Govt allows US search missions in FIITJEE to conduct Arunachal for WW II missing aircraft special counselling and The eight-member crew of 'Hot as Hell' may get the posthumous honour that they deserve. The US B-24 bomber disappeared in Arunachal Pradesh on a supply run from Kunming, China, to Chabua, Assam, on January 25, 1944, with an eight-member crew on board. The chances of their remains being recovered have vastly improved with the Modi government allowing the US military to resume search missions in Arunachal Pradesh for the remains of servicemen who died in World War II. That marks a reversal from the position of the United Progressive Alliance regime, which had halted such operations in the northeastern state in 2009

He, however, hoped under the Smart City Mission, the residents of Pasighat would get better civic facilities and the town would be developed as one of the best border cities in the country. “Since the people of Pasighat are supporting the developmental activities, obtaining land under Right of Way for broadening of roads in the locality will also be supported by the people,” said Moyong.
NASA develops app to help commercial airlines save fuel, time, carbon emissions ANI Washington, Sep 23 NASA has announced that it has developed software to help reduce fuel consumption, carbon emissions and cut travel times n commercial airlines. According to the Engadget, the latest developed technology is loaded on a tablet and will not require
any major change to the already established aviation roles of pilots and ground crew, so the technology can be implemented right away. The app works by reading the planes current position in combination with its flight path and then looks for an alternate route that can save both time and money. The app is called TAP (Traffic Aware
Planner) and is used to make traffic aware strategic aircrew requests or TASAR's. David Wing, TASAR project lead said that TAP connects directly to the aircraft avionics information hub on the aircraft. It is set to be used by Virgin America and Alaska Airlines over the next three years. TAP also connects to the Automatic Dependent Surveillance-
Broadcast (ADS-B) which scans nearby air traffic to guarantee that there are no clashes in newly proposed flight paths. Aircraft using TAP with an Internet connection can access real time information such as live weather conditions and wind forecast updates that will work to further increase flight efficacy.

State's picks on legislators holding dual posts Shillong, Sep 23: The sudden decision of the State Government to bring the Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya) Amendment Bill, 2015 to disallow legislators from holding dual posts has caught everyone by surprise. Inside sources
revealed that the main reasons which prompted the State Government to bring the Amendment Bill was the opposition of the KHADC MDCs to the various decisions of the State Government, especially the issue of the Ordinance, and also the implementation of the Meghalaya Building Bye-

Afghan militants killed a NATO coalition force member Kabul, Sep 23: Afghan militants killed a NorthAtlantic Treaty Organization (Nato) coalition force member during an attack on the United States (US) Bagram airbase outside Kabul, Nato said in a statement on Wednesday. The attack on the main military airfield in Afghanistan took place on Tuesday evening and the nationality of the service member could not immediately be released, a Nato official said. The Nato statement did not identify which militant group was responsible for the attack, though most of the groups active fall under the broad umbrella of the Afghan Taliban. Bagram air base, which is guarded by US Marines and partnered forces, frequently comes under rocket attack from militants. Fighting in Afghanistan has escalated since most foreign forces withdrew from last year and Afghan forces are bearing the brunt of the conflict. A Taliban government was ousted by a US-led coalition in 2001 and its militants have been
waging an increasingly violent insurgency for over a decade. On Tuesday alone, at least 25 members of the Afghan army and police were killed in clashes, an interior ministry report showed. The Nato coalition has lost nine members of its force this year. Around 13,000 Nato troops are engaged in a new twoyear training mission in the region. In addition, several thousand US military personnel are still engaged in combat duties but details of their operations have not been disclosed. (Agencies)

Meghalaya in regular dialogue with Assam on border dispute, says Dr Sangma ET Correspondent Shillong, Sep 23: Meghalaya Chief Minister Dr Mukul Sangma has informed that the State is in regular dialogue with the government of Assam to find ways and means for peaceful resolution to the vexed inter-state border dispute which has been pending so long. Replying to the call attention notice moved by opposition leader Dr Donkupa Roy on the ‘Exclusion of 34 villages of Rad Nongtung under RiBhoi district from BlockII’ in the ongoing autumn session of the Assembly on Wednesday, the Chief Minister said that the Meghalaya had conveyed a letter to the Assam Chief Minister on November 12, 2014 requesting him to fix a convenient date for a formal meeting at Chief Ministerial level to address the boundary issue but till date, response from Assam counterpart is yet to be received. He informed that the
Meghalaya Chief Secretary had again written on February this year to the Assam Chief Secretary proposing to hold joint meeting between them but response is yet to be received. In the meantime, he said that to build up the claims, the government under the Revenue department had prepared sector-wise documents for each of the disputed sectors in the Assam-Meghalaya boundary along with the maps. “The documents and maps, among others, have been shared with the government of Assam and are currently under examination by them”, said Dr Sangma. According to the Chief Minister, these documents are ample evidence and could eventually pave the way for adjudication before the judiciary, if the situation so warrants. The Chief Minister said that in early 1951, the government of Assam carved out
two big chunks of the Jowai Sub-Division of the then United Khasi and Jaintia Hills district and tagged them with the Mikir Hills Autonomous District, now the Karbi Anglong District. The transfer of these areas which are known as Block-I and Block-II was resented by the inhabitants as there are no common bonds in terms of either race or language with the people of the newly created district of Mikir Hills. “Agitation demanding the transfer of the two Blocks back to the then United Khasi and Jaintia Hills Sub-Division commenced soon after the notification and continues till date”, said Dr Sangma. In order to sort out this problem, joint official committee was constituted in 1983 and recommended that the matter may be sorted out at the Chief Ministerial since it involves transfer of territory. The Chief Minister said
that the meeting of the two Chief Ministers in 1971 evolved a common view that comparative population of Mikirs (Karbis) and the Jaintias should be accepted as the guiding criterion in deciding the issue. “The people inhabiting a sizable portion of Block-I and Block-II belonging to the same ethnic group as the people inhabiting Meghalaya demanded that the area should be transferred to Meghalaya”, he said. Meanwhile, he informed that the meeting between both States on October 2012, decided that developmental works in disputed areas should be allowed either from the Meghalaya or Assam without prejudice to the claim. The joint operation of of Assam and Meghalaya to launch against the militants was also taken up during the meeting to restore confidence of the people residing in the border areas.

