Poacher held Tezpur, Jan 3: In a joint operation conducted by Dhekaijuli Police and 20 Assam Rifle a poacher was apprehended this morning from Phatasimolu village near Orang national Park under Dhekaijuli Police station in Sonitpur District. The poacher was later identified as Rafiqul Islam who was involved in many rhino poaching and arms smuggling cases. ET Bureau Itanagar, Jan 3 A sulking People’s Party of Arunachal (PPA) has asked the BJP to clear the air of uncertainty over its status in North East Democratic Alliance (Neda), a coalition of regional parties helmed by BJP. The PPA, one of 10 parties in Neda, felt short-changed after 33 of its 43 legislators merged with BJP to give the saffron party its second nonelected government in Arunachal Pradesh in 12 years. The BJP government was formed on December 31, a day after PPA suspended chief

minister Pema Khandu and six others for anti-party activities. The PPA sought a clear answer about its position hours before Khandu dropped two of his advisors and five parliamentary secretaries on Monday. The seven belong to PPA. PPA president Kahfa Bengia said BJP undermined the spirit of its alliance with regional parties by hijacking legislators of his party. “The BJP leadership should tell us whether or not we are in Neda but we are willing to be in the alliance if some of our PPA legislators are given cabinet berths,” he said. The PPA has 10 MLAs in the 60-member house, and

Arunachal can have a maximum of 12 ministers. BJP state president Tapir Gao said his party would discuss PPA’s position in Neda after Assam minister Himanta Biswa Sarma, convenor of the alliance, returns from a foreign trip on January 3. Neda was formed on May 24 — the very day Sarbananda Sonowal’s BJP-led government was sworn in — for “uprooting the Congress” from the Northeast. Yesterday, In the legislature party meeting of PPA Takam Pario was elected as the leader of PPA legislature party. Markio Tado and Nikh Kamin will be the chief whip and

spokesperson respectively. PPA will also seek legal consultation regarding legal validity of 33- PPA MLAs merger to BJP. While accepting the decision of the PPA legislator, Pario assured them that he will have proper consultations with legislators and party leaders & functionaries from time to time. The Additional Session judge of session court, Sonitpur, Tezpur MD Darak Ullah, today gave a verdict of life time imprisonment to one Challay Kulu (40) for murdering one seven years old minor girl after alleged rape to her in 2011. The court convicted the accused revealing case No-170/ 2012 U/S 376/302 of IPC providing lifetime imprisonment a fine of Rs. 5000. It is mentionable here that as per section 357 of CRPC and Assam government victim compensation act 2012, recommendation , the legal heir of deceased avails the adequate compensation determined by the district legal service authority as per law. It further needs mention here that the minor girl went missing around 6 Pm on October 2, 2011 in Dibru Darrang Tea Estate in Sonitpur District who body was found next morning.

Arunachal Pradesh to convert ‘haunted’ CM bungalow into state guest house The Arunachal Pradesh government has decided to convert the official bungalow of chief minister into a state guest house soon. The bungalow, situated at Niti Vihar area in the state capital, has earned moniker of ‘haunted’ building after former chief minister Kalikho Pul committed suicide on August 9 last year. Barely two months later, a staff of the bungalow was also found hanging from the ceiling of an adjoining room there. Two chief ministers, Dorjee Khandu and Jarbom Gamlin, who had lived there, met with untimely deaths. “We are converting the bungalow into a state guest house. A decision has been already taken,” deputy chief minister Chowna Mein said on Tuesday.

A decision has been already taken," Deputy Chief Minister Chowna Mein He also said that necessary renovations would be made soon, so that the guest house becomes functional in three to four months. Mein said that as people consider it a ‘haunted’ building, the government would also organise some rituals in order to dispel doubts and hesitations. “I think we will have to carry out some rituals in order to remove the doubts and fears,” Mein added. The construction of the state-of-the-art building which was started during 2007-08 was completed in the

year 2009-10. With a total plinth area of 2794.80 square meters, the estimated cost of the building was Rs 59.55 crore. The project was executed by the state PWD and its design was prepared by the urban development department and chief architect of the town planning department. A Guwahati-based Vaastu expert, who had inspected the bungalow during Nabam Tuki’s tenure had found some “errors” in its lay-out and had

suggested certain changes including shifting the watersource from the existing southwest location to the north-east. The present building was constructed during Dorjee Khandu’s regime after the previous building that was constructed in the early 1980s. Dorjee Khandu took possession of the bungalow on November 14, 2009, after performing special pujas by Tibetan spiritual guru the Dalai Lama. But Khandu was killed in a helicopter crash on April 30, 2011 and its next occupant

Jarbom Gamlin – who remained chief minister for only six months before he resigned – died young at the age of 53 on November 30, 2014. The next occupant Nabam Tuki too had a turbulent term. First “removed” by a special session of the assembly in December 2015, he could not continue in office even after the apex court restored his office on July 13, 2016 as dissidents within the party replaced him by Pema Khandu four days later. Tuki, however, had already vacated the bungalow when President’s Rule was imposed in the state on January 26, 2016, with Kalikho Pul occupying it after he was sworn in as the chief minister on February 19, 2016. The present Chief Minister Pema Khandu stays at his private residence.

