ASTRO FOR YOU Aries Today, you may wake up with your nose in the air. Though you may feel bossy and important, others may not feel that way about you. Avoid giving orders that sound like insults. Otherwise, the whole thing may fall flat on your face. Taurus You will hear the division bell beckoning you to strike a balance between your personal and professional life. Today is an encouraging day for big business deals and new projects. In the afternoon, you may fall victim to iniquity. Safeguard your money from green-eyed monsters. Gemini A marathon brainstorming session with your colleagues, a scamper for meeting deadlines, and a demanding spouse will leave you quite stressed out by the end of the day. You, however, are an expert in dividing time between business, home and pleasure. The answer to your prayers is a late-night party, at least that’s what you think. Cancer This is your big moment. You are going to deal with a huge amount of money — the kind of amount you would want to fill your swimming pool with and swim in it. Statutory warning: Don’t dive in it, for you may hurt yourself as something or someone is likely to pull the plug, draining out most of the wealth that was amassed overnight. However, you will regain some of that lost money by the end of the day. Leo Call it a day with a positive difference, but today, you are more keen and inclined towards entertainment and relaxation. Everybody needs a break from the routine, so make the most of today. On a more personal note, you are required to make subtle moves as there are hints that you may want to give your love life a more definite turn, like a marriage. You and your beloved will spend the evening in passionate embraces. On a more cautionary note, take extra care while travelling, especially if you are alone. Virgo It is quite probable that today will be an action-packed day for you. It is going to be a progressive day for your business. Later in the day, you may retreat into your shell, and refuse company. Libra It’s now or never for you, as today, you may finally take out time to do some sound thinking for your future goals and success. Things seem to go your way, and all your plans are beautifully executed towards the afternoon. Also, find time in the evening to be with the ones dear to you. A movie and dinner sounds like a good idea. Enjoy life in all its goodness! Scorpio Armed with a good sense of judgement, you will make a number of encouraging changes in your behaviour today. Habits die hard, but all the effort that you put in to refine your routine will pay off brilliantly by the end of the day. Close friends and family will be pleasantly surprised by your efficiency and decisions. Sagittarius Today, you will probably emerge as the victorious gladiator in the arena of sports and games. But later in the day, some hurdles may come across your path. At your desk, your bosses might just lend you a helping hand to assist you to finish off pending jobs. Capricorn It’s not every day that you wake up with a positive feeling, one that pushes you to make right everything that has been going wrong around and within you. Today, you may be in one of those high-spirited moods. At home, you will strive to gain the confidence of your family members while at work, you will slog hard the entire day and get adequately rewarded for the same. Aquarius You are fully charged and raring to go! Your friends are supportive of your new schemes, and your bosses are pushing you to complete pending projects. This shouldn’t be a problem, considering your current levels of energy and enthusiasm. Pisces You will feel like King Midas himself today because everything you take up will fructify into something successful and rewarding. You will be alight with incredible ideas and abuzz with stupendous energy. Feel free to skip the coffee!

ET Correspondent Roing, Mar 12: The news of present Chief Minister and his team of MLAs joining the regional party, the Peoples’ Party of Arunachal (PPA) have sent jitters and caused multiple heart burns in the Roing camp of the BJP as well as confusion in the rival, Roing INC Camp. According to inside sources of BJP in Roing, there is a strong belief that the present chief minister, Pul and his team is allegedly using the regional party, the PPA as a ‘Transit camp’ on its
onward march towards final merging with the saffron brigade, the BJP. Therefore, the present Roing saffron team in an effort to score negotiating points with the possible newcomers from the alleged transit camp, the present BJP leadership in Lower Dibang Valley has ensured in recent days that all the portfolios of the district BJP office that were lying vacant are being filled up with party workers of their choice, in order to score negotiating brownie points at the table. ‘In the month of December, the
top leadership of the district ensured that all the major party offices in the district are occupied. However, the offices in the lower level were lying vacant, now within a span of 5-6 days, hand written note was shared in the social media about the appointments to the different party office”, said a party worker of the BJP who strongly subscribes to the saffron ideology but lacks the courage to further his own material ambition, piggy riding on the party while refusing to be identified. “We, therefore, appeal before the state government to lower the eligibility criteria level to state level, that means one who had represented the district should be allowed to apply for the posts under sports quota”, Haisa said. If the state government does not reviews its criteria then it will be a great injustice for the major tribes inhabiting in the three districts like the Tangsa, Tutsa, Singpho, Nocte, Wanchos etc, Haisa said. The union also had a long discussion with the two MLAs from the area, Tesam Pongte and Laisem Simai on the issue. “Both of the dynamic and
young MLAs have promised us to help and they said they will take up the matter with the CM and Director General of Police”, Haisa added. The union has also requested the state government to re-advertise the entire process after revision of the same. The union has also appealed to the state government to hold the recruitment rallies in the three district headquarters – namely Khonsa, Changlang and Longding, so that maximum rural youths can participate in these rallies. “Many talented sports persons are poor and they cannot travel all the way to Itanagar Chimpu, therefore, it will be ideal to hold the recruitment process in the respective districts”, Haisa added.