Haripur villagers in Diyun resolve water scarcity problem Contd. from Page 1
water taps almost in every household. Thanks to the North-Eastern Community Resource Project for Upland Areas (NERCOMP)! Two NaRMG (Natural Resource Management Group) were created in the village and each of them was provided a sum of fifty thousand rupees. The villagers with that sum of money mobilised all the healthy people to work to build a water reservoir two kilometres away from the village up in the hill where the rivulet Suka Nala starts. They bought water pipes and collected and reused all the old pipes donated by Oil India Limited several years ago. “The money wasn’t enough so each family of the village contributed five hundred rupees for the cause,” said Naresh Tama Hajong, a social activist from the Hajong Community. The Hajong community are skilful in carpentry and mason tools therefore they laboured on their own and didn’t even ask the administration for any assistance, he added. “We are grateful to the Hon’ble MLA Shri Nikh Kamin as due to his efforts the NERCORMP has begun in Diyun Circle,” said Subon Hajong (GS of Jaal Jala NaRMG) while describing how they have over-

We have placed our problems of water scarcity before the last MLA several times; however no one really paid attention to our crisis, informed the village Headman Shri Nibaran Hajong. This time when NERCORMP came to our village, we decided our foremost mission would be to solve this water crisis”. The villagers were settled in the area in the years 1969 and since then, there has been this severe water crisis. With the river fed by only rain water, it dries up during the summer. But now the villagers are a happy lot
as they could install water taps within their houses with the help of NERCORMP. NERCORMP is a livelihood and rural development project aimed to transform the lives of the poor and marginalized tribal families of North East. However, it is worth mentioning that Haripur success story is one of the few instances where a partner NGO has visibly put in its best efforts. Another such NGO in this category could be Arunachal Orphan Care Society (AOCS). Under its guidance, Shri Chandra Kishore Chakma, a youth from Bijoypur village has
planted more than 1000 banana plants with an allotment of just 1 unit of banana project. He is expecting an income of Rs. 16,000 from the next year. He belongs to the Uje Jebong NaRMG. “AOCS has consistently guided me to set an example for others to follow and I am grateful to Manrose Talukdar who is facilitating AOCS as partner NGO,” he said. If guided properly, people can create many more success stories in the whole of DiyunBordumsa Circle. The partner NGOs too have a big role to play in making the NERCORMP Project an out and out success.

AAMYP (S) criticises Sonowal's alleged inflammatory statement ET Correspondent Margherita, Sep 23: All Assam Muslim Yuba Parishad (S) Central Committee vice president Moinur Haque Talukdar today criticised the statement given by Sarbananda Sonowal, Union Minister of Sports and Youth Welfare who a few days ago allegedly said that immigrants of
the Muslim community to Assam shall face trouble but not the Hindu immigrants from Bangladesh and Pakistan. Moinur Haque Talukdar said that Assam is a land of "Mahapurush Sankardev" and "Ajaan Phir Phakir" and for more than centuries Hindu and Muslim community people have been
living in harmony, love and peace and "political opportunist" leaders like Sarbananda Sonowal are trying to create tension in Assam by delivering inflammatory speeches. Sarbananda Sonowal was at one time an AASU leader and then became AGP member of parliament and now have joined
BJP in view of the upcoming 2016 Assembly Elections trying to woo the votes of the Hindu immigrants, said Moinur Haque Talukdar. "We warn Prime Minister Narendra Modi and his BJP ministers not to deliver inflammatory speeches in Assam," said Moinur Haque Talukdar.

Martyr’s family demands Govt’s attention Prafulla Kaman Ruksin, Sep 23: The hundred year old lady Opet Moyong still remembers the ominous day, when Assam Rifle jawans associated with her husband conveyed the message of her husband’s death at the Indo-China border. Sudden death of her husband, Eda Moyong was a severe blow for Opet, who once passed several sleepless nights embracing her four little children. Late Eda Moyong, a Public Interpreter (PI) under NEFA administration, was deputed to lead a military troop deployed along IndoChina border on the eve of Chinese Aggression. He died in an accident while on duty at Tuting near Indo-China border in October, 1962. Born in 1910, Late Moyong had grown up at Adi Pasi village and concluded his educational career in Class-II standard at Adi Pasi. Later he joined as PI in 1945. In the course of time, Late Moyong’s wife Opet, along with her sons, migrated from Adi Pasi to Debing village presently under Ruksin circle in East Siang district in 1975 and is still residing there. The old lady is now living a life of quite discontent about the fact that government has not yet recognised her husband as a ‘martyr’. She feels that the government should honour her as the nearest of kin of Late Moyong, who had sacrificed his life for the country.

