State fair 4-H competition to blend old, new qualification rules BY HUNTER DUNTEMAN Mitchell Republic
HURON — The South Dakota State Fair is fast approaching, and the window for South Dakota 4-H competitors to make the final preparations and tweaks to their exhibits is closing. Each year, the state fair sees qualified youth from all of the state’s 66 counties flock to Huron in early September to show the culmination of a year’s worth of grooming on their livestock or hard work on their projects. Before the pandemic, 4-H youth were required to show their livestock or exhibit at a county fair or a county’s 4-H achievement day, and rank high among their competition to qualify for an exhibit at the state fair. However, in 2020, the state 4H office announced that it would be removing the county-level competition requirement from state fair entry requirements, in an effort to allow youths more leniency to compete. This year’s 4-H competition will be a blend between pre-pandemic and 2020 rules for entry, as some categories of competition hold a requirement for
county-level competition, while others do not. The SDSU Extension 4-H State Fair Book outlines every aspect of 4-H competition at the state level, and provides guidance to county advisors for preparing their youths for county and state fairs. This 2021 book’s qualification policy says that local competition is “strongly encouraged,” in an effort to help youths receive multiple opportunities for feedback. It specifically requires county-level competition for state fair eligibility, only if county-level competition was held. Caroline Hansen serves as the 4-H youth adviser for Davison and Hanson counties, and she said the state fair book holds some ambiguity because it was written in April, before anyone could know what pandemic-related guidelines might be in September. No officials at the SDSU 4-H State Office were made available for comment. Hansen said that on the local level, there were only a couple youths who were unable to compete in county achievement days, but she still appreciates that the state has dropped the requirement.
“It really provides an opportunity for those that, last year, weren’t able to make it to the county fair, or are maybe still sick or quarantined for this year’s fair,” Hansen said. “We don’t eliminate them from the ability to compete at the
state fair. That’s really important for providing the experience to the youth.” Regardless, Hansen said that in the events that require qualification on a

HURON — After a 2020 that saw attendance drop drastically and forced cancellations or postponements of various grandstand entertainment acts at the South Dakota State Fair due to the COVID-19 pandemic, a full slate of entertainment is set to return when the fair kicks off Sept. 2 and continues through Sept. 6. The Red Wilk Construction Tuff Hedeman Bull Bash will kick off the fair on Wednesday, Sept. 1 and Thursday, Sept. 2. Bulls will be locked, loaded and ready to go both evenings at 8 p.m.
Under the production of four-time world champion and Pro Rodeo Hall of Fame member Tuff Hedeman, the Bull Bash has been entertaining audiences for 18 years. “My original goals have not changed since 1992. I’m still committed to producing bull riding events that give each bull rider entered the chance to win first and make sure the fans at every event are getting more than expected,” Hedeman said in a statement.
In addition to the Bull Bash, the Red Wilk Construction American Hero Award will be announced during both nights of bull riding. Typically, eight veterans are honored each night. Since 2013, more than 100 veterans from all over South Dakota have been honored. The Bull Bash was one of the few acts that was held at the grandstand last year.

