TRANS-ARUNACHAL HIGHWAY TARGET 2018

The mega two-lane highway project in Arunachal Pradesh will connect Tawang to Kanubari, covering a distance of over 1500 kilometres. The highway once completed, is expected to touch eleven of the existing district headquarters of the country’s most strategically located state. Funded and implemented by the Government of India under Special Accelerated Road Development Programme in North East, the construction work is expected to be completed by early 2018.

It will cost an estimated Rs. 10,000 crore. Out of 1,556 kilometres, about 1,000 kilometres are in various stage of progress, and the remaining 600 kilometres has already been awarded and the work will start very soon. One of the projects of the Trans-Arunachal Highway, which is 311-kilometres long, was awarded the ‘Sushee IVRCL Arunachal Highways Ltd.’ Award. It connects Nechipu in West Kameng to Hoj in Papum Pare, cutting Seppa in East Kameng.

There is also a proposal to construct 1800-kilometer-long Indo-China Frontier Highway in Arunachal Pradesh.

The proposed highway will pass through Tawang, East Kameng, Changlang, Hawai and Vijaynagar in the bordering areas of Arunachal Pradesh. There are also plans to build an industrial corridor in the state to improve its economy and generate jobs for the locals.

The Nalbari College Student body organized a special programme on environmental awareness ‘Seujar Swapna’ at Prabhat Chandra Goswami auditorium today. A Manipuri farmer's passionate desire to preserve traditional rice varieties Imphal East, Nov 22: When farmers across India are struggling with weather woes and poor yields, there is one of their ilk in Manipur who has succeeded in adopting smart and ecofriendly methods of farming to ensure a satisfactory harvest every year. Sixty-year-old Devakanta Potshangbam, a progressive farmer residing in Uyumpok Mamang Leikai in Manipur’s Imphal East District, is passionate about conserving a wide variety of rice at his organic farm, including the cancer-curing black rice, called ‘Chakhao Poireiton’ and some drought-resistant varieties. He has so far succeeded in persevering 100 traditional varieties of paddy and is

cultivating 25 varieties of rice in his lush green farm. He has travelled across Manipur to collect different types of rice - from droughtresistant white rice (which needs less water), brown rice and black rice. Manipur is famous for black rice, which has several medical properties as well. He said, “I would like to motivate some of the farmers to conserve and preserve the traditional varieties. When there is draught like situation we have got varieties of rice. I appeal the state government of Manipur, as well as the federal, to help the state because we have got rich natural resources, especially in the field of medicinal plants. If the government will help

the forest department and other departments, I think our state will be richest state in the world. We are growing medicinal plants. We are trying to promote herbal garden. We need a help from the government to conserve traditional varieties for the future of human race.” Devakanta won the prestigious 'Plant Genome Saviour Farmer Reward' in 2012. Many farmers know that he has an organic farm and they come to him to buy different varieties of rice. However, if he gets the organic certification, he can package the rice better and sell it for a higher price. His wife,

Nonthonbam Renubala Devi, said, “My husband always think to do something good for the people even my in-laws they did the same. In fact we sacrifice ourselves and doing this work. We didn’t ask any financial help from other but we sold our own property and doing this work for the sake of our people.” Devakanta also cultivates one of the hottest varieties of chilly called ‘U-Morok. Although it is cultivated in Assam and Nagaland, the Manipuri chilly is considered to be better. He runs an NGO called 'All Manipur Medicinal and Aromatic Plant Growers’ Consortium' to promote organic farming and medicinal plants in the state. (ANI)

Mathematics Teachers’ Training Workshop organized ET Correspondent Tezpur, Nov 22: Assam Science Society, Tezpur branch organized a 3-day Mathematics Teachers’ Training Workshop on November 19, 20 and 21 at Tezpur Collegiate High School. The workshop supported by the Education Department, Govt. of Assam had the aim to increase awareness and skills on Mathematics teaching among the High School teachers’ leading to popularization of Science and Mathematics at High School level. The workshop was formally inaugurated by National Science Award winner and former president of Assam Science Society Tezpur Branch, Dr. Ramesh Ch. Goswami and was conducted by Vice-Principal of Darrang College Dr. Gahan Ch. Mahanta attended by more than 30 participants from 20 different schools.

The inaugural session was started with the welcome address by Dr. Palashmoni Saikia, President of Assam Science Society Tezpur branch, who in his speech emphasized the necessity of skill development among teachers of Mathematics and highlighted the forthcoming activities of the society. In the inaugural session besides dignitaries from various walks of the

society the event was attended by faculty members of Darrang College including Dr. Dharmendra Kr. Sarma, Dr. Ranjit Mishra, Dr. Prabin Kalita, K.N. Sarma, and Dr. Pankaj Hazarika. In the inaugural speech Dr. Ramesh Ch. Goswami recalled his school days and explained how new technologies are generated due to the application of Mathematics.

