Bordumsa news: Rural Water Supply in doldrums in Bordumsa; PHE defends, says onus is on the people to come forward and cooperate Laxman Sharma Bordumsa, Jan 11
In what testimonies, a clear non- trickling down of Governmental welfare schemes from the highest departmental level to the local level, the sorry state of rural water supply in Bordumsa Circle provides a perfect example of a total nonfunctional entity of governmental scheme at the local level. While Pema Khandu the Chief Minister of Arunachal Pradesh has been stressing upon the enhancing the quality of life of the frontier people across the State by
drawing effective strategy to be adopted and formulated in all departments and nodal agencies, the tale of the rural people in Bordumsa Circle here in Changlang District remains unaffected by changes, innovations and lofty talks at the apex level in respect to rural water supply and sanitation programmes. It testimonies to be a regular tale time and again as governmental social welfare schemes are clearly not trickling down to the local level. According to some of the affected beneficiaries of certain villages who are deprived of
pure drinking water provisions the villages remained unaffected irrespective of the change in the government of the State. The supply of water in some of the villages is stated to be have zeroed down to a negligible limit in spite of laying pipelines and digging wells on the ground of operational deficiency. “Network of pipelines are unscientific and inadequately laid with concrete rings of the wells lying at sixes and seven at several locations without bringing the resources into use for several years since the congress regime,” stated a disgruntled business of Wakhetna village.
Meanwhile, when inquired into the insight story of the pathetic tale of the people, Mayong Maio, the State Secretary of the BJP who is also the in-charge (Prabhari) of the Tirap District unit of BJP informed that mostly the people afford drinking water themselves in their villages using traditional methods of water procuring it from wells, rivers and self afforded tube wells fetching whether contaminated or pure water in the absence of required services to this effect. SC dismisses plea seeking to lift '100 p.c. tax exemption' granted to political parties New Delhi, Jan 11
The Supreme Court on Wednesday said recognised political parties need money to propagate their respective “political regime”, and dismissed a petition seeking to lift “100 per cent tax exemption” granted to them. A Bench led by Chief Justice of India J.S. Khehar did not find any merit with the petition
filed by advocate M.L. Sharma challenging certain provisions in the Income Tax Act and the Representation of the People Act. Mr. Sharma had challenged the constitutionality of Section 13A of the Income Tax Act of 1961 and Section 29 of the Representation of the People Act, 1951. The petition asked the court to decide on why ordinary persons are taxed, while political parties enjoy
exemption from tax. “Political parties registered with the Election Commission of India are 100 per cent exempted from paying Income Tax under Section 13A of Income Tax Act, 1961 as long as the political parties file their Income Tax Returns every assessment year along with their audited accounts, income/ expenditure details and balance sheet,” the petition
said. Mr. Sharma said the cause of action for his petition arose when the Finance Secretary, on December 16, declared that no investigation would be done against political party accounts and funding upon deposit of demonetised notes owing to the 100 per cent income tax exemption under Section 13A of the 1961 Act.
