Five things San Juan should know this week San Juan Capistrano City Council Passes Luxury Hotel Incentive Program THE LATEST: After back-to-back meeting discussions and controversy, San Juan Capistrano City Council adopted a Luxury Hotel Transient Occupancy Tax (TOT) Revenue Sharing Incentive Program between the city and potential hotel developers, at its meeting on Tuesday, June 19.

The program will allow any new, 4-to-5 star hotel development projects or existing hotels seeking to upgrade to 4-to-5 stars to be reimbursed by the city via TOT revenue up to 10 years. There is a set of criteria for an applicant to be deemed luxury-hotel status, according to a city staff report, would include characteristics such as cleanliness and condition, management and staff, exterior, grounds, public areas, guestroom décor, ambiance, amenities, bathrooms and guest services.

consideration—advantages of a Luxury Hotel Incentive Program is that it could bring more total TOT to the city’s general fund and make San Juan Capistrano more of a “global” destination.

San Juan Capistrano currently receives 10 percent of TOT (also known as ‘bed taxes’), which are deposited into the city’s general fund.

The reimbursement is fulfilled through at 50/50 percent revenue split between the city and the hotel. In order for the program to remain in effect, the certification of the luxury hotel quality will be looked at on an annual basis to “ensure ongoing adherence to the luxury hotel standards,” the staff report said.

The program passed 3-2, with Mayor Sergio Farias and Councilmember Derek Reeve opposed.

“Don’t be fooled, this isn’t about our residents or the public,” Farias said at the June 11 meeting, “this is gifting money to one developer.”

The incentive program came to City Council for consideration on May 1 and included a request from the Plaza Banderas Hotel Project developer for more than $2 million in “improvements and estimated costs” to go from 3-star to 4-star status.

Farias was skeptical of the hotel developer’s inclusion of the incentive program and, in addition to other questions and comments from City Council, the Council voted to have city staff do more research and develop an incentive program that was less specific to the Plaza Banderas Hotel Project.

On June 11, after back-and-forth discussion over how to go forward with the incentive program, City Council voted 3-2 with Farias and Councilmember Derek Reeve opposed, to direct city staff to con-

tinue developing the incentive program.

On June 19, the city staff report read that any applicant would need to apply for the incentive program, if the program was adopted. The program was further amended to state that city staff will approve reimbursement agreements, based on whether the applicant has met criteria or not.

WHAT’S NEXT: Any developer seeking to participate in the TOT revenue sharing program would submit a letter of interest and deposit, and work with city staff to complete all required hotel quality and financial certifications, the staff report read.

Pending satisfaction of approved criteria, staff would develop a draft reimbursement agreement that would be brought forward to the Council for review and approval.

Residential Development on Vermeulen Ranch Moves Forward by San Juan Capistrano City Council THE LATEST: At a special meeting on Monday, June 11, San Juan Capistrano City Council adopted two ordinances that push forward development at Vermeulen Ranch off of Del Obispo Street.

Vermeulen Ranch, a 35-acre parcel of land owned by the longtime, farming Vermeulen family aiming to sell the land, has been sought after by Spieker Senior Development to build on it for years. Between back-and-forth proposals with the city, a lawsuit developed and on May 15, Spieker

offered to remove claims from the city if the Council approved a zoning plan that representative Troy Bourne brought forth to the Council at that meeting.

The Council approved the first readings of the zoning proposal, the Farm Specific Plan, which would allow for the property to be developed into a residential community of up to 180 single-family units, a 0.5-acre park and a public trail leading from Del Obispo Street to Via Positiva. In addition, the Council approved the introduction and first reading of the development agreement ordinance.

“The Spieker/Vermeulen development plan, The FARM, provides for a masterplanned community with up to 180 comfortable homes and a large walking/riding trail that leads from Del Obispo Street to Via Positiva which will (then) connect to a future trail leading to the Ecology Center,” according to a project definition document drafted by Spieker.

The FARM will be designed in a “Classic California Spanish style” and or styling consistent with an agricultural theme in keeping with San Juan Capistrano’s landmark architectural heritage, the document read.

The ordinances approving the Farm Specific Plan and development agreement to allow the development of “The FARM” residential community goes into effect after 30 days of its passage, according to a city staff report.

At the June 11 meeting, the Council passed the second reading of the two ordinances and adopted them, 4-1, with Councilmember Pam Patterson opposed.

“It’s not realistic anymore to expect that this land is not going to be developed, we as citizens have a voice in what this development becomes,” resident Sue Turner said. “We need to come together and put this divisiveness behind us, our city’s special and we have a special piece of land that is one of the last historical agricultural lands in San Juan.”

Other residents spoke against development on Vermeulen Ranch, citing concerns of traffic, water usage, and a loss to the city’s open space in general.

At the May 15 City Council meeting, city staff’s recommendation was to pass two resolutions and approve and introduce the first readings for two ordinances. The four items passed that unanimously, and the passing of the Farm Specific Plan, will enable a future developer—Spieker—to submit residential development applications.

San Juan Capistrano City Council Passes Verdugo Beautification Design THE LATEST: After 10 years in the works, the Verdugo Street Beautification Project took another step forward as the San Juan Capistrano City Council voted to approve its conceptual design and to go forward with requests for final design services, at its meeting on Tuesday, June 19.

The beautification project will widen sidewalks, install landscaping, enhance paving, light and street furniture, “to provide for a more pedestrian-friendly” downtown adjacent to the train station, a city staff report said. The theme in the designs are to bring a more inviting street corridor for visitors by train, in addition to those parked, walking to restaurants, movie theater and shops downtown.

“All of the existing elements are great there,” said Brian Hannegan, RRM Design Group project manager. “It has everything that you’d want in a project, so we’ll be borrowing a lot of those elements to make this project happen using the existing street lights and just bringing those elements into the sidewalks and connecting Camino Capistrano through Verdugo Street, into Los Rios district.”

The new design plan includes larger trees with wider sidewalks, which also provides “bulb” street corners on Camino Capistrano which extend curbs and is intended to make pedestrian crossing safer.

The project design was done in collaboration with stakeholders and businesses affiliated with the Verdugo Street area.

The current budget for final design and construction of the project is $1.8 million.

The project design was passed 4-1, with Councilmember Pam Patterson opposed.