Assam hosts International Trade Fair to give boost to its economy Jorhat, Nov.22 (ANI): Assam’s Jorhat City recently played host to an international trade fair that it hopes will give a boost to its economy and other related commercial activities. Jorhat came alive during the Fourth International Trade Fair. Over 150 exhibitors from across India and neighbouring Bangladesh, Pakistan and Thailand showcased a variety of products during the 19-day long fair held at Jorhat District Sports Association ground. The mega trade event was organised by Parithi, an NGO. P K Barua, General Secretary of the NGO Parithi, said, “We received a good response and put up 160 stalls. Pakistan, Bangladesh and Thailand participated in this event. Around 60 stalls were for handloom handicrafts and 96 for Consumer and other companies.” Jewellery items, handloom, handicrafts and various lifestyle products attracted the visitors. The exhibitors made every effort to attract customers. Many auto companies also put on display their vehicles including cars and bikes. Mohammad Asadudin, an entrepreneur from Bangladesh, said, “We usually come here every year. This year I came here twice. The response is very good.” Bangkok entrepreneur Lina, said, “This is the second time and last year this trade fair was organised by government and advertisement, crowd everything was good. Next year we will be in Imphal that is also very happening.” The fair provided a comprehensive buyer-seller platform to offer better business opportunities. Tripura to supply power to Bangladesh from Bijoy Dibosh Agartala/ Konaban (Tripura), Nov 22 (ANI): Tripura will start supplying power to Bangladesh from December 16, the day when that country observes Bijoy Dibosh or Victory Day when Bangladesh was created out of East Pakistan after the end of the India-Pakistan War of 1971. A senior official of the Department of Power in Tripura said that supply of power would take place after a joint inspection with his counterpart of the progress of ongoing work of transmission line on both sides which are at the verge of completion. “Both the Government of India and the Government of Bangladesh, including my state government, have been instructed to inspect the transmission line and see that it his activated before December 16 because

it is an auspicious day in Bangladesh, that is Bangladesh Bijoy Dibosh. So, it can be operated and power can be thrown from that date and taking this mission on Bangladesh side and Indian side we are trying to do it,” said M K Chowdhury, Director Technical, Tripura State Electricity Corporation Limited (TSECL). Tripura had promised to export 100 MW power to Bangladesh from its share of 196 MW power from the Palatana power plant in reciprocation of Bangladesh allowing Tripura to use its ports to transport the heavy equipment for the 726MW Palatana project. Earlier, it was impossible to bring them over the AssamAgartala road due to several weak bridges. Work for the 18-kilometer-

long transmission line from Surajmani Nagar (in Tripura) to South Comilla (in Bangladesh) is being done by the PGCIL (Power Grid Corporation of India Ltd) at a cost of Rs.250 crores and is almost complete. Workers are doing double shifts to ensure timely completion of the project, a PGCIL official said. M. Hazarika, GM Project NE, PGCIL said “We have to commission it by 16 December and by 10 December the work has to be complete. In four to five days, it will be ready and we shall charge it after that so that power can flow from 16 December. Keeping this in mind, work is going on in two shifts in the 18 km line right from 7 a.m. to 9 p.m. in the evening. 16 December 2015,” said Pranab Kumar Ray, Chief Engineer (Systems Operation) PGCBDL. “We are at the last moment of commissioning of the lines, we are doing the fine tuning works and resolving the small discrepancies between the two countries we came to Tripura yesterday and daylong we sat together and all the issues are solved.” However, to finalise the rate of the power to be sold to Bangladesh, a two-day India-Bangladesh meeting will be held on November 26 in Delhi. HC asks Meghalaya governor's office to correctly advise him Shillong, Nov 22: The Meghalaya High Court on Thursday asked the office of Governor V. Shanmuganathan to correctly advise him on judicial matters pending in courts. The court's directive came while hearing a PIL filed by RTI activist Agnes Kharshiing, seeking disqualification of members of the Legislative Assembly who are also members of the autonomous district councils in the state, which is lying pending in the court since November 3, 2014, awaiting the decision of the governor. The full bench of Chief Justice Uma Nath Singh, Justice T. Nandakumar Singh and Justice S.R. Sen also recalled that the division bench of the high court had passed a detailed order on October 9, 2015 which observed that the disqualification of the

eight legislators holding dual posts is left to the governor under the constitution's article 192 to take an appropriate decision. Earlier in the day, the full bench of the court directed Principal Secretary to Governor M.S. Rao to appear and explain about the status of the decision taken by the governor in this case. However, Rao did not appear before the court but instead submitted a letter through Advocate General K.S. Kynjing informing that the governor has not permitted him to appear before it along with the related file. Fixing the next hearing for November 24, the full bench directed the principal secretary to the governor to place the copy of their order before the governor, for perusal and appropriate orders to his secretariat. Ningol Chakouba is one such festival which is celebrated by inviting married daughters to the parental house for a grand feast. It is celebrated with great pomp and fervour by the Meiteis. 'Ningol' means married daughter and 'Chakouba' means invitation for a lunch at the mother's house. On the occasion of the festival, married women visit their parents’ home in traditional attire with their children. Tripura to supply power to Bangladesh Agartala/Konaban (Tripura), Nov 22: Tripura will start supplying power to Bangladesh from December 16, the day when that country observes Bijoy Dibosh or Victory Day when Bangladesh was created out of East Pakistan after the end of the India-Pakistan War of 1971. A senior official of the Department of Power in Tripura said that supply of power would take place after a joint inspection with his counterpart of the progress of ongoing work of transmission line on both sides which are at the verge of completion. "Both the Government of India and the Government of Bangladesh, including my state government, have been instructed to inspect the transmission line and see that it his activated before December 16 because

