Kalikho Pul government wins floor test in Arunachal assembly as 11 BJP and 2 Ind. MLAs extends support The Arunachal Pradesh government led by Chief Minister Kalikho Pul today won the floor test in the state assembly, with Pul securing the support of 40 MLAs in the house having an effective strength of 58. On Wednesday, eight Nabam Tuki loyalists extended their support to Pul. Pul was sworn in as the eighth chief minister of the state on February 19 after over three months of political instability. The eight are former ministers Takam Pario, Gojen Gadi, Jomde Kena and Thirong Aboh and former Parliamentary Secretaries Punji Mara, Jambey Tashi, Gum Tayeng and Tapak Taku. Parliamentary secretary Likha Saaya had also joined the Pul camp On February 20. Thursday's floor test win came a day after Congress General Secretary in charge of North Eastern States, V. Narayanasamy, had in a letter sent to each Congress MLA in Arunachal Pradesh, directed and emphatically informed them not to attend the "illegally called meeting" by Kalikho Pul, failing which, consequences will follow. Congress-BJP Govt. to ensure transparency: Governor IANS Itanagar, Feb 25

Arunachal Pradesh Governor J.P. Rajkhowa on Thursday said that the newly-formed Congress-BJPgovernment led by Kalikho Pul will ensure that transparency, accountability and good governance become the core of every public institution. "Our government, which is committed to a corruption-free government, would invigorate existing laws like the Lokayukta Act and also promote and strengthen anti-corruption institutions like the Vigilance Commission," Rajkhowa said in his maiden address to the assembly. Stating that the government shall make every effort to curb financial profligacy, the governor said: "Wasteful expenditure will be identified, minimized and eliminated. Funds will be deployed for creation of assets and human resources.

In the Guwahati High Court, the Disqualification matter vide W.P -9/ 2016 will also be disposed within the next ten days. The Centre upon the recommendation of the Governor revoked the President's Rule and installed a Government in Arunachal Pradesh in an unconstitutional and illegal manner, with total disregard for the Judiciary of the land. Shri Kalikho Pul, a dissident MLA who is himself under disqualification was sworn in as Chief Minister on 19th February, 2015 overriding all conventions of appointing a new Government. In the meanwhile, it is learnt that Shri Kalikho Pul has called a CLP Meeting at 5 p.m. on 24.02.2016 in CM's Conference Hall, Itanagar. Shri Pul was not elected leader of the Congress Legislature Party and also not recognized by the Party leadership. He has no authority whatsoever, under the rules of the Congress Party to convene the CLP Meeting. Therefore, you are hereby directed and emphatically informed them not to attend the "illegally called meeting" by Kalikho Pul, failing which, consequences will follow." As per existing norms and guidelines, only the president of a political party can issue a whip or issue an instruction in this regard to a Chief Whip of the state unit. A whip is the instruction issued by a political party to vote according to the party line in a legislature. Violation of it can lead to expulsion under the Anti Defection Act. There are three types of whips that can be issuedA one-line whip is non-binding, and merely serves to inform the members of the vote. A two-line whip seeks attendance in the legislature during the vote. A three-line whip is a clear-cut directive, to be present in the legislature during the vote and cast vote according to the party line. Violation of the whip could lead to the member's expulsion from the House. In India, under the anti-defection law, a three-line whip can be violated only by more than one-third of a party's strength in the legislature. ANI

1919. The War is also known as Kuki Rebellion of 191719. It was a full-scale war fought bravely and consistently by the Kukis for three consecutive years. However due to economic blockaded and food supply cut-off, the Kukis had to ultimately surrendered and as a result their Chiefs were charged with war crimes and thus deported in exile to Sadiya, under the then undivided Lakhimpur district of Assam.