WHAT’S NEXT: In about one year, this will come back to City Council to award construction contracts, with construction taking approximately six to nine months, said Tom Toman, assistant Public Works director. Three Central Orange County Cities Propose Homeless Shelters, with Locations Still Under Wraps

THE LATEST: Some 700 homeless people in Orange County could have shelter in Anaheim, Santa Ana and Huntington Beach soon, according to officials at a court hearing on Wednesday, June 13 at Federal Judge David O. Carter’s chambers in the Santa Ana Federal Courthouse.

Representatives that span across Orange County gathered for an update on the status of finding emergency shelters for its homeless, after Carter asked cities from north, central and South County a few weeks ago to propose shelter sites at the June 13 meeting. Officials from Anaheim, Santa Ana and Huntington Beach shared the number of potential shelters and beds to Carter, who was pleased with much of the progress but was still critical of other moving parts—throughout the county—going forward.

Carter asked the cities not to reveal specific locations of the proposed shelter sites to the public, yet.

As for the other cities in Orange County, Carter recessed the open hearing and met behind closed doors with each Orange County area. Dana Point City Manager Mark Denny was one of five South County cities represented.

Other South County city representatives that joined the hearing included those from Laguna Niguel, Mission Viejo and Laguna Beach. Representatives from San Clemente or San Juan Capistrano did not

attend the hearing.

As for a countywide approach, Orange County Board of Supervisors Chairman Andrew Do shared a “Housing Funding Strategy,” which outlines affordable housing and levels of income in the county. The strategy proposes creating “supportive housing” through county and city funds, via state homeless funding or otherwise.

Do advised to create fewer, larger homeless shelters with a higher density of beds, opposed to more shelters with a lesser density of beds. Additionally, Do also suggested that cities that do not want to create new homeless shelters could pitch in funds toward other shelters in the county, as a sort of buy-out option.

Carter emphasized throughout the hearing that he did not want to see any one city or area of the county to bear the brunt of facilitating homeless shelters. Carter also noted that although the concentration of homelessness in bigger, central county cities is higher, there is a significant number of homeless people in South County cities.

Carter mentioned South County beaches, along with areas of San Juan Creek and Del Obispo in San Juan Capistrano, as areas that “homegrown” homeless people currently reside in—adding that he went to these areas himself—and argued that anyone who says there is not a noticeable homeless population in South County is wrong.

WHAT’S NEXT: After meeting with Judge Carter, city managers and mayors are scheduled to meet in the coming weeks to discuss potential South County locations. Meeting Carter’s requirements would allow for continued enforcement of anti-camping ordinances, which could be suspended if adequate shelter needs are not met. San Juan Capistrano City Council Discusses to Repeal Historic Town Center Master Plan THE LATEST: San Juan Capistrano City Council voted on Tuesday, June 19 to begin preparations for repealing its Historic Town Center Master Plan (HTCMP), appropriating funds for an environmental impact report and initiating a study for the plan’s repeal.

At the City Council’s March 6 meeting, the Council voted to initiate a general plan amendment and several land use code amendments to “correct inconsistencies” between the city’s HTCMP and general plan. The City Council also directed city staff to initiate steps to repeal the HTCMP. The Council voted 4-1, with Councilmember Pam Patterson opposed, to approve the beginning steps of looking into a HTCMP repeal process.

The Council approved and authorized the city manager to execute a professional services agreement with Chambers Group for preparation of the environmental impact report, to analyze the impacts of a general plan amendment and several land use code amendments. The budget for the environmental impact report is not to exceed $136,423, coming from the general fund.

Map Intended to Replace Blotter Entries, Says It Will Help Residents Track Crime Incidents Better

More than a year after the Orange County Sheriff’s Department (OCSD) discontinued the narratives that described reported crimes in its blotter, the department has debuted its promised crime map, through the interactive software CrimeMapping.

This map also does not have narratives attached to it, just as the blotter policies were amended in June 2017, but it does provide 15 different types of crime as indicated by various icons and when they occurred. People can also customize the map to look for specific crime incidents in their areas.

The CrimeMapping software the county is using comes from TriTech Software Systems based in San Diego. Orange County Board of Supervisors approved a contract with the company for just less than $700,000 for two years in November 2017.

OCSD at the time said it expected the map to be ready in “the coming months,” but it’s been almost a year to the day since that declaration. “(The map) will have the basic information, and it’s not going to have any narrative to it,” said Jaimee Blashaw, a public affairs manager with OCSD. “We put the (preliminary) calls into the map, but those (incident labels) could change on the map once deputies get on scene” and report the actual incident.

If people want more information on a specific crime incident, they can use the incident number provided in the map post and request a report from the records department.

“We’re really trying to get people to be active and participate in this and see the crimes that affect their neighborhood,” Blashaw said. “It might affect change, and if you’re seeing a lot of car burglaries, people may remember to lock their car and those kinds of actions.”

The blotter entries do not reflect calls that came in immediately; the CrimeMapping software will be updated every 24 hours when OCSD enters the calls or amends calls.

“I hope CrimeMapping encourages the community to take an even more active role in working with us to increase the safety of our neighborhoods,” said Orange County Sheriff Sandra Hutchens in a press release on Friday, June 8.

In November 2015, an incident occurred involving the daughter of an Aliso Viejo director of community development, Karen Crocker. Orange County Superior Court documents show Crocker sued Orange County and a number of individuals for defamation after her daughter was arrested along with her boyfriend on charges of theft and the incident was documented, she alleged, with false information in the blotter.

The blotter entry stated a woman had come to the store where officers had detained her daughter and identified herself as a “high-ranking official” with the city of Aliso Viejo and that she knew her daughter was innocent, “just like all the other times she’d been arrested for similar charges.”

Crocker’s lawsuit complaint stated that the incident was misrepresented, and she stated that she was suspended without pay from the city of Aliso Viejo on Jan. 8, 2016 as a result of the incident. Crocker sued for wrongful termination, initially filing a defamation suit in January 2017 and went to court shortly thereafter. She later amended her complaint on April 25, 2017.

The case was closed in August 2017.

