Compton Voters Reject Two Marijuana Measures COMPTON—Compton voters soundly rejected two competing proposals for regulating cannabis businesses in the city, where marijuana dispensaries and other potrelated operations are banned. The city’s proposal, known as Measure C, would have allowed marijuana sales while imposing a 10 percent business tax and banning commercial cultivation of marijuana in the city. It was rejected 1,922-589, 76.54 percent- 23.46 percent. The competing initiative, Measure I, included many of the same provisions as Measure C, but called for a 5 percent business tax and would have allowed indoor marijuana-cultivation businesses. It was rejected 1,884-573, 76.68 percent-23.22 percent. The defeat of both measures means the city’s existing ban on marijuana business will remain in place. Measure C also would have required dispensaries to be at least 1,000 feet from schools, churches, parks and child care or community centers. Measure I called only for a 600-foot distance from schools. Measure C also included a 30 percent local-hiring requirement, while Measure I did not have such a mandate. Measure C called for a hard cap of 10 dispensaries in the city, while Measure I would have allowed up to 10 with more possible depending on the population increase.
Plan to Modernize and Restore Grandeur of Coliseum Underway LOS ANGELES—Although construction is already under way, a groundbreaking ceremony Monday officially marked the beginning of a two-year, $270 million renovation of Los Angeles Memorial Coliseum, while United Airlines confirmed its purchase of naming rights for the venue. Under the 16-year namingrights deal, the stadium will be known as United Airlines Memorial Coliseum, beginning in August 2019. “The university has a timehonored commitment to the Coliseum, serving as its longest enduring tenant,” USC President C.L. Max Nikias said. “USC is honored to be the caretaker of this Los Angeles treasure. Together with United, we can ensure the Coliseum’s future as a world-class venue and true community asset.” Details of the namingrights deal were not released, although unconfirmed media reports surfaced last year that put the value of the deal at $70 million. The Coliseum renovation project is not expected to impact the Trojans’ 2018 home football season, and it is expected to be completed
in time for the team’s 2019 home opener. The Coliseum is also serving as home for the Los Angeles Rams while the NFL team’s stadium is built in Inglewood. Plans call for an overall reduction in the Coliseum’s seating capacity, from 93,607 to about 77,500. All of the seats will be replaced, and the project will include handrails, new suites, upgraded

Rep. Danny Davis Introduces Bail Reform Bill
that nearly half of Americans would be unable to pay for an unexpected expense of $400.” The United States remains number one in the world in the rate of incarceration, with over two million people behind bars, in large part, because poor people are unable to pay their way out of incarceration. The money bail system disproportionately impacts the poor. There are currently over 43 million Americans living under the poverty line; nearly 30 percent of African Americans live in poverty. “The original purpose of bail was to serve as an incentive to return to court when a person is arrested, released, and their case proceeds. However, the current money bail system has little to do with this original intent…people with money can almost always buy their way to freedom, regardless of the charges against them,” wrote ACLU Deputy National Political Director Udi Ofer on December 11, 2017. Rep. Davis has continued to focus on justice reform issues during his 20 years in Congress. Davis’ “Second Chance Act” was signed into law by President George W. Bush in 2007. The legislation assisted formerly incarcerated individuals to successfully re-enter society. In November 2016, after his 15-year-old grandson was murdered in Chicago, Rep. Davis pushed for more funding for neighborhoods struggling with poverty. His focus was on the “10-20-30” policy proposed by South Carolina Rep. Jim Clyburn. The “10-20-30” plan would focus cash on 10 percent of all government funding to be allocated to areas where 20 percent of the residents have lived in poverty for over 30 years.

“
These are people who have been charged with a crime, but are not convicted,” said Davis. “Many of the people waiting in jail are forced to wait simply, because they cannot afford to post bail.” Davis introduced the Bail Fairness Act of 2018 to alleviate some of the burdens associated with the cash bail system. The Chicago congressman was joined on Capitol Hill by Reps. Sheila Jackson Lee (D-Texas) and Dwight Evans (D-Pa.) and Chicago businessman and philanthropist Dr. Willie Wilson. The four of them were flanked by two large posters; one poster read: “Taxpayers Spend $17 billion on Pre-trial Detentions”; the other poster simply said, “Bail Fail” in large letters. Wilson said that he has paid the bails of non-violent Cook County Corrections inmates who were too poor to bail themselves out. Davis’ legislation would require states to release individuals charged with a non-violent misdemeanor on non-monetary conditions prior to their court date. What’s the Real State of the Union? A Deep Dive Into the Stats WASHINGTON (AP) A by-the-numbers look at President Donald Trump’s first year in office reveals areas of both progress and peril.
