News Man walks free after 32 years in prison By Robert Jablon Andrew Leander Wilson, a broad smile on his face and no bitterness in his heart, clasped hands with his family on his first day of freedom after spending 32 years in prison for a murder he denied committing. Wilson, 62, was released from the Los Angeles County Men’s Central Jail downtown into a sea of cameras and cheers and applause from university law students who worked to free him.

“This is unbelievable. This is unbelievable,” Wilson said Thursday. Wilson maintained his innocence since his arrest in 1984 for the stabbing death of Christopher Hanson, 21, in Los Angeles. A day earlier, Superior Court Judge Laura Priver ordered Wilson released after prosecutors conceded he did not get a fair trial. Wilson said his 96-yearold mother, Margie Davis, who lives in St. Louis, was his fiercest advocate.

“My mother was the backbone,” Wilson said. “She was a 96-year-old pit bull.” He plans to go to St. Louis to visit her as soon as he can, and his mother says she can’t believe she’s going to see him after three decades. “I prayed for what I thought was the impossible,” Davis told KABC-TV by phone. “I prayed for his release. And evidently it wasn’t impossible. It’s been granted me.”

Paula Mitchell, Wilson’s lawyer, said before the hearing that numerous dueprocess violations recently came to light that showed Wilson did not receive a fair trial. She pointed particularly to a weekslong delay before police began canvassing for suspects with Hanson’s girlfriend, Saladena Bishop, who was 17 at the time. Bishop was the prosecution’s only eyewitness. Among missteps by the prosecution was the suppression of evidence that Bishop previously filed a false police report accusing another man of rape, according to court papers filed by Mitchell and other attorneys with Loyola Law School’s Project for the Innocent. The district attorney’s office said it would not retry Wilson. Another hearing was set for May 3 to begin the process to determine whether he is factually innocent, which could lead to compensation claims.

Woman sentenced to seven years for deadly crash into home By Terri Vermeulen Keith A woman who crashed her car into a house in the Harbor Gateway area where a prayer meeting was underway last summer, killing two people and injuring 10 others, asked the victims’ families to forgive her after she was sentenced Thursday to seven years in prison. Superior Court Judge Lynn D. Olson imposed the term on Rashanda Monique Norman, who pleaded no contest Feb. 15 to two felony counts of vehicular manslaughter and admitted an allegation that she fled from the scene of the crash just after 8 p.m. on July 27, 2016. Norman apologized to the families of 72-year-old Elsa de Belen and 79- yearold Elsa Cortes West and said she “never meant to hurt anyone.” Reading from a letter addressed to the “Prayer House Family,” the 35- yearold woman said she knew that she “can never take back any of the lives that were lost upon my blackout.” “If I can ever be of help to you, I am a great friend, confidante, nurturer, and also I can cook,” she said, noting that she would be willing to get to know the victims’ families “so that they know first-hand the type of woman, mother, friend that I am.” “I am praying for all of

you to recover from your pain and losses,” the married mother of three children said. “I am also asking the Lord to help you all to forgive me for your most precious losses. She said her mother went to Mass every day, prayed “a lot” and was praying when the crash occurred. “I hope that after you come out of jail you change your life,” the victim’s daughter said, speaking directly to Norman. Norman -- who was sitting across the courtroom -- nodded her head repeatedly as Gonzales spoke. The crash occurred as a group of people were gathered for a prayer meeting in a home at 14837 S. Orchard Ave., near the Harbor (110) Freeway. The car was traveling south on Orchard Avenue “at a high rate of speed” when the “motorist ran off the roadway and collided into a house where a group of (people) were gathered for religious purposes,” according to police. At least one victim was trapped inside the home, underneath the car, for a time. All but one of the victims were women, and the patients taken to hospitals ranged in age from their 40s to 80s. The maroon-colored sedan -- which was missing license plates -- remained wedged inside the house, and Norman fled on foot. The homeowner, a retired schoolteacher, regularly hosted prayer meetings in her living room, according to a family member of one of the victims. Norman surrendered to Los Angeles police the evening after the crash and has remained jailed since then.

