Wild elephant kills man Teok, Nov 16: In yet another fateful incident of manelephant conflict, one person was killed by a wild elephant at Jajimukh under Teok police station of Jorhat district today morning. The victim has been identified as Ajit Bonia (45) who was a permanent resident of Jajimukh Kumar gaon. According to sources, the killer wild elephant suddenly appeared before the victim when he went fishing at Misa Mari Lake of Jajimukh today morning at around 6 am. After the sudden attack, the person fell into the water before he was killed. There have been more than hundreds of wild elephants moving in and around the greater Jhanjimukh area since the last month destroying crops and cultivation of the poor farmers. It is noteworthy that earlier one Parasu Ram Bihari was killed last week by a sudden attack of a group of wild elephants in the same area. Meanwhile, the local villagers of the Jajimukh area have demanded from the government grant of appropriate compensation against the dead person’s family. (Correspondent)

Rangia businessman robbed

Rangia, Nov 16: Four motor bike borne miscreants, two on each bike, robbed one businessman at Tulsibari on Sunday night. The victim was one Shib Jyoti Kalita, a mobile phone dealer, who was returning from Kumarikata under Bagsa district. According to Mr. Kalita, the miscreants robbed him of Rs. 50,000 cash and 20 mobile handsets after attacking him with deadly weapons. Somehow, he escaped unhurt. The businessman was travelling on a scooty. An FIR has been lodged at Tamulpur Police station while Police have started investigation. (Correspondent)

The pro-talk faction of United Liberation Front of Asom (ULFA) has urged the Centre to facilitate the participation of its founding general secretary Anup Chetia at the peace talks to be held on November 24 in Delhi. Anup Chetia, who was extradited from Bangladesh on November 11, was taken into a six-day transit remand by the CBI on Thursday. Chetia is currently being interrogated by different intelligence and security agencies but so far there is no formal announcement of Chetia joining the peace process. “Qualitatively i do not think there is going to be any change from the current status if Chetia joins the peace talks. However, if Chetia joins then the peace process will be legitimised more than the existing one,” said Sashadhar Choudhury, of the faction.

The report, however, contradicts the current price trend in the market, where wholesale prices of non-basmati prices are ruling down at Rs 25 per kg as against Rs 30 per kg last year.

Similarly, wholesale rates of premium basmati rice have declined sharply by about 30% to Rs 44-45 per kg at present from Rs 62-65 per kg last season, as per traders. As per the government estimates, kharif rice production is estimated at 90.61 million tonnes in 2015-16 crop year.

The increase in price may be due to severe deficit rains in Punjab, Haryana, Uttar Pradesh, Bihar, Maharashtra and Karnataka. Rice stocks have declined in last three years from 24.59 million tonnes in 2012 to 13.89 million tonnes (plus unlimited paddy 3.61 tonnes) in stocks at present.

Thousands take part in anti-AFSPA rally in Shillong ET Correspondent Shillong, Nov 16: Around one thousand people joined an anti-Armed Forces Special Powers Act 1958 (AFSPA) rally held today in Shillong city. The rally started at Madan Lewrynghep and marched toward the premises of the Additional Secretariat shouting anti-AFSPA slogans, holding placards inscribed with words of condemnation. ‘We want Peace not AFSPA’, ‘Terror cannot be fought by State terror’, ‘No AFSPA, Yes Peace’, are the words expressed in placards displayed at the rally. The protest rally themed “Defending Human Rights in Garo Hills” was organised by Thma u Rangli (TUR), CSWO, and Garo Students’ Union (GSU) Khasi Hills zone and were supported by Khasi Students’ Union, People Union for Democratic Rights (PUDR) New Delhi and other NGOs. Speaking at the gathering at the premises of Additional Secretariat, Ms Angela Rangad said that “It is of grave concern to many that there is possible invocation of

AFSPA in Meghalaya and we need to come together and make our voices heard”. She said that it is easy to call on AFSPA and never easy to revoke it as is the case in Manipur where it has been in operation since 1958 forcing Irom Sharmila to be on her hunger strike for the last 15 years. She said that AFSPA is dangerous law since women will become victims of rapes, brutality and innocent people would be killed just on suspicions of being militant cadres. She said that AFSPA is already enforced within 5 km each between border areas of Meghalaya and Assam. The AFSPA is not a solution but

will create more problems and atrocities as being seen and experienced in Manipur, Jammu and Kashmir. “We don’t want terror laws like Meghalaya Preventive Detention Act (MPDA), Meghalaya Maintenance of Public Order (MMPO) and AFSPA. We want peace which is not forced and does not come about through a law which will take away our rights”, she said adding that AFSPA will only cause more killings and problems for the people. Villagers apprehend GNLA cadre, handed over to police ET Correspondent Shillong, Nov 16: A Garo National Liberation Army (GNLA) cadre was arrested at a remote village in West Khasi Hills district on Saturday. The arrested cadre was identified as John N Sangma of Nongchram, who was apprehended by villagers of Riangdo for his involvement in extortion

and later on handed over to police, a police official said. “The arrested cadre was handed over to the Shallang police station and booked under Unlawful Activities Prevention Act,” a senior police official said. Police said that Sangma revealed he was a civilian cadre of the GNLA adding that GNLA recruited him as civilian

