t gives me a great deal of pleasure as mayor to extend a warm greeting to you. Whether you are a new resident of our community or a short time visitor, we hope you will agree that Clarendon is a special place with warm caring people and much to offer.
We have a lot to be proud of in Clarendon, and we are excited to share it with you. Our city is most excited about our new Clarendon Aquatics Center, which opened May 28, 2021. This project was made possible by a generous anonymous benefactor, the Clarendon Economic Development Corporation, and the Texas Parks & Wildlife Department, as well as several local donors and foundations. With features for all ages to enjoy, we think you will find the aquatic center to be a place for your entire family to celebrate beautiful summer days. Our community also has many family activities throughout the year, including the Saints' Roost Celebration in July, the annual Colonel Goodnight Chuckwagon Cookoff in September, our Courthouse Lighting Ceremony and Small Business Saturday in November, and Christmas shopping events at our local merchants in December. To learn about our community, stop by our Visitor Center at 110 S. Kearney Street at the Mulkey Theatre. There you’ll find the office of the Chamber of Commerce and the Clarendon Economic Development Corporation and people who can help answer any question about our town. The Mulkey itself is a great source of pride. The 1946 theatre serves as a conference center and performance hall in addition to a movie house and features entertainment regularly on Friday and Saturday nights and Sunday afternoons. In addition to an excellent public school system, we are very proud of Clarendon College, which was rated the number two community college in the State of Texas for student success in 2015 and 4

The Board of Directors is now in the fundraising stage for a new building project. The museum is open daily Tuesday through Saturday from 10:00 a.m. until 5:00 p.m. We encourage you to visit Prospect Park, which is just south of downtown on Kearney Street and is connected to the new aquatic center by a lighted walking path. It is a beautiful place for family picnics, reunions, birthday parties, or to just let your kids run and play. We also invite you to visit our numerous historic markers throughout the city and especially encourage you to visit our beautiful 1890 County Courthouse. Greenbelt Lake, located just north of town, is also something we’re quite proud of. Greenbelt offers fishing, camping and other recreational activities. And we are pleased to have an excellent disc golf course there as well. We hope you enjoy your stay and find that Clarendon is a great place to live or visit. n 1878, a charismatic preacher led a group of Northern Methodists to the frontier of the Texas Panhandle to settle at the junction of Carroll Creek and the Salt Fork of the Red River. Rev. L.H. Carhart set out to establish a Christian colony built on the values of temperance and education, and he named it Clarendon in honor of his wife, Clara. As the third settlement in the Panhandle, Clarendon stood apart from the towns of Mobeetie and Tascosa, which were known for saloons and rowdiness. The colony forbade alcohol, built a church as one of its first landmarks, and planned an academy to bring education to the plains. The neighbors said Clarendon

was where the saints roosted. The nickname stuck… Saints’ Roost. Nine years later, the future of the colony came into question when it became apparent that the Ft. Worth & Denver Railroad would miss the town. A vote was taken, and by the fall of 1887 houses, businesses, and people were all making the move six miles south to the present site of “new” Clarendon. The railroad brought people and commerce; but it also brought new lifestyles with saloons and other “vices.” And yet, the town did not lose sight of its original ambitions, becoming the home of the Panhandle’s first Methodist, Catholic, Episcopal, and
African-American congregations and establishing the area’s first college in 1898. Donley County eventually re-established prohibition in 1902, and Saints’ Roost again banished alcohol sales until 2013 when voters reversed the 111-year-old tradition. Today, if you like, you can raise a glass in old Saints’ Roost, but there’s no escaping the town’s original character. With a variety of churches and faith-based services and one of the highest-rated community colleges in the state, Clarendon remains true to its principles and welcomes visitors and newcomers to stay all night… or stay a little longer.

