News What happened to the missing Burundi teens? By Barrington Salmon The mainstream media response to the disappearance of a group of teenagers from Burundi, who were in Washington, D.C. for a robotics competition, has once again revealed why covering the stories of missing Black people remains so complex. The team was in Washington for the FIRST Global Challenge robotics competition. The students went missing in July. The Washington Post reported that, “two of the teens—Don Charu Ingabire, 16, and Audrey Mwamikazi, 17—crossed in to Canada and were with friends or relatives,” and that police confirmed that, “the other four—Richard Irakoze, 18, Kevin Sabumukiza, 17, Nice Munezero, 17 and Aristide Irambona, 18—were not yet with relatives, but were still safe.” Metropolitan Police Department (MPD) officials said that they didn’t have any more information about the whereabouts of Irakoze, Sabumukiza, Munezero, and Irambona; the case was still under investigation, according to a story published at NPR. org on July 20. Human Rights Watch (HRW) reported that Burundi, the East African home country of the missing teenagers, descended into lawlessness in April 2015 when President Pierre Nkurunziza announced his bid for a disputed third term, despite protocols mandating a two-term limit. HRW found that, over the past two years, government repression has continued and peace talks between the political factions have stalled. “Hundreds of people have been killed, and many others tortured or forcibly disappeared,” HRW reported. “The country’s once vibrant independent media and nongovernmental organizations have been decimated, and more than 400,000 people have fled the country.” Although, the robotics team’s coach suggested that family members of the teenagers may have been complicit in their disappearance, the lack of sustained media coverage about the missing African teenagers mirrors mainstream media’s apathetic approach to stories about Black women and children who never make it home. “A 2016 analysis of

residents and to explain the increased social media chatter about the missing girls. The Final Call reported that a calculated decision by Metropolitan Police Commander Chanel Dickerson to publicize all cases of missing children on social media was at the heart of the anxiety. That action led to “ the mistaken belief that the cases of missing girls had skyrocketed.” Commander Dickerson, the head of the department’s Youth and Family Services Division said that there was no evidence that any of the missing teens had been kidnapped or involved in human or sex trafficking. She also noted, “that between 2012 and 2016, 99 percent of all missing person cases have been closed,” according to The Final Call. Although government officials have ruled out human and trafficking, other issues affecting the Black community could help to explain the epidemic. Fatmata Fadika Zulu, who has been teaching in Baltimore, Md. and Washington for 17 years, said that she witnesses the fallout from homes destroyed by poverty, drug abuse, mental illness and neglect in the classroom every day. “I asked my students if they knew where the children were going and they said, ‘they’re just running away,’” said Zulu, who has taught 4th and 5th graders, as well as 7th and 8th graders. “The kids came across as unsympathetic and un-empathetic, which I found quite strange. Many of them come from backgrounds with a lack of parenting, drug issues and other problems and they can see why some children are running away.” Zulu said in the Ward 8 community in which she teaches, not all parents abuse drugs, but some young people aren’t held to any standards of accountability and they have a great deal of free time without adult supervision. More than a few children live nomadic lives, couch surfing or splitting time between family and friends that take them in. Zulu continued: “I have parents who are active with their children, but unfortunately, this is an extremely small percentage. Parental responsibility is just not happening.”

