INSITE Under Scrutiny

There is a very real possibility that, by the time you get to read this, the entire landscape of the UK demolition might have changed following a seismic shift that – seemingly – no-one saw coming. With Brexit looming large on the horizon threatening a General Election and yet more economic uncertainty, all eyes were focused upon the potential horrors of Halloween. But just out of sight - like some malevolent spirit – moves have been afoot that threaten the very foundations of this industry of ours. I am talking – like the entire industry – about the ongoing investigation into alleged collusion currently being conducted by the Competition and Markets Authority (CMA). It is thought that as many as six major UK demolition companies are currently under the CMA microscope and likely have been since April of this year. Quite who those companies are remains a closely guarded mystery; one that the industry rumour mill seems to enjoy speculating and making mischief about. Yet this is no laughing matter. Similar investigations into other sectors of the wider construction industry have resulted in huge fines and director bans. Indeed, at the time of writing, it has just been announced that three companies in the concrete products business are staring down the barrel of a combined £36 million fine for price fixing. Fines of that order levied against just about any demolition company would be devastating and could quite easily force them out of business.

Without knowing the validity of the allegations, it is impossible to tell whether such fines are likely. Without knowing which companies are under the microscope, it is also impossible to guess at their ability to withstand such massive fines. But if the industry rumour mill is to be believed, all of the companies under investigation are from the upper echelons of the industry. Their decimation or – let’s be honest here their potential removal from the face of the industry would have huge repercussions for the sector as a whole.

Yes, such an outcome could potentially put more skilled workers back into the recruitment market, which would be good news for the industry’s second tier companies. Those mid-ranking companies might also see an opportunity for expansion with some of their big name rivals taken out of the equation. But let’s be under no illusions here. The successful prosecution of one or all six of those companies thought to be under investigation would be terrible news for the entire industry. It would cast a shadow of doubt over all demolition companies; it would likely make clients and main contractors ask even more questions of all demolition firms, regardless of their guilt or innocence. Perhaps worst of all, it has the potential to remove an entire tier of muchneeded industry leadership that could set the industry back a decade or more. Sadly, my heart hopes that the CMA finds nothing and gives the industry a clean bill of health. My head, however, screams otherwise.

Below the Surface New reports suggests that two fifths of digging work is still putting underground infrastructure at risk.

A record 62 percent of all UK excavation work is now preceded by a thorough search for underground assets, such as pipes and cables, according to Digging Up Britain 2019. The report by LSBUD (Linesearch BeforeUdig) shows that there were 2,585,862 searches made through its portal last year - a


STUFF 14 percent increase on the previous year. As a result, almost a quarter of a million potential strikes were averted. Despite the promising increases, the report by LSBUD, which provides a free to use online safe digging facility, suggests that more than 1.5 million projects out of an estimated total of 4 million still took place last year without a detailed search for underground assets being completed. This equates to 38%, or a dig every 21 seconds. “It is fantastic to see such a significant increase in searches over the last year – with construction

workers, subcontractors and the public all much more aware that they need to check for any pipes or cables that may be present before they put a spade in the ground,” says Richard Broome, Managing Director of LSBUD. “That said, it’s a worry that nearly four in ten projects are still taking place without proper searches being completed – leaving the UK’s utility infrastructure at risk.” The report, which analyses the 2.5 million searches made during 2018 on LSBUD’s portal, also provides a fascinating insight into the sectors which did the most digging, and the type of projects involved. Telecoms topped the list for a second year

in a row. Telecoms contractors and operators completed 881,000 searches, making up 34 percent of all searches in 2018 (one percent down on the previous year). Water related information requests came next, with 574,000 searches, accounting for 22 percent of the total. In addition to sector specific information, the report also captures the type of work which is taking place. It is perhaps no surprise that over two million enquiries (79 percent of all searches) related to utility works, but within this overall figure there were some interesting trends. There was a 10 percent increase in telecoms related work, while the number of searches for utility projects that involved Horizontal Directional Drilling more than doubled in 2018. There were almost twice as many requests for BT manhole cover and frame projects. Work by contractors on the nation’s roads also grew by 18 percent, with 360,000 requests submitted in 2018. Housing grew its share of excavation work with a 21 percent surge in searches from firms involved in housebuilding. Solar farm project searches leapt by 64

stuff percent, tree planting enquiries more than doubled, mining and quarry projects increased by 43 percent while searches relating to agricultural works increased by 86 percent. According to the LSBUD report, emergency enquiries increased by 88 percent over the last year. If these figures are indicative of what is happening nationally, of the four million jobs completed, 216,000 of them were emergency related. “This spike in emergency projects is worrying. If a utility company hasn’t registered its assets on our portal, the firm doing the digging will need to deal with the asset owner directly and that can take up to 28 days. This timescale does not fit with the urgency of an ‘emergency’ – so corners may be cut, assumptions made, and assets struck due to

the need to fix whatever is causing the emergency,” Richard Broome concludes. “This is why we urge asset owners to register with our service; with more emergency works than ever taking place, and more people searching than ever before, for every type of project, it’s crucial to make it easy for firms to rapidly check what’s under the ground.” According to the report, of the UK’s 1.5 million kilometres of underground utility infrastructure, about 800,000 is currently covered by LSBUD’s collaborative portal; this is a 23 percent increase on last year but still leaves 50 percent exposed to the risk of strikes. The water sector is the most vulnerable, with only a limited number of companies making their asset information centrally available.

Young Points to Old Problems It’s a sure sign that all is not well in the UK demolition industry when those tiresome yet seemingly perennial problems of low bidding and a sudden desire to operate far from home put in yet another unwelcome appearance. Mark Anthony discusses this and more with Downwell Demolition’s business development director Rob Young.

