Union Minister of State for Home Kiren Rijiju on Wednesday said that the government has sent dietitians to each and every border post to ascertain the quality food served to BSF jawans. Rijiju said on the sidelines of DigiDhan Mela in Guwahati that the government is not going to make any compromise on quality of food served to the jawans. In the same breath, he also cautioned against making an issue out of the video, purportedly posted in social media by an aggrieved BSF jawan , which showed poor living condition of the personnel.

SC dismisses plea seeking to lift '100 p.c. tax exemption' granted to political parties New Delhi, Jan 11

The Supreme Court on Wednesday said recognised political parties need money to propagate their respective “political regime”, and dismissed a petition seeking to lift “100 per cent tax exemption” granted to them. A Bench led by Chief Justice of India J.S. Khehar did not find any merit with the petition

filed by advocate M.L. Sharma challenging certain provisions in the Income Tax Act and the Representation of the People Act. Mr. Sharma had challenged the constitutionality of Section 13A of the Income Tax Act of 1961 and Section 29 of the Representation of the People Act, 1951. The petition asked the court to decide on why ordinary persons are taxed, while political parties enjoy

Assam finance minister Dr Himanta Biswa Sarma on Wednesday said the state budget for the financial year 2017-18 will be tabled on Feb 7. state have been estimated as Rs 40,650 crore in the next financial year including Rs 5500 crore paid for state loans,” the Assam finance minister said. The Assam minister further said that, the state government will release all budgetary allocations to the all departments within February 28. The next state budget session will be started from Jan 31. The Assam finance minister said that, the state government will be tabled the budget of 2018-19 within the month of January.

Avneesh Singh inaugurated a cooperative weaving centre for women at Jutliban established by Daisajan Army camp of 7 Madras Regiment under 'DAO Division'. This project is a part of operation Sadbhavana. Indian Army donated two embroidery machines and 15 sewing machines, along with setting furniture and other infrastructure to establish this skill development centre for women of Moran community, including other sections of other communities of this area. Keeping in view, the unskilled women unemployment in this area Madras Regiment has taken this social welfare project in hand to help the poor and unemployed women and men of this area. DMO conducts one day Rijiju unveils Taak Soi Dedication Pillar workshop on IPPI and Mission on 17th foundation day of GWS (P) Aalo, Jan 11 : “The ZirdoKadu Road, a Mission Project of GWS connecting people of Ego Bango, Ramle Bango with East and West Siang districts on self-help basis in a mission mode is an unique and unprecedented example set by the Galo Welfare Society”, said Minister of State for Home Affairs Kiren Rijiju while unveiling the Taak Soi Dedication Pillar on the occasion of the 17th foundation day of the GWS at Zirdo on January 10 last. He lauded the exemplary job to conquer the tough hills of Taak Soi and assured that they could rely on him to see to it that a good allweather road connects the east and west soon. Rijiju also spelt out major commitments given in the past, stating that no pending proposals sent by the state government are left at Delhi and clarified that many new projects could not be sent due to political upheavals in the state in the last few years, while also assuring that political differences would in no way disturb the social set ups and development issues concerning the state.

A two-fold classification of water problem villages was followed –water scarcity villages which were those without an assured water source within 1.6 kms or 100 meters of vertical distance; and health problem villages which were endemic to diseases such as cholera, guinea worm, etc., or which had water quality problems of excess fluoride, iron, salinity etc. Considering of all the facts, a Technology Mission on drinking water and related management was introduced in 1986 which later came to be known as Rajiv Gandhi National Drinking Water Mission (RGNDWM). Unfortunately the success or failure of the said belt in regard to implementation of these projects and schemes need to be boldly shared by local population too to some extent who hardly put their water related demand in their memorandum or letter to the public leaders or departments concerned portraying their genuine suffering and hardships if exists.

Police observes Road Safety Windpipe split into two, airlifted from Assam, man lives to tell the tale Week in Bokajan; Chocolates New Delhi, Jan 11 : His windpipe was split into two, multiple ribs were fractured and blood had accumulated in both his lungs. Despite the odds being against him, 43-year-old Sunil Chakraborty survived after he was brought from Assam to the capital in an air ambulance. Chakraborty, a resident of Dispur, met with a road accident while riding a two-wheeler. Doctors said that such was the impact that his windpipe split into two. At Dispur, a tube was inserted to supply oxygen to the body — but that was only a stopgap. Hanging on to life, he was airlifted to the capital’s Apollo Hospital for trauma care. “When he was bought to the