Kevin McNeir As more and more inches of rain fell this week in the Houston-Galveston area, the wrath of Hurricane Harvey, downgraded to a tropical storm, continued along the Gulf Coast toward Louisiana, sparking more evacuations and further heightening concerns of residents and local and state officials. Rainfall numbers have broken national records at 51.88 inches as of Wednesday, August 30. President Donald Trump, along with his wife, White House staff and elected officials, met in Corpus Christi on Tuesday afternoon, August 29 for a briefing led by Texas Governor Greg Abbott. Trump applauded the efforts of first responders in Texas and promised to make sure the recovery efforts would be swift and serve as a subsequent model for the world. He closed with comments about the impressive size of the crowd that turned out to hear him. However, critics fault him for saying nothing to the millions of victims who remain homeless, lost or dead. Houston has emerged as Ground Zero with record-breaking rainfall, unprecedented flooding and over 17,000 people displaced and forced to seek refuge in three mega-centers: the Houston Convention Center, the NRG Center and the Toyota Center—all three at or beyond capacity. Red Cross CEO American Red Cross Gulf Coast Texas Region on Wednesday said his organization has opened close to 100 smaller shelters in Texas. Cities like San Antonio and Dallas, both spared from the fury of the storm, have opened centers to accommodate the overflow of citizens. In the Houston area, the U.S. Coast Guard reported on Tuesday that cries for help still had not abated as officials recorded as many as 1,000 calls per hour. As of Tuesday afternoon, they had rescued more than 3,000 people via boat and air. Between Sunday and Tuesday, the Houston Fire Department reported receiving more than 2,300 calls, including 400 from individuals seeking to be rescued from the great flood waters. Meanwhile, the Houston police reported that between Monday and Tuesday, they had rescued 1,000 people, bringing the total to more than 3,000 since the flood began. National Newspaper Publishers Association (NNPA) member and Houston Defender publisher Sonny Messiah-Jiles counted among the many rescued from their homes, as water poured through her house forcing them to higher ground. “It’s been a hell of a day,” Messiah-Jiles said on Sunday. “Some neighbors came down from about four or five blocks from us and ended up rescuing everyone from our gated community—about 60 people—and it was my first time in an airboat, but I’m alive and well and okay.” Messiah-Jiles noted that she’s now safe in a hotel. “I’m just hoping we don’t have what they had in Louisiana with the levees,” Messiah-Jiles said. CITY OF COMPTON NOTICE OF PUBLIC REVIEW CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) FOR FISCAL YEAR 2016-2017 Pursuant to the United States Department of Housing and Urban Development (HUD) regulations, the City of Compton has prepared the Consolidated Annual Performance Evaluation Report (CAPER) for the 2016-2017 Community Development Block Grant (CDBG) and HOME Investment Partnership Grant (HOME) Program Year. Opinion Praying and standing for children By Marian Wright Edelman As a new school year begins I want to share prayers for our children, all of them, and for caring adults to be God’s hands and feet standing for children everywhere in these very difficult times in our nation and around our shared world. We especially pray for every child living in cities, towns, rural areas, neighborhoods and homes devastated by winds and floods without a safe space to escape to or a place to call home and whose lives have been upended by forces they cannot control. We pray and stand for children blessed by parents who care and for children without a parent or anyone who cares at all. We pray and stand for children filled with joy and for children whose days and nights are joyless or terrifying. We pray and stand for children with hope and for children whose spirits have been dimmed and dashed. We pray and stand for children high on play and study and laughter and for children high on pot, heroin, cocaine, and prescription opioids or who see their parents struggling with addiction. We pray and stand for children for whom we pray every day and for children who have no one to pray them along life’s way. We pray and stand for children poised by circumstance to soar and conquer life’s challenges and for children bogged down by the pain of survival and unbearable losses. We pray and stand for children who love to read and for children who can’t read at all, for children who learn with excitement and for children told by adults that they cannot achieve. If ‘all things are possible,’ why can’t I balance my checkbook? Dr. James L. Snyder For me, the most terrible time of each month is the day our bank statement comes. We commonly call it BSS (Bank Statement Syndrome). I don’t know why it is, but I have trouble getting the parsonage checkbook to balance with the monthly bank statement. That ominous document intimidates me every time it arrives. After all, the bank’s business is keeping track of accounts. They have hundreds, maybe thousands of accounts and I have just one. On the surface, it seems a rather simple thing for me
to keep our checking account up to date, but I assure you, it is not. Every time I try, I lose interest. Keeping our checkbook accurately balanced is almost like a circus balancing act; everything is up in the air. No matter how often I add those figures, I never get the same result twice. I have resorted to adding up the figures at least three times and then take the average. So far, I’ve been batting a .195 and have been dropped by the major league, which lost interest in my career. This may satisfy my conscience, but it does little to appease the accounting
department of my friendly banking institution. The thing flustering me more than anything else are those fees. The average bank has more fees than a West Virginia hound dog has fleas. Everything I turn around there is another fee. (I need to stop turning around.) Somebody needs to invent a fee powder. Each bank must employ a stable of employees whose only job is to dream up these fees. How else can you explain it? These fees are creative enough to cover every aspect of a person’s wallet, retroactive three generations.