the House and the government should wait for the court's verdict. “We never allowed to discuss any matters which are pending in the Court of law and let us wait the ruling of the Court”, said Dr Roy. He also said that though the objective of the Bill is good but the timing is inappropriate since many Members of District Council (MDCs) will have to quit half way as members of the Council if the Bill becomes an act. Dr Roy also said that it will be wise on the part of the state government to wait for the view of the Governor on this dual post matter when the Meghalaya High Court asked him (Governor) to do so. Stating the stand of the government, the Chief Minister Dr Mukul Sangma said that the Government has conducted due diligence and thoroughly examined it before placing it before the Assembly. “The High Court of Meghalaya has given direction to the Governor to give
ET Correspondent Guwahati, Sep 23 : Centre for Science and Environment (CSE) has analysed the Pradhan Mantri Khanij Kshetra Kalyan Yojna (PMKKKY) in the context of the recently notified rules on the District Mineral Foundation (DMF). The PMKKKY and Central Rules on DMF were released within a day of each other– September 16 and 17. Both combine to make real the policy of the central government on sharing mining benefits with some of the poorest people of the country living on India’s richest lands. While the DMF rules mandate contribution to the DMFs by mining lease-holders, the PMKKKY lays out the roadmap for delivering development for the miningaffected areas and communities. CSE has analysed the DMF Contribution Rules and found these to be a significantly watered-
down version of what was proposed in the Mines and Minerals (Development and Regulation) Amendment (MMDR) Act, 2015 – a reduction in contribution by lease-holders of mines that were leased after 12 January 2015 (to 10 per cent instead of previously proposed 30 per cent) means that less funds will be available for developmental work in mining-affected areas. CSE’s deputy director-general Chandra Bhushan says this will undermine the objectives of the DMFs and will dash hopes of mining-affected communities across the country. The PMKKKY has been aligned to DMF to facilitate the implementation of the scheme. The scheme will be implemented by the DMFs by using the funds accrued to them. On analyzing PMKKKY, the CSE paper says it is a “mixed bag of opportunity” – it has both positives as well as loop-
holes. The positive recommendations include providing definition of directly and indirectly-affected areas that is crucial development, involvement of gram sabha for identifying affected people use of DMF funds, taking into account long-term concerns, requirement of approval of gram sabhas for PMKKKY plans and projects to be rolled out in scheduled areas, mechanisms of transparency and accountability. However, CSE finds the scheme to be vague and limited in several aspects. Certain provisions of fund utilization, such as for building large infrastructure, putting in place environmental pollution control measures, staffing, purchasing vehicles etc., are misplaced which may lead to significant misuse of funds and hurt the spirit with which DMF has been instituted. It also restricts the possibility of community involvement limiting
the role of gram sabhas, particularly in areas outside scheduled areas. After the notification of DMF contribution Rules and the PMKKKY, it will now depend on the states as to how they frame their DMF Rules. With considerably reduced contribution coming to the DMF following the DMF contribution Rules now, it is important to make sure that the money is used for the right purposes and people in mining-affected areas benefit optimally. The PMKKKY guideline gives some positive direction to the states to develop their DMF Rules. But it is also crucial to take account of the loopholes in the PMKKKY and make necessary improvements. CSE has also strongly stated that it is also important to ensure that DMF remains an inclusive institution of the people and for the people, a vision with which it has been discussed over the years and instituted..
Govt allows US search missions in Arunachal for WW II missing aircraft Contd. from Page 1
"Specialised identification and recovery teams from the Defense POW/ MIA Accounting Agency (DPAA) will arrive in India shortly to search for Americans that remain unaccounted for from World War II," a US Embassy spokesperson said. (POW/ MIA stands for prisoner of war/missing in action.) The US has engaged in recovery missions across the world to bring back its war dead but efforts in Arunachal hit a roadblock
after the UPA government put a stop to it in 2009, reasoning that the territory was sensitive due to "strategic, internal political, ecological and anthropological reasons". However, recovery missions in other parts of India have continued. The Arunachal Pradesh curb was lifted after a fresh request was made by the US to the Modi government. That's come as a big relief to family members of the war dead who have been pushing for this. "The Embassy of the United States of America and DPAA worked with the
government of India to coordinate this opportunity for the agency to work in Arunachal Pradesh, searching for US personnel missing from World War II," the spokesperson said. Officials said the Modi government found the previous administration's reasoning invalid. China claims the territory of Arunachal Pradesh for itself and several of the crash sites are close to the border. Officials familiar with the matter said operations were halted in 2009 largely due to objections raised by China against allowing US military teams into the state.
Family members of the WW II missing in Arunachal Pradesh had come together to lobby for lifting the ban. "While this moratorium has been in effect, at least two relatives of the Arunachal missing have died, including a nephew of 'Hot as Hell' co-pilot Sheldon Chambers and a brother of bombardier Robert Eugene Oxford," Gary Zaetz, who leads the grouping, said. The B-24's crew included Gary's uncle Irwin Zaetz. The crash site of the aircraft in Arunachal was only discovered in December 2006.

his views on the matter and has even fixed a September 29th date for hearing”, said Dr Sangma. “The Court has also advised the government to take decision on this matter and we feel that it is right time for the Government to come up with legislation”, said the Chief Minister. Several members who took part in the debate appreciated the intention of the government but acknowledged that the timing is wrong. The Chief Executive Member (CEM) of the Khasi Hills Autonomous District (KHADC) who also is a member of the Legislative Assembly asked the government to refer the matter to Select Committee of the Assembly to seek views and opinions of the aggrieved members and the stakeholders before going ahead. He suggested that the Bill should be enacted only after the completion of the term of the present members of Autonomous District Councils (ADCs)
till 2019. Legislators who happened to be the MDCs including Ardent M Basaiawmoit, H Brolding Nongsiej, KP Pangiang, Metbah Lyngdoh suggested the government to enforce the Bill at the end of the present term of MDCs. Earlier, the president Civil Society of Women Organisation (CSWO) Smt Agnes Kharshiing in October last year filed Public Interest Litigation (PIL), seeking disqualification of eight legislators cum MDCs including Stephanson Mukhim, H.D.R. Lyngdoh, Ardent Miller Basaiawmoit, Metbah Lyngdoh, Pyngshngainlang Syiem, Phlastingwell Pangniang, Sanbor Shullai and Brolding Nongsiej. The PIL mentioned about the rule 17(1) (a) of the Assam (and Meghalaya) Autonomous District (Constitution of District Councils) Rules 1951 for the disqualification of MDCs who are holding other posts (as legislators).
“In fact, all medicines were received in full and subsequently dispatched to the health facilities”, said Hek. The health minister defended that purchasing of the capsules was based on the requirement of people. He said that one person has to consume 90 tablets for 90 days which means that only 19-20 thousand
male people were required to take this capsule. It may be mentioned that the Directorate of Health Services of the Meghalaya government had spent almost Rs. 7 core to purchase Zy 10 forte (male infertility) capsule during 2010-11 and 2011-12 under the centrally sponsored scheme the National Rural Health Mission (NRHM). As per the RTI information filed by Civil
Society of Women Organisation (CSWO) president Smt Agnes Kharshiing, during 201011, the department had purchased only 500 capsules in the entire state for distribution to infertile males. However, in the subsequent year, the demand has jumped up to 20,075,00 lakh capsules. Out of seven districts in the State in 2011-12, the East Garo Hills had received the highest number
of 400000 lakh capsules, South West Garo Hills 350000, West Garo Hills 300000, West Khasi Hills 348000, East Khasi Hills 200000, Ri-Bhoi district 7500 and the Jaintia Hills district 2000 capsules. The Civil Hospital Tura in West Garo Hills received 10000 capsules. The government had asked the Meghalaya Drugs Distributors to supply capsules in the entire state.
After flood it’s now time for jumbos ... Contd. from Page 1
The residents had to remain away from home during the flood wave for 10 days and now they are having to stay away because of the jumbos wreaking havoc and damaging crops. The herd has been uprooting banana trees and breaking its leaves along with bamboo shoots. On the other hand, the forest department has
been working round the clock to keep the jumbos away and chasing them towards Kaziranga side, said Majuli Forest Range Officer Atul Das. Das further said that they have been using crackers and even blank fire for the past two weeks to chase the herd away from the village where jumbos destroyed and demolished over 12 houses in villages like Halmora, Jugigaon, Kolonibari and
Meragorh etc. It may be mentioned that for over the past 10 years this particular elephant herd has moving along the Brahmaputra between Kaziranga National Park in the west and Dibru-Saikhowa National park to the east. Quoting Forest Officials in the Upper Assam Conservator of Forest officials said that the herd’s population has been increasing gradually to 172 while a female from the
herd died recently (10 days ago) at Mulai Kathoni (the kathoni belongs to Padmashree Jadav Payeng, the Forest Man of India). The actual cause of the death of the female elephant is yet to be ascertained, said official sources here today. On the other hand, in the past 5 years the death toll of man-elephant conflict involving this particular herd has gone up to 13, said Sarat Saikia, DFO, Jorhat Forest Division.