cadre to identify businessmen for kidnapping, serving demand notes and to spy on police movements. He is working under the West Khasi hills Command. The accused also revealed that the GNLA has been recruiting civilian cadres who are not given any training in handling arms and explosives but to work

as GNLA civilian cadres. The girl while labelling the charge of physical abuse on Lankai Teron told the media yesterday at a press conference in Diphu that she has been incessantly abused by this person since 2012, and throughout this period the son-in-law of Khorosing Engti did not disclose his actual name and identity as Kai Mukrang. The young girl narrated before the media that Lankai Teron took her to hotel Asoka Brahmaputra at Guwahati several times and to the residence of Khorosing Engti at Diphu; she had to go through abortion thrice since 2012. “Lankai Teron again and again promised me that he will marry me; he presented me with a car and a house which is under construction; he also paid me regularly for my upkeep. When I pressed hard for marriage he got sour; on the day of Diwali, Angela, daughter of Khorosing Engti called on me and requested me to compromise with Lankai but the next day the other daughter of the Minister Angina physically assaulted me. After that I registered a complaint at

Diphu police station; coming to know about the incident Lankai and his wife met with me and called for withdrawal of the case. Lankai also told me that assembly election is at hand and if word goes out it will hit his political career. On their request I signed a document for getting him off the hook. That evening when I went to Lankai Teron’s house, he denied me entry into his residence. At this, I got angry and smashed the windshields of two parked cars parked within the compound of the house. I also demolished a number of flower tubs, Lankai has lodged a complaint at Diphu police station against me in this connection. He has destroyed my life, they are highly powerful people, Lankai is sonin-law of Khorosing Engti, if social organizations or women’s body does not come to my help I have no place to turn to. Marrying Lankai is just not possible now, he will have to pay for destroying my life,” said the young victim. Till the filing of this report, no legal action has been taken by police against the sonin-law of Khorosing Engti or the girl in question on the basis of the complaint made against her.

The probe agency declared a cash reward of Rs seven lakh for Khaplang while a Rs 10 lakh bounty was announced for Niki Sumi, self-styled chief of the armed wing of NSCNK, who is alleged to have led a group of rebels on June 4. Khaplang is a resident of Myanmar, while Sumi hails from Nagaland. There are re-

Watchman injures student ET Correspondent Golaghat, Nov 16: In a peculiar incident, a watchman today injured student of Class VII. As per reports, at Srimanta Shankar ME school of Kaberugaon of Golaghat district, a standard VII student named Biswajit Das was brutally beaten up without much of a reason by the watchman Prafull Das during school hours and then fled from the spot. Thereafter, when the other children saw Biswajit in an injured condition, they reported it to other high officials of school when immediately the child was taken to Golaghat KK Civil Hospital. Retired police officer killed, wife injured in robbers’ attack Shambhu Boro Tezpur, Nov 15: In a sensational incident of robbery, one retired police officer was brutally killed while his wife sustained serious injury last night at Koliabar-Naltoli area under Uluoni Police station in Kaliabor Sub-Division near here. According to reports, a group of unidentified miscreants comprising four to five persons in army camouflage entered the house of the retired police officer Phanidhar Nath (65) from the backyard

and attacked leading to the death of the retired police officer while the deceased’s wife Nareswari Nath (50) was also not spared and she sustained serious injury. Later the miscreants robbed them of Rs. 32 lakhs and ornament (gold) worth Rs. 3 lakhs. Police later rushed to the spot on receiving the information and carried out investigation. However, till the filling of this report, there has been no report of apprehension of the culprits involved.

Brahmaputra Mail hits buffalo, four wheels derail Bhagalpur, Nov 16: Four wheels of a bogey of Brahmaputra Mail derailed on Monday after it hit a buffalo near Lailakh Mamlakha station under BhagalpurSahebganj Loop section in Bihar, an official said. The incident took place at around 8.30 am as a buffalo came on the railway track all of a sudden prompting the engine driver to apply emergency brake as a result of which four wheels of a sleeper bogey of the Brahmaputra Mail jumped off the track, Bhagalpur Station Superintendent Onkar Prasad said. Colombo, Nov 16 : Incessant rains have resulted in flash floods in many parts of Sri Lanka specially in the northern province affecting over 37,000 people, the Sri Lanka Red Cross Society said. People living in Jaffna, Kilinochchi, Mullativu, Trincomalee, Puttalam, Matale and Mannar districts are the worst affected.From the onset the Sri Lanka Red Cross Society (SLRCS) has been providing relief support to affected families through our branch network in the above mentioned districts.In Kilinochchi the SLRCS branch has provided nonfood relief items. There are over 1,500 families housed in temporary camps within the district limits Branch volunteers also supported in evacuating the affected during the early part of the disaster. Branch Disaster Response Teams were also mobilized across the district where they aided to clear roads that were blocked by fallen trees in the Uruthirapuram village in Kilinochchi. The branch also distributed 80 bed sheets to the elders from

