New Ro man gets to 21 years for child pornography, sex acts
Westchester County District Attorney Miriam E. Rocah announced today that a New Rochelle man was sentenced to 21 years in state prison for sexual acts involving three children in Westchester County, as well as for the possession and creation of images and videos of children engaged in sexual acts, between 2019 and 2023.
DA Rocah said: “After years of preying upon children and inflicting unspeakable trauma on his victims, this defendant has been brought to justice and removed from our community.”
The defendant, Jason Ricketts, 23, pleaded guilty on Jan. 29 to two counts of Course of Sexual Conduct Against a Child in the First Degree, Criminal Sexual Act in the Second Degree, and Promoting an Obscene Sexual Performance by a Child, all felonies.
The defendant appeared before New York State Supreme Court Judge James McCarty and was also sentenced to 20
years of post-release supervision. He is also required to register as a sex offender.
The defendant first met his victims in person at locations where children gather and befriended them by deceiving the children and their parents into believing that he was younger than he was. The defendant methodically gained the trust of his victims, even using substances with them before engaging in sexual acts with his victims, which he filmed. When the victims tried to leave or stop engaging, the defendant indicated that he would post the videos and images to social media accounts.
The sexual abuse began in 2019, when the victims were 12 years old, and continued until 2023.
With assistance from the New Rochelle Police Department, the DA’s Office investigators seized multiple devices from the defendant’s home. The defendant admitted to using Dropbox.
Subsequent forensic analysis of the defendant’s phone revealed a photo vault disguised as a calculator app containing dozens of videos and photos of the defendant performing sexual acts on children, which led investigators to identify three child victims in Westchester County.
The Child Abuse Bureau and the Special Prosecutions Unit located the three minors and their families, who agreed to work with the DA’s Office.
The DA’s Office arrested the defendant on Feb. 2, 2023, and seized an additional device, which revealed internet searches regarding how to remotely wipe devices, whether a person’s age can be determined through a video, and attorneys who specialize in defending individuals charged with sex offenses.
The defendant has remained in custody at the Westchester County Jail since his arrest.

New Rochelle celebrates Irish-American Heritage Month
On Thursday, March 28, in commemoration of Irish Heritage Month, the City of New Rochelle hosted the Irish-American Heritage Gala, honoring the community’s spirit and deep cultural heritage.
The joyous night started at City Hall’s Rotunda Gallery where attendees enjoyed a diverse culinary sampling featuring dishes from Beechmont Tavern, Lawton St. Tavern, Spectators Sports Pub, and New Rochelle Bakery. Gala attendees were also treated to a variety of entertaining performances paying tribute to Irish heritage, including Irish step dancers from the McGough Academy, New Rochelle Police Department’s Lt. Downs on the bagpipes, and Cate Sandstrom playing the fiddle.
The event honored Spectators Sports Pub co-owners Steve Morris and Gary Torigian for their decades of commitment, community spirit and philanthropy in New Rochelle. A family-run business since 1981, Spectators is
an integral part of the New Rochelle community and the City’s downtown district. Giving back locally has long been part of their mission by regularly donating goods and services and hosting charitable events for a number of City and local not for profits and foundations including the New Rochelle Police and Fire Departments, Special Olympics, Habitat for Humanity, local sports programs and other organizations, to name a few.
“During Irish Heritage Month, we honor the profound contributions and cultural heritage of our Irish-American community, who are a fundamental part of the City of New Rochelle’s history and heritage,” said Vincent Parise, Commissioner of the New Rochelle Department of Parks & Recreation, the City’s host for the evening. “Our ceremonial gala is a reflection of New Rochelle’s continued commitment to celebrating the diversity of residents who make up our great City.

Report on Bronxville PD
By Mary MarvinOur Police Department issues an annual State of the Department report that discusses every aspect of local policing.
It is currently on the Village/P.D. website, but given its importance and comprehensive analyses, I thought the highlights deserve wider distribution.
The report says it all in the Mission Statement. “The Bronxville Police Department’s duty is to enhance life in our Village by working in partnership with the community in accordance with the constitutional rights to enforce laws, preserve the peace, reduce fear and provide a safe environment.”
