Assam Chief Minister Tarun Gogoi today presented a Rs 33,687.43 crore interim Budget for the first six months of 2016-17 financial year urging the Centre for more support to tide over the state's financial crisis. "To defray the obligatory and other necessary expenses, I seek Vote-on-Account on the demand for grants for an aggregate amount of Rs 33,68,743.21 lakh for the period from 1st of April, 2016 to 30th September, 2016," Gogoi said during his presentation speech in the assembly. Gogoi, who is also the Finance Minister, presented the interim Budget as the five-year term of his government will expire on May 15 and Assembly polls are due in the coming few months. He said the development of the state must be facilitated by the Central government "in the true spirit of cooperative federalism". "We hope and expect that our state will get the much needed support from the Central government in this regard," Gogoi said. He, however, criticised the Centre saying there has been a fund crisis as a result of abrupt change in policy decisions initiated by the present NDA government in 2014, including abolition of the Planning Commission.

Gogoi also said less budgetary provision of some central schemes and changing of funding pattern in some schemes to a higher level of state share from 90:10 earlier have led to fund crunch.

The Chief Minister informed that the provisional collection of sales tax till December 2015 stood at Rs 6,190.74 crore as against Rs 5,783.87 crore in the same period last fiscal. "VAT collection of the department during 2014-15 was Rs 6,859.24 crore as against Rs 6,288.54 crore during 2013-14 showing an increase of Rs 570.70 crore," he added. In the current fiscal up to November, the excise collection stood at Rs 463.66 crore, in addition to Rs 275.45 crore collected as liquor VAT, a rise of 13.84 per cent over the same period last fiscal.

The Silchar-Sealdah Kanchanjunga Express began operations on Monday, meeting a long-standing demand of the people to link southern Assam with adjoining states including Tripura. North Frontier Railway spokesman Jyoti Sharma said in a statement that the tri-weekly train will also pass through Guwahati, Assam's main city. On the first day, the 19-coach train left Silchar in southern Assam at 9 a.m. It will halt at 34 stations including Guwahati, New Bongaigaon, New Coochbehar, New Jalpaiguri, Malda Town, Bolpur Shantiniketan and New Alipurduar. It will cover 1,345 km in 32 hours. Southern Assam, comprising four important districts, was brought on the broad gauge rail map on November 21 last year

This railway connectivity is the lifeline for millions in Tripura, western Manipur and eastern Mizoram besides southern Assam.

A meeting was convened by the Governor with senior officers of the State at Raj Bhavan, Itanagar in the evening of 26th January 2016. An Office Memorandum was issued in the same evening advising the officers to ensure that there is no law and order and security problems in the State and laws must be enforced in letter and spirit for safeguarding the interest of the common people. Tuki emphasized that the former governors worked in close coordination with the state government. "The governor's role is defined by the law. But whosoever is posted to Arunachal Pradesh should be a neutral one in my opinion. Earlier, General JJ Singh was posted. He served there for five years and he made team Arunachal Pradesh. He was very good to the people of Arunachal Pradesh. He was a neutral person and did excellently well," he said.

Tuki further said a 'politically appointee' Governor Rajkhowa made a political statement criticizing the state government just after the swearing-in ceremony. "And after two days, he wrote a letter to the state government to give detailed information regarding what is functioning in the state. And on an everyday basis, there were lots of reports, inquiries, observations, explanations, so many questions he raised. So, our officers and officials were busy in replying to his queries. It was almost harassing the government and government officials," he added.

The former chief minister reiterated that the Governor behaved badly with them. "Yes, it was told earlier also. And how the camera was fixed in the meeting room, it had never happened in the past. How the security people had gathered? How our ministers were being frisked and their security was being checked?" he said. Imphal, Feb 1: Manipur's Deputy Chief Minister Gaikhangam on yesterday had a miraculous escape, when police commandos on patrol found a powerful bomb planted on a road through which the leader was scheduled to pass.Police of Bishnupur district spotted the bomb at Mallom Bomdier area, about 14 km from Imphal, shortly before Gaikhangam and his entourage arrived, officials said.

Gaikhangam, who holds the home portfolio and is also the state Congress president, was to be the chief guest at a church function in Sadu Chiru village. He was stranded for over 30 minutes at Tiddim Road while the police bomb squad defused the explosive. Eventually, Gaikhangam and his team took a detour to reach the village. Police said the bomb was about one kg in weight and had 11 detonators.