Poonagar village currently reside in Thirumurugandy camp, in Kilinochchi. Baby and adult hygiene kits were also distributed.Meanwhile in Mullativu, 575 families were affected from flash floods and have been moved to temporary camps. The SLRCS branch in Mullativu took steps to provide non-food relief items to the people affected by floods.In Trincomalee, over 1,500 families living in three divisional secretariats are affected by flash floods.Currently Government authorities have established three temporary camps to which our volunteers are providing relief support. SLRCS first aid teams have also been established within the camps to provide the necessary health care support.In other districts (Puttalam, Jaffna, Matale and Mannar) SLRCS branches have deployed branch disaster response teams to assess the condition and to ascertain accurate information as to how many people are being affected due to the floods. Protesters destroy 500 litres fuel Kathmandu, Nov 16: The cadres of the United Democratic Madhesi Front today seized 500 litres of petrol at Gaushala in the district and destroyed it, saying the fuel was smuggled in from India. Washington, Nov 16: Pakistan's army chief General Raheel Sharif has arrived in the US for a five-day visit during which he will hold talks with top defence officials on key issues with special focus on the Afghanistan peace process and Indo-Pak ties.Gen Sharif arrives at a critical time when the entire focus of the Obama Administration is on tackling the dreaded Islamic State (ISIS) terror group in the aftermath of the horrific Paris terror attacks that claimed over 130 lives. Significantly, Gen Sharif is visiting the US on his own as there was no official invitation either from his American counterpart or the Pentagon."The visit is very significant as it is taking place at a time when important changes are taking place in our region and situation is changing," Pakistan's Inter-Services Public Relations Director Lieutenant General Asim Bajwa said. Mr Bajwa said the Pakistan army chief's talks with top American

defence officials was expected to include bilateral military-to-military relations and issues of regional security and stability.Gen Sharif, during his visit, would meet Vice President Joe Biden.Other meetings that he would have during his stay in Washington include with Secretary of State John Kerry, Defence Secretary Ashton Carter, Chairman of the Joint Chiefs of Staff Gen Joseph Dunford, Army Chief of Staff Gen Mark Milley and Director CIA John Brennan besides influential US lawmakers. While Afghanistan is expected to be one of the major issues of discussion along with the supply of latest arms and military hardware to Pakistan, India too is expected to figure in the talks, he said. Mr Bajwa said that there have been issues on the eastern border with India and until these issues were settled, it will remain a major issue in the context of regional peace and security. India's Food Industry to grow 11% to Rs 4 lakh crore by 2018: Report India is the world's second largest producer of food next to China but accounts for less than 1.5% of International food trade. The Indian food sector is poised for a rapid growth and has potential to become reliable outsourcing partner in the food industry given its strength in primary food sector. The Indian food brands are now rapidly with increase finding prime shelf space in the retail chains across US, Europe and Gcc countries (Gulf Cooperation Council, political and economic alliance of six Middle Eastern countries - Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain, and Oman). Prominent among the areas waiting to be tapped are canning, packaging, refrigeration for dairy, poultry, fisheries, meat, ready to eat products, cereals and grains, soft drinks consumer product groups like confectionery, chocolates, coco products, soya-based products, mineral water, high protein foods and nutraceuticals, apart from health food and health food supplements, a rapidly rising segment of the food processing industry. Country's food industry is expected to grow 11% annually to reach $65.4 billion (about Rs 4 lakh crore) by 2018, according to a research report. The industry is presently valued at $39.71 billion (Rs 2,476.8 billion), the joint report by IIM-Calcutta and Academic Foundation . As per the report Food and grocery constitute a substantial part of India's consumption accounting for around 31% of the consumption basket. In contrast, consumers in other countries spend a much lower proportion of their income on food and grocery. While US spends 9%, Brazil and China spend 17% and 25% respectively on food and grocery, the report said. Food is also the largest segment in India's retail sector, which was valued at $490 billion in 2013, it added. India's retail market is expected to grow to $865 billion (Rs 57.26 lakh crore) by 2023, which is presently valued at $490 billion (Rs 32.43 lakh crore)," the report stated. The share of modern retail is expected to rise to 24% of the total retail market from 8% currently, it added. The report also suggests that India may have benefited from the presence of foreign businesses in the food supply chain. Several foreign companies have invested in manufacturing in India, leading to employment creation, the report observed. There are also some additional benefits from the presence of international businesses, such as implementation of waste management, environment-friendly technologies, product innovation and exports from India.

Earlier, in his lead intervention at the working lunch of the G20 working lunch, he said the group should ensure finances and technology worth $100 billion be made available for countries to pursue clean energy during their development, and pushed for its proposal for a grand alliance of solar-rich nations to make this key source of green power an integral part of people's lives. The prime minister, who arrived on Saturday from London, said India itself has agreed to do its bit for a clean-green world. This, by committing an additional capacity of 175 GW of renewable energy by 2022, cutting subsidies on fossil fuels, taxing the use of coal, and setting up a National Clean Energy Fund of $3 billion to promote clean technologies. And that BRICS has proved its relevance and value through its actions, when earlier its logic was being questioned. The Sub-Jail which started functioning five years ago is equipped with all the modern amenities to cater to the needs of both the Jail inmates and the officials manning it. True to the spirit of 'treating the inmates with compassion' the Jail is functioning properly and the inmates treated with love and compassion. Many people have the wrong notion that a jail is only for punishment. But actually it is a place for reformation wherein the inmates are encouraged to become worthy citizens. The Sub-Jail at Khonsa is strictly adhering to the Sub-Jail manuals. The inmates are provided with carom board, TV, newspapers and

