SAN CLEMENTE The Courtney’s SandCastle Foundation has reached its fundraising goal for the next phase of the universal access playground at Vista Hermosa Sports Park. The only question now is what comes next. Foundation co-founder and treasurer Jim Nielsen confirmed Tuesday that the foundation has reached its $340,000 goal for the completion of the second phase of the playground, which will include a sensory garden that will help provide experiences for those with developmental issues like autism through all five senses. The foundation has been raising funds to reach a $110,000 matching goal put forth by the City Council last year. The total cost of the second phase is projected to be $450,000. Nielsen said the foundation was attempting to get on the agenda for the next city council meeting on August 20 to present the funds and formally request the $110,000.

Last week, the Dana Point City Council unanimously moved to dispose of more than three acres in Capistrano Beach, a resolution marking the city’s first step to sell the unused land. The properties at 26351 and 26315 Via Canon were purchased in 1992 for $1.9 million by the Capo Bay Parks and Recreation District, which the city merged with in 1993. The land was initially intended for park usage, but was never developed as such, said Ursula LunaReynosa, the city’s director of community development. The land meets the requirements of the Municipal Park abandonment Law of 1939, allowing the city to dispose of the property, she said. The city must now hold a public hearing on the matter, which is scheduled for the council’s next regular meeting on Tuesday, September 17.

…the Water-rate Lawsuit?

THE LATEST: San Juan Capistrano will have to abandon the way it currently charges customers for water after an Orange County Superior Court judge on Wednesday ruled that the city’s tiered rate structure violates state law.

In his ruling, Judge Gregory Munoz sided with the Capistrano Taxpayers Association, a local taxpayers’ rights group, which sued the city in August 2012, alleging that its tiered water-rate structure violated Proposition 218, which requires rates to be relative to cost of service.

Munoz wrote that the city failed to establish credible evidence to support its rates. He also supported the CTA’s claim that the city illegally charged residents for recycled water “despite the fact that not all ratepayers used recycle water or have it immediately available to them or would ever be able to use it.”

WHAT’S NEXT: The city released a statement following the decision, saying, “we will consider how to respond to this decision in a way that serves our water customers and residents, the city and all who care about a well-managed water supply for California.”

…the CUSD Contract?

THE LATEST: The Capistrano Unified Education Association has scheduled what it calls an “unprecedented” summer meeting Friday at its offices in Aliso Viejo to discuss the proposed new contract with the Capistrano Unified The Capistrano Dispatch August 9-22, 2013

School District.

While no vote will be taken at the meeting, teachers will be able to answer questions about the proposed contract.

The vote itself is being conducted by mail. The organization’s representative council unanimously sent the vote out to membership last month for approval.

As part of the contract, the number of instructional days will increase to 177.

In addition, class sizes will begin to be reduced in areas with staff flexibility.

The changes were made possible in part due to an increase in state funding to the district, although funding still has not reached the levels the district had before the economic downturn. The district still owns an operating deficit of approximately $13.4 million.

WHAT’S NEXT: In a letter sent to the CUSD Board of Trustees, assistant superintendent Clark Hampton noted that the district would need to make the deficit up in collective bargaining, but added that the CUEA had agreed to begin the restoration of instructional days.

The CUSD Board of Trustees must also approve the contract language, and a vote is scheduled for its next meeting, August 14.

...the City’s Development Process?

THE LATEST: The San Juan Capistrano City Council and Planning Commission discussed the dynamics of their relationship without the disbanded Design Review Committee during a special meeting on Wednesday, August 7.

In June, the council voted unani-

mously to do away with the DRC in an effort to simplify the city’s development process for existing and prospective businesses. In the past, both council members and commissioners had expressed concern about a “ping pong effect,” where applicants received conflicting recommendations from the commission and committee.

Moving forward, city staff will continue to review applicants’ projects to determine if they comply with city code.

The Planning Commission will have the authority to create an ad hoc committee if projects need closer inspection.

WHAT’S NEXT: Some council and commission members were concerned the new process would place a heavier burden on city staff.

“There would be more specific recommendations from staff,” said Nelson Miller, the city’s interim director of development services. “I think staff has the technical knowledge to do that.”

... the Out-of-town Business Fee?

THE LATEST: The annual cost to do business in San Juan Capistrano for out-of-town businesses was cut by more than 50 percent Tuesday after the City Council unanimously approved a sharp reduction in an application processing fee.

That fee for businesses located outside of the city will be cut down from $44.48 to $11.30. The reduction will result in a total drop in annual business license costs for nonlocal businesses from $50.48 to $17.30.

City staff supported the reduced fee because out-of-town businesses do not require zoning reviews. The new application fee is also equivalent to the cost for a business license renewal.

WHAT’S NEXT: The city currently processes 65 to 75 business licenses for outof-town businesses per month, according to a staff report. Given the application fee reduction, city staff estimated an annual drop in revenue of $25,881 to $29,862.

…the Greek Festival?

THE LATEST: A church-sponsored Greek festival that was set to take place over two days in Historic Town Center Park will now be shortened to one day and move onto the church’s property.

St. Basil’s Greek Orthodox Church originally planned to host the festival September 21-22. On Tuesday, city staff recommended the City Council approve the church’s request to extend park operating hours and allow alcohol sales, but deny a proposal to waive a park-use fee.

However, before a motion could be made, Fr. Bill Tragus told the council that due to costs and the fact that it was the inaugural festival, his parish would be hosting the event for one day, Saturday, September 21, on their property, located at 27129 Calle Arroyo.