Quit notice issued by three ethnic ultra organization i.e. Kamatapur Liberation Organization (KLO), the National Liberation Front of Tripura (NLFT) and the People’s Democratic Council of Karbi-Longri (PDCK) particularly against Bengali and Hindi speaking community domiciled in Tripura, hypothetical Kamatapur locality and Karbi Anglong district of Assam through various media, has produced wide spread panic and fear among both the community. The latest National Family Health Survey-4 ( 2015-16 ) revealed only 10.4% of the householdshave at least one member covered under any such scheme. The state government, which rolled out the ambitious Atal Amrit Abhiyan (AAA) last Sunday, now faces a daunting task to improve the coverage. The AAA scheme aims to cover below and above poverty line (BPL/APL) families whose annual income is below Rs 5 lakh. Assam's

10.4% was only an 8% increase from 2.3% when the last survey was carried out in 2005-6. Urban Assam fared poorly as well with a meagre 12.6% of households being covered by a health scheme. Only Andaman & Nicobar Islands and Manipur ranked below Assam when it came to this important key indicator in the survey with 5.7% and 3.6% respectively. Tripura, according to the survey, recorded 58.1% coverage, Meghalaya (34.6%) and Sikkim (30.3%). Population sciences experts and medical practitioners have expressed concern over Assam's

minimal coverage of health schemes. "Reasons as to why it is so low in Assam are difficult to comprehend. At times, it may so happen that the head of the family is unavailable when a survey is being carried out and the person available may not be able to give details about the pertaining questions. Again, the low percentage may be due to lack of awareness about insurance or health schemes. It could only be hypothetical," said a population science expert based out of Assam. Fieldwork for the survey in Assam was carried out from November 6, 2015 to March 31, 2016. It was done by Nielsen (India)

7 road projects, border talks, airports in Govt agenda Shillong, Jan 03: The State Government is looking at accelerating the implementation of as many as seven major central road projects in 2017. In an interview with The Shillong Times on the first working day of the New Year, chief secretary K.S Kropha said the State Government wants to start the road projects, which include Ranikor to Maheshkhola (56 km), Maheshkhola to Baghmara (73 km) for which land acquisition will be held in two phases, Tura-Dalu road (48 km), ShillongDawki road that includes construction of Dawki bridge (71.5 km), Shillong Western bypass through Umiam lake (42 km), Nongstoin to RambraiKyrshai road (70 km), Mawshynrut-Athiabari (38 km) and Garobadha-Zigzag-Mahendraganj (52 km). Kropha said for ShillongWestern bypass, alignment has been completed and the DPR will be

finalised soon. The chief secretary, who is monitoring the schemes, said these major road projects will help boost better connectivity which will in turn change the face of the State. State to prepare for National Games Kropha said the State will be prepared for the next National Games scheduled for 2022. "Though we are yet to receive any official communication, the State will create the required infrastructure for the prestigious event and this will also include necessary land acquisition," he said. After Manipur and Assam, Meghalaya will be the third state from the North East to host the Games. Kropha said the State has better infrastructure facilities than Manipur. "Once the formal communication comes, we will have to plan a Games Village, stadiums, roads and other infrastructure facilities," he added.

Entry-exit points to be ready The chief secretary said land acquisition for setting up of entry and exit points, which will act as facilitation centres, is underway. The government had promised to set up entry and exit points as per the demand of pressure groups in the State after they gave up their insistence on ILP. "Land acquisition for entry and exit points is underway and some should be through by this year," Kropha said. Assam yet to respond to border talks The chief secretary revealed that Assam is not responding to the request of Meghalaya to hold border talks at chief secretary and chief minister levels. Kropha had written a reminder to his counterpart in Assam in October last year on the resumption of border talks, but there was no response. "The chief minister had also sent a similar letter to

his counterpart, but there was no communication from Assam. But we will be writing again to resume the talks," Kropha said. There are 12 disputed areas in Assam border claimed by Meghalaya and to substantiate the claim, documental proof was sent to Assam, but the neighbouring state had not responded. Railway projects While Meghalaya side has been cleared for the Byrnihat railway project, problem exists in two forest patches in Assam. According to the chief secretary, Assam is yet to give clearance regarding the forest areas and work can start only after getting nod from the neighbouring state. The Centre has already sanctioned funds for the Byrnihat project. As far as Byrnihat-Shillong rail line is concerned, the survey has been completed, but NOC from KHADC is awaited. Airports

The chief secretary hoped that under the novel Regional Connectivity Scheme of the Centre, both Baljek and Umroi airports will get a facelift. The project was to be covered under the policy with100% funding from the Centre, but the new guideline of the Centre for the northeastern states is that the funding pattern will be 90:10. In the last meeting held to discuss the matter, there was an understanding to have 100% funding for the projects, but the recent communication from the Centre is that it will go by 90:10 pattern, Kropha said. "The government will take a call on whether to sign the MoU with the Centre for the 90:10 pattern," he said. Commenting on the overall development of the State in 2017, Kropha said, "We are optimistic that things will get better as we move along." (Agencies)

Gaidon, Stephen remanded till Jan 11 Imphal, Jan 03: Even as the counsel of arrested president of United Naga Council (UNC) president Gaidon Kamei, informed the Court that his client has already appealed to the concerned to lift the ongoing economic blockade, the Court of Chief Judicial Magistrate, Imphal East has remanded Gaidon and UNC information secretary Shangkhel Stephen to police custody till January 11. Advocate N Mahendra Singh, defence counsel of the two UNC leaders said before the Court that Gaidon Kamei has already appealed to representatives of Naga people to lift the indefinite economic blockade. Earlier today, Gaidon Kamei pleaded before the Court to release him on bail so that he can meet and talk with other representatives and to resolve the issue of economic blockade. After the Court gave permission to the prayer made by Gaidon Kamei to make an appeal through his defence counsel through the media persons who were gathered at the Court complex, Advocate N Mahendra said that UNC president Gaidon Kamei had already written a letter to Naga leaders to lift the ongoing economic blockade. The defence counsel, however, said that he was not aware of the exact contents of the letter sent by Gaidon Kamei.

