Hii inajumlisha wale wote waliokamilisha malipo ya kumiliki nyumba katika mradi wa Mwongozo. Hivyo basi, tunatoa wito kwa wale ambao hawajamaliza malipo yao waweze kukamilisha mara moja ili wakabidhiwe nyumba zao na kuanza kuishi,” alisema ndugu Itandula. Mradi wa nyumba wa Mwongozo Housing Estate ni moja kati ya miradi bora ya makazi inayotekelezwa na Shirika la Nyumba la Taifa chini ya mpango mkakati wake wa kujenga jumla ya nyumba 30,000 nchi nzima, katika kipindi cha miaka kumi ijayo yaani 2015/16 – 2024/25. Lengo kuu la mradi huu ni kutengeneza makazi endelevu na ya kisasa. Mradi umebuniwa ili kukidhi mahitaji ya kada mbalimbali za watu wenye vipato tofauti kuanzia wale wenye vipato vya chini, kati na juu huku kukiwa na huduma zote muhimu kama vile maji safi ya uhakika, umeme, maeneo ya kuegesha magari, miundombinu ya kuhifadhi maji, maduka, zahanati, shule za awali na barabara. Akizungumzia hilo, ndugu Itandula alisema kumalizika kwa ujenzi katika mradi wa Mwongozo kunajumuisha jumla ya aina tano za nyumba pamoja na huduma zake mbalimbali. Kila moja ya aina hizi za nyumba zimekamilika zikiwa na vyumba viwili pamoja na vyumba vitatu vya kulala, zikiwa na ukubwa na idadi yake kama ifuatavyo: mita za mraba 52 – nyumba 20, mita 85 za mraba - nyumba 92, mita za mraba 144 – nyumba 48, mita za mraba 130– nyumba 28 na mita za mraba 100– nyumba 20. fter you have thoroughly researched the financial issues of the rent-versusbuy decision, let’s look at the issue from a different perspective, one involving emotional factors and personal preferences that collectively determine the impact of your decision on your quality of life. These “non-financial” issues are based on your personality, abilities, and values. They require careful consideration, beginning with this question: what attributes about the place you live in are most important to you? Environment: City Vs. Suburbs The environment you choose to reside in plays a major role in your quality of life. Consider your personality. Do you like the character of the city, with its nightlife, quaint cafés and diverse cultures, or do you prefer the safety, conformity, green space and free parking in suburbia? Do you prefer to

walk to work, take the subway or ride the train? How important is privacy, and how far do you like to live from your neighbors? If you can afford only those properties in environments that do not fit your preferences, you need to think about whether you are willing to forgo these preferences for the sake of owning a place. Amenities versus Customization Dollar for dollar, renting generally offers a substantially greater number and variety of amenities than buying. Consider, for example, the number of homes that come with an Olympic-sized swimming pool, clubhouse, tennis courts, basketball court and on-site gym. If you’re looking to have these amenities in your private residence, get ready to spend a lot of money. Upscale apartment buildings, found in nearly every
city, offer such options at a comparatively lower monthly rent than a mortgage for a property with the same attributes. On the other side of the coin, there are affordable homes with private outdoor spaces that you can customize to your liking. There aren’t many apartment buildings that come with acres of property in the country that will let you do your own landscaping, keep horses or grow a garden. Flexibility Vs. Stability Renting a place to live gives you significantly more freedom to get up and go at a moment’s notice. The financial consequences of breaking a lease are minimal and can be addressed by simply writing a check. Homeowners wanting to leave their current residence face the much more complicated process of selling their property. The mortgage still needs to be paid, and the
grass still needs to get cut while you are waiting to find a buyer. Unless money is no object, the transition to a new place of residence is likely to take months, not days. On the other hand, with the flexibility of renting also comes some instability. The landlord can always raise the rent or ask you to move before you are ready to do so. If you own a house and make the payments, you can stay as long as you desire. Further, if you purchase a home with a fixed-term mortgage than your monthly housing costs will be relatively stable (excluding repairs or property tax increases). Personalized Aesthetics Vs. Less Work Buying a house gives you the opportunity to choose a unique and distinct architectural style and to personalize it. But this freedom comes with the responsibility of keeping up with maintenance and repairs. Homeowners simply can’t avoid the need to cut the grass and fix leaky faucets. If you prefer to spend your weekends relaxing in the park instead of wandering the aisles at the local hardware store, you might want to think twice about buying a