On June 12, 2017, OCSD announced that it would remove narratives from its blotter posts. Although the court records examined by the The Capistrano Dispatch did not show that removal of the narratives was part of any settlement between the county and Crocker, sources close to the situation told The Dispatch that discontinuing the detailed posts was the result of “a lawsuit”—not necessarily Crocker’s.

that are kicking off the Lunch at the Library program beginning on Monday, June 18.

Children under 18 years old who walk into the library during this sixweek program will receive a free lunch, from noon to 1 p.m. Monday through Thursday, ending on July 27.

“For many families, the stability, nutrition and education that is provided by the school lunch program, the school and after-school programs, ends when school lets out for summer,” an OC Public Library press release said.

“During the summer vacation, children and teens in low-income families often struggle to have their basic needs met, and for many, the summer months mean reduced or limited access to healthy food, learning and enrichment programs, and safe places to congregate and be active.”

The program started in the Garden Grove Chapman Library and expanded in 2017 to include the Garden Grove Main Library, with a combined 6,500plus lunches last year. For 2018, the program will also include the Costa Mesa Donald Dungan, El Toro and San Juan Capistrano branches.

The program, which is accessible, popular with families, providing healthy meals and learning and enrichment opportunities, and free of charge — is helping to address the need for appealing, enriching, summer meal sites, and helping to ensure that children and teens return to school in the fall ready to learn.

OCSD Announces Alleged Stabbing a Hoax, Will Be Sent to D.A. as False Report

D

uring the June 20 City Council meeting, Dana Point Police Services Lt. Margie Sheehan made a statement saying that Orange County Sheriff’s Department (OCSD) was no longer investigating an alleged stabbing that occurred within Doheny State Beach on June 16. Those claims have been confirmed as unfounded.

Late in the day on June 19, OCSD released a statement that the incident had not occurred as reported, and the incident would be turned over to the Orange County District Attorney’s office to be filed as a false police report.

Following the incident on June 16 and initial report, Sheehan said she responded to inquiries from concerned citizens, en-

couraging them to withhold from distributing potentially incomplete information.

However, Sheehan was visibly discouraged at the City Council meeting that citizens did not adhere to her recommendation.

“When we (OCSD) withhold information, it is because we are gathering information,” Sheehan said, explaining the social, emotional and possible financial impacts of incomplete, or inaccurate information being relayed on local social media channels.

Sheehan added that in a spin-off to the false information surrounding the Doheny stabbing, it was alleged that a major resort in Dana Point suffered from what she described as a “major act of violence.

Rich Haydon, the State Parks Superintendent who oversees Doheny State Beach, confirmed to The Capistrano Dispatch that Capistrano Beach resident Ron Reed and his wife Vickie Pullam-Reed reported visiting Doheny State Beach where they said Reed encountered an unidentified male. Not long after, Haydon said Reed walked to the DoubleTree

ers for a minor puncture wound and was taken to Mission Hospital for additional evaluations. Haydon confirmed that Reed was treated and released that same day.

Haydon said that Pullam-Reed reported a “generic” description of the assailant after the alleged attack.

On the morning of June 20, Reed’s17year-old daughter released a video on Facebook voicing her apologies for her father’s actions.

Fred Swegles Recognized for Nearly 50 Years of Journalism in San Clemente Most familiar face in town honored for diligence in providing information

H

e is humble, quiet but sound, diligent and full of facts about San Clemente. These are important qualities for reporting anywhere, but for almost half a century here, Fred Swegles has taken it to another echelon.

Swegles carried San Clemente’s longest running newspaper, Sun Post News, on his back—literally on his bike when he delivered it, but his last day came on Feb. 28.

For 46 years, Swegles was at the local paper until February when the parent company made swift and very publicized cuts to newspaper staff across the nation.

At the June 19 City Council meeting, city officials recognized the decades of journalism he provided.

“I was hoping this wouldn’t be a big deal tonight,” Swegles said, as the audience laughed. “I was privileged and honored to cover my hometown for so many years, and most people when they start off as a reporter, they cover City Council meetings until 1 a.m., they do that for about two or The Capistrano Dispatch June 22-July 12, 2018

three years…and then become an editor or something, but I just stuck it out.”

Swegles was the senior reporter at-large at Sun Post News, working long hours each week. He admitted it’s been kind of nice to have the last three months off.

“It’s also reminded me, not just of the news I’ve covered over the years, but of all the amazing people I had the privilege to meet, who invited me into their lives to share their stories,” Swegles said as he held up the last Sun Post News, which was also discontinued and consolidated into another OC Register publication.

Former Mayor Bob Baker said Swegles’ knowledge of the city is so expansive that he should fill in the last 50 years of the city’s history by writing a book.

“Frankly, it’s hard to determine if there’s anyone who’s had more of an impact over the last 50 years in our community,” Mayor Tim Brown said, “and I just want to commend you, Fred, for everything you’ve done for the community, for

the news you provide, for keeping us all informed, and for providing our residents with everything they need to know.”

Swegles worked all hours of the day, scouring every inch of town for the next story.

San Clemente Chief of Police Services Lt. Mike Peters, who grew up in San Clemente, said he knew Fred’s work and when he became police chief, he said it was like talking to an old friend.

Fred has spent a great majority of his life in San Clemente. He went to the University of Southern California and graduated in 1970 and came back to his hometown to work a sports beat that would quickly turn into covering all things around the city.

Swegles’ love of San Clemente has taken him around the world; he’s traveled to 13 different cities in the world with the city’s namesake, and he listed them off while attending the recognition, which included San Clementes of Argentina (the California’s sister city), Chile, Spain and Scotland’s St. Clement.

Swegles is likely not done with journalism, whether it’s in San Clemente or not, in some form or another.

When asked if he would be willing to speak with the San Clemente Times in late February, he said he’d be fine with that, under one condition.

ear inserted itself into a San Juan Capistrano family when a mother and son were riding their bicycles along Camino Capistrano in the afternoon of Wednesday, June 6, when a car ran a red light and struck 6-year-old Roque Antonio.

Roque’s mother, Luz, was overcome with panic when he couldn’t see Roque as the car crunched over her youngest son’s bicycle, until it drove off and she saw him on the sidewalk, unharmed. In an act of imperative timing, Roque leaped off of his bicycle and onto a sidewalk near the intersection of Camino Capistrano and La Zanja, at around 5:45 p.m.

