NSCN (R) hideout busted Changlang, Feb 13 : In a major breakthrough based on intelligence from local sources, Assam Rifles under the aegis of 25 Sector achieved sterling success in its counter insurgency operations against militants by busting a NSCN (R) camp in Changlang on Friday. Troops of Assam Rifles tracked the camp over a period of 36 hours in the jungles adjoining Changlang and destroyed it recovering two radio sets, antennas, combat clothing gear and other war like stores. This operation was a fall outing the intense action in the past few months against the NSCN (R) group whose cadres have involved in extensive extortion in the area. This operation is a big blow to the NSCN (R) activity in Changlang. Security forces continue to remain on high alert in the area.

4 injured in accident Golaghat , Feb 13: Amidst Saraswati Puja celebrations an accident took place at Rangajan area in Golaghat which injured four youths seriously . According to the report two young boys along with two girls were coming from Numaligarh to Golaghat on NH 39 in a Swift car. Suddenly the car lost its control and hit a tree and boundary of a resident near Rangajan Tini Ali. In the accident the car was damaged and all its passengers got severe injuries . The injureds have been rushed to KK Civil Hospital , Golaghat . According to eyewitnesses the Swift car was in full speed and there were other young boys and girls on motor bikes and all were engaged in race competition on the busy National Highway . The accident took place due to reckless driving . However two of the injureds were referred to Jorhat Medical College and Hospital for improved treatment .

Assam Chief Minister Tarun Gogoi released the ‘White paper’ on State Finances up to 2015-16 at Assam Secretariat here today. Releasing the White Paper, Chief Minister Gogoi said that when the present Government took over the reins of power in May 2001, the State was going through unprecedented financial crisis. “The financial situation had come to such a pass that the previous State Government had to resort to overdraft for 293 days in 200001. It could not pay salaries to its employees nor make decent investments for the development of the State,” he said. “It was an uphill task but the present Government took this up as a challenge and made all out efforts to stem the financial crisis. The Government was supported in its efforts by

The much awaited mega edition of the ethno-cultural festival of the Singpho community, socio-ethno-cultural extravaganza, the 32nd Shapawng Yawng Manau Poi (SYMP) kicked off here amidst huge cheers on Friday morning here at the Permanent Manau Shadung at Singpho Cultural and Heritage Centre Bordumsa in Changlang District of Arunachal Pradesh in the North Eastern part of India. The three days long annual events of the SYMP agenda of the folk dance festival of Singphos tribe was inaugurated following the unfurling of the Singohos' National Flag by Duwa Bisa Latnong one of the Chief of the Singphos community of the region amidst significant gatherings.

Registration Week receives overwhelming response Pasighat, Feb 13 : Emphasizing on the need to create more public awareness on motor vehicle rules, Deputy Commissioner Isha Khosla inaugurated the Registration Week at the Pasighat private bus station on February 10 last. The public present on the occasion were given various road safety tips and advised to follow traffic rules while driving. Pamphlets containing road safety tips, directions and advisories were also distributed among the public. In her inaugural speech, DC Khosla advised everyone to maintain traffic rules not because it is mandatory, but for the safety of all. Pasighat, Feb 13 : Antileprosy day was celebrated as a part of AntiLeprosy Fortnight at Hansen’s disease Sanatorium (HDS) Hospital, Lower Banskota, Pasighat on February 10 last. The programme, held with the objective to create awareness about the scientific reasons of leprosy as well as its medical cure. This was followed by an awareness rally which saw mass participation of school children. Addressing the participants, Deputy Commissioner Isha Khosla said the day is observed all over the country in order to re-memorize Mahatma Gandhi’s selfless efforts and care for the

people affected by the infectious disease of leprosy, also known as Hansen’s disease. She informed that the Mycobacterium Laprae bacterium causes leprosy and was wrongly stigmatized earlier. “Now people understand that it is curable and a right message should be passed on to the people to fight against it”, Khosla said, before adding that regular treatment was essential for a complete cure. She also advised the Health Department to continue door-to-door survey to make the society aware of the disease and provide help to those suffering from the disease. “There should be no dis-

crimination with the people afflicted with the disease and they need compassion and help. It is the collective duty of the civil society to care for such people,” said Khosla. To protect the allotted land of HDS from the encroachers, the DC assured for proper verification of land and to initiate stern action against the encroachers. Laying stress on source reduction of malaria and dengue, she advised the local people to keep their place clean and to take part in the National Leprosy Elimination Program. (Urban Area), District Medical Officer, Deputy Director School Education, District Disaster Management Officer and President or Secretary of Bazaar Committee as members. The Deputy Commissioner may nominate additional members, if required. In the same line, the Deputy Commissioners will form sub-committee for the ADC, Sub Divisional, Blocks and Circle Headquarters. The Committee will assess vulnerability of fire hazards and evolve mea-

sures to mitigate any causality in crowded place like market area, educational institutions, hospitals, hotels and Cinema theatres etc.

The Committee has to recommend policies and vital steps for planning and formulating for scientific way of dealing with fire hazards.