He also said that some decisions were taken by the UNC in Gaidon's absence and he was not responsible for those decisions. Notably, Gaidon Kamei and Stephen have been lodged in police and judicial custody since November 25 last year in connection with different FIR cases. Advocate N Mahendra said that no one is allowed to meet Gaidon Kamei even himself since November 25. While the UNC leaders have been remanded to judicial custody till January 16 regarding an FIR case taken up by Nungba police station, they have been formally arrested by Tadubi police and taken into custody till January 11. The IO of the case submitted their report along with a prayer for remanding the UNC leaders to judicial custody for an extended period. IO in his report submitted that the accused created enmity between different communities of Manipur by imposing the indefinite economic blockade, apart from creating trouble to the public. The accused UNC leaders also instructed their members/ volunteers to carry out prejudicial activities along National highways and threatened drivers of various types of vehicles which are plying along both the National Highways, submitted the IO. On account of such instigations, communal harmony

has been jeopardised, the IO reported. On the other hand, the accused through their learned counsel filed a joint application for remand objection and granting of bail under Section 437 CrPC. The defence counsel pleaded the Court to grant bail on the ground that the accused persons are peace loving and law abiding citizens having their permanent residences at Noney and Komsem village respectively and married. The defence counsel also submitted that the accused persons were innocent and they were falsely implicated in the case. There was not an iota of evidence for justifying the false implication, they argued. The bail prayer was strongly objected by the APP and the OC of Nungba police station. The Court, after perusing the material on record including the case diary, ruled that there was prima facie evidence against the accused persons and rejected the bail plea. Subsequently the accused persons were remanded to judicial custody till January 16. Meanwhile, Tabudi police station prayed before the Court for formal arrest of the two UNC leaders in connection with FIR number 5(11) 2016. No doubt here have been successes in some areas the year we just past but there is still room for improvement as far as law and order is concerned, he said while inaugurating Police Week celebrations at AD Nagar police line here on Tuesday. "It is fact insurgency has been controlled considerably over the past few years but there should not be any compliancy in regard to the vexed problem", he said. "Vested interest groups are still active across the border and they may make bloody comeback any time. Police must keep close eye on the situation", he said.

Underlining need on police modernization to tackle new challenges, Sarkar said it requires substantial fund but the Centre is not extending help in this regard. "In spite of non-operation, the state government is not sitting on idle. We are doing our level best to carry forward police modernization to take on the impending challenges", he said.In his speech, the Chief Minister exhorted the police to be people friendly but criminal must be dealt with firmly. Minor rape: Julius absconding Shillong, Jan 03: The search for Mawhati MLA Julius Dorphang, who is wanted for the rape of a 14-year-old girl, has been futile so far. East Khasi Hills SP M. Kharkrang said the MLA is absconding. "He is not at his residence nor has he come to the police station. We are still searching for him," he added. Another source in the police said an investigating team met Dorphang's relatives and conveyed that he should report to the police at the earliest. The MLA's mobile phone was found to be not reachable. Besides charges under the POCSO Act, a case has been registered against the legislator under sections of the Immoral Trafficking (Prevention) Act. A police official said it would be better for Dorphang to surrender to the police before he was officially de-

clared an offender with permission from the court. It is yet to be known whether Dorphang applied for an anticipatory bail. The latest video recorded statement of the girl before the magistrate under Section 164 of the CrPC, Dorphang raped her twice, once in a guest house at Motinagar and the second time in Ri Bhoi. The girl had made similar statements before the police under Section 163 of the CrPC and also before the chairperson of the State Commission for Protection of Child Rights, Meena Kharkongor. Sources said as per the POCSO case, which has already been registered by the police, the Assembly Speaker needs to be informed only after the arrest of the MLA and need not take any prior permission. and MLA Thongam Bishwajit has categorically stated that the BJP has a concrete stand on the indefinite economic blockade being imposed by the United Naga Council (UNC) on the National Highways leading to Manipur. He also appealed to all the people to study whether it is Congress or BJP which works closer to NSCN-IM. In a special interview given to AIR Imphal and broadcast today, Bishwajit stated that the Ministry of Home Affairs (MHA) issued an official directive on December 12 which clearly stated that the indefinite blockade is illegal and should be lifted immediately. No such directive was ever issued when Congress party was in power at the Centre. MHA Internal Security Special Secretary Mahesh Kumar Single was sent to Imphal for two days to take stock of the impact of the economic blockade. Chief of Army Staff Dalbir Singh Suhag too was also sent to the State. Moreover, Union Minister of State for Home Kiren Rijiju too came to the State. The Central Government never acted like this when Congress was at the helm of affairs at New Delhi, Bishwajit said. All these measures taken up by the Central Government clearly demonstrate BJP's position on economic blockades. Although the economic blockade came into force from November 1, the State Government wrote to the Centre seeking intervention only on November 11. The State Government ought to come out with a convincing explanation for their inordinate delay in informing the Centre about the blockade. As per the 7th Schedule of the Indian Constitution, law and order is a State subject and the Centre cannot interfere in law and order matters. During his visit to Imphal, Kiren Rijiju clarified that neither he nor Rajnath Singh nor any official of the Ministry of Home Affairs ever asked the State Government to release the two arrested UNC leaders, contrary to Chief Minister O Ibobi's claim. The State has not yet responded to this clarification. When Congress party was in power at the Centre, weapons seized from NSCN-IM cadres slain in encounter at Chandel were returned to the militant outfit at the instruction of the Centre's Congress Government. Again NSCN-IM cadres apprehended with weapons at Senapati were escorted up to Mao and freed. However, since BJP came to power at the Centre, the Central Government has so far not

asked the State Government to release any arrested NSCN-IM cadre. NSCN-IM was openly recruiting new cadres in some hill areas of Manipur including Tamenglong district which is the home district of the State's Home Minister. The outfit could have never made new recruitments unless it had a tacit understanding with the State Government. Protection of Manipur's territorial integrity was enlisted in the UPA-I's Common Minimum Programme and it was removed later, Bishwajit said. A former president of the MPCC signed a document which endorsed integration of Naga inhabited areas and the same document was submitted to the President of India. And the same Congress leader signed another document with the Naga Integration Council pledging support to Naga integration. Given these facts, it is Congress party's position, not BJP's which is doubtful regarding the territorial integrity of Manipur, said the BJP MLA. Although the previous BJP-led NDA Government signed the Bangkok Agreement with NSCNIM without territorial limits, the same Government removed the phrase 'without territorial limits' in respect for the sentiments of Manipuri people. Again, the then Prime Minister Atal Bihari Vajpayee during his visit to Kohima in December 2013 categorically stated that the demand for integration of Naga inhabited areas could not be pursued without the consent of the neighbouring States, Bishwajit added.(Agencies)