“Little Roque was out riding his bicycle with his mother, doing everything he was supposed to being doing, wearing his helmet and paying attention to his surroundings,” San Juan Capistrano Chief of Police Lt. Carl Bulanek said. “He went to cross the street and a vehicle ran the light and struck him. He was paying attention to what was going on, he was able to jump off the bike just as his bike was being hit by the vehicle, and ultimately the doctor— he was transported to the hospital—said

that by wearing his helmet, it kept him from sustaining major injuries.”

Bulanek commended Roque on his actions and attentiveness to his surroundings, at a press conference behind San Juan Capistrano Police Services on Monday, June 18, where Orange County Sheriff’s Department (OCSD) staff, local businesses and community members came together to support Roque and his family.

During the event, Roque got a surprise that brought a smile only an eager 6-yearold can bear: a brand new bicycle. Jim Curwood, owner of Buy My Bikes in San Juan Capistrano, donated the bicycle to Roque during the event.

“Thank you, everybody, for my bike,” Roque said to a small crowd of heartmelted, badge-wearing deputies.

Curwood, who just celebrated Buy My Bikes’ 40th anniversary this week, said he enjoys working with the community in instances like this.

“It’s very fulfilling and it’s something he’ll never forget. I’m just thrilled he didn’t get hurt,” Curwood, wearing his famous bumblebee costume, said. “And, he should be able to ride the bike for the next few years (until he grows out of it).”

the Sheriff Department’s bike team and a former BMX racing professional, rode his bicycle next to Roque for nearly 20 minutes to help him get used to riding again.

Miranda performed small stunts including wheelies next to Roque as they rode backand-forth a stretch of the San Juan Capistrano Bike Trail near Police Services, as Roque ardently asked to keep going as his confidence was being built up.

“This is big because the community’s coming together to help a little kid who was hit by a car, and a little kid at that, who went through a traumatic event,” Miranda, who joined OCSD in 2007, said.

“Anytime you get hurt, crashing your bike is a big deal to a kid. Coming together and getting this kid back on a bike is huge, helping this family is what it’s all about.”

Miranda said it’s important for kids to wear the helmets, as it’s saved him from major injuries over the years as well.

“It’s always important to have the right safety gear on, your helmet has to be the right size, buckled of course, and make sure you are bright and visible so cars can see you,” Miranda said.

Bulanek added, “Unfortunately, so many people these days—not just kids, but we see adults doing it all the time— they just go across the street, are on their cell phones, even at 6 years old, (Roque) had the wherewithal to be cognizant of his surroundings and jump off his bike.”

Roque’s brother, Jonathan, 19, said that his entire family are still breathing sighs of relief of their youngest member’s close call.

“He’s the youngest, so he’s definitely the most loved/spoiled from all of us,” Jonathan said. “We all just love him, and receiving the phone call that something just happened to him—that he was in an accident— that was terrifying. It was heartbreaking.”

in San Juan Capistrano on Del Obispo Street, said that he credits Roque’s helmet for his escape of major injuries.

“I think it was a huge eye opener for all of us, and I work at the YMCA, and I reinforce the importance of wearing a helmet, especially now that this happened to us— it could happen to anyone,” Jonathan said.

The driver fled the scene after the hit, Bulanek said, but was located thanks to witnesses who saw the incident.

“Fortunately for us, some citizens who saw what was happening were able to take pictures of the vehicle to get a license plate,” he said. “With quick action of the deputies in the area, they were able to put out a description of the vehicle along with the plate. Our air support unit ultimately located the vehicle on Ortega Highway.”

Josue Cisneros, 41, was arrested at approximately 8 p.m. on June 6 on suspicion of felony hit and run, said San Juan Capistrano Crime Prevention Specialist Celina Corley. “(Roque) was very fortunate to come out with minor injuries as a result of his upbringing and parents instilling the need to wear a helmet and follow the rules of the road,” she said.

Bulanek said he wants to highlight the actions of Roque and hopes other cyclists ride safely.

“He was very fervent and very clever doing what he did to keep himself from being seriously injured,” he said.

Jonathan said that at the YMCA, on Tuesdays, children are encouraged to bring their bicycles and helmets to the YMCA, as they have supervision. YMCA Child Care in San Juan Capistrano is located at 25591 Camino Del Avion and can be reached at 949.493.4315.

Letters to the Editor LET’S BRING AN AGRIHOOD TO SAN JUAN —Sue Turner, San Juan Capistrano I do not support the Farm Specific Plan that is currently purposed for the Vermeulen property. From what has been presented, 180 homes is too dense and this appears to be another cookie cutter enclave of tract homes.

I would have preferred that this property had been designated open space with no homes.

But I am a realist and accept that something will be built on this land eventually.

But our city is special and deserves better.

This is one of the last historical agricultural lands left in San Juan.

I propose we take the time to create a plan that is a win-win for the Vermeulen family, development and most importantly our citizens and neighbors.

I promote the idea of an Agrihood. What is an Agrihood?

Instead of a community being built around a golf course, pool or tennis courts, Agrihoods are single-family, multifamily or mixed use communities built with a working farm as the centerpiece of the community. Residents take an active part in creating a sustainable food source for their community and bond as neighbors.

Architecturally, I would like to see a quaint California cottage/bungalow or farm style homes. Something that is uniquely of “San Juan Capistrano” character. Agrihood homes, additionally, are state-of-the-art, net-zero energy homes.

They are high performing homes, with water management and conservation in mind.

Agrihoods create a bridge between developers, environmentalists and a new generation of home buyers who value community and food sustainability.

If developed thoughtfully it can be an asset to our community instead of another eyesore. I think an Agrihood is a salute to San Juan’s rich agricultural history with a nod to our future.

AGAINST DEVELOPMENT ON VERMEULEN RANCH —Barbara Szemenyei, San Juan Capistrano I’ve brought a bit of past history, a disgraceful display of political maneuvering by our City Council Mayor Sam Allevato at the time, and Troy Bourne the developer representing Spieker Senior Developments, and the Vermuelen family.

Because there was so much opposi-

tion to Bourne and the Vermuelen family intent to build a 500-unit development, the Oct. 21, 2014, Council meeting had to be moved to our school district office.