The CoSAAP also called upon higher authorities to find out the Aich’s true reason for resignation, as his service extension period ends on 31 March this year. It also appealed to the officers and staff of the departments to be patient and work for the interest of the state till the matter is resolved. Chief Minister Kalikho Pul on Aich’s resignation and urged him to see look into the matter, considering that the budget session is soon to be held. “The resignation of such an important officer in the department is a matter of concern for the state as it might lead to anomalies in the passing and handling of files, especially bills that had already been under scrutiny and in the process of being cleared thereafter. This will lead to further financial mismanagement and delays”, said ACS chairman Patey Tayum. The ACS was of the opinion that the resignation of the deputy secretary is a cause of concern and raises numerous questions regarding department’s functioning and also alleged Principal Secre-

Tayum also questioned the state government on why it had not initiated any measures to look into the concerns raised by the CoSAAP, who had on many occasions put up reports and files in regard to the atrocious work culture of the duo. “The CM being a man of action and efficiency should direct the principal secretary and secretary to work for the indigenous people of the state and avoid trying to impose their dominance in the functioning of the work”, stated Tayum before urging the chief minister to fast-track the case as several officials are on the verge of resigning or seeking transfer under the duo’s command.

ers,” he said adding that the Government should review and address the irregularities in their salaries which currently depend “on the whims and fancies of the people at the helm of affairs.” In a written reply on the issue, Education Minister RC Laloo assured that he will take up the matter of increase in the salary of the cooks with the Ministry of Human Resource Development. “The Government of India is already contemplating to increase the monthly honorarium to cook-cum-helpers from
(the current) Rs 1000 to Rs 2000 during the financial year 2016-17,” he added. “A separate provision for payment of honorarium to cooks-cumhelpers at Rs 1000 per month has been made. One cook-cum-helper can be engaged in a school having up to 25 students, 2 cook-cumhelpers for schools having 26-100 students and 1 additional cook-cumhelper for every addition of up to 100 students,” he informed He added that the expenditure towards the hono-
rarium of cook-cumhelpers is shared between the Centre and the State in the ratio of 90:10. Laloo also informed that the Rs 1000 honorarium to cookcum- helper was fixed by the Centre and was the same in most other states. Laloo added that frequent change of cookcum-helpers made it difficult to attach their salary to bank accounts. “The honorarium is being paid through etransfer to the accounts of the schools which in
turn is being paid to the cook-cum-helpers by the School Managing Committee,” he informed. “Honorariums have been paid till November 2015 and every effort is made to ensure the money is paid every month,” Laloo said. It may be mentioned that mid-day meal cooks in Garo Hills had recently approached the West Garo Hills Deputy Commissioner seeking his intervention on problems relating to their salaries. (Agencies)
Practise what you preach: Roy tells CM Chief Minister Mukul Sangma Shillong, Mar 12: Opposition legislator Ardent Basaiawmoit (HSPDP) has sought a white paper on the status of the boundary problem between Assam and Meghalaya during the Question Hour on Friday even as Chief Minister Mukul Sangma, while summing up the debate on the Governor’s address, favoured effective use of the Consultative Committee comprising political parties from the State to have dialogue with Assam political parties in order to have a political consensus to amicably settle the border dispute. The Chief Minister said that the Consultative Committee was notified and the government was yet to get feedback from some political parties of the State. “Let this Consultative Committee comprising political parties from our State engage with the political parties of our counterpart to arrive at a political consensus on the 12 areas of differences,”
Sangma said. The Chief Minister pointed out that though he had sought the intervention of the Centre for setting up of a Boundary Commission, the Centre wanted the states to settle the matter amicably. Earlier, Basaiawmoit demanded the white paper by stating that the issue has been lingering for over four decades. The Chief Minister said that an exhaustive presentation was made in July 29 last year on all 12 areas of differences including Block I and Block II areas. He said that the State Government had submitted necessary documents to Assam counterparts to substantiate the claim of Meghalaya over 12 areas of differences, but the Assam counterparts were not forthcoming. “If there is a need, the government will not shy away from releasing a white paper on border dispute,” the Chief Minister said.(Agencies)

After a lengthy reply by the Chief Minister on what the Government intends to do to empower the people, he wanted to know the mind of the mover of the amendment motion, Donkupar Roy. Govt recommends Selma D Shira Shillong, Mar 12: The ongoing tussle between the MUA government and the National Peoples’ Party (NPP) over the selection of nominated MDC to GHADC has taken an interesting tern with the State government, instead of clearing NPP nominee Conrad Sangma’s name, decided to recommend Congress member Selma D Shira for the post. The NPP and its alliance had earlier decided to nominate Conrad as a member of district council (MDC) to elect him as the CEM of the autonomous council. The decision to recommend Shira’s name was taken by the State cabinet in a meeting held here on Friday. “Selma D Shira is a socio-political activist and Cabinet considered her name for the post of nominated MDC in GHADC,” Chief Minister Mukul Sangma told The Shillong Times after the meeting. It may be mentioned that the GHADC Executive Committee in exercise of Rule 6 (1) of its constitution has already written to the State Governor to approve the nomination of Conrad at the earliest. China protests Dalai's presence at UN meet Beijing, Mar 12: China has lodged a protest with the UN for inviting the Dalai Lama to its conference in Geneva saying that the Tibetan spiritual leader is a separatist and not entitled to talk about human rights. China voiced "strong unsatisfaction" and lodged solemn representations after the Dalai Lama was invited to attend an activity on the sidelines of the ongoing UN human rights meeting. Reports said the US and Canada co-sponsored a conference built around Nobel peace prize winners, on the sidelines of the UN Human Rights Council's 31st session in Geneva, official media reported. The Dalai Lama was invited for the conference, which was chaired by UN Deputy High Commis-
sioner for Human Rights Kate Gilmore. The US side insisted on inviting the Dalai Lama to attend the activity regardless of China' s firm opposition, Chinese Foreign Ministry spokesman, Hong Lei said in a statement. The relevant UN department also violated the UN resolution and allowed the deputy high commissioner to chair the activity. "We have lodged solemn representations to relevant parties," he said. Hong said the Dalai Lama is a political exile who has long been engaged in activities to split China instead of a simple religious person. "Dalai Lama, the biggest serf owner in old Tibet, is not entitled to talk about human rights", he said. He said that China firmly opposed the Dalai Lama to

Conventional media must strike back: Jaitley New Delhi, Mar 12: It is time for the conventional media to "stand up and strike back", Union Finance Minister Arun Jaitley said today, noting there was space for it to serve objective rather than "agendasetting news" by television channels. Jaitley urged the drivers of conventional media to give to the readers and viewers something which may be conventional but "fresh". "So while we all respect the trends that media follows, I am one of those conventional readers or viewers who feels that there's a huge space which is lacking for the return of the conventional media. I would like to see the Indian version of BBC, objective rather than agenda-setting news.