It was just a day or two after the LinkedIn social media platform announced Rob Young’s promotion to business development director at Downwell Demolition that I made my way to the company’s head office in Grays, Essex. So I was expecting to find Young full of the joys of spring, even though the autumnal sunshine was playing upon the

company’s latest acquisition – a Hitachi EX1200 high reach excavator – when I arrived. Sadly, I was to be disappointed.For while Young bears more than a passing resemblance to comedian Jack Whitehall, he was in no mood for jokes nor laughter. In fact, over the course of the next hour or more, Young laid bare all that he believes to be wrong with

the demolition industry of today. And, while he confesses that he is a relative newcomer to the industry, much of what he said rang true; and a great deal of it echoed challenges and issues that have plagued the sector for decades.

Procurement Problems

At the top of Young’s hit list is the way in which demolition work is currently procured which, he says, is a broken system. “The procurement process, as it stands today, is outdated,” he states. “The impetus today is fully on cost rather than competence. Even people that we consider to be loyal, repeat customers seem willing to give a chance for companies they have never used and who have no proven track record.” Of course, the need for “competence first” was a key aim of the CDM Regulations, as was the “weighting” of contracts to take into account previous experience and quality of work as well as price. According to Young, that is now rarely the case. In fact, even perceived accreditations – such as membership of the National Federation of Demolition Contractors – now seem to be increasingly less important. “For whatever reason, the power and the influence of the Federation is sliding,” he insists. “It clearly used to be an important factor when tendering but those sorts of tenders just don’t seem to come up any more. I can’t think of another industry that values quality as little as demolition.” Same as it ever was. Down the decades, each slight hint of a downturn in workload has been

stuff contracts on price. But it runs way deeper than that. Young believes that the sheer magnitude of tender lists are partly to blame for the erosion of quality.

greeted with a spate of cost-cutting. And with Brexit and the potential impeachment of the US President looming on the horizon to rattle the economists, it was probably only a matter of time before history began to repeat itself once again.

“There seems to be no appetite to reduce tender lists to a manageable size. Instead, clients are quite happy to take bids from 10 or even 20 different companies. That doesn’t give them any greater value,” he insists. “There are no checks and balances. You might have a £30 million turnover company competing with a contractor turning over £1.0 million or less so they’re not comparing like with like. Worse still is the fact that there is no check on competence or previous experience so you have companies with huge amounts of experience competing against those with virtually none. That is never going to be a fair or meaningful comparison.”

But Young is not burdened with that unfortunate legacy. And Downwell Demolition is a youngster compared to some of its rivals. As a result, Young has no time for a repeated history. “Demolition is a ruthless business,” he says. “But there seems to be this constant eagerness to cut our own throats. There is always someone out there that will do a job just that little bit cheaper. That doesn’t just drive down the price on that one project, it drives down the value perception of the entire industry.” Sour Grapes All of which could be mistaken for sour grapes; the opinion of a man that may have recently lost a few

If the size of tender lists is a frustration to Young then the letting of contracts to non-local companies is a source of serious contention. “Clients, and – in particular – local authorities, go to great lengths to stress the need to minimise the environmental impact of projects. We are required to recycle more than any other industry. We are expected to use equipment and vehicles that are clean-running and environmentally sound. In fact, we do everything within our power to minimise the environmental impact of our operations. And then the client will happily award the work to a company based hundreds of miles away that will then need to transport men and machines – repeatedly – for the duration of the project,” he says. “As it stands today, I have as much chance of winning work in the North of Scotland as I do five miles up the road. How can that make any sense?

Deeply Concerned Much of what Rob Young says is born of frustration with an industry that is all too willing to cut corners and cut costs in reaction to the merest mention of reduced workloads. But he is concerned too; gravely concerned. “I don’t want to sound like some doomsday prophecy here, but there could be grim consequences for the entire demolition industry in the event of a post-Brexit downturn,” he concludes. “There are likely to be casualties along the way. Some companies will fail to survive while other company owners might just choose to walk away. There is a lot of demolition companies out there today. I’d be amazed if, in 12 months’ time, they’re all still there.”

Contractors are also paying attention to the softer details - do those firms within their supply chain share their values and meet stakeholder expectations, from governance through to track record? We’ve all heard the saying, one bad apple spoils the pail. Demolition contractors must invest time in auditing their own supply chain, processes and procedures to ensure that they’re top of the list for contractors. A good place to start is understanding where added value can be demonstrated, going above and beyond to demonstrate an innovative, forward-thinking approach that is aligned to that of the contractor. Take sustainability as an example; Extinction Rebellion continue to gain vast media coverage, Greta Thunburg’s campaign is winning hearts and minds the world over and, understandably, contractors are increasingly conscious of their impact on the environment and the way that is perceived by the public.

When asked whether firms could lose the ability to work with the company if they fail to reduce their emissions, Skanska was clear that it would look for suppliers that share its ethos and commitment to reducing environmental harm. For demolition contractors, there is huge opportunity to add value in reducing the negative environmental impact of a construction project - recycling materials for re-use

However, while sustainability is a major factor for contractors when hiring suppliers, it’s more important than ever for firms to demonstrate they’re solid “all-rounders” from strong financials and trading history, through to ethical sourcing policies and health and safety track record, to anti-bribery policies. By auditing past projects, practices and procedures, demolition contractors will gain a valuable understanding of areas where gaps need to be filled and more work needs to be done to not only meet expected standards, but exceed them while demonstrating added value. Those changes should be made in advance of Common Assessment Standard submissions, running through the questions carefully and noting where changes can be made quickly and inexpensively. If large-scale changes are required, at the very least companies should demonstrate a commitment to making improvements and a movement in the right direction. The days when Pre-Construction Qualification Questionnaires were viewed as a tick-box exercise are well and truly over. The newly introduced Common Assessment Standard makes it easier than ever for contractors to assess suppliers, and for suppliers to avoid the need to complete multiple versions improving efficiency and saving on cost and time, while allowing us to gain a more accurate measure of industry-wide standards. Invest the time in making sure your business beats the competition - contractors’ concerns are your concerns; understand that and make sure it’s reflected in tender documents, proposals and backed up by a solid PQ questionnaire that reflects your business’ strengths.