Let’s challenge ourselves to attend community meetings, to join the PTA, to check our children’s homework, and to make sure our children’s teachers know us by name. It will take more than ESSA to save black children It’s time for black parents to stand up for the future of their children By Lynette Monroe Last week, late nights, family road trips, and endless leisure came to an abrupt halt as children across the country headed back to school. This year, however, there is something else that requires adjustment besides early mornings and evening homework assignments. This year, a revised national education law goes into effect: the Every Student Succeeds Act (ESSA). ESSA is the reauthorization of the 1965 Elementary and Secondary Education Act (ESEA) signed into law by Barack Obama in 2015. ESEA included l a n d m a r k legislation such as the Adult Education Act (1966), which provided funding for supplemental education centers and mandated educational programming even during “out-of-session” periods for isolated and rural areas; the Women’s Educational Equity Act, which protected women and girls from discrimination in education; ESEA also included protections for those who suffer from
discrimination based on race, ethnicity, or disability. ESEA has been updated every five years since it was signed into law. The original intention of ESEA was to provide equal access to quality education, emphasize high standards and accountability, authorize funds for professional

The unanimous decision in Brown v. the Board of Education occurred in 1954; it was not until 1988 that school integration reached an all-time high with 45 percent of Black students attending majority-White schools. In 2003, a study by Harvard’s Civil Rights Project found that schools were more segregated in 2000 than in 1970 when busing for desegregation began. So we see, that laws alone will not fix decades of restricted access and rationed opportunity. We also can conclude that without a watchful eye we are bound to repeat history. During an interview at the University of California Berkley on October 11, 1963, Malcolm X said that if the government, “really passed meaningful laws, it would not be necessary to pass any more laws. To open an account there is a fee. Each account carries a monthly maintenance fee. I have been paying this monthly maintenance fee for several years and I have yet to see someone from the bank come out and mow my lawn. What is this maintenance fee? What are they maintaining? They certainly are not maintaining my checkbook. With all the fees I am paying, I would expect someone from the bank come to my house, sit around my table, and help me balance my checkbook. I would supply the coffee and donuts; for a small fee of course. Another thing I do not understand is the ATM fee. Why do I have to pay money to the bank to get my money out of the bank? Whose money is it anyway? I think banks offer monthly bonuses to the employee who comes up with the most creative fee for that month to impose on its customers. Fe Fi Fo Fum all those bank fees are dumb. Once upon a time and far, far away, banks would bribe customers with toasters or umbrellas to open accounts with them. Those very days are over, you can be sure. Now, I’m the one bribing the bank to keep my account with them. Last week I slipped the cashier the usual quarter and asked her to make sure my deposit got into my account, please. I do not know whether it is bribery or just a gamble and probably would do better with the Florida lottery. I would not mind it so much if only my checkbook would occasionally agree with the bank statement. It takes a lot of effort on my part to keep some semblance of order in my checkbook. I am not always as successful as I would like. I make mistakes and sometimes they cost me. At my bank when I bounce a $3.75 check, I have to take a second mortgage out on my house to pay the fee. I would close my account and transferred to another bank but there is a closing fee, a transfer fee and a fee that has no explanation whatsoever. Just a goodbye jester from my bank, one last chance for them to screw up my checkbook. Some people think God should do everything for them. All they have to do is sit back and enjoy themselves

For the most part, many people are sitting around waiting for God to balance their checkbook when He has put the pencil in their hands. By Harry C. Alford It has been a good span of fair weather in the Gulf Coast of the United States. However, that lull has ended. After 12 years, a major hurricane has landed on the shore lines. Hurricane Harvey has swept through the southeast coast of Texas including metropolitan Houston. It appears that a continuation of the storm will rebuild off shore and then move on into Louisiana. Prudently, the Governor of Louisiana has declared an emergency and it was quickly approved by President Trump. In contrast to Katrina, local, state, and federal government seem to have their act together. When this is over, the rebuilding will begin. Billions of dollars will be involved in the process. Contractors from all over the nation and perhaps some international firms will be coming in to
compete for the myriad of contracts. Every home with water damage will have to be “gutted” and retrofitted with new wirings, drywall, roofing, plumbing, etc. Warehouses, department stores, schools, etc. will need the same makeovers. From our lessons from Katrina we must be organized, vigilant and unrelenting in making sure our businesses will receive their share of opportunity. There will be excellent opportunities for apprentice programs to train people who are unemployed to enter the workplace. Both Texas and Louisiana are right to work states so therefore we don’t have to worry about racist construction unions trying to apply their Project Labor Agreements. They are going to try but no one in Texas and Louisiana is going to give them the time of day.