emergency, he was barely hanging on to life. That his wind pipe was split into two was the first challenge, as it was difficult to maintain lung oxygen. There was no connection between the upper and lower end of the lung. So the first priority was to provide ventilation to the lungs,” Dr Suresh Singh, consultant, ENT, Head & Neck Surgery, at the hospital said. Doctors said the air ambulance came with its own share of risks, but it was also what saved him. “There is a concept of A-B-C. A is airway, B is breathing and C is circulation. Maintaining all three is crucial during an airlift. When a patient is not

able to breathe on his own, it has to be ensured that oxygen keeps going into the lungs so that there is circulation to all tissues. Any issue with lack of oxygen for a duration could result in death,” Singh said. “Air ambulance is definitely more challenging. Because when a patient flies at a higher altitude, the oxygen circulation is low. It is hard to have these three primary parameters under control, when both oxygen circulation and surrounding pressure is low. And with the wind pipe being damaged, the airlift would have been even more critical,” Singh said. Following the airlift, emer-

gency management was done in less than 15 minutes. “When he was shifted to the emergency, it was found that a piece of chest bone had entered the wind pipe, which resulted in less space for ventilation. The first priority was to provide ventilation,” said the doctor. Doctors used bronchoscopy, a procedure which allows them to look at the airway through a thin viewing instrument, to suture the wind pipe. It was also found that fragments of breast bone were compressing the windpipe. “Thoracic and pulmonary surgeons joined these fragments and sealed the defect,” Singh said.

Shillong, Jan 11 : She still calls them Mummy and Papa. But their "little daughter" is disgusted over the state of affairs she is in after she was raped by more than thirteen people after her Mummy and Papa along with other accomplices, Tarisha Mary Kharbamon and Mona Lisa Shangpliang, took her to varied guest houses, hotels and even used their own homes for flesh trade. The 14-year-old girl from Ichamati, East Khasi Hills, who was sexually abused, trafficked and raped for more than a year is unhappy over their guardians becoming tormentors rather than her protectors. The modus operandi of the traffickers was to transport the girl to clients in a vehicle at night. They picked her up the next morning. She did not get a chance to escape or inform the matter to the police as she was under surveillance. Mamoni's husband Sandip Biswa would often drive the vehicle carrying the traffickers and the victim. What irks the victim is that Mamoni Parveen assured the girl that she would be treated as her own daughter as she had only two sons and another assurance was that she would be educated by her in Shillong. The girl has studied till Class III. The minor girl cannot comprehend the criminal act of her guardians whom she addressed as Mummy and Papa.

What annoys her now is also the denial of Julius Dorphang in the crime of rape. She wondered as to how Julius can deny his involvement in the crime as she reiterated that twice she was raped by Julius, once in a guest house at Motinagar and another somewhere in Ri Bhoi. "I came to know that Julius denied his involvement in the crime through the media. How can he deny the atrocities committed by him on me," she asked this reporter. Julius had also termed that it was a political vendetta, but the girl has no interest in politics as her concern now is to ensure maximum punishment to the guilty. The girl identified the photo of Julius and said, "It is him, Julius the 'Minister'." It was an elderly woman Renu Bora from Ichamati who first met the girl at a tailor's shop in her village and told her that she can go to Shillong to get a job. Renu contacted her daughter Ganga Chettri who is residing in Happy Valley to assist her. Ganga sought the help of another elderly lady, identified as Sumitra Chettri, working at PHE at Madanrting to help the girl. Subsequently, Sumitra introduced the minor girl to Mamoni hoping that she would take care of the child. Sumitra told The Shillong Times that though she knew Mamoni, she had no inkling of what was

While for the first time she was sexually exploited by Julius Dorphang in a guest house at Motinagar sometime last year when she was 13, the last time she was raped was at Marvelene's Inn at Rilbong on December 15 night by the client Madan Bahadur Thapa. The next morning, the traffickers led by Mamoni brought her back to Demthring in a car. The girl narrated how she escaped from the rented house of Mamoni at Demthring. "After Mummy and Papa left for a meeting at Laitumkhrah, I decided to