local level, the state office gave control to the local levels on deciding how to run the events. “The state didn’t really give us a whole lot of strict parameters on how those have to fit,” Hansen said. “On a local level you could have a panel of judges or the leaders association could judge them. It was kind of just deciding what thing you thought was best.” Hansen said the youths in her program have adapted to all these changes and are handling everything well, as their passion for 4-H has always remained strong. “Every county has a unique set of youth and a unique set of challenges and opportunities and I have been so impressed with the youth in Davison and Hanson counties,” Hansen said. “They’re so incredibly passionate about it and that’s just been really encouraging as somebody who knows what the 4-H program can offer.” Hansen anticipates that the 2022 state fair will return to normal qualification methods across all events. t

After debuting with the platinum-certified single “Cowboys and Angels,” Lynch has been known for building a consistent recording career amongst modern country artists. He has already charted seven No. 1 singles, four top five albums and eight Gold and Platinum record certifications. He is currently on the charts with his single “Thinkin’ About You,” which features Mackenzie Porter. Ross Ellis will handle opening duties for Lynch. Ellis released his first single “Home For The Weekend” in 2017 and was named a Highway Find by Sirius XM radio. His next single, “Ghost,” was one of the top 10 most-played songs on the service’s The Highway channel. Country music fans will have more to enjoy Sunday night, Sept. 5, when John Pardi headlines the grandstand along with opening act Larry Fleet. That show is also scheduled for 7 p.m. Pardi received the Country Music Association Award for New Artist of the Year and the Academy of Country Music Award for New Male Vocalist of the Year. He has since been nominated for more awards, including Album of the Year for his albums California Sunrise and Heartache Medication. Tennessee native Larry Fleet will open for Pardi. He released his debut album
Music will fill the grandstand beginning Friday evening, Sept. 3, when 80s rock stalwart Bret Michaels will perform after opening act Warrant. That show is expected to begin at 7 p.m. Perhaps best known as the lead singer for the band Poison in the 1980s and 1990s, Michaels is also known as a reality television star who has appeared on several shows, including “Rock of Love” and “Celebrity Apprentice.” He is expected to perform several well-known hits, including “Nothing But A Good Time,” “Every Rose Has Its Thorn” and “Something To Believe In.” Warrant, another ‘80s rock staple, will open for Michaels. Known for hit singles like “Heaven” and “Cherry Pie,” the band is currently headlining festivals, casinos and fairs around the country in support of their latest album, titled Louder Harder Faster and the 30th anniversary of their biggest album, Cherry Pie, which spawned the eponymous single. Country music will take the spotlight on Saturday, when Dustin Lynch will perform with an opening act of Ross Ellis. The show is expected to start at 7 p.m.

Live action entertainment will take the grandstand stage for the closing day of the South Dakota State Fair Monday, Sept. 6, when the ATV Big Air Tour will take the spotlight. The show is expected to begin at 1 p.m.

The ATV Big Air Tour brings action to the stage with 14 scenes, each bigger than the last. The family-friendly show was created by Derek Guetter, a professional ATV rider, and features big jumps, backflips, music, 450cc motors and more. Guetter and his brother, Jon, started the show when Jon landed the world’s first ATV backflip and have been demonstrating their craft to audiences ever since. “We took something that we loved as kids, lived out our dreams riding our ATVs with the best in the world, and created our own national tour that rocks,” Derek Guetter said in a statement. Tour members will be available after the show for a free meet-and-greet with the team, who will sign autographs and pose for photos. Ticket prices for the grandstand shows are available at sdstatefair.com. Fundraising on track for new state fair livestock complex Groundbreaking to take place at 2021 South Dakota State Fair BY ERIK KAUFMAN Mitchell Republic
HURON — When a fire destroyed the livestock complex at the South Dakota State Fair fairgrounds Oct. 31, 2020, it marked the end of a structure that held the position of event showcase for nearly 40 years. Now plans are coming together for a new, expanded livestock complex that will replace the former building after organizers spent seven months fundraising the last portion of the estimated bill that will come with its construction. “We’ve been very fortunate. People have exceeded our expectations as far as meeting the goals,” Jim White, chairman of the fundraising committee for the project, told the Mitchell Republic. The proposed new livestock building, known as Dakota Events Complex, or the DEX, was originally estimated to cost around $19 million. To fund the construction, Gov. Kristi Noem requested the South Dakota Legislature appropriate $12 million in one-time funds for the project. Coupled with the estimated $3 million to $5 million insurance money from the old building coming, the fundraising committee was left with an approximately $4 million goal to round out the funds. “At this point we’ve met and exceeded the $4 million,” White said. White declined at the time to give the exact amount raised so far by the committee, but he said the committee was still accepting donations and donations were still coming in. The requested funds from the legislature and the insurance on the old building have also been approved and secured, White said. The planned new structure was conceived having 200,000 square feet of space and would include two, full-sized equestrian areas and seat up to 7,000 fans. That would make it a one-of-a-kind venue for hosting local, regional and national events. Current specifications listed on the South Dakota State Fair Foundation