The price of defiance The Board of Control for Cricket in India has only itself to blame for its present predicament. Its president and secretary have been removed for defying the Supreme Court's order to accept reforms suggested by a court-appointed committee. And its president, Anurag Thakur, now faces legal action for contempt of court as well as prosecution for perjury. None of this would have happened had the BCCI shown some sense of responsibility and a vision for the future, and recognised the fact that the highest court was only seeking to reform the manner in which cricket is administered in the country. In the court's view, the appointment of the Justice R.M. Lodha Committee and adoption of its recommendations were part of a project to bring transparency and accountability to the BCCI. While the court expected cooperation and compliance, the BCCI responded with obstructionist tactics and defiance. It was therefore inevitable that the court would seek to send out a message that it will not brook any wilful defiance. Despite the court making the Lodha panel reforms binding on the BCCI through its July 18 verdict, the BCCI appeared to defy it. It cited as one reason difficulties in getting its affiliated State units to accept the reforms, but at the same time made at its Annual General Meeting in September some decisions that were not in tune with the panel's recommendations. The price of such defiance is clear: the Supreme Court is now going to appoint a committee of administrators to supervise the board's affairs. Mr. Thakur's position is especially unfortunate. As a young sports administrator, he was presented with a great opportunity to lead cricket administration into a new era in which Indian cricket's on-field achievements would be matched by the Board's transparent and accountable functioning. If only he and other affiliated units had accepted the reforms, influential individuals who had held sway for decades would have been replaced by fresh talent, and the seemingly unending tenure of some would have been cut short. However, by defying the court in the name of protecting the sport's autonomy, Mr. Thakur has courted a double blow: the loss of power and authority as well as imminent punishment. His equivocation on whether he invited the International Cricket Council to say there is governmental interference in the BCCI's affairs has led to the court hardening its stance against him. It is not clear what course of action, if any, would now mollify the Supreme Court and help them escape its wrath. A bitter lesson has indeed been taught, but it is uncertain if it has been learnt.

New Year's-eve tragedy in Turkey The New Year's-eve attack on an Istanbul nightclub that killed at least 39 people, mostly foreigners including two Indians, is yet another reminder of the rapidly deteriorating security situation in Turkey. It comes days after the Russian ambassador to Turkey, Andrey Karlov, was shot dead in Ankara by a lone gunman. In 2016, there were dozens of violent incidents, both by the Islamic State and Kurdish rebels, which have raised questions about the government's ability to provide even basic public security. The attacks have also badly hit the tourism economy, which makes a sizeable contribution to Turkey's GDP. The Istanbul attacker, who the IS has called "a heroic soldier of the Caliphate", has followed a similar pattern. He chose an upmarket nightclub in the western part of Istanbul where foreign tourists had gathered to welcome the New Year. But why is Turkey being repeatedly targeted? Or, how has the country, till a few years ago politically stable with a booming economy, descended into instability and chaos? In part, it is a blowback for President Recep Tayyip Erdogan's Syria policy, which turned out to be a monumental failure. Like many of his Western allies, Mr. Erdogan also initially thought that Syrian President Bashar al-Assad was about to fall, and offered help to the anti-regime rebels. Ankara also inadvertently helped the rise of the IS by allowing jihadists to cross into Syria via the Turkish border. By the time the government realised its folly and started attacking the IS, the group had grown into a real terror machine. Mr. Erdogan's decision to relaunch the war with Kurdish rebels was also linked to his policy debacle in Syria. When the rebels started building an autonomous Kurdistan in Syria in the wake of the government's withdrawal from the border region and emerged as battlefield allies of the U.S. against the IS, Mr. Erdogan saw it as a long-term challenge to Turkey, given the long history of fighting between the Turkish state and the Kurdish militants. He abandoned a ceasefire with the Kurdistan Workers Party, kicking off a new phase of the civil war. Mr. Erdogan is now in a tight spot. The country faces constant threats from the IS, a group that it once ignored. The civil war with Kurdish rebels, which Mr. Erdogan might have hoped would curtail the nationalist ambitions of the Kurdish minority, is growing out of control. Besides, Mr. Erdogan's authoritarian tendencies and the crackdown on dissent and opposition parties are deeply polarising the country. It is this fragility of the security architecture in Turkey that is frequently being exposed by the attackers.

All's not well in the Army Happymon Jacob A military force with sharp internal divisions and discontent in the ranks has farreaching national security implications. It's time the defence establishment got its act together The 'controversial' appointment of the new Indian Army chief who assumed office on January 1, 2017 is perhaps the appropriate occasion to discuss the rising uneasiness within the Indian Army on a number of significant issues. While the unconvincing rationale given for the appointment of Lt. Gen. Bipin Rawat as the new Army chief speaks volumes of the deep-rooted tactical thinking within the government, there remains an urgent need to address the lopsided promotion trends in the Army, rising infighting within the force, and their implications for India's national security. The supersession and the issue of merit Those who support Gen. Rawat's appointment arguing that merit was, and should be, the sole criterion for the supersession of two of his seniors fall short on a number of counts. First, to breach a well-established tradition in a conservative and hierarchical institution like the Army, the government should have a convincing and compelling reason which it doesn't seem to have. Second, the argument of merit is largely redundant at the topmost levels of an organisation where all officers are equally competent, failing which they wouldn't have made it to the Lt. Gen. rank in the first place. Third, there is no objective criteria for deciding merit at the senior levels of the Army brass besides previous annual confidential reports and civilian considerations, both of which are subjective.