Arun Jaitley Malayala Manorama for his outstanding work on "endangered tribal communities". Former Chief Justice of India A S Anand, Minister of State for Information and B r o a d c a s t i n g Rajyavardhan Singh Rathore and veteran journalist T N Ninan also spoke on the occasion. "There's also a balance between idealism and ambition and I think that balance can be maintained by all of you yourself.
"So far as the courts are concerned, there is no scope for the crowd to influence the judges because if that happens it will be a sad day for the judiciary. The courts cannot be influenced by who speaks louder," he said. . Print media is having to live with a redefined news "as to what happens behind the scene", Jaitley said, observing that the conventional definition of news "no longer holds true".
No outside agency can ever come and try to maintain the balance," Rathore said. Justice Anand, who headed the jury that selected Kumar's exclusive report for the prestigious award, said the judiciary can't afford to get influenced by those who speak louder.
Jaitley said it is an "interesting" phase with the way media is evolving and lauded Indian media's role in "not only keeping us as a robust democracy but a very noisy democracy also". "It has freedoms, it keeps us informed, comments, slaps us on the knuckles. It also sets the agenda of what will
happen in the Parliament tomorrow because a lot of us in the institutions do get influenced by the reports and take due cognizance of them," he said. Jaitley observed that conventional definition of news "no longer holds true" and that what makes news is "predominantly what is captured in the camera". "If it's not captured in the camera then it acquires a relatively secondary importance. As a result print media also now is having to live with a redefined news as to what happens behind the scene," he said. Rathore said due to the media's competetive nature, at some stage news becomes a "commercial item" which he described as scary. He also touched upon the attack on scribes at Patiala House Court. "I feel that it is not just limited to India that our ability to accept another version is reducing. Within homes, outside, on the roads or anywhere else and I see that across borders in other countries as well. This is scary." Justice Anand said that when the media sacrifices truth, "objectivity is lost". When that happens the reader does not know which part to beleive and that leads to many controversies which are totally uncalled for, he said.(PTI)
London, Mar 12: According to a UN report, South Sudanese government allowed its soldiers and militias to rape women in lieu of wages, torture and murder suspected opponents and deliberately displace as many people as possible during the country's civil war. The Office of the UN High Commissioner for Human Rights (OHCHR) published a harrowing document on Friday; six months after accounts emerged revealing the systematic abduction and abuse of thousands of women and girls during the conflict. The reports revealed the atrocities committed by both sides since the war broke out in December 2013 and warned that many of those may amount to war crimes or crimes against humanity, adding that most of the civilian casualties were the result of deliberately targeted attacks rather than combat operations. While the report found that all sides had committed "serious violations and abuses", it was unequivocal in asserting that "the government appears to be responsible for the gross and systematic human rights violations". The UN recorded more than 1,300 reports of rape in Unity state alone, an oil-rich area in the north of the country that has seen some of the worst violence of the conflict from April to September last year. It added that the opposition forces in 2014 harried towns in the area, turning churches, mosques and hospitals into veritable traps for civilians. The civilians were deliberately targeted again ever after the forces scattered in 2015 in the face of an offensive waged by government troops in the Sudan People's Liberation Army (SPLA). The report noted that the prevalence of rape suggested that its use had become "an acceptable practice by SPLA soldiers and affiliated armed militias". Its assessment team was told that youth militias who carry out attacks with the SPLA had an agreement - "do what you can and take
what you can". The report said that Most of the youth therefore also raided cattle, stole personal property, raped and abducted women and girls as a form of payment. Zeid Ra'ad Al Hussein, the UN High Commissioner for Human Rights said that while South Sudan was one of the most horrendous human rights situations in the world, the situation was struggling to attract international attention reports the Guardian. "The scale and types of sexual violence - primarily by government SPLA forces and affiliated militia - are described in searing, devastating detail, as is the almost casual, yet calculated, attitude of those slaughtering civilians and destroying property and livelihoods. However, the quantity of rapes and gang-rapes described in the report must only be a snapshot of the real total," Guardian quoted him as saying. Meanwhile the government flatly rejected suggestions that SPLA soldiers have been involved in the human rights abuses detailed in the report. "We condemn in the strongest terms possible any crimes committed against civilians," Ateny Wek Ateny, a spokesman for President, Salva Kiir, reports the Guardian. Ateny, said that the atrocities may have been carried out by militias wearing SPLA uniforms and insisted that government troops operated under strict rules of engagement that prohibit the targeting of civilians. South Sudan, the world's youngest country, has been in conflict since December 2013, when President Kiir accused Riek Machar, his former vice-president of plotting a coup. The fight tore the country apart along sectarian lines, pitting supporters of Kiir, an ethnic Dinka, against those backing Machar, an ethnic Nuer. At least 50,000 people have been killed and 2.2 million further displaced in the past two years. (ANI)

Pak trade deficit worsens to USD 15.1 billion Islamabad, Mar 12: Pakistans trade deficit worsened to USD 15.1 billion in the first eight months of the ongoing fiscal year, despite steep decline in global crude oil prices and duty-free status of its exports to the European markets. The trade bulletin yesterday released by Pakistan Bureau of Statistics (PBS) reported the value of imports was more than double the value of exports for the second month in a row. The Express Tribune reported that the trade deficit ? gap between exports and imports ? widened 4.22 per cent to USD
15.1 billion from July to February. The trade deficit was USD 612 million higher than reported in the comparative period of the last fiscal year. It almost nullified the USD 728 million gains Pakistan made due to increase in workers remittances during July to February. The PBS would release the details of imports and exports for July-February later. However, the sevenmonth data showed that the country got a bonanza of USD 2.9 billion due to reduction in global crude oil prices.