A Personal Decision Unlike the financial aspects of homeownership, the aspects that have a bearing on your lifestyle and values cannot be calculated online with some mathematical formula. If you can make the rent payments or qualify for the mortgage, you can live anywhere that you want to live. But buying a home is a decision you should take some time to consider, determining how its location, amenities, and need for repairs will affect your lifestyle and general emotional satisfaction. REGULATE REAL ESTATE AGENTS TO RESTORE ORDER - KENYA
A
year ago, I wrote on the need for the Estate Agents Registration Board to curtail the mushrooming unregistered agents in Kenya. This was owing to increasing reports of fraud and unprofessionalism in the industry. The control was also meant to restore sanity back into an industry that contributes a massive 8.4 per cent to the national GDP. Other than setting up a Twitter account with a handful of followers, not much has ostensibly been done by the board since then. At least from where we sit. While I strongly advocate for their re-strategizing on the running of the board, I understand how difficult it would be to nab unregistered agents. It would be the proverbial needle in haystacks. In Kenya, regrettably, to be a real estate agent is as easy as having a smartphone and knowledge of navigating an online portal or social network. This effortlessness has consequently led to every ragtag and bobtail venturing into the profitable uncontrolled endeavor. This is contrary to the Estate Agents Act, 1984 Cap 533 which only gives mandate

Evidently, online portals that advertise properties have continued to see a rise in real estate agents venturing into the business. While I commend the portals for conducting due diligence keenly by ensuring the prospect agents are thoroughly vetted on their eligibility and authenticity, they can only do so much to moderate the ‘matatu’ style craze characterising the growth of the industry. It would therefore be prudent for Estate Agents and Registration Board to work with such portals to help restore the diminishing trust that is core to any real estate transactions.
Leading online portals practically have access to a majority of real estate agents operating in Kenya. This would be a perfect convergence spot for all starting agents. In conjunction with the portals, the board may take advantage to educate and inform these agents of their existence and mandate. This is because close to 90 per cent of practising agents may not know about any regulatory body in the real estate industry other than the normal business permit one is required by the county government. Being the interest of property portals and the board to only have professional agents advertising, the measures would seamlessly be feasible to implement and achieve. The periodic charges for such services. Example: The building will be ready for occupancy as soon as the utilities are connected. Securitaization: the process of creating a security marketable in the capital market and backed of assets such as mortgage loans. Redevelop: The process of demolition of the existing improvements and construction of new improvements on a site. The new improvements are often of a different type from the old. Example: Since the old building has outgrown its usefulness, the owner plans to redevelop the site as the location of a new office tower. Mortgage Pool a collection of loan similar nature that are sold as a unit in the secondary market or used to back a security that in then sold in the capital markets. Example: Lenders Mortgage Company packaged a mortgage pool consisting of $50 million worth of VA guaranteed loans. The package was sold to a group of investors who each put a minimum of $25,000. Land sale Leaseback the sale of land and simultaneous leasing of it by the seller, who becomes the Tenant. Example: Collins owns land and wants to raise cash to build a shopping centre on it. She sells the land for $1,000,000 to Baker and leases in back for 50 year at he$50,000 annual rent. Collins can use the land for the lease term provided she pays the annual rent, so she builds she shopping centre after the land sale leaseback. The reduced requirement (reduced by $1,000,000) combined with tax deductible land rent, can serve to elevate the after- tax equity yield.- free ex Realized Gain in a tax- free exchange, a gain that has occurred financially, but is not necessary taxed. Example: Abel’s land has a tax Basis of $10,000. It market value is $75,000. He exchanges the land, tax-free under Section 1031, for Baker’s warehouse, which was appraised at $75,000. Abel’s realized gain is $65,000. None of Abel’s realized gain is recognized, because he did not receive boot.