it is an auspicious day in Bangladesh, that is Bangladesh Bijoy Dibosh. So, it can be operated and power can be thrown from that date and taking this mission on Bangladesh side and Indian side we are trying to do it," said M K Chowdhury, Director Technical, Tripura State Electricity Corporation Limited (TSECL). Aizawl, Nov 22: The Mizoram Bar Association (MBA) has filed a PIL at the Aizawl Bench of the Gauhati high court on Thursday alleging that airfares were much higher here than other sectors in the country. LH Lianhrima, president of the MBA, said the PIL was filed against the Government of India, ministry of corporate affairs, director general of civil aviation (DGCA), Airports Authority of India (AAI), government of Mizoram, principal consultant of Mizoram civil aviation wing, wing commander Lalzawma, and two airlines - Air India and Jet Airways operating in the state. Lianhrima said the twojudge division bench of the high court would hear the PIL on Monday. He added that airfares were much higher than other sectors, causing extreme financial burden to the people of Mizoram. "For example, the air distance between Mizoram's Lengpui airport and Guwahati was shorter

than the distance between Guwahati and Imphal. But the Lengpui-Guwahati airfare is much higher despite this," he added. The association said additional flights were never arranged by the airlines during festive seasons as is done in other parts of the country. Earlier, the media has asked a number of questions regarding airfares to visiting civil aviation ministers and officials who always promised to take action. But nothing has been done so far. While the air distance between Aizawl and Kolkata is much shorter than Silchar (Assam) and Kolkata, the airfare is higher in the former sector. "Most of the time, the airfare between Guwahati and Aizawl is much higher than Aizawl-Kolkata sector as the flight between Guwahati and Aizawl is operated only by Jet Airways, which could do almost everything due to monopoly," said a travel agent in Aizawl. Non-disclosure of funds will intensify the spread of HIV Dimapur, Nov 22: The Nagaland Users' Network (NUN) has taken a serious note of the non release of AIDS funds by the State Government thereby threatening to disrupt the service provided to the Injection Drug Users (IDUs) under NACP. In a press statement, the NUN said HIV prevention and control programs are facing a setback due to financial crisis as a result of non timely release of funds by the State Government to the NGOs implementing harm reduction programs. NUN said ever since the detection of HIV in 1990, the State has responded to addressing the epidemic and ever since the State has started implementing 31 OST programs and 53 TI projects of which majority are implemented with the injection drug users' where the needle syringe exchange program is a key component in the prevention of HIV. Services such as counselling, referrals, abscess management, OST, and NSEP, etc. play a very crucial role in the life of an IDU. But the lack of funds makes it impossible for the NGOs to deliver these ser-

vices, it said. It termed the financial crisis as a "lack of political will" and also questioned the commitment of the Nagaland Government in addressing the burden of HIV/AIDS in the State. Ketho, Coordinator NUN stated, "Over the years, the prevalence rate of HIV among IDUs has significantly decreased due to effective harm reduction service implementation and lauded the NGOs for their contribution. However, such a financial crisis will let loose the AIDS virus whereby rampant spread will occur and our fight against this epidemic will be defeated". While understanding the new financial policy and with the World AIDS Day fast approaching on December 1, the NUN urged the Government to fast track the file process and release the fund to NSACS lest the day's observance see the display of black ribbons instead of the universal red ribbon symbol. Sixty-year-old Devakanta Potshangbam, a progressive farmer residing in Uyumpok Mamang Leikai in Manipur's Imphal East District, is passionate about conserving a wide variety of rice at his organic farm, including the cancer-curing black rice, called 'Chakhao Poireiton' and some drought-resis-

tant varieties. He has so far succeeded in persevering 100 traditional varieties of paddy and is cultivating 25 varieties of rice in his lush green farm. Stop flow of wastewater into Ganga, says India's 'Waterman' New Delhi, Nov 22: As the Centre plans to clean up the Ganga, 'Water Man of India' Rajendra Singh has made a strong pitch for stopping flow of wastewater into the river, and said it should instead be recycled and used for agriculture and industry. "In order to improve health of Ganga, it is required not to let wastewater flow into the river. It should be recycled and used for cultivation of plants like sugarcane or industries. We can cultivate sugarcane using 'B' class or 'C' class (treated water) or supply it to industries. "Ganga is a source of 'A' class water, which is drinkable and pure. Such water should be used strictly for potable purposes and cultivation of vegetables which require less water. This will ensure lesser water is withdrawn from the river and its flow improves," Singh said. A winner of Stockholm Water Prize, Singh also suggested allowing cultivation of sugarcane, requiring excess water, in areas located below the level of Ganga. Whereas vegetables, which consume less water, can be planted on areas located above the level of the river, he said. "And

such plantation should be organic farming. This will give enough revenue to our farmers with quality produce." The Magsaysay award winner further said such measures will result in lesser contamination of the river water and improved flow. "Lesser water withdrawal will also mean more water remains in the river and it flows to cleanse itself. Thus, its environmental and ecological flow will be better, improving its health. When flow is proper, it will also reduce encroachment along its banks," Singh said. The Centre has started a national mission to clean the 'holy' Ganga, which traverses five states - Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal - during its course of 2,525 km before flowing into the Bay of Bengal. "Subsequent to mutual understanding between India and Sri Lanka, Coast Guard undertook repatriation of 34 Sri Lankan