RSS gets the new face of the Apex court of "anti-reservation" alleges CM Nitish Kumar Patna, Sep 23: Bihar Chief Minister Nitish Kumar on Wednesday launched a blistering attack on the Bharatiya Janata Party, alleging it was "anti-reservation" and toes the line of Rashtriya Swayamsevak Sangh (RSS) which is "like its Supreme Court". The Bihar CM also announced the list of 242 candidates of his alliance for Assembly Elections, with a major chunk from SC/ST and backward communities. Addressing a press conference here, Kumar claimed the grand alliance stood united as there were no differences unlike in the NDA and said the people of
Labourers hold strike demanding preference in vacancies Ranchi, Sep 23: Nearly 3,000 daily wage and contract labourers went on a strike in Jharkhand from Tuesday, demanding preference in filling up around 600 posts in the state electricity board, an official said. The Jharkhand electricity board had published an advertisement for recruitment of people to 597 posts following which the Jharkhand Power Technical Labour Association (JPTLA) demanded preference should be given to people working as daily wage workers or skilled contract labourers. "The vacancies do not mention giving preference to daily wage workers and contract workers which is a violation of the agreement reached with the board in the past. The board had earlier agreed to give preference if a regular appointment was to be made" JPTLA president Ajay Rai told a news agency. He said: "To protest the move, 3,000 daily wage and contract workers went on a strike from Tuesday". "People are working for last 15 to 20 years with the hope of getting a regular job," he said. The strike may lead to further deterioration in the electricity supply in the state capital, which is already witnessing 10 to 14 hours of daily power cuts. (Agencies
Bihar will give a befitting reply to the BJP as they were watching its "divisive" politics. He released the joint list of Janata DalUnited, Rashtriya Janata Dal and the Congress candidates of the coalition and said it represents all sections of society with 16 percent from general category, 55 percent backwards, 15 percent SCs/STs and 14 percent from the minority community. Hitting out at BJP and RSS, he accused them of being against reservations and said the RSS, which was the ideological mentor of BJP, was seeking to install an "extra-constitutional" body to review
reservations. "It is clear that he (Bhagwat) feels the current policy of reservation is not right and wants
some other system," he said, while reading out excerpts of the RSS chief's interview to RSS mouth-
piece 'Organiser' and 'Panchjanya'. "Any amendment in Constitution can be done in Parliament. They want some body other than the Constitution, an extraconstitutional authority, which should look into who should get reservation and how long." "Not in the Constitution or in Parliament but in the hands of the elite committee. It is a very dangerous view. It cannot be accepted," he said. Questioning BJP's stand on reservation, he said whatever the ruling party may say it cannot go against the views of the RSS. "The BJP has a government at the Centre, which has re-
peatedly claimed that they are proud to be Swayamsevaks." "RSS view is final. Whatever BJP might say, it has no meaning. Like anything is decided by the Constitutional bench of the Supreme Court, it is final and there is nothing after that. The same way in RSS, if RSS chief says something then BJP has no say." "The BJP is a political outfit of RSS and Swayamsevaks and pracharaks are part of this government. Whatever Bhagwat has said is final and there is no other thought," he said, charging the BJP with being against reservations. (Agencies)

Bijapur (Chhattisgarh), Sep 23: Authorities in Chhattisgarh's Bijapur District have given cash incentives to seventeen Maoists rebels who surrendered before the police from 20092014 under a state rehabilitation policy. Cash of 150,000 rupees has been deposited in their fixed deposit bank accounts, which could be availed after three years, said district civil and police officials. "Seventeen Maoists have been facilitated with 150,000 rupees each, and these people will get the amount after three years from their respective fixed deposit accounts," said Bijapur Collector
Yashwant Kumar. The Maoists, also known as 'Naxals' in India, seek the violent overthrow of the Indian state and have fought authorities for decades, particularly in rural areas of central and eastern India where they enjoy some support. Maoists say they are fighting to give poor farmers and landless labourers control over their land and a greater claim on mineral wealth exploited by mining companies. Ashok Prasad stressed on the need of dialogue between State govt. and the distressed parties as it is through this mode we can move forward to maintain the essence the democracy Lamka, Sep 22: The Centre's special envoy, who landed here to take a first-hand account of the crisis besetting the hill areas, particularly Churachandpur, has called for a dialogue even as he invited concrete suggestions from all stake holders for finding a speedy resolution to all issues and to avoid further tragedies. Addressing the press on the sidelines of his meeting with the JAC, Ashok Prasad, Secretary (Internal Security) of the Union Home Ministry acknowledged that there are complexities involved in the present crisis and called for dialogue to settle all issues. 'Certainly it is not an isolated law and order problem, it is part of a much bigger issue and to the best of what I could understand since my interaction with the State Government yesterday and with all of you today,
the issue is essentially of a communication gap. It needs to be opened up so that your views are relayed to the State Government and Central Government and their views are transmitted to you. Because at the end of the day it is only through dialogue, that we can move forward and that is the essence of our democratic process,' he said adding, 'if the need for Centre's intervention arises it will not be found wanting.' He said the Ministry of Home Affairs had directed him to listen and interact with all the people here; to ascertain the concerns and the views of all the people in order to identify priorities and to be able to address the valuable suggestions towards a resolution to the issue. 'I have interacted with the people, they have given me their suggestions and I have noted them down, and I
assure you all that I will take it up to the best of my ability with the authorities both at the State and Centre to see that we make positive movement in this regard,' he added. Meanwhile a memorandum submitted by the apex tribal bodies, Hmar Inpui, Kuki Inpi, Churachandpur and Zomi Council said that the present ongoing turmoil in the hill areas of Manipur, Churachanpdur district in particular, is not just because of the three Bills that were passed on August 31 rather a culmination of the age old distress of the tribal people at the hands of the Government. It therefore claimed that the issue is political and accordingly pleaded with the envoy to treat, approach and address the issue at the political level as it they felt is the only option for a permanent solution. The JAC also handed over a memoran-
dum addressed to the Union Home Minister wherein they alleged that the three contentious Bills targeted the hill tribes and tribal land and its passage was unconstitutional. They highlighted the brutal actions used by the State on tribal protestors who are defending their rights and land. The JAC further claimed that the State Government of Manipur is for Meiteis and not for the tribals claiming, 'under a sustained pressure from the Meitei dominated valley people of Manipur, the passing of the three Bills reflected the real intention of the valley people, and supported by the State Government, to not only expel what they call 'non Manipuri people' but more importantly to expel the tribal people from their ancestral homeland and to grab their lands which have been so far protected by the Consti-
tution.' The JAC memo that featured a-threepoint demand including complete political separation of tribal areas of Manipur from Manipur State; immediate political settlement with KNO-UPF leaders for separate administrative political arrangements within Indian Constitution; and immediate withdrawal of the three anti-tribal Bills, declared that the nine bodies of the tribal martyrs are waiting for the Central Government's assurance in writing that these demands will be fulfilled in a time bound manner. Families of the nine martyrs also submitted a memorandum to the visiting envoy when he visited the mortuary today. Details of the content, except that they sacrificed their lives for protecting tribal land, however were not known. (Agencies)