The time was announced but Bourne invited out-of-town guests from Spieker developments to arrive a half an hour before the scheduled time to fill all of the seats.

He provided box lunches and blue shirts for his guests.

So when our town’s residents arrived at the scheduled time there were no longer seats available. Bourne’s guests had filled them all.

Mayor Allevato carried that meeting on to 3 a.m. in order to jam through approval for this project along with Larry Kramer and John Taylor, to reach a majority vote.

Bourne’s 500 unit project was rejected by the Planning Commission due to his flawed environmental impact report, but the Council ignored that and approved Bourne’s project.

He’s back with a vague plan for his and the Vermuelen family’s intent. Can he guarantee water when the state has alerted again water conservation as the drought is alive and well. A reminder that Southern California has had only one weekend—48 hours of drenching rain in almost seven years—and before that our wells were going dry.

On top of the prospect of sharing our scarce water with 180 new households and almost 2,000 car trips a day added to our traffic glut. I ask you Council—by approving this project, who are you representing in our town? One family and their developer.

After my remarks regarding the serious water situation we all face and the added traffic, our City Council Mayor Sergio Farias, Kerry Ferguson, Derek Reeve and Brian Maryott proceeded to vote approval for the developer to go forward with a vague plan for 180 homes and almost 2,000 car trips a day with one “No” vote.

With a little extra effort, our pets can be spared the trauma they sometimes experience from fireworks.

Phantom Fireworks asks that you please be mindful of the following.

Keep your pets indoors during fireworks displays.

Turn on the TV or radio and air conditioning to help mask the noise of the fireworks. Keep pets in a soothing, dark room with light jazz or classical music playing.

The idea is to muffle the fireworks noise with something soothing. Close draperies to help soundproof the residence.

Many suggest walking or exercising the pet prior to the fireworks in an effort to tire out the pet in hopes the pet will be asleep through the fireworks.

Be home or have someone at the home indoors with the pet to offer encouragement and support for the pet. Close all windows and doors and block pet doors to prevent escape.

You could try distracting the pet as soon as the fireworks begin by involving the pet in something enjoyable like fetch.

Prepare a safe area where the pet can burrow in to feel safe. Maybe some blankets under a bed or a blanket draped over a small table. Play a radio near that area. Feeding the pet in the area will help the pet associate the area with other good things.

Do not take your animal to a fireworks show or let the pet outdoors while fireworks are being used.

You might consider consulting with your veterinarian several weeks before fireworks season. Some pets may require sedation. The veterinarian could suggest some behavior modification techniques.

undays are celebrated in a variety of ways across different cultures and regions. To some, it may be a day of religion and reflection, to others it could be chore day—when laundry, household cleaning, gym sessions, car washing and kids clothes shopping must be checked off a to-do list.

In a lot of Southern California and South Orange County “cultures,” Sunday Fun Day means sporting events, beach days and friendly outings where alcoholic beverages and savory breakfast dishes are consumed at an outdoor patio with a view. In fact, brunch has become so popular that some restaurants and eateries have popped up that cater specifically to this hybrid morning-mid-day menu.

food trucks would transform into the fullblown kitchen and restaurant that it is today.

God had other plans for them, Galvez said, and the duo were driven to change the way guests perceived Mexican food.

“We wanted it to be more complex, more enjoyable and healthy,” Galvez said. “There’s so many layers to Mexican food and Manny and I would often go out together and see big gaps in what Mexican food really should be.”

The city of San Juan Capistrano and Marbella Marketplace have really embraced Sol Agave, said Galvez, and adding a brunch menu to their specialties of carnitas, seafood and steak was about cultivating more Mexican culture Sunday traditions with locals and residents alike.

“In our culture, we always look forward to Sunday because it means going to church and everybody meeting at a restaurant to talk about everybody’s week or upcoming events,” Galvez said. “Sunday is really when we can embrace the family and come together as one and we wanted dishes that would be inviting and motivate family members to congregate here and have a great time.”

According to Velasco, some of the most popular dishes, and his recommendations, would be to try the “Tampiqueña,” “Chilaquiles Rojos” or “Huevos Rancheros.”

For beverages, one of the “top 10 Mexican” drinks offered at Sol Agave is Café de Olla, or the cocktail that comes with a flaming presentation.

ophisticated wine tasters used to have to travel to popular wine meccas such as Napa Valley, Sonoma, Paso Robles or even Temecula to test their palettes, but Orange County’s approximately 12 vineyards and countless wine bars are giving the behemoth wine regions and massive production companies a run for their money.

The latest trend that a few of these OCbased wineries are promoting for the hot summer season is Provence, France-originated rosés and the wedding season favorite sparkling wines. Here are a few of their featured and favorite picks suitable for both the seasoned and newbie wine taster.

Planting their vineyard of 250 vines of each variety in 2008, Giracci Vineyards and Farms in Silverado has become a growing staple for smaller production, and later acquired the Hamilton Oaks name and tasting room in San Juan Capistrano that is now called A Stone’s Throw Winery. Joined, A Stone’s Throw/ Giracci produce an assortment of vintages, most recently, a completely dry rosé blend of cabernet sauvignon, merlot, syrah, pinot noir and primitivo, or a combination of everything Giracci makes on their property.

“We try to concentrate all of our wines to get a deeper color and better extraction from the red wines,” said Chad Kearns, owner of Giracci Vineyards and Farms and A Stone’s Throw Winery. “A lot of winemakers in California used to throw (those contents) away, but I started making rosé out of it and then the (rosé trend) really hit and it became big in California.”

Totaling between $20-$25 a bottle, all of the vintages at Giracci are cost effective, Kearns said, and most of the wines include higher alcohol content at about 15 percent.

The top tier quality is important to Kearns and Giracci winemaker Sébastien Noel who educated guests on high-end characteristics of rosé such as clarity, aromatics, acidity and balance.

“Rosés are not typically meant to be sweet,” Noel said. “They are fermented dry and we only have a few (rosés) that we’ve left with sugar just because we are getting requests for that kind of thing.”

Our Ontañón is a style of Rosado and a blend of Viura, a white grape, and two different red wines, Tempranillo and Garnacha. It has a bit of pepper but is also really light. Although most people are familiar with sauvignon blancs from New Zealand, Spy Valley’s rosé is really refreshing with notes of grapefruit.”