It shall focus on urban areas, bazaar lines and areas having compact dwelling and commercial buildings. Similarly, in the rural areas the main focus may be on prevention of fire hazards and provisions to mitigate causalities in case of fire. The committee will illustrate routes for accessibility of fire fighters and escape routes etc. and awareness about the causes and effects of fire.

At the State level, a committee under the Chairmanship of Principal Secretary (Home) has been constituted with Secretary (Relief & rehabilitation) and Director (Fire Services) as members. Gogoi said while the State received Rs 22,734 crore during 1998-99 to 2003-04, it bagged Rs 1,27,595 crore between 2004-05 to 2013-14 during the Congress-led UPA Government. “The State Government due to its Special Category Status received funds from the Central Government by way of increased transfer in the form of Central Assistance to State Plan including Block Grants and 100% Central support for various Centrally Sponsored Schemes,” he added. The Chief Minster said there has been an economic turnaround owing to support from Congress-led UPA Government and concerted efforts of the State Government by way of financial discipline and management. “The State has made headway in various

indicators with the GSDP registering an increase from 1.51% to 13% in 2013-14. The per capita income which stood at Rs 12,803 rose to Rs 42,036 in 2013-14. The Annual Plan size increased from Rs 1521.28 crore to Rs 12,500 crore in 2013-14. The Annual Commercial tax rose from Rs 1289.09 crore to Rs 7602 crore. The total deposit increased from Rs 10992.71 crore in 2000-01 to Rs 76795.25 crore in 2013-14,” he said. Gogoi said the State has witnessed tremendous development in terms of infrastructure growth and other indicators in the past 15 years. “Black top road network increased from 7280 km in 2004-05 to 23,200 km in 2013-14 and the Maternal Mortality Rate has declined from 490 in 2000-01 to 301 in 200405,” he said. The Chief Minister

said while the State Government remains wholly committed towards the development of Assam, the recent steps to do away with the Special Category Status and change in dispensation of Central Assistance to State Plan has deprived the State of its rightful share. “Though the 14th Finance Commission has increased the devolution of funds from 32% to 42%, this is meant for all the states of the country. This means that the increased transfers would be received by developed and developing states. But the BJP-led NDA Government has overlooked the important fact that Assam is characterised by special geographical issues like hilly and difficult terrain, sizeable tribal population, strategic location and for which it was accorded Special Category Status under Gadgil-Mukherjee Formula,” he added.

Gogoi said while the UPA Government allocated Rs 18,000 crore in 2014-15, the NDA Government released only Rs 12,507.85 crore resulting in huge losses to the tune of Rs 5,060.98 crore. “The NDA Government has delinked 12 schemes like modernisation of police forces and Backward Region Grant Fund leading to substantial losses of Rs 5,071.26 crore. This include block grants of Rs 4,550 crore,” he pointed out. The Chief Minister said following the withdrawal of Special Category Status, change in dispensation of Centrally Sponsored Schemes including de-linking of schemes, shortfall in release of Central Assistance for State Plan and change in funding pattern by the present Central Government would result in whopping losses of Rs 16,497 crore in 2015-16. “The additional funds

given by the 14th Finance Commission and Increased Revenue Deficit Grant are expected to be around Rs 7,308 crore in 2015-16. As a result the net losses anticipated would be around Rs 9,189 crore,” he added. Hindu Marriages Will Be Legitimized in Pakistan Safe Drinking Drinking water supply Project Guwahati is one of the fastest growing cities of Northeast India. The haphazard growth of the city has resulted in a chaotic situation, giving rise to circumstances not favourable to its residents in many aspects. Amongst these, drinking water is the most crucial problem confronting the residents. But Assam Government has taken up several projects for rolling out a well laid out network of drinking water supply to the city dwellers. At present, the water supply facilities in Guwahati Metropolitan area are being operated by the Guwahati Municipal Corporation (GMC), Guwahati Urban Water Supply and Sewerage Board (AUWSSB) and Public Health Engineering Department (PHED) as per a government release. Since the present system could not cater to the demands of all the households, the State Government has taken up four projects - ADB funded Trache-I drinking water project by GMDA which will cover South East Guwahati, ADB funded TracheII drinking water project that will cover South East Guwahati with both implemented by GMDA. Other two projects implemented by the Guwahati Jal Board will cover North and South Guwahati and the total cost involved in implementation of the projects is around Rs 4863 crore. Moreover, another project for drinking water at a cost of Rs 389.53 crore is at an advance stage of completion with 95 per cent work progress and can go for trial run in March next. Stating all the households of West Guwahati will be covered under the project while the Zoo Road Water Supply Scheme, Rukminigaon Water Supply Scheme, Rupnagar-Jatia Water Supply Scheme, etc, are providing lakhs of households well-treated drinking water to maintain health and hygiene for all. All these projects were initiated by the current government not only to ensure the city dwellers get 24X7 water supply but also global standard drinking water quality and sewerage system taking the requirements of the city till year 2040. Inequities in water availability are a reflection of unequal development within the country. India's huge and growing population is putting a severe strain on all of the country's natural resources. Most water sources are contaminated by sewage and agricultural runoff. India has made progress in the supply of safe water to its people, but gross disparity in coverage exists across the country. Although access to drinking water has improved, the World Bank estimates that 21% of communicable diseases in India are related to unsafe water.

