THE YEAR IS OFF TO A POSITIVE START FOR THE ECONOMY AND PROPERTY MARKET The year has kicked off with a more upbeat outlook boosted by the election of Cyril Ramaphosa as ANC President and now President of SA. Business and consumer confidence seems to be improving and, after a challenging 2017, the economy and property market can do with some good news.

A

lthough the economic and political challenges remain for the time being, there are a number of positives from which to take encouragement. The SARB has also hinted that there may be an interest rate cut ahead. FNB is also expecting a better outlook for property prices, anticipating the national average growth for the year at around 5% (from an average of 3.7% in 2017). That said, the market is still in much the same place as where it ended last year and caution remains the order of the day. With increased property stock levels and fewer buyers in the market, it is taking longer to sell. Serious sellers therefore need to continue heeding the call of agents to keep their price expectations in line with the market trends. On the flip side, we now see more favourable

conditions for buyers and there is no reason to wait; if you find the right property at the right price, it is likely a good time to buy. We will have to keep an eye on how the year unfolds politically and economically. The State of the Nation Address has signalled positive action ahead for the country and economy, but the budget is likely to bring higher taxes and costs for consumers aimed at dealing with current deficits. The economic and property market challenges notwithstanding, our branches are more positive about the year ahead. History has shown SA property is a good investment and the market has weathered many storms. Despite the challenges, FNB reported last year that for the five years to early 2017, prices grew by 50.4% in the Western Cape, 31.9% in

KZN, 25.6% in the Eastern Cape, 21.9% in Gauteng and 17.1% in the five smaller provinces. During a challenging phase it is especially important to work with a credible real estate agency that has stood the test of time having been through the many market

WHEN IS THE BEST TIME TO BUY OR SELL? THE IMPORTANCE OF CHOOSING THE RIGHT AGENCY

D

uring the recent turbulent political and economic climate, it came as no surprise that the country’s premier Blue Chip real estate belt – the Atlantic Seaboard, V&A Waterfront and City Bowl – experienced some hesitancy amongst both buyers and sellers to commit. Although activity continued and stand-out deals were still concluded as 2017 progressed, the overall mood was one of concern. As buyers and investors became more anxious about the political and economic outlook, prices softened, with some sellers opting to take their properties off the market and wait, while some buyers drifted out of the market, wondering whether this was the right time to commit. In general, the market shifted from a sellers’ market to one that favoured buyers. Cyril Ramaphosa’s election in December was welcomed as a positive move for the country, but even so, significant hesitancy remained among many buyers as they waited to see if the new leadership of the ANC meant real change; a perfectly sensible stance to take, but one which also made for a quieter market. In retrospect, many now see that time as having been an excellent buying opportunity as there were fewer buyers to compete with and many sellers were more negotiable on price. So, what do we learn from this? That hindsight is 20/20 and that, in reality, it is almost impossible to determine the exact perfect time to buy or sell. Indeed, there is probably never really a completely right or wrong time

to buy or sell property; there are simply better or worse times. This is even truer when we are buying a primary home rather than an investment property because, while we are waiting for the perfect time to buy, life will carry on and we may lose the opportunity to enjoy time with our family in a new home, simply because we are trying to save a little here or there. These days, with the volume of stock increasing and more properties available, buyers have greater choice again, so it is important for sellers to choose the right agency to market their property carefully. The right agency can mean the difference between success and failure. The right agency’s marketing will ensure that your property is exposed to a broad spectrum of suitable buyers and that its features and attractions are properly articulated and promoted. And the right agent will close a successful deal. Unlike financial investments, when it comes to choosing an estate agency to represent you and market your property, past performance of the agency is probably the best indicator of their potential success. RESIDENTIAL PROPERTY SALES AND THE VAT INCREASE In the February 2018 budget speech, the former Minister of Finance announced an increase in the VAT rate to 15% effective from 1 April 2018. The increase will affect specific goods and services differently depending not only on the deemed ‘time of supply’ rules, but also on the ‘transitional’ rules applicable to that specific good or service. In the case of the sale of fixed property or any real right therein, the supply is deemed to occur on the earlier date of either the registration of transfer in the Deeds Registry or date of payment. For registration of a property transfer or payment of the purchase price on or after 1 April 2018, the VAT rate of 15% will apply.