3 years' delay in clearing ILP GNLA ultras held in damage suit worth Rs 31 cr Chokpot raid Shillong, Feb 1: While the State government has withdrawn all the 92 cases filed during the 2013 ILP related agitations against the leaders of the pressure groups, there is a long wait for the conclusion of the case of over Rs 31 crore damage suit filed by the government, which has been pending before the Special Court, constituted almost three years ago.A government advocate dealing with the case said on Sunday that the matter has been fixed for evidence by the Special Court. He also said that there

are more than 100 witnesses including deputy commissioners, superintendents of police and other police personnel in the list provided to the Special Court as part of the damage suit. The State government had filed two categories of cases, one criminal case under Meghalaya Maintenance of Public Order (MMPO) Act and another, over Rs 31 crore damage suit for causing destruction to properties, both public and private during the ILP agitations sponsored by 14 pressure groups in 2013. While

the State government had dropped as many as 92 cases under the Meghalaya Maintenance of Public Order Act on a fast track mode buckled under pressure from protestors, there was undue delay on disposing of the damage suit of over Rs 31 core due to one reason or other, sources said.According to sources, the transfer of Judges from the district court in December last year has slowed down the case as the earlier Judge R. Rymbai, who was heading the Special Court, was also transferred.

Another Judge D.S. Marbaniang is currently heading the Special Court. 2016: The Year of the Commodities Buyer Kapu quota stir Andhra Pradesh turns violent The Indian Caste based reservation system and the arguments related to it have been the subject of electoral promises, books, national debates, forum discussions and bar fights. Since the past is the primary focus, these exercises hardly result in anything productive. Seeking quota benefits under Backward Class (BC) category, the Kapu community members resorted to violence on Sunday, setting a train, police station and police vehicles on fire, and blocking road and rail traffic for several hours at Tuni, in East Godavari district. As their agitation threatened to spread across the 13 districts of Andhra Pradesh, the powerful community gave a call for an indefinite "rasta roko", unless the TDP government releases a Government order for including Kapus in the backward classes list so that they can get the benefit of reservation in education and employment. In the 2014 general elections post-bifurcation, Kapus, who constitute 23.4 per cent of the coastal Andhra population, supported the TDP after Naidu promised to include the community in BC category. After delaying for several months, the TDP government last month appointed a judicial commission to look into the issue. Kapu leaders said they were classified as BC until 1960, when their status was changed and quota benefits revoked. The stir turned violent today with agitators setting four coaches of Ratnachal Express on fire at Tuni railway station near Kakinada in East Godavari district, severely disrupting train traffic on the Vijayawada and Visakhapatnam section. According to sources, Chandrababu Naidu is solely responsible for present situation as he has driven Kapus to streets in frustration by giving them false promises of inclusion in BC category. On the other hand, Padmanabh demanded that the government should immediately issue two GOs (Government Orders) including one granting the Backward Class status to the community and another sanctioning Rs 1000 crore to the State Kapu Welfare and Development Corporation. Kapus are mainly concentrated in the coastal districts and Rayalaseema regions, besides in North Telangana. Meanwhile, the Chief Minister also said on the basis on the report of the commission, reservation benefits would be extended to the community without exceeding the total reservation by 50 per cent as per the decision of the Supreme Court. The Caste based reservation system is a inconclusive debate with no clear cut lines. There is little evidence that it has made a difference to the poor over the forty years of practicing it, but the system cannot be scrapped or changed easily as the social disadvantages remain a contentious issue.

Overall, twothirds of the 168 countries on the 2015 index scored below 50 points on a scale from 0 (perceived to be highly corrupt) to 100 (perceived to be very clean). The big decliners in the past four years include Libya, Australia, Brazil, Spain and Turkey. The big improvers include Greece, Senegal and Britain. Denmark remained at the top of the index, a closely watched global barometer, for the second consecutive year as the country perceived as least corrupt. It scored 91 points, while North Korea and Somalia remained at the bottom with unchanged scores of 8. The US rose one spot this year to 16th place with a score of 76, tying with Austria. The UK rose three spots to place 10th, with a score of 81 that tied it with Germany and Luxembourg. The other top spots, from second to ninth, were occupied by Finland, Sweden, New Zealand, Netherlands, Norway, Switzerland, Singapore and Canada. Brazil and Turkey were among nations that tumbled the most amid an ongoing scandal at state oil company Petroleo Brasileiro SA and Turkish president Recep Tayyip Erdogan's expanded bid to shore up power. Book Review: Sharad Pawar's autobiography could've been more than just a political memoir But nonetheless recommends it as a must-read for anyone interested in politics, feels Dhaval Kulkarni. For a man whose brush with politics began when he was just three days old, cradled in the arms of mother Sharadabai while she attended a general body meeting of the Pune local board of which she was a member, Nationalist Congress Party (NCP) chief Sharad Pawar's autobiography seems curiously incomplete. This, from a man who is lauded by his followers as "the best prime minister India never had" and has been in the thick of politics in Maharashtra and Delhi for five decades, is disappointing. Apart from