other source of entertainments. Little wonder then, the inmates are feeling at home away from their homes. The health of the inmates is monitored by the qualified Doctors on daily basis. The district administration and the district Police are focusing on construction of drains and provision of all the required infrastructures so that the inmates and the security personnel stationed in the Sub-Jail do not suffer for want of basic needs. The emphasis is also on the fact that the UTPC food quality served in the jail should be intimated to the DC on daily basis. The DC told that the use of PDS ration for the inmates must stop forthwith and the picture of the food prepared should be shared with the DC every day on WhatsApp to ensure that the right menu and quality of the food were maintained. Judge Damge Niri have initiated steps to replace the chronic septic tank inside the boundary wall of the jail and a new one has been constructed in the month of October in collaboration with PHED. Though no special fund for the purpose was provided but the said work had been completed. A generator has been provided along with 12 feet high central pole light around the jail. The staircase used by some UTPs to escape in the past has been dismantled. Under the trial review committee (UTRC) a meeting was held recently in which the committee had a threadbare discussion on the problems and scopes of the jail and the DC and other UTRC members visited the Sub-Jail to get a first hand information of the ground realities facing the jail. During the visit to the Sub-Jail, the UTRC members collected the exact number of inmates inside the jail and made identification of the in-

mates undergoing trials in various cases under different IPC sections. The records so collected were duly forwarded to the appropriate authority. It was also decided in the meeting to monitor the functioning of the Sub-Jail efficiently. The Deputy Commissioner asked the members of the UTRC not to leave any levity or lapses whatsoever while supervising the activities pertaining to the inmates of the Sub-Jail. The members of the UTRC will meet on a regular basis to keep themselves up-

dated on the functioning of the Jail. The minister for Food and Civil Supplies, DoTCL and Mining Tirong Aboh also visited the Sub-Jail in the month of December, 2014 when he was an MLA and assured all his help for the welfare of the inmates and the Police personnel. He distributed fruits and snacks to the inmates. So, it may be well concluded that the Sub-Jail located at Khonsa is well-maintained, well-monitored and well-secured. However, shortage of fund to

improve the jail further is a bottleneck for the district administration and the district Police. When contacted the Deputy Commissioner said that no stone would be left unturned to make the Sub-Jail comfortable both for the inmates and the jail officials. In fact, the Deputy Commissioner has initiated a number of innovative and path-breaking steps to improve the functioning of the Sub-Jail. Is It Time to Put Away the BRICS? Goldman Sachs, where the term originated, folded its BRIC fund into a general emerging market fund recently.

Catherine Putz When then-chairman of Goldman Sachs Asset Management, Jim O'Neill, coined the term BRIC in 2001 to refer to the emerging economies of Brazil, Russia, India and China it made sense. The four countries looked poised to continue growing while growth among the G7 slowed. Fourteen years later the idea of the BRICs has expanded beyond the original acronym-to include South Africa in 2010-and conception-moving from a way to mentally and rhetorically link the most prominent emerging economies to an actual association which in 2014 launched its own development bank. But as far as Goldman Sachs is concerned, financial realities have moved beyond the BRICs. As Bloomberg reported this week, the prominent investment firm has decided to fold its BRIC fund into a general emerging market fund. In a September 17 filing with U.S. Securities and Exchange Commission that explains the decision

and informs investors of the details Goldman Sachs says that in August its board "approved a reorganization" which would fold the BRICs fund into a broader emerging markets fund. The filing notes that although the "surviving fund" (in this case, the emerging markets fund) would invest in some similar or identical markets to the the BRICs fund, "including Brazil, Russia, India and China, the Surviving Fund is expected to invest in a more diversified universe of foreign and emerging markets." Jorge Mariscal, the chief investment officer of emerging markets at UBS Wealth Management told Bloombergthat the "promise of BRIC's rapid and sustainable growth has been challenged very much for the last five years or so." One of those challenges came from Ruchir Sharma, the head of emerging markets for Morgan Stanley Investment Management. In a 2012 article for Foreign Affairs-and also a 2012 book Rana Foroohar pointed to in TimeSharma seems prescient: As with previous

straight-line projections of economic trends, however - such as forecasts in the 1980s that Japan would soon be number one economically - later returns are throwing cold water on the extravagant predictions. With the world economy heading for its worst year since 2009, Chinese growth is slowing sharply, from double digits down to seven percent or even less. And the rest of the BRICS are tumbling, too: since 2008, Brazil's annual growth has dropped from 4.5 percent to two percent; Russia's, from seven percent to 3.5 percent; and India's, from nine percent to six percent. None of this should be surprising, because it is hard to sustain rapid

growth for more than a decade. For Goldman Sachs, the BRICs fund had been losing money for some time-"88 percent of its assets since a 2010 peak," according to Bloomberg. While the countries involved continue to make up a significant portion of the global population and economy, their growth is not as bombastic as it once was and differences among them remain. The BRICs took on a life of their own-moving from an acronym to an actual grouping with annual summits starting in 2009. They are bound together by values important to many emerging economies that ostensibly stand in contrast to the "West." In 2013, Russian President