Over two million pilgrims started moving from the tent-city of Mina marking the climax of the annual Haj Mount Arafa, Sep 23: Over two million pilgrims, including more than 1.5 lakh Indians, on Wednesday started moving from the tent-city of Mina to Mount Arafat and its surrounding ground for prayers, marking the climax of the annual Haj. Pilgrims of all age groups clad in white seamless cloth began moving to Arafat, where Prophet Mohammad delivered the last Haj sermon nearly 1400 years ago, early this morning from Mina where they spent the night
in prayer and supplication. During Haj, men pilgrims wear a seamless two-piece white garment, symbolising a state of purity. Women also generally wear white, covering full body except their faces and hands. Emotional scenes were witnessed in Arafat as on arrival many pilgrims could not control tears and many continued to thank Allah for making it possible for them to perform Haj. Hundreds of pilgrims crowded onto the hill and the massive plain
surrounding it to pray until sunset. Hours before the pre-dawn prayers, more than three lakh pilgrims had assembled outside Masjid Namira in Arafat to get inside the premises to offer prayers amidst chants of 'Labbaik Allahumma Labbaik' (I come to you, Oh my Lord, I come to you). Many pilgrims offered special prayers inside the mosque after day-break in memory of the tradition of the Prophet. Praying at Mount Arafat is an accom-
plishment of a pilgrim's life and fulfillment of his dream of performing Haj. After offering prayers at Arafat, pilgrims will travel to nearby Muzdalifa to collect stones for the ritual in Mina Valley, an event which has been marred in the past by stampedes. The pilgrims will perform the symbolic stoning of the devil by throwing stones at the three pillars tomorrow. After the stoning, the pilgrims will perform the ritual of animal sacrifice to commemorate Prophet
Ibrahim's willingness to sacrifice his only son, Ismail, to God. The pilgrimage will end after Eid al-Adha, or the Feast of Sacrifice. The Saudi government has arranged foolproof safety and security measures, deploying nearly 100,000 men in uniform at the holy sites to make the journey of a lifetime for the two million pilgrims safe and secure. Saudi officials said a total of 13, 74,206 foreign pilgrims have arrived for Haj this year. The pilgrimage is one of the five pillars of Islam that
President Abd-Rabbu Mansour Hadi returned to his country after six months in exile in Saudi Arabia Kathmandu, Sep 23: India has expressed deep concern over violence in regions of Nepal bordering India. Issuing a press statement on Monday, the Indian Ministry of External Affairs has expressed concerns "over the incidents of violence resulting in death and injury in regions of Nepal bordering India following the promulgation of Constitution yesterday". This is the second such statement from the ministry since the promulgation of Nepal's new constitution on Sunday. In its statement issued minutes after the constitution was promulgated on Sunday, India had merely 'noted the promulgation of a constitution in Nepal'stopping short of welcoming the new constitution. It had also expressed concern over protest and violence in several parts of Nepal bordering India. But the second statement issued on Monday goes a step further, highlighting the problems
faced by its freight companies and transporters due to the situation in Nepal. "Our freight companies and transporters have also voiced complaints about the difficulties they are facing in movement within Nepal and their security concerns, due to the prevailing unrest," read the statement issued on Monday. It added that "serious development in Tarai could have been avoided had Nepal's political leadership heeded Indian calls". "We had repeatedly cautioned the political leadership of Nepal to take urgent steps to defuse the tension in these regions. This, if done in a timely manner, could have avoided these serious developments," read the statement. India also called for a consensus on political challenges facing Nepal. A senior government official said they were closely following the statements made by the Indian side.(Agencies)
Aden, Sep 23: Yemeni President Abd-Rabbu Mansour Hadi returned to his country on Tuesday after six months in exile in Saudi Arabia, as loyalist forces fought to advance on the rebel-held capital. Only hours earlier, warplanes from a Saudi-led coalition killed at least 21 people in Sanaa, a day after thousands of sympathisers took to the streets of the capital to celebrate a year since its seizure by the Iran-backed Shia Houthi rebels. Hadi, who is recognised by the international community, arrived on board a Saudi
military aircraft that landed at an airbase adjoining the civilian airport in Yemen's second city Aden. Aden was Hadi's last refuge when he fled the rebel-controlled capital after they took over the government. Much of the city has been reduced to rubble by the months of ferocious fighting, with the rebels backed by former soldiers loyal to ousted president Ali Abdullah Saleh. Prime Minister Khaled Bahah and several ministers returned last week to the port city, which was retaken from the rebels in mid-July. The Saudi-led coalition

