PROPERTY OUTLOOK IMPROVES, BUT STILL ALL ABOUT THE BUYERS Although the economic and property market outlook has improved, we are still waiting for this to translate into a meaningful increase in sales and prices.
W
hile the latest FNB Property Barometers note that agents are pointing to improvements in the market, sales volumes and price growth remain flat for the time being. The Gauteng market seems to be performing much better and appears to be the most price-realistic and relatively well balanced, with properties spending on average just under 12 weeks on the market compared to the coastal metro markets with a far weaker just under 18 weeks on average. Cape Town remains the best performing coastal market with properties spending on average just over 15 weeks on the market compared to almost 21 weeks for Durban (Ethekwini) and 22 weeks for Port Elizabeth (Nelson Mandela Bay). The greater Joburg metro (City of Joburg and Ekurhuleni Metros) averages almost 15 weeks while Pretoria (Tshwane Metro) averages at an impressive just under 11 weeks.
Although the survey points towards a mostly well-balanced market, word on the ground remains that most areas continue to favour buyers with plenty of stock to choose from. That means that serious sellers need to remain realistic with their price expectations. The still fairly weak market conditions also apply to foreign and expat buying. We are still seeing a good deal of new development taking place in the large metros and interest in well-priced units and homes remains strong. Overall, the upper end of the market is still seeing some ‘watch and wait’ on the part of high net-worth investors, but we are beginning to see some enthusiasm amongst those looking to invest before the market again takes an upswing. While there are still challenges ahead, we continue seeing signs of an improved economy and are encouraged by the steps taken by President Cyril Ramaphosa, including the new foreign investment drive which economists predict could be a major
economic growth booster. The property market tends to track the economy closely and we usually see a lag in improvement. That means that once we start seeing a more sustained uptick in economic activity, we can expect the property market to follow. That said, if you are looking to buy or invest in property, you would not want to leave it too late, because

he Atlantic Seaboard and City Bowl remains South Africa’s top Blue Chip real estate belt, despite the challenges faced by the market over the last year. We continue seeing developments, big and small, shift the skyline, bringing with it progress necessary for economic growth. A quick drive around and you will find Cape Town abuzz with construction on fabulous new developments, such as Elements on Main and Battery. Hotel mogul, Sol Kerzner, recently voted one of the country’s top businessmen of all time has recently launched the Kerzner Estate The market shift over the last eighteen months has resulted in a cooling of house prices in the Cape metro, with many suburbs trading at an average selling rate below that of last year. The latest FNB House Price Index shows that for the market as a whole, the Luxury Area Value Band slowed the most significantly since 2014, reaching the slowest growth rate of all the price segments by the 1st quarter of this year of 4.9% (down from 5.2% in the prior quarter). The super luxury price band has felt an even greater slow-down, especially in regard to apartments above R8 million and houses above R18 million. That said, the Atlantic Seaboard and City Bowl have already recorded about R2 billion in sales for the first few months. Clifton, Bantry Bay, Camps Bay, Fresnaye, Mouille Point, the Waterfront and Silo District all clocked up sales, most predominantly in the R20 million to R40 million range. The Atlantic Seaboard remains the home of six of the country’s top suburbs along with other fast rising areas including Higgovale in the City Bowl. With the notable growth in Mouille Point and Green Point, buyers and investors are turning to these suburbs for more value as the next luxury market hotspots. Fabulous renovations and new developments are taking these areas to the next level in terms of property. Indications from FNB are that, although still slow, semigration and