Vladimir Putin summarized it like this: BRICS is a key element of the emerging multipolar world. The Group of Five has repeatedly affirmed its commitment to the fundamental principles of the international law and contributed to strengthening the United Nations central role. Our countries do not accept power politics or violation of other c o u n t r i e s ' sovereignty‌BRICS members advocate the creation of a more balanced and just system of global economic relations. Smiling, hand-holding summit photos aside, Brazil, Russia, India and China have different economies built on different fiscal and political realities. The grouping's dynamic growth was very much driven by China in the past decade, its slowing pace has rippled throughout the entire system. Russia is firmly in recession, dragged down by sanctions and depressed oil prices. Brazil, too, is in recession. India is doing the best of the bunch, with growth forecasted by the OECD to be at 7.25 percent, but faces its own economic chal-

lenges. In 2001, O'Neill wrote "Whether you look at the future either in current US$ or PPP terms, relative positions of key countries in the world economy are changing." At the time, Brazil, Russia, India and China were on the rise, rapidly. But times, as they were in 2001, are again changing. Daniel Drezner, in his commentary on the news, writes that while the BRICs concept might have been "overhyped" for nearly 15 years, he's not in a rush to dismiss it entirely: The New Development Bank is a tangible accomplishment. And the BRICS does share a genuine resentment about under-representation in traditional global governance structures. That resentment can animate the group's purpose for a while. But if the BRICS has lost Goldman Sachs and the D.C. think-tank community [note: in October CSIS released a report asking Do the BRICS Still Matter?], then I think it's safe to say that its Golden Age has ended. Rest in peace, fuzzy geoeconomic concept!

Woeful plight of Pedestrians

Sir, People of Dibrugarh have a tough time while moving in the lanes well within the New-Market, the

main market of Dibrugarh. We fail to understand, why Dibrugarh traffic police at all allows the entry of the four - wheelers and the two - wheelers in the lanes of the market. Policemen, too, visiting the market at the peak - hours must have tasted the harrowing experience. What is of grave concern is, most of the footpaths are occupied by the business establishment in a way that prompts the Pedestrians to walk along the edge of the roads. The interesting point to note is, when there happens to be checking either from the police or from the municipality, the businessman gets prior information from some unknown source and accordingly they clear the foot-path. But after the checking is over, they occupy the foot-path yet again much to the inconvenience of the pedestrians. On the roads, there is hardly any space to move comfortably as there is possibility of the pedestrian getting knocked down by either a two-wheeler or a four-wheeler. One has to walk very cautiously. The worst affected road is cole-road, where people have to wait for quite some time till jam is cleared. No traffic-police is seen nearby, who can come forward to help the stranded people. This is a day-to-day phenomenon. What is the worth of a Police force who cannot be seen anywhere, when their presence is

needed most? We appeal, through your popular daily, to the superintendent of police, Dibrugarh not to allow two-wheeler or four-wheeler in the lanes of the market in the peak-hour.

Tabu Agarwal In a latest attack, the Shiv Sena, a Hindu extremist party currently engaged in a ruling coalition with the Bharatiya Janata Party (BJP) in Maharashtra, has decided to stop Pakistani actors, Mahira Khan and Fawad Khan from entering 'Maharashtrian land'. The threat against these actors is the latest incident that adds to Shiv Sena's spree of attacks against Pakistanis working in India. Last month, the party forced organisers to cancel the Mumbai concert of renowned Pakistani ghazal singer Ghulam Ali. The entire incident led to a wide public uproar over the cancellation and Shiv Sena's statement saying that, "We can't have cultural ties with Pakistan when they kill our soldiers."

Under their ambit of semi-fascism, the Shiv Sena has not only attacked Bollywood, but also managed to continue their string of protests on almost anyone coming from Pakistan- be it singers, cricketers, or former ministers. For instance, the Shiv Sena workers recently stormed into the Board of Control for Cricket in India (BCCI) office to protest against the meeting with the Pakistan Cricket board to discuss the India-Pakistan bilateral series slated for December. They further said that they will not allow any cricket ties with Pakistan to flourish. The Shiv Sena and the RSS share a common allegiance to the communal concept of cultural nationalism and shares their aim of making India a "Hindu Rashtra". So much so that the current Shiv Sena chief Uddhav Thackeray even ex-

pressed concern over the growing Muslim population in the country saying it can affect the nation's unity. Additionally, he also advised Prime Minister Narendra Modi to ask Muslims of the country to respect the law and adopt measures of family planning. The party's brand building is solely riding on their power of disruption and systematic targeting of different sections of minorities in a cynical manner to gather its mass support. Such minority targets have often included Muslims, nonMaharashtrians, and Dalits. The caste politics and subsequent vandalism practised by the Shiv Sena go down as one of the sad periods in the history of Maharashtra. In 2003, much to the nation's embarrassment, it damaged the cricket pitch at the Agra Sports

stadium, which was supposed to host a match between Pakistan and India. A similar incident was witnessed over a decade earlier in Wankhede stadium. Ever since its inception in 1966 by political cartoonist Bal Thackeray, Shiv Sena has managed to garner support from big businesses and ruling classes due to its rabid anti-communism ideol-