WHAT’S NEXT: The Orange County Transportation Authority is highlighting the festival by offering free train rides to San Juan Capistrano.

Rodeo Week Returns for Second Ride The Chamber of Commerce hopes to gradually build the weeklong event into a new city tradition

I

n a city filled with tradition, the San Juan Capistrano Chamber of Commerce is hoping there’s room for one more.

Rodeo Week returns to San Juan Capistrano for the second straight year, starting Friday, August 16. After coordinating with some local businesses, the chamber has scheduled Western-themed activities and events for all but one day. The week culminates on Saturday, August 24 and Sunday, August 25 with the 13th consecutive Rancho Mission Viejo Rodeo, which is heralded as the “richest two-day” rodeo in the country, with a purse totaling over $200,000, and is an important stop in the professional rodeo circuit.

The chamber started Rodeo Week last year as a way to capitalize on the Rodeo’s popularity and to further highlight San Juan Capistrano’s Western and ranching heritage.

“There was just so very little tying the Rodeo to our city in an official capacity, and we just saw that as a big missed opportunity,” said Mark Bodenhamer, CEO of the chamber. “The Rodeo and Rodeo Week touch on so many of those things that makes San Juan a unique destination: The central elements are Western heritage, our equestrian community, our open space and outdoor events.”

Bodenhamer said planning and executing the first Rodeo Week was a learning experience for the chamber. While the week was positively received, according to Bodenhamer, there were some elements that didn’t work as well as the chamber would have liked, primarily the timing of events and scheduling conflicts, including a City Council meeting that barred city leaders and staff from participating.

“There were hits and misses,” Bodenhamer said. “We have time. The goal isn’t so much to do it all right out of the gate as much as it is getting it going and seeing how it grows.”

One new event Bodenhmer is optimistic about is the first Rodeo Ride on Sunday, August 18. Around 50 to 75 riders will travel along San Juan Creek Road on horseback, including a stop at the still-developing Reata Park and Event Center.

“Having been fortunate enough to go on the Portola ride, I really liked that experience and thought that this would be something out community would really enjoy,” Bodenhamer said.

Food will be provided by Mission Grill and country music will be performed by local favorite, Swing Shift. The event is $35 to attend and includes food and valet parking. Sponsorship opportunities are available for businesses.

SATURDAY, AUGUST 17 Movie and Music Rancho Mission Viejo Riding Park at San Juan Capistrano, 30753 La Pata Avenue. 6 p.m. A family-friendly event featuring a movie and live music under the starts at the site of the Rancho Mission Viejo Rodeo.

SUNDAY, AUGUST 18 Rodeo Ride Ortega Equestrian Center, 27252 Calle Arroyo. 10 a.m. to 1 p.m. Starting from the Ortega Equestrian Center, the horseback trail ride will run along San Juan Creek, through the city’s open space and includes a stop at the Reata Park and Event Center. The trail ride runs from 10 a.m. to noon and will be followed by lunch, courtesy of Bad to the Bone BBQ. Space is limited. The cost to ride and for lunch is $50 and comes with a commemorative medallion. Rental horses cost $200.

Mayor Pro Tem Sam Allevato, a noted equestrian enthusiast, said he plans on taking part in the ride and believes it has the potential to become a staple event in the coming years.

“This is just reinvigorating a long-standing tradition of Western heritage. This town has always celebrated that and this is bringing it all together,” Allevato said.

“This is an opportunity to introduce people to enjoy horseback riding in the city’s open space and to learn more about the trail system and Reata Park.”

Week, Bodenhamer said he believed it could become “the biggest thing we can do” in a decade and that the chamber wanted to make it “a central part of what we do.” Although the chamber doesn’t have a concrete plan of how it will happen, Bodenhamer said that like all traditions, Rodeo Week will start as a labor of love that will gradually grow over time.

“It’s not a big money maker for the chamber, but it’s the right thing to do,” Bodenhamer said. “We just have a belief that this is a special thing, a unique thing, that showcases our community.” CD

PROPS, RECOGNITIONS AND MORSELS OF INFO ASAP in Search of a Few Good Citizens San Juan Capistrano’s police services department is on the lookout for additional volunteers for its Associated Senior Action Program.

ASAP volunteers are needed to help with van and kiosk services. The twoperson van patrol teams goes out into the city in a marked vehicle to issue citations for parking violations, report graffiti, make vacation home checks and provide assistance or information for residents and visitors. Volunteers in the kiosk booth, located at the train depot, act as “goodwill ambassadors” by providing the general public with helpful information about the city.

Qualified applicants must have at least a high school diploma, be in good health, have no criminal history and own a valid California driver’s license. Additional requirements include open availability during the day and a weekly commitment of four to six hours or more. Applicants do not need to be San Juan Capistrano residents.

Former City Manager Becomes Rotary Club President The San Juan Capistrano Rotary Club formally inducted Dave Adams as its president for the 2013-2014 year and introduced its new board of directors at their meeting on July 10.

Adams, a 10-year San Juan Capistrano resident, has been a Rotarian for three years. He worked in local government for 32 years, 16 as a city manager, including 6 1/2 with the city of San Juan Capistrano, retiring two years ago. His other volunteer work includes driving patients for the American Cancer Society and work with

Saddleback Church.

The new board of directors and their positions are: Carol Daderian, past president; Lorinda Sloss, president elect; Dotty Frankel, secretary; Mark Bauer, treasurer; Mayor John Taylor, international; Mike Darnold, new generations; Jeanne Walker, vocational services; Tammie Hanna, community services; former mayor Joe Soto, programs; Mickey Garcia, finemaster and website; Dennis Flynn, membership; John Caldwell, public relations; and Dave Koffs, Rotary International Foundation.