fishermen. These Sri Lankan fishermen were in custody for IMBL violation," an official release said. Meanwhile, two Indian fishermen, who drifted away due to inclement weather in the Bay of Bengal, were repatriated by Sri Lankan authorities.The two fishermen along with the boat were to reach the Karaikal port last tonight, it said. Pakistan ISI plans to activate Dawood Ibrahim's terror network to stoke communal tensions in India Islamabad, Nov 22: Pakistan's Inter-State Intelligence (ISI), known for orchestrating internal disturbances in neighbouring India, plans to launch a vicious programme involving fugitive gangster Dawood Ibrahim's D-company along with Indian extremist outfit Student Islamic Movement of India (SIMI). The rationale behind creating the terror module is to disturb the state of communal harmony in India by instigating tension between Hindus and Muslims. Dawood's D-company has mostly turned dysfunctional following the heavy crackdown by Mumbai Police in the aftermath of 1993 serial bomb blasts. Total Quality Management (TQM) Where honesty is not the best policy India among least honest countries A Study from the University of East Anglia finds honesty varies significantly between countries. It also suggests that honesty is less important to a country's current economic growth than during earlier periods in history. The study examined whether people from different countries were more or less honest and how this related to a country's economic development. The countries studied - Brazil, China, Greece, Japan, Russia, Switzerland, Turkey, the United States, Argentina, Denmark, the United Kingdom, India, Portugal, South Africa, and South Korea - were chosen to provide a mix of regions, levels of development and levels of social trust. The study found evidence for dishonesty in all the countries, but that levels varied significantly across them. For example, estimated dishonesty in the coin flip ranged from 3.4 per cent in the UK to 70 per cent in China. In the quiz, respondents in Japan were the most honest, followed by the UK, while those in Turkey were the least truthful. In the coin flip test, the four least honest countries were China, Japan, South Korea and India. However, Asian countries were not significantly more dishonest than others in the quiz, where Japan had the lowest level of dishonesty. The participants took part in an online survey involving two incentivised experiments, designed to measure honest behaviour. And later data from the tests was compared to estimate whether people from particular countries were more likely to tell the truth. The study reveals that while the honesty of countries related to their economic growth - poor countries were less honest than rich ones - this relationship was stronger for growth that took place before 1950. The relationship between honesty and economic growth has been weaker over the past 60 years and there is little evidence for a link between current growth and honesty. Talking about India, it can surely be assured that India do stands among the top dishonest nations mainly due to the high level prevalence of corruption, unemployment, poverty etc. It can also be assumed to some extend that people living in rural areas are more leaned towards lies as compared to people in urban areas. Also fighting corruption has always been a highrisk enterprise in India. For ordinary people working outside the system to identify, prove, speak out against and fight corruption, has always required enormous courage, and attacks on their person and reputation were not uncommon. The fate of whistle-blowers within the system was also always fraught, and India has still not developed an adequate legal framework to protect informers who covertly fight corruption in the system from within. Thus it can be concluded that a country's economic development is highly perpendicular towards the moral ethics of its citizens.

In India, the two deadliest Islamic terrorist groups in 2014 were Lashkar-e-Taiba (LeT) and Hizbul Mujahideen. The Pakistan-based LeT was responsible for 24 deaths in 2014, while Hizbul Mujahideen was responsible for 11 deaths in 2014, down from 30 deaths in the previous year. In 2013 Hizbul Mujahideen was the only group in India to use suicide tactics, but in 2014 there were no suicide attacks in India, the report added. It said that the number of lives lost to terrorism around the world increased by 80 per cent in 2014, reaching the highest level ever recorded at 32,658 as compared to 18,111 in 2013. Pakistan was ranked fourth of the list while the US was ranked 35th among the nations most impacted by terrorism. The report added that just two terrorist groups, ISIS and Boko Haram, are now jointly responsible for 51 per cent of all global fatalities from claimed terrorist attacks. Boko Haram, which pledged its allegiance to ISIL as the Islamic State's West Africa Province (ISWAP) in March 2015, has become the world's deadliest terrorist group, causing 6,644 deaths compared to ISIL's 6,073. India has featured 14 times in the 10 countries most affected by terrorism for the 2000-2014 period. While India continues to be among the 10 countries most impacted by terrorism, 2014 was the first time since 2000 that India did not feature among the ten countries with highest fatalities from terrorism. "However this is due to the growth of terrorism in other countries more than to an improvement in India," the report further added that majority of terrorist attacks in India have low casualties. In 2014 around 70 per cent of attacks in India were non-lethal. Of the 50 different terrorist groups that engaged in a terrorist act in 2014, 28 groups did not kill anyone.

Pranjal Bezborah We have been hearing about quality more or less since our childhood. The word 'quality' has become like the word 'truth'. Each one of us is asked to speak the truth; each one of us also asks the other quite frequently to tell the truth. However, within a minute, if not sooner, we tell a lie! The situation is similar when it comes to management of quality in an organisation, now called Total Quality Management (TQM). The term 'quality' refers to a sense of appreciation that something is better than something else. It means doing things right the first time, rather than making and correcting mistakes. According to Edward Deming, TQM is a way of creating an organisational culture, committed to the continuous improvement of skills, teamwork, processes, product and service quality and customer satisfaction. TQM is anchored to organisational culture because successful TQM is deeply embedded in virtually every aspect of organisational life. TQM is built around four main ideas - do it right the first time, be customercentred, make continuous improvement a way of life, and build teamwork and