But the textile exports during the first seven months plunged by over 9 per cent to USD 7.4 billion. From July through February, the exports nosedived to USD 13.87 billion, which were USD 2.12 billion or 13.3 per cent less than the receipts in the comparative period of the last fiscal year, the PBS reported. Pak trade deficit worsens to USD 15.1 billion
Despite the huge benefit, the trade deficit ballooned due to massive decline in exports. Pakistan is also availing the Generalised System
of Preference (GSP) Plus scheme from the EU that allows it to export a range of products at virtually zero duty to the bloc of 27 nations.
A major reason behind the steep fall in exports was the absence of an enabling business environment, as the government has massively increased the cost of doing business by levying numerous indirect taxes.
The government has so far failed to announce a "three-year strategic trade policy framework" after the last one expired in June 2015. The imports during JulyFebruary period contracted almost 5 per cent to USD 29 billion. The imports were USD 1.5 billion less than the comparative period. On annualised basis, the trade deficit also widened by 6.7 per cent to USD 1.5 billion in February. It was USD 95 million higher than the one posted in February last year, according to the PBS.(Agencies)

claimed their involvement in a “successful operation” to release him from kidnappers. “The facts and evidence show that Shahbaz Taseer was not released through an operation by security forces but set free by the captors,” Interior Ministry said in a statement after the conclusion of the probe.
The report said it was not clear why the kidnappers set him free or if they were paid ransom. It said no one is allowed to use the issue to link it with their performance. “Those involved in using it for personal advancement will be sternly warned,” it said. Mr. Shahbaz was kidnapped from the Gulberg
area of Lahore from near his office on August 26, 2011 and since than it was feared he was held captive by different militant groups. He was kidnapped soon after his liberal politician father was assassinated by radical Mumtaz Qadri in January, 2011, due to his stance on the controversial blasphemy law.(Agencies)
CPEC will only enrich the powerful in Pakistan Karachi, Mar.12: The much publicised China Pakistan Economic Corridor ( CPEC ) is meant to enrich only the rich and the powerful in Pakistan according to high level MQM sources who added that China is aware of this and is using CPEC as a payoff to the Pakistani politicians for permitting a massive Chinese footprint inside Pakistan. According to Muttahida Qami Movement (MQM) sources, the handing over of the Gwadar Port to China for development in the early part of 2013, has led to other trade corridors being developed, and in turn, is allowing Pakistan's powerful politicians to plunder the economy in a willful and rapacious manner. The MQM sources, who were speaking on condition of anonymity, have further revealed that the Chinese are aware of this uncontrolled exploitation of projects and deals related to the proposed Gwadar-Kashgar Trade Corridor, but they have conveniently turned a blind eye, as they feel an opportunity exists for Beijing to establish a strong hold in Pakistan. A recent report has shown that a major portion of the capital allocated for power projects, for instance, has nothing to do with the pro-

posed trade corridors in the Gwadar-Kashgar region, and is instead being utilized for projects in the Sharif stronghold of Punjab (province). According to MQM sources, only a meagre amount of 1153 million dollars has been allocated for a few projects in Gwadar, which are yet to start or take off, and therefore, Pakistan's Planning Commission needs to be taken to task for not taking steps to operationalise the port first by commencing transhipment to attract a good volume of business and emerge as a viable alternative to the Dubai Port, the ninth busiest port of the world, which attracts 13 million TEUs (Twenty-Foot Equivalent (shipping container) Units) annually. A Reuter's news agency report recently quoted
Ashraf Mahmood Wathra, the Governor of the State Bank of Pakistan, as saying, "CPEC needs to be made more transparent. I don't know out of the 46 billion dollars, how much is debt, how much is equity and how much is kind." This indirect critique of the CPEC from a government-run bank that has repeatedly referred to the CPEC projects as the best hope for reviving economic growth in Pakistan, is startling, and almost categorically exposes the monopolistic shenanigans of the country's powerful elite. MQM sources are of the view that at least eight to nine years have already been wasted to operationalise the Gwadar Port because of what they call "ill-conceived plan-
ning" of the CPEC by the Planning Commission of Pakistan, and have warned that there is a risk of many more years going to waste if a forum is not created to ensure concrete development-related integration. They further claim that this wilful economic aggrandizement of the proposed CPEC has the tacit and sinister approval of the Nawaz Sharif-led PML-N leadership. The sources are categorical in demanding the immediate creation of an authorised council/board/ body that will take full responsibility of the CPECrelated deals from the inception stage to the conclusive stage, and insist that the work must be done on a war footing to gain maximum inputs and derive maximal gains. They say that the main objectives of the council should be to explore the potential of the Gwadar Project/CPEC to make it viable for all stakeholders and create a win-win situation, to formulate strategic concepts of business and implement it in a fashion that reaps more advantages and serves the country rather than just being a beneficiary, to ensure speedy implementation to attract more business and investment, and guard against existing
vulnerabilities, the council should be in a position to address all ills and grievances, the council should work with China on viable conceptual policy formulation and implementation phases as this ensure both continuity of the thought process as well as implementation at all levels, the working of the Gwadar project/ CPEC should not be altered or affected due to a change of government or individual authority, the council must ensure that funds allocated for the project are utilized properly and do not fall into the hands of vested interests or parochial parties. Insofar as the Western Corridor i.e. all trade corridors (China and CARs) are concerned, it must be ensured that they save both time and money, pass through underdeveloped areas and have elements of national integration to attract the next generation to take part in the development process. The overall contention is that the CPEC should shore up Pakistan's crumbling infrastructure and reduce its electricity shortages. From China's perspective, the CPEC provides a free trade zone to the Gwadar Port and the all important access to the Indian Ocean and the Middle East. (ANI)
Nepal begins three-day anti-elephantiasis campaign Kathmandu, Mar. 12 : Nepal on Saturday kicked off a three-day anti-elephantiasis campaign across the nation's 36 districts in a bid to wipe out the disease caused by filarial worms.