Daderian, the outgoing Rotary president, was honored with a bouquet of flowers and a traditional gavel commemorating her year of service. Rita Whitaker, the district assistant governor for the Southern California Rotary Clubs and a member of the Avalon club, was on hand for Adams’ swearing-in and participated in the traditional tie-cutting ceremony.

Volunteers Needed at Blas Aguilar Adobe The Blas Aguilar Foundation, the nonprofit organization that maintains and operates the Blas Aguilar Adobe Museum, is looking for new volunteers and potential board members.

The foundation works out of the Blas Aguilar Adobe, located at 31806 El Camino Real, adjacent to Historic Town Center Park. The adobe was built in 1794 to house soldiers and local Native Americans who worked at the Mission. The adobe was purchased in 1845 by Don Blas Aguilar, the last alcalde, or mayor, to govern the region under Mexican authority.

The adobe now houses a museum with Acjachemen artifacts and hosts educational programs.

In addition to maintaining the museum, volunteers help with school tours and with the tamale sale during the city’s Christmas Tree Lighting Ceremony. Volunteers and board members meet once a month.

The club meets once a month at San Juan Hills Golf Club to socialize, organize community gardening projects and excursions, and discuss the latest in gardening with guest speakers. Annual events include the “Trash or Treasure” auction, where members donate gardening items to raise funds. In August, the club also hosts an evening barbecue for members and invited guests.

In 2008, the club reseeded the La Novia hillside with sweat peas harvested from spent blossoms, and in the coming months, Drey said the club hopes to take on even more volunteering efforts throughout town.

To become a member, guests are invited to take in one of the club’s meetings, which take place the third Monday of each month at San Juan Hills Golf Club’s banquet room. Annual membership dues cost $25 but also come with discountcard opportunities at Plant Depot and Armstrong Garden Center.

The San Juan Capistrano Garden Club is celebrating their 12th anniversary this month. The enthusiastic group of local green thumbs has grown steadily over the years and is now 50-plus members strong, according to co-founder Valerie Drey.

“We’ve managed to turn gardeners out of the brownest thumbs and the people Page 6

San Juan Capistrano is known for the swallows, but how about another famed migratory creature—the monarch butterfly?

Around the globe, the monarch butterfly population has dropped dramatically in the past decade due to habitat loss, increased use of herbicides and climate change. Volunteers with the Los Rios Garden Angels have been trying to make

Los Rios Park a safe haven for the butterflies by planting California milkweed, a plant the mature insects use to lay their eggs on and a food source for developing caterpillars.

Their efforts have been successful, but recently, an individual was spotted capturing the butterflies at the park with a net, much to the dismay of Ramos House Café owner John Q. Humphries, whose property sits directly across the street.

Humphries, who provides the Garden Angels a free breakfast for their volunteer work, contacted Marianne Taylor, who started the group, and offered to buy a batch of monarch butterflies to release.

“Someone pilfered the butterflies out of the sky,” Humphries said. “The park is basically my front yard and (the Garden Angels) take care of it.

Humphries purchased four dozen monarch butterflies from a company he said raises them for weddings and special events. On Thursday, August 1, Humphries, his family and the Garden Angels gathered in front of the Montanez Adobe, and with the help of his goddaughter, Lucy McCray, the butterflies were released into the park.

Taylor said she has contacted the city and anticipates that Los Rios Park will be designated as a butterfly sanctuary so that they will no longer be disturbed.

u A’s Burgers, 28698 Camino Capistrano, 949.364.2099 In June 2012, an accidental kitchen fire forced the closure of a local favorite eatery, A’s Burgers. But after a year or rebuilding, the bacon cheeseburgers, burrito specials and zucchini fries are back.

Co-managers and sisters Lia Vardakostas and Nicola Vardakostas-Tatom reopened the doors to their restaurant, and much to the delight of their regulars, not much has changed.

“There’s new paint and tiles, but it’s basically the same,” Vardakostas said. “We tried to stick with what we had. We didn’t want to go too far away from what people were used to, and we wanted to stay true to the personality of A’s.”

That includes bringing back many of the same employees who manned the griddle, fry stations and cash registers. Vardakostas said it was important to retain the same people, many who have been at the restaurant for decades.

“We love our workers. They’ve been troopers. I got all of them back except for a couple,” Vardakostas said.

Although much is the same, Vardakostas said some new menu items have been added, including carne asada and carnitas tacos, and a new iced coffee drink.

The restaurant is active on Facebook, where they regularly post not-so-secret deals and specials for their online fans to take advantage of. “That’s the fun part.

The customers get a kick out of it,” Vardakostas said.

When she saw that the historic Rios/Stanfield House, formerly occupied by The Tangled Vine, became available, she jumped at the opportunity to realize her dream of opening an art gallery.

“I knew I had to have it,” Hahn said. “It had always been in the back of my mind to have a gallery, but it wasn’t until I saw it that I knew the time was right.”

About three weeks after signing her lease, Hahn, with the help of her friends and family, opened The Cottage Gallery on Los Rios on July 6.

The gallery features the works of 30 local artists, from oil and acrylic paintings to blown glass, ceramics and handmade jewelry. Those artists were brought in from relationships that Hahn, an accomplished photographer herself, had developed at other galleries in the past.

“I rent the wall space to artists and they have to sit in,” said Hahn, who has worked with the San Clemente Art Association and Saddleback Art League, and has had her work featured in galleries in Mission Viejo and Newport Beach. “Everyone has skin in the game because they want to make it work.”