AJYCP protest disrupts coal mining activities

ET Bureau Dibrugarh, Margherita, Feb 25: Around two hundred activists of Margherita Regional unit of Asom Jatiyatabadi Yuva Chatra Parishad (AJYCP) protested against open-cast mining by Coal India Limited (CIL) partially disrupted coal mining activities in Ledo area in Tinsukia district today. AJYCP activists holding banners and placards staged a protest at the Ledo-Tikak coal field disrupting ongoing works for several hours. They demanded for an immediate halt to open-cast mining in the area. The agitators raised slogans against Coal India Limited. The demonstration resulted in several coal-laden trucks getting stuck as they were prevented from leaving the coal fields by the protestors. The general secretary of AJYCP Margherita unit Kanchan Bora, who led the protest, threatened to launch an economic blockade against CIL from March 7 if their demand was not met. “We will enforce an economic blockade and stop all coal mining operations of Coal India Limited in the

A college going youth arrested for peddling Maksam Tayeng Pasighat, Feb 25: A college going youth studying in BA 1st year in Doying Gumin College here was arrested last evening at around 8 PM for drug peddling and police have recovered 22 roles of packed marijuana from his possession. Wildlife and Territory official launches join operation ET Correspondent Pasighat, Feb 25: 34 kg of meat of a wild hog-deer was seized at Raneghat Forest Check Gate, Pasighat by wildlife officials early this morning at around 7.30 am. The Tata Mobile bearing registration number AR/03/0937 transporting the meat was seized and the woman who was carrying the meat was arrested under 39(B) of Wildlife Protection Act 1972. The seized meat was brought to the main market area near Gandhi Chowk and destroyed by burning in presence of the Judicial Magistrate Bani Lego, DFO T Mize, East Siang ABK President Okom Yosung, ZPC Kaling Dai, President of All Bogong Students Union (Elected) L Ering and marketers. Judicial Magistrate Bani Lego told the gathering that wildlife conservation is the practice of protecting wild plant and animal species and their habitats. The government will hand the railways Rs.45,000 crore in funding for next year, up 12.5% from this year, but most of that will be sucked up by the wage bill rise. It is in rising revenues that Prabhu said he will find the cash to keep the modernization plan on track. Prabhu said the railways also would seek to revive its freight business, which provides two-thirds of the railways’ revenue but is struggling as industrial production falls. “We need to look beyond the current approach to expand the basket (of freight commodities).

We will make sure we recapture the traffic,” he told Parliament, announcing plans for three new dedicated freight corridors across the country. The budget also has a lot for the North East, as the railway budget has increased the allocation of the Northeast Frontier Railway (NFR) to Rs 40,000 crore from Rs 35,065 crore. Prabhu in his budget speech stated that better connectivity to the north eastern states is of utmost importance for the railways. "Indian Railways have opened the long-awaited broad gauge LumdingSilchar section in Assam, thus connecting Barak Valley with rest of the country. It also brought Agartala, the capital of Tripura, on to the broad gauge network. The states of Mizoram and Manipur are also set to come on the broad gauge map of the country soon

F For the unreserved passenger: Antyodaya Express and Deen Dayalu coaches - "We propose to introduce the Antyodaya Express, a long-distance, fully unreserved, superfast train service, for the common man to be operated on dense routes," Prabhu said. "We will also add two to four Deen Dayalu coaches in some long distance trains for unreserved travel to enhance our carrying capacity for the masses. These coaches will also have facility for potable drink-

ing water and a higher number of mobile charging points," he added.

F Ticketing facilities: Railways intend to commence sale of tickets through hand held terminals for the benefit of the suburban and short dis-

tance travellers. "This would enable us to deploy multiple 'Points of Sale' with minimal infrastructure requirement. We also intend initiating sale of platform tickets through ticket vending machines which would be made compatible with not only cash but also credit/debit cards," he said. Also, in the next 3 months, Railways will open the e-ticketing facility to foreign debit/ credit cards for foreign tourists and NRIs. Bar coded tickets, scanners and access control on a pilot basis on major stations to tackle the menace of ticketless travel and ensure hassle free travel for passengers will be introduced. Presently Railways has different digital solutions for ticketing, grievance redressal and other issues. "We intend to integrate all such facilities into two mobile apps; one dealing with all ticketing issues and the other for receipt and redressal of complaints and suggestions related to all our services," Prabhu proposed.