Fourth, the argument that Gen. Rawat has the required experience in certain theatres is again beside the point because the "Chief of the Army Staff" is not an operational commander but a coordinator and chief strategist. Finally, and most fundamentally, non-traditional appointments without a compelling rationale set a bad precedent and could potentially lead to the politicisation of the armed forces. Imagine senior Generals of the Army running around Lutyens' Delhi currying favour with ruling party politicians to make it to the top! There have been reports, citing unnamed sources within the government, about the possibility of the most senior General of the Army, Lt. Gen. Praveen Bakshi - now superseded by Gen. Rawat - being appointed as the first Chief of Defence Staff (CDS). While it may turn out to be mere speculation, if true, it may well be even more worrying. The first in line becomes CDS, third in line gets the Army chief's job. What about the second in line, Lt. Gen. Mohamed Ali Hariz, one of the very few Muslim officers to have become an Army commander? If the report turns out to be correct, wouldn't the Bharatiya Janata Party (BJP) government, by ignoring Gen. Hariz, be sending out a politically incorrect signal? This question, uncomfortable as it may sound, can't be allowed to be swept under the carpet. The justification of Gen. Rawat's appointment as stemming from his experience in dealing with insurgency is also indicative of the deeply entrenched tactical thinking within the government at the Centre. This then means that the BJP-led government considers anti-militancy and counter-insurgency opera-

tions to be the fundamental job description of the Indian Army. This is not just a tactical view of the country's threat environment but worryingly also ignores strategic planning and an appreciation of the long-term strategic environment. Would the BJP-led government like to reduce the Indian Army to a counter-insurgency force? While the Army leadership is exceptionally vocal on the 'One Rank, One Pay' question and parity with civil servants, there is not much discussion about the issue of promotion-related discrimination within the Army. Not only have infantry officers been getting appointed to the coveted positions in the top rungs of the Army, the chiefs often promote officers from their own regiments in a regrettable display of parochial loyalties. The outgoing chief Gen. D.S. Suhag, for instance, is reported to have promoted officers from the Gorkha regiment (including the incumbent chief Gen. Rawat), his own regiment. Former Army Chief Gen. V.K. Singh, now Minister of State in the government, was also accused of promoting officers from his own Rajput regiment. There is a growing sense of resentment elsewhere in the Army about the disproportionate opportunities for officers from the infantry and artillery wings. Officers from other wings, especially the Armoured Corps and Mechanised Infantry, have been publicly voicing their concerns. Note that this is over and above the fact that only officers from the fighting arms of the Army make it to the top, meaning that those from Engineers and Signals don't even stand a chance of doing so. This already existing discrimination is getting even more glaring thanks to the new promo-

tion policy adopted by the Army. The victims of the new policy have been fighting it out in the Supreme Court. The ongoing court cases The current debate about the Army's promotion policy has its genesis in the Kargil Review Committee report which recommended that promotion to the Colonel and Brigadier levels should be made quicker so that younger officers can command battalions and brigades. Thereafter the Ajai Vikram Singh Committee (AVSC) made some important recommendations in 2001 to restructure the officer cadre in the Army. Among other things, it recommended the implementation of the Command Exit model (as opposed to the pro rata basis) for promotion to the colonel level. While the pro rata basis gave advantage to the infantry and artillery (given their numerical superiority in the Army), the Command Exit model, which prescribed differentiated command tenures (that is, the length of the tenures of commanding officers i.e., colonels before promotion to the next level) for various arms, gives even more advantage to the Infantry. Consider the following: the AVSC fixed the command tenure of Infantry officers at 2.5 years, that of Armoured/Mechanised Infantry and Artillery at three years, and Engineers and Signals at four years. This has not only led to quicker promotions for officers from the Infantry but they have also successively managed to corner the Army chief's post as well, including the last four times. The last four Army Chiefs, including the current one, have been infantry officers. This ill-designed policy was challenged by serving officers in the Armed Forces

Tribunal, which squashed the new promotion policy, holding that it violated Article 14 of the Constitution. However, the Supreme Court in February 2016 upheld the policy, at the same time asking the government to create 141 additional posts at the rank of colonel to be granted to officers from Engineers, Signals and Air Defence. Late last year around 350 senior Army officers have again approached the Supreme Court seeking a review of its February judgment. Then there are ugly public spats between senior Army officers. Gen. V.K Singh, Army chief from March 2010 to May 2012, was not only the first serving Army chief to take the government to court (on the issue of his date of birth) but has made uncharitable public allegations against Gen. Suhag. Gen. Singh, during his tenure, had also placed Gen. Suhag on a "discipline and vigilance ban" which could have stopped the latter from becoming the chief. Before his retirement, Gen. Suhag filed an affidavit in the Supreme Court in which he accused Gen. Singh of trying to scuttle his promotion. Gen. Singh's words and deeds during his tenure as Army chief and after becoming a minister have not only been careless and 'un-officer-like' but also continue to create dissension in the Army top brass. Need for political oversight While politicisation of the affairs of the armed forces is indeed harmful, it may also not be a good idea to let the Army handle its own business as it deems fit. At present, politicians hardly focus on serious defence matters or inter-service/intraservice tensions. The Ministry of Defence (MoD) bureaucrats, with limited expertise in these matters, mostly function as gatekeepers keeping the forces away

from the civilian seats of power. And yet, in keeping with the commendable tradition of civilian supremacy in the country, it is time to consider civilian oversight of the promotion process at the highest levels of the armed forces. However, civil servants in the MoD or the Appointments Committee of the Cabinet can't alone be entrusted with that job. Ideally, such high-level appointments should either be vetted by an empowered Parliamentary Standing committee on Defence or be decided by a 'bipartisan' Selection Committee composed along the lines of the one that selects the Central Bureau of Investigation chief and the Chief Vigilance Commissioner. The multiple crises afflicting the Indian Army have farreaching national security implications. Clearly, a military force with sharp internal divisions and discontent in the ranks can pose challenges for the country's national security and the morale and cohesion of the fighting forces. Such a pervasive sense of intra-service victimhood and discrimination can further deteriorate the strength of a force which currently has a shortage of over 9,000 officers. If the Modi government wishes to seriously address and tackle some of these troubling issues, and thereby strengthen the country's national security, the Defence Minister and the new Army chief should take urgent measures to address the sources of this growing discontent within the country's ace force. Moreover, it is important that the senior Army leadership rise above parochial regimental considerations and look after the interests of the force as a whole rather than those of their own regiments.