So far, Hahn said, the gallery has drawn around 200 visitors per day on the weekends.

Walsh previously served as chair for the Orange County Bar Association’s elder law section. She is on the Alzheimer’s Association’s speakers bureau and has been a member of the National Academy of Elder Law Attorneys since 1994.

u Fiano’s Italian Restaurant, 31781 Camino Capistrano, 949.481.8300 In an effort to take advantage of a growing downtown and to cater to California taste buds, the former Vito’s Pizza and Italian Ristorante has rebranded itself as Fiano’s, according to business partners Sidney Serafini and Ryan Vickery.

“We knew what the people wanted in this town and what the demand was,” Serafini said. “We wanted to get away from being strictly an Italian restaurant to include more healthier, lighter food.”

Fiano’s still features the same brick oven pizza that made Vito’s popular, but with new chef Jaime Hernandez, who was trained at the St. Regis Monarch Beach in Dana Point, Serafini and Vickery have completely changed the menu. That includes more salads, sandwiches and appetizers and entrees like seared ahi and blackened chicken and salmon.

Since holding a soft opening on July 29, Vickery said early customer favorites are the salmon burger, beef stroganoff, a mussel appetizer and a cheese board.

The new name is derived from a type of Italian grape from a region known for chardonnay. The revamped bar at Fiano’s features eight beers on tap and a new wine and cocktail list.

Another major change is the addition of an outdoor dining area, shared with Sundried Tomato Café. According to Serafini, the two restaurants put in about $150,000 to build a patio above a mezzanine.

“People want to come and sit outside.

That was one of the things we were missing,” Serafini said.

Summertime DIY Ditch the chemicals for easy homemade recipes and a cleaner life

M

aking your own stuff is really groovy. As a “doit-yourselfer,” one-third of it is about getting creative, one-third is about rebelling against the infinite stream of Meryl Gwynn marketing agendas and one-third is for ensuring something is precisely to my liking. To me, anything artsy, roguish and self-tailored is oh, so satisfying. When it comes to many everyday household and self-care items, simple and greener products—with less plastic, packaging and chemical additives—are cleaner and more responsible choices. After all, a couple of potent ingredients and dozens of unpronounceable compounds all fractioned into an $18, 1/4-ounce eye cream jar must only go so far. Our grandmothers used herbs and alcohol and called it a day. Many of the new formulas being marketed today tout their active ingredients as “natural” or “organic,” so why the need for so much chemistry?

These days, there are whole isles at the pharmacy devoted solely to face wash, body lotion or shampoo, all with brightly colored packaging and glittering promises and creating an overstimulation of possibilities and prices. Better to do it myself, I think. It makes more sense, and cents. Why spend extra money on marketing, packaging and shelf placement? Concocting these products yourself, the natural way, also takes less time than the average commute to the store.

within and invites more old-school fun to share with your family. Crafting something for yourself may also result in valuing your homemade items more and perhaps using them more wisely. Value evolves into an attitude of respect for what one has and gratitude for having it.

Fun, plus respect, plus gratitude, equals the good life. Big changes really can happen on craft night.

More advantages to creating these items at home are you can be sure you’re working only with wholesome ingredients and avoid questionable or known-to-be-harmful chemical fillers or compounds.

Following are three products that can be easily made in-house, with a short list of readily available ingredients (the exception being zinc-oxide powder, which can be ordered online).

A common ingredient in all of these is essential oils, the kind-smelling aromas derived from plants which are also used in aromatherapy to enhance mood and health. These oils have been used for their healing properties for centuries and many are also anti-microbial—tea tree oil most notably. In all cases, you can choose your favorite scent. Recommendations include peppermint, spearmint, lavender, citronella, lemon, geranium, tea tree, eucalyptus, lavender and rosemary.

SUNSCREEN Why: Most sunscreens (even natural ones) contain toxic ingredients or endocrine disrupting chemicals that in many cases may actually promote skin cancer growth and free radical produc-

tion. Watch out for oxybenzone which studies have shown, penetrates the skin, gets into the bloodstream and mimics estrogen in the body.

Ingredients: 1/4 cup coconut oil, 1/2 cup olive oil, 1/4 cup bee’s wax, 2 tablespoons pure zinc oxide (the nonnano-particle variety) and essential oil.

(Optional: vitamin E oil and/or shea butter.)

Method: Heat oils and beeswax in a glass jar inside a pot containing a few inches of water over medium heat. Once the ingredients have melted together, mix in zinc oxide powder and allow the ingredients to cool completely before transferring to a separate glass jar or tin. Add five to 10 drops of your favorite essential oil and mix.

BUG SPRAY Why: N,N-Diethyl-m-toluamide, or DEET, often found in bug spray, is a known eye irritant and can cause rashes, soreness or blistering when applied to the skin. Additionally, DEET has been linked to neurological problems by the Environmental Protection Agency.

Ingredients: Distilled water, witch hazel, essential oil. (Citronella is a good choice, well-known for its insect repellant properties.)

Method: Fill a spray bottle (almost to the brim) with 1/2 distilled water and 1/2 witch hazel. Add 30 to 60 drops of essential oils to desired scent and shake.

TOOTHPASTE Why: Titanium dioxide, FD&C Blue Dye No. 1 and No. 2, sodium lauryl sulfate and sodium fluoride, are all compounds found in many toothpastes and considered “unpreferred” for human consumption. When in doubt, make your own or at least choose a natural variety.

Ingredients: Two tablespoons coconut oil, two tablespoons baking soda, 10 drops of essential oil. (Optional: A few drops of stevia for sugar-free sweetness.)