While India's literacy rate rose from 48 per cent in 1991 to 63 per cent in 2006. As population growth cancelled the gains, there has been no change in the number of illiterate adults. Over one-third of the Indian population living in rural areas is illiterate even after 68 years of Independence, according to the Socio Economic and Caste Census (SECC) 2011. Around 64 per cent of the rural Indian population is literate, the Census data showed. Rajasthan leads the pack of illiterate states with 47.58 per cent of its population falling in that category, followed by Madhya Pradesh with 44.19 per cent of its people in rural areas being illiterate. Bihar is at the third place with 43.85 per cent followed by newly carved out state Telangana with 40.42 per cent population belonging to this category. However, the most literate state of Kerala has only 11.38 per cent population falling under the illiterate category. After Kerala, Goa has the least illiterate population with 15.42 per cent and Sikkim at the third spot with 20.12 per cent. Himachal Pradesh has also done well in terms of improving its literacy rate. The state has only 22.05 per cent illiterate population. All India average of the population having below primary education is 13.97 per cent, while middle education pass out is 13.53 per cent. The percentage of graduate and higher education is only 3.45 per cent across the country. However, Goa is ahead of Kerala in terms of population with graduate and above education qualification. While Kerala only has 7.75 per cent falling in that category, 9.48 per cent Goa's population is graduate and above. Also it has been noted that unless a citizen is literate or educated they cannot ever read newspapers, circulars, notices, advertisements, posters, letters or other means of communication. It means that this will compel the illiterate masses to be deprived of 90% of the benefit of development especially with regard to entertainment, sports and games, medical prescription, cell phone communication, TV and computer. ONGC reports lowest quarterly profit in 15 years Dehradun, Feb 13: Stateowned Oil and Natural Gas Corp (ONGC) reported its lowest quarterly profit in more than 15 years as it took one-time impairment charge on reserves due to slump in oil prices. Net profit of Rs 1,286 crore in October-December was 64 percent lower than Rs 3,571 crore in the same period a year ago, said ONGC Chairman and Managing Director Dinesh K Sarraf. With oil prices slumping to 12-year low, it wrote down the value of reserves it holds by Rs 3,994 crore. The writedown is called impairment. "It wasn't a bad quarter but for the impairment, we consciously took, to keep our balance sheet clean," he said adding but for the write-off the net profit would have been Rs 3,898 crore. According to the data from the Association of Mutual Funds in India (Amfi), investors have poured in a net of Rs 22,569 crore in MF schemes last month as compared to an outflow of Rs 22,567 crore in the preceding month. The latest inflow has been mainly driven by contribution from income funds or debt schemes. Besides, equity schemes continued to witness positive inflow. Income funds witnessed Rs 15,014 crore being poured in last month, equity and equity linked schemes too saw net inflows of Rs 2,914 crore. In addition, liquid or money market segment and balanced fund saw net inflows of Rs 2,455 crore and Rs 880 crore, respectively. In the year-ago period, the company had reported a net profit of Rs 212.60 crore, Bharat Heavy Electricals Ltd (BHEL) said in a filing to BSE. Recently the shares of BHEL were trading down 9.60% or Rs 11.55 at Rs 108.80 per scrip intraday on the BSE. With the new facility, settling PF withdrawal claims would just take few hours."We are hopeful of launching an online facility for PF withdrawal claims by August this year. We have already digitised our records and processes using Oracle operating system," a senior EPFO official said. "EPFO will soon buy blade servers for setting up three Central Data Centres at Gurgaon, Dwarka (Delhi) and Secunderabad. All the three centres will be connected to 123 offices of

Onion prices reaches Rs 7/kg at wholesale market Gurgaon, Feb 13: Wholesale prices of onion have dipped to two-year low of Rs 7 per kg at Lasalgaon, the largest market of the bulb in Asia, in Maharashtra due to increased supply. The prices of the kitchen staple have fallen by more than 83 percent from Rs 41.30 per kg in September last. According to the data maintained by Nasik-based National Horticultural and Research Foundation (NHRDF), onion is being sold at minimum rate of Rs 4 per kg and maximum of Rs 10.51 per kg, at present, in wholesale market. "The onion prices

have been falling on higher supplies compared to its demand and now it has touched Rs 7 per kg, the lowest level in last two years," said NHRDF Director R P Gupta. Gupta added that the supplies have substantially increased from major onion producing states of Gujarat, Maharashtra and Madhya Pradesh. The prices have already touched the lowest level in the year so far and are expected to fall further by Rs 1-2 per kg due to sufficient supplies of the bulb across the country, he added. Onion production is estimated to be lower at

189 lakh tonnes in 201415 crop year (July-June) against 194 lakh tonnes a year ago. In August this year, the retail onion prices had shot up to Rs 80 per kg in the national capital due to tight supply despite the government's efforts to keep a lid on prices.