George If Donald Trump succeeds in what Barack Obama failed to do, which is resetting ties with an aggressive Russia, it could trigger a cascade of geostrategic realignments across the world John Kerry, U.S Secretary of State, and his Russian counterpart, Foreign Minister Sergey Lavrov, met 14 times and spoke on the phone numerous times in 2016 as both countries sought to work together on some intractable global issues. The relationship between the two has been an extraordinary one, producing a range of outcomes. At one end of the spectrum is the Iranian nuclear deal that both Russia and America agree has capped the Shia regime's nuclear capabilities. At the other end is the collapse to abyss of Syria, a bloody and grim reminder of the limits of their cooperation. Meanwhile, each consecutive commentary on U.S- Russia relations said they were at the lowest point since the end of the Cold War. A new low The flashpoint in the relationship last week when President Obama announced the expulsion of 35 Russian diplomats from the U.S. had been building up for a while. In July, U.S newspaper reports - citing anonymous intelligence sources - accused Russia of trying to influence the outcome of the U.S presidential election. The reports said hackers working for the Russian government obtained the emails of Democratic Party functionaries, which were published by WikiLeaks. Subsequently, emails of John Podesta, the chief of Democratic presidential candidate Hillary Clinton's campaign, were hacked and appeared in the public domain. These leaked emails revealed some details about the internal functioning of the Democratic Party and exposed

some facts - for instance, a few paragraphs from one of the several paid speeches Ms. Clinton made to Wall Street firms - that her campaign had tried to conceal. The Obama administration's response to the alleged hacking grew progressively strident. The anonymous allegation was made official. From initially terming it as an attempt to discredit the U.S electoral process, the administration concluded that the attempt was to engineer Republican candidate Donald Trump's victory. And then, Russian President Vladimir Putin was personally held responsible, an allegation that Mr. Obama himself made publicly. All this culminated in a raft of retaliatory measures. The Russian diplomats were given 72 hours to leave. A special Russian plane flew them out from Washington. The notion of an irreconcilable enemy figure, in a binary world of good and evil, has been the hallmark of American foreign policy for most part of the last century. First it was Nazism, and then Communism. Reviving Cold War logic The end of the Cold War made such a distinction difficult to sustain and when George W. Bush declared in 2001, "you're either with us, or against us", it was an attempt to resuscitate a dead Cold War logic in the new context of terrorism that would soon invalidate most strategic theories that then existed. As the complexities of the world grew, friends and enemies mutated and fused among themselves to form a galaxy of frenemies around America. Meanwhile, the new threat of Islamism, its rise aided by Mr. Bush's policies, is not territorially confined as the earlier enemy ideologies, Nazism and Communism, were. For a country used to partners swaying to its will and being able to force enemies to fall in line, this was an unfamiliar world. The

U.S's struggle with this post-Cold War world has been singularly pronounced in its wobbly relations with Russia. Succeeding Mr. Bush, who set out to change the world according to his vision, Mr. Obama started in 2009 with a scholarly appreciation of the way the world is and spoke about the need "for the tempering qualities of humility and restraint." The Republicans ridiculed his approach as "apologising for America's success". President-elect Trump accused him of surrendering American leadership in the world, throughout the campaign last year. The Russian view But that is not how Russia and its aggressive leader, Mr. Putin - who has crossed many red lines of international engagement - see Mr. Obama's tenure. A document titled 'Foreign Policy Concept' released by the Russian Foreign Ministry on December 27 noted that "the entire world has to pay a high price for the attempts of a limited number of countries to retain their global 'leadership' at all costs", in a clear reference to the U.S and its North Atlantic Treaty Organization (NATO) partners. "The terrorist threat in the belt of instability ranging from North Africa to South Asia's borders has taken on a systemic dimension‌the international community clearly saw the... nature of a unipolar hegemony and... unilateral approaches," the document said, while calling for a "polycentric world order", It said Russia's relationship with the U.S. "was complicated by an aggressive US policy of systemic containment of Russia, which included the build-up of sanctions pressure, the deployment of Ballistic Missile Defence (BMD) components and provocative military activities on Russia's western borders and in the Black Sea". It said the "wellorchestrated campaign to

accuse Russia of interference in the presidential election in the United States was designed to whip up anti-Russia sentiments". In subsequent explanations, Russian Foreign Ministry spokesperson Maria Zakharova held Mr. Obama personally responsible for the degeneration in bilateral ties and singled out Mr. Kerry for praise. Terming Mr. Obama's advisers "a group of foreign policy losers, bitter and narrow-minded", she wrote on Facebook, "Out of this group of spoilers, I pity only Kerry. He was not an ally. But he tried to be a professional and maintain his human dignity." Ms. Zakharova was alluding to the collapse of a ceasefire that Russia and America sought to enforce in Syria, once in February and again in September, before the current deal among Iran, Turkey and Russia began taking shape. The September ceasefire plan was to have a Joint Implementation Centre of Russia and America that would have coordinated a military campaign against identified jihadi groups. The February ceasefire lasted for a few days; the September one could not even begin. Russia and the U.S accused each other of being responsible for the collapse of the ceasefire. A fact, however, is that the Pentagon was less than enthusiastic about joint operations with Russia, a line Mr. Kerry has been promoting since late 2015. At the core of the Pentagon's discomfort with Russia is the fact that the NATO alliance is based on Cold War logic - or the preIslamism logic if you will and the U.S military industrial complex has developed accordingly. Technologies and weapons more suitable for combating nonstate actors are now developing at a fast pace but not at the cost of more advanced fighters and missile

systems. With its continuing military aggression on the border of NATO, Russia qualified to be considered enemy by the U.S. In Warsaw in July, the last NATO summit during the Obama regime, resolved that the alliance has to deal with two distinct threats - on the east from Russia, and on the south and southeast from Islamist groups. On Russia, there is a remarkable convergence between the Republican and Democratic security establishments. Mr. Obama appears to have come around to his 2012 opponent Mitt Romney's view - which he then contested - that Russia is the U.S's "number one geopolitical foe". Trump's global perspective Mr. Trump has some unflinching notions about America's role in the postCold War era, though they don't add up to a full picture of his view of the world, yet. He believes that NATO has to repurpose itself and focus on fighting Islamist threats. He believes that he can cut a deal with Mr. Putin. He isn't much bothered about Russia's human rights track record or its expansionist posturing. Unlike Mr. Obama, Mr. Trump believes that Islamist terrorism is an "existential threat" to America, a point on which the Democrats and Republicans diverge. Mr. Trump will challenge his Republican colleagues in the U.S. Congress to choose what to fight first - Russia or the jihadis. Addressing the UN in September 2015, Mr. Putin called for a "genuinely broad alliance against terrorism, just like the one against Hitler", and Mr. Trump is in complete agreement with this position. An unstated, but equally important reason that Mr. Trump is seeking a partnership with Russia is China. The Obama years have witnessed an increasing closeness between Russia and China, and Mr. Trump wants to reverse that by tying up with the former.