T
HE stock market is soaring, smashing record after record. The unemployment rate has ticked downward. Some categories of violent crime are down, too. But more U.S. troops are stationed in war zones. More people are dying of drug overdoses. More people think race relations have gotten worse under Trump. As of Monday’s close, the Dow Jones Industrial Average is up 45 percent since Trump was elected and 34 percent since he took office. The Dow closed at 18,332.74 on Election Day and 19,827.25 on Inauguration Day. The S&P 500, the market gauge that professionals attach more weight to, performed about the same: It’s up 33 percent since the election and 26 percent since the inauguration. Trump said at an economic conference in Switzerland last week that the market “is smashing one record after another,” adding more than $7 trillion in new wealth since his election. Left unsaid is that the market has done much better than experts initially anticipated because the U.S. economy has continued to gain strength. The rest of the world economy has also exceeded performance expectations. Those factors, combined with low interest rates, economic stimulus
elsewhere and tax cuts Trump signed into law at the end of the year, have helped stocks surge. ___ HEALTH INSURANCE Progress reducing the number of Americans without health insurance stalled toward the end of President Barack Obama’s term, and it may have slipped into reverse under Trump, according to one major survey. The Gallup-Sharecare Well-Being Index finds that the number of uninsured adults increased by about 3 million in 2017. But the government’s National Health Interview Survey estimated that 28.8 million people were uninsured between January and June of 2017, not a statistically different change from 2016 and 2015. In the first six months of 2017, the uninsured rate was 9 percent, the same share of the population as in 2016. ___ CRIME Early statistics released by the FBI last week show declines in some violent crimes and increases in one category for the first six months of 2017, compared with the same period in 2016. Murder and manslaughter increased 1.5 percent in the first six months of 2017 over the first six months of 2016. The number of rapes decreased 2.4 percent, robbery offenses fell 2.2 percent and aggravated assaults were down 0.1 percent, according to the bureau. The report is based on information from 13,033 law enforcement agencies that submitted data to the FBI’s Uniform Crime Reporting
Program for the first six months of 2016 and 2017. ___ UNEMPLOYMENT More people are working or actively seeking employment. The unemployment rate was 4.8 percent in January 2017, the month Trump was sworn into office, according to the federal Bureau of Labor Statistics. The rate has fallen steadily since then to 4.1 percent in October, where it remained through December, continuing a trend of falling unemployment that began under Obama. Obama took office at the depths of the Great Recession, when the economy was shedding hundreds of thousands of jobs every month. The unemployment report for January 2018 will be released Friday. The economy added slightly more than 2 million jobs in Trump’s first year, a figure that is close to the 2.2 million jobs created during Obama’s final year in office. ___ RACE RELATIONS More people think race relations have worsened since Trump’s election in November 2016. Back then, 25 percent of those surveyed by the Pew Research Center expressed optimism that having the politically inexperienced New York businessman in the Oval Office would improve relations between the races. By December 2017, the percentage who felt that way had sunk to 8 percent, according to Pew. Forty-six percent in the November 2016 survey said Trump’s election would worsen relations. That figure grew to 60 percent by last December. Trump has weathered a number of racially charged controversies as

Brown Students in the Chicago Public Schools (CPS) system are learning faster than just about any other school district in the nation, according to new research. Research provided by Stanford Professor Sean Reardon shows that students in the Windy City have gained six years of learning in just five years. Reardon based his analysis on 300 million elementary school test scores covering more than 11,000 school districts. “I don’t think CPS is doing anything extraordinary or special for parent engagement, but it may be worth pointing out that we’re suddenly leading the nation in student growth and our kids of color are outperforming comparable kids of color across the state,” said Marilyn Rhames, the founder of the nonprofit Teachers Who Pray and a veteran teacher in Chicago. Still, Rhames, author of the upcoming book, “The Master Teacher: 12 Spiritual Lessons that can Transform Schools and Revolutionize Public Education,” cautioned that there’s another side to the success story that shouldn’t be overlooked. “There’s a huge race-based disparity of performance on the SAT, which all 11th graders in the state of Illinois has to take,” Rhames said. “Some CPS high schools did the worst in the state. So, how effective is our growth, if it’s not translating into better preparation for college?” But, it’s not just about test scores, student attendance is up, Chicago high schools are offering more rigorous courses and high school graduation and college enrollment rates continue to rise, said Elaine Allensworth of the Chicago Consortium on School Research. The consortium has provided a
descriptive examination of two- and four-year college enrollment patterns among CPS graduates over the last 10 years. They found that CPS graduates’ immediate college enrollment rates increased over the last decade, with 63 percent of 2015 graduates enrolling in either a two- or four-year college immediately after high school, compared to 50 percent of graduates in 2006. In 2015, CPS graduates’ rate of enrollment in four-year colleges was equal to the national rate at 44 percent, and higher than some urban districts, including New York and Los Angeles, which were 38 percent and 24 percent, respectively. In June 2017, WBEZ in Chicago reported that even as CPS—the state’s largest school district—reeled from an ongoing budget crisis, an academic turnaround has occurred. For decades, the district reportedly shouldered a reputation of being perennially challenged by poverty and chronically low-performing schools. In 1987, the U.S. Secretary of Education declared CPS the worst in the nation. “That’s not Chicago anymore,” said Paul Zavitkovsky, a researcher with the University of Illinois at Chicago’s Center for Urban Education Leadership Research has also revealed that Chicago students, on average, repeatedly outperform their peers outside the city. Reardon, a leading expert on education equality in the United States, presented an analysis in November that revealed Chicago’s students learn and grow at a faster rate than 96 percent of school districts in the country—including wealthy districts. Reardon’s findings also noted that, among the 100 largest school
districts in the country, Chicago has the highest growth rate between third and eighth grade; and each successive CPS class is outperforming the class that came before and improving at a rate far above the national average, according to Reardon’s report. “This report is a testament to the hard work, progress and success of Chicago’s remarkable students, teachers, principals and families,” Chicago Mayor Rahm Emanuel said in a statement. “CPS students make Chicago proud every day. They not only lead in the classroom, they lead the country in academic growth, and their achievements are earning national recognition and respect.” Kate Phillippo, an associate professor of cultural and educational policy studies at the School of Education at Loyola University Chicago, said she’s excited to see increased learning growth in CPS. “It’s important to note what Chicago accomplished specifically. For example, its third grade test scores are still below the national average, but its growth is unusually high,” Phillippo said. While there’s no one secret to success, initiatives at the school level have clearly promoted growth, she said. “I think the Every Student Succeeds Act (ESSA) has the potential to support student achievement, giving districts greater flexibility about how they approach curriculum, and what learning supports they provide to their students,” Phillippo said. “ESSA’s provision for less standardized testing will also free educators up from a sense of pressure to prepare students for high-stakes tests. Finally, it is critical that ESSA has kept in place protections for economically disadvantaged students; that’s one of the hallmarks of ESSA.”

