape San Juan’s Future Graduates can learn from the hard work of individuals and become the new torchbearers

T

his article is addressed especially to those who are graduating from high school and college this month.

As you embark on your future endeavors, always remember that one person can make a difference in society.

We recently returned from a trip to the East Coast, where we spent time in GetJan Siegel tysburg, Pa. This year marks the 150th anniversary of President Lincoln’s Gettysburg Address.

This speech is often called the greatest speech ever given in this country. And it almost did not happen.

In 1862, Congress passed a law designating various places in the United States for national cemeteries. Gettysburg was not on the list. An attorney in Gettysburg, David Wills, wrote first to the governor of Pennsylvania and finally to the president requesting that Gettysburg be made available for a national cemetery. Solely through his efforts, Gettysburg was so designated and on November 19, 1863, President Lincoln consecrated this site with his famous Gettysburg Address.

In San Juan Capistrano, we have many people who have come forward and made a difference in our community. The following is a partial list of people who have contributed to the success of our town. There are many ways to serve the community and in a few years your name could be added to this list.

Father St. John O’Sullivan came to San Juan Capistrano in 1910 and became known as the “great restorer of the Mission.” Without his efforts, it is possible that the Mission would not exist today.

Ilse Byrnes is the person primarily responsible for putting the historic buildings in San Juan Capistrano on the National Registry of Historic Places. Her work has ensured that those places will be saved for future generations to enjoy.

Clarence Lobo was the first Juaneño to take the fight for Indian rights to Washington, D.C. in the 1960s. He was elected chief of the Juaneños in 1946. He was the first Native American to serve on the San Juan Capistrano Planning Commission and the first to serve on any planning commission in the United States.

David Belardas has kept the Juaneños’ culture through the Blas Aguilar Foundation. By collecting and preserving local artifacts, the Blas Aguilar Adobe is a museum that captures our early history.

Pamela Gibson is a local author and historian of San Juan Capistrano. In Two Hundred Years in San Juan Capistrano, she has captured the history of our community. In her book on ghost stories, she has captured the folklore and traditions of our town.

Tony Forster was president of the San Juan Capistrano Historical Society for 17 years. He was dedicated to the preservation of the town’s history. His vision for creating a historical park that reflects the complete history of San Juan Capistrano is being carried on today by members of the Historical Society who shared in his vision. He also served as a planning commissioner, city councilman, mayor and cultural heritage commissioner.

His other two passions were playing Santa Claus for family and friends and his membership in the famed riding group, El Viaje de Portolas.

Randi and Joel Peshkin had an idea about bringing arts and crafts to San Juan Capistrano and after several years, they convinced the city to hold the Second Saturday Art Fair. The Peshkins are the leaders of this Page 8

successful event.

Marianne Taylor saw that the landscaping in Los Rios Park was growing out of control. She formed a group that oversees the maintenance of the plants and flowers in the park, the Los Rios Garden Angels.

Bob Kline and Stephanie Heredia had an idea about bringing a film festival to San Juan Capistrano like the festival that Bob started in Palm Springs. The West Coast Film Festival successfully debuted in 2011 and the third installment is scheduled for August.

As you can see, this is a diverse group of people who have each contributed to our community. You can spend a Moment In Time by going to the Historical Society and checking out other people who have made a difference in San Juan Capistrano. Will you become part of the many volunteers who have actively contributed to San Juan Capistrano? Remember, one person can make a difference.

Jan Siegel is a 26-year resident of San Juan Capistrano.

She has served on the city’s Cultural Heritage Commission for 11 years and has been a volunteer guide for the San Juan Capistrano Friends of the Library’s architectural walking tour for 15 years. She was named Woman of the Year by the Chamber of Commerce in 2005, Volunteer of the Year in 2011 and was inducted into the city’s Wall of Recognition in 2007. As it’s been almost a decade since the group of comics were in their prime, the audience most likely to enjoy this midlife feature are within middle age. The Last of the Founding Stallions The San Juan Hills Class of 2013 leaves behind a stronger school community

T

he foundation has been set at San Juan Hills High School, thanks in large part to the class of 2013.