Taking the Fight Online Sometimes it’s easy to forget just how difficult life is in construction and demolition; working long hours, arduous and repetitive jobs, maybe away from home and working with people you wouldn’t normally choose to spend your time with. Well those people are in the same situation as you too. And some cope better than others. And there’s the rub. The one thing the industry doesn’t discuss often enough is mental health, even though a study by the Office for National Statistic says that male site workers in construction are nearly three times more likely to commit suicide than the average UK male.

With the fate of huge British infrastructure projects like HS2 in the lurch and the uneasy financial climate that saw the end of Carillion, leaving thousands jobless or out of pocket, it’s not surprising that people are feeling the stress. As a result, people are suffering in silence. Mental health is just as important as

physical health. It’s why the Health and Safety Executive has embraced the challenge of making mental health a priority. Now, alongside first aid needs assessments the HSE also recommends investing in having personnel trained to identify and understand symptoms go mental health issues. The appointed person should also able to support someone who might be experiencing them. Its guidance states: “You should consider ways to manage mental ill health in your workplace which are appropriate for your business, such as providing information or training for managers and employees, employing occupational health professionals, appointing mental health trained first aiders and implementing employee support programmes. Temporary Reprieve In a move that is symptomatic of a Government in chaos, the planned introduction of the VAT Reverse Charge has been pushed back till next year. But JCB Finance’s Rob Heldreich says companies should make ready for the change.

With less than a month to go the Government has announced a delay to the introduction of the VAT Reverse Charge to UK construction until October 2020. The one year extension will be a welcome relief to JCB Finance customers according to a recent survey of 2600 customers with active lending. Findings showed that 87 percent of respondents would be affected by the new regulations and that a surprising 40 percent of respondents had made no preparations whatsoever to amend their accounting systems, pricing models, contract content or cash flow predictions. The survey held ahead of the scheduled introduction highlighted the impact of the change and that work still needed to be done to inform businesses. “On introducing such a big change like this, one of the biggest challenges HMRC will face is to make sure that all businesses affected are well informed and equipped to deal with it. Many in construction, particularly smaller contractors, have simple accounting systems and do not regularly engage with accountants and tax advisors,” says JCB Finance’s Finance Director Rob Heldreich. “Our research matched that of key trade bodies, showing that businesses are not prepared for such a large change - therefore this extension should be used to better inform businesses on how to prepare.” As well as gaining a greater understanding of what the VAT Reverse Charge is and whether an organisation is affected, it is also crucial that business owners

Cash Flow - Critically, as the JCB survey highlights, more than two in every five organisations could see detrimental effects on their cash flow as they may no longer receive VAT on sales invoices and will therefore not have use of those funds prior to making their quarterly VAT payments over to HMRC. This effectively represents a loss of working capital equivalent to 20 percent of a firm’s turnover for up to three months. System Changes - Despite the fact that 40 percent of respondents had made no preparations whatsoever to amend their accounting systems, pricing models, contract content or cash flow predictions, each of these aspects will be affected. For example, invoicing software will need to be able to show the required detail (such as itemising what VAT is applicable to and at what rate) but not actually charge it – while some invoices still may need to charge the VAT. Not all accounting processes and software will have the flexibility to accommodate all scenarios and specific training

may be required to guide individuals involved in the invoicing process through the new regulations. Contracts - Where contracts are used, a business’s VAT status and that of its customer may need to be updated and considered on future contracts. From the moment the new regulations come into force they will apply immediately from that point forward – applying to any invoices with that tax date or thereafter - irrespective of when any existing contracts or agreed pricing agreements were entered into.

“The Chartered Institute of Taxation estimates that 150,000 businesses will be affected by the new VAT Reverse Charge regulations. UKATA Joins Forces with BLF Despite it being banned in the UK 20 years ago, asbestos is still present in thousands of buildings nationwide. It is the single biggest cause of work-related deaths, killing 20 tradespeople alone in the UK every week. The risk is not limited to tradespeople, however, and both organisations are committed to raising awareness of the dangers of asbestos amongst the population.

With the numbers of people dying each year from asbestos-related diseases in the UK continuing to rise, the leading authority on asbestos training, UK Asbestos Training Association (UKATA), has teamed up with British Lung Foundation (BLF) through its Mesothelioma Patron Scheme to raise awareness, fund research and support the victims of asbestos related diseases. The partnership was announced at UKATA’s AGM by Cheryl Lenny, Research Networks and Partnerships Manager at BLF, the UK’s only charity dedicated to lung health. The UK has the fourth highest mortality rate from lung disease in Europe. Deadly lung conditions, such as mesothelioma, can be contracted from the improper handling and managing asbestos and asbestoscontaining materials (ACMs).

With UKATA being the largest notfor-profit asbestos training providers association in the UK (its members train in excess of 200,000 people each year) it is hoped the BLF/UKATA partnership will enable many more people to be aware of the dangers of asbestos. “We’re delighted that UKATA, a leading authority on asbestos training, has become a BLF Mesothelioma Patron, and we’re grateful for their generous donation,” says Ian Jarrold, Head of Research at the British Lung Foundation. “It’s thanks to everyone who donates to the BLF, including our fantastic corporate partners, that we’re able to invest in much needed research, and give hope, help and a voice to patients with mesothelioma across the UK.” For anyone who works with or might potentially come into contact with asbestos at work, the UKATAapproved Asbestos

Wunderbar! JCB Chairman Lord Bamford has officially opened a new headquarters for one of its most important European businesses in an investment worth around £50 million. JCB Germany - which was founded in 1965 - is now operating from a brand new facility on a 12 acre site in Cologne following one of the biggest investments in JCB’s history. The new HQ includes offices for 75 employees and a training centre for use by customers and JCB Germany’s network of dealers which employ a further 2,000 people. Lord Bamford unveiled a plaque to mark the opening during a conference at the new HQ attended by JCB’s largest 50 dealers from around the world.