foreign buying may well see an uptick in the coming months given that Gauteng’s primary markets in Johannesburg and Pretoria are beginning to see improvement. That, along with the improved economic outlook, means buyers will look to get into the Blue Chip markets before price growth again begins its steep upward trajectory. Given the lifestyle without comparison, fabulous street café vibe, exquisite sunsets and year-round holiday feel where you find people milling around the suburbs, whether eating out, walking, jogging or cycling, the market is bound to turn as the months progress. Globally, the outlook for luxury real estate remains good. Property here will always carry a premium due to the location and you are investing in a top real estate area, arguably one of the prime areas on the continent. What should a seller do in this changing market? Firstly, you need a full-service agency, not just an agency that is going to post your property on a website hoping the phone rings. Secondly, you need area focused, area specialist agents whose entire working life is focused on selling your unique home, in your area, and who is continually building a database of potential buyers specifically interested in what you have to sell. RESIDENTIAL PROPERTY SALES AND THE VAT INCREASE In the February 2018 budget speech, the former Minister of Finance announced an increase in the VAT rate to 15% effective from 1 April 2018. The increase will affect specific goods and services differently depending not only on the deemed ‘time of supply’ rules, but also on the ‘transitional’ rules applicable to that specific good or service. In the case of the sale of fixed property or any real right therein, the supply is deemed to occur on the earlier date of either the registration of transfer in the Deeds Registry or date of payment. For registration of a property transfer or payment of the purchase price on or after 1 April 2018, the VAT rate of 15% will apply.
A concession is however made in respect of residential property transactions. The 14% rate will continue to apply in transactions where: the price of sale or construction was determined and stated in the agreement which was concluded (signed) by the parties before 1 April 2018; and payment and registration takes place after 1 April 2018 The concession applies to most sales of residential properties as a dwelling, but excludes commercial property transfers. enthouses by definition tend to be very exclusive as they are in limited supply and usually only a handful on the market, says Ian Slot. These apartments offer the best views, especially along Cape Town’s Atlantic Seaboard, and come with a significant status factor. Floor spaces can range from around 600m2 to 1 000m2 for a topclass unit, but it is really the views, exclusivity, privacy and convenient

lock-up-and-go lifestyle that draw buyers, says Slot. Most tend to have direct lift access, open-plan living with fabulous finishes, large glass windows to maximise the vistas throughout, balconies or rooftop entertainment areas. Some penthouses come with a private pool. Penthouse living is synonymous with the rich and famous, from Marilyn Monroe to more recently Taylor Swift, who owns a New York penthouse. Facebook founder Mark Zuckerberg, has invested in a Tel Aviv penthouse, and One Direction’s Liam Payne owns a London penthouse. Monaco is home to the world’s most expensive penthouse, the 3 300m2 Tour Odéon which spans five floors atop the tallest building in the principality. At $387 million, it comes with sweeping views of the Mediterranean and an
enormous outdoor swimming area. Second on the list is One Hyde Park in London at $227 million, which comes complete with a golf simulator, private cinema and squash court. Third and fourth place is occupied by New York penthouses. The Pierre Hotel Penthouse at $125 million is set over three floors, offers panoramic views over Manhattan and boasts a living room considered to be “the finest privately owned room in the world”, a Swedish sauna and an 18-century style library. The CitySpire Penthouse in New York is priced at $100 million. It is also set over three floors and comes with six bedrooms, nine bathrooms, a media room, conference room, formal gallery, a 1 000-bottle wine cellar, a large outdoor area and a separate apartment just for the staff.
The remaining top 10 most expensive penthouses include: #5 432 Park Avenue in Manhattan, New York ($95 million), #6 One57, New York ($90 million), #7 South Bank Tower, London ($90 million), #8 Opus Hong Kong, Hong Kong ($58.6 million), #9 56 Leonard in Manhattan, New York ($47 million) and #10 Clermont Residence, Singapore ($47 million). In the Southern Hemisphere, the most expensive is believed to be Australia’s Sydney Harbour-front penthouse at $30 million (about R357 million) which offers 700m2 and sweeping views of the iconic Sydney Harbour Bridge and Opera House. While the sky is the limit in terms of what celebrities and high net-worth individuals will pay for the perfect penthouse, South African prices are still well below international rates, says