escape from there. I asked the neighbour, a Manipuri lady, to give me Rs 20 and I boarded a bus. I sat on the floor of the bus in a corner so that nobody, especially Mummy, would notice me when I was travelling. The bus conductor noticed me, but I told him to be silent with a forefinger on my lips. Then I got down at Civil Hospital junction and wanted to go to Barabazar to fetch a vehicle to Ichamati. I was bleeding. Then I saw two ladies from Ichamati whom I knew going to Laban Bazaar. They helped me to walk and took me to their house. Elder of the two talked to my mother over phone. My mother cried. My uncle's wife told me not to come home now, but to go to the police station and report the matter. They booked a vehicle and took me to Laban police station. Then the police took me to Ganesh Das Hospital. Police later led me to the Rilbong guest house." The girl said that the strange thing she noticed was that Usha Deb Barman, the waiter of the guest house told the police that he did not know her. "While the waiter was still denying, a call came from Rashmi (Mamoni) in his mobile instructing him (Bhaiti) not to reveal anything to the police. Police asked him to put on the loud speaker of his mobile. "Bhaiti, when anybody asks don't tell that the girl and Madan

The girl did not get any money though she was exchanged for cash ranging from Rs 7,000, Rs 10,000, Rs 30,000 to Rs 60,000. "As a child, I did not know what was going on and whatever happened was without my consent. In the FIR at Madanrting police station, I told everything to the police. In the police station, Mamoni asked me why I was telling a lie. She told the police that she did not know the waiter. Mamoni also told the police that the waiter was her boyfriend," the girl recalled. The girl questioned the double standards of Mamoni who promised her that she would be kept as her own daughter. According to the girl, Mamoni never helped her even when she complained that Mamoni's 'friend' Julius slapped her after he abused her the second time somewhere in Ri Bhoi. "My father came to meet me in Shillong on December 23 last. Prior to this, he came to meet me once. He cried and told me that nothing would have happened to me if I was at home in Ichamati. Papa was unhappy over the current state of affairs," the girl said.

'Chinese agencies helping NE militants in Myanmar'

Dimapur, Jan 11 : Chinese intelligence agencies have been helping various insurgent groups of North-eastern India having bases in Myanmar, and top anti-talk faction of ULFA Paresh Barua has currently set up base in Ruili, a Chinese town in the Myanmar border. Disclosing this, L R Bishnoi, Additional Director-General of Police, Assam, on Tuesday here also said that Paresh Barua had also drawn up plans to supply arms procured from Chinese agencies to smaller armed groups of the North-eastern region, reports The Indian Express. "Barua in fact has been in Ruili for quite a long time, and only occasionally visits the ULFA camps that are located closer to the Indian border primarily because of security reasons," Bishnoi said. Ruili is an important Chinese border town in the Yunnan Province famous for bustling border trade both legal and illegal - with Myanmar. Various ethnic communities having mem-

bers on the Indian side in Arunachal Pradesh have reportedly made it easier for the rebel groups to find local support there. "Chinese intelligences have been helping, directly or indirectly various insurgent groups of the North-eastern region that have their bases and hideouts inside Myanmar. These groups are under increasing influence of the Chinese agencies, and ULFA leader Paresh Barua is among those top leaders who have been in regular touch with the Chinese liaison office in Ruili on the China-Myanmar border," ADGP LR Bishnoi said. He was speaking at an orientation programme called "Sabal Bidhayak" for newly-elected members of the Assam Legislative Assembly here. Pointing out that camps of different rebel groups including the Barua faction of ULFA and Khaplang faction of NSCN were "still intact" inside Myanmar, Bishnoi said that these groups have now taken to launching joint at-

tacks on security forces on the Indian side. "They have launched a new strategy of launching combined attack on security forces in districts close to the Myanmar border. While extortion continues to be a menace, it has drastically come down in the recent months," he added. Khaplang's is the largest group: Giving a break-up of the cadre strength of different North-eastern rebel groups in Myanmar, ADGP Bishnoi said that while the Khaplang faction of NSCN had over 1,000 cadres there, People's Liberation Army (PLA) - a Manipuri group came second with over 250 men. "Taking into account at least ten North-eastern rebel groups having their bases and hideouts in Myanmar, there should be close to 2,500 militants from the region in that country. Of them NSCN(K) alone has a little over 1,000 men, followed by around 260 of the PLA, 230 of the UNLF and a little over 200 of the ULFA faction of Paresh Barua," Bishnoi said. According to him, the strength of the NSCN(IM) there would be between 80 and 120, NDFB(S) about 160, KYKL, Prepak and Prepak (Progressive) around 10 each. "Two things that have been happening there is that while the rebel groups of the region work in close coordination, they get almost 100 per cent support from the local communities close to the Indo-Myanmar who belong to various Naga tribes. These villagers not only provide them food and shelter, but also guide them through the mountainous track," Bishnoi said.

