Westchester launches $10M Landlord Tenant Assistance Program

Westchester County is launching the Landlord Tenant Assistance Program which will allow small landlords who own eight units or less, who maintain rent levels that are affordable to residents, to apply for up to $25,000 per unit for repairs to their rental properties.

Westchester hosts 150th Firefighters Association convention Westchester County welcomes the Firefighter’s Association of the State of New York, FASNY, to celebrate its 150th Annual Conference. Tarrytown House Estate on The Hudson will host the event, Aug. 8-13. This week of special anniversary events brings together hundreds of volunteer firefighters, EMS personnel and their families from around the state generating an estimated $1.5 million in total economic activity for the region.

Westchester County Executive George Latimer said: “We are thrilled to welcome back FASNY to Westchester County for their 150th anniversary.

It is a tremendous honor to host this important event in the County. We look

forward to celebrating the brave firefighters, EMTs and their families who have given so much to our community and across the state.”

The FASNY Convention is the most important annual gathering of volunteer firefighters in the state, bringing together members from every corner of New York with renowned speakers from across the country for training, presentations, and information sharing.

County head to co-chair Bar Association Task Force Westchester County Department of Community Mental Health Deputy Commissioner Joseph A. Glazer has been named a co-chair of a new New York State Bar Association Task Force focusing on the impact of the mental health crisis taking place across the state on the public and the civil and criminal justice systems.

Prior to becoming deputy commissioner four and a half years ago, Glazer spent more than two decades as an attorney in private practice and nonprofit and governmental roles working with individuals with behavioral health needs who are justice-involved.

The “Task Force on Mental Health and Trauma Impacted Representation” is comprised of more than two dozen attorneys from across the state, each of whom has relevant experience and leadership roles in civil and criminal law.

County Executive George Latimer said: “Having Deputy Commissioner Glazer serve in this important statewide role will benefit the people of our state and our county at the same time. Since the days of the initial Westchester County Transition Team report right up to the on-going roll-out of

our Mobile Crisis Response Teams, we have worked every day to improve justice for people with serious mental health and substance needs.”

New Bar Association President Sherry Levin Wallach said: “Despite a revitalized focus on the issues, the legal system is continuing to fail the majority of our clients living with mental illness and trauma. They must be treated with compassion, and not automatically criminalized, when and if they interact with the justice system.

Mental illness and trauma must be destigmatized.”

President Levin Wallach is also the deputy executive director of the Legal Aid Society of Westchester.

“For more than 25 years, my career has focused on assisting individuals living with serious mental health needs and co-occurring disorders,” Glazer said. “I am so appreciative of being offered this role and opportunity, sharing the work I have done and collaborating with many other attorneys who commit themselves to this same work and effort, as we seek to improve our state’s laws and practices for the future.”

RXR Awards $185K to local nonprofits in support of New Rochelle youth

RXR, a leading real estate owner, operator and the master developer for downtown New Rochelle, today announced it is awarding $185,000 to six youth-focused community organizations in New Rochelle. The grants are the first to be issued as part of RXR’s $500,000 grant program dedicated to the health, well-being, and safety of New Rochelle’s children and families.

First-round recipients include Environmental Leaders of Color; Lifting Up Westchester; New Rochelle Boys & Girls Club; New Rochelle Municipal Housing Authority; Songcatchers; and United Community Center of Westchester.

Launched in the spring of 2022, the $500,000 grant program follows RXR’s previous contribution of more than $1 million in COVID relief funding to various non-profit organizations in New Rochelle and the surrounding region over the past two years. Grants up to $25,000 were awarded as supplemental funding to existing programs, while applicants for grants above $25,000 were encouraged to partner with other non-profit organizations in New Rochelle to either establish or expand innovative programing that targets a specific need or population.

RXR’s first round of youth programming grants includes: • $50,000 for a healthcare and sports career pathway program offered by Boys & Girls Club of New Rochelle in partnership with Montefiore Hospital and the New Rochelle Chamber of Commerce.

• $50,000 for a science and environmental education program at the Bracey Apartments, run by Environmental Leaders of Color in partnership with the New Rochelle Municipal Housing Authority.

• $25,000 for an early childhood music program from Songcatchers.

• $25,000 for a program to teach New Rochelle high schoolers photography, film and audio production at the United Community Center of Westchester.

• $25,000 for a youth empowerment program hosted by the New Rochelle Municipal Housing Authority.

• $10,000 to fund meals for children of low-income families at a summer camp run by Lifting Up Westchester.

As New Rochelle became the nation’s COVID epicenter in 2020, RXR quickly established COVID Relief Fund with $1 million in seed funding from RXR to help the city’s residents, businesses, and nonprofits. Working in partnership with the City of New Rochelle and other private partners, including the Louis R. Cappelli Foundation, the fund has disbursed over $1 million in grants to the community to date. Grants were awarded to combat food insecurity, provide childcare for essential workers, support telehealth services, help small businesses stay open, bridge the digital divide by providing students with broadband access and iPads, ensure after-school programs remain operational, and provide funding for vaccine incentives.