By Cat Keniston A man accused of fatally beating his ex-girlfriend’s 64-yearold father and severely injuring her mother in Inglewood was charged Tuesday with murder and other counts, prosecutors said. Edward Fernando Ruiz, 33, of Inglewood, was ordered to be held in lieu of $4 million bail while he awaits arraignment April 3. He is charged with one count each of murder, attempted murder with an allegation of inflicting great bodily injury causing the victim to become comatose involving his exgirlfriend’s 69-year-old mother, injuring his child’s mother after a prior domestic violence conviction, violation of a domestic violence court order after two prior convictions for violation of a court order and resisting an executive officer, according to the Los Angeles County District Attorney’s Office. According to the criminal complaint, Ruiz was convicted in 2010 of second-degree robbery, in 2006 of a misdemeanor count of injuring his child’s mother and in 2005 of first-degree burglary with a person present. Ruiz allegedly went to his ex-girlfriend’s home Friday and attacked her, then left before police arrived and the woman went to the hospital, according to prosecutors. Ruiz allegedly returned to the home while his former girlfriend was out of the house and beat her father, Genaro Pastore, and her mother, prosecutors said. Genaro Pastore died at the scene as a result of his injuries, authorities said. Ruiz allegedly climbed onto a nearby rooftop, resulting in nearby Morningside High School being placed on lockdown as a precaution until he eventually climbed down and was arrested with the help of a police dog about two hours later, authorities said. If convicted as charged, Ruiz could face up to life in state prison, according to the District Attorney’s Office.

more than five dozen vintage films salvaged from highsecurity vaults across the U.S. where they sat idle for decades. Lab physicist Greg Spriggs says the films were in danger of decomposing and being lost to history. Spriggs and his team have located about 6,500 films. Only a fraction have been analyzed and declassified. Spriggs says scientists are learning new information about the detonations as they review the original films.

But many advocates for immigrants and victims decry the practice, saying immigrants will be afraid to report crime or show up for hearings. “Enforcement policies that include stalking courthouses and arresting undocumented immigrants, the vast majority of whom pose no risk to public safety, are neither safe nor fair,” CantilSakauye wrote. “They not only compromise our core value of fairness but they undermine the judiciary’s ability to provide equal access to justice.” The practice also can create additional legal problems. Immigration attorney Philippe Martinet said he was recently in court in Arizona when a man identified himself as an immigration officer and arrested his client. Because of the immigration arrest, the client missed his trial date on assault charges and the judge issued a warrant for him. Martinet said that whatever new policies ICE is implementing, they need to be thought out thoroughly because they can derail criminal trials. “You need to implement it in a way that doesn’t throw a wrench in the system,” he said. The letter from the California chief justice was welcomed by the American Civil Liberties Union of Southern California, which several years ago raised concerns about deportation agents making arrests at courthouses in Kern County. At that time, ICE said it would refrain from making such arrests, except in “exigent circumstances.”

Man gets 16 years for rape, 4 decades after wife-rape case SALEM, Ore.—An Oregon man convicted of raping two women was sentenced to more than 16 years in prison Friday, almost 40 years after he was acquitted of raping his then-wife in a trial that drew national attention. Judge Tom Hart sentenced John Rideout to two 100-month sentences, to be served consecutively. He was then led out of the courtroom by a sheriff’s deputy, his hands cuffed to a chain around his waist. On Thursday, a jury found Rideout guilty of rape and sodomy. Both victims spoke before sentencing in the Marion County Courthouse, the same one where Rideout stood trial

in 1978. The Statesman Journal reports that he was the first U.S. man to be tried for raping his wife. The case became a TV movie starring Mickey Rourke and Linda Hamilton. On Friday, one of the women said, “I am a victim no longer. I am a survivor. The other victim said she wanted Rideout to “get help” and said she held no malice toward him. Rideout insisted on his innocence as he stood and addressed the court before sentencing. “I am not perfect, but I did not do those things,” he said. He pointed out that he had been the subject of a TV movie and had appeared

on television talk shows, then complimented his two accusers. “I’m proud of these two ladies,” he said, facing them. “They stood up to me.” He thanked Hart for allowing him to speak. Hart said it was his constitutional right. Then, after Rideout was done, Hart spoke before pronouncing sentence. Rideout began interjecting but Hart told him to be quiet, saying he was not having a conversation. The judge then sentenced Rideout to 100 months for each conviction, the mandatory minimum required by a ballot measure approved by Oregon voters in 1994.