ogy. Under the authoritarian rule of demagogue supremo Bal Thackeray, who previously endorsed the rule of likes of Adolf Hitler and Nathuram Godse, the party managed to spread its wings in the state quickly. Despite a lot of slamming by several Bollywood actors against the Shiv Sena's resolve to halt Pakistani actors from performing and promot-

ing their films in Maharashtra, the party does not seem to be in a mood to stop. Commenting on the same, Bollywood film director Mukesh Bhatt said that art should be kept away from politics. By not allowing artists to perform in the state or anywhere else in the country, the absolute freedom of artistic activity is not followed. Such a practice

will only make our country regressive, especially at a time when nobody wants it to be like that. BJP and the Shiv Sena split on September 15, just three weeks before the 2014 Maharashtra Assembly elections threw up a fractured verdict in the 288-member legislature. However they later patched up and joined hands to form a stable government in the state with the Chief Minister giving the Shiv Sena 12 portfolios in the Cabinet expansion. With Shiv Sena being a major stakeholder in the state, the entire situation of law and order is definitely something that raises an eyebrow between two hands of the same government. With such a widespread rampage of violence, whatever little has remained of Mumbai's reputation of a comprehensive, multicultural city, is un-

der major threat. The BJP's helplessness seems to be growing with every act of Sena rampage so much so that Chief Minister Devendra Fadnavis himself warned the Sena about the impact of such incidents on his administration's efforts to woo domestic and foreign investment. Meanwhile, by not allowing Pakistani dignitaries to land on Maharashtrian soil, the Shiv Sena might be digging a hole for itself by successfully blocking the opportunity for a meaningful dialogue between the two countries. It is also offering ammunition to extremists on both sides of the border. The Shiv Sena's puerile diktats, if unchecked, might have serious consequences for Maharashtra especially at a time when there is growing intolerance in the country.

Her relationship with her father, the "he" of the film's title, is particularly focused on. Ordinary portraits of Malala's giggling girlish coyness and childish banter with her brothers are a welcome reprise from the film's prodigal tendencies. Indeed, these moments are crucial: they undercut the propensity of the film to romanticise Malala's heroism. It is the very ordinariness of Malala's everyday life, contrasted with the unnerving tenacity of her speeches to the UN, that pulls the rug from under our awe-inspired feet. These touching moments are also important in the way they disrupt stereotypical imaginations of the "Islamic Other", so often portrayed negatively in mainstream cinema and the media. The value of this simple depiction of a Muslim family being like any other family living in the UK cannot be overstated. At the same time, many other wider political concerns are only hinted at. Nuggets of insight, such as Malala's father's claim that "the Taliban is not a person. It is an ideology", certainly give the film a political

flavour but could have been delved into in more detail. Similarly, a 30-second clip of some Pakistani men agreeing with the Taliban's threat to shoot Malala should she return is interesting, but also warranted more attention, particularly because it could have helped the audience better understand the everyday Pakistani perspective. While this certainly makes for a good story, I couldn't help but wonder about the voices of the people - in particular, the young girls - living back in Pakistan. Although the film uses Malala's experience as a prism for thinking about the injustice of a lack of education globally, it may have been a more powerful argument for social change if the film had spent more time examining the reality of those left behind. But despite this small niggle, 'He Named Me Malala' is a very important film. It does the crucial job of sharing the exceptional story of an exceptional young woman with a wider audience. And as an accomplished narrative of a heroic girl standing for what she believes in, it can do no wrong. But it is the moments of ordinariness that give the film real traction. It is these moments that inspire and show us that any person, anywhere, can muster a voice. And a powerful, revolutionary one at that.

Chennai, Nov 16: Exports of cars from Indian major ports and particularly from Chennai and Kamarajar ports in Tamil Nadu declined during the AprilSeptember period, mirroring the negative growth reported by the manufacturing sector in the first six months of the financial year. For the first half of the current year, India exported 2.67 lakh units according to Society of Indian Auto Manufacturers (SIAM), against 2.69 lakh units for last year. Out of the 12 major ports in the country, six are in the east coast. Roll-on Roll-off vessels call at Chennai and Kamarajar ports, located in Tamil Nadu, regularly to carry automobiles such as cars, trucks, vans, bus, tractors and excavators. Till 2013-14, Chennai Port was leading the way in automobile shipment. But, things started to change, once Ennore Port, now called as Kamarajar Port, entered the scene. During

the first half of 2015-16, these two ports collectively handled 1.93 lakh cars against 1.95 lakh units for the same period during 2014-15, registering a decline of 1,751 units. Once again, Kamarajar Port has proved that it had toppled Chennai Port in handling car shipments. During the period under review, Kamarajar Port handled 1.10 lakh cars and the rest by Chennai Port. When computed individually, Chennai Port reported a decline of 12,396 cars against the previous year, while Kamarajar Port posted an increase of 10,645 cars. During the period under review, Chennai Port exported 83,105 cars consisting of Hyundai, Ford and Nissan against 95,501 for the corresponding period a yearago. PAN cards to cost more now New Delhi, Nov 16: With the imposition of the Swachh Bharat cess on all services from today, getting a new Permanent Account Number (PAN) card for income tax purposes has become costlier by a rupee to Rs 107. The new cess was announced last week by the government and it will levy a surcharge of 0.5 per cent on all taxable services from November 15. Under revised