Nepal begins three-day anti-elephantiasis campaign
According to reports, anti-elephantiasis medicines will be distributed to 13 million people. The Nepal government since 2003 has launched the campaign against
lymphatic filariasis after cases of mosquito-borne disease were traced in 61 districts. Dr. Baburam Marasini, Director at the Epidemiology and Diseases Control Division of Department of Health Services said that the medicines would be given to folks free of charge, reports the Himalayan Times. A total of 13,078 health workers and 65,678 volunteers have been mobilised to make the campaign a success. The similar campaign was earlier held in 27 districts. (ANI)
Tamil prisoners end hunger strike in Sri Lanka
Colombo, Mar 12: Tamil political prisoners, who were on a hunger strike in Sri Lanka in protest against their prolonged incarceration, ended their protest after they were assured of speedy trials. The 13 former LTTE cadres launched the hunger strike on February 23 demanding the government to expedite the cases against them or release them. They suspended their fast after Prisons Reforms and Rehabilitation Minister D M Swaminathan assured them of speedy trials. Prison Commissioner General Nissan Danasinghe informed them that the Minister has given an assurance that he would discuss the issue with the Attorney General’s Department
officials. Prisons spokesman Thushara Upuldeniya has told Colombo Page that the 13 prison inmates had their mid-day meal on Friday as usual. Four inmates who had fell ill due to hunger strike were admitted to the Prison hospital. Meanwhile, the students at the University of Jaffna on Friday have reportedly launched a one day hunger strike to protest the ongoing imprisonment of Tamil prisoners. Hundreds of ethnic Tamils have been lodged in jails without trial since 2009, when Sri Lanka’s military crushed Liberation Tigers of Tamil Eelam (LTTE) rebels in a decades— long conflict for control of the island’s northern Jaffna peninsula.(Agencies)
PoK continues to be terrorist launching pad, say exiled leaders
Shaukat Ali Kashmiri Geneva/New Delhi, Mar. 12: Exiled leaders from Pakistan occupied Kashmir (PoK) and Gilgit-Baltistan have blamed Pakistan for sheltering terrorists and using its soil as a launching pad for terrorists. "On the one side, Pakistan says it is fighting a war against terrorism, but on other side, LeT terrorists are roaming freely and extremists are rallying every day, the Jaish-eMohammad is operating, and the Jihad Council, the outfit which has claimed (responsibility for) the Pathankot attack, these are all benefitted by the state," Shaukat Ali Kashmiri, Secretary General of United Kashmir People's National Party (UKPNP) told ANI. "There are certain Talibani leaders who have the backing of the Pakistan government. So, this is not the right way to fight against terrorism that you adopt the policy of pick and choose, he added. "In our region (PoK), the terrorist infrastructure is still intact and we always say that this region has been used as a launching pad for terrorist activities. I firmly believe that terrorists will not make Kashmir free," he further said. Kashmiri and others were speaking at an event of "Human Rights and Terrorism" on the sidelines of
the ongoing 31st Session of the UN Human Rights Council in Geneva. "In Gilgit Baltistan all black laws are being enforced, the anti-terrorist courts and military courts are acting against the political activists and leaders," Chairman of Gilgit Baltistan Thinkers Forum, Col. (Retired) Wajahat Hasan Mirza said. The leader, who is now living in living in exile, also pointed out that establishing military courts in disputed territory of PoK and Gilgit-Baltistan is a clear violation of UNCIP resolutions on Kashmir. The activists further voiced their dissent for the Anti-Terrorism Act (ATA) and blamed Pakistan for using the law against secular, civil society activists and nationalist political workers who have been struggling for their fundamental human rights. "Recently, a case has been registered under anti terrorist act against a nineyear-old, Zoaib Ullah, in Giglit-Baltistan. We urge upon the international community to put pressure on Pakistan to stop political victimisation and immediate release all the political prisoners facing sedition charges," Nasir Aziz Khan, spokesperson of United Kashmir People's National Party said. Why foreign companies should invest in India and not China? Part-I Reservation It has remained a cause of disagreement The biggest impending socio legal problem which has divided Indian society into two halves is reservation for "other backward classes" inter alia on the basis of caste. Photo: In 2007, the Central knowledgeofindia Government proposed an additional 27% reservation for the "other backward classes" in educational institutions. The said move was sought to be justified by the central government as being an extended policy to achieve the goals under the Directive Principles of State Policy and in Particular the goals as defined under Article 38 of the Indian Constitution ("the Constitution"). The constitutional provision which legally empowered the central government to make special provisions for "other backward classes" was Article 15(5) of the Constitution. It is pertinent to note that Clause (5) of Article 15 was originally not a part of the Constitution and was introduced by the Constitution (Ninety Third Amendment Act, 2005). This move of the central government was met with extreme opposition from certain quarters of the society and especially the non OBC student community as a result of which several writ petitions challenging the said Constitution Amendment came to be filed in various High Courts of India as well as in the Indian Supreme Court. The Constitution laid down 15% and 7.5% of vacancies to government aided educational institutes and for jobs in the government/public sector, as reserved quota for the SC and ST candidates respectively for a period of five years, after which the situation was to be reviewed. The Supreme Court ruling that reservations cannot exceed 50% (which it judged would violate equal access guaranteed by the Constitution) has put a cap on reservations. The central government of India reserves 27% of higher education, and individual states may legislate further reservations. Reservation in most states is at 50%, but certain Indian states like Rajasthan have proposed a 68% reservation that includes a 14% reservation for forward castes in services and education. The issue of reservation has remained a cause of disagreement between the reserved and the non- reserved sections of the society. While the unreserved segments, keep on opposing the provision, the neediest sections from within the reserved segments are hardly aware about how to get benefited from the provision or even whether there are such provisions. Reservation is no doubt good, as far as it is a method of appropriate positive discrimination for the benefit of the downtrodden and economically backward Sections, the society but when it tends to harm the society and ensures privileges for some at the cost of others for narrow political ends, as it is in the present form, it should be done away with, as soon possible.
