BJP national president Amit Shan on Wednesday alleged that illegal immigrants from Bangladesh are taking away the jobs of locals in Assam and said if the party is voted to power in the upcoming assembly elections then it will stop illegal immigrants' entry into the state. "Already the process of identification of illegal immigrants has started," he said. Shah, who was in Kokrajhar to attend the 13th anniversary of Bodoland accord inked by former prime minister A B Vajpayee, also announced BJP's alliance with Bodoland People's Front (BPF) for the 2016 assem-

bly polls. Bodoland has around 12 assembly seats. BPF has sought a Rs 1,000 crore package as a condition for supporting BJP. "We will give more than Rs 1,000 crore for the development of Bodoland," Shah said. "Already BPF leaders has given to me details of where and how these money will be spent." BJP also returned to Lok Sabha campaign model as Shah attacked Congress in Assam for the killing of one-horned Rhinos by poachers. "In the last three years 100 rhinos were killed and if the Congress government remains in next 10 years there will be no rhinos here," he said. "In last 15 years development

"Congress rule in Assam is marked by corruption and benefiting their own family members. Shah claimed that states ruled by BJP, including Rajasthan, Gujarat, Maharashtra and Madhya Pradesh have 24x7 electricity, roads, hospitals and

drinking water. "Assam is one of the highest maternal mortality ratio. The state also has high cases of crime against women. Around 36 per cent of people of Assam do not have electricity, around one crore people live below poverty line, and there is 23 lakh unemployed. Around 46 per cent farmers do not have access to irrigation despite that fact that Assam has mighty river Brahmaputra," he said. The BJP president said that Tarun Gogoi-led government is yet to utilise several schemes of the Centre. "Even UPA government had stopped funds in some projects as the state did not submit the certificates. There must be a government here which can implement the schemes of Centre, not quarrel with the centre," he said.

Inaugurating a full frontal attack on the Tarun Gogoi led Congress government as the political plank for the election campaign in Assam, Sh Amit Shah called Tarun Gogoi's government as the worst and the most corrupt government. He substantiated his claim by drawing attention to the findings from the CAG reports that clearly mention "serious financial irregularities" to the tune of Rs 1,80,000 Crores. According to CAG’s Audit Report 2014, “The CAG did not get replies of 822 Inspection Reports for more than 10 years. At a time when cases of poaching of the endangered one-horned rhino in Assam’s Kaziranga National Park is going up day by day a top Central Industrial Security Force (CISF) Commandant had urged before the government to arm the forest guards of the world famous national park with the sophisticated MP-5 pistols at the earliest.

“The union home ministry, the state government and the authorities of Kaziranga National Park must immediately issue new pistols made in Germany to the security guards for combating poachers along with AK series rifles, only then poachers can be tamed against rhino poaching” said Tushar Shakri, Commandant of CISF unit based at Assam and Assam Arakan Basin headquarter of the ONGC at

Cinnamora during an interaction with this correspondent. Tushar who is the commandant of the CISF of the ONGC also added that “in North East security guards with new sophisticated weapons is to meet the changing pattern of security scenario which has become very challenging for anybody to keep the operational sights and area secured which is always a challenge to keep away from any existing security threat now and then”.

The CISF commandant said it is high time for all security personnel to get sophisticated weapons as we CISF being provided with MP-5 pistols which is being used worldwide today to combat any force. “These German made pistols are not for long range target but for medium and short range targets. Such pistols at present would be very effective in combating poachers at the wildlife sanctuaries

which are very easy to target. Quick and swift action could be taken between short and medium ranges as per study made by security experts”, the CISF official said. It might be mentioned that while most of the forest guards deployed at KNP carry the obsolete and old-fashioned .303 rifles to battle poachers under adverse conditions, evidences have been found that their counterparts – the poachers carry sophisticated AK series rifles.

Embattled Arunachal Pradesh Governor J P Rajkhowa on Wednesday strongly defended his actions of advancing assembly session and fixing its agenda claiming that the Chief Minister and the Speaker were "hand-in-glove" and trying to remain in power despite losing majority, even as the Supreme Court observed that he cannot take away the House's discretion on the basis of "mere apprehension". Terming the political situation in the "sensitive border" state as "chronic and chaotic", Rajkhowa's counsel said, "the Speaker (Nabam Rebia) was under the clout and was hand-in- glove with the Chief Minister (Nabam Tuki). "The Governor apprehended that the biased Speaker would act in support of the Chief Minister...It was not justified to wait till January 14 this year, so he ad-

vanced the session to December 16. This was done for the public cause and in their interest. What was wrong in that?" A five-judge constitution bench headed by Justice J S Khehar reiterated its objection, saying the Governor may advance assembly session but he cannot take away "discretion of the House" to "discuss, debate and decide" any issue. "There are two aspects to it, that is whether the resolution (to remove the Speaker) is debated upon and decided is upto his discretion or the discretion of the House. How can you (Governor) ask them to deal it as the first agenda?... Who is he to say this. Therefore, by saying so, he has taken away discretion of the House," the bench, also comprising Justices Dipak Misra, M B Lokur, P C Ghose and N V Ramana, said. It also said that the Governor cannot act on mere apprehension and has to apply his