Oprah Visits Grave of Woman Honored in Globes Speech Oprah Winfrey has visited the grave of the Black Alabama woman whose rape by six white men in 1944 drew national attention and whose story was highlighted in Winfrey’s recent Golden Globes speech. Taylor was 24 when she was abducted and raped as she walked home from church in Abbeville. The NAACP assigned Rosa Parks to investigate the case, and she rallied support for justice for Taylor. Two all-white, all-male grand juries decline to indict the men who admitted they assaulted her. Taylor died in December, just before her 98th birthday.

Keeping Promises By Marian Wright Edelman “You promised.” Children learn the value and power of those words very early on as they begin to develop a sense of morality and trust. A preschooler will show deep outrage when an adult promise isn’t kept. The Continuing Resolution that ended this week’s government shutdown relied on a series of uncertain promises about meeting children’s needs and ensuring their futures. Congress did keep one very critical promise by finally passing a long overdue extension of funding for the Children’s Health Insurance Program (CHIP), giving new hope to families after 114 days of partisan politicking with the lives and health of the 8.9 million children who benefit from CHIP’s high-quality, child-appropriate affordable health coverage. This will help ensure stability for CHIP, and parents of children who are sick or suffering from disabilities who rely on this crucial program can now breathe a sigh of relief. However, Congress should continue to do the right thing for children and extend CHIP for an additional four years, which according to the Congressional Budget Office would help children while saving $6 billion – an amount that could be used to fund other children’s priorities. In the meantime millions of other children are still waiting on Congress’s promises. At the front of the line are the nearly 800,000 Dreamers, young undocumented immigrants brought to this country by their parents as children and granted protection under the Deferred Action for Childhood Arrivals Program (DACA) which President Trump has set to end on March 5th. Enormous pressures from Congress’s failure to act on DACA continue to grow. These young people, who in some cases now have their own children, have passed background checks, gone to school, met other requirements and contribute to their communities every day through work, study, and service but continue to be threatened with deportation and a return to countries they don’t know at all. One young man who came to America at age five and
didn’t learn he was undocumented until he was 14 and tried to apply for a work permit says, “It was very hard dealing with that because I always saw myself to be an American…It killed me inside.” He excelled in school and wants to become a lawyer or politician to help others and when DACA passed it was a dream come true. “I felt happy…I felt like I was finally being accepted.” Now, without a work permit and DACA’s other protections, his entire bright future would be dimmed in an instant: “For me personally, my voice would be taken away. My dreams would be shattered.” The DACA protections must be preserved and extended to others along with a path to citizenship and without other provisions harmful to immigrants. Each day Congress fails to act an average of 122 additional DACA recipients lose protections and starting March 5th 1,000 Dreamers will lose protection every day. Young children and their families who benefit from the Maternal and Infant Early Childhood Home
Visiting Program (MIECHV) and Community Health Center Program also are still waiting for Congress to extend funding for their critical services. Pregnant women and children under five benefit from MIECHV in every state and territory as the program helps improve maternal and newborn health, school readiness, and family economic self-sufficiency and helps reduce child abuse and neglect, crime, and domestic violence. One in 10 children use Community Health Centers (CHCs) for care and the U.S. Department of Health and
Human Services has projected that loss of funding for CHCs would result in closing 2,800 health centers, eliminating more than 50,000 jobs, and more than 9 million patients losing access to care. This would even threaten the good news of stabilizing CHIP. For example, the Mississippi Primary Health Care Association, which oversees community health centers that serve nearly 300,000 Mississippians, reports one in every 14 children who receive CHIP in Mississippi gets their care in one of Mississippi’s CHCs. By continuing funding for CHIP, but not for the Community Health Center Fund, parents have CHIP for their children but if CHCs close they will no longer have access to the exams, eyeglasses, pediatric dental services and other care their children need. Many centers already have a hiring freeze due to anticipated funding shortages, a large setback for Mississippi, which already ranks #1 nationally in physician shortages. Congress also has not yet
committed to long-term funding needs for addressing the opioid crisis and other critical measures affecting child and family health. And children in Florida, Texas, Puerto Rico and the Virgin Islands still suffering from the horrific effects of devastating hurricanes are desperately waiting for more emergency funding, especially in the many homes and communities in Puerto Rico and the Virgin Islands still without electricity or water. As always, such omissions in funding are not a question of resources but priorities and common decency of some of our Members of Congress. Congress managed to make room in the Continuing Resolution that passed earlier this week to delay a trio of health-related taxes without finding a way to pay for them, benefitting wealthy corporations and individuals at a cost to the Treasury of about $31 billion over the next few years. But it failed to make other crucial costeffective health and life saving investments in children and young adults. We must insist on different Congressional priorities. While many of these children’s priorities remain on the Congressional agenda, opportunities for timely action are limited. Children’s futures and well-being will remain at risk until definitive action is taken. Legislative leaders made a series of promises to end the government shutdown and fund the government through February 8th and the clock is ticking. Millions of children and young adults are depending on adults who will stand up and raise a ruckus for them and remind Members of Congress and the President over and over again: you promised. Millions of Blacks who have violated the law and have been incarcerated find that returning to normal life can sometimes feel like an impossible task. A felony