In 1978, Rideout was tried for allegedly raping his wife at their Salem apartment in front of their 2-yearold daughter. Rideout was unanimously acquitted in that case. The Oregon Legislature had earlier passed a law eliminating marital privilege as a rape defense. Rideout and his wife briefly reunited after the trial, but she filed for divorce in March 1979. Rideout said he moved to Northern California and returned to Oregon five years ago to find a wife. The 2017 trial included testimony from Rideout and the two victims: an acquaintance from his church and an ex-girlfriend, the Statesman Journal reported.

Opinion A time for penance and action to help our immigrant brothers and sisters By Marian Wright Edelman During this holy season of Lent in the Christian calendar it’s time to reflect and act to help the most vulnerable in our midst. With harsh assaults on undocumented immigrants and refugees who must fear every knock on their door, many American citizen children are afraid to go to school, afraid of being bullied, and afraid to leave their parents who might be arrested at any moment. In Texas, these real fears are intensified with stories about building new walls on the border and about children like their brothers and sisters, refugees from the violence of poverty and gangs and drug lords, locked in residential detention centers in their state. A ban on crayons. That’s what it came to at the visitors’ center at the Karnes County Residential Center in Karnes City, Texas, one of three immigration detention centers that Immigration and Customs Enforcement (ICE) currently uses to house mothers and children who’ve been stopped seeking asylum in the United States. Six volunteer lawyers who work with detained families wrote a letter to ICE explaining why they liked to bring crayons when they met with clients: “Having children color and draw provides a distraction for children while their mothers relate incidents of trauma, violence and abuse. Other children sit outside the interview rooms and draw at the tables, so they are not forced to listen to their mothers’ harrowing narratives nor witness their mothers’ fragile emotional states during these interviews.” But ICE determined some of the children were doing “damage” to tables and walls in the visitors’ center while coloring. The crayon ban was just another blow to children already essentially being housed as prisoners by the federal government. The latest memos from the Department of Homeland Security outlining plans for enforcing the executive orders on immigration issued by President Donald Trump mean the numbers of children and mothers being detained this way (in America) will only swell. Family detention centers are just one way current immigration policies hurt children. The Karnes County center is managed by ICE but owned and operated by the GEO Group, a $2 billion forprofit private prison company that seeks to double the number of people it can hold there from its current capacity of 532 beds. Across the state the Southwest Texas Family Residential Center in Dilley, Texas can hold 2,400 people. Also managed by ICE, that center is owned and operated by Corrections Corporation of America, also known as “CoreCivic,” a for-profit company that makes upwards of $260 million a year housing mothers and children at a rate of $300 a day, per detainee. In December a Texas court struck down a regulation that would have allowed these two for-profit detention centers to obtain state child care licenses. Children’s Defense Fund– Texas Associate Director Dr. Laura Guerra-Cardus, a medical doctor, was among those who testified that family jails are not child care facilities and that children held there with their mothers are not physically or mentally safe. Bree Bernwanger, managing attorney of the Dilley Pro Bono Project, commented,

“Yet another court has found that locking up children and their parents is not a form of ‘child care.’ It’s time for ICE to recognize that detaining families is illegal and these facilities should be closed.” Following that ruling 460 women and children were released from the two Texas detention centers, flooding immigrant support networks in a surprise move officials said was unconnected to the loss in court. Many of those women and children had to be immediately hospitalized due to chronic conditions and other health problems resulting from their detention treatment. The centers have been the source of a number of controversies, including several alleged sexual assault and abuse cases and alleged use of solitary confinement as punishment for hunger strikes at the Dilley center. At the third ICE family center, owned and operated by Berks County, Pennsylvania, a group of 22 mothers imprisoned with their children between 270 to 365 days wrote a letter last year explaining why they were starting a hunger strike: “We are already traumatized from our countries of origin. We risked our own lives and those of our children so we could arrive on safe ground. While here our children have considered