It is still expected to have room for the two full-size equestrian arenas and the capacity to host larger livestock shows, concerts and more. The cost for the new building also may change from the original, White said. In the time since the old building burned, the COVID-19 pandemic impacted global trade and was a factor in driving up the prices on construction materials and labor. But the new building is still expected to be considerably larger than the previous. “There’s no question (the new building will be larger). The old building was about 96,000 square feet,” White said. “But with the cost overruns coming into play, there will probably be some adjustment. The new building was originally at 200,000 square feet and we anticipate some adjustment as we move forward.” During the fair, it is expected the DEX will house the open class beef and open class 4-H beef exhibitors, while the open class sheep and goal exhibitors will be moved to the existing 4-H Livestock Complex. That will allow for species-specific barns across the fairgrounds, something that is preferred by exhibitors, and also address livestock transportation issues at the fairgrounds.
The successful securing of funds means the DEX is likely to become a reality before the 2022 South Dakota State Fair. That’s good news, White said, as the old building was heavily utilized and organizers have had to adjust to accommodate exhibitors and events during this year’s fair. Some creative scheduling has helped take the edge off not having the old building available for use this year. “I think the big trick this year is the 4-H programs that they normally have in the beef complex. Our leadership has done a great job of bringing in those kinds of activities ahead of time, so those are not actually involved during the fair itself,” White said. “So we’ve been able to accommodate that type of activity with the planning process that we’ve had.” But a new, modern facility is still the ultimate goal, and there will be no true substitute for that until the DEX is up and running. “When it comes down to it, what the beef complex did for the state fair we just can’t replace until we have the DEX back in force. In the meantime, leadership at the state fair have done a tremendous job of acknowledging that we can’t do it the way we used to,” White said. The 2020 fire forced the hand of state leadership to come up with a relatively fast solution to losing one of its premiere
venues at the fairgrounds. It was disheartening to see the old building destroyed, White said, but that also opened a door to constructing a new facility that should serve the exhibitors, performers and visitors to the state fair for years to come. “It was an extension cord to the concession stand that they found was the cause of the fire. It was something as simple as that. And you just have to acknowledge when things like that happen you have to put it behind you and look to the future,” White said. “We’ve been fortunate to have people think positively about this.” White said a groundbreaking ceremony for the DEX is tentatively planned for Thursday, Sept. 2 at the South Dakota State Fairgrounds. That will mark an exciting moment that looks to a future where the DEX will help visitors and exhibitors, especially youth, get the most out of their state fair experience. “About 14,000 young people use the facility throughout the year, and we continue to use that as a basis as we move into the future. We’re really excited about the opportunities for young people here,” White said. The committee is still accepting donations. DAY SPONSORS OFFER SPECIAL ACTIVITIES AT THE SD STATE FAIR HURON — The State Fair will be offering special themed days at the 2021 South Dakota State Fair thanks to the support of individual “day sponsors.” The 2021 South Dakota State Fair runs Sept. 2-6. Channel Seeds preview night will give locals a sneak peek at the fairgrounds on Wednesday, Sept. 1. Here’s a look at the lineup and our day sponsors making this year’s events possible: Wednesday, Sept. 1, is Channel Seeds Preview Day. Preview Day at the State Fair offers free gate admission to allow fairgoers a sneak peek of the fair. The carnival opens at 5 p.m. and all rides are $1 each. The Red Wilk Construction Tuff Hedeman Bull Bash kicks off the grandstand entertainment at 8 p.m. Thursday, Sept. 2, is Value Added Ag Day where attendees can experience value added agriculture in South Dakota. There are multiple sources of stress and adversity in farming and ranching; value added can offer alternative feedstocks and products to help get through hardships. Stop by the Day Sponsor Tent to visit with producers and see value added items being made across the state. An ice cream social will also be held at 3 p.m.