Broncos Win Second State Title

T
he Clarendon Broncos took ownership of the San Antonio Alamodome while making history for the second year in a row, defeating Lipan 65-51 to win the state 2A basketball championship on March 12, 2022. The 2021-2022 team knew early on they could come back and win it all again, and that is just what they did. The Broncos blew through LaRue LaPoynor in the Semi-Final round that forced a rematch of the 2020-2021 State Semi-Final game with #1 ranked Lipan. Lipan came out hot in the first quarter and led 11-8 going into the second quarter. The undefeated Indians then turned up the heat and extended their lead. lit a fire under the Bronco players and to say they came out and took control is an understatement. With only 17 seconds into the third, the senior leadership kicked in. Jordan Herndon made back-toback threes to close the gap, and Lamarcus Penigar, who would claim the MVP title of the game, nailed the first of six from downtown at the five-minute mark. Penigar found his rhythm and added a field goal about every minute until the clock ticked down to only four seconds in the third period. The Broncos held a 10-point cushion and the momentum going into the final eight minutes of the game but still had fuel in the tank. “The first half we really weren’t making any shots and kind of playing their game,” Herndon said. “Coach told us we had to step up as seniors
and show leadership, so we got the team rolling. I was just looking for him (Penigar); and if he was calling for the ball, I was going to give it to him.” Penigar added 16 more points in the final period to close the game out at 41, which hasn’t happened in a 2A state tournament game since 1964. “I was in foul trouble in the first half,” Penigar said. “They were down, so I had to come up with a nice little plan. I got hot, so when you get hot, you just keep shooting.” The Broncos did get hot in the second half after, and according to Hudson, they were a little sluggish, and the ball wasn’t moving really well in the first half. Fellow senior Cayden D’Costa played two solid games at the tournament and finished with 12 defensive rebounds and four on the offensive side. He also had four steals

and three assists in the games. “This is a lot sweeter than it was last year,” D’Costa said. “Especially because it’s the last time we get to play with these guys, and we have the best coach we could ask for.”

A good shooting second period of play for the Broncos, put the Flyers on the ropes at halftime. But LaPoynor chipped away and narrowed the gap to single digits down the stretch. With only ticks left on the clock, the Flyers came within five points, but the Bronco offense got to work to extend the lead to nine.
Junior Texas Tech football signee Jmaury Davis played strong and was consistent as always. Davis was able to get the crowd on their feet with a fast break windmill dunk that rocked the house.
“We talked at halftime about not letting them get a three-pointer or dunk because they are a momentumoriented team,” Gaylor said. “Clarendon plays at such a higher level when they are feeling that good.”
“I was attempting to do it the whole time, but they kept getting back fast,” Davis said. “I finally got the opportunity to do it. I didn’t want it to be just a regular dunk and wanted to get the crowd into it.”
Hudson knows that high level of play too well.
“Our fan-base traveled so well,” Hudson said. “We are so thankful for their support; they followed us all year.” Joining Penigar with his 41

The Broncos' Most Valuable Player

enior Lamarcus Penigar helped to lead the Broncos to another State Championship this year and earned the honor of the 2A Most Valuable Player. Penigar had a game high of 41 points against the number one ranked Lipan Indians in the Broncos’ 65-51 win. Along with his 7 of 10 three-pointers in the two games and 56 total points, Penigar was 11 of 13 from the bonus line that included three in a row when he was fouled on a three-pointer late in the game. He had 13 rebounds and five assists. After sitting out some of the first half because of foul trouble in the championship game, Penigar came in and went to work from behind the arc. “In the first half, I was in foul trouble, and they were down, so I had to come up with a nice little plan,” Penigar said. “I got hot, so when you get hot, you just keep shooting.” The 41 points in that game were the most points scored by one player in a 2A championship game since 1964. Lipan’s coach Brent Gaylor and players complimented the Broncos on their win. “In the first half, we played our style of game,” Gaylor said. “Penigar is a good player, and I told him so. After the game, I shook his hand. I think I got some burns because he was still hot. He had a great game offensively. We planned to keep him on the floor driving and maybe get him into some foul trouble. It’s hard to keep him in front of you, and he doesn’t need much space to get that shot off.” Lipan senior Zach Ross did a good job of staying in Penigar’s face in the first half. “He just got rolling,” Ross said. “And that’s all he needed. He did what he had to do. He’s a momentum player, and he played amazing.” Clarendon Coach Boston Hudson summed up Penigar’s scoring frenzy by saying simply, “Lamarcus did Lamarcus things.” Joining Penigar on the State Tournament Team were senior Cayden D’Costa and junior Jmaury Davis. D’Costa had 26 total points, 22 rebounds, four steals, four out of five free throws, and three assists. Davis racked up 30 points and 16 rebounds. Outgoing senior Jordan Herndon had 12 points, 11 rebounds, hit four for four from the bonus line, and had seven assists. Clarendon Aquatic Center
T
he Clarendon Aquatic Center opens its second season on Saturday, May 28, 2022, and will serve the public through Labor Day.
The facility employs about a dozen lifeguards, a manager, and an assistant manager for the summer season.
The center opened last May after six years of fundraising, planning, and construction. The $2.7 million facility quickly became a favorite hang out for kids and families.
Features of the center include a Zero Depth Entry area, which is a gradually sloping entrance for easy accessibility; and a large Shallow Play Area with several attractions for younger children. Those attractions include a Toddler Slide, a Large Spray, Trio Dump Buckets, and Underwater Bubblers as well as shaded sitting area.
The center is open Sunday and Tuesday through Thursday from 1:00 p.m. to 8:00 p.m. and on Friday and Saturday from 1:00 p.m. to 10:00 p.m. Senior activities and adults only swim times are also being planned during the year. Day passes will cost $5 for everyone over the age of 17, $4 for ages 4-17, and free for ages three and under. Annual passes are $100 per individual and $250 for a family of up to four members and $50 for each additional household family member. Parties can be scheduled at the aquatic center at a rate of $125 per hour. 16
Adjacent to that play area is a Spray Ground that young children will also enjoy. The Shallow Play Area connects on one side to the larger pool area that is 65’ long and accommodates three Lap Lanes. That area also has a Basketball Goal, a Volleyball Net, a ¾-meter Diving Stand, and a Climbing Wall. The facility also features a lift and specially designed steps to accommodate those with disabilities.