According to Little, the only way The Cellar is able to offer three rosés by the glass for wine tasters is because of their drastic variations stylistically. The three rosés are available in a flight for $14. Champagne flights—including a Crémant, La Perle and Lambrusco— is also available.

hether you enjoy two-stepping, jiving, break dancing, headbanging or just grooving, there is bound to be a festival, concert or gig that music lovers can move with the audio flow to this summer in South Orange County. Here are a few of the top picks for any kind of style, budget or vibe.

Festival Season Festival season is upon us and traveling to Europe or the Coachella Valley isn’t necessary to experience the all-encompassing festivities.

San Clemente Fiesta Music Festival returns on Sunday, Aug. 12 and will take over Avenida Del Mar for a full day of free live music, salsa and food contests, a motorcycle show, action sports exhibitions, and art displays. Bands such as Tunnel Vision, The Roney Boys and Bad Hombres tore up the stages last year. Trails and Tails Ortega Equestrian Center brings horse culture to South OC residents, visitors alike

T

he sound of horseshoes hitting the dusty, dirt trail along San Juan Creek is complimented by sunshine slipping through cracks of bamboo sticks as a handful of horses make their way through unfeigned San Juan Capistrano.

Sweets, a mild-tempered painted mare, steadily clip-clops her way through brush along San Juan Creek on a warm June afternoon, with her ears perked and eyes aimed at the trail ahead. Sitting atop Sweets, a feeling of complete bliss washes over my mind as if with each step the mare takes, there’s a hammer chiseling away at each of my mundane worries.

Kathy Holman, owner of the Ortega Equestrian Center, has centered her life and career from the joy that she, and others at the center, also feel when in the presence of horses. Her

love for horses started at 5 years old and grew further when she turned 12, saving her babysitting money to buy a horse of her own.

“I learn the names of horses better than I do some people,” Holman laughed, as she walks along her stables.

Now, overseer of her own equestrian facility with trail rides, lessons, boarding and equine therapy (to name a few), Holman strives to keep alive the culture and lessons that cultivated her passion, and to pass it onto others.

“It’s a wonderful family activity, where you can all do it together. It really works well with teaching children responsibility and hard work,” Holman said.

Walking into the dusty lot of Ortega Equestrian Center, the faint smell of hay and stables fills your nostrils with a nostalgic scent of San Juan’s equestrian history. At capacity, the center holds 130 horses, two miniature horses, a goat, a donkey, chickens and two lovable Labradors.

Erin Bro, who also got into the horse com-

munity at 5 years old, started out at Ortega Equestrian Center and has grown into a trail guide, in addition to helping out at the center in other ways.

Bro and her daughter took a couple members of the Picket Fence Media team along a one-hour trail ride, which was comfortable and enjoyable for novice and experienced riders. Although Bro rides along the San Juan Creek trail on a regular basis, she doesn’t tire of the feeling of escaping to another world on the trail.

“Every trail ride that I take people on, they always say ‘I can’t believe this is here, this is so cool,’ you are in the middle of San Juan but you have bamboo running up the creek, the birds and the ducks,” Bro said.

In addition to curious journalists, Bro has taken all different types of riders along San Juan Creek, ranging from bachelorette parties to families looking for a fun outing.

“It’s very much a family stable, a lot of other locations you’ll find are very competitive driven so it might not be as family-friendly

or accessible to people,” Bro said. “I’ve been coming here since I was 5 because all ages were accepted and you didn’t have to be on a competitive track.”

The majority of the Ortega Equestrian Center staffers share similar backgrounds, most of them having come to the center as a child for lessons or summer camp. Now adults, they teach the next generation of Ortega cowgirls, who were at the center during the interview.

All three young girls, who handle the massive animals with comfort and attentiveness as if they weren’t a fraction of the horses’ size, sport horse-themed shirts and make innocent bets on whose horse is “faster” or “better.”

“It crosses demographics, it’s multicultural and at the heart of it all is a respect for Western culture and what ideals come with being a cowboy and cowgirl and I think that’s a really cool thing to see in a younger generation,” Bro said.

Ortega Equestrian Center is one of the few remaining stables that offer recreational trail rides to the public, which can be made via appointment. Whether you’re a person who has never sat on the back of a horse, or an experienced rider who isn’t fortunate enough to own your own horse, taking a ride along San Juan Creek through Ortega Equestrian Center is a must-do this summer for anyone with an adventurous and open mind.

ourteen years ago, Pixar’s The Incredibles made mini-history as the animation studio’s first feature film to focus on human characters.

Previously, Pixar movies were about talking animals, such as Finding Nemo (2003), talking bugs A Bug’s Life (1998), talking toys Toy Story (1995) and talking imaginary creatures Monster’s Inc. (2001). Now, the superhero family is back and ready for more fantastic CGI action. The Incredibles 2 returns Brad Bird to animation after experimenting with live-action with Mission: Impossible— Ghost Protocol (2011) and Tomorrowland (2015).

Only three months after defeating mega-villain Syndrome, the Parr family is back into hiding, as superheroes are still technically illegal. As soon as they find out that the “Super Relocation” program was successfully shut down by the government, Bob/Mr. Incredible (Craig T. Nelson) and Helen/Elastigirl (Holly Hunter) and Lucius/Frozone (Samuel L. Jackson) get contacted by broadcasting tycoon and superhero supporter Winston Deavor (Bob Odenkirk).

Incredibles 2 is essentially a remake of Mr. Mom (1983) with some commentary on how superheroes have taken over Western pop culture. Like most sequels, the original is still slightly better, but the new feature has plenty to look for. The sequel is primarily centered on the female characters, naturally, and not in a pandering way.

Some of the comic relief doesn’t completely take off—particularly with the baby in the Parr family. But for those who just want to see their favorite CGI heroes again, it delivers. CD

James Parris, owner of Sweet Home Capistrano, grew up with baking and cooking. His father made pie pans, which sold internationally as he won awards in 2004 for his pies and baking performance.

“From then on, I decided cooking was something I wanted to do and follow my father’s footsteps,” Parris said.

Parris went to culinary school, worked across Southern California and studied culinary arts in Europe. After coming back to Southern California, Parris said he helped his friend open Pascal Restaurant in San Juan Capistrano, also on Rancho Mission Viejo Road, and fell in love with the area.