Friday, Sept. 3, is Prostrollo Motors Day. Make sure to stop by Prostrollo Motors on east Highway 14 in Huron prior to the fair to pick up a coupon for $1 off daily gate admission at the State Fair. Stop by the Prostrollo Motors Building to see the newest vehicles from Chevrolet, Buick, and GMC including a great selection of 2020 and 2021 Chevy and GMC pickups with model year-end discounts. Also, sign up for a chance to win the “Best Seats in the House” at the Friday, Saturday, and Sunday shows in the Grandstand. Saturday, Sept. 4, is SD Farmers Union Day. SD Farmers Union hosts events throughout the day celebrating the family farmers, ranchers, and rural communities from across the state of South Dakota that they so proudly represent. Highlighting the day of activities is the annual Farmer’s Share Luncheon (limited number of meals available) located in the tent near the Freedom stage from 11:30 a.m. to 12:30 p.m. In comparison to the retail price of the meal, $10, attendees will pay just $0.25 for a meal that showcases the farmer’s share on retail food dollars. South Dakota’s Department of Public Safety is sponsoring DPS Day at the State Fair on Sunday, Sept. 5. This year’s theme is about emergency preparedness - being ready for any type of emergency or natural disaster. DPS staff members will be present from 9 a.m.to 4 p.m. at the Day Sponsor Tent site. There will be giveaways including the traditional DPS hats and visors,
free bottles of water, a chance to renew your driver license (remember to bring two documents proving your address), and the ever-popular Highway Patrol dog demonstrations at 10 a.m., 1 p.m. and 3 p.m. Among the many great giveaways will be free Tommy the Turtle disaster preparedness books that focus on preparedness for tornadoes, flooding, winter storms, and fires. Join us for one last round of fun in ’21 on Monday, Sept. 6! Check off all the items on your fair bucket list before it’s over - indulge in your favorite fair food, buy that item on your wish list, take one last ride on the Ferris wheel, and enjoy the entertainment. Bring the entire family out to catch the ATV Big Air Tour sponsored by American Bank & Trust in the Grandstand at 1 p.m.! The show is free with paid gate admission. Fairgoers can help to “stock the shelves’” on Monday, Sept. 6. Bring a non-perishable food item for the “Stock the Shelves” food drive between the hours of 7 a.m. and 11 a.m. and receive $2 off daily gate admission. Also, on Monday, Sept. 6, the State Fair will be “paying it forward” thanks to businesses that have banded together to sponsor gate admission passes. Glanzer to be posthumously awarded Duxbury Award HURON – Former State Rep. Bob Glanzer will be posthumously awarded the Bob Duxbury Award during the 2021 South Dakota State Fair on Saturday, September 4, at noon at the NorthWestern Energy Freedom Stage. Members of the Glanzer family will be there to accept the award. The Bob Duxbury Award began in 2006 to annually honor a dedicated Friend of the Fair for service and dedication to the SD State Fair. The award is presented by the South Dakota State Fair and is administered by the South Dakota State Fair Commission. Glanzer was a dedicated public servant in all areas of his life. He poured his time and effort into his community, his state, and most importantly his wife Penny and their family. Bob was an educator and football coach in Wessington Springs prior to becoming the South Dakota State Fair Manager in 1975. He also served in the state legislature from 2017 until his death in 2020. His legacy lives on through his impact on several nonprofit boards, his participation and support of many faith-based programs, and his lifelong involvement in rodeo, the State Fair, and the community of Huron. Bob Duxbury was the first recipient of the award. Since 2006, other recipients have included a former Secretary of Agriculture, long time fair employees and exhibitors, and a State Fair commissioner.