Largest cotton producer Taking India to the first position Cotton is the most important fibre crop not only of India but of the entire world. It provides the basic raw material (cotton fibre) to cotton textile industry. Trade estimates suggest that the production will be around 400 lakh bales of 170 kg each, taking India to the first position. With domestic trade estimating cotton production at around 400 lakh bales, India is expected to emerge as the largest cotton producer in the world in 2015-16. Cotton output in all major producing countries in the year, barring India, has been anticipated to be lower than the previous season. As a result, China has had to vacate its place as the largest producer of cotton to India, according to sources in Southern India Mills' Association (SIMA), the apex body of spinners in the Southern Region. Quoting reports of United States Department of Agriculture (USDA), the sources said global cotton production during 2015-16 had been estimated at 23.68 million tonnes, 8.6 per cent lower than the previous season production of 25.90 million tonnes. Cotton production in China and the U.S. has been estimated to be lower by 13.3 per cent and 17.7 per cent respectively, than that in the previous production. As per sources though USDA anticipated a marginal reduction in India's production, trade estimates suggested that the production would be around 400 lakh bales of 170 kg each, taking India to the first position. USDA report on India has estimated cotton area in the country in 2015-16 (August to July) at 11.26 million hectares and cotton production at 370 lakh bales. It anticipated yield to come down to 524 kg per hectare, lower than the previous yield of 527 kg per hectare, because of deficient rains in the later half of the monsoon season and instances of pest presence in Gujarat and Punjab. India has the sole distinction of growing all the four cultivated species of cotton and their intra- and inter-specific hybrids. In India, cotton is grown in three distinct agro-ecological zones, viz., Northern (Punjab, Haryana and Rajasthan), Central (Gujarat, Maharashtra and Madhya Pradesh) and Southern zone (Andhra Pradesh, Tamil Nadu and Karnataka). Also considering the major provisions of World Trade Organisation (WTO) vis-a-vis India's position, the points that emerge to be of immediate concern in enhancing the productivity and quality of Indian cotton and making it competitive globally are: bringing down the cost of cultivation and enhancing its productivity and quality, Also rendering our cotton globally attractive and most importantly keeping Indian cotton free of trash content.

There is a possibility that it is building a framework so during an internal challenge to the communist it can garner the support of the population by creating an external threat thus diverting attention. If the party's legitimacy is challenged China may resort to military strikes on one of its neighbors.