Manipur HC directs State on rape, murder of minor Imphal, Feb 25: The Manipur High Court on yesterday, in response to a writ petition relating to the rape and murder of a minor girl, aged around 10 years, passed an order directing the state government to submit the status report so far initiated within a period of three months.According to a press release from the Women Action for development, the case pertains to an FIR registered with the Kumbi Police. The said case of rape and murder of the minor occurred during the intervening period of January 24 to 31, 2014 after the minor failed to return home having gone out to herd cattle. The minor was found murdered and buried under a culvert. A suo moto case was registered by the Officer-In-Charge of Kumbi Police Station but ironically, after a lapse of more than a year since the registration of the FIR, the investigating authority has failed to identify the culprits of the crime. "The Expert Appraisal Committee (EAC) of the ministry has given clearance to the ONGC's Tripura project with some conditions," a senior Environment Ministry official said. The panel has specified that the company should obtain forest clearance, monitor ambient air quality, control noise from drilling activity, put in place oil spillage mechanism among others, the official added. Based on the EAC recommendations, the ministry will take a decision on giving final environment clearance. As per the proposal, ONGC will develop 30

SC asks Delhi, Haryana to resolve Munak Canal water dispute at earliest New Delhi, Feb.25 : The Supreme Court on today disposed off a petition filed by the Government of NCT Delhi with regard to the maintenance of regular water supply from the Munak Canal in neighbouring Haryana after the latter's counsel informed the apex court that water supply to the national capital has almost been resolved.Passing its order on the petition, theSupreme Court bench hearing it said that both the governments of Delhi and Haryana can sit down together and resolve the remaining minor issues themselves,

but at the same time said that either of the two governments was free to approach the apex court again should the problem persist. Centre sanctions Rs.1000 cr for ADCs of 4 NE states Shillong,Feb 25:The Centre has sanctioned a 'special assistance grant' of Rs.1,000 crore for the upkeep of tribal councils in Assam, Meghalaya, Tripura and Mizoram, officials said on Wednesday.Of the total amount, Rs.539.79 crore was sanctioned for three Autonomous District Councils (ADCs) in Assam, Rs.267.4 crore for three ADCs in Meghalaya, Rs.175.95 crore for one

Slovakia, South Africa, Swaziland, Switzerland, Tajikistan, Trinidad & Tobago, Zambia and Zimbabwe. The Government of India had launched the e-TV facility on November 27, 2014.Till now the scheme has been extended to 113 countries at sixteen Indian airports designated for providing e-Tourist visa service.Since the launch of the scheme more than 7.50 lakh Visas have been issued under the scheme.At present on an average 3,500 e-Tourist Visas are being granted daily to foreign nationals. Kathmandu, Feb 25: Wednesday morning's air crash was third in the Pokhara-Jomsom sector, whose en-route terrain is one of the most challenging in the world as planes have to fly through the Kali Gandaki gorge between the two 8000-metre mountainsAnnapurna and Dhaulagiri.The wreckage of a Tara Air Twin Otter (9NAHH), which lost contact with the air traffic controller 10 minutes after take-off at 7:50am, was found at around 1:30pm at Solighopte in Dana VDC of MyagdiPilots familiar with the route said that "bad weather could have been a factor" behind the fatal crash. Weather was good in Pokhara when the plane took off, but midway through the flight, it encountered poor weather conditions, according to experts. Other contributing factor could be a massive dust cloud from a dry landslide that hit the area on Sunday night, severely affecting the visibility.The area is also prone to turbulence. "The sudden change in weather pattern in the area might have forced the captain to make a steep climb, and the plane could have veered off the usual flight path," said an aviation expert, who did not want to be named."It's too early to make definite comments without proper investigation. The captain might have taken a sharp turn in course of gaining height, resulting in a sudden spin. The aircraft would have been stalled, making the pilot lose control," he said. Chai Fahe, deputy head of the China Research Academy of Environmental Sciences, said the areas not only suffer from worse air pollution than their neighbours, but also have longer lasting smog, the People's Daily reported. The hot spots are located in the Beijing-TianjinHebei cluster's northern and central areas, which have consistently been among the worst of China's 74 major domestic cities for smog since 2013. Chai said the hot spots needed "extra strict" regulations to reduce pollutant emissions