I
t’s my pleasure to extend a warm welcome from the City of Hedley, home of the Hedley Owls, population 280. We may be small, but we are proud! Our Annual Chicken Barbecue dinner in September and our annual Cotton Festival in October are popular events every fall that have been long-standing traditions of our community.
We have an excellent public school system and athletic program. We have three active churches in our community, and our senior citizens center serves breakfast and lunch during the week. Hedley is the home of Moffitt’s Hardware store, which has been in business for more than 104 years and is a local treasure in our community. If you have a few minutes, it’s worth stopping to shop. We have recently started “Project Clean Up Hedley.” A group of people have come together to make up the
Hedley Mayor Carrie Butler Hedley Recreational Committee. They have brought more events to the annual Cotton Festival, and they will be looking at projects on Main Street and the local park for a new but familiar look. So, whether you are living in Hedley, just passing through, or looking for a place to relocate, I think you will find Hedley is a warm, friendly town with a bright future.
Annual Cotton Festival
For more than 60 years, one of Donley County’s greatest traditions has been the annual Cotton Festival held the second weekend of October in Hedley.
Several community groups work together to make the festival happen each year, and students at Hedley High School also play a big part in making the event successful. Annual events associated with the Cotton Festival include the Chili & Stew Supper at the Hedley Lioness Club and the Lions Club’s annual barbecue dinner. As games, vendors, and other activities go on all around downtown, one of the busiest parts of the

celebration is the annual Bingo contests held by Hedley High School’s One Act Play group. The Bingo games start on Friday night and continue all day Saturday with donated prizes both big and small being given away to those who hold the luckiest cards. The Cotton Festival Parade is also a favorite feature and is led by the veterans who are members of Hedley’s Adamson-Lane Chapter of the American Legion. The event draws to a close Saturday evening with raffle drawings being held, including the traditional drawing for a bale of cotton donated by Donley County Gin.

LOCATION Situated along State Hwy. 70 about five miles north of Clarendon and 13 miles south of Interstate 40. Entrances on the north and south sides of the dam. Entry permits required. or more than fifty years, Lake Greenbelt has provided drinking water for area communities and served as a center of recreation for tens of thousands of local and regional anglers and water sports enthusiasts. As the single biggest ongoing tourist attraction in Donley County, Greenbelt is a major employer and contributor to the community and has built a reputation as a family friendly destination for fishing, boating, camping, and other outdoor activities. The groundwork that eventually led to Lake Greenbelt was laid in 1950 when compact was signed between Donley, Armstrong, and Collingsworth county representatives. Attending that first meeting were C. B. (Cap) Morris and J. R. Porter, Ray J. Noblitt, W. Carroll Knorpp and W. S. Whaley. Although the member communities changed over time, work moved steadily forward. On April 14, 1954, a bill was introduced before the 53rd Legislature, and Gov. Allen Shivers signed the Act creating the Greenbelt Municipal and Industrial Water Authority. On March 29, 1966, contracts for the dam, filtration plant and pipeline were let. Construction price was $3,685,635.96, broken down into $1,795,514.06 for the dam; $624,941, filtration plant, and $1,230,180.90, pipeline. A month later, groundbreaking ceremonies were held. Two years later, Lake Greenbelt opened with a five-day celebration that began on Wednesday, May 29, 1968.