Labor unrest has worsened over the past year as the country's economic growth decelerated to 7.4% in 2014 which is the slowest pace in more than two decades. Labor unrest in China has increased especially in the coastal provinces that manufacture goods for export. The dramatic effects of three decades of startling growth have led to a wave of labor unrest, including strikes and partial shutdowns of factories. The endless supply of cheap labor is drying up and workers are no longer willing to endure sweatshop like conditions. Various foreign companies in China's coastal areas have experienced a string of labor related protests and strikes, downsizing, closure, relocation and sale or merger of businesses. The publicized conflicts between laborers and the management signals the end of an era of low cost labor and the beginning of a more challenging labor environment for foreign companies. The vast majority of disputes involved demands for wage increases, new benefits or compensation for restructuring, overtime and layoffs. Big companies like General Motors have recently moved their international or Asia headquarters from Shanghai to Singapore as they expand further into India as an alternative to China. The advantages of doing business and investing in India include a federal government system with clear powers established between the central government and state governments, a liberal and

Frequency of Road Accidents
Image for representational purpose (Photo: dev.postcourier)
Sir, A survey suggests that in India one accident occurs on the road every minute and one death in every four minutes. Road accidents in Assam are assuming a dangerous shape with each passing day. Not a single day passes without a report on road accident in Assam. more often than not good number of horrendous accidents rock the roads of Assam, involving death of several persons. The newer, the smoother the surfaces of the roads, the number of accident is more. As the objective of many drivers is to reach the destination as quickly as possible, some of these drivers face the music in the shape of death. The slogans of safety on roads like, 'Speed thrills but kills', 'Always Alert Avert Accident' do not hold any value for them. Our Police force, too, cannot shake off their responsibility. Whenever any reckless or rash driving comes to their notice, instead of tackling
them giving them a hot chase, the police personnel ignore this issue. Another cause, some drivers drive under the influence of liquor. By testing these drivers with 'Breath-Analyzer' occasionally cannot serve the purpose. A consistent measure, imposing heavy penalty on the erring driver is likely to minimize the number of accidents. Our Prime minister once announced that the NDA is contemplating a planning on road safety policy where there would be a provision for offering a cashless treatment to victims of road accidents. Our Police officers at the helm should ponder over the gravity of situation arising out of the frequency of road accidents and death of innocent persons. Yours etc. Ashok Bordoloi Dibrugarh
nies are managed and run according to international laws and regulations leading to financial stability. There are well established recognition and protection of intellectual property rights. The Ownership of stocks In India is significantly different as compared to China. In China, individual investors apparently own 80 % of stocks. In India, individual stock ownership is low and foreign and domestic institutional ownership is very high. This makes the wealth effect of a loss in stock values less important in India. In China, a stock market crash will dent purchasing power significantly as individual investors will bear the brunt of this loss. A stock crash has implications for consumption in China. An economic downturn in China means increased investments coming into India, provided India utilizes the opportunity well and implements the economic and systemic reforms being promised to the investors in double time. Due to the fall in global commodities Indian steel and ore companies will suffer. But India is gaining hugely from oil prices since last September. India imports 80 % of its oil thus making it one of India's biggest imports. A drop in oil prices also improves India's public finances. To be contd. Career in Biotechnology Introduction The applications of this branch of science are vast and simply mind-boggling. On one hand, it caters to the industrial sector such as food and beverages industry, textiles industry, biological products, medicines and pharmaceuticals while on the other hand this branch of science caters to the requirements of agriculture, animal husbandry, nutrition and environmental conservation. The list is a long and an envious one. What's more, the branch of science we are talking about is in itself not confined or bound as a single discipline. Rather it is an interdisciplinary branch of science that is rapidly gaining significance and opportunities for youngsters who want to explore the new frontiers of science are immense. The name of the discipline is Biotechnology. Although, the name may suggest that this branch of science is steeped in biology but this is not the case. Apart from biology, this branch of science also assimilates diverse subjects like physics, chemistry and mathematics. Furthermore, engineering applications are also an integral constituent of biotechnology. The concepts derived from this dissimilar mix of sciences are applied to biological matter, generally living cells, for developing new and improved biological and industrial products. Most of the work done by professionals engaged in biotechnology is concerned with research and development work in various laboratories. Students are showing tremendous interest in biotechnology. The primary reason behind this interest emerges from the fact that the technical and procedural application of biotechnology touches a vast array of disciplines. This in turn opens a lot many job portals for students who are seeking a stable career in their life. Biotechnology, along with its many sub-fields, finds use in so many applications that many new fields have and are being derived from within it.
Step-by-Step In opting for a specialised profession such as biotechnology, you must plan your career right from your school days. In this context, the combination of subjects of study at the 10+2 level must primarily include Biology, Chemistry, Physics and even Mathematics. Once you have finished schooling you can opt for a suitable undergraduate program (BSc, BE, BTech) in Biotechnology from various academic institutions spread across the country. The duration of a BSc program in biotechnology is three years whereas it is four years for BE and BTech courses. The eligibility criterion for getting into an undergraduate program varies from one institution to another. In some colleges the eligibility criteria includes a 10+2 with 50% marks in Physics, Chemistry, Biology and Mathematics. In some other institutions, the 10+2 pass percentage required is 55%. Whereas some colleges consider physics, chemistry and biology combination of subjects as a basic entry level qualification and others take into account the physics, chemistry and mathematics combination. Once this eligibility criterion is met, you can get admission in to BSc programs. However, for many undergraduate courses in biotechnology you need to sit for common engineering entrance exams such as: o The Joint Entrance Examination for IITs (IITJEE): for admission to various IITs o All-India Engineering Entrance Exam (AIEEE): for admission to various National Institutes of Technology or regional engineering colleges Other than these common entrance examinations, engineering institutions offering undergraduate programs conduct their own entrance examinations. The result of these entrances will allow you get admission to an undergraduate course in biotechnology in reputed engineering colleges. Once you have earned a gradu-
