Since then, Bass has continued to represent the 37th congressional district of California by being an active voice for criminal justice reform, fighting for America’s foster care system, and strengthening the United States ties with Africa. Now Bass will have the opportunity to continue making change in her new role as the chair of the Congressional Black Caucus (CBC).

U.S. Appeals Court Won’t Immediately Allow Trump Asylum Ban By Sudhin Thanawala

SAN FRANCISCO (AP)—A divided U.S. appeals court late Friday refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.Mexico border.

T

he ban is inconsistent with an existing U.S. law and an attempted end-run around Congress, a panel of the 9th U.S. Circuit Court of Appeals said in a 2-1 decision. “Just as we may not, as we are often reminded, `legislate from the bench,’ neither may the Executive legislate from the Oval Office,” 9th Circuit Judge Jay Bybee, a nominee of Republican President George W. Bush, wrote for the majority. A spokesman for the U.S. Department of Justice, Steven Stafford, did not have comment. But he referred to an

earlier statement that called the asylum system broken and said the department looked forward to “continuing to defend the Executive Branch’s legitimate and well-reasoned exercise of its authority to ad-

dress the crisis at our southern border.” At issue is President Donald Trump’s Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum.

Trump issued the proclamation in response to caravans of migrants approaching the border. A lower court judge temporarily blocked the ban and later refused to immediately

reinstate it. The administration appealed to the 9th Circuit for an immediate stay of Judge Jon Tigar’s Nov. 19 temporary restraining order. In a dissenting opinion Friday, 9th Circuit Judge Edward

Leavy said the administration “adopted legal methods to cope with the current problems rampant at the southern border.” Nothing in the law the majority cited prevented a rule categorically barring eligibility for asylum on the basis of how a person entered the country, Leavy, a nominee of Republican President Ronald Reagan, said. In his Nov, 19 ruling, Tigar sided with legal groups who argued that federal law is clear that immigrants in the U.S. can request asylum regardless of whether they entered legally. The president “may not rewrite the immigration laws to impose a condition that Congress has expressly forbidden,” the judge said in his order. The ruling led to an unusual public dispute between Trump and Chief Justice John Roberts after Trump dismissed Tigar—an appointee of Trump’s predecessor—as an “Obama judge.” Roberts responded with a statement that the federal judiciary doesn’t have “Obama judges or Trump judges, Bush judges or Clinton judges.”

LOS ANGELES (AP)—Actress and producer Viola Davis gave a rousing speech about leadership and authenticity to a well-heeled crowd of Hollywood power players Wlast week at The Hollywood Reporter’s Women in Entertainment breakfast.

avis, who was being honored with the Sherry Lansing Leadership Award, said that she doesn’t always come to mind when she thinks of the idea of leadership—Martin Luther King, Jr. does—but that she is trying through her production company to embrace women of color as they really are. “There is no limit to how we see narratives with people of color,” Davis said to a rapt crowd that included Mandy Moore, Lupita Nyong’o, Awkwafina, Rita Wilson, “Roma” breakout Yalitza Aparicio and Kesha. “There is only so much I am going to cow tow to this business.” She said she and her husband Julius Tennon started JuVee Productions because she was tired of celebrating movies that didn’t have “me in it.” “I don’t mean me Viola,” Davis said. “I mean me as a Black woman.” She urged those in power in Hollywood to show more authentic Black female characters. “My main message is `stop taming us,’ she said. “Everything that we are inside is what makes art in this world rich ... There is something to be said about being wild. Steve McQueen is wild. Barry Jenkins. Ryan Coogler.... These people who just dare. Who say you cannot silence me.” Even when there are Black characters, she said, they’re reduced to being maternal, to being the savior, to being denied sexuality, to being there to, “Make that white character feel better.” “What is in my heart is I cannot lead with bull(asterisk)(asterisk)(asterisk)(asterisk),” she said. “I cannot lead with lying. I cannot lead with the lying about what the road is out there.” Her company recently closed a first look feature production deal with Amazon Studios, where they will produce a film about pioneering politician Shirley Chisholm. Davis was in good company at the breakfast event, where comedian Hannah Gadsby chided “good men talking about bad men” and Monica Lewinsky talked about her “mistake” and learning how to survive and grow from it. “We have each made a mistake in our career that has come with consequences. And probably everyone in this room can agree, that among all of us here today, when it comes to the worst mistake or mistake with the worst consequences, I definitely win, hands down,” Lewinsky said. “Get comfortable with the fact that at some point you will make a mistake in your career...And know, from the deepest part of you, that you can move on from it, you can grow from it, and you can survive it.” One person who owned up to a mistake was Lena Dunham, who came on stage with the mother of a woman who accused a “Girls” writer of sexual assault last November. Dunham at the time came out in support of the writer, who was her friend, and questioned the account of Aurora Perrineau. Since then Dunham has become friends with Aurora and her mother Brittany Perrineau. “I denied her experience publicly. That will always be my greatest regret,” Dunham said. “But with Brittany and Aurora’s love, forgiveness and bravery it has become my greatest moment of evolution and education...I learned to listen.”