Slot. Aside from residential or retirement buyers, penthouses also appeal to holiday and second home buyers given the easy living and low-maintenance that it offers. The most exclusive penthouses tend to be in Clifton and in the V&A Waterfront Marina, where
you can now anticipate paying up to R200 000/m2 and R130 000/m2 respectively for an exclusive position. The One Above Penthouse at One&Only in the Waterfront, which sold (by Seeff) in late 2009 for over R110 million, is still regarded as the most expensive penthouse in South Africa.
Lynn Pinn and Finella Botes, Seeff agents for the Waterfront and Mouille Point say that the Front Yacht Basin Penthouses in the V&A Marina rank amongst the most soughtafter, with prices of around R40 million to R69 million. The Marina comes with top security and residents

such as The Fresnaye and La Camargue offer highly desired penthouses. Prices range from R22.5 million for property at The Fresnaye (465m2, R48 400/m2) to R42 million at La Camargue in Sea Point. The Cape Town CBD also offers a number of top-class penthouses with fabulous city and harbour views according to JP Ricketts, Warren Emett and Alan Screen, Seeff's CBD agents. Prices range from around
R17.5 million to R30 million (around R80 000-R98 865/m2). The 5-star Pepper Club penthouse offers panoramic views and duplex living with three bedroom suites and is priced at R17.5 million (R80 275/m2), while two Stonehill Place Penthouses, which sit atop the Radisson Blu hotel, are priced at R20 million and R25.5 million respectively. These penthouses all have access to fabulous hotel amenities including restaurants, a swimming

osy and intimate, the venue has a vintage and eclectic feel that invites you to slow down for a bit and let time take a back seat while you connect with other human beings downstairs and open yourself to expressions of the human condition upstairs. Designed by playwright Nicholas Spagnoletti and software engineer Edward van Kuik, the Alexander Bar in Cape Town, located on Strand Street, was created as a space for conversation and creativity. In a wink and a nod to the art of conversation, their iconic rotary dial phones take pride of place on the cocktail tables, allowing you to strike up a discussion with friends or strangers in the room, or dial 9 for the bartender. On the second floor is a performance space, with a regular bill of acts ranging from cutting-edge drama and solo shows to musical evenings and laugh-out-loud standup comedy. Here you’ll be exposed to some of the best upcoming talent this country has to offer, in small doses and for a ridiculously reasonable cost. Shows typically run for a week to 10 days and cost between R100-R150. The venue is open seven days a week, Mondays to Saturdays from 11:00am to 1:00am, Sundays and public holidays from 3:00pm to midnight. And the kitchen stays open til midnight, too. So there’s no excuse not to check it out. Go for drinks, meet up with friends before heading out on the town or make it your destination for the evening.

The play was awarded the Patrick Mynhardt prize for best production at the Fugard Festival (Richmond). The run at the Alexander Theatre pays homage to Athol Fugard who turns 85 in June 2018.

H O W T O E AT E T H I C A L M E AT Sustainability. According to Andy Fenner at Frankie Fenners Meat Merchants (FFMM), this is probably the worst word in the food vocabulary landscape. “Overused. Undersubscribed. With retailers proudly using it as a catchy phrase, it really needs to be explained to understand how it is actually relevant in whole beast butchery.”
T
he simple mechanics of the term “sustainability” for an ethical butcher, explains Andy, means that you buy the whole carcasses. Then you begin to cut up meat for the consumer. There are obvious cuts that are in high demand. So, that’s the first step. When you do this, there are three extra piles that begin to take shape. One will be bones. One will be fat and trimmings. And one will be other parts of the carcass, not yet touched. As more “popular” cuts are fabricated, the piles get bigger. This cycle goes on. Now… here’s where it gets interesting. If you want to practice sustainability as a butcher, then you must find clever ways to make a plan
with the three piles you face. And, if you are a consumer looking to make real, impactful change it’s important to know this because only buying the popular cuts isn’t helping. Sure, you have avoided the supermarket, so that certainly is a big step in the right direction. But embracing secondary cuts, ground beef, bones, stock and sausages, Andy suggests, is the best and only way to help shift this industry towards where it should be. Take the Bavette, for example. For Andy, this cut is on his “meat all-stars” dream team. He has a lot of time for this cut, he says, for very personal reasons. The main one being... it took him years to actually find one. “As self-taught butchers, we had to actively learn about it. We
researched for years and eventually gave it a shot. After the first cook, I was hooked.” Nothing epitomises the growth of the FFMM team quite like this cut. Something that used to be ground into sausages is now one of their absolute favourites. It could be yours, too. Next time you’re at your local, independent FFMM butchery shop, skip the “usual suspects” in the display case. Push yourself out of your comfort zone. Buy some cuts you’ve never tried. Ask for advice on how to cook them. And give yourself a bloody good pat on the back on your way out. FFMM has branches in Woodstock, Gardens and Claremont.