committing suicide, made desperate from confinement. The teenagers say that being here, life makes no sense. One of our children said he wanted to break the window to jump out and end this nightmare . . . They grab the chord [sic] that holds their ID cards and tighten it around their necks, saying they want to die if they don’t get out. And the smallest children, who are only two years old, cry during the night because they cannot express what they feel . . . We left our homes in Central America to escape violence, threats and corruption. We thought this country would help us, but now we are locked up with our children in a place where we feel threatened, including by some of the medical personnel, leaving us with no one to trust.” The new executive orders on immigration could mean locking up more families and building more detention centers. This may be fantastic news for the private prison stock business and for-profit prison industry but it is terrible news for the thousands of innocent children at risk of inappropriate cruel and unusual punishment. Now there is another cruel twist: the Department of Homeland Security is considering separating children from their parents at the border. Parents

would be detained while their children would be placed in the care of the government or sent to live with relatives in the United States. It’s hard to imagine separating children and families even in familiar surroundings—and certainly not in a new country and in the horrendous situations we have seen these families face. I can still remember the overwhelming panic I felt the day I became separated from my mother at New York’s large Abyssinian Baptist Church right before a worship service began when I was about seven. In the bustling crowd going up into the balcony, I let go of my mother’s hand. Happily I was among friendly people who summoned an usher who took me down to the pulpit where the preacher embraced me and asked the congregation if anyone knew this child. My mother who had been frantically looking for me in the balcony stood and said yes and an usher reunited us immediately. But I remember the panic and fear. Nothing is worse than feeling abandoned and separated from a parent in a strange place with strangers. Is this how our nation is going to treat “the least of these”— our little ones? Surely we are better than this!

Releasing the chokehold on America’s energy sector By David Williams President Trump and Republicans in Congress have repeatedly vowed to bolster America’s global economic competitiveness. They just made good on that promise. Lawmakers in the House and Senate both voted to scrap a rule requiring publicly-traded companies to report all financial transactions with foreign governments concerning the extraction of energy products. In effect, the regulation forces domestic firms to open their books to rival companies abroad—many of which are entirely exempt from the requirement. Don’t be fooled, this is not about transparency or anti corruption. This is about excessive regulation and putting significant tax revenues at risk. The U.S. energy industry already abides by strict transparency standards that don’t compromise America’s global competitiveness. Luckily, President Trump knows this. He just signed the repeal into law -- eliminating the rule before it did any more damage to America’s energy sector. Under the rule in question, section 1504 of the Dodd-Frank Act, every company registered with the Securities and Exchange Commission was required to report any payments made to the federal government or foreign governments regarding oil, natural gas and mineral projects. Here’s the kicker: State-owned oil companies -- including those run by some of the world’s most corrupt governments -- were exempt from the rule. They could, however, review the information disclosed by American firms in excruciating detail, including a company’s valuation of a given energy resource site. This put domestic companies at a serious competitive disadvantage. Indeed, the top sixteen oil companies on the planet weren’t subject to the regulation. Government-owned National Oil Companies (NOC) own 75 percent of global oil reserves and directly compete with U.S. companies. Companies were also required to disclose the geographic location of their projects, information that could prove useful to terrorists looking to target company facilities. The rule also made it difficult for American energy firms to negotiate with foreign governments. If a government had noticed a hefty payment from a U.S.-listed company to another nation in return for drilling rights, it could have demanded equal or greater compensation from all energy firms in the future. At the same time, the regulation created unnecessary administrative costs for businesses and the federal government alike. As Michigan Congressman Bill Huizenga argued, Section 1504 “divert[ed] precious resources not only from the SEC, but more importantly resources from American companies that could otherwise be used to create jobs.” The SEC itself estimated recurring annual compliance costs at up to $700 million -- and noted that abiding by the rule for just the first three years required more than 200,000 hours. Worse yet, section 1504’s misguided attempts to increase transparency weren’t called for. The U.S. Foreign Corrupt Practices Act of 1977 already monitors unlawful payments from private companies to foreign governments. The energy industry has repeatedly demonstrated that transparency efforts don’t have to compromise American business. Take the Extractive Industries Transparency Initiative, a global collaboration between energy companies, civil society organizations, and governments. EITI rules, currently applied in 51 countries, regulate all companies within a country, including NOCs. The initiative independently reconciles company payments against government receipts -- which section 1504 failed to do. Section 1504 undermined the interests of American energy companies, while doing little to improve genuine transparency. Thankfully, Congress and President Trump finally stood with American businesses and workers on this issue. Would you like a burp with that hiccup? Dr. James L. Snyder Looking at the alarm clock by my bedside, it clearly read 2:37 a.m. The loud buzzing sound was not in my head after all. Who in the world could be calling me at this hour of the night? I grumbled to myself, sat straight up in bed and gasped. An emergency! Someone’s in the hospital! Someone has died! All kinds of such thoughts danced through my sluggish brain as I reached for the telephone. Pastors are on call 24/7 and never know when an emergency will summon to duty. It may be in the middle of the day, or in this case, in the middle of the night. Many telephone calls I’m not so anxious to get. Mr. Alexander Graham Bell has a lot of answering to do for this contraption of his. Among telephone calls I’m not too thrilled about are those infernal automatic political calls advising me to vote for some candidate – them in particular. Like most politicians, these calls never give me an opportunity to answer them. They unleash their spiel and then hang up, probably to go to the next phone number. What I want to know is, why don’t these aspiring politicians ever call me when they’re not running for some office? Why don’t they call me on my birthday and sing happy birthday to me? Why don’t they give me their home phone number so I can call them and give them a piece of my mind? I would like to get my hands on the person who taught these politicians how to dial phone numbers. Another category of phone calls I am not too enthralled with are telemarketers. I have a difficult time hanging up on people. As long as they want to talk I can’t, or I don’t have the heart to hang up on them. I know they are just people doing their job. I know much of what is sold via the telephone is excellent and useful, but I do not like anyone telling me what I should be buying, especially when I have just put on the feedbag. The only thing I have been able to do is take the conversation in hand from the very beginning. As soon as the person on the other end of the phone begins talking, I start engaging them in chitchat. I ask about their family, about the kind of day they are having and what they plan to do on the weekend. I ask