readily admitted his childhood in Montgomery, Alabama and Jacksonville, Florida didn’t make him a likely champion of racial equality. But when he passed away recently at age 86, John— the president emeritus of Claremont Graduate University, former president of the State University of New York (SUNY) Old Westbury, and recipient of many accolades and honors—was widely respected as an extraordinarily committed advocate for civil rights and social justice. His story is a powerful example of the power and possibility of personal growth and change.

ohn described his parents as “radical segregationists,” although he also said they didn’t see themselves as “bigots” and believed there was a difference between the two. But he was a product of his place and time until that senior year of high school when everything began to change. He was

chosen to go to an integrated YMCA baseball camp in Ohio where players were deliberately assigned roommates of other races. He remembered passing a soda around among his new group of friends and suddenly realizing it was the first time his lips had touched something a Black person’s lips had

Regulators: Pot Deliveries Can Be Made Throughout State

Alternative to EpiPen to Hit Market at Generic Prices

By Linda A. Johnson TRENTON, N.J. (AP)—Generic drugmaker Sandoz announced plans Thursday to start selling an alternative to the EpiPen in the U.S. early next year. The EpiPen injector is used to halt lifethreatening allergic reactions to insect bites, nuts and other foods. Brand-name EpiPen, which dominates the market, has been in short supply since spring because of production problems. Sandoz will sell prefilled syringes with the same medicine, the hormone epinephrine, under the name Symjepi. The price will be $250 for two, without insurance. Two generic versions of EpiPen are sold in the U.S. for $300 a pair, including one from EpiPen seller Mylan. The company started selling its own generic after it was blasted for repeated hikes that pushed up its list price from $94 to $608 for a pair of brand-name EpiPens. What people pay varies, though, depending on insurance, discounts and the pharmacy. Mylan’s injectors are made by a subsidiary of Pfizer, which is upgrading factories to fix quality problems. That resulted in production slowdowns. Pfizer said Thursday it’s shipping some injectors and expects to ship more in the coming months. The shortages triggered temporary shortages of alternative products. As a result, U.S. regulators let some manufacturers extend expiration dates. Sandoz, part of Novartis AG, will sell syringes with an adult dose made by Adamis Pharmaceuticals Corp. A children’s version will follow. Israel’s Teva Pharmaceutical Industries began selling limited quantities of its new generic EpiPen in the U.S. last week.

SAN FRANCISCO (AP)—California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis. Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas. The matter has been one of the most debated issues as state regula-

tors hammer out permanent rules for how marijuana is grown, tested, packaged and delivered. Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago. The dispute could end up in court. The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The proposal also included a ban on permit holders partnering with unlicensed operators, which

industry supporters said will stifle growth. The bureau in its comments explaining the added rule said it’s concerned about such partnerships doing business in the black market. California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don’t allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to part-

Projections show world carbon dioxide emissions increased 2.7 percent from 2017 to 2018, following several

years of little growth. The calculations are from the Global Carbon Project, an international scientific collaboration of academics, governments and industry that tracks greenhouse gas emissions. They were published in three scientific journals last week. The new figures were announced as government leaders meet in Poland to negotiate how to put the 2015 Paris

climate accord into effect. Scientists say the estimate puts some of the landmark agreement’s goals nearly out of reach. The studies say this year the world is spewing 40.9 billion tons (37.1 billion metric tons) of carbon dioxide. Global Carbon Project chairman Rob Jackson calls it discouraging.