BAVETTE & AUBERGINE STIR FRY Bavette is the perfect cut for a fast, easy weeknight meal, say the folks at Frankie Fenners Meat Merchants. Because of the loose grain on this piece of meat, it’s a good candidate for marinade, as all the sauce can actually get in there, nice and deep. Bavette has a big, beefy base flavour but also cooks in minutes. You get the benefits of skirt and flank but a way better texture, in their opinion.
INGREDIENTS
• 600g Bavette steak • 2 aubergines, sliced on the diagonal • 1/2 cup soy sauce • 2 garlic cloves, crushed • 1 thumb-sized piece of ginger, grated • 1 tsp fish sauce • 1 tbsp honey • juice of one lime, plus additional • lime to garnish • mint, finely chopped coriander and sesame seeds, to garnish
METHOD
1. Whisk together soy sauce, ginger, garlic, fish sauce. In a non-reactive bowl or plastic bag, place the meat in half the amount of marinade and refrigerate for up to 8 hours,

or even overnight. Reserve the rest of the marinade. 2. When ready, heat a pan until smoking hot. Rub aubergine in neutral oil and place in pan. Add a small amount of soy and a small amount of oil, stirring immediately to prevent burning. Be careful of the splash from the hot pan. Meanwhile, remove meat from the fridge and allow to come to room temperature. 3. Cook aubergine for a few minutes until softened and coloured. 4. Remove from the pan and place in a non-reactive dish. While still warm, pour over remaining marinade. 5. Meanwhile, wipe the pan clean and return the heat, until very hot. 6. Remove steak from marinade and lay in the pan. Cook for 2-3 minutes, turning often. Do not be tempted to cook it longer! 7. When done, remove and allow to steak to rest. 8. Cut your steak against the grain and return to the pan, along with lime juice, aubergine and all liquids. 9. Warm through. 10. To serve, spoon mixture onto your choice of noodles, rice, quinoa etc. Garnish with lime wedges, mint, coriander and sesame seeds.

• 50ml Hennessy VSOP Privilège • 1/4 clove honey syrup • 1/4 lemon juice • 1 dash ginger bitters • Garnish: Pine needle holding gold leaf • Glass: Coupe To make Clove Honey Syrup, add to a pot over high heat: • 1 cup honey • 1 cup water • 10 cloves Once boiled, remove from heat and cool. Strain off cloves and keep refrigerated.
DIRECTIONS
Add all ingredients to a mixing glass with ice and stir to chill. Strain into a coupe glass and garnish with a green pine needle holding gold leaf.

ASCAR – the legendary auto racing contest – began in the 1950s in the United States and was originally associated with bootleggers, mavericks and those who thrived on pushing boundaries. “I love the NASCAR spirit,” confides ArtyA’s CEO, Yvan Arpa, one of the most avant-garde watch creators alive. “It still has something of the freewheeling feel of the fifties, including a true sense of comradeship with the spectators. The crowds may be much larger nowadays, but the level of enthusiasm has remained the same – and no less genuine. Whereas many brands are engaged in an ever-escalating technological arms race, NASCAR is staying true to its roots, pushing back the boundaries whilst holding unwaveringly to its demanding standards. Just like us.” The Race Red OZ is equally uncompromising. With a diameter of 44.5mm, it echoes the style of Geneva-based ArtyA’s mythical Russian Roulette timepiece, with the addition of an aluminium rim above the carbon fibre dial. Another innovation is that the hub of the rim runs right through the dial... and the sapphire crystal! This is a fully exclusive ArtyA feature, and indeed a watchmaking first, as are so many of his creations. It makes it possible not only to observe the rim spinning, but also to actually touch it as it does – without the piece being any less waterproof as a result. To the rear, the Race Red OZ celebrates the birth of a brand new oscillating weight. This sports a carbon fibre tachometer, complete with a needle in the middle and markers engraved directly onto the sapphire back. The assembly is free to rotate, in a striking mirror image of the animation on the dial side. This remarkable edition is limited to 99 pieces, with prices ranging from R102 000 to R167 000.