There has been, in recent times, an unusually public conflict between the judiciary and the executive over the shortage of judges in various high courts. Amidst the perception that the situation has reached crisis proportions and is threatening to cripple judicial functioning, it is somewhat disconcerting that as many as 43 names out of a list of 77 recommended for appointment have not found favour with the Centre. It has informed the Supreme Court that these names require reconsideration by the collegium. The Centre contends that it has cleared 34 appointments, and that there is no file pending with it. It appears to have taken the cue from the remarks of the Chief Justice of India, T.S. Thakur, that it is better to send back the names it is not happy with rather than keep the entire list pending. The collegium is now obliged to return to its recommendations and examine the government's specific objections about the suitability of each candidate. This may further delay the filling up of vacancies, which have been well above the 400mark at the high court level for some time now. The executive, of course, is bound to make the appointments if the collegium reiterates the recommendations, but it is quite unusual that such a large number of names should be returned. It raises the question whether larger differences between the judiciary and the executive are playing out in this form. Chief Justice Thakur has been quite vocal and unsparing in his criticism of the delay on the part of the executive in filling up vacancies. In open court as well as in public forums, he has highlighted the grim situation as the judicial branch is grappling with an enormous work burden, on the one hand, and an exploding docket on the other. The executive feels it is being blamed for delays that are not entirely of its making, and contends that high courts have contributed to this situation by letting vacancies lie unattended. Another possible undercurrent is that the Centre is unhappy over the Supreme Court collegium delaying its nod to the revised Memorandum of Procedure for judicial appointments sent on August 3. Despite the obvious difficulties in the task, the judiciary and the government should attempt to forge a quick consensus on the revised procedure and avert the crisis reaching a flashpoint. The Centre should not be seen as delaying appointments or seeking to dilute judicial primacy, while the judiciary should not be seen as stalling improvements in the appointment process. An agreement is vital to institutional reform.

Gathering Team Trump Even as protests continue to swirl across the U.S., the President-elect, Donald Trump, has embarked on the first and arguably most important project of transitioning to a new government: picking the White House team that will carry out his policy agenda. The exercise acquires added significance given the earthquake-like impact of his election victory on a variety of constituencies, including different segments of the American people, and the U.S. Congress. In an ideal world, the team that he picks to run the White House would have to be capable of helping him balance the deep anxieties of liberal America with the irresistible demand from his conservative backers and independent supporters that he deliver on the promises made during the campaign. His task is more straightforward with regard to Capitol Hill as both the Senate and the House of Representatives are now controlled by the Republican Party. However, Mr. Trump's messy rise through the primaries divided the party's leadership over their acceptance of him as their nominee, and thus this relationship is also in need of healing. Mr. Trump's initial stab at West Wing appointments is off to a start that could be characterised as astute yet polarising. In picking Reince Priebus as his Chief of Staff, Mr. Trump has signalled to House Speaker Paul Ryan his desire to put the nastiness of the campaign behind them. Mr. Priebus and Mr. Ryan are Wisconsin politicians who go back two decades. As the longstanding head of the Republican National Committee, Mr. Priebus walked a tightrope over the fraying ties between Mr. Trump and party heavyweights during the darkest days of the campaign. Having thus proved his organisational acumen and loyalty to Mr. Trump, it is fitting that Mr. Priebus will soon be tasked with negotiating with Congress, executive branch agencies, and external political groups to implement Mr. Trump's agenda. The other high-profile choice will be harder to swallow for many: Steve Bannon, the CEO of the Trump campaign and the former CEO of the "altright" media house Breitbart News, as his Chief Strategist and Senior Counsellor. Under Mr. Bannon, Breitbart was accused of being racist, anti-Semitic, misogynist and prone to conspiracy theorising. Yet Mr. Trump has indicated Mr. Bannon and Mr. Priebus will be "equal partners to transform the federal government", a possible hint of a plan to create a multipolar power structure within the White House. Mr. Bannon's appointment, a likely nod to the far-right constituencies that were so strongly with him, has been balanced by a more practical-minded and mainstream-focussed Mr. Priebus. In the 67th year of the Republic and 70th year of freedom, we find ourselves engaged in a heightened debate on the imperatives of preserving the constitutionally ordained jurisdictional equilibrium between the legislative, executive and judicial branches of the Indian state even as we celebrate the expansion of constitutional freedoms and the resilience of our democracy. At the heart of this debate is the reach of judicial review power exercised by the Supreme Court. Given the tenuous relationship between the executive and judiciary, the subject is increasingly relevant to the functioning of our constitutional democracy. While the sterling contribution of the court in asserting the inviolability of and expounding the right to dignity as the core constitutional value has been universally acclaimed, questions recur about the rightful limits of judicial intervention in the matter of policy choices in the executive and legislative domains. The foundational principles Some of the court's transformative judgments are recalled to indicate the evolution of our constitutional order, premised on protection against the arbitrary exercise of power, non-discrimination and "constitutionalisation of socio-economic rights". Establishing the procedural fairness and reasonableness test in Maneka Gandhi (1978) to determine the constitutionality of the exercise of executive power and declaring in M. Nagaraj (2006) that Articles 14 (right to equality), 19 (right to fundamental freedoms) and 21