charges, a PAN card, issued by the Income Tax department to an individual or entity to keep a track on all their financial activities, within the country will now be costing Rs 107 instead of Rs 106. Similarly, getting a new PAN shipped outside India will cost an individual or entity a total of Rs 989, four rupees more than the existing price of Rs 985. "The provisions of Swachh Bharat cess (SBC) @ 0.5 per cent under the Finance Act, 2015 are effective from November 15, 2015. Accordingly, service tax rate (for PAN) is in-

creased from 14 per cent to 14.50 per cent," an official notification issued in this regard said. The PAN charges were revised by Rs 1 earlier this year in June when service tax charges were enhanced by the government. PAN is a 10-digit unique alphanumeric number allotted by the I-T department to taxpayers and it has authorised two domestic organisations-UTIITSL and NSDL-- to

issue them on its behalf. It is issued to an individual or entity in the form of a laminated plastic card. Under the new rates for a PAN card to be obtained in India, government will charge Rs 93 as the processing fee and the new service tax levied on it will be Rs 14 which makes the new cost of Rs 107. In case of the PAN card to be sent abroad, the government will charge Rs 93 as processing fee, Rs 125 as service tax and Rs 771 as the courier charges, bringing the overall cost at Rs 989. Whereas industry body Assocham in its study said after pulses, onion and mustard oil, rice prices may trouble consumers if timely adequate safeguards are not taken. "...prices of rice may shoot up and reach a boiling point in the coming months as the stock of the key staple cereal is depleting fast owing to deficient rains and fall in output," the study said. As per the government estimates, kharif rice production is estimated at

90.61 million tonnes in 2015-16 crop year. "...this is unlikely to be achieved due to severe deficit rains in Punjab, Haryana, Uttar Pradesh, Bihar, Maharashtra and Karnataka and the best that could be achieved is 89 million tonnes," it said adding that overall rice output may be around 103 million tonnes during 2015-16. That apart, the study said rice stocks have declined in last three years from 24.59 million tonnes in 2012 to 13.89 million tonnes (plus unlimited paddy 3.61 tonnes) in stocks at present. "Increasing export outgo on account of PDS (Public Distribution System) and other welfare schemes will continue to weigh on availability in the open market. Unless government is able to handle the situation prudently, depleting stocks will soon reflect on the open market prices", adds the study. (Agencies)

CashKaro's Series A round comes at a time when Indian e-commerce players are increasingly pushing cashback offers to prop up sales. Such offers help online retailers to get buyers back onto their sites for repeat purchases in a loyalty-starved market. The Gurgaon-based company CashKaro.com, founded in 2013 by the entrepreneur couple Swati Bhargava and Rohan Bhargava, had earlier raised $750,000 from a set of angels. India faces severe raw jute crisis Mumbai, Nov 16: A severe raw jute crisis has led to dilution in the government's jute procurement plan for the forthcoming Rabi crop season up to March 2016, which will go in favour of plastics as a packaging material for food items, affecting employment generation, says a top official. "Government has already diluted 1.34 lakh bales or 10 per cent of the proposed 13.34 lakh bales in December 2015-April 2016 period. Moreover, after mills informed about shortage of supply, a proposal is being examined by the Ministry of Textiles and Food to dilute another four lakh bales," said Jute Commissioner Subrata Gupta. The total dilution of 5.34 lakh bales of jute will go in favour of plastics for packaging of food items. Indian Jute Mills Association has

New Delhi, Nov 16: Confident that the Indian economy is increasingly on a stable footing, IMF on Sunday said further progress is required on long-standing supply bottlenecks and for achieving faster and more inclusive growth. "We are optimistic about India's prospects and view the economy being on an increasingly stable footing," said Kalpana Kochhar, deputy director of IMF's Asia and Pacific department. "Inflation has declined, the current account deficit is in check, international reserves are ample and economic growth is picking up," she added. Listing out various

positive developments, Kochhar said a number of important economic and structural reforms have also been initiated. These include diesel price deregulation, steps to create more flexible labour markets (particularly at the state level), coal sector reforms, adoption of the flexible inflation targeting framework by the RBI, increasing infrastructure spending, and enhancing financial inclusion, Kochhar said. The company engaged in construction and engineering business had profit of Rs 5.25 crore in the same quarter last fiscal. Total operational income during the quarter under review increased 4% at Rs 2,503 on year on year basis, while total expenditure declined 1% at Rs 2,313 crore over the previous year quarter. Vodafone India soon to resolve call drops issue Bengaluru, Nov 16: Unhappy over its own service standards, Vodafone India has said it will resolve the call drop problem at the earliest to provide best experience to its customers. The company said it is working on a war footing to improve the network and add more sites. "We are very unhappy at our own service standards, this is not our usual, which we provide anywhere else in the world. We would like

to resolve this issue and provide the best customer experience at the earliest," said Vodafone India Managing Director and CEO Sunil Sood . He, however, said the service is improving and every week, the company is adding 20-30 sites in Delhi. Across the country, Vodafone has added 7,000 sites in the last six months, Sood added. The Telecom Regulatory Authority of India (TRAI) last month mandated that

telecom companies from January 1 should compensate users at the rate of Re 1 per dropped call, with a ceiling of three dropped calls per day (or Rs 3 per day). The industry, however, maintains that implementing the regulations would cause a huge financial outgo, a reason not accepted by the regulator. TRAI said it is technically possible for the operators to implement the regulation and termed the claim of Rs