empowerment. Managers have been interested in the quality of their product, at least as an afterthought, since the Industrial Revolution. Thanks to the sustained efforts of quality gurus like Deming and Kaoru Ishikawa, product/service quality has become both forethought and a driving force in effective organisations of all kinds these days. Today's hospitals, universities and public sector organisations are as interested in improving product/service quality as are manufacturing organisations, mines airlines and railways. In its most basic form, the emphasis on quality has come through four distinct phases since World War II from 'fix it in' to 'inspect it in' to 'build it in' to 'design it in'. Each stage of this evolution has broadened the responsibility for quality, literally turning quality improvement into a true team effort. Also, the focus has shifted from reactively fixing product defects to proactively working to prevent them and to satisfy the customer completely. Just having 'zero things gone wrong' is not sufficient now, to offer something of value to customer and buy his loyalty. Putting quality fist is the new slogan. Organisations have to meet

the expectations of both the internal and external customers. Internal customers are other members of the organisation who depend on one's work to get their job done. As far as external customers are concerned, TQM demands all employees who deal directly with outsiders to be customercentred. Being customer centred means - anticipating the customer's needs, listening to the customer, learning how to satisfy the customer and responding appropriately to the customer. The Japanese word for continuous improvement is Kaizen, which means improving the overall system by constantly improving the little details. Kaizen prac-

titioners look at quality as an endless journey, not a final destination. In order to improve things, they experiment, measure, and adjust continuously. Rather than naively assuming that zero defects means perfection, they try to put the finger on the problem causing trouble. TQM advocates emphasis on the importance of achieving greater quality, speed and flexibility at lower cost and waste. One need not sacrifice something to give another thing. All things are possible, provided one works with a clear-cut focus, i.e., improving things. TQM is built around employees, their needs, aspirations and expectations.

It is employee driven. It allows employees to exploit their full potential. Empowerment takes place when employees are properly trained, provided with all relevant information and the best possible tools, fully involved in key decisions and fairly rewarded for results. In order to carry out work effectively and efficiently, teams have to be created, drawing talent from various departments in a cooperative way. Quality consciousness and management of quality are essential not only in organisations but also in our every day life and the society. In simple terms, there will be management of quality when one - pays attention to detail; do things right the first time; and practice good human relations. It all actually boils down to doing small, small things greatly. It is said that most of us are not destined to be great, but each one of us can certainly do small things greatly. Now, the question is, does one want to feel great? Does one want to feel happy with himself? Does one want to become a hero in his own eyes? The success formula is - start doing what is to be done now. One should make a list of things, which are bother-

ing and are pending and should start doing them one buy one. One needs to pay attention to detail. Flies and mosquitoes, which are bothering, should be killed and then one should take on the stuff, which will take him/her towards quality. One cannot have TQM if one does not practice good human relations and does not do the right things. Right is right, but all of us are in a hurry to do the next right thing, so we start compromising, and there is no limit to it. We end up in a mess where it becomes a question of the 'chicken and egg syndrome', which came first? Even when we are in a mess, we should start doing small, small things greatly. Consequently, we shall start feeling great; and when we start feeling great, we shall start doing slightly bigger things greatly. Myanmar's Post-Election Future With India The NLD triumph could herald a new era in Myanmar-India relations. Tridivesh Singh Maini The November 8 election in Myanmar produced a stunning victory for the opposition National League for Democracy (NLD) and its leader Aung San Suu Kyi, who trounced the militarybacked Union Solidarity and Development Party. However, a clause in the constitution will prevent Suu Kyi from becoming president, and the military is not likely to relinquish its dominance any time soon. Specifically, the 11member National Defence and Security Council is the highest body in the government, and is dominated by unelected military personnel who have the authority to declare a state of emergency at any time. Significantly, the military is also constitutionally guaranteed one quarter of the seats in parliament plus the ministries of defense, home affairs, and border affairs.

Suu Kyi is unlikely to want to ruffle military feathers, and indeed has adopted a conciliatory approach, reaching out to incumbent President Thein Sein. Past experience in Asia suggests that this is sensible leaders who adopt a belligerent approach towards the military before they have consolidated power often stumble, with democracy usually the major casualty. Suu Kyi clearly has her work cut out, needing to respond to the very high expectations of not just her domestic constituents, but also the international community, which will anticipate an acceleration of economic reforms. One interesting question is the impact of the election outcome on Myanmar's ties with other parts of the world, especially its neighbors China, Thailand and India. For many years, India's

ties with the military junta were strained. This began to change in the 1990s, when then Prime Minister PV Narasimha Rao realized that India's aspirations for relations with Southeast Asia would remain a pipedream without a working relationship with Myanmar. And over the past decade, India has begun to make its presence felt in its neighbor. While in the economic realm, India lags far behind China in terms of investment and bilateral trade, it has focused on assisting Myanmar with institution and capacity building, helping the country with English-language training, IT and agriculture. In 2012, Manmohan Singh became the first Indian prime minister to visit Myanmar in 25 years, and he also met with Aung San Suu Kyi. Current Prime Minister Narendra Modi also visited Myanmar in 2014 and met not just with Thein Sein, but also with

Suu Kyi. Given her close connection with India, political ties with India could strengthen in the area of economics and connectivity. In a recent interview, Suu Kyi made mention of her education in India, and her links with Indian relationship. Of course, China has also reached out to the NLD leader. In fact, Suu Kyi visited China and met with President Xi Jinping earlier this year. During an interview with an Indian media channel she made the very important point that Myanmar can play an important role in improving ties between India and China, and should not be looked at as a theater of conflict. This is a significant point because analysts in India and China, together with sections of the establishment, have long perceived Myanmar as a battleground. There are areas where India, Myanmar and China can actually cooperate if