can haunt you for a lifetime. It can affect you and your love ones. It can prevent you from a normal life or a pleasant future. The odds are against you and things can sometimes seem hopeless and unforgiving. A very organized conspiracy started in the 1990’s, it was known as the “Crack” invasion. The illegal activity found millions of victims – not just the users but the distributors who were usually caught and prosecuted. Regardless of the sentencing or rehabilitation, an ex-offender may have to pay for the crime for life. This affects most Black families including mine. I have devoted more than a little time trying to help a relative get back into mainstream society. Finding a job can seem to be an endless task even though one may be qualified. progress. It has been 10 years since his incarceration. Unable to find work and support his family he eventually took on the task of creating his own job. He has gone through at least a dozen ventures that brought money to his household. Finally, I think he has found his niche. He saved enough money to buy a commercial truck, received a commercial driver’s license and is now hauling deliveries throughout the nation. His receipts are steadily coming in and he is saving a portion towards owning multiple trucks, hiring drivers, and starting his own multi-truck hauling service line. He found out that the nation has a demand for 50,000 more truck drivers and he is seizing that opportunity. One of my sons has started a high-tech incubator to train ex-offenders and veterans in the IT industry with the hope of starting their own business. It is showing much promise and catching the attention of many. Its time has come. Re-Entry is the key to our future as a people. Republicans Will Ride with Trump Forever By Bill Fletcher, Jr. After every Trump outrage, we go through a similar routine. Trump says or does something that most sane people believe to be over the top; he is roundly condemned; some Republicans shake their heads; masses of people ask that something be done…and then it all fades into the next news cycle. What was different in connection with Trump’s recent alleged remarks against Africa, Haiti and Latin America—the notorious “s--thole remarks”—was that some Republicans who were in the room at the time of the alleged remarks first played dumb and then claimed that the remarks had not been verbalized. At that point,
there was laughter in the audience. Yet, in talk show after talk show there is a question that keeps getting asked: why isn’t something being done about this situation? Why can’t Trump be brought back to the standard of a respectable politician? The answer is not very difficult, but has several parts. Here goes. First, he is not now nor has he ever been a “respectable” politician. Whether as a reality show celebrity or candidate for office or now as President, he has insisted on being provocative. He believes in stirring things up. It is this modus operandi that inspired his rightwing populist base. They were not looking for what they believed as
more of the same. On top of that it remains far from clear that Trump would understand how to be a respectable politician in either case. It seems to run against his nature. Second, who will do anything about Trump? The Republicans control both houses of Congress, the White House and the U.S. Supreme Court. They look at Trump as a blunt force object that serves the interests of their agenda. Many of them may be personally uncomfortable with him, but they know that if they move to take him down, they may provide momentum for the Democrats. They would rather that the United States become and remain a global laughingstock, than lose the
political edge. Third, the so-called moderate Republicans who are deeply uncomfortable with the crudeness of Trump worry that they will be challenged in Republican primaries by the extreme Right should they move against Trump. Perhaps they wonder and hope that there will be deeper revelations in the Mueller investigation of alleged Trump/Russia ties, but for now they will do nothing. Thus, holding Trump accountable is a matter of political power. It is not a matter of morality and good will. If those who see the Trump regime as a threat to humanity do not engage in mass political action, including, but not limited to, electoral politics,
the situation will go from bad to worse. By worse, I mean growing authoritarianism. And here we must all be clear that Trump’s infatuation with authoritarianism is not a simple rhetorical device to increase the ratings. It seems to reflect the centerpiece of his worldview: Life is about Trump; Trump is the savior of the U.S.; Trump’s ideas are the greatest that humankind has every experienced. HEALTH Activist Who Helped Legalize Medical Pot in California, Dies SAN FRANCISCO—Dennis Peron, an activist who was among the first people to argue for the benefits of marijuana for AIDS patients and helped legalize medical pot in California, died Saturday at 72. The San Francisco Chronicle reported that Peron died in a hospital in the city. Peron was a driving force behind a San Francisco ordinance allowing medical marijuana _ a move that later aided the 1996 passage of Proposition 215 that legalized medical use in the entire state. He argued for the benefits of medicinal marijuana for AIDS patients as the health crisis overtook San Francisco. The Chronicle said the epidemic took his partner, Jonathan West, in 1990. San Francisco’s Board of Supervisors recognized Peron, suffering with late-stage lung cancer, with a certificate of honor last year. ``The father of medical marijuana,’’ one supervisor called him in the meeting. ``I came to San Francisco to find love and to change the world,’’ Peron said in reply. ``I found love, only to lose him through AIDS. We changed the world.’’ A Vietnam War veteran, Peron spent some of his last years on a farm in Lake County, growing and giving away medical marijuana. Dennis Peron wrote in his 2012 book, ``Memoirs of Dennis Peron,’’ that he was just a ``gay kid from Long Island who joined the Air Force to get away from home.’’ The Chronicle said he then moved to a commune in San Francisco where he befriended Supervisor Harvey Milk and began selling marijuana. In 1991, Peron founded the first public cannabis dispensary in the country during the height of the U.S. drug war. He and a friend distributed pot to AIDS patients, got busted several times and was shot in the leg by a police officer, the newspaper said. The pot club served 9,000 clients before it was closed by a judge. ``The city and the country has lost a cannabis leader who lived life on the edge,’’ Terrance Alan, a member of the city’s Cannabis Commission, told the Chronicle, ``He lived his whole life on the edge, and that’s what allowed us to lead in cannabis.’’