(right to life) "stand at the pinnacle of the hierarchy of constitutional values, the court recognised that human dignity, equality and freedom were "conjoined, reciprocal and covalent values" (Sandra Liebenberg, 2005). While expanding human rights jurisprudence and recognising as fundamental the citizens' right to food, health, education and clean environment, etc., the court in an expansive interpretation in V. Markendeya (1989) recognised the Directive Principles of State Policy as "the conscience of the Constitution" which give shape and meaning to fundamental rights. Having thus established the foundational principles for the exercise of a wider judicial review jurisdiction traceable to Articles 13, 32, 136, 142, 147 and 226 of the Constitution, the court declared that judicial review was a "constituent power" and an integral component of the unalterable basic structure of the Constitution (Kesavananda Bharati, 1973). Even so, questions abound as to the rightful ambit of the court's judicial review jurisdiction within the framework of parliamentary democracy premised on the assumption that people exercise their sovereignty through elected representatives and not through the unelected judges. "Judicial supremacy", "judicial excessivism" or "judicial despotism" are seen as antithetical to democracy and contrary to its first principles. It is argued that representative democracy is as much a part of the basic structure of the Constitution and that judicial review,

although constitutionally sanctioned, cannot be exercised to negate or subordinate other fundamental features of its basic structure. In some of its recent judgments, the Supreme Court has itself cautioned against ever increasing expectations from it. In a substantive judgment in Santosh Singh (2016), a Division Bench of the court declined to entertain a public interest litigation (PIL) seeking a mandamus for the inclusion of moral science as a compulsory subject in the syllabus of school education. In an eloquent exposition in the NJAC case, Justice J. Chelameswar in his minority judgment rejected a distrust of the legislators in securing the constitutional fundamental and argued: "To assume or assert that judiciary alone is concerned with the preservation of liberties and does that job well is an assumption that is dogmatic, bereft of evidentiary basis and historically disproved." In its opinion in a Presidential Reference, a Constitution Bench of the Supreme Court had earlier opined that "Parliament and the legislatures, composed as they are of the representatives of the people, are supposed to know and be aware of the needs of the people and what is good and bad for them. The Court cannot sit in judgment over their wisdom". In a recent order, the court declined to entertain a PIL seeking the court's directions to restrain the Union government from incurring security and other expenses in respect of certain individuals in the State of Jammu and Kashmir on the ground that these writs are "judicially unmanageable". Looking for the middle Benjamin Cardozo, the celebrated American jurist, had cautioned years ago

that "there is no assurance that the rule of majority will be the expression of perfect reason when embodied in the Constitution or in statute. We ought not to expect more of it when embodied in the judgment of the Courts". Nor can we forget that "… the great tides and currents which engulf the rest of men do not turn aside in their course and pass the judges by" (The Nature Of The Judicial Process, 1921). Scholars supporting limited judicial review have argued that courts are at best 'platonic guardians' of democracy and that "it is entirely incompatible with democracy for courts to define their mission as one of correcting elected officials who have strayed too far either from what the judges think is right or from what they claim they know (and the legislators do not) that the people really think is right" (John Hart Ely, On Constitutional Ground, 1996). The ongoing debate concerning the limits of judicial review in a parliamentary democracy is anchored in profound philosophical issues concerning the nature of representative democracy and the inalienable fundamental human freedoms that need to be insulated against the "impulses of transient majorities". In the light of our own experience of the political and judicial processes, it is legitimate to ask: o Can the original justification for the court's antimajoritarian role be used to equate constitutional supremacy and judicial independence with "judicial supremacy"? o How do we resolve disagreements over "constitutional-interpretative judgments" in the framework of a functioning democracy, given the disclaimer of judicial infallibility by the court