Ahead of talks with the Obama administration later this week on hot-button issues like China's expanding presence in the South China Sea, cyber theft and human rights, Xi sought to assuage an audience of mostly businessmen and US state officials that China was a positive force in the global economy and was pushing forward with reforms based on rule of law and market principles. He promised to treat US investors in China fairly and
all-out offensive on Sept 13 against the Houthis in Marib, aiming to retake the capital a year after it fell to the insurgents. A day later, Hadi's government backed out of UN-brokered peace talks in Oman after saying only days earlier that it was going to take part. Hadi's office said at the time that the government would not attend talks unless the rebels first accept UN resolution 2216 demanding their withdrawal from territory they have captured. Loyalists have also been locked in fierce fighting for control of Yemen's third city Taez, which like Marib
is seen as a crucial gateway to Sanaa. The United Nations says nearly 5,000 people have been killed since late March in Yemen. The UN aid chief has called the scale of human suffering "almost incomprehensible". In the latest bloodshed, Saudi-led warplanes on Tuesday killed 21 people, including civilians, in a raid that targeted Houthi fighters in the Sabeen neighbourhood of Sanaa. The death toll was likely to rise because some people were missing, another medical source said, as rescuers combed the rubble. (Agencies)

"We will address legitimate concerns of foreign investors in a timely fashion." On the hacking issue, he said China itself is a victim and was ready to set up a "high-level" mecha-
nism with the United States to discuss the problem. "The Chinese government will not in whatever form engage in commercial theft or encourage or support such attempts by anyone." At the same time, he suggested that US threats to sanction Chinese officials over the alleged hacking were out of line, saying cyber theft was a crime that had to be prosecuted "in accordance with law." Kenyan security agents Malaysia arrests eight in connection with Bangkok found unspecified shrine bombing amount of weapons Mombasa, Sep 23: Kenyan security agents have found an unspecified amount of weapons and drugs on a Norwegianflagged ship they intercepted last week, a senior police officer said. The ship had sailed from Mumbai, India. Kenyan authorities boarded the Hoegh Transporter, owned and operated by Norway's Hoegh Autoliners, last Thursday saying it was suspected of carrying drugs and firearms. "We cannot tell how many weapons have been recovered because the exercise is still ongo-
ing and we don't want to jeopardise it by giving incomplete information," Francis Wanjohi, Coast regional police commander, told Reuters late on Tuesday. "The drugs, they have to be weighed to establish how much they are, and then tested to determine which exact type they are." A Hoegh Autoliners spokeswoman declined to comment on the police report as the investigation was still ongoing. Hoegh Autoliners said its Chinese crew had been cooperating since Thursday with authorities who were inspecting cargo
being offloaded from the ship at the Indian Ocean hub of Mombasa. "We look forward to the speedy completion of the search so that our vessel can resume her sailing schedule," it said. East Africa has become a key export route for Afghan heroin destined for Europe. Coastguards and navies from the region, short of funds and antitrafficking expertise, have struggled to stem the flow of drugs through their waters. Heroin is typically transported from Pakistan and Iran to East Africa, known for its poor border
and maritime surveillance, and on to Europe. In July, Kenyan police seized 341.7 kg of heroin hidden in the diesel tank of a ship, the biggest single seizure of drugs at Mombasa. Last November, an Australian Navy warship patrolling Indian Ocean waters seized heroin worth $158 million. Another Australian warship raided a dhow with 1,023 kg of heroin on board near Kenya in April 2014. Mombasa handles imports of fuel and other goods and exports of tea and coffee from the entire East African region. (Agencies)
Kuala Lampur, Sep 23: Eight people, including four believed to be ethnic Uighurs, have been detained in Malaysia for questioning in connection with last month's bombing of a shrine in Bangkokthat killed 20 people, a senior official has said. The national deputy police chief, Noor Rashid Ibrahim, said they were detained in the past week in the capital, Kuala Lumpur, and in north-eastern Kelantan state. Four of the eight were Malaysians involved in human trafficking, while the others were believed to be Uighur men who entered the
country illegally, he said. While there is no evidence they were directly involved in the bombing, they are being investigated to see if they had any role in other activities surrounding the blast. "Right now, there is no concrete evidence to show that they are directly involved," said Noor Rashid. He added that Thai police had been notified, and hoped they could help in identifying the men. Thailand will need to provide basic proof of their involvement in the bombing if it wants to extradite the suspects, he said. Noor Rashid initially said the Uighurs had
no documents on them and that their only offence was entering Malaysia illegally from Thailand. However, he later said they had passports but it was unclear if they were genuine. The blast at the Erawan shrine in the Thai capital on 17 August also injured more than 120. Many of the victims were foreigners as the shrine is a popular destination for tourists and Thais alike. In Bangkok, the Thai police chief, Somyot Poompanmoung, said he had not received any confirmation from the Malaysian police that the suspects were involved in the blast. Thai authorities
have arrested two suspects they say were linked to the bombing, but believe the actual bomber and the mastermind of the plot have fled the country. Thailand has suggested that those behind the blast may have been from a gang involved in smuggling Uighurs from the Chinese region of Xinjiang, while others speculate they may be separatists or Islamist extremists angry that Thailand repatriated more than 100 Uighurs to China in July. Uighurs complain of oppression by the Chinese government, and some advocate turning Xinjiang into a separate Uighur state. (Agencies)