a political memoir, On My Terms: From the Grassroots to the Corridors of Power could have been a ringside view of Maharashtra's changing socio-economic realities. The former Union agriculture minister has changed his stance almost every decade-became MLA in 1968, joined the Congress under Brahmanand Reddy but split and became the youngest chief minister of Maharashtra in 1978, merged his outfit with the parent party in 1986, was expelled, formed the NCP and patched up in 1999 and again walked out on the Congress before the 2014 state polls. With this book, he seems to have lost out on an opportunity for introspection. One misses his views on the NCP's humiliating defeat in the 2014 assembly elections, allegations of corruption against his party members, including nephew Ajit, with whom Pawar's relationship is said to blow hot and cold, the rise of Narendra Modi and the leadership of Congress scion Rahul Gandhi. Despite these drawbacks, however, the book is a must read for any student

of politics. From the larger perspective, politicians and policy makers penning their memoirs must be welcomed as their efforts help build institutional memory. Little known incidents make for interesting reading - like Pawar's backroom parleys helping broker the RajivLongowal accord, his attempts to tackle the Ram Janmabhoomi issue, his refusal to ditch mentor Yashwantrao Chavan, leading to the government being dismissed in 1979 by Indira Gandhi and Rajiv Gandhi refusing to join then Prime Minister Chandrashekhar in his plane two days before his relations with the Congress fell apart. There are another anecdotes that enrich this account. Like Rajiv Gandhi engineering a revolt against Pawar in 1990 but later admitting he had "asked them to shake the tree, not uproot it", Sonia Gandhi loyalists hampering his chances to be the prime minister in 1991, the handling of the 1993 serial blasts and the subsequent conditional surrender proposal by underworld don

Anousheh flew on the Soyuz spacecraft to the International Space Station in August 2006, and stayed there for eight days doing research and writing a weblog - which made her especially famous. "The spacecraft orbited the earth in 90 minutes and you could see the lights of the cities, the play of thunder and rain like a light show. The diving line between day and night never ceased to amaze me." It's been 10 years since, and Anousheh's written a book about her journey. She's also launched a company which is now working with the Tata Trust and the state government of Rajasthan to provide information and interactive services in health, education, sarkari programmes and the like via the television set in one lakh villages in India. Her engagement with space remains confined to her being a member on the boards of several companies that are in the emerging area of private space travel. As for going up to space again, she says that she doesn't have any plans yet. "But I hope to. I would go and live in space if I was given the chance. It's a very expensive endeavour. My husband tells me that you have a very expensive hobby." She's happy at the recent rapprochement between her native and adoptive countries. She's hoping that it means she can travel to meet her admirers in Iran. "I've been told that a lot of Iranian girls look up to me. Source: ANI ANI New Delhi, Feb 1: Overseas investors pulled out more than Rs 11,000 crore from the Indian stock markets in January -- the highest net outflow in five months -- on global growth worries and decline in oil prices. However, these investors continue to remain bullish on the Indian debt market and invested a net amount of Rs 2,313 crore during the period. According to a data available with depositories, Foreign Portfolio Investors (FPIs) infused a gross amount of Rs 70,742 crore into equity markets, while pulling out Rs 81,868 crore during the same period, re-

sulting in a net outflow of Rs 11,126 crore ($1.65 billion). This is the highest net outflow since August last year, when foreign investors had taken out Rs 16,877 crore from the stock markets. Capital poured in by FPIs is often referred to as 'hot money' because of its unpredictability, although they continue to remain among the most important drivers of Indian stock markets. Market experts attributed the outflow to several negative factors such as crude oil price slipping below $28 per barrel this month. Currently, the price is around $35 per barrel. The investor sentiment is also rattled by depreciating rupee and concerns over health of the Chinese economy, said Vinod Nair, head of Fundamental Research of Geojit BNP Paribas Financial. In 2015, FPIs had infused a net amount of Rs 17,806 crore in equities and Rs 45,856 crore in bond markets.

Kochi, Feb 1: Sovereign Gold Bond Scheme is turning popular. The second tranche of the gold scheme attracted 3.3 lakh applicants for 3071 kg of gold worth Rs 798 crore, which is a rise of more than 200 percent over the first trance announced in November. The first tranche of scheme had opened in November 2015, and had seen only 62, 19 applications for 915.9 kg of gold worth Rs 246.20 crore. The Economic Affairs Secretary Shaktikanta Das has called the response to the second tranche of the scheme very encouraging. He tweeted on Friday that the scheme was "certainly picking up, and will work for even bigger response in the next tranche". The application window for the second tranche was from January 18 to January 22,

was privileged to receive this award. "I think the recognition you get from the people, from the government and the people who are giving you this award is very special because they are recognizing the efforts that you have put in and your family has put in for years and years. Whether it is Khel Ratna, Arjuna Award or Padma Shri. I feel very honoured to receive these awards. It is one of the biggest honours as an Indian citizen you can receive," she added.