Mr. Putin sent Mr. Trump a year-end greeting card hoping to "take their interaction in the international arena to a whole new level", in "a constructive and pragmatic manner". This "pragmatic" deal being proposed by Mr. Putin could span a vast range of regions and issues. Unlike Mr. Obama, Mr. Trump may have no problem in allowing the Assad regime in Syria to continue as a part of a settlement. The problem areas could be Iran and Afghanistan. Mr. Trump has repeatedly said he would scrap the Iranian nuclear deal. Mr. Putin, meanwhile, has been using Pakistan and Iran to strengthen Russia's contacts with the Taliban in Afghanistan. While Mr. Obama theorised the polycentric world, Mr. Putin appears to have done a good job navigating it, striking strategic and commercial deals with a multitude of countries and gaining influence in the trouble spots of West Asia, far disproportionate to its tumbling economy and ageing military hardware. Mr. Trump, in an unusual move for a President-elect, said on Twitter, "I always knew he was very smart," responding to Mr. Putin's decision not to expel American diplomats in retaliation last week. The Russian leader said he would wait to see the direction of the incoming Trump administration. Mr. Obama's measures against Russia, which were welcomed by the Republican Congressional leaders, appears at least in part aimed at restricting Mr. Trump's latitude when he assumes office on January 20. But if he manages to reset America's ties with Russia - which was attempted by the Obama administration with limited success - it could trigger a cascade of geostrategic realignments across the world.

Chopper deal: HC to hear CBI's plea against bail to Tyagi PTI New Delhi, Jan 3 : CBI's petition challenging the bail granted to former IAF chief S P Tyagi in AgustaWestland chopper scam case on the ground that he could allegedly "hamper" the probe will be heard on January 9, the Delhi High Court today said. The plea filed by the probe agency came up before justice I S Mehta, who fixed it for hearing on next Monday after Tyagi's counsel said they would file a reply on the petition. Additional Solicitor General Tushar Mehta, appearing for the CBI, told the court that their plea challenges the bail granted by a trial court to Tyagi on December 26. "This is a petition challenging grant of bail. On the last date, the high court had issued notice on the petition and had observed that today the endeavour will be to finish the matter. There is some urgency," Mehta told the court. To this, the court said, "renotify the matter for Monday for reply, if any, and disposal". On December 30, the high court had sought Tyagi's response on CBI's plea challenging his bail in the case. The agency had alleged that he could "hamper" its probe and "alert" other accused if he remained out of custody. 71-year old Tyagi, who was arrested by CBI on December 9 along with Sanjeev Tyagi and law-

During the earlier hearing, the agency had claimed in the high court that if Tyagi remained out on bail, he could "alert other potential accused". The agency had also said that its probe was "multilayered" as it was spread across several countries since various companies were allegedly used to "camouflage the bribe money". CBI had admitted before the high court that though FIR was registered in 2013, the "real core investigation started only a few months back" and therefore, it did not want Tyagi to be out on bail till the charge sheet is filed. A trial court had granted bail to Tyagi, who had retired as IAF chief in 2007, saying CBI has failed to state the alleged bribe amount and when it was paid. While granting the relief, the trial court also took note of Tyagi's advancing age and his health conditions and said no purpose would be served by keeping him behind the bars. CBI had earlier argued before the trial court that Tyagi had allegedly "abused his official position" and during his tenure as the air chief, he had made huge investments in land and other properties and not disclosed the source of his income.

Core industries expanded but at a slower pace of 4.9 per cent in November than 6.6 per cent in October, which capped the upside. After a higher opening, the Sensex advanced to hit the day's high of 26,724.40. But profitbooking later on made the barometer hit a low of 26,488.37 before it closed up 47.79 points, or 0.18 per cent, at 26,643.24.

PTI New Delhi, Jan 03: Ahead of the Budget, state-owned oil producer ONGC and private sector Cairn India have asked the government to cut cess on crude oil saying the switchover from fixed to ad valorem rates had turned things from bad to worse. The producers want the government to cut the cess to 8 per cent of the price they realise on sale of domestically produced crude oil. In the previous Budget, Finance Minister Arun Jaitley had converted Rs 4,500 per tonne fixed cess on crude oil to 20 per cent ad valorem. "The 20 per cent cess rate provided benefit for a temporary period only up to moderate crude prices," their association PetroFed last month wrote to Revenue Secretary Hasmukh Adhia.

With the oil cartel OPEC deciding the cut production, global oil rates have started moving up. "As a result the domestic producers of crude oil are again feeling the pinch with 20 per cent ad valorem cess and are in fact in a much worse off than before," PetroFed wrote. It said there was an urgent need to reconsider the issue and provide the muchneeded relief to the domestic oil producers. "On behalf of the industry, we would once again like to submit for an expeditious correction in the levy of cess on domestic crude oil production from 20 per cent to 8 per cent of the realised price of crude oil," it said. PetroFed said reducing the cess rate would help to expeditiously increase oil production, meeting vision of 'Make-in-India' and enhance energy security. The Oil Industry (Devel-

opment) Act, 1974 provides for the collection of cess as a duty of excise on indigenous crude oil. Cess incurred by producers is not recoverable from refineries and thus forms part of the cost of production of crude oil. The cess was levied at Rs 60 per tonne in July 1974 and subsequently revised from time to time. During 2005-06, when crude oil prices had increased from an average of $40 per barrel to $60 per barrel, OID Cess was increased from Rs 1,800 to Rs 2,500 per tonne from March 1, 2006. Again, when the crude oil prices increased to over USD 100 per barrel, the rate of cess was increased by the government to Rs 4,500 per tonne (USD 10 per barrel) with effect from March 17, 2012, PetroFed wrote. It said the government had effectively linked the cess rate to prevailing crude oil prices in the past. Most of crude oil produced in India comes from pre-NELP and nomination blocks and is liable for payment of cess. While New Exploration Licensing Policy (NELP) blocks like Reliance Industries' KG-D6 area are exempt from payment of cess, pre-NELP discovered blocks like Panna/ Mukta and Tapti and Ravva pay a fixed rate of cess of Rs 900 per tonne.