Method: Mix baking soda and coconut oil in a small container until it forms a paste-like consistency. Add several drops of essential oil and mix.

wo hundred and twenty two years ago our forefathers amended our constitution with 10 articles known as the Bill of Rights. In the glaring light of revelations that the U.S. security agencies have overstepped their bounds, it is a good time to consider why we have some seemingly very odd protections in our first 10 Constitutional amendments. The reason? Our first civil guarantees were a direct result of our experience with Britain’s autocratic government.

Most Americans can name the First Amendment as protecting free speech and religion, the Second as the right to bear arms, and the Fifth as protecting citizens from forced self-incrimination. But the “quartering of soldiers?” Yep, that’s the Third Amendment. It states “No soldier shall, in time of peace be quartered in any house, without the consent of the

owner, nor in time of war, but in a manner to be prescribed by law.” The British “redcoats” you see, moved into Boston homes. The military occupation of private premises was highly resented WAVELENGTHS by the colonial citizens.

The odd thing is that with many of these essential rights, we seem to have forgotten to practice what our founding fathers so brilliantly preached.

Take the quartering of soldiers issue.

Having failed to read our history, the first thing our leaders did when we invaded Iraq was to establish “safe houses” which meant U.S. combat units could live in houses of Iraqi citizens. And if you know how delighted Bostonians were about this you can probably guess how well the people of Baghdad responded as well.

“Taking the Fifth (or refusing to answer

questions that might incriminate one)” has in recent years been disparaged as a loophole for criminals. But it was stipulated by the veterans of the Revolution so no one could torture us into a confession like the British often did. Which makes you wonder why we think it is OK to torture others now that we are the world’s power.

When Congress promised “to make no law respecting an establishment of religion” they did so because they wanted no religion in the government—because they didn’t want a specific one that might harm the particular one they themselves practiced. Some colonists were driven out by the singular restrictions of the Anglican church of King George.

Some folks get quite indignant when Christmas trees and manger scenes are not allowed in public squares (or paid for by government taxes). But can you imagine how some would feel if a Buddhist wheel of Dharma, a Muslim star and crescent, a Hindu aum or giant menorah were erected in public locales during each of those religions many holy days?

So it is good to remember where our sense of rights comes from and why we were so insistent about them. No one should take illegal search and seizures lightly. Nor should we allow our soldiers to commandeer homes, our security forces to extract forced confessions or our officials to promote one religion over another.

It defeats all we have fought for—and all we stand for.

Letters to the Editor WATER QUALITY CONTROL BOARD’S DECISION SHORTSIGHTED MARK SPEROS, San Juan Capistrano

I have to agree with Councilman Sam Allevato’s points about the strange vote by the Water Quality Control Board (“Road to Nowhere?,” The Capistrano Dispatch, July 26-August 8).

In my thinking, the title of the article reflects the unfortunate current thinking of that board. Yes, at this moment that road leads to not a single adjacent residence. But, as we know from the start of the two-year project to rebuild the Interstate 5/Ortega Highway interchange, roads take years to complete.

In that time, we’ll have a sizable chunk of the 14,500 planned homes built, each brimming with families who need to run thousands of errands.

So the shortsighted approach is to ignore the obvious development and “just pretend” the problem won’t manifest itself, at least during the term of any of the water board’s members. The fatal error is the fact that not only will it be a road to all those tens of thousands of homes, but equally important, it will be a road from those homes, offering more direct access to the state’s freeway system than Ortega, which already has traffic choked to a crawl for the majority The Capistrano Dispatch August 9-22, 2013

of every business day, or Crown Valley Parkway, whose on-ramp lanes don’t contain the current residents already using it. Don’t even think about Camino Capistrano, whose mile-long backup on Silver Creek moves at the speed of the Saturday morning line at the car wash.

Ignoring the convenience of the residents, emergency equipment is already hamstrung by the current gridlock, with dispatches to major accidents somewhere on Ortega occurring multiple times each week. Are we really ready to be so cavalier about the protection of life and property? Let’s not forget the incredible speed that recent wild fires have moved, and the enormous amount of dry vegetation surrounding this area that’s been unburned for decades.

I’m not anti-Trestles, but Councilman Allevato’s observation that the sphere of impact has been stretched to any headlands or tributary that empties anywhere in south Orange County seems accurate as it is disturbing. He’s spot on about protecting a state park whose perpetuity is not guaranteed and already has an expiration date with a hefty price tag that a recently bankrupt county won’t easily be able to cover.

The battle over “if” Rancho Mission Viejo will be developed is long over. And by the look of the crowds at the newly opened model homes, each sporting Page 12

many “sold” stickers on their site maps, it’s time to plan and prepare for the inevitable arrival of our newest neighbors, rather than be crushed by their onslaught.

Author Tom Wolfe, in his best seller “The Right Stuff,” a true accounting of Navy jet jocks, copped a phrase for test pilots pushing the outer limits of safety in their supersonic need for speed.

When a flyboy zips too far over the line and crashes, he “screwed the pooch.”

Author Joseph Heller, in his post WWII best –seller “Catch 22,” introduced us to SNAFU, “situation normal: all f**cked up,” a GI’s acronym meaning all hope is lost.

On the TV show “Happy Days,” hope flew the coop when Fonzi literally “jumped the shark” on water-skis, signaling the beginning of the show’s decline.

Today, Edison and Mitsubishi argue via their lawyers about who screwed the pooch at SONGS? Why the catastrophic engineering snafu in redesigning the failed steam generators to the tune of billions of dollars lost when SONGS’ radioactive smoke clears in 30 years.

