Latimer kicks off free tax return preparation program for working families and individuals
On Tuesday, Westchester County Executive George Latimer and the Westchester-Putnam Workforce Development Board (WPWDB) hosted a kickoff event at SUNY Westchester Community College Yonkers for the County’s annual Volunteer Income Tax Assistance (VITA) program.
The VITA program helps low- and moderate-income individuals and families eligible for the Federal Earned Income Tax Credit (EITC) file their taxes for free. The program also provides help for people with disabilities, senior citizens, and those for whom English is a second language.
VITA relies on dedicated volunteers to act as greeters, and assist with translation and call-center operations. Tax preparation is done by IRS-certified volunteers with free electronic filing.
The program is operating now through April 15 at nine locations throughout Westchester and the Bronx. Residents can call 211 or 1-800-899-1479 to schedule an appointment at one of nine locations listed below.
In 2023, the Westchester VITA program helped 1,759 residents. A total of $2.2 million federal and state refunds were received by Westchester residents.
Westchester County Executive George Latimer said: “What started as a small program in 1969, to help the IRS increase taxpayer education, has evolved
into a critical resource for lowand moderate-income taxpayers. Today, the VITA program ensures accurate tax returns, equitable access to the tax code, and needed tax refunds for our working families and individuals who most need them. It also serves to boost the local economy; it’s estimated that about 80% of refunds are spent locally, generating sales, wages, and jobs.”
The program is delivered through a collaboration of partners who worked diligently to coordinate the day-to-day operations—2-1-1 Hudson Valley/ United Way of Westchester and Putnam; the IRS; Westchester County Government; Westchester Community College, Valhalla and Cross County Campuses; Mercy University, Dobbs Ferry and Bronx Campuses; Ossining High School; Ossining Youth Bureau; Westchester Jewish Community Services; and the Westchester-Putnam Career Center Network.

The Osborn launches WellSpring Speaker Series
Launching the 2024 spring season of its popular WellSpring Series, The Osborn will host author and horticulturist Marta McDowell discussing her book, “Gardening Can Be Murder: How Poisonous Poppies, Sinister Shovels, and Grim Gardens Have Inspired Mystery Writers,” on Wednesday, March 27 at 7:30 p.m. Free and open to the public, the event will be held in The Osborn’s Auditorium at 101 Theall Road in Rye.

New Rochelle celebrates Black History Month with City Hall gala
On Thursday, Feb. 29, in commemoration of Black History Month, the City of New Rochelle and the African American Advisory Committee hosted the Celebrating the Legacy of Black Culture Gala, a Black History Month event honoring the community’s spirit and deep cultural heritage.
The joyous night started at City Hall’s Rotunda Gallery where attendees connected with local officials and clergy members – including Mayor Yadira Ramos-Herbert, New York State Sen. Shelley Mayer, and Assemblyman Steve Otis. Local New Rochelle small businesses and restaurants offered a diverse culinary sampling featuring dishes from restaurants like Suggarplums, Ray’s Empanadas, Chef Ed, Jolos, D’Bay Café, Sweet Potatoes and Sweet Spice.
Further, in Council Chambers, the event paid tribute to the legacy of Reverend Dr. Wallace L. Noble of St. Catherine’s AME Zion Church with heartfelt speeches, spoken word, dance, and saxophone performances, along with a presentation highlighting Lincoln Avenue’s historic churches. Appointed pastor of St. Catherine A.M.E. Zion Church in August 2016, Reverend Noble revitalized the church with new ministries and a rebuilt plaza. Born and raised in New York City, he answered his ministerial calling in March 1975 under Reverend Idonia Stewart’s guidance. Ordained as a deacon in June 1978 and as an elder in October 1982, he remains actively engaged in the New Rochelle community.