An Industry Unprepared companies and the steps being taken to prevent, detect and respond to daily threats. The report revealed that 60 percent of construction firms have been affected by political unrest over the past 12 months, more so than any other sector. Similarly, 38 percent have also been affected by disruptions due to sanctions, tariffs and changes in trade agreements—second only to the technology sector. Leaks of internal information have also been a challenge for the sector with almost half (45 percent) of firms reporting an incident within the last year. Looking forward, the construction industry is also more concerned about economic and political instability than other sectors, including concerns about military conflict (64 percent vs 51 percent global average), a significant financial crisis (77 percent vs 69 percent global average) and market manipulation through fake news (70 percent vs 59 percent global average).

Even as the UK demolition and construction sector finds itself the focus of an ongoing investigation into possible collusion, only half (51 percent) of business leaders in the construction sector have confidence in their bribery and corruption controls, 18 percent below the global average (69 percent). That is according to new research from the latest Global Fraud and Risk Report released by Kroll, a division of Duff & Phelps, the global leader in risk mitigation, investigations, compliance, cyber resilience, security and incident response solutions. Kroll’s annual Global Fraud and Risk Report, with research conducted by Forrester Consulting, examines the current global risk landscape, understanding the biggest risks facing global

To tackle these concerns head-on, it is clear that the construction sector needs to strengthen its risk management capabilities. Currently, the sector’s confidence in data analytics (66 percent vs 77 percent global average) as a risk detection method is the lowest of all industries surveyed. Internal audit functions within the sector are also less likely than average to uncover threats (24 percent vs 28 percent global average). “With increasingly tight deadlines, ever increasing pressure on profitability, a high dependency on contractors and complex global supply chains, the construction sector is particularly vulnerable to bribery and corruption risk,” says Matthew Weitz, Associate Managing Director at Kroll, a division of Duff & Phelps. “We are seeing more and more construction companies tackling these issues head on by implementing a combination of preventative measures, ongoing detection and monitoring, and responding to potential problems swiftly, in a robust and consistent way.”

Demolition has begun on the former Solar, Serena and Sunrise Courts site in south Hornchurch, Havering which is set to become a modern retirement village. The site, which previously provided sheltered accommodation for local residents, will provide around 172 new high quality apartments, all of which will be designed to fully meet the needs and aspirations of local people who are approaching, or who have reached, retirement age. It is part of the first phase of Havering Council’s 12 Estates joint venture project with national developer Wates Residential. The £1 billion programme is set to deliver around 5,000 high quality homes over the next 12 to 15 years, doubling the amount of council rented accommodation and more than doubling the number of affordable homes. As part of a joint pledge to deliver a borough-wide legacy and boost the local economy, local supplier, Downwell Demolition, will carry out the demolition. Under the plans, the building will feature communal facilities, which could include a residents’ lounge, treatment studio for health and wellness, and flexible village hall, which could be open to the wider community to use. There will also be flexible storage space for either bicycles or mobility scooters. Proposed designs for the site show that a large proportion of the apartments will be designed as Wheelchair Adaptable, which includes a larger floor area than average. Hallways and bathrooms will be particularly large to enable accessibility. The plans extend to the garden area, which will have distinct zones to encourage a range of activities, such as relaxation, lawn games, and a community growing

Epiroc Enters Bullring The former area of Praça de Touros (bullring), in the Portuguese coastal town of Cascais some 35 km west of Lisbon, is making way for a luxury development. A premium residential complex is being built in one of the most elegant districts in the municipality of Cascais. As part of this development, Restradas is excavating a construction pit 12 metres deep for the future building site. As the construction project is located just a few metres away from other residential complexes, conventional blast methods could not be used to demolish the rock. Project management decided to use hydraulic breakers to remove the 100,000 m3 of very hard, resistant limestone instead. This involved using Restradas’s large excavators, which were equipped with different hydraulic breakers. Restradas required for its 36 tonne excavator a hydraulic breaker that would meet the demanding requirements of such a task. It was decided to contract Epiroc Portugal to provide a suitable hydraulic breaker. Founded by Fernando Ferreira Melo in Penafiel in April 1995, Restradas has specialised in areas such as civil engineering, demolition, excavation work, waste recycling and the production and marketing of aggregates. The company has proven expertise in handling largescale projects in these different areas of use. It’s a Gas for Indeco Indeco ISS 10/20 shears have been used on a site outside Bologna to dismantle two turbo compressors of a ma jor natural gas storage facility serving the national grid.

Stogit, a subsidiary of Snam, is performing a renovation project at the gas storage facility in Minerbio outside Bologna in Italy. The company manages nine facilities and operates in synergy with other transport and regasification infrastructures, contributing decisively to the country’s energy safety. The storage system is critically important because it equalises the supply and consumption of gas, and to that end, Stogit places special attention on the safety and efficiency of its facilities.