Whose fault was it really?

Reading ongoing newspaper reports, screwing the pooch at SONGS was a shared effort. Edison wanted more and more tube-oomph, and Mitsubishi refused to just say “no.” It is a fact of life; In every snafu, it takes two. Fonzi couldn’t jump a shark that wasn’t there, and solo snafus are impossible.

Today’s blame game is the only game in town. But we know who screwed the pooch at SONGS. Edison and Mitsubishi jumped the shark together. Simple math: It always takes two. Question: How many engineers, managers, boards of directors and CEOs does it take to create havoc at a nuclear facility? Answer: All of them.

Vicky Cristina Barcelona (2008), Midnight in Paris (2011) and now Blue Jasmine are all better, and more relatable to audiences, than Scoop (2006) and To Rome with Love (2012), partly because Allen chose to feature younger actors rather than himself. Jasmine returns Allen to America, after a set of films shot in Europe, and reminds us of the days when he was in his prime with Annie Hall (1977) and Hannah and Her Sisters (1986). In nonlinear fashion, the story follows a delusional and unstable socialite named Jasmine (Cate Blanchett) and the fate of her doomed marriage to Hal (Alec Baldwin). The story Courtesy of Sony Pictures Classics takes place in both Manhattan and San Francisco and includes Jasmine’s move into her sister Ginger’s (Sally Hawkins) apartment with Ginger’s two sons and rowdy boyfriend Chili (Bobby Cannavale).

Andrew Dice Clay co-stars as Ginger’s ex-husband Augie and Alden Ehrenreich plays Jasmine’s stepson Danny. Blanchett— following in the footsteps of previous Allen-directed performances such as Diane Keaton in Interiors (1978) and Judy Davis in Husbands and Wives (1992)—is already receiving tons of fully-deserved award hype for her portrayal. Hawkins delivers an equally charming performance as the frustrated yet still optimistic sister. Remarrying from a Widowers Point of View W omen often ask me why the single men over 60 they meet are reluctant to remarry. In this week’s column, two men who both lost their wives to cancer, share their opinions.

Randy said, “I was married to the oneand-only love of my life for 34 years and I lost her after she battled cancer for six years. Although I am grateful for every year she was in my life, I do not want to go through that experience again.

Since my wife’s death, I have had four long-term relationships of more than two years that all ended because these wonderful ladies could not accept what I could give.

“I treated them as a significant part of my life, which they were, with respect, generosity and kindness. We did things big and small together on a regular basis and they were all totally monogamous relationships.

“Maybe, because of this, they invariably fell in love with me and demanded the same from me. It was something I could not give. During the latter stages of each of these relationships I had almost a daily declaration of their love and the question: ‘Do you love me?’

“Not cruelly, but with conviction, I said that I did not. Not to hurt them, not to discourage them or belittle their feelings but to make sure they recognized that I could not give beyond what they were getting.

“I was afraid that even a little acknowledgement, a crumb of ‘yes, I love you too,’ would be a reinforcement of what their idea of the future was. Never was this done lightly or without thought of the pain I was giving, but still, I have always believed that total honestly was and is the best policy.

“My question: If there are so many

women out there that value their independence and ‘don’t need a man to complete them,’ why is my position such a problem? Obviously there is no ‘bad’ person in some of these relationships, ON LIFE AND just two people with difLOVE AFTER 50

Randy went on to say, when men don’t want to remarry later in life, and they are honest about those feelings with the women they date, “these women have to decide to accept those terms or move on to someone whose goals match their goals with the recognition that at this point in life, finding a caring and compatible relationship is a rare jewel indeed.”

Sid, another widower, said, “I lost my wife to cancer and really miss her every day. The idea that I could ever re-create that relationship has never crossed my mind. While I see a couple of ladies, there is a different kind of ‘love’ with them, very different than my love for my wife.

“One of my friends is a widower and I think he has said it best for me: ‘Am I happy? No. Am I content? Yes.’ And I think that is about the best either a widow or widower can expect. To be contented is OK. “A lot of the problems I see between older singles revolve around communication issues. I think both men and women want the same thing ... someone that they really can get along with ... laugh and joke, attend movies with, etc. But the way each of them go about it is different.

“Lastly, in my experience, it takes a widow to understand a widower and vice versa. I have dated divorced women who have also lost their marriage and they

have a different view toward the relationship than I had. We are all looking for some kindness and peace with each other so let’s go out and make it happen.”

Regarding marriage, Sid added, “Never say never, but it would take a real special woman who really understands widowhood, like another widow.

For instance, I was out to dinner the other night with a good lady friend having a great time, and suddenly I wanted my wife with me having this great time, not this friend. The mind plays tricks on you at the most inconvenient times. As humans, we do survive in some fashion as we muddle along through life.”

Granted, Randy and Sid’s comments do not represent how all older single men feel about marriage. They do, however, point out the need for couples early on in a relationship to clearly com-

municate each other’s goals on what they want.

The points of view of the two men may help women understand why the men they are dating do not want to marry, and that their reluctance to marry may have little to do with the women themselves. Widowers, in particular, may simply be unable to give as much.

Exploring Camp Pendleton’s Origins and FDR’s Brief Stay The 32nd president made a stop in San Juan before attending the base’s dedication ceremony

n September 25, 1942, President Franklin Delano Roosevelt stopped in San Juan Capistrano on his way to the dedication of Camp Pendleton.

By Jan Siegel out on the tour of the president to Southern California. In the archives at the FDR Library in Hyde Park, N.Y., there is a detailed account of his visit. Below is the account of FDR’s historic visit to San Juan Capistrano and Camp Pendleton.