Bowman should denounce cop killer LETTER TO THE EDITOR

The Affiliated Police Associations of Westchester is calling on Congressman Jamaal Bowman to publicly denounce fugitive cop killer Joanne Deborah Chesimard, also known as Assata Shakur. Chesimard, a notorious cop killer, is currently one of the FBI’s most wanted terrorists and has a $1,000,000 reward out for her apprehension.
Disgracefully, Congressman Bowman has proudly admitted to putting the cop killer Joanne Chesimard on his “Wall of Honor” in the Bronx middle school where he once worked as the principal. Congressman Bowman has explained the purpose of the wall saying “Each and every member of the Wall of Honor has played a major role in moving our society from a bigoted, oppressive existence toward a world of freedom, justice and equality,”
Chesimard was one of three people accused in a May 2, 1973 shooting that broke out when they were stopped in their vehicle for a motor vehicle violation on the Jersey Turnpike. At the time, Chesimard was wanted for her role in several other felonies, including a bank robbery. Chesimard and her accomplices opened fire on police, executing New Jersey State Trooper Werner Foerster.
A second trooper was also wounded in the shooting.
Chesimard, was found guilty of first-degree murder, assault and battery of a police officer, assault with a dangerous weapon, assault with intent to kill, illegal possession of a weapon, and armed robbery. She was sentenced to life in prison. On November 2, 1979, Chesimard escaped from prison and lived underground before being located in Cuba in 1984. She is thought to currently still be living in Cuba.
Joanne Chesimard, aka Assata Shakur is a cop killer, an armed robber and a fugitive from justice. She is not a hero and there is no place for her on any “Wall of Honor.” Murdering a dedicated public servant does not move the world any closer to a more just society.
Congressman
Bowman’s misguided adulation of a cop-killer is appalling. That Congressman Bowman was teaching middle school children that Chesimard was worthy of honor is disgraceful.

LETTER TO THE EDITOR
To the Editor, Jamaal Bowman’s four years in Congress show that he fundamentally misunderstands the purpose of representative government: to represent the interests and needs of the district, not his own agenda.
Mr. Bowman has demonstrated poor character by engaging in false attacks against County Executive George Latimer. Mr. Latimer attended a fundraiser of a longtime supporter whose husband has donated to Republican candidates. It seems that Mr. Bowman doesn’t believe that a wife can have a different opinion and political party affiliation from her husband – not too progressive an idea.
Mr. Bowman promoted 9/11 conspiracy theories which he now “regrets,” an idea so fringe as to render him unfit to serve in Congress. And, of course, there is the fire alarm incident. Mr. Bowman’s “explanation” insults the intelligence of his constituents. Mr. Bowman has now aligned himself with Rhasida Tlaib – the only Congressperson to not vote to condemn Hamas’ sexual violence. In a slap in the face to her party, she called on Michigan Democrats not to vote for President Biden in the primary. With friends like these, as the saying goes.
In stark contrast, George Latimer has represented Westchester County for decades, working tirelessly and without fanfare: electric buses, Memorial Field in Mount Vernon, legal assistance for indigent evictions, to name a few.
The residents of District 16 can be assured that Mr. Latimer will listen to their concerns and advocate for their needs in Congress. It’s time we elect a person of character who will actually represent us.