All they were doing was fronting for the major construction companies who were passing out the subcontracting to their “friends”. We protested loudly. Soon, President George W. Bush received two sincere letters. One was from Congressman Al Wynn and the other was from Congressman Ed Towns. They both pleaded for the President to work with the National Black Chamber of Commerce to ensure adequate diversity in the rebuilding. During that time President Bush would have bi-monthly meetings with business associations -large and small. The NBCC got invited to one and I was given a “say” as to the status of my constituency. I was very frank and yet mannerly. The President who was waiting for this said, “Harry, tell your contractors to go back to those same doors that would not open and try again. If they don’t open this time get back with Karl Rove immediately. Wait three weeks and then do it.” We started sending out our contractors and, low and behold, the world changed. We started getting contracts like crazy. FEMA would keep an updated report for Black participation and send it to me weekly. I could verify the numbers with the actual Black contractors. It was real! HUD Secretary Alphonso Jackson let out $1.5 billion in contracts within a year. In all, Black contractors received over $3.2 billion in three years. This was the NBCC’s finest hour! I am confident that we are going to have similar success this time. My Board of Directors is planning a new program. Stay tuned! Even if you don’t have kids in school, the end of summer and the beginning of fall is a great time to reassess, realign, hit the restart button and make resolutions that will help carry your family smoothly through until next summer – or at least until the holidays. Here are some tips from parents about resolutions they’ve made for the coming school year:
Learn to love mornings My Life and Kids blogger Anna Luther said she used to hate mornings. “It was a disaster,” she said. “There was a lot of yelling, a lot of missing socks, a lot of arguments about eating a good breakfast – it was just not the way to start a productive, happy day.” Luther decided to turn the first – and worst – hour of her day into one of the best by waking up earlier, exercising and turning on music. Luther also changed the way she looked at breakfast. “It doesn’t have to be from scratch,” she said, “but it does have to have protein – and be fast. We love frozen breakfast burritos, for example.”
Empower the kids Luther said that another thing that made mornings exhausting was that she tried to do everything herself, from finding socks and brushing hair to heating up healthy breakfasts. But kids are eager to help, she said. Just like adults, they feel empowered when they can do things for themselves. Luther decided to empower her kids and simplify her life at the same time by creating “Get Ready Buckets,” which hold everything they need to get moving in the morning, from hairbrushes to socks. That same message of empowerment can simplify and improve other stressful times of day. Do the kids walk in the door hungry and cranky and leave you feeling the same way? Stock the freezer with hearty snacks, such as El Monterey Taquitos, that kids can heat up on their own.
Appreciate others Blogger Kristyn Merkley of Lil’ Luna, has resolved to show the teachers in her life how much she and her family appreciate them. “Our teachers put so much time and effort into their jobs,” Merkley said, “and we’re so grateful for that.” While she usually gives teachers a gift card at the end of the year, she doesn’t wait until then to send notes and emails with a simple, “Thank you.” She also makes sure to say thanks in person – and in front of her kids.