When these students entered high school in 2010, their campus was still only three years old. The familiar trappings of the typical high school experience were virtually non-existent. There were no traditions or long-standing rivalries. There wasn’t even a senior class.

In four short years, however, these students—primarily drawn from San Juan Capistrano, Dana Point, Ladera Ranch and San Clemente—helped build their school’s reputation as top performers in the classroom and in the athletic arena.

And through service activities, they developed a strong connection with their community as well.

But during their commencement ceremony on Tuesday, June 11, at the Bren Events Center, speaker after speaker emphasized what is perhaps the class of 2013’s most important legacy: establishing a sense of school community and Stallion pride.

“We really grew into a real high school this year,” said Briana Baptiste, this year’s Scholar of Scholars. “The other classes might have broken in the school, but I feel like we were the first class to make it a really big high school community.”

This year’s list of milestones and accomplishments are a testament to the groundwork and blueprint for success the class of 2013 has laid for future Stallions.

In May, Newsweek/The Daily Beast placed San Juan Hills as the 500th best school in their annual list of the top 2,000

high schools in the country—behind only Tesoro High School (337th) in the Capistrano Unified School District. In the fall, the football team broke in the school’s new home stadium, dubbed “The Badlands,” with a victory and finished the season with a school record-tying seven wins. And in the spring, the Stallions boys volleyball team earned a share of its first Sea View League title.

Evan Parker Gentry, who was team captain of the boys volleyball team and one of four valedictorians to speak at graduation, said attending San Juan Hills provided a unique opportunity to help establish the school’s identity from the get-go and to turn what was once a “lonely campus” into a vibrant, supportive community.

“Because we were sort of the founding fathers of this school, we were able to decide how we wanted to represent San Juan Hills High School and prove we were the best out there,” Gentry said.

With 388 seniors earning their diplomas, the class of 2013 is the smallest of San Juan Hills’ three graduating classes— last year, the school graduated 439 students. Gentry said being a part of a small class was favorable because it allowed students to become closer with one another.

“I’ve been able to make connections with people all around and really network with them,” Gentry said.

When asked to describe the class of 2013, Principal Tom Ressler said he was most proud of the solidarity shown by the senior class. As an administrator, Ressler said he wasn’t pleased when over 300 of his seniors decided to partake in the senior “ditch day” tradition. However, he admitted that he was slightly impressed by their loyalty to one another, even when they were punished the day after.

“While it was a negative, it was showing how together they were,” Ressler said. “The fascinating thing is, when they heard we were going to penalize them, rather than complaining, they said, ‘OK, we did it. We accept it. But we are happy we came together to do something.’”

Ressler also highlighted the class of 2013’s compassion for underclassmen. This year’s seniors, he said, made it a point

“Probably more so than any class I’ve seen in many years, they included other kids,” Ressler said. “They developed a sense of leadership in the kids below them. It was just a really neat class.”

The class of 2013’s contributions won’t end with graduation, however. During the commencement ceremony, Ryan St. Onge, senior class president and the 2013 Stallion of the Year, revealed his class’ parting gift: an original bronze statue depicting a bucking Stallion.

“We’ve already got a beautiful campus, but now we’re going to have a place that can become a focal point,” Ressler said. “They’ve given that seed for us. Now, it’s up to the rest of us to make it a rallying point.” —Brian Park

elcome friends, family, faculty, administration.

Most importantly, congratulations to the class of 2013!

When we first came to San Juan Hills, many considered our class disadvantaged as the third graduating class of a new school. And to an extent, they were right.

We were not faced with the same established luxuries and comforts as those entering more seasoned schools.

Coming from a middle school in San Clemente, I was hesitant to enroll in San Juan Hills—a new and unknown school. After all, I was a Spanish dual immersion student and I had just spent years studying the language that I loved and enjoyed. I needed to have access to specific opportunities in order to complete my bilingual studies. Me ofrecía San Juan Hills estas oportunidades? Would San Juan Hills High School offer me those opportunities?

The answer to that was a resounding “Sí.” I found that San Juan Hills High School was filled with endless opportunities to create and participate in a variety of classes and programs.