and help alleviate regional smog issues. Since November, the Beijing-Tianjin-Hebei cluster has been hit by three bad spells of smog. In December, the average concentration of PM2.5-particulate matter with a diametre less than 2.5 microns that is hazardous to healthclimbed to 143 micrograms per cubic metre, the highest monthly reading since February 2014, according to the China National Environmental Monitoring Centre. A pilot project to adopt unified standards for issuing alerts that was begun by the six core cities will end on March 15, the end of the municipal heating season. The state can be the numero uno producer of rubber, tea, oranges, apple, pineapple, large cardamom and other cash crops in the whole country provided they are grown systematically with proper transfer of the required technology to the farmers. The state of Arunachal Pradesh is

synonymous with verdant hills, lofty mountains, roaring waterfalls, murmuring brooks, freshly snow-fed rivers and its pristine ambience and glory. It's God's own land of rich and varied fauna and flora and rare orchids and medicinal herbs. But these gifts of Nature are yet to be gainfully harnessed. The state supplies fresh and unpolluted oxygen and fresh waters to the rest of the country absolutely free of cost. No effort should be spared to protect our rivers from pollution and the fragile environment. The wanton destruction of our rich forests and rampant hunting and fishing must stop if the state is to attract tourists. More viable alternative to the destructive and unproductive shifting cultivation must be explored in the interest of the state. Arunachal Pradesh, like most of the North-eastern states, is one of the largest consumers of mutton, pork, beef, chicken and fish. But paradoxically, these daily needs come from other

states which is a shame. The state needs to be selfsufficient in food production. The rich ethnic cultures and folk arts must be preserved for the posterity. It's heartening to see that our youth are doing exceedingly well in games and sports, especially weight lifting, karate, badminton and adventure sports like mountaineering. It is needless to say that our youths are naturally agile, talented and have inherent stamina. What they need is better facilities, trainers and coaches to hone their skills in competitive sports. However, there are grey areas like frequent political instability, growing menace of opium, drug and alcoholism among the restive youth and lack of work culture that should and must be addressed with earnestness and with a greater degree of urgency. The youth are our future who will shoulder the onerous onus of our state for that they should be physically and mentally fit; well-educated, well-disciplined and

well-equipped. No state can make any headway sans active and willing participation of the potent youth force. Though the state has done well in some sectors, there is much more to be done. Let's do away with our perpetual habit of complaining. Let's shake off our smallness. Let's come out of our cocoon and look at the big world outside which is full of avenues, opportunities and possibilities. Let's spread our wings of determination and dreams to soar higher in the limitless firmament of success. Let's not forget our humble primitive days of living in the hills unknown and uncared and strive to take our state forward by surmounting all the stumbling-blocks in the way and give our state a pride of place in the country. Plan for Rs.1,000 cr revenue designed by 'Bovonto' owner Berlin, Feb 25: Kali Aerated Water Works, a century-old Tamil Nadubased private firm that owns soft drink brands such as Kalimark and Bovonto, has chalked out a six-year plan to clock a turnover of Rs.1,000 crore by 2020, according to a top company official. The plan includes setting up a greenfield manufacturing unit, inducting new strategic investors, introduction of soft drinks in different flavours and a global foray. 3.7% likely to be the target for FY17's fiscal deficit: DBS New Delhi, Feb 25: The pace of fiscal tightening is likely to slow down next fiscal, with the government's deficit target expected to be higher at 3.7 percent of GDP, says a DBS report. The target for 2016-17, as per the earlier roadmap, was 3.5 percent and is likely to be pushed back. According to the global financial services major, the fiscal slippage in the next financial year would be largely due to the need to accommodate higher spending commitments, especially a bigger public sector wage/pension bill and rising banks' recapitalization needs. "On the fiscal math, signs are that the FY15/16 fiscal deficit target will not be breached," DBS said in a research note, adding that the "pace of fiscal tighten-