Hospitals Team Up on Violence Prevention Four trauma centers in St. Louis are trying to keep people out of their hospitals with a new violence prevention program. The St. Louis Area Hospital-Based Violence Intervention Program will add social workers at Barnes-Jewish, SSM Health St. Louis University and SSM Health Cardinal Glennon Children’s hospitals. The social workers in the latest program will visit injured children and adults in the hospitals, and then as often as weekly for up to a year after they’re released. Each victim will set goals related to education, job training or relationships. The project is funded by a $1.6 million, three-year grant from the Missouri Foundation for Health. It’s sponsored by the Institute for Public Health at Washington University. The program offers a “teaching moment” to stop the cycle of violence, said William Powderly, the institute’s director. “If they survive it, it can be a time of some reflection,” Powderly said. “Hopefully by changing their trajectory, you’re preventing future episodes of violence.” The rate of repeat patients in the trauma unit at St. Louis Children’s is about 10 percent, said Dr. Martin Keller, trauma medical director. “If we don’t’ intervene early when their very first visits are happening, we will continue to see them come back and the violence will escalate,” said Margie Batek, a social worker who developed the Victims of Violence program. “They will be more injured or they will injure someone else. If we do nothing, we know they are going to come back hurt.” Washington University launched a gun violence initiative after the 2014 shooting death of Chelsea Harris, 16. Chelsea was a St. Louis high school student who had been mentored by the wife of Chancellor Mark Wrighton.
Flu Widespread Across U.S. for Third Straight Week Sick with the flu? You’ve got a lot of company. By Mike Stobbe The flu blanketed the U.S. again last week for the third straight week. Only Hawaii has been spared.

AST week, 1 in 15 doctor visits were for symptoms of the flu. That’s the highest level since the swine flu pandemic in 2009. The government doesn’t track every flu case but comes up with estimates; one measure is how many people seek medical care for fever, cough, aches and other flu symptoms. Flu is widespread in every state except Hawaii, and 39 states reported high flu traffic for doctors last week, up from 32.
At this rate, by the end of the season somewhere around 34 million Americans will have gotten sick from the flu, the Centers for Disease Control and Prevention said. Some good news: Hospital stays and deaths from the flu among the elderly so far haven’t been as high as in some other recent flu seasons. However, hospitalization rates for people 50 to 64—baby boomers, mostly— has been unusually high, CDC officials said in the report, which covers the week ending Jan. 20. This year’s flu shot targets the strains that are making Americans sick, mostly the H3N2 flu virus. But exactly how well it is working won’t be known until next month. It’s the same main bug from last winter, when the flu
season wasn’t so bad. It’s not clear why this season—with the same bug—is worse, some experts said. “That’s the kicker. This virus really doesn’t look that different from what we saw last year,” said Richard Webby, a flu researcher at St. Jude Children’s Research Hospital in Memphis. It may be that many of the people getting sick this year managed to avoid infection last year. Or there may be some change in the virus that hasn’t been detected yet, said the CDC’s Dr. Dan Jernigan. Based on patterns from past seasons, it’s likely the flu season will start to wane soon, experts say. There are some places, like California, where the season already seems to be easing, CDC officials said.
“If I was a betting man, I’d put money on it going down,” Webby said. “But I’ve lost money on bets before.” The season usually peaks in February, but this season started early and took off in December. Flu is a contagious respiratory illness. It can cause a miserable but relatively mild illness in many people, but more a more severe illness in others. Young children and the elderly are at greatest risk from flu and its complications. In a bad season, there as many as 56,000 deaths connected to the flu. In the U.S., annual flu shots are recommended for everyone age 6 months or older. Last seasons, about 47 percent of Americans got vaccinated, according to CDC figures.
Smoking Still a ‘Thing,’ But Numbers in Decline
Courtesy CDC Overall, cigarette smoking among U.S. adults (aged ≥18 years) declined from 20.9 percent in 2005 to 15.5 percent in 2016. Yet, nearly 38 million American adults smoked cigarettes (“every day” or “some days”) in 2016, according to data released today by the Centers for Disease Control and Prevention (CDC). The new data, from the National Health Interview Survey (NHIS), show that among adults who have ever used cigarettes, the percentage who have quit increased from 50.8 percent in 2005 to 59.0 percent in 2016. During 2005– 2016, the largest increase in quitting was among adults ages 25–44 years. “The good news is that these data are consistent with the declines in adult cigarette smoking that we’ve seen for several decades,” said Corinne Graffunder, Dr.P.H, director of the CDC’s Office on Smoking and Health. “These findings also show that more people are quitting, and those who continue to smoke are smoking less.” Since 1965, the NHIS has tracked cigarette smoking, the most common form of tobacco product use among U.S. adults. The U.S. Surgeon General has concluded that the burden of death and disease from tobacco use in the United States is overwhelmingly caused by cigarettes and other combusted tobacco products. Among daily smokers, the average number of cigarettes smoked per day declined from about 17 cigarettes in 2005 to 14 cigarettes in 2016. The proportion of daily smokers who smoked 20 to 29 cigarettes per day dropped from 34.9 percent in 2005 to 28.4 percent in 2016, while the proportion who smoked fewer than 10 cigarettes per day rose from 16.4 percent in 2005 to 25 percent in 2016. Persistent disparities in cigarette smoking Despite this progress, disparities in smoking persist across population groups. Cigarette smoking was especially high among males, those aged 25-64 years, people who had less education, American Indians/Alaska Natives, Americans of multiple
races, those who had serious psychological distress, those who were uninsured or insured through Medicaid, those living below the poverty level, those who had a disability, those who were lesbian, gay, or bisexual, and those who lived in the Midwest or South. “The bad news is that cigarette smoking is not declining at the same rate among all population groups,” said Brian King Ph.D., deputy director for research translation in CDC’s Office on Smoking and Health. “Addressing these disparities with evidence-
based interventions is critical to continue the progress we’ve made in reducing the overall smoking rate.” Reducing smoking-related disease: What more can be done? Proven population-based interventions – including tobacco price increases, comprehensive smoke-free laws, anti-tobacco mass media campaigns, and barrier-free access to tobacco cessation counseling and medications – are critical to reduce cigarette smoking and smoking-related disease and death among U.S.