for their home phone number so I can call them back. It has become a sport for me and I am anxious for the next phone call to come so I can tell them about my day and my plans for the weekend. After all, they called me, it is my turf. This telephone call at 2:37 a.m. was not from a politician or a telemarketer. When I answered the telephone, I heard a raspy voice on the other end say, “Is the reverend home? I need to ask him a question ‘bout the Bible.” By this time, every fiber of my being stood at attention, ready to serve. Someone needed me, which was all I had to know to fly full-speed into action. “Yes, this is the reverend” I responded, “how may I help you?” “I have a biblical question for ‘ya, and I need to know right away. It’s something that has been a-bothering me and I was a-wondering if you could help me?” “Sure,” I said, trying to figure out what the emergency could possibly be at 2:37 in the morning. What could be so important that a person could not wait a few more hours to call? “Well,” the man stammered and hiccupped. I began to be a little suspicious of the whole matter, “I just can’t believe that Jonah and the whale story. Do ‘ya really think it’s possible for a fish to swallow a man? And, how come that fish didn’t chew Jonah up before swallowing?” The whole picture became clear at that moment. His problem was not with the whale swallowing Jonah, but with him swallowing a tank full of libations. His pick-me-up at 2:37 in the morning got me down, if you know what I mean. I suppose that if you want to drink alcoholic beverages, I can’t stop you. Personally, I think it is the scourge of our country and has done more damage to our society than any other single thing. However, that is your decision, bad though it may be. I do not mind if you telephone me at 2:37 in the morning. I do not mind answering biblical questions. The truth is, I enjoy such employment whenever I can find it and I work rather cheap. What I do mind is, when you drink and then phone me at 2:37 in the morning from a local bar. I do not discuss biblical enquiries with someone tanked, regardless of the time of night or day.