A concession is however made in respect of residential property transactions. The 14% rate will continue to apply in transactions where: the price of sale or construction was determined and stated in the agreement which was concluded (signed) by the parties before 1 April 2018; and payment and registration takes place after 1 April 2018 The concession applies to most sales of residential properties as a dwelling, but excludes commercial property transfers. Despite more subdued trading conditions during the past two years, the average selling prices of the Atlantic Seaboard’s top five suburbs, which incidentally are also the top five suburbs in the country, have surged past the R15 million average selling price for a full title house and is edging closer to the R20 million price mark.

ance Cohen and Simony Santos, Seeff’s luxury market team for the Clifton, Bantry Bay and Fresnaye area, note that while overall sales have been slower since early last year, buyers have still paid significantly for the right property. We see, for example, that full title sales in the R20m-plus sector for the 2017-year exceeded R1 billion, at an average selling price of R32.5 million, and with most of these coming from the BIG FIVE suburbs. Prices ranged to over R100 million in Clifton. Seeff ranks the top five suburbs for the 2017-year based on a mix of Propstats and Lightstone data that includes the average selling price for a full title house, with all the anomalous sales removed: 1) Clifton - R18 million 2) Llandudno - R17.8 million 3) Bantry Bay - R17.7 million 4) Camps Bay - R17.7 million 5) Fresnaye - R16.6 million The biggest price movements have been in Llandudno and Camps Bay. In terms of R20 millionplus sales, Camps Bay boasted the most, with 11 transactions, followed by Fresnaye (7 sales), Clifton (5), Bantry Bay (4) and Llandudno (2). Notably, all full title sales in Clifton were above R20 million, say the agents. Over 80% of sales were to local Cape buyers followed by Joburg and foreign buyers who comprise only about 20% of all sales. Llandudno properties were sold almost exclusively to local buyers. The agents suggest that the notable price shifts evident over the last five years have been driven by high demand from local Cape buyers and from Joburg (and other wealthy upcountry) buyers rather than foreigners. Joburg buyers have invested over R500 million in top-end Atlantic Seaboard property over the last year. Cohen and Santos say that it is a good time to buy if you find the right priced property. The team currently holds a number of topend blue chip mandates ranging in price from R60 million to over R200

million in Clifton, Bantry Bay and Fresnaye. Two top-end mandates are in Nettleton Road, Clifton; the top street in the country. This includes an excellent investment opportunity, with two plots of over 3 800sqm that offer ideal development prospects. This road currently commands an average selling price of almost R100 million based on the last three houses sold (per Lightstone data). In Camps Bay, Seeff holds mandates ranging to R77.5 million for a magnificent 1 029sqm luxury home that towers over the Atlantic Ocean with exquisite sea and mountain views, six luxurious ocean-facing bedrooms, two separate guest suites, a cinema, gymnasium, steam room and more, says Lyn Pope of Seeff Camps Bay. In Llandudno, where most sales over the last year have been to local Cape buyers, Stephan Cross, Sales Manager for Seeff Hout Bay and Llandudno says the agency holds a number of mandates on superb luxury homes priced in the R20 million to R44 million range.

he Kerzner family has launched one of the most anticipated developments in Cape Town, the new Kerzner Estate, which is set to be one of the most exclusive residential estates in the country. The 10 hectare estate is located high on the slopes of Leeukoppie, just off Victoria Road, with stunning views towards Chapman’s Peak, the bay, valley and mountains. Developed as an eco-estate, each plot is around 1 500 square metres. The luxury houses feature unique designs with greening elements and the use of natural building materials such as wood and stone. Each has been tailored to suit each individual site, all under the careful eye of Sol Kerzner and his daughter, Andrea, says Levin. In typical Kerzner style, six architectural firms are involved in designing the homes of the first release. These include Dennis Fabian from Fabian Architects, who has a long-standing history with Sol Kerzner along with Stefan Antoni from ARRCC, Sean Mahoney from studioMAS, Jonathan Jacobs from Metropolis, Sally Tsiliyiannis from Gapp and Ian Gray from COA (Craft of Architecture). Each home is designed in a manner that it cannot be picked up and placed on any other plot, because the architecture of each home is tailored to the site like a great suit. This means that every home capitalises on the unique features that the particular site has to offer. All houses enjoy air conditioning, fireplaces in the living areas, ensuite bathrooms to every bedroom, provision for grey and rain water harvesting and top-of-the-line finishes. One of the core principles upon which Mr Kerzner built his hospitality success is the goal of “blowing the customer away� and Levin says that the same attention to detail and the highest standards apply to this estate. The estate will have top security, a fitness centre, and access to a host of Kerzner Hospitality services that residents may want to make use of. The indigenous vegetation of the estate will be restored, with fynbos replacing all alien pine trees. The estate is just a 15-minute drive from the Atlantic Seaboard attractions and Blue Flag beaches and also from the top private schools here and in the Southern Suburbs. Levin says that he expects significant interest in the development to come from buyers within the Cape looking for a luxury security estate home as well as from upcountry areas such as Johannesburg and Pretoria. “Who knows how to make love stay?” In Still Life with Woodpecker, author Tom Robbins offered exotic suggestions that included the sharing of cheesecake, the burning of locks of hair in incense and some assurances that the building was not on fire. Obtaining designer items for the home that are as durable as timeless love can feel equally challenging.