“I’ve always enjoyed San Juan Capistrano, I helped open Pascal and that’s what brought me here originally. I love South Orange County, it’s relaxed and the people are much nicer.”

Parris said his hope is to make Sweet Home Capistrano a place where people in town can come to relax and congregate.

“We want to be the nook in the neighborhood,” Parris said. “We’re trying to make a neighborhood friendly, gourmet bakery where everyone can come to gather and meet.”

With personalized-sized pies, to glutenfree and vegan options, Parris said his goal is to make Sweet Home Capistrano a go-to for specialty baking goods—and, to bring back the old-school business model of small bakeries.

“I know the need for a nice homemade, gourmet bakery in South Orange County, I know people have been craving that and I wanted to answer the call,” Parris said.

“We want to have something on the menu that people come back for every time.”

In the process of making community relationships, Parris said the bakery has added a mural of Mission San Juan Capistrano, and has built relationships with its neighboring businesses Anytime Fitness and Lindora Clinic to bring healthy options for locals.

Fun features of the bakery that Parris hopes to bring to Sweet Home Capistrano is a seasonal menu, where he can bring his international baking colleagues to his bakery and collaborate on creating menus.

As for himself, Parris said he is also excited to continue what he loves doing with his father.

Local resident Amber Relis will be managing daily operations, alongside a team of trainers and gym managers.

Relis joined The Camp as a member in April 2015 and grew to love the program.

Relis opened her first The Camp location in Lake Forest that following November, and her location in San Juan Capistrano is the second The Camp she has opened.

“I joined as a challenger in April 2015 and fell in love with the program results and more importantly how I felt overall,” Relis said in the press release. “I went from a completely inactive lifestyle to being a gym owner in the matter of a few months—a total 180 I could’ve never imagined. I started looking to expand in both San Juan Capistrano and Rancho Santa Margarita since the beginning of 2016. It’s

The program at The Camp consists of group training with interval workouts, nutrition and supplement plans, and work with trainers. Members often join through initial “challenges,” which are scheduled seven times per year. The event, hosted by the San Juan Capistrano, San Clemente and Ladera Rancho chambers of commerce, brought in approximately 150 people to the marketplace. Attendees networked, in addition to complimentary bites and drinks with entry, with a raffle.

A Fruitful Family Activity: Gardening Together

W

hen is the last time you’ve had a meaningful connection with your child without the distraction or interruption of a smart phone? How about a time together working side-by-side on a project for several hours? It’s not too late to try something new this summer to connect with your child, shutting out the technological noise in the world. Parents: take a break and tune in, create a family garden together. By creating a family garden, you’re forming a bonding experience I call the three T’s: time spent together, talking about life and the garden, and touching— feeling the life force of the soil and plant at your fingertips. The focus is on nature, you get to be face-to-face with your child having a conversation about plants with them.

The best results of having a garden is the abundance of home grown fruits and vegetables. Children will eat more if they grow it, crops eaten boosts brain development, getting hands dirty while gardening may actually strengthen your child’s immunity and overall health. Most of all collaborating in the garden will inspire dinnertime tales and etch fond memories of time spent at home.

for some old-fashioned physical labor, shoveling soil, bending and stretching, watering, and maybe pushing a wheel barrel. Gardening promotes Vitamin D from sunshine, that’s always valuable. Furthermore, studies show that when children have contact with soil during activities like digging and planting, they have improved moods, better learning experiences and decreased anxiety, according to “Gardening with Kids: How It Affects Your Child’s Brain, Body and Soul” in PBS Parents. Most important, the self-esteem a child gets from eating a home grown tomato that he grew himself is priceless.

Time in the garden DIRT THERAPY allows for team building

Making sure the plants get enough fertilizer, water and sun fosters mindfulness. The life lessons and concepts learned while gardening, like composting food scraps for fertilizer or using gathered rainwater, can show kids a

deep respect and responsibility for taking care of our planet.

Planting a family garden can be a simple task to get started. Don’t let it overwhelm your life. If you’re new to gardening or are limited on time and space, try selecting a large 24 inch container for starters. If you have more space, create a raised planter bed of any size.

For family fun, try a themed garden like a pizza or taco garden. Select plants that would be used if you were going to make a taco or pizza. If you’re using a 24-inch container choose only three plants per container to let plants spread, if using a raised planter bed be sure to use more plants. For a taco garden, select an heirloom or cherry tomato for the best salsa, and select these additional plants: cilantro, green onions, jalapeño and lettuce. For a pizza garden, choose a plum Roma tomato and these additional plants: basil, chives, garlic and oregano. Add an organic vegetable/fruit planter’s mix in a container; add plants, water well and add fertilize. Done. With a garden, we don’t have instant gratification; we plant today and must wait for the harvest, which teaches us about patience and what the fruit of our labor really means. What a great lesson to be learned by all. Be sure to have fun this summer with the kids, get outside, play in the dirt and create something together.

Is This Single Senior Woman Being Too Fussy in Dating Men?

S

enior dating is challenging. Single seniors mention that to me often.

It’s particularly hard for women. A comment on my Finding Love After 50 Facebook page this week underscored how difficult for them it can be.

Barb stated that she was thinking of giving up on senior dating. She based her comment on experiences she’s had with four men, which she shared. She asked if she was being too fussy.

Barb wrote, “I have been off and on dating sites since I was 60 and now I’m 79.

One man I met online was an hour and a half away, we dated two months.

He wanted me to move in with him. I was in the middle of moving in with him, when he found out his daughter was getting divorced. He decided it was not a good idea for me to move in, because he was going to remodel his house and have his daughter and her two daughters move into his house.

Plus, he didn’t like television so he wanted me to buy earphones to wear when I had my television on. Well, that was the end of that relationship.

The second guy I met invited me out New Year’s Eve to a dance. He had a funny little step in his dance that was hard for me to catch onto. He kept telling me all night how well his ex-wife and he could dance together.

While walking me to my door, he put gum in his mouth, and in a minute, he said, “Oh my God, I just lost one of my teeth.” Well that was the end of that man.

I just saw him recently, which was a year later, and the tooth is still missing.