Aung San Suu Kyi pushes for it. One area that is often highlighted is the Bangladesh-China-IndiaMyanmar economic corridor, an important component of China's massive One Belt, One Road project. India has long been skeptical of this project, with many analysts believing that it was being used to strengthen China's "string of pearls." Now, though, there is an increasing interest and regular meetings are being held. India believes that this will help give teeth to its Act East Policy. Interestingly, India and China have cooperated in other areas as well. ONGC Videsh and GAIL India both have stakes in the A1 and A3 blocks of the Shwe offshore gas field in Myanmar. The two companies are participants in the South-East Asia Gas Pipeline Company, Ltd., where CNPC is a majority stakeholder. While India and China may

compete in some areas, Myanmar's geographical location is such that there is plenty of room for a healthy, cooperative relationship. If one were to look beyond economics, Myanmar could learn from India's messy but stable democracy. For this, strong institutions are essential, as is religious harmony. Myanmar has a number of choices to make. It can choose to follow the trajectory of Thailand, or it could model itself on India, which enjoys a stable democracy. For this, Myanmar also needs to ensure that all religions receive equal rights, in this context the rights of the minority Rohingya need to be safeguarded. A weak democracy and religious intolerance are a lethal cocktail - Pakistan is evidence of that. For its part, India needs to be supportive, while avoiding any suggestion that it is being obtrusive or patronizing.

We donot know about the state of affairs prevailing in other, police stations barring the main ones. But at Dibrugarh, barring the sadar Poilce station, there is no land-line phone connection, perhaps in and around Dibrugarh in other Policestations. We further, come to learn that our nearest Police station, Amolapatty is bereft of a four-wheer. In the event of an emergency, a chase after anti-socials how the police personnels manage to tackle the situation only our 'Home' minister can clarify. That apart, taking the man-power into account, there is no provision for sitting accommodation for some constables who are seen constantly loitering here and there adjoining the thana. Of course, police duty itself is not a sedentary one. But the said station is too small to accommodate. At a time, when some anti-

We Can't Deny His Remarkable Achievements Rajat Ghai As the controversy over whether 'Tiger of Mysore' Tipu Sultan was an Islamic iconoclast, or a secular nationalist, rages on in India, it is time for us to reflect on a different side of the man-that of an able ruler and visionary who revolutionised the economy of his kingdom, improving the lives of millions of his subjects. Among the many contributions of Tipu, one in particular stands out. The sultan laid the foundations of the silk industry in Karnataka, especially in the southern part of the state. Although the exact date is not known, Tipu's and Mysore's tryst with silk began in the early 1780s when he received an ambassador from the Qing dynasty-ruled China at his court. The ambassador presented him with a silk cloth. The sultan was said to be so enchanted by the item that he resolved to introduce its production in his kingdom. Simon Charsley, professor at University of Glasgow

and author of the book 'Culture And Sericulture', notes that to establish the silk industry, Tipu issued one of his first orders to his agent stationed in Muscat, the great Arab trading port on the Gulf of Oman. It went thus: "To Mir Kâzim, Dâroga at Muscat, April 24, 1786. Get the Dullâl (broker) to write to his agents in different places, to collect silkworms, and persons acquainted with the manner of rearing them, and (having procured them) let them be dispatched to us." This letter (numbered CCLVIII) was found by the British among hundreds of government records after the fall of Srirangapatna at the end of the Fourth AngloMysore War in 1799. The records, amounting to some 2,000 items, were put in 35 boxes and sent via Fort St. George in Madras to Calcutta, renamed as Chennai and Kolkata respectively. Among them, three relating to sericulture were identified and translated soon afterwards. Tipu also sent two deputations, one to Bengal

(which returned four years later) and the other to China (which took twelve years to return). The third (numbered CCCLXXV [375]) among the three letters related to sericulture sheds light on the Bengal journey: "To Syed Mahommed, Qiledar of Seringapatam, September 27, 1786. Buhâûddeen and Kustoory Runga, who were sent (some time since) to Bengal, for the purpose of procuring silkworms, are now on their return (to Seringapatam), by way of Sedhout. On their arrival, you must ascertain from them the proper situation in which to keep the aforesaid worms, and provide accordingly. You must, moreover, supply for their food (leaves of) the wood or wild mulberry trees, which were formerly ordered to be planted (for this purpose). The number of silkworms brought from Bengal must likewise be distinctly reported to us. We desire, also, to know, in what kind of place it is recommended to keep them, and what means

are to be pursued for multiplying them. There is a vacant spot of ground behind the old palace, lately used as a Toshkhâna, or storehouse, which was purchased some time ago with a view to building upon it. Prepare a place somewhere near that situation, for the (temporary) reception of the worms." This, then, was the start of the sericulture industry in Karnataka. By 1793, despite the Third Anglo-