adults, particularly among populations with the highest rates of use. Cigarette smoking among U.S. adults has been reduced by more than half since 1964, yet remains the leading preventable cause of disease and death in the United States. It kills more than 480,000 Americans each year. For every person who dies this year from smoking, there are over 30 Americans who continue to live with a smoking-related disease. SANTA ANA—More than $50 million worth of gold bars, coins and dust that’s been described as the greatest lost treasure in U.S. history is about to make its public debut in California after sitting at the bottom of the ocean for more than 150 years.

Bob Evans, the chief scientist on the original voyage that discovered the shipwreck and its treasure in 1988, is now painstakingly cleaning each piece of gold by hand, soaking it in a solution and brushing off rust and grime that accumulated as the treasure sat 7,000 feet below sea level. “This is a whole new season of discovery,” Evans told The Associated Press this week from the laboratory in Santa Ana. “We are now peering beneath the grime and the rust that is on the coins, removing those objects and those substances and getting to look at the treasure as it was in 1857.” The Central America was laden with booty from the California Gold Rush when it sank in a hurricane off the coast of South Carolina in 1857. Four hundred and twenty-five people drowned and thousands of pounds of California gold were lost, contributing to an economic panic. Using sable paintbrushes and a cleaning solution, Evans has been restoring the gold —some of which is completely caked over in black gunk — to its original luster for the past two weeks. He will continue that work through February, when the treasure will go on public display at the Long Beach Convention Center, just south of Los Angeles.
The gold is all for sale. Just one tiny coin alone could go for $1 million because of its combination of rarity and the history behind it, said Dwight Manley, managing partner of the California Gold Marketing Group, which is displaying and selling the gold. “This is something that in hundreds of years people will still be talking about, reading about, looking back on and collecting things from,” Manley said. “There’s no other ships that sank that haven’t been recovered that rival this or are similar to this, so it’s really a once-in-alifetime situation.” Meanwhile the deep-sea treasure hunter responsible for finding the gold in the first place continues to sit in an Ohio jail over his handling of the original treasure recovered from the Central America. Treasure hunter and Ohio native Tommy Thompson found the ship in 1988 after convincing
161 local investors to fund the voyage for nearly $13 million. A lengthy battle ensued over who owned the gold, with Thompson and his investors eventually emerging as the victors over a group of insurance companies. Thompson’s company sold 532 gold bars and thousands of coins to the California Gold Marketing Group for about $50 million in 2000. Investors never saw any of those proceeds. In 2005, they sued Thompson, who then went into seclusion in Florida and later became a fugitive after an Ohio judge issued a warrant for his arrest in 2012. Authorities tracked Thompson to a Florida hotel room in 2015. A judge has held Thompson in contempt since December 2015 for violating terms of a plea deal by refusing to answer questions about the location of 500 missing gold coins. He’s been jailed ever since.
“Ultimately, this is not a question about economics. This is about the cultural anxiety coursing through the country that has been given an outlet by saying ‘immigrants are taking our jobs.” Trump tapped into that anxiety to win the election, pledging to build a wall along the southern border and make Mexico pay for it. He also vowed to end former President Barack Obama’s program to protect people brought to the U.S. as children and now living here illegally. But when he announced an end to DACA in September, he asked Congress to come up with a way to make the program permanent, arguing the young immigrants don’t deserve deportation. Democrats offered to fund Trump’s border wall, then
later retracted the offer. The administration then added to its list of demands, including changes to the family-based immigration system and an end to the lottery for visas for people from countries underrepresented in the U.S. to its list of demands. The plan would eliminate hundreds of thousands of family-related visas. Immigrants would only be allowed to sponsor their spouses and underage children to join them in the U.S., and not their parents, adult children or siblings. But rather than shift those open slots to immigrants under a skills-based system, they would be applied to the backlog of immigrants waiting for a U.S. visa. Then, when that backlog is ended, the slots would be eliminated. Nowrasteh of Cato estimates that the result could be a 40 percent to 45 percent reduction in overall immigration over time. The numbers depend on how the visas are applied to the backlogs—the immigration backlogs are so immense in some categories it could take decades to whittle them down. It’d take more than 130 years, he estimates, for all Mexicans waiting for a legal visa to get one. Still, some immigration hawks were disappointed with the plan, arguing it could take decades before the reductions kick in. “The cuts in immigration don’t happen for 15 years,” complained Roy Beck of Numbers USA.