"intellect" so that the "sanctity of democracy remains". "The Governor cannot act on mere apprehension. He has the right to play under the Constitution, as constitutional discipline warrants that the sanctity of democracy remains," it said. Senior advocate T R Andhyarujina, appearing for Rajkhowa, began the arguments by referring to the sequence of events andalleged "arm-twisting tactics" adopted by the Tuki government in its attempt to rein in 21 revolting MLAs and said there was little scope for judicial review of the discretionary decisions taken by him. The bench, examining constitutional schemes on the scope of discretionary powers of the Governor and his actions to advance the assembly session, also said, "not only the Governor but any prudent man will apply his intellect before acting on a complaint or an apprehension."

They in their representation stated that there has been an increasing of a complete denial of fair treatment of the Indigenous people day after days in N.C Hills District which was forcibly changed into Dima Hasao even after repeated objection from the Indigenous People Forum who comprises 67% of the population. Due to the change of nomenclature after the dialect of mere single majority tribe, the indigenous people started to get the stepmotherly treatment in every ways. In the recent recruitment under the administrative control of N C Hills Autonomous

council in various departments, the Dimasa community occupied 90% of the vacant post. It is also necessary to bring to your notice that many qualify student who have passed out from the reputed institutions with good percentage were not judged qualified or selected but instead those are selected who are recommended by the Council CEM and Ems. It is clear that all the appointments are not as per norm and merit basis but instead we feel that it is purely a political appointment. ET Correspondent Khonsa, Feb 10: The Tirap District Level Monitoring Committee meeting was held at DC's conference hall, Khonsa on 10th February in which all the representatives of development departments attended. Tirap Deputy Commissioner while reviewing the progress of work under various schemes displayed by the executing departments through a power-point presentation said that there should be proper working coordination between the different departments to ensure quality work and timely completion. He opined that the departments engaged in building construction should invariably consult the power department to ensure proper provision for electrification of the buildings being constructed. While expressing his dissatisfaction over the inferior quality of work on the PDS godown at Khonsa under the urban department, the Deputy Commissioner asked the executing agencies not to compromise with the quality of work at any cost. The Deputy Commissioner further

urged all the departments to complete the schemes under BADP and other programmes before March and told the HoDs to maintain complete transparency. Earlier, in his welcome address P. The augmentation of water supply at Khonsa under NLCPR has been completed and colony-wise water storage tanks have been constructed by the PHED. The department is also taking up a number of schemes under BADP and MsDP. The WRD has taken up 4 rain water harvesting schemes and 12 rooftop water harvesting projects in Deomali circle. The Urban department

has completed storm water drainage construction at Khonsa Township and the PDS go- down at Deomali. The DRDA has taken up a number of important schemes under MsDP, BADP and MPLAD which are under progress. AK Tiwari, JE, DRDA while participating in the deliberation, threw light on the progress of work under Lazu and Dadam CD-Blocks. MSMEs Contribution to Economy Domestic violence A bitter truth of the 21st century Now-a-days often when we scan through the newspaper or while watching the television, we come across news related to torture and brutality against various members of the family. Mostly these members comprise women in the age group of 15-40 years. This brutality has been termed as domestic violence. Domestic violence against women has become very common in society and is present in every other household. Violence against women is rampant in India. According to India's latest National Family Health Survey-Ill, which interviewed 1.25 lakh women in 28 states during 200506, over 40% of women reported being beaten by their husbands at some point of time. Surprisingly, over 51% of the 75,000 men interviewed did not find anything wrong with assaulting their wives. More shockingly, around 54% of the women surveyed thought that such violence was justified on one ground or the other. Indian society makes domestic violence invisible and leaves it cocooned by feelings of guilt and embarrassment; according to some findings, two of every five women in an abusive relationship in India do not speak up about the abuse they undergo because of shame and family honor. And this is despite the fact that surveys of women across urban slum; non-slum and rural areas have shown that up to fifty per cent of them have suffered from at least one form of domestic violence in their marital lives. Laws to deal with domestic violence do exist and they include Section 113 A of the Indian Evidence Act, Sections 498 A and 304 B of the Indian Penal Code, and the Dowry Prohibition Act of 1961 and the Domestic Violence Act which came into force in October 2006. The effect of such laws is, however, currently limited. The possibilities of domestic violence are more rampant in rural areas. In rural areas, young girls are married off at the tender age of 12 or 13 before they reach puberty. They have little knowledge about sexual relationships which they are going to share with their husband. On the other hand, men are mature enough and they expect a lot from their marriage. When the women cannot fulfill the needs and urges of the man, he starts exploiting and man-handling her. She has no clue how to handle the situation and so she escapes to her father's house. Some steps which can be taken to at least reduce the violence against woman is that they should receive education. Education is a powerful tool which helps women to decipher what is beneficial or what is harmful for them. It helps them to choose all such better means which will help them lead a better life. Women should be made self-reliant. They should earn for themselves and should not be dependent on anyone for any financial help or for fulfilling their desires. This surely is an effective way to curb domestic violence.