Three Phases

The project at the Minerbio facility involves three phases, but the first part currently under way provides that the pertinent areas be restored

to “greenfield” status in order to prepare them for subsequent works and to increase the space available inside the facility. The works entail the total demolition and removal of the plants, above-ground structures, piping (underground and on the surface) and the reinforced concrete bases of the two turbo compressors that had reached the end of their working life so that they could be replaced with a larger, more powerful one with an upgraded design and that delivered greater efficiency. Stogit assigned the dismantling of the two turbo compressors to Sicilsaldo/Nuova Ghizzoni, specialized contractor in the oil industry and active in the construction of gas pipelines and plants, industrial assembles, and in the civil and international market, having completed important projects in Tunisia, Kuwait and Algeria. Sicilsaldo/Nuova Ghizzoni is currently part of the consortium of companies undertaking construction of the TAP (Trans Adriatic Pipeline), the pipeline that will cross the Adriatic and bring natural gas from the Caspian Sea to Italy after traversing Turkey, Greece and Albania. Other major projects are being performed in Mexico and Algeria.

ON SITE Vita, who represents the company at Stogit and is also the Construction Site Manager, says the size of the equipment and its power were a determining factor: “As always, we measured the use of resources and evaluated all aspects of the contract, so that we were able to comply with the specifications and the timeframe of the tender. Because the gas storage facility is in operation, we had to be very careful when choosing the method of using the machinery and equipment and the areas

where they would be operation, taking the strict safety criteria into particular consideration. The choice of moderately small shears was prompted by the need to operate within the assigned areas, all relatively small. Larger shears would have implied using an excavator with a higher weight, which would have compromised mobility during the phases to dismantle the turbo compressors and, in the long run, also productivity. The high concentration of service roads and footpaths within the site would have also limited the space available for the phase where the various structural elements and components of the plant would be further cut to allow them to be hauled away for recycling. Beech Hill Towers Down Rhodar has completed the demolition of three, 18-storey high rise tower blocks, nine garages and a council depot as part of the regeneration of the Beech Hill area of Halifax in Calderdale. The demolition of Beech Hill towers is a significant part of the development project by the Calderdale Together Investment Partnership, a partnership between Together Housing and Calderdale Council. The 40-week project saw the recycling of 150,000 tonnes of brick rubble, 700 tonnes of metal waste, 210 tonnes of general waste and 140 tonnes of hard core. Over 100 operatives were on site during key phases, with a 120 tonne, 54 metre high reach excavator used to demolish the blocks. The project has successfully cleared the way for hundreds of new affordable homes to be built over the next five years. This project has received ÂŁ2.2 million investment from the Leeds City Region Enterprise Partnership (LEP), delivered in partnership with the West Yorkshire Combined Authority, through the Leeds City Region Growth Deal - a ÂŁ1 billion package of Government investment to accelerate growth and create jobs across Leeds City Region.

Erith Reaches for Remote A potentially tricky contract at a London hospital has required Erith Contractors to think outside the box and to embrace cuttingedge remote control technology. Mark Anthony reports.

Someone that clings doggedly to their beliefs in the face of adversity, good sense and overwhelming evidence to the contrary is said to have the courage of their convictions, as if stubbornness somehow equates to bravery. But surely it takes at least as much bravery, together with a healthy dose of modesty, to reconsider a position; to embrace the input of others; and to change direction for the greater good? Take, for example, the contract to demolish a five-storey block that formed part of the sprawling Whittington Hospital campus in Archway, North London. That project was priced and won on the basis that it would be tackled by a high reach excavator, and risk

assessments, method statements and project schedules were drawn up to match that methodology. And that chosen method would likely have been just fine. But upon closer inspection, and with the wider demolition industry having experienced three scaffold collapses in a matter of just six days, the Erith team took it upon themselves to re-evaluate and re-imagine. And, even though the Komatsu high reach had already been shoehorned into position at the rear of the structure, the company changed its plan of attack with the agreement of the client and with the input of its chosen equipment supplier, BooBoo Plant Hire.

Hemmed In

Like most buildings in the nation’s capital, the hospital building is hemmed in on all sides. The front elevation looks out onto the busy Highgate Hill that climbs steeply from the nearby Archway London Underground station. To the rear is another live hospital building. To one side, there are residential buildings while, to the other, there is a live primary school. And it is the presence of that primary school that first prompted the rethink on methodology. “The high reach was in position, the building had been fully enclosed with scaffolding and the entire

ON SITE job had been researched and thoroughly engineered,” explains BooBoo Plant Hire’s Harry Allen. “But, much to Erith’s credit, they stopped and re-evaluated in the aftermath of the various scaffold collapses that had been reported and decided there was a better way.” That better way sees the high reach excavator temporarily demoted to the duty of a track-mounted mobile crane holding aloft a debris curtain. More importantly, that better way has employed the use of an array of remotely controlled machines that provide a glimpse of just how demolition might look in a safer and brighter future. But it is not just the remote controls that make the equipment fleet at Whittington Hospital notable.

Man-Free Zone

On the roof of the building, a pair of specialised eight tonne Bobcat compact excavators – both traditionally operated - are working side-by-side. The lead machine is equipped with a powerful Rammer 1655 hydraulic hammer that punches through concrete like a fist through a stack on poppadoms on a night out. This hammer is rated for excavator’s up to 20 tonnes, but the adapted eight tonner handles it with ease. The second 8 tonne machine is equipped with a Demarec MQP25 attachment that processes concrete and devours steel reinforcement like a hot knife through butter. This MQP weighs 2.0 tonnes but – once again - this 8.0 tonne excavator has been specially adapted and can handle the extra weight comfortably. “Having decided to tackle the initial stages of the project on a top-down basis, Erith analysed the building very closely to ensure that it had the structural strength to take a pair of larger eight tonners on the roof,” Allen continues. “Having satisfied

ON SITE themselves and their client that the structure was sound, the machines were adapted and deployed to provide the power and productivity required to keep the project on schedule.” But it is on the floor below that the future of top down demolition is taking shape. In one corner stands a Hitachi zero tailswing mini excavator. It is equipped with a rotating concrete cracker attachment, yet it seems to be lacking one vital piece of equipment – an operator. That operator is actually stood a safe distance away, a Remoquip remote control console slung around his neck while he goes about the business of taking down a wall. And it is only when you see a remote controlled machine being operated properly that you realise just how much safer it really is. Of course, there is the obvious safety advantage of placing the operator out of reach of falling debris and away from the building’s edge. But safety runs far more deeply than that. For one thing, the operator is constantly moving around, looking for the best point of attack. This allows him to see clearly any debris that may have fallen onto the ground together with any hazards lurking behind the machine. Modern machine cabs offer excellent visibility. But none offer the full and uninterrupted 360 degree vision afforded from standing away from the machine. Furthermore, in order to get “in harm’s way”, a site operative would have to walk past the ever-vigilant operator. It doesn’t happen. The work face at the Whittington Hospital site has less men than a feminist meeting at a Michael Buble concert.