Opinion CBO: 8 million will choose to leave private insurance market without fines By Natalia Castro The Congressional Budget Office is absolutely correct, millions of Americans may not be getting insurance once Obamacare is no longer in affect. However, mainstream media has already made a critical error as to why so many people will be leaving the system. Rather than being forced to have insurance that does not satisfy individual needs, Americans are begging for insurance in the private sector that is competitive and adequate. Solving the healthcare crisis will require legislators to return to economic basics; when the market is competitive, costs will lower, and people will once again desire the product. Until this occurs Americans will continue removing themselves from the insurance industry. That’s right, when given the choice, millions of Americans will opt out of purchasing health insurance. The Congressional Budget Office (CBO) explains, “in 2018, 14 million more people would be uninsured under the legislation than under current law. Most of that increase would stem from repealing the penalties associated with the individual mandate. Some of those people would choose not to have insurance because they chose to be covered by insurance under current law only to avoid paying the penalties…” While the Obamacare plan forced the public to pay for insurance in order to evade a federal fine, now Americans will have the choice to decide if that is something that they want. With 8 million opting out coverage, per CBO, due to individual and employer mandate removals alone, crying about the millions of people who would lose insurance is the left’s way of ignoring the reality that a significant portion of those losing coverage never wanted it in the first place. The left creates a “problem” with individuals not having insurance in order to create a demand for a government solution, but as Americans for Limited Government

President Rick Manning noted in a statement, “People choosing not to buy health insurance is a nonproblem. And the solution to a nonproblem is to do nothing.” The federal government should not force people to buy insurance; government should hear the warnings of the market telling them that insurance is not practical for many right now, and only loosen its

percent over the last 30 years. While few question the cost of doctors because of the high level of malpractice risk involved in the career, Dalmia Forbes reports that “excessive physician salaries contribute nearly three times more to wasteful health care spending than the $20 billion or so that defensive medicine does.” When doctors are too expensive

Going completely unaddressed in both Obamacare and the American Health Care Act, one of the biggest drivers of health care costs is the cost of doctors due to the American Medical Association’s monopoly on licensing. In 2009, Forbes columnist and Reason Foundation senior analyst Shikha Dalmia, explains that by convincing lawmakers to shut down “deficient” medical schools and place caps the number of funded residency programs, the AMA has stunted the supply of doctors by 30

and federal healthcare plans do little to nothing to curb this cost, it is no surprise millions of Americans are excited to remove themselves from the system. Similarly, the Food and Drug Administration’s (FDA) control over the pharmaceutical industry has produced expensive inefficiency in the health care sector. As a government monopoly, the FDA imposes regulations on drug companies that make drug approval a long and costly venture only the most wealthy companies can embark on. The FDA only further

incentives to produce information, but that government incentives to inform consumers are somehow not distorted. But FDA is subject to its own set of perverse incentives. For the agency, the political consequences of mistakenly approving a bad drug or device are far worse than those of mistakenly delaying or disapproving a needed therapy. As a result, FDA is inherently overcautious—an approach which serves its interests but not those of the public.” While protecting its political stature, the FDA prevents critical

experimental drugs from reaching the American people and empowers large drug companies to hike up prices. Not only do people not get the drugs they need, but what we do receive comes at an excessive cost. Finally, by refusing to make health care plans available across state lines the government fails to allow competition in the industry to appeal to consumers. In a joint study between Georgetown University and the O’Neill Institute for National and Global Health Law, the groups explained “a New Jersey resident has no choice but to purchase a policy from a carrier licensed in that state and that carrier can only sell that resident a policy compliant with all the state’s mandates as well as its guaranteed issue and community rating requirements. But because of the variation in state requirements regarding guaranteed issue, mandates, and rating rules, as well as state demographics, there is a tremendously wide price variation in individual policies.” This means for an insurance buyer in Alaska the average annual cost will be about $5,112, but for a resident in Utah the average annual cost will only be about $2,160. It is no surprise the Alaskan resident might opt to not have health insurance than pay nearly three times the cost of insurance in another state. The federal government has removed competition and thus, driven up the price of insurance dramatically. With medical school monopolies, FDA monopolies, and state restrictions on plans it is no surprise millions of Americans would rather choose not to have overpriced insurance the moment penalties are removed. The people do not need another subsidy to lower health costs when the system is providing them is flawed and the left does not need to complain about people losing coverage; the federal government must realize that until they give the American people a reason to choose to have insurance—in a free market—without government intervention, fewer will and high costs will continue to prevail.