When I first became a Stallion my freshman year, we

were without a pool, a stadium or a senior class, yet we forged our way through tutorials, AP tests and A-through-G requirements. We created our own memories, friends and legacies. Just recently we shattered previous athletic records, reaching CIF in golf and track, established Link Crew and were the first to experience the school’s beautiful new Badlands stadium.

The earlier classes at San Juan Hills gave the class of 2013 a foundation to build upon, and from this foundation, we built a stronger community. From San Juan Hills High School, each of us will take away not only a diploma, but also a sense of pride at the accomplishments of the class of 2013.

Knowing our potential to influence change, our class embraced the city of San Juan Capistrano, creating a deeplyrooted connection between a school and its community.

As a member of the Interact community service club on campus, my classmates and I had the opportunity to serve the beautiful city of San Juan Capistrano at food drives, local service events and holiday celebrations. I witnessed our class work outside of the school setting and saw the

unlimited effects of our actions.

From the classroom to the surrounding community, the class of 2013’s ability to leave behind a positive, lasting impact is evident. Now, as we push forward, we must be active in our own destinies and seek self-fulfillment, whether our plans for next fall are work, military service or college.

The poet Fernando Pessoa once wrote: “El éxito consiste en tener éxito, no en tener posibilidades de éxito. Cualquier gran pedazo de tierra es el sitio potencial de un palacio, pero no hay palacio hasta que se ha construido.”

“Success consists in being successful, not in having potential for success. Any wide piece of ground is the potential site of a palace, but there’s no palace till it’s built.”

We cannot afford to waste what we learned at San Juan Hills High School. Each one of us graduating today has the ability to build their own palace out of what these past years taught us. Our potential for success is huge—now all we have do is realize it.

ON STAGE AT THE COACH HOUSE: ABC ABC, one of the most iconic bands of the 1980s, is coming to the Coach House, Sunday, June 16. We caught up with front man Martin Fry while on the road in the U.K. to talk about the show. Here’s some of what he had to say: SC TIMES: Will you be reprising your venerable hits such as “Look of Love,” “Poison Arrow” and “How to Be a Millionaire”? FRY: Oh, yes, yes, yes! “When Smokey Sings” and “Be Near Me” too—for all you children of the ’80s. We will also play some of the newer tunes from Traffic our last album. The main emphasis of the show is the ABC back catalogue and the hits. Are there any new albums on the horizon? Been writing some new songs and a new album is in the pipeline. We know the Coach House isn’t Royal Albert Hall, but will you be including any backing orchestral music? Sadly, the orchestra won’t fit on the stage. Playing the Albert Hall is always great but the more intimate shows are equally exciting. There’s a greater sense of involvement in a smaller room. When you have down time, what occupies your day? Misery Doesn’t Necessarily Love Company Mid-life singles prefer being alone versus stuck in a bad relationship

M

ost of the correspondence I receive from readers seeking advice usually falls into one of two categories: either how and where to meet someone or how to get out of an unpleasant relationship.

In my last column, I wrote about Susan, who had been in a yo-yo relationship for a year. Her boyfriend would do something to alienate her, so she would pull away and then he’d try to reel her back in. She was unhappy but admitted that breaking away was difficult.

Readers who responded to Susan’s plight seemed to agree on one point—being alone is better than being miserable in a relationship.

Weltha said, “It’s nice to have someone, but nothing is worse than misery and heartache.”

Wayne from Dana Point said, “Life gets complicated as we get older and I’ve found it’s too hard to put together all the parts for a healthy relationship. Be with someone who enriches your life, not who detracts from it. It’s worse to be in a relationship that is unhealthy than to be alone.”

Barbara, formerly of San Juan Capistrano, experienced a disastrous later-in-life marriage. She emailed, “Choose your spouse well, take the time to really know him, his past, what his intentions are. As a ‘mature adult,’ we don’t want to be taken advantage of; we want a relationship with a person who has integrity. Don’t jump into the sack for the wrong reasons. Being in a bad relationship is worse than being alone.”

Andrea emailed, “Being alone, although not ideal, is far better than being stuck in a dead-end relationship that is not mutually fulfilling and/or beneficial—been there, done that. I have been single for more years than I care to admit but refuse to settle at this stage.”