PSV hold Atletico Madrid to frustrating goalless draw in CL Johannesburg, Feb.25 (ANI):Atletico Madrid were held to a frustrating goalless draw by PSV Eindhoven in the first leg of theChampions League last-16 tie at Philips Stadion.

Meanwhile, PSV also had a chance to open their account when midfielder Davy Propper shot straight towards Atletico's goalkeeper Jan Oblak from close range.

Sarfraz calls on Afridi to stick to retirement plans ANI Karachi, Feb.25 : Former Pakistan pace bowler Sarfraz Nawaz has said that T20 skipper Shahid Afridi should stick to his decision to retire from the international cricket at the end of next month's World T20 in India, saying that he has passed his prime. Sarfraz's comments came after Afridi said that he was reconsidering his intention to quit international cricket amidst 'huge pressure' from his family and friends. The 67-year-old Test bowler believes that Afridi had not performed up to the mark in the Pakistan Super League, insisting his overall ten-wicket haul and 87 runs depicts that he is in stage of decline, the Dawn reported. Sarfraz also expressed his disagreement with Afridi's view that there was no real talent at the moment to take over his place in the Pakistan squad.

Practitioners of the same art do have fellow feelings and no wonder pioneer of ‘doosra’ Saqlain Mushtaq feels sad about the manner in which the senior India off-spinner Harbhajan Singh has been sidelined by the team management.While he terms Ravichandran Ashwin as a “world class bowler”, he feels that Harbhajan not getting a single start during the last

seven T20 internationals is “not doing the bowler’s confidence any good”. “I am afraid that Indian cricket board and team management’s treatment to Harbhajan has not been great. He was a world class bowler and is still a world class bowler. The emergence of Ashwin doesn’t mean that you drop Harbhajan or put him under tremendous pressure,” Saqlain told PTI during an interaction. The 39-year-old Saqlain, who has 208 Test and 288 ODI wickets, said dropping a top grade performer according to convenience is not the best example to

set. “Look from the time he got dropped (in 2011), he has made three comebacks which meant that when you needed him, you picked him and when the need was over, you dumped him. So the pressure that you have created on him, you have already negated his past achievements. “But what logically should have been done is that when his graph was going down, one should have given him a short break and brought him back. Saqlain, in fact, said Ashwin is way ahead of Australia’s Nathan Lyon and Moeen Ali of England. “Nathan Lyon and Moeen Ali still need to prove themselves but Ashwin is a world class bowler and is bowling superbly at the moment. He has good attitude and I wish him all

the best. Ashwin has proved himself at Test level but the other two still need to do a bit more,” he said. Saqlain also defended the Tamil Nadu tweaker’s poor performance outside the sub-continent. “Just like batsmen when they go out of the sub-continent, they face problems, similarly spinners also face their share of problems. Ashwin has skills. He has troubled batsmen in the sub-continent and he is capable of doing that outside as well. One needs to accept that in places like England and Australia, the performance

graph will go down a bit. “In Australia, you will play with three pacers and a specialist spinner, in India it will be opposite. The surface, the condition, the ball (SG in India, dukes in England and kookaburra in Australia) — everything changes. So if Ashwin gets five-for in India, he will perhaps get three in Australia. A captain’s plan for spinners in Australia is completely different unless there is some grip in the pitch. “Spinner is your fourth option and accordingly will bowl less number of overs,” he concluded.