In 2014, the City of New Rochelle selected RXR, in collaboration with its joint venture partner, Renaissance Downtowns, as the master developer for its downtown, which had untapped potential to transform into a vibrant, active business and cultural district. A Westchester County Rehabilitation Specialist will inspect the property after an application has been submitted to the Department of Planning. If the property qualifies, a three-party contract will be signed between the County, the landlord/ owner and the contractor, for work to be completed by contractors that are licensed and insured to work in Westchester County. Funds will be disbursed directly to the contractor from the County after a progress inspection has been completed.

Anti-abortion protestors sentenced for trespassing Westchester County District Attorney Miriam E. Rocah announced that three men affiliated with the anti-abortion group Red Rose Rescue, including two that live out of state, were sentenced on Aug. 2, to three months in jail following their criminal conviction for trespassing at All Women’s Health and Medical Services in White Plains. Judge John Collins of White Plains City Court imposed fines and court surcharges totaling $750 for each defendant due on or before Feb. 2, 2023.

During sentencing, Judge Collins expressed his opinion that one of the defendants lied during the trial, and that the conduct of all three men during the incident was disrespectful toward law enforcement.

Collins also noted that the defendants placed their personal interests above the rule of law and that their criminal conduct warranted the maximum jail sentence.

“We are pleased that in this case, the Court imposed the maximum jail sentence allowed under the law as we recommended,” DA Rocah said. “Abortion is legal in the state of New York and interfering with a patient’s right to access medical and reproductive care

On Nov. 27, 2021, at approximately 8:40 a.m., the defendants entered All Women’s Health and Medical Services in White Plains, a private medical office, where they remained unlawfully for approximately two hours despite receiving numerous requests and warnings to leave from medical staff and the White Plains Police Department. All three defendants disrupted facility operations and patient services, with two defendants occupying the waiting room, rendering it unusable, and another using his body to create an obstacle in one of the office doorways. They were arrested by White Plains police who had to physically carry them out of the premises.

The case was prosecuted by Assistant District Attorney Celia Curtis of the Trials and Investigations Division.

Free rabies vaccines for Westchester pets on Aug. 27 Westchester County residents can schedule free rabies vaccinations for their dogs, cats and ferrets on Saturday, Aug. 27 from 10 a.m.-3:30 p.m. at the SPCA of Westchester, 590 North State Road in Briarcliff Manor. Call 941-2896 x 110 for a required appointment. There will be no examinations.

Cats and ferrets must be in carriers and dogs must be on a leash. Muzzle all aggressive dogs. An adult must supervise each pet.

“Vaccinating your pet against rabies will protect your pet and your family in case your pet has contact with a rabid or potentially rabid animal,” said county Commissioner of Health Dr. Sherlita Amler.

Under New York state law, dogs and cats must receive their first rabies vaccine no later than four months after birth. They must get a second rabies shot within one year of the first vaccine. Every one or three years thereafter, depending on the vaccine used, dogs and cats must get an additional booster shot.

Owners can be fined up to $2,000 for pets that are not up to date on their vaccinations.

Rabies is a fatal disease that spreads through the bite or saliva of infected animals. Those animals most commonly infected are raccoons, skunks, bats and foxes. However, domestic animals such as cats and dogs are also at risk because they can easily contract rabies from wild or stray animals.

A pet that is up-to-date with its rabies vaccinations would only need to get a booster dose of vaccine within five days of the pet’s exposure to a known or suspect rabid animal. Animals not up-to-date with rabies vaccinations would need to be quarantined or potentially euthanized following contact with a rabid or suspect-rabid animal.

A change in an animal’s behavior is often the first sign of rabies. A rabid animal may become either abnormally aggressive or unusually tame. It may lose fear of people and become docile, or become excited and irritable. Staggering, spitting and frothing at

Westchester’s Regeneron, honored by The Arc New York The Arc Westchester announced on Aug. 10 that one of its longstanding employment partners, Regeneron in Tarrytown, has been honored with The Arc New York’s Employer Recognition Award. The award was presented to Sally Paull, executive vice president and chief human resources officer at Regeneron, during a virtual awards ceremony on July 28.

Regeneron currently employs seven people with developmental disabilities through its partnership with The Arc Westchester.

These individuals work as Vivarium Assistants and execute various administrative and maintenance tasks that are customized

to their skill sets. Each of these individuals is paired with a non-disabled staff partner to help them learn the ropes and become acquainted with the campus. Individuals are consistently given opportunities to grow in their roles by learning new tasks and working additional hours. A true testament to the company’s commitment to inclusive employment and a diverse workforce: during the pandemic, Regeneron continued to pay all employees, including the people we support, regardless of if they were actively working, or not.

A little civility, please As fans, athletes and coaches gear up for another another fall season, the excitement is palpable. Players are no doubt anxious to get back on the field and test their mettle against opposing schools, while the rest of our communities are looking forward to getting the chance to cheer on the competitors donning our school’s colors.