The third guy I met seemed nice and we had fun together. My sister lived near me. When her husband was dying, I went to be with her the night her husband was

passing and this guy got upset and told everybody I gave him up for my sister. So that was the end of him.

A couple of weeks ago, I met a fourth man online. We exchanged messages. He asked for my email address so we could email instead of being on the dating site.

But I couldn’t get to know him as all he talked about was that he had lost his wife five years ago to cancer. He wanted to meet a woman who would make his house a home and be his special woman. He wanted me to forsake all others to be only with him.

I tried to talk about the future and what it would be like if we got together.

It always went right back to the kind of woman he was looking for and how he wanted her to be his own and love only him.

ON LIFE AND So now I’m giving up LOVE AFTER 50 on trying to find someBy Tom Blake one. It’s too hard. I think I would rather go it alone. It seems like I can’t find anybody. I don’t know maybe I’m too fussy. What do you think?”

I responded to Barb. “Too fussy?

Certainly not with the experiences you described. However, I do think deciding to move in with the first man who lived an hour and a half away after only knowing him for two months was a rushed decision.

The second guy, the one with the funny dance step and the missing tooth, wasn’t right for you. Any man who talks about how great he and his former wife could dance isn’t tactful and doesn’t get it.

And, not only was the third guy insensitive, he was a jerk for saying what he did, during the time your sister’s husband was dying.

You may be ‘looking for love in all the wrong places.’ Perhaps, get out locally and attend social functions and network through friends—these options might work out better. Maybe that will make

senior dating easier.

Saving the Mission

A

t the heart of San Juan Capistrano is its beautiful historic Mission. Strolling through the graceful arches of the arcades and colorful blooms of the gardens, it is difficult to believe that this treasure had once been left to crumble out of existence.

During the latter part of the 1800s, the Mission suffered from vandalism and neglect. Weeds and debris filled the grounds and many of the original buildings were no longer standing. Then along came the Landmarks Club.

The Landmarks Club was one of the first preservation organizations in California.

Founded in 1895 by Charles F. Lummis, the group’s initial goal was to preserve the Missions of Southern California, and it was decided: “That gem of the Missions, San Juan Capistrano, is in the most imminent danger; and there the first work will be done.”

Work began immediately and, according to reports of their first annual meeting, “in its one year, the club has succeeded in the complete safeguarding of the most beautiful of the Missions—San Juan Capistrano, founded in 1776 by Fray Junipero Serra himself.” As part of the preservation project, remaining structures were re-

roofed, adobe walls were repaired, the Great Stone Church was secured, hundreds of tons of debris were removed, and irrigation was installed for the gardens.

And in 1910, St. John O’Sullivan arrived in San Juan Capistrano… but we’ll talk about that later. In the meantime, a visit to this lovely Mission is a wonderful way to spend a summer day!

lthough the tail end of June gloom hovered in San Juan Capistrano during its kickoff Summer Nites Concert Series on Wednesday, June 20, the excitement of summer from those who came out to the concert outshined the weather.

Motown and funk band Soultry brought dance-inducing tunes to the Historic Town Center Park stage, with locals of all ages hitting the dance floor. Vendors ranging from the Camino Real Playhouse, San Juan Capistrano Chamber of Commerce, Fiesta Association, and more, made appearances in addition to San Juan Capistrano Police Services and the city’s adopted 1st Battalion, 11th Marine Regiment at Camp Pendleton.

Skvarna Captures Second NSSA Title

San Juan Hills alum and Saddleback College student-athlete Kevin Skvarna stayed on top at the NSSA National Interscholastic Championships on June 17 at Salt Creek Beach in Dana Point.

Skvarna posted a score of 15.67 and earned his second consecutive college longboard national title. Saddleback tied for seventh in the team standings with 53 points.

Point Loma Nazarene won its fourth consecutive national team title.

Skvarna won the 2017 title with a score of 16.63.

In the wheelchair F33 shot put, Stier put up her best mark on her sixth and final attempt with a throw of 10 feet, eight inches.

Stier, who competes with cerebral palsy, was part of a field of 424 athletes and guides from 16 countries, including 46 members of Team USA.

Lewis Starts in Midwest League All-Star Game

In his first full season of professional baseball, JSerra alum Royce Lewis earned a starting spot for the Midwest League AllStar Game on Tuesday, June 19.

Lewis, the shortstop for the Class-A Cedar Rapids Kernels, led off the game with a single and immediately stole a base.

He finished 1 for 2 on the night for the West Division.

In 55 games for the Kernels, Lewis is hitting .302 with 37 RBIs, 38 runs, 16 doubles and six home runs. Lewis, the No. 1 overall pick in 2017, is the top prospect in the Minnesota Twins system. CD

Fitzpatrick, a 2013 JSerra graduate, was selected by the Chicago White Sox in the 22nd round with the 648th overall pick.

This season at UCI, the infielder put together a .219 batting average with 17 RBIs, 21 hits and 14 runs scored.

Fitzpatrick added six home runs for the Anteaters. He also posted a .986 fielding percentage in 27 games.

Fitzpatrick, a San Clemente native and team captain at JSerra, went to UCI from Saddleback College where he was first-team all-conference and helped the Gauchos to their first conference title in

18 years.

Lin, a 2016 JSerra graduate, was selected by the Houston Astros in the 29th round with the 882nd overall pick.

This was the second go at the draft for Lin who was selected out of JSerra in 2016 by the Seattle Mariners in the 16th round. The pick made him the first Taiwanese-born player to be selected in the MLB Draft.

Lin did not sign in 2016 and chose to attend Arizona State University. This season at ASU, the catcher posted a .290 batting average with 25 RBIs, 25 runs and 61 hits. He also made a .989 fielding percentage in 55 games behind the plate.

As a senior at JSerra, Lin hit for a .315 average with three home runs in 33 games.

Wendzel, a 2016 JSerra graduate, was selected by the Boston Red Sox in the 37th round with the 1,120th overall pick.

This season as a sophomore at Baylor, the infielder hit for a .310 batting average with 49 RBIs, 38 runs, 29 doubles and eight home runs. Wendzel was named to the 2017 Big 12 All-Freshman Team last season.

At JSerra, Wendzel and Lin were part of a hugely successful group for the Lions that won three straight Trinity League titles in 2014, 2015 and 2016. CD