Twenty-three dedicated individuals including a Chief of Police, two lieutenants, two Detectives, five Sergeants and 13 police officers serve our population of 6525 composed of 46% males, 54% females and in 2221 households averaging 2.78 occupants per unit.
Our department currently has 21 male and two female officers, 16 of which are Caucasian, four Black officers and three of Hispanic heritage. As to years of service, the largest grouping is 16 to 20 years of experience in the 41 to 45 age bracket.
Highlights of our Leadership Team
Our Police Chief, Christopher Satriale, began his career in Bronxville in 1988; was appointed Chief in 2007 and has worn every shield in the department including Police Officer, Detective Sergeant, Detective, Sergeant, and Lieutenant. He is a member of the FBI Law-Enforcement Executive Development Association, the International Chiefs of Police, the New York State Chiefs of Police, the Bronxville School Health and Safety Committee, the Westchester County Chiefs Association and the New York State Officers Association.
Lieutenant William Carroll is a Marine Corps veteran who began his career with us in 2007 after serving in the New York City Police Department 2003-2007. He was promoted to his current position of Lieutenant in 2023. He is a Youth Officer, a hostage negotiator and a member of the Bicycle Unit.
Lieutenant Nicolas DeYoung
began his career in 2004 with the NYPD and joined the Bronxville department in 2007 and was also promoted to Lieutenant in 2023.
Lieutenant DeYoung oversees all department training, is a member of the Emergency Response Unit, Bicycle Unit, a Youth Officer, a Community Resource Officer, and Field Training Officer.
Department Divisions
Like other Westchester departments, we have a Patrol Division, Detective Division, Emergency Response Unit, Bicycle Patrol unit and what’s terribly important to our department, a Youth Division, as our police officers are keenly aware of the issues and dilemmas facing today’s youth and we have specially trained officers that provide invaluable assistance and direction to the young people and their families.
As it is essential that the community have confidence in the procedures of their police department and its integrity, any allegations of misconduct against members of the department are thoroughly and expeditiously investigated. It is the policy of our department to investigate any complaint of alleged officer misconduct, determine the validity and promptly and impartially take appropriate action when necessary. In 2023, there were four civilian complaints, resulting in no findings of misconduct.
Despite being such a small department, our police officers are some of the most highly trained and the following are just a few areas of expertise and recertification and enhancements to their highly professional careers.
Training
Firing Range Qualification
Requalification sessions are conducted in March, June, July, and September as officers complete training qualification in the department-issued Glock duty weapon and department patrol rifles.
Every officer was recertified in CPR, Automated External Defibrillator (AED), Naloxone proficiency, and Mobile Crisis Response Team training – community based intervention to individuals in crisis including screening for suicide, or need for
hospitalization and de-escalation and conflict resolution in coordination with medical and behavioral health services.
Additional Specialized Training
The Emergency Response Unit receives tactical training including covert searches, team movement, high-risk warrant service, active shooter response, structure clearing strategies, less lethal weapon use and certification, advanced firearms training, close-quarter tactics and active shooter responses.
In addition…
• EMT school
• Use of Force refresher course
• De-Escalation training
• Officer Wellness
• Field Sobriety Test Training
• Taser Instructor Certification
• Pepper Bell Instruction
• NYS SWAT School
• Radar Operator Course

ArtsWestchester hosts Women’s History Month
State Senate Majority Leader Andrea Stewart-Cousins, Senator Shelley B. Mayer, and ArtsWestchester hosted a Celebration of Women’s Art and Cultural Expressions on March 23, in honor of Women’s History Month.
Community members from throughout Westchester came to watch performances by four remarkable female artists and to listen to a panel discussion on women’s art, inspiration, and challenges.
Leader Stewart-Cousins, Senator Mayer, and ArtsWestcheser welcomed four artists: Estelle Messina Bikibili (Stella the Artiste), a Motown/Soul singer and pianist; Flor
Bromley, a Latin singer/songwriter; Rachel M. Simon, a poet; and Shanelle Watts (ShanelleTheArtist), a spoken word artist.