54,000 crore per year on account of call drop compensation as "exaggerated". It put the likely figure at Rs 200 crore per quarter. On TRAI's regulations, Sood said the industry is in talks with the regulator and the government and is hopeful of a solution. and we are trying our best how to get each one of these 290 sites," Sood said. The University of Bradford study, led by psychology lecturer Dr Helena Chui, builds on a 15-year project observing over 2,000 older Australians living in the Adelaide area. Previous studies have shown an increase in depressive symptoms with age but only until the age of 85. This is the first study to examine the issue beyond that age. Both men and women

taking part in the study reported increasingly more depressive symptoms as they aged, with women initially starting with more depressive symptoms than men. However, men showed a faster rate of increase in symptoms so that the difference in the genders was reversed at around the age of 80. The key factors in these increases include levels of physical impairment, the onset of medical conditions, particularly chronic ones and the approach of death. Half of those in the study suffered with arthritis and both men and women

with the chronic condition reported more depressive symptoms than those without. Chui said that social policies and ageing-friendly support structures, such as the provision of public trans-

port and access to health care services are needed to target the 'oldest-old' adults as a whole. The study is published in the international journal Psychology and Aging. (ANI)

Stanford University researchers performed a systematic review and meta-analysis of controlled trials to investigate the effects of tree nuts (almonds, Brazil nuts, cashews, hazelnuts, macadamias, pecans, pine nuts, pistachios and walnuts) on blood lipids, lipoproteins, blood pressure and inflammation in adults 18 years and older without prevalent cardiovascular disease (CVD). Tree nut consumption was shown to lower total cholesterol, triglycerides, LDL cholesterol and its primary apolipoprotein, ApoB. Accumulating evidence suggests that nut intake lowers the risk of cardiovascular disease. Our findings, showing that nut

intake lowers LDL cholesterol, ApoB and triglycerides in clinical trials, provide mechanistic evidence to support this relationship, said lead author Liana Del Gobbo. Nuts contain important nutrients such as unsaturated fats, high quality protein, vitamins (i.e., vitamin E, folate and niacin), minerals (i.e., magnesium, calcium and potassium) and phytochemicals--all of which may offer cardioprotective properties, prompting the U.S. Food and Drug Administration to announce a qualified health claim for nuts and heart disease in 2003. The claim states, "Scientific evidence suggests, but does not prove, that eating 1.5 ounces per

day of most nuts, as part of a diet low in saturated fat and cholesterol, may reduce the risk of heart disease." This new analysis provides further support that nuts can and should be part of

A new study has suggested that smartphones, tablets and e-readers should have 'bed mode' to protect sleep as their blue-light emission can keep you up at night. Evelina Children's Hospital's Paul Gringras said that since every new model was "bluer and brighter," the setting should filter out the blue light that delays the body clock and keeps people awake later into the evening. He said manufacturers needed to show more "responsibility." As it gets darker in the evening, the body starts

You will require ingredients like boiled pumpkin, tamarind water, grated jiggery, raisins. You will also need to use spices like bay leaf, dry red chilies, salt and mustard seeds. Water, mustard oil and lemon juice will be required too.

At first, you need to mix the mashed pumpkin with tamarind water. Then fry the mustard seeds in oil until they begin to crackle. Next, mix the bay leaf and chilies. After a minute, add the raisins and pour in pumpkintamarind mixture. Stir fry on low heat for some time. Add the jaggery mixture and raise the flame. Simmer for a couple of minutes and add lime juice. Serve it hot with rice. Masoor daal chutney You may have enjoyed masoor daal as a side dish but have you ever made chutney with this lentil? Well, Assamese people often do that. Also called Masoor daal pitika, this tasty dish goes well with rice and vegetable dishes. It gets prepared in a jiffy as well. The required ingredients are Masoor Dal, chopped green chili, chopped onion, salt and mustard oil. At first, wrap the cleaned daal in a cloth piece and make a pouch. Put this daal pouch inside rice in a pressure cooker and pour the require amount of water. Af-

ter rice is cooked you can take out the pouch. Take out the boiled daal and blend it with all other ingredients. Mash it well and serve with rice. Labra (mix vegetable dishAssamese style) This is one dish made with a nice ensemble of vegetable and pieces. You will need a lot of ingredients to make it but the taste is more than satiating. It is prepared mostly during festivals and served with khichdi. You will need vegetables like chopped cabbage, cubed potatoes, cauliflower, pumpkin, radish, peas, brinjal, onions and raw banana. The required spices are Turmeric powder, Green chilly, Ginger garlic paste, red chilly, sugar and salt. At first, heat the oil and add all spices along with chilies and onion. Stir fry and after a few minutes add the vegetables. Add some salt and simmer for some minutes. When the vegetables are soft add the salt and a dash of sugar.