itself? o Assuming a decline in credibility of the political executive, can the judiciary act as "co-governor" of the nation? o Where do we locate the "equilibrium between the Scylla of insensitive detachment suggesting indifference and the Charybdis of unwarranted intrusion" to fix the frontiers of judicial power in a constitutional democracy without being on the wrong side of the "democratic faith"? As we reflect on these questions, it seems self-evident that in the articulation of constitutional principles, Pascal's spirit of "selfsearch and self-reproach" reflected in recent judgments of the Supreme Court will best subserve to strengthen the institutions of India's liberal democracy and sustain over time the otherwise wide ambit of judicial review, so that the judiciary remains "a light unto the nations" without being a "sheriff unto the nations" (José A. Cabranes, 2015). For the moment, we must accept that the weight of the court's authority and acceptance of the extensive reach of its judicial imprimatur is best explained in terms of popular trust in its moral and intellectual integrity rather than in a stretched philosophy of constitutionalism. The decline of Parliament as the highest forum of our democracy, the perceived insensitivity on the part of the bureaucracy to the pressing priorities of the people at large, a general distrust of executive power and loss of faith, generally speaking, in the moral and ideological integrity of the political class collectively account for an expanded remit of judicial review.

The denomination puzzle The government's rationale for the extreme measure of demonetisation is not clear. There is talk of targeting black money, but the denomination of notes has nothing to do with the existence of black money, which is not held in hoards of

notes but is a circulation of unrecorded and undeclared incomes. Those larger-scale activities where income is declared produce white taxable money, while large incomes generated in legal or illegal activities where these incomes are not declared in order to evade tax constitute black money. There is a constant parallel flow of black money in the economy. Clearly the monetary authorities or the government itself do/ does not naively believe that black money somehow is connected to Rs.500 and Rs.1,000 notes which they call 'high denomination' - if they did, they would not have chosen to issue a new note of Rs.2,000 which is of even higher denomination. So what is the point of the measure? Investigation of and raids on suspected tax evaders do not require such an extreme step as almost complete demonetisation, which in present conditions of lack of preparedness, amounts to economically disenfranchising the entire population.

According to seasoned designer Payal Jain, it is freedom to wear clothes in which the wearer feels comfortable. “Loose clothing has a sociological and practical aspect to it because people want comfort. It is no longer about good looks. The reasoning that if you want to look good then you are bound to wear certain kind of clothes is no longer applicable. I will connect this trend with freedom and right to wear garments in which you feel comfortable. Now it is about an expression of individuality and who you are. The practical aspect is that people need to travel lot more now.”

Just like Spain’s palazzo and Pakistan’s salwar are sought after , the Indian pyjama has global acceptance. Our basic pyjama was easily a hit among fashionistas, right as a morning wear to an allweather trouser, particularly for itinerant travellers and backpackers. “Pyjama-craze is not going to die down as it would come in the form of asymmetrical pyjama next year. It is supremely comfortable and the easiest thing to wear,” says Anupama.