4 cups crumbled chewy chocolate cookies 1 1/2 cups marshmallow creme 2 teaspoons McCormick Raspberry Extract 12 ounces semi-sweet chocolate, chopped 1 ounce white chocolate, melted In large bowl, mix crumbled cookies, marshmallow creme and raspberry flavor until well blended. 2 1/2 pounds chicken wing pieces 1 package McCormick Cheesy Taco Mix nonstick cooking spray 3 cups chopped romaine lettuce
1/4 cup finely chopped tomato 2 tablespoons sliced green onion 2 tablespoons crumbled queso fresco Heat oven to 450 F. In large bowl, toss chicken wings with seasoning mix. On large, shallow foil-lined
baking pan sprayed with nonstick cooking spray, arrange wings in single layer. Bake 30-35 minutes, or until chicken is cooked through and skin is crisp. On large serving platter, arrange lettuce. Top with wings, tomato, green onion and queso fresco.

package (8 ounces) cream cheese cup sour cream cans (16 ounces each) refried beans can (4 1/2 ounces) chopped green chilies, drained 1 package McCormick Taco Seasoning Mix 4 cups shredded Mexican cheese blend, divided nonstick cooking spray chopped cilantro (optional) tomatoes (optional) sliced olives (optional) avocado (optional) tortilla chips Heat oven to 350 F. In large, microwavable bowl, heat cream cheese and sour cream on high 1 minute, or until cheese is softened. Remove from microwave. Mix with wire whisk until smooth. Add refried beans, green chilies, seasoning mix and 2 cups cheese; mix well. Spread bean mixture into 13-by-9-inch baking dish sprayed with nonstick cooking spray. Sprinkle with remaining cheese. Bake 25 minutes, or until cheese is melted. Top with cilantro, tomatoes, sliced olives and avocado, if desired. Serve with tortilla chips.
Nonstick cooking spray 1 cup milk 3 eggs, beaten 2 packages (8 1/2 ounces each) corn muffin mix 1 teaspoon McCormick Paprika 1/2 teaspoon McCormick Garlic Powder 1/2 teaspoon salt 1 cup frozen corn 2 cups shredded cheddar cheese, divided Spray inside of 6-quart slow cooker with nonstick cooking spray. In slow cooker, mix milk, eggs, corn muffin mix, paprika, garlic powder and salt until well blended. Stir in corn and 1 cup cheese. Place clean kitchen towel over slow cooker and cover with lid. Cook 2 hours on high, or until toothpick in center of cornbread comes out clean. Uncover. Sprinkle cornbread with remaining cheese. Let stand, uncovered, 30 minutes, or until cheese is melted.

ENTERTAINMENT Viola Davis’ ‘Two Sides’ Docu-Series Tackles Deadly Reality By Lynn Elber LOS ANGELES—Viola Davis knows how to make an audience see into the heart of a character, whether a burdened mother in “Doubt” or the flawed attorney in “How to Get Away with Murder.” She hopes the same holds true for the critical issue examined by the documentary series “Two Sides,” the deaths of African-American men and women in confrontations with law enforcement. It takes more than a video clip to understand a violent encounter, said Davis, an executive producer and narrator of the TV One program airing at 10 p.m. EST on consecutive Mondays through Feb. 12. “Despite the fact that so many were caught on camera and so much in the public consciousness, it caused a divisiveness” I BELIEVE instead of a ON BOTH d e t e r m i n a t i o n to find common SIDES ground and THERE IS solutions, Davis ROOM FOR said. “We actually need to do GROWTH. something, but it VIOLA DAVIS never got to that point.” As the series’ title suggests and Davis contends, the crisis demands an understanding of what officers and citizens face and, beyond that, the system enveloping them. Among the cases examined in “Two Sides”: Ezell Ford, 25, fatally shot during a 2016 struggle with two Los Angeles police officers; John Crawford III, 22, shot by officers while carrying an air rifle at a Wal-Mart store in a Dayton, Ohio, suburb; Sandra Bland, 28, who hanged herself in a Hempstead, Texas, jail cell after being arrested during a traffic stop and whose family disagreed with the ruling of suicide. In each episode, law enforcement experts and independent observers discuss the circumstances of the deaths, including explanations of police regulations and procedures, and relatives and friends share memories of those who died and the impact of their loss. The Rev. Al Sharpton, U.S. Rep. Maxine Waters of California and Christopher Darden, a prosecutor in O.J. Simpson’s murder trial, are among those offering commentary along with law enforcement agency representatives. What officers face in the line of duty and what they risk must be taken into account, Davis said. They have families and they want to go home safely at the end of their shift, she said. And, like any other citizen, Davis said, she herself depends on law enforcement for protection. “Listen, if I’m in trouble I’m going to call 911, I’m going to need the police,” she said. But society tends to believe that police and others in positions of authority should not be questioned and that if “you’re on the other side, then you’re wrong.” “Whereas I believe on both sides there is room for growth, and to be challenged and questioned,” said Davis, who produced the docu-series with her husband, Julius Tennon, and Lemuel Plummer. She has the visibility and clout to throw behind such a project: She was Oscarnominated for 2008’s “Doubt” and 2011’s “The Help,” won the trophy last year for “Fences,” and received an Emmy for her role in the ABC legal drama “How to Get Away with Murder.” Davis dismisses the idea she has solutions to stop the repetitive violence—“I’m an actor. It’s not my skill set”—but she has hope. “We have to come to some kind of middle ground,” she said. “It just hasn’t happened.”
Plenty of Fire and Fury at 60th Annual Grammy Awards Just as the Hollywood award shows this year have been dominated by the Time’s Up movement, the 60th annual Grammy Awards became a platform for artists to address sexual harassment and abuse, but also President Donald Trump, immigration and gun violence.