Mysore War (1789-92), the industry had expanded. Here is what Kirkpatrick, a British officer wrote according to official records: "It was a very favourite, though, I believe, an unsuccessful pursuit with the Sultan; who actually established, or proposed to establish, no less than twenty-one principal stations within his dominions, where the breeding of the silkworm was directed to be attended to with the utmost care and

diligence. These stations were specified in one of the sections of the instructions issued to the Meer Asof, or revenue department, in the year 1794." The type of silkworm that took root in Mysore as a result of Tipu's efforts was very likely of a yellow bivoltine race (producing two broods in one year), of Chinese origin but obtained from Bengal. Losing its hibernating character in South India's climatic conditions, it diverged from races known elsewhere and became the 'Pure Mysore Race'. The fledgling sericulture industry in Mysore slowed down after Tipu's death in 1799. But it held on. In 1866, an Italian industrialist set up the Silk Filature Company at Kengeri near Bengaluru. This company got assistance from the Wodeyar rulers of Mysuru. But the actual revival of Mysore silk happened nearly a century after Tipu's death. On a visit to Japan, legendary industrialist Jamsetji Nusserwanji Tata found that the Japanese were skilled at sericulture. He

invited a Japanese couple, who were sericulture experts, to come to India. Tata chose Bangalore (now known as Bengaluru) due to its favourable climate, mulberry trees and the existing silk industry, thanks to Tipu Sultan. This effort was supported by the generous Maharaja of Mysore. The Maharaja endowed a farm house on rent-free basis to Tata along with an annual subsidy of Rs 3,000 for the cause. The Tata Silk Farm was established in 1902-1903. It went on to train several Indians from Mysore (Mysuru), Travancore, Madras and the Bombay Presidencies in sericulture. During the Second World War, the silk industry got a boost. All the cocoons produced in the state were diverted to the production of parachutes for the war in 1942. The Central Silk Board was established in Bengaluru 1949. Also, the Karnataka State Sericulture Department Institute was established in Talghatapura (southern Bengaluru) with help from the World Bank.

The institute undertakes applied research in the silk industry. This, then, is the story of how an industry established by one man now employs numerous people across Karnataka (and other parts of South India). Tipu Sultan had many other achievements to his credit. He is remembered by military tacticians across the world for his rockets first used in armed warfare against British troops. He and his father established a"horticultural gem" in the form of the Lal Bagh gardens. He encouraged the cultivation of many different crops in his realm. The Mysore Buffalo breed, gold and copper mining, metallurgical works, toys and lacquerware, and arms and ammunition-all of these were developed during Tipu Sultan's reign. The current debatewhether his persecution of the Nairs of Malabar and Travancore, the Syrian Christians of Malabar, the Catholics of Mangalore and the Kodavas of Kodagu was influenced by iconoclasm or statecraft-ignores the entirety of his work as ruler.

Freedom Under Fire? Editors From Nagaland Explain Chocolate is about to get whole lot Why They Carried A Blank Editorial Page On October 25, 2015, 3 newspapers in Nagaland ran a blank editorial page, reminiscent of the Emergency, to protest against the curbing of freedom of the Press. This came after a Colonel of the General Staff for Assam Rifles issued a notification warning these newspapers against carrying 'public statements made by militant outfits', especially the National Socialist Council of Nagaland (Khaplang). The following is the full text of the public statement issued by the newspapers in response. On October 25 2015, Editors of five Nagaland-based media houses were issued a notification by a Colonel of the General Staff for Assam Rifles. Given the gravity of the matters raised in the notification we, the Editors of various English and Indigenous language newspapers of Nagaland have taken the communication as an opportunity to reflect, consult and critically examine what our role is in these circumstances. It is our understanding that the General Staff for Assam Rifles is concerned about three critical issues: (a) that through our reporting of press statements by NSCN-K, we have, in effect, intentionally or unintentionally supported unlawful association; (b) we have violated the Unlawful Activities (Prevention) Act of 1967; and (c) by publishing statements by banned organizations, we are, ipso facto, complicit in the organizations' illegal activities. These are serious charges indeed that merit a response from the Nagaland-based media and the wider media fraternity. In the following paragraphs, we respectfully describe our role as me-

dia organizations functioning in an environment of conflict where the search for peace and justice is a critical component of our collective vision and mission in Nagaland. 1. As Editors, our reporting has always been guided by a free, fair, forthright, sensitive and unbiased approach as we work both within the backdrop of Naga history and our current reality. Such an approach to journalism ensures that reporting is impartial and inclusive to the fullest extent, provides opportunities for constructive engagement and, where possible, promotes healthy debates and dialogues on the difficult issues and challenges that Nagaland faces. Pursuant to this mission, we, the Editors and Journalists, are always open to critical feedback that can help improve our media practice. 2. When we have reported news by, or from, banned organizations, we have done so in the spirit of transparency, inclusivity and fairness so that the surfacing divergent opinions can promote dialogue and constructive engagement among diverse groups in Nagaland. History shows that at no point has the spirit or letter of our publications intentionally sought to support a banned organization or to incite and promote violence, or was biased in nature. 3. It is within this context that the Editors are concerned by the suggestion that in our reporting we, in effect, support unlawful association and are complicit in illegal activities. Rifles shares our vision that the citizens of Nagaland have the basic and inalienable right to be informed, to listen to all voices on matters that affect their daily lives, and to make informed decisions pursuant to the dream we all share of a Nagaland that is thriving, peaceful and democratic. 4. Further, by implying that the Nagaland-based media is supporting a particular banned organization, the Assam Rifles is, ipso facto, jeopardizing the personal safety and

well being of the Editors and the media fraternity in Nagaland. We want to believe that this is not the spirit or intent of the notification letter dated October 25, 2015. 5. We wish to reiterate that the notification needs to be viewed within the context of the long standing Indo-Naga issue, which historians and scholars have noted is one of the oldest political conflicts in the world. We fully appreciate the historical reality within which we live and work that has many forces as

the pursuit of peace and justice has involved multiple actors and stakeholders who have their share of competing interests and positions as well. 6. However, the media in Nagaland has remained non-partisan, impartial and independent by upholding indigenous and internationally accepted values of non-violence, democracy and peace. With the print media being the primary means of mass-communication in Nagaland, we have carefully and diligently en-

sured that the editorial process - individually and collectively - acts responsibly, without prejudice, and is guided by universally recognized standards and ethical norms of journalism. We seek to make critical editorial decisions in ways that encourage healthy, peaceful and constructive engagement. It is in this spirit that on this occasion of the National Press Day, which is commemorated on November 16 of every year, we, the Editors of various English and Indigenous

The investigators noted striking differences in aroma among the chocolates made from fermentations using different robust yeasts, said Steensels.