Senate Majority Leader Andrea Stewart-Cousins said, “It was wonderful to host a Celebration of Women’s Art and Cultural Expressions in honor of Women’s History Month. In celebrating Women’s History Month, we honor the resilience, creativity, and indomitable spirit of women throughout history. In Westchester and throughout New York State, we have a rich tapestry of artistic expression surrounding us, and events like these serve as reminders of the impact that art has on our lives. I extend
my thanks to our four phenomenal artists for their captivating performances, and to my co-hosts, Senator Shelley Mayer and ArtsWestchester.”
Senator Shelley Mayer said, “I was happy to host this special celebration of art and culture in honor of Women’s History Month. In Westchester, we are so fortunate to have beautiful forms of art all around us, much of it thanks to ArtsWestchester. It is important that we uplift female voices in our community and share experiences with one another through art. I thank Senate Majority Leader Stewart-Cousins and ArtsWestchester for co-hosting this event and I thank
the four incredible performers for sharing their work with the community.”
Janet Langsam, Chief Executive Officer of ArtsWestchester, said, “I was honored to co-host this event to elevate women artist’s creative work with Majority Leader Andrea Stewart-Cousins and Senator Shelley Mayer. It is important to ArtsWestchester to make safe spaces for artist’s voices to be shared and to be heard. Art is honest and true because artists, so often, get to the heart of the matter through their expressions. Whether through music, poetry, dance or painting, art connects us and brings people together.”
Student group will open for world-renowned quartet
The Westchester Chamber Music Society (WCMS) is continuing its educational Youth Initiative to partner with chamber music programs at schools and colleges across Westchester County in which top student chamber music groups “open” for world-renowned professional ensembles and receive feedback from members of the ensemble in the form of a mini-masterclass. The students also participate in the post-concert Q&A session with the professional musicians. The very successful kick-off event in March 2023 featured students from the Music Conservatory of Westchester and the Amerigo Trio with the violinist and former concertmaster of the New York Philharmonic Glenn Dicterow. In April 2023, the celebrated Horszowski Piano Trio was joined by an ensemble from the Purchase College Conservatory of Music.
On April 21, 2024, WCMS will present the Momenta Quartet with the violinists Emilie-Anne Gendron and Alex Shiozaki, the violist Stephanie Griffin, and the cellist Michael Haas. The quartet is playing a program of Haydn, Brown, and Schubert. The American composer Elizabeth Brown, will attend the concert and introduce her piece, Just Visible in the Distance, to be performed by the Momenta.
The Momenta will also perform Haydn’s String Quartet in F minor, “Sun Quartets,” Op. 20, No. 5, and Schubert’s String Quartet
No. 13 in A minor (“Rosamunde”) D. 804, Op. 29.
As part of our focus on intergenerational and educational programming, the WCMS Youth Initiative will provide an opportunity for the SEAL String Quartet from White Plains High School to “open” for the Momenta. Mentored by Zachary May, student musicians Lucas Rhode, violin; Emiliano Juarez, violin; Aria Mukhopadhyay, viola; and Saskia Aikman, cello, will play the first movement from Haydn’s String Quartet in D minor, Op. 76, No. 2 (“Quinten”).
Attendees at the concert will enjoy superb acoustics and the intimate experience of sitting close to the musicians, in a space similar in size to the drawing rooms in which Haydn, Mozart, and Beethoven originally performed. WCMS will also be live-streaming the concert to people’s homes with a recording remaining available for 48 hours after the performance for listeners who cannot attend in person.
Following the concert, there will be a Q&A with the professional and student musicians. For 73 years, the Westchester Chamber Music Society has brought to Westchester first-rate artists, such as the renowned cellist Yo-Yo Ma; the Amerigo Trio with the violinist Glenn Dicterow; the Emerson, Brentano, and Kalichstein ensembles; and award-winning young talent, including the

Dover and Ulysses String Quartets. Our mission is to provide live, world-class chamber-music concerts, support chamber-music performers, and help to sustain the arts community.
Each year in Rye, New York, world-class ensembles perform five concerts in an intimate setting with exquisite acoustics. Concerts are in-person and livestreamed
simultaneously to remote listeners with a recording available for 48 hours after the actual performance.