Make fun a priority There are plenty of must-dos on your list every day, but is fun one of them? Merkley said it should be, and she’s making family fun a resolution this school year. She collects activities on her blog that kids and adults can do together and plans family fun nights around them. “When we laugh and make things and learn things together,” she said, “we’re making memories. I want
my kids to remember their childhoods as more than just getting to school on time and cleaning their rooms.”
Be a team Kristy Denney, of the Boys Ahoy blog, is raising three wild boys, as she calls them. But even the wildest of kids wants to know that you’re on their team – and they’re on yours. Denney and her husband, Brett, chose a family motto for the school year so that everyone on their family team knows what they’re working toward. As their motto, the Denneys chose, “Work hard and be nice.” It’s simple, succinct and sums up what they want for their family.
Fuel up with real food Kids have to eat, and most insist on eating three or more times a day. Denney said she loves to cook from scratch, but she doesn’t want time in the kitchen to keep her away from her family. So, this year, she’s resolving to focus on what’s important: real ingredients. “Sometimes I’ll buy the ingredients myself to cook from scratch and sometimes I’ll look for foods I recognize on the label,” she said. “When I pick up El Monterey Signature Burritos, I see ingredients like fresh-baked tortillas, real cheddar cheese – foods I would buy anyway for my family, so I feel great about that.”
Make snacks work hard Jess Kielman, who writes the blog Mom 4 Real, said that snacking can sometimes be a problem in her house. Kids (and adults) sometimes snack because they’re bored – or just out of habit, so she’s reining in snack time and making snacks work just as hard as meals. “Protein and real food – that’s what I’m going to look for in afternoon snacks,” she said. “Something that fills the kids up and gets them ready to get back out the door and play, or buckle down and do their homework.”
Cheer on #momwins Kielman said that this year her resolution is to start giving herself a little more credit for her “mom wins,” big or small. “Checking off every last thing on my spring cleaning checklist is a win, for sure,” she said, “but so is a good, smooth morning with my family. So is a sit-down dinner that didn’t stress me out. So is feeling good about what we’re eating. So is every little hug. ack-to-school season means it’s time to get back to the business of learning. This year you can ace your back-to-school shopping excursion with these time- and money-saving steps that can make getting the whole family ready for a new school year a breeze. Start with a list. Walking into the store without a list is an open invitation for impulse buys and forgotten items that end up costing you more time and money with a return trip. Create a thorough list by categorizing all the items you’ll shop for, such as supplies, electronics and clothing. If you want to take an extra-organized approach, try color coding items by the section of the store where you would expect to find them. Set a budget. Knowing what you can afford to spend ahead of time can save regret and returns after you shop. Calculate how much you’ll need to cover all the items your students truly need, then tack on some room for wants. One must-have is a high-quality backpack, like the High Sierra Access Backpack, which includes a dedicated storage area for your child’s laptop, among other features. If your total budgeted expenses exceed your available funds, consider browsing weekly circulars to keep your budget in check. Explore your inventory. Items like scissors, rulers and protractors may not need to be replaced every year if they’re still in working condition. Assess what items you have that can be reused and those that need to be replaced for the new school year.

At stores like Office Depot and OfficeMax, you can find all the academic tools and supplies your student needs to head back to the classroom. What’s more, a store that specializes in school supplies will have a broad selection and ample stock of the essentials. Try online shopping. When you know exactly what you need, shopping online is a great time-saving solution. Online shopping makes it incredibly simple to keep tabs on your budget before you make purchases and easily keep track of the items in your shopping cart. If you need to hand-select a few items in person, you can always take advantage of a “buy online, pick-up in store” option. This service lets you do your shopping from home with just a quick stop in-store to pick-up your purchases. Buy in bulk. It may seem counter-intuitive when you’re trying to trim your spending, but if you can swing it, go ahead and buy extra items that you’ll likely need to replace mid-year. The sale prices during the back-toschool season aren’t likely to repeat during the school year, so in the long run you’ll save money and avoid a last-minute shopping trip on a busy school night in the future.