ON SITE This machine is also remotely controlled and is living proof that if an idea is good enough, others will surely follow. For while the Remoquip remote control system works like a charm and places all of the necessary controls into a neat console, the Bobcat-designed remote control is altogether more sleek, more stylish. It looks to have been designed by a company with an almost bottomless research and development budget. And while it offers no real functional advantages over the Remoquip control, the Bobcat version has clearly learned from those that have gone before. For one thing, the control console is more compact, its rubberised black body more in keeping with traditional machine controls. It also benefits from some advances in ergonomics. While the levers on the Remoquip system jut vertically from the orange control box, those on the Bobcat system are angled slightly forwards, removing any strain from the wrist of the operator. All of which seems to do a disservice to the Remoquip system. But that is hardly the case. In fact, in many ways, BooBoo Plant Hire is the perfect customer for the Remoquip system which can be fitted to just about any machine to make it remotely controlled and removed just as easily to return it to tradition man-in-cab operation. The ability to supply just about any machine with the added benefit of remote control sets BooBoo aside from most of its competitors - at least for now.

“We at Erith are always keen to embrace new initiatives and technologies and remote plant in certain instances can be the safer approach,” Styles says. “In our industry we should never rest on our laurels, we should always be looking for the safest way and if that means taking a step back sometimes to re-evaluate initial proposals then so be it. Harry Allen believes that, sooner or later, the Health and Safety Executive will insist that each working machine is accompanied by a banksman. “If you can have the operator as the banksman, stood close by but at a safe distance, you are effectively getting two for the price of one,” Allen believes. “In many applications, remote control is undoubtedly the way forward.” He reinforces that point by pointing out additional challenges faced by traditional “in-cab” operators. “When you’re sat in a cab, you have to be so alert,” he says. “You need to be vigilant to make sure you’re not driving over rebar that might damage the undercarriage. You have to be aware of any obstructions behind you in what might be a blind spot. And, of course, you need to be constantly aware of the presence of those

working around you. You also have a windscreen with a demolition cage in front obscuring your view. None of these are an issue with a remote control machine. You can constantly walk around and see the job from virtually every angle. That is better for safety and it helps reduce damage to the machines themselves.” Perhaps the greatest example of Harry Allen’s new-found belief in remote control technology is his use of skid steer loaders. “For years, I avoided running skid steer loaders because I always considered them to be dangerous. The visibility on them can be awful and I have heard of many fatalities and near-misses over the years,” he explains. “But with the addition of remote control, those visibility and fatality issues disappear. And if, God forbid, a remotely controlled skid steer does go over an edge, it does not take an operator with it.” While most plant hirers wait for a pull in demand from the market, Harry Allen and BooBoo Plant Hire are actively pushing the technology envelope to make its demolition customers safer. It is precisely that thinking that marks BooBoo as “smarter than the average plant hirer”.

Ready for Take-Off

Since 27 July, over 100 CASE Construction Equipment excavators and wheel loaders from Italian company Vitali Spa’s fleet have been in operation during ongoing upgrades to Milan Linate Airport. The machines are being used to upgrade Linate’s 2.5 km long runway, allowing the airport to handle much larger passenger numbers in the coming years. Vitali Spa, headquartered next to the airport, specialises in large scale infrastructure projects. The company has previous airport upgrade experience, as well road building expertise, making it ideally suited to renovate the runway. As part of the upgrades, the entire runway has been rebuilt. This involves demolishing the reinforced concrete surface currently in place, a task where the CASE excavators have come to the fore: “Demolishing the old runway in a relatively short amount of time requires precise power. The CASE excavators in operation have consistently delivered this, helping to keep this large project on time and on budget,” said Luca Vitali, owner of Vitali Spa. “As well as this, the new asphalt surface is being laid at 3,000 tonnes every 24 hours, a task in which the manoeuvrability of the CASE excavators has been perfectly matched by the power of the wheel loaders.” To meet the project’s strict deadline, work has taken place under a tight schedule and with machines in operating almost 24 hours a day. Reliability is therefore essential, as Vitali explains: “Our machines must always be available, so we are very attentive to factors such as robustness and the ease of maintenance. Operator feedback on machines is also crucial for us, and they have all remarked on the comfort the CASE machines deliver in what can be testing working conditions.” The CASE machines at work on this key project comprises 821G wheel loaders, CX145D excavators, CX300D excavators, CX350D excavators, CX370D excavators, CX490D excavators, and CX800B excavators, the largest of which features a demolition boom.

that will greatly improve what Milan’s city airport can offer, and it is great to hear such glowing operator feedback. Milan Linate Airport is due to reopen to the public on 27 October 2019.

All resulting debris from the demolition work is being treated, recycled and then used as foundations for the new runway. In total, this will require 63,000 cubic metres of material, which is currently recycled at a rate of 3,000 cubic metres every 24 hours.