The president had arrived by train in Long Beach to tour the Douglas Aircraft plant. Following the plant tour, the president’s train went from Long Beach back to Los Angeles in order to change tracks for the trip to San Diego.

Maj. Gen. Murray, commanding general of the Southern California sector of the Western Defense Command, and Maj. Gen. Joseph C .Fegan, USMC, commanding general at Camp Pendleton, met the train in San Juan Capistrano. The president left the train and took his car for the ride to Camp Pendleton at 1:25 p.m.

The presidential party drove around the walls of “historic Mission San Juan Capistrano. As the car approached, the padre of the Mission came out to greet the president. The presidential party then drove at a rapid rate 30 miles south on U.S. Highway 101, and then turned off the main highway for a run of eight miles to the Marine Corps Training Area, Camp Pendleton, Calif., arriving about 2:25 p.m.”

The history of the property was recounted in the log: “Historic Rancho Santa Margarita y las Flores, last of the Mexican land grants remaining intact, has given way to national defense.

The United States government, in the interest of making this country strong, has purchased 150,000 acres of the original 232,000-acre rancho, and is in the process of creating the largest training center in the history of the Marine Corps. (The training center is) named after Maj. Gen. Joseph Pendleton, deceased, an officer of outstanding and long service who pioneered the Marine Corps in San Diego County.

“It was for valiant services rendered, that Governor Alvarado on May 10, 1841, granted the Santa Margarita ranch to two of the outstanding military and political figures of the 19th century in The Capistrano Dispatch August 9–22, 2013

California, Pio Pico and his brother, Andreas Pico. Andreas was a famous military figure in the government of Mexico. He commanded the victorious Mexican troops at the battle of San Pasqual, and at the end of the Mexican war became a loyal American citizen, serving as presidential elector in 1852 and as state senator in 1861. Pio Pico, last Mexican governor of California, lived like some feudal lord of the Middle Ages. Absolute ruler over Santa Margarita, Las Flores and several other Mexican grant ranchos, Pio is pictured by historians as the playboy of the early half of the past century.”

Andreas sold his half of the property to his brother for $1,000. But Pio’s gambling debts eventually forced him to sell the rancho to his brother-in-law, Juan Forster for $14,000 in 1864. Drought and fencing laws made it impossible for Forster to keep up with the costs of running the rancho. In 1882 Forster sold the rancho to Richard O’Neill for Page 20

$250,000. O’Neill deeded the property to James C. Flood, one of the famous financiers of the Comstock Lode, the richest silver deposit in Western Nevada. In 1906, O’Neill received a deed for half interest in the ranch.

“For years the heirs refused to open the ranch to extensive development, other than cattle grazing and kindred industries. Ten to 12,000 head of cattle roamed the rolling hills of the rancho, approximately one-third of which were sold to the Los Angeles market yearly.

“Upon authorization of the Secretary of the Navy, on August 3, 1942, Camp Pendleton became a reality on the ranch site. The Marines will harden their men for battle over the historic hills and canyons and teach them to swim and handle boats in the surf of the long stretch of beach line. The historic Ranch House, which was built in 1828, will be preserved as an officer’s club, to house distinguished guests.”

President Roosevelt visited the ranch

house, which was the home of the commanding general at Camp Pendleton and an officer’s club. “The president made a detailed inspection of the various rooms and also paused in the patio to admire the varieties of beautiful flowers which were blooming in profusion there.

“During the course of his tour through the ranch house, the president joked with the officers conducting him, remarking that they certainly had all the comforts of home, and he was going to pass a law making this place available for ex-presidents.”

“The president’s cavalcade of cars was underway from the ranch house at 3 p.m. and a short stop was made a moment or two later to permit the president to view a small lake nestled in the low hills of the training grounds.

About five minutes later, the president’s car drew up before the headquarter of Camp Pendleton and came to a stop while the Marine Band played ‘Hail to the Chief.’ Following this, Mrs. Joseph H. Pendleton, the widow of the major general for whom this camp was named, bent on to the halyards of the flagpole a large United States flag, and, as Old Glory was hoisted and unfurled in the breeze, the band played the National Anthem. Following this, Maj. Gen. Fegan read his orders and the camp was considered to be dedicated and formally placed in commission. This was a most impressive ceremony.”

By 3:10 p.m., the presidential party was on their way to San Diego. This was the only trip to this area that was made

by FDR. His time at Camp Pendleton was 45 minutes.

A New Commission for an Old Painting San Juan Capistrano Artist Paul Gavin Puts Finishing Touches on Harbor Painting 24 Years in the Making

early 25 years after completing his first painting of the OC Dana Point Harbor, artist Paul Gavin is putting the finishing touches on his third go at capturing the essence of Orange County’s southernmost port.

In 1988, Gavin completed his first portrait of the Harbor, a watercolor and pen painting titled “Dana Dreams: An Endless Summer.” The piece was part of a series highlighting coastal treasures like the San Clemente Pier, San Onofre State Beach and Catalina Island’s Avalon Bay. Another painting of the Harbor was commissioned in 1989, but never quite reached Gavin’s standard of completion.

Now, with an order from a local resident who found the unfinished painting in the basement of a recently purchased building, Gavin has been given the opportunity to visit the Headlands bird’s eye view of the Harbor once again, highlighting changes and new additions to the seaport like the Maddie James Seaside Learning Center and stand-up paddleboarders.

“The painting is done from the same view, which to me is the ultimate view,” Gavin said. “When you are looking toward land, you see Dana Point, San Clemente and Camp Pendleton, it is just really dynamic.”