William Crosby, 32, the USPS employee, and Myron Crosby, 27, both of Inglewood, were ordered to appear for a pretrial hearing April 29 before U.S. District Judge S. James Otero. The defendants were named in an updated eight- count indictment unsealed last month, according to the U.S. Attorney’s Office. The Crosbys allegedly participated in the armed robbery of a USPS truck driver on March 1 after the vehicle was forced to stop on a Harbor (110) Freeway offramp. The indictment also alleges that William Crosby participated in the Feb. 1 armed robbery of a Postal Service driver, as well as the burglary of a Postal Service

truck on Aug. 1, 2017. As a former supervisor, William Crosby knew when the USPS transported cash generated from the sale of money orders and USPS merchandise—information that is not known to all Postal Service employees, according to the indictment, which alleges that the burglary and two armed robberies caused cash losses of about $240,000. The indictment, which was filed in Los Angeles federal court, charges both Crosbys with conspiracy and robbery of United States property in relation to the March 1 heist. William Crosby is additionally charged with theft of government property and an additional count of robbery of United States property. If convicted of all charges, the Crosbys would face decades in prison, according to the U.S. Attorney’s Office.

The lawsuit by Danielle Hartley alleges Wallace harassed and demeaned her based on her gender while she was working for him, according to the Bee. Hartley says Wallace placed his computer printer under his desk and routinely asked Hartley to crawl under to refill it with paper, while he was sitting there and sometimes with other men in the room. He also asked Hartley to do personal tasks not related to work. Hartley began as Wallace’s assistant in 2011. She reported the harassment to her supervisor and felt she was retaliated against, according to the lawsuit. She was transferred to another Department of Justice office by the end of 2014. Wallace did not comment to the newspaper. The department denied the claims in Hartley’s lawsuit. Harris’s successor, current state Attorney General Xavier Becerra, said Hartley failed to utilize training and procedures to deal with harassment in an answer to the lawsuit. But McConnell is refusing to bring the legislation forward in a standoff that’s dividing the Republican majority and putting President Donald Trump on the spot. “We’ve done what needs to be done,” Grassley said about the overwhelming support for the bill. “So what’s holding it up?” For the 85-year-old chairman of the Judiciary Committee, this is not the way the Senate is supposed to operate. Despite Trump’s support for the measure, McConnell says it’s divisive. Compton’s Kendrick Lamar, Drake Lead Grammy Noms; Women Dominate Top Categories Tyler Perry Pays Off $400K Worth of Layaways By Staff Reports ATLANTA (AP)—Customers at two suburban Atlanta Walmart stores received a holiday surprise when they found out actor Tyler Perry had paid for their layaway items. Perry, who intended the gift to be anonymous, confirmed the move in a video posted Thursday to Twitter. He spent $434,000 on items at a Walmart in East Point and another store in Douglasville. That covered all but one penny of the balances. In the post, Tyler said customers only had to pay one cent to get their purchases. He says he knows people are struggling and he’s just “really, really grateful to be able to be in a position to do this.”

LOS ANGELES—Rappers Kendrick Lamar and Drake topped a wide-ranging list of Grammy nominees announced today, but female artists—particularly Brandi Carlile—made a strong showing in the newly expanded top categories of album, record and song of the year.

amar, Drake and Carlile all scored nominations in each of the top three Grammy categories, which were expanded this year from five to eight nominees in an effort to bolster diversity. The Recording Academy has come under fire in recent years over lack female representation in the top categories. This year, however, women nabbed five of the eight nominations for album of the year and are strongly represented in the other top categories, including six female acts nominated for best new artist. Lamar scored eight Grammy nods, led by his album of the year nomination for the “Black Panther: The Album” film soundtrack. Drake landed in the category for “Scorpion,” while Carlile’s “By the Way, I Forgive You” earned her a nod.