Another Golden Week
Well, that was a blast wasn’t it?
Last week was Championship Week at the Westchester County Center, and if you thought the seminal round games were something, the last weekend of Section 1’s winter season certainly didn’t disappoint.
And even if The Review’s teams didn’t come out on top—out of the seven squads who reached the semifinals, only Tuckahoe’s girls claimed a Gold Ball at the end of the week—the entire production was certainly worth its fair share of memories.
In terms of the finals, there wasn’t one game that I covered that wasn’t chock full of drama, for good or bad.
In three of the four cases, our teams saw a first half lead—some big, some as small as one point— slip away down the stretch, something that, while excruciating for the players, gets that low-simmer of the County Center crowd into a hot boil.
Every big shot by Byram’s Tyson Repa and Chris Amenedo that chipped away at Rye’s lead was met with bigger exhortations from the Bobcat student section, and when Zach Efobi threw down a rim-rocking dunk in the fourth, it felt like the roof was going to blow right off Westchester’s most famous arena.
Mount Vernon’s guard play and high-energy defense really set the tone for the Sunday afternoon crowd against New Rochelle and when the Knights finally took the lead late in the fourth quarter, you could just tell that the fanbase of
this storied program was ready for another County Center moment to add to the library—one made all the more special because it was the rare time the Knights would head into a championship game as an underdog.
The final game I caught last weekend, Sunday’s Class C girls championship, there was a different sort of feeling entirely. Tuckahoe and Hamilton absolutely slugged it out in a gritty, physical contest filled with talented young players, and while nothing in sports is a given, you got the sense that this is the beginning of a rivalry that’s going to be be a must-watch in the next three or four years. Fans seemed to know that this was the start of something that’s going to have a major impact on the Class C landscape for years to come.
So where does that leave us now? Honestly, feeling a bit empty.
There’s a void now, as we take a break and get ready for spring, but like any good meal, basketball fans certainly had their fill this weekend. The only problem is we have to
wait a whole year before we get the chance to dine again.

By MIKE SMITH Sports EditorThey might be young, but if the Tuckahoe Tigers have shown anything this year, it’s that they are more than ready for any challenges that might be thrown at them.
On Sunday afternoon, the underclassmen Tigers won their third straight Class C title, edging Alexander Hamilton 47-41 in a physical, hotly contested showdown at the Westchester County Center. The game might have been played on Section 1’s biggest stage in front of a throng of fans, but for Tuckahoe, it was just another game. Eighth grader Chloe Angello—who led all scorers with 17 points en route to being named Class C tournament MVP—said that Tuckahoe’s challenging schedule, featuring games against teams like Class AA finalist Ursuline, helped pave the way for the team’s success, readying them for the challenges of taking on a scrappy Hamilton team for the Gold Ball.
“The biggest thing that helped us was playing teams who weren’t in our league this year,” said Angello. “It gave us confidence and inspired us to try harder.”
After a competitive first half, Tuckahoe seemed
poised to pull away with the game in the second when some key Hamilton players ran into foul trouble. But the Tigers would run into foul trouble of their own as freshman Cara Doherty— who scored 14 points while providing the Tigers with a fearsome physical presence in the paint—fouled out as well.
Doherty’s exit put the Tigers into something of a funk, as Tuckahoe was unable to record a bucket for the first six minutes of the final quarter. Tuckahoe coach Silvio DiSalvatore said that Doherty has been a catalyst this year and her importance to the team showed during that last stretch.
“She’s our freshman captain, she’s really the glue that holds this offense together,” said DiSalvatore. “You could see when she went out how much that affected us.”
But DiSalvatore praised his young squad for refusing to relent during Hamilton’s comeback attempt, mustering a resilience that belies their relative inexperience.
“We’re young and look at that moment, the crowd was huge, it’s the fourth quarter, Gold Ball on the line, I think we were playing not to lose,” he said. “But down the stretch, Angello went 3-for-4
from the foul line, she’s got absolute ice in her veins.”
Ultimately, said DiSalvatore, the Tigers showed that the strides they made during the season paid off in the year’s biggest game.
“As the season went on, I think we had so many close
games that we started realizing that we could win this thing,” said the head coach. “When we played against Ursuline, held them to 10 points in a half, I began to think that there was a real possibility we could bring this back to Tuckahoe.”
The Tigers will be in action on Thursday in the regional semifinals against two-time state champion Millbrook.
“They’re a great team, they’re really well coached and they have a special player,” said DiSalvatore. “We’ve
had that game circled on the calendar for a while. Our motto right now is ’32 Minutes’ and we believe we can beat anyone on any given day for 32 minutes.”