Jewellery demand dropped 12 per cent to Rs 44,450 crore PTI New Delhi, Jan 03: Gold prices edged higher by Rs. 50 to Rs. 28,350 per 10 grams today, tracking a firm trend overseas amid scattered buying by local jewellers. Silver also recovered by Rs. 300 to Rs. 39,600 per kg due to increased offtake by industrial units and coin makers. Apart from a firm global trend, traders said, mild buying by local jewellers at the domestic spot market mainly brought about the upmove. Globally, gold rose 0.50 per cent to USD 1,156.70 an ounce in Singapore.

In the national capital, gold of 99.9 per cent and 99.5 per cent purity were up by Rs. 50 each to Rs. 28,350 and Rs 28,200 per 10 grams, respectively. Sovereign, however, remained flat at Rs. 24,000 per piece of eight grams in limited deals. Following gold, silver ready rebounded by Rs. 300 to Rs. 39,600 per kg and weeklybased delivery by Rs. 345 to Rs. 39,540 per kg. On the other hand, silver coins were unaltered at Rs. 70,000 for buying and Rs. 71,000 for selling of 100 pieces.

PTI New Delhi, Jan 3: In what could come as a good news for taxpayers in the new year, the Income Tax department has asked its officials to resolve their grievances within 30 days time. The department's new wing called the 'Directorate of Tax Payer Services' has asked all the regional heads of the IT to ensure that "there are no grievances aged more than 30 days pending at any level" pertaining to complaints of refunds, PAN issues and other Income Tax-related subjects. In a communication, the Directorate has also underlined the fact that Prime Minister Narendra Modi during his review meetings in this regard has "stressed upon adhering to the timeline of 30 days for the redressal of a particular grievance". "One of the major reasons for delay in the grievance redressal is failure to identify competent officer to redress the grievance and lack of knowledge of recent circulars or instructions," the communication said, adding if the person (tax

official) dealing with the grievance identifies the competent I-T authority, "a lot of time can be saved". The Directorate has also directed the taxman that in case the grievance does not pertain to the authority directed by the CBDT, it "should be transferred back in not more than five days time." The Directorate, nodal wing for all taxpayer grievances pan-India, has suggested that the official handling the grievance should give "due attention to the grievance at hand" and ensure that the required action is undertaken without any delay. The communication added that any action like referring the matter to the Bengaluru-based Central Processing Centre (CPC) of the I-T department (where I-T Returns are e-filed) or a similar centre for Tax Deducted at Source (TDS) processes in Ghaziabad near here, should be intimated in case the issue requires their intervention. "Sometimes the Assessing Authority fails to understand the processes

and sends back the grievance to a wrong person. All these issues can be addressed if the assessing officer or the concerned authority gives due attention to the grievance at hand," it said. It noted that regular monitoring of grievances via the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) by the field formations of the department has resulted in "better performance" by the department and the number of such issues pending between 181-365 days has "substantially gone down." The Central Board of Direct Taxes (CBDT), the policy- making body for the tax department, had last year created a new setup in the I-T establishment to put focus on taxpayers' grievances and hence the new Directorate came up. The PM had underlined that his government desires to ensure better taxpayer services as he said he wants to remove the fear of the taxman hounding the people by ushering in accountability and answerability in his Independence Day speech last year from the ramparts of the Red Fort.

They holed themselves up in the police station and were subsequently besieged by Iraqi security forces, leading to clashes that lasted several hours. PTI New Delhi, Jan 3: Into their second season in the I-League after finishing at the bottom of the table last year, Pune-based DSK Shivajians hope to dish out a better show this time with the team having undergone an "intense preparation" under a new coach. DSK Shivajians were one of the corporate clubs given a direct entry in the 2015-16 I-League season and they were given immunity from relegation for three seasons. The club owned by DSK Group finished last in the nine-team I-League last season. They are the first professional side in India to have tied up with a major international football club in Liverpool FC alongwith whom they run their academy in Pune since 2014. Just after the 2015-16 season ended, DSK roped in Dave Rogers, who was till then managing Liverpool International AcademyDSK Shivajians, as first team coach, made changes in the support staff and began high intensity training early for the upcoming season beginning on January 7. Shah is also supportive of the All India Football Federation's plan to make ISL the top league in the country, possibly from next season, with the addition of a few clubs from the current I-League which itself will then be made the second tier of the domestic structure. "ISL has been a positive in that it has brought new investors into the industry, created a high profile platform for Indian players to showcase their talent and increased the national consumption of football in the country," he said. "For our sake and for the sake of Indian football, I hope the merger will happen starting next season as it's critical that we have one consolidated football league structure in India. This will serve to ensure players develop properly through one system, we have a set calendar year on year and the domestic landscape is clearer for all stakeholders involved.

Saina had sustained an intra-articular injury (inside the joint) in her right

Subsequently, she took part in the Macau Open Grand Prix Gold badminton tournament where she lost in the quarterfinals. Saina, who lost to Marin 14-15 5-11 in the women's singles match between Awadhe Warriors and Hyderabad Hunters, said she could have won the first game. "I gave her a tough fight. I could have won the first

game. The Gachibowli stadium (venue of the match) is fast. I could not control the shuttle. She (Marin) already played here (the previous day). She was used to the conditions," said the 26-yearold Saina, who is playing for Awadhe Warriors in the ongoing PBL. Marin was quick and sharp on the court in the match, she said, adding that her on court movement still needed improvement. Saina, who is currently ranked 10th in BWF world rankings, hinted that she could next play in the Malaysia Open at the end of this month.