ate degree in this field you can go for the master's level (MSc, ME, MTech). For a Masters in Biotechnology, you should either have a graduate degree in biotechnology or in any subject that is related to biological sciences. A graduate degree in subjects such as biochemistry, biology, botany, chemistry, microbiology, pharmacy, veterinary sciences or zoology is acceptable for an entry into a post-graduate program in biotechnology. Apart from undergraduate programs, many colleges and universities offer five and fiveand-a-half year integrate programs (BTech/MTech) for students. It should be kept in mind that a post-graduate qualification in biotechnology is a must to enter the profitable and ever-expanding field of biotechnical applications. As it is a blend of numerous disciplines, you have to do a specialisation in a number of fields. Some of the common areas of research include fields like: Agriculture and Agricultural Development, Animal Husbandry, Biochemistry, Biophysics, Botany, Dairy Technology, Environmental Protection, Fishery Development, Genetics, Horticulture, Medicine, Microbiology, Molecular Biology, Nutrition, Pharmacology, Tissue Culture and Zoology. After post-graduation, you can apply for a doctoral program and from then on if need be, immerse yourself in postdoctoral research. Here, it is important to point out that a majority of students prefer to do their PhD and post-doctoral research from foreign universities. Start Early To follow biotechnology as a preferred profession, you must have a sound grounding in science from the early school days. You must have keen interest in various branches of science not just for study sake or for obtaining good grades. Rather, you must have a keen perception to understand scientific applications and even keep pace with the latest news from the
scientific world. Once you are through with 10+2, you must either opt for an undergraduate course in biotechnology or any subject that is directly or indirectly related to biological sciences. Remember a masters degree is a must to make a successful career in the domain of biotechnology. What would it Cost Me? A typical course in biotechnology can annually cost you anywhere between Rs 20,000 to Rs 2,00,000 or above depending on the college you study. Usually, government and regional colleges that select students through tough entrance exams charge less as compared to programs offered by private owned colleges. Funding/Scholarship Various academic institutions and universities offer scholarships to deserving students who perform extraordinarily in the entrance test and postentrance interviews. However, easy loans are available from banks for students to pursue their academics. The money borrowed may be returned after a student gets a job. For instance, State Bank of India, Allahabad Bank, State Bank of Mysore and Bank of Baroda are some popular banks that offer attractive loans to students. These loans include library fees, book purchases, travel expenses and often allow students to purchase computers, accessories and scientific instruments required to complete their work. Job Prospects Biotechnology assimilates in itself a number of disciplines. Further, there is a great demand for biotechnical experts in countless industries and sectors. The following are applications where biotechnological techniques are used extensively: o Agriculture o Animal Husbandry o Environment Conservation o Genetic Engineering o Health Care o Medicine o Industrial Research and De-
velopment Career opportunities for students in biotechnology abound. Those specialising in different sub-disciplines of this field can easily find jobs in both private and government sector undertakings. If you have acquired a postgraduate degree in biotechnology then you can easily find a suitable position in a number of industries. Major recruiters include industries engaged in processing and developing agricultural and biological products, bioprocessing industries, pharmaceutical and chemical industries. There are ample opportunities in industries producing healthcare products, textile industry, cosmetics and organisations engaged in different types of industrial research and development. These days a growing number of qualified biotechnical professionals are engaged by different industries for environment protection activities and for the safe disposal of hazardous materials. Pay Packet Like any other job profile, the pay packet largely depends on your academic qualification, your area of specialisation and the institution from where you have earned your degree. Fresh graduates in this field can generally bag a monthly salary in the range of Rs 8,000 to Rs 20,000. It has been observed that candidates with a Masters degree in Biotechnology get a better starting salary as compared with students who just have a graduate degree in this field. With an increase in the level of experience, there is abundant scope for getting fatter pay cheques in this exciting and inspiring profession. Demand and Supply A number of factors determine the demand of professionals from this interdisciplinary field. India primarily being an agrarian economy, requires professionals who can improve agrarian practices and optimise agricultural output. The growing population of the country requires im-
Image for representational purpose only (Photo: genengnews) proved life sciences related products and medicines. This in turn fuels the demand for an increased research and development of vaccines, medicines, tissue culture methods and so on. There is a steady demand for these professionals in numerous organisations engaged in different types of industrial research and development. On the supply side, technical colleges are trying their best to meet the growing demand for qualified professionals. One major problem faced on the demand side is that a vast majority of students who are engaged in cutting edge research often tend to leave India to complete their research projects. Moreover, once these students complete their research work they tend to stay and work abroad. Market Watch Biotechnology has been making steady progress in last decade and a half. More than half of the earnings from this industry currently come from exports and the trend is expected to remain the same in the coming years. Although, students doing research work in this field have a tendency to work in foreign countries, yet there is huge potential for students who
wish to stay and work in India. According to a recent survey, India is stated to become an international focal point for development of biotechnology. The areas where biotechnology has grown in India includes Agricultural Biotechnology, Animal Husbandry, Bioinformatics, Bio fertilizers and Dairy development. Growth has also been seen in the area of Bio-resource Development, Plant Biology, Marine Biotechnology, Microbiology, Genetic research. The changes in the patent regime along with the initiatives taken by the government are expected to bear fruit. All this will lead to a rapid growth and expansion of biotechnological industries in the country. International Focus At the international level, India has started making its presence felt in the domain of biotechnology. However, there is tremendous scope for graduate and post-graduate students from this field especially in the United States and in European countries. A large number of post-graduate students and research scholars tend to move out of India to complete their higher studies. Furthermore, these students prefer to seek employment in the country where
they complete their studies or research projects. Different roles, different names Biotechnology, as the name suggests is the technology of biology and the scope of both put together. On the one hand, it has concepts from biology explored in depth. On the other hand, this subject explores the impact and the influence of technology on the subject matter. The subject is quite similar to Bioinformatics, which explores biological information in depth using analytical and scientific tools. Tips for Getting Hired 1. Apply to at least five to ten top companies to have options for selecting the best job offer out of the ones received. 2. Carry proof of your technical expertise and assure as much as possible that you will be an asset to the company that hires you. 3. Demand a reasonable salary as in the beginning, your focus must be to learn how the industry works, overall. 4. Explore all the possible learning and development opportunities that the companies you have applied to, will provide you. This will help you in choosing the best out of all the offers received. India would definitely be in semis of World T20: Dravid PTI Mumbai, Mar 12 : The all-round ability of the current Indian cricket team excites former captain Rahul Dravid, who feels Mahendra Singh Dhoni's men are a certainty for at least the semifinals of the World Twenty20 Championships. Dravid, who was here for the Laureus Sport for Good programme 'Magic Bus' in his capacity as a member of its World Sports Academy, said India looks to be the most "formidable" team of the tournament, the main draw of which gets underway from March 15. "I think India would make the top four, but after that, it's just a ques-