Chuckwagon Cookoff Since 1995, the Saints’ Roost Museum has paid tribute to the legendary Panhandle cattleman Col. Charles Goodnight with a cookoff in his honor on the fourth Saturday in September. Every year, the Col. Charles Goodnight Chuckwagon Cookoff hosts more than a dozen cooking teams working on authentic wagons who go head-to-head to battle for cash prizes and bragging rights at one of the nation’s premier cookoffs.
When the colonel bolted a food box and folding table to the rear of a surplus army wagon in 1866, he probably never dreamed the impact his “Chuck” wagon would have throughout the West. The invention became commonplace on cattle

isitors to the Saints’ Roost Museum or the nearby Charles Goodnight Historical Center in Goodnight will notice both those locations are marked by 22-foot tall steel arrows painted in the traditional colors of the Comanches.
Those sculptures by Charles A. Smith are just two among dozens of similar arrows across 52 counties in the Panhandle and South Plains installed to honor historical sites, events, and artifacts in museums that link this region to the Native Americans who last roamed this area. It is named after Quanah Parker to recognize his role as the chief of the Comanche people.

In addition to direct economic incentives, the CEDC is authorized to fund quality of life projects to create or enhance amenities in the city, such as the new Clarendon Aquatic Center, which opened May 28, 2021. The CEDC provided $525,000 for the $2.7 million facility located downtown on the south end of Kearney Street.

Now in its first stage, the CEDC's next downtown project will transform the former Antro Hotel site into an outdoor event space for musical performances, craft fairs, festivals, parties, and other activities. Clarendon native hits Vegas jackpot

ole Franks is pretty reserved on a daily basis. He doesn’t have a lot to say, but even the news he learned at the National Finals Rodeo left him virtually speechless. “Wow,” he said after learning that he finished his rookie season with $227,422 in earnings. “That’s crazy.” He sat stunned after earning $150,029 over 10 nights in the Nevada desert, aided in large part by finishing third in the aggregate race after riding 10 horses for a cumulative score of 860 points. It was an incredible way to conclude his inaugural season in the PRCA. “I don’t have the words to put to it,” said Franks, 20, of Clarendon. “It is definitely not what I expected when I started the year. It is life-changing money. It sets you up for years to come.” He was just talking about his NFR earnings. It’s all gravy for the cowboy that almost didn’t get to compete on the rodeo trail after a rough winter and early spring because he didn’t have much money earned. If it hadn’t been for a big payday in San Angelo, Texas, he might not have had the success he had: Rookie of the Year and third place in the final bareback riding world standings. He finished his first trip to ProRodeo’s grand championship with an 85.5-point ride on Pete Carr Pro Rodeo’s Dirty Jacket. Though he didn’t place, his score helped him maintain his spot in the aver-

age, which paid him $44,414. His traveling partner, Jess Pope, won the average title and just shy of $70,000 by having the best cumulative score. Franks grew up idolizing some of rodeo’s greats. His father, Bret, is a three-time NFR qualifier in saddle bronc riding, but he also has handy friends who own bareback riding world championships: Mark Gomes and Jeff Collins. But money has changed considerably in the last two decades since those men were awarded their gold buckles. Gomes finished his world-title campaign with

$143,000, which is less than Franks earned over the last 10 days alone. “I’ve always said it would be cool to compete against those guys back in the day,” he said. “Looking back at that, I’d much rather be now. “It’s crazy how much it has changed. We are athletes, not just rodeo cowboys. Tim (O’Connell) and Jess said that a lot this year. That really hit home. Rodeo has turned into rodeo athletes, not just cowboys anymore, and it shows.” The money will spend, but the memories made will
last a lifetime. Franks is still in awe of his experience in Las Vegas and his magical season that included three college titles – bareback riding, all-around and part of the champion’s men’s team at Clarendon College – and enough money to buy a nice place in his hometown. “It sets up everything for here next year,” Franks said, referring to another NFR qualification. “That’s the top goal for next year. Once I get here next year, the first goal is to get a gold buckle. I want to get that and more will come after that.”

What’s New: Clarendon College students brought home several national recognitions during 2021, including the Champion Men's Rodeo Team at the College Nationa Finals Rodeo led by Cole Franks winning the Bareback Riding and All Around titles, the College National Meat Judging Team, and the NRSHA National Champion Ranch Horse Team.

What’s New: Two grants are currently helping improve CCISD. The MIZ Grant (Math Innovation Zone) is intended to improve math scores and instruction through the implementation of blended learning. This school year, the Kindergarten, 3rd, & 6th grades are participating to be joined by the 1st, 4th, and 7th, then 2nd, 5th, & 8th in successive years. The READ Grant seeks to improve and enhance 2nd, 3rd, and 5th reading education; teaching new ELAR TEKS and effective instructional techniques & strategies.