I

n 2004, a talented young fine arts student graduated from UCT, around the same time as the city was starting to march to its own drum as an emerging centre of design. Aidan Bennetts progressively pointed his creative instincts towards the threedimensional world of sculpture and product and interior design. His own star rose, and he became publicly known as a presenter on the long-running Top Billing show, all the while with Cape Town’s design scene exploding around him. By 2013, Aidan took the bold step to set up Stable, a design outlet to assist talented designers across several different genres make their innovative home-grown concepts available to locals and foreigners alike. Personally curated by the experienced Aidan, always with an eye for the uniquely innovative, visitors to Stable’s bricks-and-mortar and more recent online shop can find the captivatin g work of more than 150 local designers at their fingertips. Good design aims to please the sense of aesthetics, but also to do much more. In the words of one of the featured designers, James Mudge: “To do materials justice, I take time and care, and stick to simple aesthetics that won’t date. My designs have to

be contemporary, but at the same time not too trendy that they will go out of fashion. I like to think of people buying my designs and making it part of their life and their family home.” His collection covers light wooden furniture. But, there is much more to browse through at Stable. Quirky, fun stuff we came across included wash-peg flash drives, a gorgeous set of wooden beach bats, and an out-of-thisworld selection of lamps and lights. he award-winning SA Cheese Festival, the biggest outdoor culinary event in Africa, takes place over three days from Friday 27 April (Freedom Day) to Sunday 29 April 2018 at Sandringham in the Cape Winelands. PAINTED SURFACES EXHIBITION

The Iziko South African National Gallery is shedding some new light, literally, on the work of artists’ techniques, with an exhibition running through 1 April 2018. What the art connoisseur typically observes in a gallery is the finished product, produced painstakingly by artists, and often created layer by layer. Using the newly-acquired technical examination methods of infrared photography, ultraviolet light, x-radiography and microscopic examination, the Painted Surfaces exhibition goes beyond just the final paint layer to reveal insights into the painting techniques used by some of South Africa’s greatest artists. Those represented in this exhibition include Thomas Baines, Frederick I’Ions, Freida Lock, George Pemba, Alexis Preller, Gerard Sekoto, Irma Stern and Edward Wolfe. There is also a specific emphasis on the techniques of Stanley Pinker. Five of his paintings have been subjected to close examination, and the exhibition features many materials from his studio archive. The exhibition features illustrated texts placed next to each artwork to explain the new discoveries and share highlights of the technical study. These have resulted from research that has been carried out over the last three years. With each painting, visitors will be able to discern something exciting and unique that they may not have previously seen!

This is an exhibition that will especially appeal to those who appreciate the relationship and interaction between Art and Science. Involving the University of Cape Town, the University of the Western Cape and other institutions, this is the first time that this kind of scientific analysis of South African paintings has been undertaken. The public is invited to join this first journey of scientific and technical discovery in relation to the Iziko Collection. It offers the opportunity to obtain a deeper understanding and appreciation of the work of these artists and how they created their paintings. A special illustrated publication entitled Painted Surfaces: A Technical Study of Paintings from the Iziko South African National Gallery, which supports the exhibition, will be available. There will also be a wide range of special educational events during the exhibition.

With traffic becoming a real issue in almost every metro and town, you will want to ensure that you are moving to a neighbourhood that offers at least relative convenience to your place of work as well as to other commitments that you may have. No-one wants to spend their days and especially their weekends in traffic jams.

It is important to determine if you want to live in a busy urban area or opt for the tranquillity of the more exclusive suburbs. The latter is often preferred by families as the houses tend to have more space and the neighbourhoods sometimes come with green belt areas or parks for walks and the odd picnic. Apartment developments, however, have become a popular option for families looking for a secure home with access to all the amenities of modern city living.

SAFETY RECORD

It is advisable to investigate the safety record of the area and see whether there are community initiatives, such as a Neighbourhood Watch, that you can join and become part of taking care of the community.

TRANSPORT

You will want to choose an area with a good transport network, particularly if you are reliant on public transport. It is also advisable to investigate the peak hour transport trends in the area. Don’t just look at the neighbourhood on a Sunday, but check what happens with traffic during the busy week periods.

Depending on what stage of life you are in, you may need to think ahead about what happens if you want to start a family. You will want to choose an area where there are affordable childcare facilities and, of course, access to good schools. This is important since there is always competition for space and first option often goes to local residents.

While you do not necessarily want to reside in a busy area with lots of commercial activity, you do want to be close to shops or at least have shops en-route from work or school for your daily necessities. Check also if there are other facilities that you may need in the area such as gymnasiums or sport clubs and places of worship.