Rice to the occasion SREEDEVI LAKSHMI KUTTY When we began our rice- with- bran experiment 10 years back, I proudly presented the unpolished, small grained organically grown Komal rice from a friend’s farm near Mumbai; our son looked at his plate and balefully asked, “Can we have some normal food in this house for Sunday lunch?” From that not so great beginning we have become a household that relishes Kuruva from Kerala, repeats Rajamudi from Karnataka, respects the deep red Mappilai Samba from Tamil Nadu and reveres the dark as the night Karuppu Kavuni. We find the universal, unnamed, polished white rice quite bland, having got accustomed to the distinct flavours of these rices. The fully polished white rice that we get in the market is not the paddy rice our forefathers ate. They ate the flavourful, hand pounded rices grown locally during season. We have a rich cornucopia of rices ranging from white to red to black to scented rices. What we need to do is to welcome these back into our homes and diets. It is easier said than done, with all of us having become accustomed to fully polished white rice. But on a misty, chilly December morning, with the dew drops on the grass soaking our city shoes when we walked to reach the rice diversity block in Panavelly, Wayanad at the Thanal Agro-ecology Centre I saw fully grown paddy plants, swaying in hues of green, yellow, red , rust, brown and purple and heard the cornucopia of names, Thondi, Kala namak, Mullan kazhama, Jeeraga saala, Burma black, Kuruva and the stories accompanying them. This rice diversity block with 219 varieties is one of the many maintained by the Save Our Rice Campaign, working across six rice growing states to conserve and promote traditional rices. Every year sees more rice farmers from across the country joining the ranks of seed savers, conserving our rich heritage, to ensure protection of our diversity, food security and to create insurance against the vagaries of climate change. Interestingly most of these varieties do well under organic/natural conditions. Traditional paddy varieties are impressively climate resilient, Kattuyanam is flood and drought resistant. Ottadayan takes all of 180 days to mature but grows seven to eight feet tall providing plentiful fodder whereas arupatham kuruvai, as the name suggests, matures within 60 days providing short term income to the farmer. What is good for biodiversity is also good for health and eating these traditional rices is a route to good health and promoting agro-biodiversity. Sundararaman Iyer, a well known organic farming guru says, ‘we all complain of micro nutrient and mineral deficiency while eating the same food year in and out, if we eat different rices across the year we could get many of the micro nutrients we require.’ However, there are many misconceptions about rice including that it causes obesity and is the cause of diabetes, and consequently there is an en masse exodus from rice to wheat or millets. Gandhasaale, my all time favourite rice, grown in the Western Ghats, known for its fragrance, reminds me of my father every time we cook it. This was the only rice he relished and could digest in his last few years while in fragile health. My farmer friend tells me that when grown in the plains it loses its fragrance. Almost all varieties have distinct nutritional benefits; for example the famous navara rice is known for its medicinal properties and is used extensively in Ayurveda. Pongal is upon us and it will be time to celebrate nature’s bounty. This is the best time to welcome these traditional rices into our plates. These would lead to a colourful and varied pongal array- a ven pongal with Kichadi Samba, Thuyamalli or Rajamudi rice ( a rice from Karnataka favoured by Wodeyar kings), a sakkarai pongal with one of the scented rices like Jeeraga Samba, gandhasaale or Mullan kazhama,, a payasam with Karuppu kavuni. With the accompaniment of organic jaggery, cashew nuts, raisins, green gram dal and delicious pepper from the Western Ghats, make it a healthy and tasty Pongal. AIMIM would raise issues related to the deprived sections of the society including backward classes and Dalits, spokesperson said. Meanwhile, Muzaffarn agar district authorities have started security arrangements for the forthcoming assembly polls in six constituencies in the first phase on February 11. According to SP City Rajesh Kumar Singh, 80 companies of paramilitary forces would be deployed. Last year, Kairana grabbed attention when BJP MP Hukum Singh released a list of Hindu families which the MP

Minimum temperature dips in city New Delhi, Jan 11 : The residents of the national capital today woke up to a cold morning with the minimum temperature settling at 4.2 degrees Celsius, three notches below the season's average. Humidity level recorded at 8.30 AM was 85 per cent even as it did not discomfort to the Delhiites. According to railways, 11 north-bound trains were cancelled while 26 were running late by several hours due to bad weather. Seven trains also had to be rescheduled. PTI Chennai, Jan 11 : AIADMK General Secretary VK Sasikala today wrote a letter to Prime Minister Narendra Modi seeking promulgation of an ordinance for conduct of the bull taming sport Jallikattu, noting that the ban on it had caused "resentment" in the state. Sasikala's letter to the Prime Minister on the issue comes days after Chief Minister O Panneerselvam urged the Centre to promulgate an ordinance for the conduct of the sport. "No cruelty is practiced on the animals per se. Also bulls are worshipped as a deity by the religious in Tamil Nadu and care is always taken by the youth taming them (to) not to inflict any pain on them," Sasikala told Modi in a letter. "The ban on jallikkattu has incensed the public of Tamil Nadu and the youth in particular, and all efforts have to be taken to revoke it," she said. The S&P BSE Sensex reclaimed its crucial 27,000 level, while the broader Nifty50 jumped above its key 8,350-mark. "We have decided to question Lee tomorrow morning... as a suspect," Lee Kyu-Chul, spokesman for the team of special prosecutors investigating the scandal, told reporters. The affair centres on Park's secret confidante Choi Soon- Sil, who is accused of using her ties to Park to coerce top firms into "donating" tens of millions of dollars to two non-profit foundations which Choi then used as her personal ATMs. Samsung was the biggest contributor to the foundations. It is also accused of separately giving millions of euros to Choi to bankroll her daughter's equestrian training in Germany in a bid to curry favour. The isolated communist state, which has carried out five nuclear tests and numerous missile launches, is thought to be planning a nuclear push in 2017 as it seeks to develop a weapons system capable of hitting the US mainland. Analysts are divided over how close Pyongyang is to realising its full nuclear ambitions, but all agree it has made enormous

strides since Kim took over as leader from his father Kim Jong-Il who died in December 2011. Seoul's defence ministry said the North is believed to have some 50 kilogrammes (110 pounds) of weaponsgrade plutonium as of the end of 2016 -- enough to make about 10 weapons -up from 40 kilogrammes eight years earlier. The North also has a "considerable" ability to produce weapons based on highly-enriched uranium, it said in a twoyearly white paper, but did not estimate weapons-grade uranium stocks, citing impenetrable secrecy in the state's uranium