Do romantic relationships have to be perfect? Of course not. At our age, at any age, perfect isn’t going to happen. But relationships should be rewarding to both parties. And happy relationships do happen to older singles.

Bill, one of my long-time Dana Point deli customers, surprised me this week when he said he has moved in with his girlfriend. For the more than 20 years I’ve known him, he has been living alone.

Bill said, “We get along beautifully, we have fun

together and I thought, what’s wrong with me? Why aren’t we living together? Now we are and I’m so happy.”

Healing Time Chiropractor overcomes paralysis to build new practice in San Juan Capistrano

S

ometimes, what gets lost in an instant takes a lot longer to get back.

Perhaps no one in south Orange County knows that better than Boris Del Cid. After breaking his back seven years ago, Del Cid has partnered with his former physical therapist, the man who helped him regain a measure of his independence, to open a chiropractic care center in San Juan Capistrano.

Apex Chiropractic and SCI Wellness Center specializes in treating the kind of spinal chord injuries that Del Cid himself suffered. Technology has allowed him to practice in ways he couldn’t have imagined during those six months he spent in the hospital, wanting to find a way to get back to the life he’d known.

Del Cid has lived in San Clemente with his wife Jill for the last 14 years. He came to the United States from Panama in 1990, at age 18, to study law. After discovering chiropractic, he switched from law and built a successful career in the field.

But on Valentine’s Day 2006, his life changed.

“That was my second birth,” Del Cid says.

Del Cid was riding his motorcycle near the Tustin Marketplace. After a traffic light turned green, he made a left turn, while a car at the opposite side of the intersection turned right—heading the same direction as Del Cid. The driver then changed lanes, into his path.

“I hit her in the rear bumper and catapulted over the car,” Del Cid said. “I broke my back at the T3 and T4 vertebrae. I should have died. In fact, I did expire at the hospital for about 16 seconds.”

The chiropractor is paralyzed from his chest down and he still has a steel rod in his femur.

Del Cid appreciates the irony—the chiropractor with a broken back.

“I ponder that all the time. It’s comical, laughable. All I can think about is what’s going through their (his patient’s) mind,” Del Cid said.

He said he realized the severity of the injury right after the accident, lying in the street, when he couldn’t feel his legs at all.

“I do remember, vividly, making my peace with God. I said, ‘If you want to take me, I’m ready to go now. I want to

go, because I don’t want to live like this.’

I was there, literally, waiting to die. That happened within the first couple of days of being there,” he said.

After contracting pneumonia at the hospital, Del Cid suffered respiratory failure and needed to be intubated to get air into his lungs.

“The experience of dying was terrifying, the actual physical feeling of not having air. After that, I woke up. From there on, I really didn’t have a fear of dying. I was just thankful to be alive. I didn’t die because of a reason. I’m very spiritual, so I’m going to say that God didn’t want me to die.”

While the driver’s insurance covered his hospitalization, Del Cid said the community, his friends and neighbors in San Clemente, rallied around he and his wife.

They raised over $50,000 at a fundraiser, along with helping his family try to regain some normalcy.

“I owe so many people,” Del Cid said.

Jill Del Cid said she didn’t comprehend the severity of her husband’s injuries and the accident until she arrived at the hospital.

“I was at work when I got the call,” she said. “I thought I’d just have to pick up Boris and see about his bike. When I got to the hospital, they immediately let me know that he would never walk again.”

Initially, she said, she planned on working through these changes herself.

“I didn’t think I needed any help,” she said. “But people would come to the hospital, the neighbors held a barbecue for him, they did the fundraiser. They would walk our pets and prepare meals for me.”

Jill said she had to work much harder to make up for the lost income. She’d encouraged her husband to find work, but knew he wanted to return to chiropractic care.

“Everything worked out perfect,” she

said.

Del Cid said he understood the sacrifices his wife has made since his accident, especially after a neighbor had told them to prepare for potential bankruptcy due to the loss of income.

“She’s a hero, she’s everything,” he said.

After leaving the hospital, Del Cid said he was unsure what he was going to be able to do. He still had the desire to be a chiropractor.