DIBRUGARH, THURSDAY, SEPTEMBER 24
Nepal gets a new constitution The much-heralded document Nepal is on the cusp of adopting a new constitution. It potentially ends a saga that began shortly after the end of the Maoist war in 2006. But while many are happy that the new republic now has the much-heralded document, some, for varying reasons, remain deeply unhappy with it - and its birth-pangs have been violent. At least 40 people have died in clashes linked to the constitution. The demand for a new constitution was raised by Maoists rebels, who waged a 10-year civil war which ended with a 2006 peace deal. The Maoists won elections to a constituent assembly two years later, leading to the abolition of the 240-year-old monarchy. But because of squabbles, the assembly failed to draw up a new constitution. A new assembly elected in 2013 is once more dominated by the traditional parties. They and the Maoists, working together, pushed through the new draft charter in June, saying the disastrous earthquakes in April and May had concentrated their will to get it done. The new republic will become a federal one. The Maoists' proposal of federalism was later adopted by many more mainstream parties because of the diversity of Nepal. Its people speak over 100 languages. They are split by divisions such as high- and low-caste, Nepali-speaking versus speakers of indigenous languages, hill ethnicities versus lowland ethnicities, and gender divisions, with highcaste men from the hills almost supremely dominant up to now. The new document has drawn up provisional boundaries for seven states but their names are to be decided by their eventual assemblies and a commission has yet to fix their final boundaries. Nepali society has become deeply polarised on whether the states should be ethnically delineated. India has reasons to be perturbed about the volatile situation in Nepal, a country with which India shares an open and contiguous 1751-km-long border. India's biggest concern is that Madhesis are up in arms against the secular and democratic constitution that Nepal has put into effect on 20 September. The main crux of the problem from the Indian viewpoint is that the Madhesis have reacted violently to their country's new constitution which had been in the making for last seven years. Madhesis, along with the Tharus, form the bulk of population of Terai. The Terai region constitutes one-fifth of Nepal's landmass, but accounts for over half of the nation's population. The Madhesis have been fighting for equal representation in the country's political structure and the new constitution, according to them, has failed to meet their aspirations. Nepal's new constitution promises to identify seven provinces of the country for administrative purposes, an exercise which it says will be completed in a year. Madhesis feel that they have been shortchanged and it perhaps explains the latest orgy of violence gripping Nepal. But however the new constitution has made proselytising illegal, reflecting fears of growing numbers of low-caste and other marginalized groups converting to Christianity. Protesters also argue that the constitution discriminates against women in terms of granting citizenship which, incidentally, is the first in Asia to specifically protect the rights of lesbian, gay, bisexual and transgender communities.
India received $19.78 billion in FDI in 2014-15 From countries that PM Narendra Modi visited When the PM travels to the US this week to woo businesses there, one of the key facts that the government will be tom-toming about is the surge in foreign direct investment since Narendra Modi took over and how his personal touch has helped. India received $19.78 billion (Rs 1.3 lakh crore) in FDI in 2014-15 from a dozen major FDI source countries that Modi has visited since taking over in May last year. This accounts for nearly two-thirds of the $30.93 billion FDI the country received in the fiscal year, which was 27 per cent more than the year before. FDI grew quicker after the launch of the Make in India programme in September 2014 - inflows jumped 48 per cent between October 2014 and April 2015 over the year-earlier period, data from the Department of Industrial Policy and Planning showed. Modi will visit New York this week and is scheduled to meet top business honchos. The visit is coming at a time when cynicism is growing about the government's ability to introduce and implement reforms as promised. Among the countries that Modi visited, Japan has committed to invest about $35 billion in five years and South Korea about $10 billion. China has assured $20 billion in the next five years, while France has announced $2 billion Euros ($2.26 billion). The UAE, which the PM visited last month, has assured to pump in money for India's $75-billion infrastructure fund. The UK has launched a programme for investments here ahead of Modi's planned trip in November and Germany is expected to make some announcements related to the Make in India initiative during Chancellor Angela Merkel's visit to New Delhi in the first week of October.
India and the Syrian Civil War How a potential permanent UNSC member approached the crisis in Syria. Kabir Taneja
After four years of neglect, Syria is once again getting mainstream attention in India. Pictures of Aylan Kurdi, the refugee crisis in Europe, and the rise of ISIS have given Syria considerable prominence in Indian public discourse in recent weeks, India's stance on the Syrian crisis has been subtle yet expected. New Delhi under the previous government of the Congress-led United Progressive Alliance (UPA) maintained its opposition to external military intervention in Syria, and asked for all parties involved to engage in dialogue for a political solution. "There can be no military solution to this conflict," said an Indian Ministry of External Affairs statement in 2013. India and Syria have historically maintained cordial relations, formed during India's post-independence outreach to the Arab world and beyond as part of the NonAligned Movement (NAM) that then Prime Minister Jawaharlal Nehru championed along with then Egyptian leader Gamal Abdel Nasser. Nehru visited Syria in 1957 and 1960, hoping to consolidate India's regional interests with the Ba'ath Party after then Syrian President Shukri al-Quwatli had visited Delhi as part of his outreach to the Eastern bloc and NAM states. The local press heralded Nehru's arrival in Syria with much gusto, writing about more than 10,000 people at the airport chanting "welcome to the hero of world peace" and "long live the leader of Asia," as described by researcher Dr Rami Ginat in his works. Later, after much internal turmoil, new Syrian President Hafez AlAssad visited India in 1978 and 1983. More recently, former Indian Prime Minister travelled to Damascus in 2003, while Bashar AlAssad reciprocated with a trip to New Delhi in
2008. In between, highlevel delegation visits were frequent, with former Indian President Pratibha Patil visiting Syria in 2010. It is safe to say that the Indian polity has maintained good relations with the Assad family that has presided over the country since 1971 as head of the Syrian Regional Branch of the Arab Socialist Ba'ath Party. But as the conflict in Syria began to emerge in 2011, during the period now largely known as the Arab Spring, global calls for the ouster of the Syrian regime multiplied. To stay in power, Assad resorted to unprecedented violence against his own people, including the use of chemical weapons. Reeling under sanctions but surviving thanks to weak and at best ad-hoc policies applied by the Western powers, and with the help of allies such as Russia and Iran, and to
some extent China, Assad has managed to retain control in Damascus. Moscow, which has long-standing political and military ties with Syria, sees the country as a critical ally and market in the region. During the buildup to the Geneva II conference to discuss solutions to the crisis in 2013, Russia called for a role to be given to India. India's then Foreign Minister, Salman Khurshid, attended the negotiations and maintained India's stance, which was in line with that of Russia and China. Speaking in Geneva, Khurshid said, "India has important stakes in the Syrian conflict. It shares deep historical and civilisational bonds with the wider West Asia and the Gulf region. We have substantial interests in the fields of trade and investment, diaspora, remittances, energy and security. Any spillover from the Syr-
ian conflict has the potential of impacting negatively on our larger interests." Together with its consortium partners, China among them, India had to abandon its oil investments in Syria due to security concerns in 2013. The same year, the Syrian Ambassador to India, Riad Kammel Abbas, referred to India as a friend of Syria, and said Damascus would like to see India take part in the negotiations. In a more recent interview , Abbas reiterated that India's stance of not joining the chorus for regime change was appreciated. "Frankly speaking, I have already said this that if everybody has done what India has done; we wouldn't have any problem in Syria. And [Prime Minister Narendra] Modi has made it very clear that there's no bad terrorism and good terrorism. There's only terrorism," he said.
C o n s e q u e n t l y, India's position on the Assad government leans more towards support than strict neutrality. While no means an absolute show of encouragement for Assad to remain in power, by continuing to maintain cordial relations during a civil war in which the president has been accused of using chemical weapons and barrel bombs on civilians perhaps does not auger very well for the standing of the world's largest democracy. India's policy on Syria could be seen as practical or realist, but even though it might make sense in the world of realpolitik, its stance could perhaps become hard to justify if its policies come under any sort of questioning in international forums. For example, in the midst of the Syrian crisis, India has maintained a diplomatic presence in Damascus with its embassy remaining open
Consequently, India's position on the Assad government leans more towards support than strict neutrality. under a chargĂŠ d'affaires. It has even organized yoga classes in the besieged country, courtesy of a Delhi Police officer tasked with protecting the Indian embassy who is reportedly also a yoga hobbyist. Currently, however, India has no plans to appoint a new ambassador to Syria, deeming the situation as being too dangerous. Meanwhile, in May 2014, a business delegation mounted by the Delhi based commerce chamber ASSOCHAM and led by Cosmos Group visited Damascus to discuss trade opportunities. During this visit the Syrian government also highlighted India's potential role in the rebuilding process after the civil war ends, a prospect that at present is nowhere in sight. Recent reports of Russian troops fighting in Syria alongside combatants loyal to the Assad regime could be a test for India's opposition to any kind of military intervention. If Russian troops are indeed actively taking part in Syria, would New Delhi rebuke Moscow, its oft-cited "all-weather ally"? India continues to make a strong case for its UNSC candidacy and negotiations for the reforms that would required could begin soon. As India works towards a UNSC seat with full veto powers, it is perhaps the right time for the country to take a few steps back from its traditional approach to foreign policy, which hides behind the NonAligned Movement ideal, an idea that has passed its expiry date. Both economically and politically, taking decisive stands on global affairs should come naturally, and this of course still includes practicing ambiguity where it is needed for the national interest. However, India needs a deep-sea shift in its thinking to coincide with the seriousness with which it is looking to change the UNSC itself.
Sham Sincerity - BJP and Congress Sir, Neither the central government nor the state's ruling dispensation will realize, how grave the situation is in the Bangladesh border with Assam. When the people are convinced about the sham sincerity of the state government with regard to seriously stalling the influx from Bangladesh, the expectation reposed on the BJP by the people received a severe setback as the BJP reveals its intentions after coming to power. Law and order situation is about to touch the point of nadir in the Tarun Gogoi led government. People are not certain if they can return home safely, when they go out for some business. To make the matter worse unearthing of a training centre by Jamat-Ul-Mujahideen in Chirang and subsequent nabbing of their trainees (terrorists) is enough to show how volatile the situation is. People now have become disillusioned too, with the BJP releasing a circular legalizing entry and citizenship of the Bangladeshi minority as the far reaching effect of this circular will adversely affect the
indigenous people of Assam. Can the NDA Govt. at the center guarantee the constitutional safeguard of the indigenous people of Assam and that the minorities of Bangladesh whose entry and citizenship are being legalized would not over take the local people of Assam? Yours etc. Ashok Bordoloi Dibrugarh