RTISTS arrived on the red carpet with white roses to show support for female equality, but others skewered Trump or criticized his administration’s treatment of immigrants with the Statue of Liberty serving as a backdrop. Kendrick Lamar opened the show with a gun-rattling performance while country stars mourned victims of the country’s largest mass shooting. FIRE AND FURY The Grammy Awards didn’t hold back in a pre-recorded skit aimed at President Trump, which featured a surprise appearance by Hillary Clinton and others reading embarrassing passages from the Trump tell-all “Fire and Fury.” The skit featured musicians such as John Legend, Cher, Snoop Dogg and DJ Khaled reading portions of the book as an audition for the audio book. Rapper Cardi B added her own opinion after reading about Trump’s regular routines, saying “This is how he lives his life?” But it was Clinton’s appearance that gathered the loudest applause from the crowd at Madison Square Garden. Predictably it was a hot topic on Twitter soon after, prompting United Nations Ambassador Nikki Haley to post that the

It’s right here in our industry as well.” Kesha delivered the most powerful performance of her career as she sang “Praying,” backed by a chorus of women in white, with her emotions raw on her face and in her voice. The pop singer, who has accused her former producer Dr. Luke of raping and drugging her, sang directly to overcoming an abusive relationship and finding forgiveness. (Dr. Luke has denied her accusations.) At the end, the women embraced Kesha in a group hug. ACTS OF VIOLENCE The Grammys opened the show with a mix of rap,
rock and comedy featuring Kendrick Lamar, U2 and Dave Chappelle. Lamar has a history at the Grammys of combining performance art and music, which he did again with an army of marching camouflaged dancers in front of the images of the American flag. Lamar performed “XXX” with Bono and The Edge, with Chappelle adding moments of levity, while the screen declared “This is a satire by Kendrick Lamar.” But he ended the performance as the sound of gun shots filled the air behind his rapid fire rapping and his backup dancers fell to the floor one by one. Later on in the Grammy show, three country artists gathered in a solemn tribute to victims of a mass shooting at a Las Vegas country music festival and a bombing at an Ariana Grande concert in England. Emmy-winning ‘Roots’ Star Olivia Cole Dies at 75
By Lynn Elber Olivia Cole, who won an Emmy Award for her portrayal of Matilda, wife to Chicken George in the landmark miniseries “Roots,” has died, a burial association executive said. She was 75. Cole died last Friday at her home in San Miguel de Allende, a central Mexico city, said Linda Cooper, executive secretary of the 24 Horas de San Miguel de Allende cremation and burial group. The cause of death was a heart attack, Cooper said Thursday. Cole received an Emmy Award for her role in ABC’s smash hit 1977 drama based on African-American writer Alex Haley’s book “Roots,” which dramatized the lives of his ancestors from West Africa to slavery and post-Civil War. She was the first African-American to win in the Emmy category of best supporting actress in a miniseries. In the late 1970s, Cole reportedly lamented that Hollywood failed to respond
to “Roots” with more opportunities for black actors and actresses. She wasn’t alone. “You’d think somebody might have followed up with stories about other black families and experiences. Nobody followed up,” series executive producer David L. Wolper told The Associated Press in 2002, on the drama’s 25th anniversary. Ben Vereen played Chicken George in the ensemble cast that also included LeVar Burton, Leslie Uggams, Cicely Tyson, Madge Sinclair and Cole, a native of Memphis, Tennessee, pursued her education at New York City’s Hunter College High School, Bard College in New York and the Royal Academy of Dramatic Art in London, from which she graduated with honors in 1964. She also earned a theater arts master’s degree from the University of Minnesota. Her first credited screen performance came in the daytime serial “Guiding Light” in 1969, with other TV and movie credits including “North and South,” Oprah Winfrey’s “The Women of Brewster Place” and “Coming Home.” Cole received a lead-actress Emmy nomination for the 1979 miniseries “Backstairs at the White House.” She embraced stage work, appearing regularly on Broadway in the 1960s and ‘70s in plays including “The Merchant of Venice,” “You Can’t Take It With You” and “The School for Scandal.” In her adopted town of San Miguel de Allende, Cole held readings of Shakespeare’s plays for three decades, The New York Times said. “She once told me that she thought she had done her best work in the Shakespeare group, just because she was learning so much,” Wendy Sievert, a friend of Cole’s, told the Times. Cole, who was divorced from actor Richard Venture, is survived by cousins, according to Cooper.

Facebook Welcomes First African-American Board Member Retiring American Express CEO K e n n e t h Chenault has joined Facebook as its first AfricanAmerican Board member. Chenault will officially join Facebook on February 5th
after 16 years as AmEx CEO. Chenault, described by the Wall Street Journal as “one of the country’s most prominent AfricanAmerican corporate leaders,” will become the first non-white member of Facebook’s board of directors. This move by Facebook is an effort to address the diversity issues that face Silicon Valley. Sheryl Sandberg, Facebook’s chief operating officer told the Congressional Black Caucus in October that Facebook would hire a black board member “in the foreseeable future.” Chenault has been a recruiting target for Facebook years according to Mark Zuckerberg. In a Facebook post Zuckerberg wrote, “I’ve been trying to recruit Ken for years. He has unique expertise in areas I believe Facebook needs to learn and improve, customer service, direct commerce, and building a trusted brand. Ken also has a strong sense of social mission and the perspective that comes from running an important public company for decades.” Facebook, the worlds largest social network, is fighting to clean up its image when it comes to race. The company has faced withering criticism around its ethnic affinity marketing technology that allowed marketers to exclude minorities from ads related to housing. It is unclear how the Chenault hiring will impact this area.