“All the other skills, diagnostic skills, observation, anything that requires your brain to do, I can still do,” he said.

About a month after he left the hospital, Del Cid’s motorcycle mechanic gave him a call. The mechanic was a former patient and an amateur boxer.

“When he heard I’d gotten out of the hospital he called me up. He asked me how I was doing. He asked me ‘could I come visit you? I want you to check my neck.’ I was going ‘What?’” said Del Cid. The mechanic had boxed the night before and thought his neck may have been out of alignment. “I was like, ‘Dude, I’m a month out of the hospital. I can’t walk.’”

The mechanic was undeterred. Before he arrived, Del Cid said he worked out a way to use the limited mobility he had to do what he could while seated, adjusting the neck.

“Exactly how I was going to do it, I didn’t know. But I told myself I was going to try,” he remembered.

When his friend arrived, Del Cid said the skills he’d learned with his hands had clearly not left him. He was able to make the adjustment. When he realized he could still do that work, he said, it was a major relief. But there was still selfdoubt to overcome.

“I was just coming out of the hospital, I thought, ‘This is ridiculous. Who’s going to want to get adjusted by me? I can’t

even move.”

But the precedent had been set, he said.

And with the encouragement of his wife and friends, he set off on the goal of returning to work. While he did rehabilitation at the Project Walk rehabilitation center in Carlsbad, he continued to perform adjustments on friends and neighbors and kept up his chiropractic license by attending continuing education classes.

Jeremy Sontag was the physical therapist who worked with Del Cid at Project Walk. The two became good friends as they worked to give Del Cid back a measure of independence. One day, when Sontag complained about back pain, Del Cid recommended a colleague in Encinitas. After that visit, Sontag told Del Cid he wanted to become a chiropractor himself. Del Cid made him a promise.

“I told him, when you’re done with chiropractic school, if you want to practice, call me up and let’s see if we can get something going,” Del Cid said. However, Del Cid explained that he didn’t necessarily hold Sontag to that. Since schooling can take up to four years, Del Cid said he figured Sontag would likely prefer to work with a fellow student or someone else.

But Sontag said he never had any desire to go into business with anyone else. The two communicated regularly while Sontag was in school, and when graduation approached, the two began to talk seriously about going into business together.

“He’s always had a great outlook,” Sontag said. “He’s always had a passion for helping people.”

While some of his classmates might have been able to do more physically, Sontag said Del Cid’s experience helping to build a practice and goodwill in the community was something that wasn’t taught in school.

“He always had the intention of getting back into practice, it was just a matter of how he was going to do that,” Sontag said.

On the advice of a friend, Del Cid discovered a special instrument that allows him to adjust regions of the spine that wouldn’t otherwise be able to reach. The machine uses sound waves to find out if an area is out of alignment, and then can be used to perform the adjustment as well. The adjustment table is itself on a hydraulic lift that allows Del Cid to put his wheelchair underneath it.

wenty-five fourth graders sit cross-legged, listening intently.

Clad in forest green and white polo shirts they gaze up at their peers—nearly 10 years their senior— sharing stories of high school, extracurricular activities and college applications, a future that isn’t too far away for these young scholars.

“They are on their road to college, and learning about college from a very young age can definitely influence their career path,” said Elisa Slee, Beckman@Science Coordinator, TOSA (teacher on special assignment) for the Capistrano Unified School District.

Fostering these impromptu discussions between students is just one vision Slee has for the school district.

When class sizes increased in CUSD, hands-on teaching in the district’s 36 elementary schools all but went by the wayside. And with the probability of classroom numbers likely to rise, Slee said her mission is to get more children out of schoolrooms and into the community, building relationships and gaining practical, interactive experiences to carry them through life.

So, for the second year, Slee has brought together AP Environmental Science students from Dana Hills High School and fourth-graders from Kinoshita Elementary School for a joint backyard skills field trip to The Ecology Center in San Juan Capistrano.

Located right in their backyard—the center borders Kinoshita’s schoolyard—The Ecology Center’s campus brings textbooks to life and creates a living, breathing laboratory outside the confines of a classroom’s four walls.