KIT TALK Mini excavator pioneer Kubota has announced the launch of the KX0804a2, the latest in its range of midi excavators. This new machine is capable of the same reliable performance as previous models but includes Kubota’s V3307 direct injection engine - which is now fully Stage-V compliant. The new model has a reduced engine RPM DPF regen, giving reduced noise levels, increased DPF re-gen intervals and increased DPF replacement life. This reduces maintenance costs and the machine’s environmental impact whilst enhancing productivity for a wide range of tasks. The KX080-4a2 incorporates a brand new two-pump load-sensing hydraulic system which ensures smoother operations when using front attachments, regardless of

Liberty Upgrades Fleet Liberty Industrial has added a number of custom-built high reach demolition excavators to their state of the art fleet of demolition plant and equipment. The newest addition is considered to be a game changer for the award-winning Australian demolition industry. This latest addition is a Kocurek modified Hitachi EX1200 high reach weighing in at 200 tonnes. Affectionately dubbed the Swiss Army Knife of demolition excavators, the machine has been designed with versatility in mind and can be equipped for a range of working heights and attachment sizes. The 200 tonne custom built high reach demolition excavator boasts a four-stage heavy demolition configuration that reaches 36 metres with a 7.0 tonne attachment; a three-stage configuration to reach 30 metres with a 13 tonne attachment; and a 20 metre two-piece configuration with a 25 tonne attachment making it one of the world’s most versatile demolition excavators. The machine also has a dedicated telescopic front, reaching an impressive 60 metres with a 3.5 tonne attachment. The company claims it is the highest demolition excavator in Australia. The converted EX1200 was shipped direct from Hitachi in Japan to Kocurek in the United Kingdom where it underwent a six month conversion process. KIT TALK The modification comprised a new tilting cab, tracks lengthened and widened, additional counterweight, a complete undercarriage modification to increase weight and stability, boom-mounted cameras and state-of-the-art Prolec working range safety system. The machine was designed and built specifically for undertaking work in Australia. It needed to be able to break down for transport to comply with all weight, height and width restrictions for Australian roads, and be economical to move. The machine’s custom hydraulic jacking system allows the tracks to be removed and replaced without the need to lift the base machine. The base machine can then be lowered via the jacking system directly onto road transport negating the need to use large cranes. All components with the exception of the base machine fit into 40 foot and 20 foot containers, meaning it can be easily and economically shipped anywhere in the world. A second Hitachi EX1200, already within Liberty Industrial’s fleet of demolition excavators has been modified to carry a 10 tonne attachment at 20 metres reach.

Brokk Extends Darda Line Demolition robot pioneer Brokk has launched three new concrete crusher models — the CC440, CC480 and CC580. The attachments, manufactured by Brokk’s German sister company, Darda, offer contractors a high-performance tool for Brokk’s Next Generation SmartPower series, increasing operator safety and productivity on a variety of tough demolition jobs including top-down and interior demolition. “At Brokk, we strive to prove you don’t have to sacrifice power for safety or vice versa,” said Lars Lindgren, Brokk Inc.’s president. “The new crushers are a prime example of how you can achieve a high power-to-weight ratio and still ensure operator safety.” The CC series sets new standards in terms of ruggedness and performance. The three new crushers are equipped with a newly designed pressure booster, which allows them to operate independently of the carrier’s working pressure, resulting in increased speed and crushing forces. When used in high pressure mode, the new models offer faster operation and jaw closing compared to their predecessors. The crushers excel in challenging applications, such as elevator shafts, piers, concrete walls and ceilings where reinforced concrete is present. In addition, the CC series offers virtually silent operation, making them ideal for jobsites with strict noise restrictions, such as interior demolition projects in occupied spaces like hospitals and office buildings, where traditional

methods, such as hydraulic hammers, would be too noisy.

With large jaw openings and a crushing force from 44-54 tons depending on model, the new crushers can easily handle concrete slabs of 440 to 560 mm in thickness. Additionally, all three crushers can cut through rebar up to 30 mm in diameter, while keeping to the same size and weight class as their predecessors. The new models are available with Darda’s standard features, including wear-resistant, replaceable steel alloy crusher tips and cutter blades, as well as a full 360-degree rotation. Additional teeth are available for greater efficiency and crushing, enabling higher breaking forces for hard, thin walls and separation of concrete and rebar. Despite their compact size, Darda crushers can easily keep up with the performance of larger, heavier models. When paired with a Brokk

machine, the new concrete crushers are controlled with a belt-mounted remotecontrol box, allowing operators to work from a safe distance without concern for vibration, silica dustrelated health issues or falling debris. The CC440, CC480 and CC580 crushers are just a few of the more than 80 attachments that operators can quickly mount on Brokk demolition robots for greater versatility on a jobsite. Caterpillar announces the release of 16 new CatŽ D3 Series Skid Steer Loader (SSL) and Compact Track Loader (CTL) models. These new machines advance the D and D2 Series’ reputation for quality, comfort, and performance and deliver improvements in operator experience, and track loader stability. An industry first, the D3 Series models also support a line of new Smart Attachments. This advanced machine technology recognizes certain attachments and tailors the controls and operator information to match the tool and the task. Entering and exiting the new D3 Series loaders equipped with an enclosed cab is now easier thanks to a wider opening cab door. Additionally, the distance between

joystick pods has increased by 76 mm, offering extra space for the operator inside the cab to deliver a more comfortable experience. New Cat D3 Series CTLs deliver improved operating stability while handling heavy loads, grading or truck loading. Changes to the undercarriage frame and torsion axles reduce machine pitching and rocking, while still offering superior ride comfort. All Cat D3 Series CTLs feature standard two-speed travel to improve performance at the jobsite. These machines are geared to deliver high torque digging performance as well as high top-end speed for travel. The powerful Cat 279D3 and 289D3 loaders boast a 13.6 km/hour top-end ground

The Cat 239D3 and 249D3 models are now built with two-speed transmission as standard, versus the previous single speed, increasing travel speed by nine percent and aligning these models with the rest of the twospeed equipped CTL model range. The D3 Series Cat SSL and CTL models deliver Smart Technology that ushers in a higher level of integration between the machine and new Smart Attachments. This advanced attachment technology will allow the D3 Series Cat SSL and CTL models to automatically recognise Smart Attachments and convert machine controls to align with the operational and informational needs of that attachment.