But while I’m always glad to see folks’ enthusiasm for high school athletics, I do have to issue some words of warning to our parents and fans; let’s go easy on the officials this year, OK? As a sports reporter, I take in a lot of games every year. And for the most part, these experiences are pleasant ones no matter how compelling the on-field narrative might be. In my estimation, any game—regardless of the score—can be an enjoyable one as long two teams are out there giving it their all in service of the sport. When this job ceases to be fun for me, however, is when parents and fans forget the true purpose of sports and really start piling on the referees and umpires.

Don’t get me wrong; instances of

officials being verbally abused by fans are by no means an everyday occurrence. The vast majority of games I cover go without any sort of interruption from obnoxious spectators. But when you do get a particularly vocal crowd, boy does it get uncomfortable in a hurry.

Last spring, I was covering a varsity lacrosse game between two highly ranked teams—ones that shall remain nameless for obviously reasons. Regular season varsity lacrosse games feature two onfield referees and, in this instance, one official was clearly out of his depth. The official in question—an older gentleman—was simply unable to keep up with the blistering pace-of-play, finding himself badly out of position in several instances and often making questionable calls that would force his partner into the unenviable position of overturning those head-scratchers.

He had a pretty rough game out there, all told, made no easier by the fact that everyone at the field—from the players to the fans to the coaches—derided him at every turn. It became embarrassing to watch after a while as you could this particular official shrink within himself, visibly willing the clock to tick down faster so he could simply escape the situation.

Now, should this guy have been on the field in a game between two solid varsity teams in the first place? Probably

not. But the sad truth is that, because of how much abuse is heaped on these officials, it’s getting harder and harder to find referees who are willing to spend two hours as a target for some truly disgusting behavior.

It happens across all age levels too; from Little League to high school sports to adult recreation leagues, the idea of “acceptable” behavior by fans has been pushed to an untenable breaking point.

Spectators and coaches feel somehow

entitled to lambast referees, so it’s no surprise a growing number of officials are deciding that putting on the whistle simply isn’t worth it.

This year, however, I’d like to see us do better. I’d like to see fans take it upon themselves to show a little more restraint.

I’d like to see coaches setting a better example for their players, and I’d like to see school administrators more willing to remove unruly fans—particularly the adult ones—from the premises as soon as

their behavior crosses a line.

The only way we’re going to end this epidemic is through vigilance and empathy. And for those fans who simply don’t believe they will be able to control themselves for four quarters of a sporting event without acting like a complete jerk?

Just stay home. I’m sure you can find a ton of things to scream about on Twitter.

Hudson Valley boys sweep Hoops Fest

The Hudson Valley basketball team may have only had four days of practice heading into the BCANY Summer Hoops Fest, but judging by the way the local hoops squad handled itself last weekend, you never would have known it.

Facing off against the top competition from all around New York State, the Hudson Valley team stormed through the gauntlet, going a perfect 6-0 to capture the Hoops Fest title.

Head Coach Tyrone Carver—who has helmed the team in each of its last four trips to Johnson City—said that it was apparent from the very first practice that this team possessed both the ability and the maturity to handle the grueling six game tournament.

“The players came in the the right mindset, putting their egos aside and doing what was best for the team,” said Carver. “We had four practices and by the time we were done, I was very confident that we had a system in place and comfortable in our ability to execute that style of play.”

The team rumbled through the opening round, beating Southern Tier 73-66 in the tournament opener on Aug. 5 before turning on the jets in their three Saturday games. On Saturday, the Hudson Valley team topped Buffalo (84-41), Rochester (76-57) and Mid Hudson (83-67) to advance to the semifinal round game against Central on Sunday morning.

That semifinal round game against the undefeated Central was the Hudson Valley’s toughest test, but one that they passed with flying colors, beating Central 85-71 behind 23 points from Mount Vernon standouts Dylan Colon and Elijah Morris and 21 points from Mamaroneck’s Aidan Roy. “It was weird that the

tournament had us slated to go against another 4-0 team in the semifinals,” said Carver. “They were a formidable team but it was just an awesome game for us defensively.”

In the finals, Hudson Valley routed the Capital region team 85-55, getting 18 points from Panas guard Alex Tavarez to bring home the gold medal.

Carver said that he knew his team was coming into the tournament somewhat undersized, but knew that the play of his talented backcourt could create matchup problems for the rest of the teams in the competition.

“Our guard play was solid, with Morris and Colon from Mount Vernon; Aidan played really well and those guys, along with Alex Tavarez really spearheaded our guard attack,” said Carver.

“When we shot the ball well, we won pretty handily and when we didn’t, we were jut able to grind it out.”

Hudson Valley’s girls also competed in the tournament, posting a 1-3 record but finishing out the event on Saturday with a 69-61 victory over North Country. The

tournament win was the first for a Hudson Valley boys team since 2014, something that Carver admitted made the entire experience even

sweeter.

“For me as a coach, this first time in four years that we’ve been able to win the entire thing,” he said. “But

it’s special because we had a great group of guys that were committed to do this and do it well. And it was great to be able to share this