Livestreaming WCMS concerts at very reasonable prices allows us to reach and serve a broader range of community members throughout Westchester and beyond, including older adults and individuals with disabilities who may not attend in person.

A generational mistake
Maybe it’s a function of getting older, maybe I’ve always just been a stick in the mud, but try as I might, I could not feign the slightest bit of interest in this week’s solar eclipse.
On Tuesday, scores of people from all over the eastern parts of the country had their eyes—hopefully covered by eclipse-appropriate glasses—turned towards the heavens as the moon passed in front of the sun at roughly 3 p.m. It was a momentous day for many, a once-in-a-lifetime opportunity to see a celestial phenomenon, but all I could muster was a big “meh.”
Now, part of the issue for me— and others—was that, in a lot of
places, cloud cover diminished the view for us on the ground, making the eclipse less impressive than we were hoping.
But, as often the case with me now, this thing that would have excited me as a child just left me thinking about how it was going to effect the logistics of my day.
Obviously, the eclipse had an impact on the local sports schedule. Some districts closed down for the day, others let out early, and just about every game scheduled for the period of eclipse visibility was postponed by at least 30 minutes or so.
But now, that’s how I measure natural weather phenomena; by how much they throw me off my normal schedule.
When I was a child, I loved nothing more than a snow day. Waking up to a fresh blanket o
snow on the ground and the news that school was canceled filled me with an unparalleled glee. Now, I see snow in the forecast and begin to do the mental gymnastics; If school is canceled on Day X, I think, how many games will I need to cover on Day Y to fill the paper’s sports pages? It was the same thing with Tuesday; when I saw the schedule begin to change due to the eclipse, I wasn’t thinking about the historic nature of the event, only how it might impact traffic patterns.
But I realized, looking at scenes from around the area, that maybe I didn’t have the right idea. I saw the joy people took in the eclipse and thought that maybe, at least this time, being a stick in the mud was the wrong call. Maybe I should have embraced
a more festive attitude, gathered with the masses in a big open field and just enjoyed the moment. Not a big deal, I’ll just do it next time.
And seeing as it won’t be until 2079, I’ll definitely have time to prepare.
Eastchester Lacrosse Teams Light Up the Night for Autism
By MIKE SMITH Sports EditorSometimes, a sporting event is about more than the final score and the two teams on the field.
On Saturday, April 6, Eastchester’s varsity boys and girls lacrosse teams hosted White Plains at Haindl Field for the program’s annual “Light Up the Night For Autism” event, to raise awareness and acceptance for autism and promote a more inclusive environment both in Eastchester’s athletic community and beyond. One of the athletic department’s keystone events during the year, the lacrosse double-header shined a light on the strides the Eastchester athletic department is making in terms of community outreach and promoting athletic opportunities for all.
Eastchester’s ‘Light up the Night for Autism’ event was initially launched during the 2009 spring season and has been run regularly in the years since. Initially, pro-
ceeds from the night were split between Eastchester SEPTA and various outside organizations, including Autism Speaks. For the last several years, the funds not allocated to Eastchester SEPTA have gone to support the South East Consortium, a Mamaroneck-based organization that provides recreation opportunities to children and adults with special needs.
Eastchester Director of Physical Education, Health and Athletics Brad Gitlin noted that with so many groups involved in the event—the town of Eastchester, Eastchester SEPTA, Sports Club, South East Consortium and Athletic Department all have a hand in putting the night together— the weekend has become a true testament to the bonds of the community.
“It’s one of the events we hold each year that allows our community to be engaged in a way that transcends athletics,” said Gitlin. “Although we’re using ath-
letics as a means to spread an important message, this is about supporting groups that provide important opportunities for students.”
On the field, Eastchester’s boys and girls teams split the day, with the boys falling to White Plains in a 10-5 thriller that was much closer than the final score indicated and the girls topping the Tigers 11-7 behind an impressive seven-goal day from Emma Kelly.
“Whether its Unified Sports or programs aligned with the Pupil Personnel Services Department, this is a night where people can share a message, enjoy sports and help to create an inclusive environment,” said Gitlin. “There is a message, this is Autism Awareness month, but in general, we have doubled down on inclusivity in athletics; this is just another way to share what we do with the entire school community.”