KIT TALK Cat SSLs and CTLs offer advanced control features that include Returnto-Dig and Work Tool Positioner to assist operators with repetitive tasks like grading, digging, and loading. Doosan Upgrade Doosan has launched the new DX350LC-7 Stage V 36 tonne crawler excavator. The DX350LC-7 is the first Stage V model to feature Doosan’s innovative D-ECOPOWER technology, providing operators with higher productivity and lower fuel consumption per hour, as well as smoother controls. Like the new DX300LC-7 30 tonne Stage V model launched earlier in 2019, the DX350LC-7 excavator builds on the very successful design of the previous Stage IV machine. As well as higher performance and cost savings, the new DX350LC-7 Stage V excavator provides major enhancements in operator comfort, uptime and return on investment, with a strong focus on low fuel consumption, increased power, robustness and versatility. The D-ECOPOWER technology focuses on the role of the hydraulics system and demonstrates Doosan’s

continuous iteration of all the processes and components utilised in the company’s new generation products to achieve unprecedented levels of diesel energy efficiency. Doosan’s D-ECOPOWER technology utilises an electronic pressurecontrolled pump within a closed centre hydraulic system to accomplish increases of up to 26% in productivity and up to 12% in fuel consumption improvements, depending on the mode selected. A closed centred main control valve minimises pressure loss, while the electric pressure-controlled pump manages and optimises engine power more effectively. The D-ECOPOWER system uses nine sensors to detect the amount of hydraulic oil necessary to accomplish a specific task and precisely meter the amount of oil required rather than continuously forcing a fixed amount of oil through

the system, thereby improving efficiency. Software is utilised to electronically reproduce the full benefits of an open centre hydraulic system with very little energy loss. The hydraulic system and engine horsepower are fully optimised and synchronised, further reducing losses within the system. Improved feedback to the operator through the joystick results in improved machine control and less operator fatigue. The acceleration and deceleration of the excavator workgroup functions are smoother, allowing operators to perform repetitive swinging and digging motions with less jerking movements. To meet Stage V engine emission regulations, the new DX350LC-7 excavator is powered by the latest generation Doosan DL08 diesel engine, providing 209 kW of power at 1800 RPM.

KIT TALK The DL08 engine offers a new solution to exceed Stage V regulations without exhaust gas recirculation (EGR) that boosts the quantity of air available during combustion, increasing the temperature of the process and greatly reducing the amount of particulates produced. This is combined with super-efficient DOC/DPF+SCR after-treatment technology to ensure minimal emissions. Thanks to the new technology, maintenance of the diesel particulate filter (DPF) has been greatly reduced, with no maintenance required until the machine has operated for 8000 hours. With the DX350LC-7, Doosan has tried to ensure that productivity and environment protection are truly compatible. The enhanced fuel efficiency of the DL08 engine in combination with a new hydraulic main valve and the new generation SPC3 Smart Power Controls, provides overall fuel efficiency increases of +10% in the S mode and +6% in the P+ mode compared to the previous generation machine. These are two in a range of four power modes now available on the DX350LC-7, which help to simplify the operation of the new excavator compared to the more complex choice of eight power modes and SPC combinations in the previous generation machine. The operator is able to set the power mode (P+, P, S or E) in both one-way and two-way working modes. Already excelling in spaciousness and ergonomics, the new cab in the DX350LC-7 model takes operator comfort and ease of operation to unheralded levels. Painting the Town Warrington-based attachment specialist ECY Haulmark Ltd recently fulfilled an order to supply Buckingham Group Contracting Ltd with a large selection of hydraulic attachments and fully automatic quick couplers to suit a variety of their new and existing fleet of excavators. ECY Haulmark Sales Manager Steve Parker worked alongside Buckingham Group’s John Sinclair to put together a package to equip them ahead of future upcoming contracts and maintain their equipment renewal policies and standards.

One project where award winning Buckingham Group is currently utilising many of the new attachments is a redundant paint manufacturing facility in Slough, Berkshire where the company will oversee both the demolition and remediation works on the twenty two acre site.

Also on the former manufacturing site, Buckingham Groups compact Volvo EC145EL boasts great versatility having been equipped with an OilQuick OQ605 fully automatic quick coupler system, which enables greater utilisation of work tools, along with a quick and safe changeover of attachments. Onsite and ready for use with this machine is a VTN CI700 scrap shear, a VTN MD120 demolition & sorting grab and an FRD Furukawa FXJ125 concrete breaker, as well as various buckets.

Currently ten weeks into the twenty-six week contract to demolish the existing mix of industrial concrete buildings, steel pipework structures, chemical holders and fuel tanks, Buckingham Group is utilising a wide variety of various sized excavators and hydraulic attachments to carry out the demolition and processing of the many types of material which are present on this site. Working onsite is Buckingham Groups Volvo EC380EHR, which is fitted with a LaBounty MSD1500R scrap shear from ECY Haulmark and being utilised to cut up the robust chemical holders and fuel tanks and many other steel structures

Ignoring best practice and not replacing your receiver drier at the same as your compressor is likely to be counterproductive and costly. Opening your air-conditioning system to replace a compressor leaves it susceptible to contamination, whilst old receiver driers that have potentially retained loose particles from the previous compressor failure or have reached their absorption capacity will both compromise the long term health of your new compressor. • Always follow the manufacturer’s run-in procedure – you don’t want to invalidate your warranty!