San Juan Capistrano with their brood of dogs, cats and snakes. The pair met in the early ’80s at UC Irvine and has since made south Orange County their home and canvas, with art displayed at post offices in Dana Point and San Clemente, and a studio tucked away in San Clemente’s industrial district.

Every year since 1993, Kimberleigh has designed T-shirts, sweaters and posters to celebrate St. Joseph’s Day and the return of the swallows at the Mission.

Eleven years ago, she also designed the original masthead for The Capistrano Dispatch, which depicted the Mission and swallows flying overhead.

Paul Gavin has also contributed to San Juan Capistrano’s local traditions, including an oil painting called “Fiesta de Oro,” to celebrate the 50th anniversary of the Fiesta de las Golondrinas season and Swallows Day Parade in 2008. The painting, which shows a man and woman riding on horseback through San Juan Creek with the Mission in the background, was used on Tshirts that year.

Currently, Gavin is working feverishly to finish the Harbor painting, which coincidentally will fall close to the 25th anniversary of his first rendition and just in time for the city of Dana Point’s 25th birthday.

SAN JUAN GEARS UP FOR RODEO

Next Friday marks the beginning of the San Juan Capistrano Rodeo Week, which runs through August 25. While there are plenty of kickoff events, like barbecue lunches and country music dancing, the eyes of the professional rodeo riders will be set on Saturday, August 24, when the real rodeo comes to town.

The Rancho Mission Viejo Rodeo calls itself the richest, two-day rodeo in the nation with a total prize purse worth $200,000.

There are six professional rodeo events on tap for the two-day stretch and they include saddle bronc riding,

Rodeo is a Professional Rodeo Cowboys Association sanctioned event which, along with the large prize purse, attracts some of the top competitors from around the country.

The rodeo certainly pays out to the riders who compete but they also give back to the community. Event proceeds go back to local charities, like Mission Hospital’s Camino Health Center, CHOC at Mission Hospital and The Shea Center for Therapeutic Riding.

Serra standout sophomore Chase Strumpf made his presence felt on the world stage last week, leading the USA Baseball 15U National Team in almost every major offensive category en route to a gold medal finish at the COPABE Pan American Championships in Colombia.

The team barnstormed their way through the international showcase tournament, going a perfect 11-0 while outscoring their opponents by a 71-20 margin.

Strumpf was named the tournament’s MVP and for good reason. The shortstop feasted on opposing pitchers over the 11-game stretch, batting .487 and reaching base at a .571 clip. He also led the team in runs scored (18), hits (19), doubles (6), home runs (5) and total bases (40). Even when he got out, Strumpf was able to put the ball in play.

In 39 plate appearances Strumpf struck out only three times.

His hot-streak at the plate on the international stage was one of the best of Strumpf’s young career.

“It was definitely the best in a good while. It’s not something you can plan out, you just get lucky,” Strumpf said. “It was fun to be on a good stretch and help The Capistrano Dispatch August 9-22, 2013

out the team and it happened for me.”

The glove was also working for Strumpf throughout the tournament.

As the starting shortstop for the team Strumpf kept a relatively clean defensive sheet. In 24 fielding attempts he committed only one error and boasted a .972 fielding percentage.

Strumpf accredited the cohesiveness of the USA team to their dominance.

The process of making the 15U National Team started back in early July, when hundreds of players were invited to North Carolina to try out. After several cuts were made, the final 20-man roster was announced and the players, who had been together for a good chunk of the summer, hit the ground running in preparation for the tournament. Strumpf got to know his teammates over that span and their collective desire to bring gold back to the USA drew them together.

That desire proved useful more than once and one situation in particular sticks out to Strumpf. On August 1 the USA team played Cuba who, along with the Americans, were among the favorites in the tournament. Team USA saw

a 5-3 lead slip away in the fi fth inning, when Cuba rallied for a six-run inning, putting them up 9-5. With the seventh and final inning looming, the USA squad answered with their own six-run effort in the bottom of the sixth to put them up for good, 11-9. Strumpf had a stellar game, going 3-3 with three RBIs, a double and a home run.

“Just the way we came together, under pressure down a run, it was a close game and we all came together as a team and pulled the same side of the rope,” Strumpf said of his team’s lategame rally. “The potential for that team was always very high but that game showed us how good we could be.”

The USA team went on to face Cuba for a second time in the gold medal match on August 4 and won the game 6-1, ensuring the gold medal they had worked all summer to achieve would be theirs.

Strumpf, who is committed to UCLA, played alongside several other southern California ballplayers, including Huntington Beach High’s Logan Pouelsen, Aliso Niguel’s Blake Sabol and Mater Dei’s Nick Pratto. CD

Serra junior Katie McLaughlin continued her strong swimming season this week at the 2013 Speedo Junior National Championships in Irvine, grabbing two wins at the prestigious event.

On August 5 McLaughlin ran the slate in the 200 butterfly, finishing first in both the prelims and eventually the finals. Her prelim, at 2:11.07, was good enough for a top seeding and in the finals she shaved more than one second off and posted a winning time of 2:09.68.

McLaughlin also won the 100 butterfly, despite a mini hiccup in the prelim stages. In the prelims she posted a time of 1:00, which put her in fourth position.

But McLaughlin was able to bounce back strong in the finals and posted a time of 59.07 to earn the win.

On August 8 McLaughlin qualified for the 200 freestyle final, which was set to take place later in the day. She was in fourth position after posting a time of 2:01.34. The results of the finals were not available at press time. CD www.thecapistranodispatch.com