Investment by Mohandas Pai in meat-delivery start-up Licious New Delhi, Sep 23: Former Infosys Director TV Mohandas Pai has invested an undisclosed amount in Licious, a food tech start-up that delivers fresh meat to the homes of consumers. The venture enables customers to place the order through an app, web and telephone call. Mr. Pai made the investment along with Kanwaljit Singh, founder of Fireside Ventures and former Senior Managing Director of venture capital firm Helion. The six-month-old firm will use the funds to scale up its operations and hire talent. The company said that it has brought together all stages of fresh meat procurement, processing and delivery under one roof with high standards of quality. "In the consumer space, the team that truly understands how to continuously delight their customers with consistent high quality experiences are the ones that make a real impact," said T.V. Mohandas Pai, Chairman of Manipal Global Education Services. "In Licious, I see a team
that has worked tremendously diligently to build an end-to-end experience that customers cannot forget." Licious was founded by Abhay Hanjura, a Bangalore University science graduate along with his friend Vivek Gupta, a chartered accountant, after having a poor meat buying experience. After successfully
testing its technology and business model, Licious launched its service this month. It has already received over 1,000 orders. "We sincerely hope to forever change the consumer landscape in the fresh meat space as we go about redefining the standards of quality across the value chain," said 28-year-old
Abhay Hanjura. Before launching the firm, Mr. Hanjura ran operations at corporate risk advisory firm Futurisk. Licious said that it owns and operates a fully automated meat processing unit at Hennur in Bengaluru with delivery hubs in localities such as Marathahalli and Kammanahalli. The com-

MoU inked between India, US on energy security and climate change Washington, Sep 23: India and the United States have signed a significant MoU on energy security, climate change and clean energy which Secretary of State John Kerry said reflects the commitment of the two countries to make the Paris summit later this year a success. "We have concluded a very significant Memorandum of Understanding on energy security, climate change, and clean energy," Kerry said at a joint news conference with his Indian counterpart Sushma Swaraj, US Commerce Secretary Penny Pritzker and Commerce Minister Nirmala Sitharaman. India's commitment to reach 175 gigawatts of renewable energy by 2022 is the world's most ambitious target in the area of renewables, Kerry said referring to the goal set by Prime Minister Narendra Modi. American companies and research institutions are committed to help India achieve that goal, he said.
"We're also launching a Fulbright Climate Fellowship programme to facilitate the exchange of key research information," he said. Kerry said both India and the United States are "firmly committed" to reaching a truly meaningful, truly comprehensive and truly ambitious climate agreement in Paris later this year. "That is absolutely critical and reflects the responsibility of world leaders to show the way on problems that profoundly affect not just our countries but all of the citizens of this planet," he said. Energy and climate change are two of the many issues on which the two governments made progress over the last couple of days, Kerry said referring to series of meetings that took place between officials of the two countries over the past few days and in particular at the inaugural Strategic and Commercial Dialogue being held at the State Department headquarters. "For ex-
ample, our governments are leading on efforts with 21 other nations to end preventable maternal and child deaths. Our hope is that this initiative will spell the difference between life or death for millions of children and for women between now and the end of the decade," he said. Swaraj told reporters that India recognises climate change as one of the most pressing challenges. "We
have agreed to maintain close consultation in the run-up to the COP 21, the Paris conference of parties under the UN Framework Convention on Climate Change," she said. "We are also looking at an early extension of the US-India Technology Safeguards Agreement to facilitate US satellite components on Indian commercial spacelaunch vehicles for another 10 years," Swaraj said. She suddenly noticed that her mother had several strands of white hair sticking out in contrast on her brunette head. She looked at her mother and inquisitively asked, "Why are some of your hairs white, Mom?" Her mother replied, "Well, every time that you do something wrong and make me cry or unhappy, one of my hairs turns white." The little girl thought about this revelation for a while and then said, "Then why are ALL of grandma's hairs white?"