US think tank the Institute for Science and International Security estimated in June that the North's total nuclear arsenal was more than 21 bombs, up from 10-16 weapons in 2014, based on estimates of plutonium and uranium. PTI New York, Jan 11 : An Indian-American, who was extradited from Mexico to the US for allegedly opening fire on an American diplomat, has been charged with attempted murder of "an internationally protected person", officials have said. Zia Zafar, 31, of Chino Hills, California, was identified as a naturalised American citizen from India by a spokesperson at the Jalisco state prosecutor's office in Mexico. He was charged by criminal complaint with one count of attempted murder of an internationally protected person, US Justice Department said in a statement. Zafar made his initial appearance in federal court yesterday and is scheduled for a detention hearing on January 13 before US Magistrate Judge John F Anderson of the Eastern District of Virginia, it said. He was deported from Mexico and arrested on Monday on a criminal complaint charging him with the attempted murder of a diplomat stationed at the US Consulate in Guadalajara, Mexico. On January 6, Zafar disguised himself and followed the Vice Consul of the US Consulate in Guadalajara through a parking garage to his vehicle, the criminal complaint said. After the diplomat got into his car and drove, Zafar allegedly

shot him once in the chest and fled. He was taken to hospital, where he is recuperating, it said, adding that Zafar was subsequently detained by Mexican authorities. Security footage recorded just prior to the shooting showed the victim validating his parking lot ticket while carrying a gym bag. Moments later, he is followed by a man wearing a nurse's uniform. The charges in the criminal complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty. The Federal Bureau of Investigation and Diplomatic Security Service are probing the case with Mexican authorities and the Justice Department's Office of International Affairs, Drug Enforcement Administration and US Immigration and Customs Enforcement's Homeland Security Investigations. The Justice Department in the statement gratefully acknowledged Mexico for their extraordinary efforts, support and professionalism in responding to this incident. The FBI had offered USD 20,000 reward for information leading to the identification of the shooter. Demonetisation was atrociously planned and executed: New York Times New York, Jan 11 : The Indian economy is suffering following demonetisation and a shortage of cash has made life increasingly difficult for Indians, the New York Times has said. Saying the scrapping of Rs 500 and Rs 1,000 notes "was atrociously planned and executed", the daily said in an editorial on Monday that there was little evidence that it had checked corruption. "Two months after the Indian government abruptly decided to swap the most widely used currency notes for new bills, the economy is suffering," the Times said. "The manufacturing sector is contracting; real estate and car sales are down; and farm workers, shopkeepers and other Indians report that a shortage of cash has made life increasingly difficult," it said. Prime Minister Narendra Modi announced on November 8 that the high value currency that made up for 86 per cent of all currency in circulation could no longer be used in most transactions and would be replaced by new 500 and 2,000 rupee notes. Modi said this was necessary to combat corruption, black money and terror funding. "But the swap was atrociously planned and executed. Indians had to line up for hours outside banks to deposit and withdraw cash," the daily noted. "New notes have been in short supply because the government did not print

That suggests that either there wasn't as much black money out there as the government claimed or that tax cheats found a way to deposit their hoards of cash without attracting the government's attention, perhaps with the help of money launderers. "Many Indians have said that they are willing to tolerate some pain in the fight against corruption. But their patience won't last if the cash crunch continues and the swap does little to reduce corruption and tax evasion, as many economists predict," the daily said.

At the conclusion of the T20 extravaganza of last year, South Africa were one point away from breaking into the top-four of the 2014-16 ICC ODI Championship tally. A finish there would have ensured a smooth sailing into the next year's 50over World Cup. They eventually couldn't make it to the elite top-half, losing five of their six remaining Championship games, thus slipping into the Qualifier to be held in Sri Lanka in February. In the lead up, however, South Africa couldn't have asked for anything better to warm up for their first major challenge in the first-half of the year. Sure Bangladesh