The stunning disclosures Headley's Deposition Lashkar-e-Taiba terrorist-turned-approver David Coleman Headley revealed a goldmine of information for Indian authorities on various aspects leading to the 2008 Mumbai terror attacks, while deposing via video conference from a US jail before Special TADA Court Judge G.A. Sanap in Mumbai. Among the stunning disclosures was a hitherto unknown fact that two unsuccessful attempts were made in Mumbai in September and October 2008 which failed, before the final strike at multiple locations in south Mumbai on November 2629, 2008. He spilled the names of officials connected to the Pakistan Army and spoke of their role, its dreaded Inter-Services Intelligence (ISI), the LeT and others who were involved in the conspiracy, planning and execution of the 26/11 attacks which killed 166 people and injured hundreds more. Headley also named LeT founder Hafiz Saeed and his close associate Zakiur Rehman Lakhvi - both suspected right from the beginning since the investigations were launched by Indian agencies after the attacks. Naming two people directly linked with the Pakistan Army and the ISI - Major Iqbal and Major Ali - Headley unravelled how he was arrested by the Pakistan Army around 2002 when he was going to meet a drug smuggler to make arrangements to send arms and ammunitions consignments to Kashmiri groups fighting the Indian Army. The two army majors also supervised his two-yearlong training by the LeT at a camp in Muzaffarabad, which is in Pakistan-occupied Kashmir (PoK), he added. Admitting he was a functionary with the LeT, Headley identified a picture of his main contact in the terror group - Sajid Mir - and LeT founder Hafiz Saeed and said he was "inspired" by Saeed's fiery speeches to join and was trained by the terrorist group in 2002. Both Saeed and Lakhvi used to address these terror training camps, while others like Abu Furkad, Sanaullah, Abu Hanzala, Abu Saif, Abu Fahadullah and Abu Usman were his trainers. In those two years, he was given leadership training, how to handle AK-47 assault rifles, bombs and explosives. Headley said 10 terrorists were to strike in the first attempt in September 2008, but the terrorists' boat hit some rocks in the Arabian Sea, resulting in loss of weapons and ammunition, but those on board survived as they wore life jackets. The second attempt came in October, with the same people involved as in the first, but that also failed for unknown reasons, before the third and successful attack was executed on November 26 that year. Headley's deposition might help the prosecution's bid to nail alleged co-conspirator and handler of the terrorists, suspected LeT operative Zabihuddin Ansari alias Abu Jundal. Jundal is currently the sole person under trial in the case. Executed Pakistani gunman Ajmal Kasab identified Jundal as his handler. Jundal is also attending the proceedings via video conference from Arthur Road jail where he is currently lodged. His plea to be physically present for the proceedings was rejected by the court.

New Delhi, Feb 10: Indian economy will grow at a 5-year high of 7.6 percent in the fiscal ending March, overtaking a slowing China, on the back of improvement in manufacturing and farm sectors. Gross domestic product (GDP) will expand by 7.6 percent in 2015-16 compared with 7.2 percent a year earlier, according to the Central Statistics Office (CSO). The previous high at 8.9 percent was recorded in 2010-11. China grew 6.9 percent in 2015 while Russia contracted 3.7 percent. Brazil is forecast to shrink 3.7 percent. However, India's GDP growth slowed to 7.3 percent in October-December, from the revised 7.7 percent of the previous quarter. The other regions are UAE, Lebanon, Qatar, Philippines and Indonesia, Zomato said in a statement. It had started operations in India in 2008 had expanded to Dubai as its first international foray four years later. In the last three years, Zomato has expanded its operations to 23 countries. TRAI says no to Facebook's Free Basics, Airtel Zero

New Delhi, Feb 10: Ruling in favour of net neutrality, the Telecom Regulatory Authority of India on Monday struck down differential pricing barring companies from charging or offering data traffic on discriminatory basis. Issuing the 'Prohibition of Discriminatory Tariffs for Data Services Regulations, 2016' that bars service providers from offerring or charging discriminatory tariffs for data services on the basis of content, TRAI said it would levy a penalty of Rs 50,000 per day on companies violating the rule. Announcing the final guidelines on differential pricing, TRAI said that "No service provider shall enter into any arrangement or contract that has the effect of discriminatory tariffs for data services." This statement/ rule, which comes amid the debate of net neutrality in the country, will come into immediate and will be renewed every two years. "Prohibition of discriminatory tariff is necessary to ensure that service providers continue to fulfill obligations in keeping internet open and non-discriminatory," TRAI said. Sounding a strong warning, TRAI said

The Magic Pot Once upon a time a farmer, Gopi, lived in a village. He had few acres of land. One hot afternoon, the poor farmer was digging his field. All of a sudden, his spade hit something. Then he continued his digging. "It is a big metal pot," said Gopi. It was big enough to boil rice for more than hundred people. "It does not seem to be of any use to me. I will dig deeper.