“Getting out of the classroom is one of the most wonderful things we can do,” said Dolores Dang, the AP Environmental Science teacher at Dana Hills, who along with Slee, spearheaded the practical skills trip.

“Knowing that this is in their backyard and they can come here, any day, seven days a week, and show their parents, is a great opportunity to see what is going on in The Capistrano Dispatch June 14-27, 2013

the community and to connect with the community.”

After being students all year, for one day, the juniors and seniors of Dang’s AP Environmental Science classes became teachers. Equipped with their colorful poster boards, research and environmental knowledge, the 60 high school students took over educating 150 fourthgraders.

Pulling from content learned throughout the school year the older scholars became experts in four hands-on practical skills. With prepared lesson plans, on topics from candle making to composting, the newly-established educators aimed to connect their pupils with their surrounding environment, in their backyard.

“Each one of these skills they are learning is not only a practical skill, but each one of these practices is deeply connected with the environment,” said Meg Hiesinger, director of educational programs at The Ecology Center.

“These are things that are useful because they connect us directly to the source of our materials.”

Holding a white sign, carrying a figure eight pattern, McGrath does a little jig, demonstrating for the 30 or so young scholars in front of her, the “waggle dance” move scout bees perform to communicate the direction of their food source. With giggles from her audience, and slight pokes from her comrades, McGrath’s spontaneous teaching method has gotten her point across.

“Every great teacher is flexible,” Slee said. “We have to think out-of-the-box.”

Supplied with new knowledge the young students scattered to stations set up under The Ecology Center’s lush trees. Manned by their older peers, the fourthgraders were guided through the steps necessary to craft homemade birthday candles. Stacked in single-file lines, with two six-inch-long strings tied to each other in hand, they took turns dipping string into hot beeswax, one, two, then up to eight times.

Their candles were complete, ready to take home to top their next birthday cake.

“Making the beeswax candles connects the kids to the Page 16

living bees and gives them the ability to make things for their home, and make tools out of natural materials,” Hiesinger said.

Aside from the composting piles and chickens, the fourth-graders were able to take home their vegetable seedling-filled biodegradable flower pots made from toilet paper rolls and newspaper, and their hand-rolled clay-seed balls. Told by their peer teachers of the fragility of seeds, the students carefully rounded their clay time capsules and left them out to dry, for planting at home. The ancient practice of extensive planting can now be observed by each student at home, as a rainy spring day will bring the seeds to life.

“Kids love science. I’ve never met a child that wasn’t a natural scientist, that wasn’t curious about his or her world,” said Slee.

After teaching kindergarten and first grade for years, Slee moved from her classroom and Kinoshita into a district-sized teaching space, intended to bring interactive science lessons to students throughout CUSD. As the district’s Beckman@Science Coordinator—a position funded by the nonprofit Beckman@Science Foundation, which has donated funds to all school districts in Orange County—Slee conducts teacher training to increase the use of hands-on inquiry-based science instruction across the district.

One way Slee said she hopes to bring more science to the classroom, is by getting young scholars out of it. With tools, like the “Grow Your Own” program at The Ecology Center, Slee said schools district-wide can utilize what is in their backyards to promote sciencebased learning.

“Parents want their kids to love to learn, and I’ve never seen kids in a hands-on science lab that aren’t involved or on the fringe, they are right there,” Slee said. “And it’s a great way to learn things and remember things.”

Several San Juan area student-athletes were selected to their respective division’s All-CIF team. Here is the complete list of athletes awarded the honor for 2013.

Softball: Saddleback Valley Christian junior infielder Madisyn Moynihan was named to the Division VI All-CIF team.

Moynihan had an impressive .617 batting average, with a team-high 27 RBIs and five home runs.

Boys Volleyball: Saddleback Valley Christian freshman setter Noah Dyer was named the Division V Player of the Year. Senior Nick Worrell, junior Torrey Karlsen and senior Brenden Vogt were

all named to the Division V team. The Warriors head coach Ryan Van Rensselaer was named the division’s Coach of the Year.

St. Margaret’s sophomore opposite Matt Nicholas and senior setter Oliver O’Donnell were named to the Division IV team.