THE NEIGHBOURS

To get a better understanding of where you might consider living, you should also see who your neighbours are. Pop in and have coffee at the local coffee shop and observe. If you are buying in a security complex, make sure you understand all the home-owner rules as well. You would not want to find out that you have no say about rowdy parties, for example, only after you have already moved in.

GREEN BELTS & PARKS

Explore whether there are green belt areas or parks in the neighbourhood or at least nearby, especially if you have dogs or enjoy walks, jogs or cycling. A dog- and child-friendly neighbourhood typically becomes very important the older you get and adds to your quality of life.

THE RAINMAKER FOR TWO From San Francisco’s Tonga Room If you want to indulge in a little rainy day potation, you ought to make a trip to the Tonga Room & Hurricane Bar in San Francisco next time you are on the West Coast of the USA. Located at the iconic Fairmont San Francisco Hotel, it has delighted guests with its tropical décor, decadent libations and Polynesian-fusion cuisine since 1945. A 75-foot swimming pool – which had been installed in 1929 and was a favourite among local crowds and celebrities such as actress Helen Hayes, actor Ronald Reagan and members of the Water Follies – was transformed to a “lagoon” and floating stage for an orchestra in 1945. Not surprisingly, the Tonga Room was an instant success and its periodic tropical rainstorms, complete with thunder and lightning, would cool off any Capetonian hankering for a downpour today. A signature drink is their punchbowl for two, called the Rainmaker. While the actual measurements are a Tonga Room secret, we are told that the ingredients include Jamaican Rum, Nicaraguan Rum, Puerto Rican Rum plus a dash of Amaro, a splash of Orgeat syrup and Falernum, and a garnish of orange and lemon.

WILD WEATHER COCKTAILS From the home of the hurricane (the cocktail and the weather system) and the resultant carpé diem attitude, we gathered a cluster of weather related drinks concocted by the legendary bartenders at Pat O’Brien’s in the French Quarter. The Cyclone Shake together 60ml Vodka, 30ml Lemon Juice and 30ml Jero’s Gold Passion Fruit Cocktail mix. Serve in a Brandy sniffer with crushed ice. Garnish with orange slice and cherry. The Rainstorm Mix 30ml Vodka, 15ml Malibu Rum and 15ml Melon Liquor. Top with 10ml Blue Curacao, 30ml Pineapple Juice and 30ml Sour Mix. Garnish with a lemon and cherry. The Rainbow To 30ml Grenadine add crushed ice. Then add 90ml Collins Mix plus 30ml Vodka and top drink with 15ml Blue Curacao. Garnish with an orange and cherry. AND WHEN THE RAIN ARRIVES If you need an emergency welcome drink on a hot evening as you watch a thunderstorm moving in, you should have these basic ingredients on hand and can try one of these simple beverages. The Dark & Stormy In a highball glass filled with ice, add 60ml of Dark Rum and top with 100ml Ginger Beer. Add a couple dashes of Bitters. Garnish with lime wedge. Serve on the rocks or poured over ice.

Cape Town based and Zimbabwean born Neill Anthony has had an illustrious career as a chef. After returning to South Africa for FIFA 2010, he scored his own 13-Part TV Series “Private Chef”, now in Season 3. The show is broadcast locally on South African television as well as on the screens of 160 countries around the globe. In it, Chef Anthony is invited into the homes of prestigious clients, socialite friends, and fun-loving acquaintances and transforms their dining experiences into exclusive extravaganzas. With the ability to deliver exceptional dining in the privacy of your own home, Neill Anthony can create a bespoke experience to meet your specific culinary needs.

INGREDIENTS

• 10 x 120g line fish fillet • 750g beans topped, blanched and halved • 1/2 cup olive oil plus 6 tablespoons • 3 eggs boiled for 6 minutes and peeled • 2 shallots, finely diced • 2 red chillis, finely diced • 1 daikon radish, peeled and finely sliced • Juice of 2 lemons • 500g Jerusalem artichokes • 100g butter • 1 cup toasted cashew nuts

INSTRUCTIONS

Pour half a cup of olive oil into large mixing bowl. Finely grate eggs into the olive oil. Add shallots, chilli, beans and daikon. Season with juice from one lemon and stir well until emulsified. Toss through dressing and set aside. Pre-heat the oven to 180 degrees Celsius. Heat 3 tablespoons of olive oil in a pan over medium heat and add the artichokes. Season with salt and roast for 5 minutes. Place the pan in the oven and roast for 20 minutes. Remove and

add the butter to the pan and cook for another 5 minutes. Finish with the lemon juice and remove onto a tray. Set aside. Heat remaining olive oil in a non-stick pan over a high heat. Season the fish fillets with salt and cook for 4 minutes on each side. Remove onto a tray. To Finish: Add cashew nuts to the salad. Place salad onto plate. Top with roasted artichokes and fish. Spoon over dressing. Ready to serve.