That was remarkable, he said, since only the yeast strains were different: the fermentations were performed identically, and the same recipe was used each time. The investigators, who collaborated in this research with Barry Callebaut, the world's largest chocolate producer, have combined two critical characteristics of yeast in single hybrid variants: the ability to dominate cocoa fermentations, and to produce a specific flavor. "This means that for the first time, chocolate makers have a broad portfolio of different yeast strains that are all producing d i ff e r e n t f l a v o r s , " says Steensels. Hyderabad, Nov 22: Having regained the leadership position in India's biscuits market more than a decade after losing it to rival Parle, Britannia Industries is embarking on a new growth path of becoming a total food company, aiming at Rs 20,000 crore turnover within 56 years. As part of the strategy, the company, which had posted consolidated net sales of Rs 7,775.09 crore in the last fiscal, will finalise its plans to expand in dairy segment in the next six months, besides introducing new variants of its value segment biscuit brand Tiger. Mutual fund managers continue to be bullish on debt market Mumbai, Nov 22: Mutual fund managers remain bullish on the debt markets and have pumped in more than Rs 2 trillion (Rs 2 lakh crore) in them during the ongoing fiscal so far. This is on top of Rs 5.87 lakh crore already invested by them in the entire last fiscal, 2014-15. According to the latest Sebi data, fund managers have invested a net Rs 2.06 lakh crore in the debt markets during the current fiscal, started April 1, till November 19. In contrast, Foreign Portfolio Investors (FPIs) have made net investments of Rs 52,531 crore during the period. Apart from debt markets, MFs have invested a little over Rs 55,000 crore in equity markets during the period under review. The latest inflow has helped the mutual fund industry to hit all time high

Lenders to sell Kingfisher Airlines' assets Mumbai, Nov 22: The 17 lenders to the grounded Kingfisher Airlines, led by State Bank of India, decided to auction assets of the defunct carrier in their latest bid to recover part of their dues of about Rs 8,000 crore, which have not been serviced since January 2013. The assets to be eauctioned on December 7 include the equipment and movable assets of the grounded airline and not bigger properties like the Kingfisher House in Mumbai and the Kingfisher Villa in Goa. Both have been taken over by the lenders in recent past. In a notice issued here today, SBICap Trustee, which is a security trustee for the lenders consortium to the airline, said it would e-auction the cars, towing machines, forklifts,

tractors, fire extinguishers, and iron ladders, among others, of the carrier under their possession. SBICap Trustee, an arm of SBI, has set a reserve price of Rs 65 lakh, and said the auction will be conducted on December 7. "The persons interested in participating in the e-auction may confirm their participation by depositing with the seller 10 per cent of the reserve price as earnest money deposit as

ENVIRONMENT High acid contaminates two Meghalaya rivers Half of all Amazonian tree species At least two rivers in eastern Meghalaya have turned blue again apparently due to "high acid content", resulting in death of scores of fishes. The Lukha river in East Jaintia Hills district and certain sections of the the Myntdu river in West Jaintia Hills district have changed their colour to a bright sky blue indicating a very high acid content. Although the colouration was first detected way back in 2007, no one has been able to find out the reason for the colouration, leaving scientists and environmentalists baffled. The Meghalaya State Pollution Control Board

(MSPCB) in its 2012 report blamed acid effluents from coal mines as the major probable causes of water pollution in the area. The Delhi-based Central Laboratory of Central Pollution Control Board had earlier ruled out the possibility of the water sustaining any life form due to its high acid content besides declaring it unfit for human consumption. MSPCB member secretary J H Nengnong said the Lukha river had been included in the National Water Monitoring Program, and water samples had been collected periodically to conduct various tests. Piping plovers losing breeding habitat to wetland drainage Piping plovers, a federally threatened species of shorebirds, are likely losing wetland breeding habitat in the Great Plains as a result of wetland drainage, climate change or both, according to a new U.S. Geological Survey study. "Our findings suggest that if drainage continues, there will be continued declines in the amount of breeding habitat for piping plovers at wetlands in the Great Plains," said Lisa McCauley, who led the study as a USGS postdoctoral student and currently works at The Nature Conservancy. "Managers can use information from our study to better restore and conserve valuable wetland ecosystems for the protection of this species." The USGS scientists analyzed piping plover survey data from 1979 to 2011 for 32 wetlands in the Prairie Pothole Region of North Dakota. They found that consolidation drainage, or the drainage of smaller wetlands into another wetland--typically for agricultural purposes -- results in fewer and fuller wetlands

According to the study, the probability of plover presence was 99.6 percent greater for wetlands located in undrained watersheds when compared to wetlands where 10 percent of the watershed was drained.