Baseball: Capistrano Valley Christian senior pitcher Aaron Anast and junior Willie Quiros were named to the AllCIF Division VI team. The Eagles made it all the way to the CIF-SS Division VI title game for the second year in a row.

St. Margaret senior and Yale commit Harrison White was also named to the Division VI squad. White had a teamhigh .525 batting average and 23 RBIs. On the mound White was the owner of a 5-2 record and a 2.45 ERA.

Major Leagues Come Calling for McFarland

Serra senior Dane McFarland knew that the call was coming, it was only a matter of when.

The 6-foot-4-inch outfielder for the Lions had been in talks with four Major League Baseball teams in the buildup to the 2013 first-year player draft, and McFarland was not sure if he would be selected on the second day, or the third.

When the call finally came the morning of June 8, it was the Arizona Diamondbacks on the other end, who notified McFarland that they had selected him in the 12th round as the 360th overall pick.

McFarland had committed to the University of Oregon but has opted to go straight to the majors. He will likely sign his contract on June 17 or 18.

“I wasn’t sure if I was going to get drafted on the second or third day …

Some teams were saying the fi fth, sixth or seventh round or later,” McFarland

said. “It was actually pretty stressful just not knowing. I was eager more than anything … But I’m very excited.”

McFarland’s decision to sign with the Diamondbacks rather than attend Oregon was prompted by what the senior called a “substantial amount of money” attached to his signing bonus. He was also eager to get the ball rolling on his already blossoming baseball career.

“I’d love to go to school but I was looking to start my pro career as soon as possible,” McFarland said.

The Diamondbacks player personnel have told McFarland that they want him to play right field, a position he has not had regular time at. McFarland is by trade, a center fielder, but said that the organization feels he’d be a better fit in right.

Before the 2012-2013 season began, McFarland had surgery to remove the hamate bone in his hand, causing him to miss some of his senior season.

McFarland says that the injury has fully healed and that he has been back at full strength for some time.

Other MLB Draft News: Three other JSerra alums, who are now playing college baseball, were also selected in the 2013 MLB First-year Player Draft.

Colton Plaia, a 2009 graduate and current player for Loyola Marymount University, was selected 446th overall by the New York Mets. According to a JSerra press release, Plaia will sign with the team.

Pitcher Reed Reilly was selected 549th overall by the Baltimore Orioles.

Reilly recently finished the year pitching for San Luis Obispo in the College World Series.

Pepperdine University’s Cory Miller was picked by the Milwaukee Brewers as the 482nd overall pick and rounds out the group of Lions players selected in the draft. CD

SO CAL BLUES ADVANCE TO US YOUTH SOCCER FAR WEST REGIONALS

fter a long and successful club soccer season, the San Juan Capistrano based So Cal Blues youth soccer club saw three of their teams claim the Cal South State Cup in their respective age groups. After capturing the State Cup, the three teams earned an automatic bid to the US Youth Soccer Far West Regional Championship in Hawaii, which will be played from June 17 to 23 in Honolulu.

teams, which are made up of several San Juan residents, will represent California.

A win in the regional stage will ensure a berth in the in the US Youth Soccer National Championship in July.

Regional competition will be unlike anything else the So Cal Blues players experience all year. The seven-day format is four days longer than a usual tournament, according to U13 coach and the club’s Co-Director of Coaching Tad Bobak. Aside from the tournament’s long schedule, the Blues players will be competing against some of the top teams

in the nation.

“It will be taxing on the mind of the players, playing highly competitive teams in tough conditions,” Bobak said. “Knowing how to be a disciplined athlete is going to play a big role in their productivity.”

San Juan resident’s Emiley Benner and Jennifer McFadden are a part of the club’s U13 squad.

The So Cal Blues U14 squad had an effective Cal State Cup run that saw them not concede one goal in the tournament, which ended with a 1-0 shutout

over Celtic Hoops in the finals on May 19.

The club’s U19 group is unique in that all of the players are now in college and come back to represent the So Cal Blues in the offseason. They get very limited practice time with one another when they return from college and then set out to compete in the club soccer season, according to Bobak.
