Against 82.87 metric tonne (MT) of imports of the yellow metal between September and November, 2014, around 13.52 MT of gold was imported in Gujarat in the same period this year, registering a fall of over 83%.

According to latest data available, only 6.39 MT of gold was imported in state in November 2015 as compared to 37.99 MT in the same period of 2014 a decrease of 83.2%. Despite prices of gold being on a five-year low on Diwali this year, sales did not see any improvement and instead plunged by 50% on Dhanteras. Gold was trading at around Rs 25,650 per 10 gram in city recently.

Against the import duty of 10% on gold, central government cut the customs duty on dore to 8%. Silver imports too continued to fall steadily. According to data available, only 0.12 MT of silver was imported in state in November 2015 compared to 163.85 MT imported in November 2014, registering a fall of almost 100%.

In the July-September quarter, of the total gold imports in the country, dore accounted for one-fourth of the imports.

Sending a clear message to the cops on the ground, Sahay today suspended Jawlat Thanga Baruah, the Officer-in-charge, Namrup police station on allegation of negligence in duty. Baruah has been replaced by Cidananda Bora, who is an inspector with the CID branch of Assam Police in Guwahati. Bora has been asked to take charge immediately. ANI New Delhi, Dec. 2: In wake of the incessant rains in Chennai and coastal parts of Tamil Nadu, Union Telecom Minister Ravi Shankar Prasad on Wednesday said that there won't be any charges on BSNL mobile usage for a week. "The flood like situation in Tamil Nadu is very concerning. BSNL has taken a key decision for people of the state. For a week from today, there won't be any charges on BSNL mobile usage. The automatic system of disconnection in the event of nopayment has also been put on hold until further orders," Prasad said. Indian Meteorological Department (IMD) Director General L.S. Rathore had earlier said that although the intensity of rain will lessen after 72 hours, it will continue to pour for about a week. Many parts of Chennai and the suburbs have been flooded from the incessant rains that have hit the city in the past 24 hours. The water has entered inside houses in the low-lying areas of Anna Nagar and there is water-logging in almost every part of the city. The flight operations at the Chennai Airport have been closed for now because of the flooded water on the runway.

Arunachal governor cautions deficient power department ET Bureau Itanagar, Dec 2: It is such an irony that Arunachal Pradesh is often projected as the future power-house of India because of its immense hydro-electric potential, given that state governor JP Rajkhowa recently had a taste of powerlessness in the literal sense as he was stuck suffocating inside the Raj Bhavan lift for at least three minutes until emergency power was restored. The incident had taken place on Monday evening, and governor Rajkhowa on Tuesday pulled up the state power department for the erratic power situation in the state and asked it to take immediate steps to improve the power supply across the state. “The Governor was

stuck for dreaded period of three minutes without light and fan inside the lift leading to suffocation. It was only after frantic calls by the personal security officer accompanying him that the power supply was restored following which he could come out,” a press release issued by the Itanagar Raj Bhavan on Tuesday said. Governor Rajkhowa said that if the Constitutional head of the state is subjected to such state of affairs, one can imagine what will happen to the other citizens. The press release however quoted him as expressing hope that the state power department would be cautious with the facilities and leave no stone unturned to remove the deficiencies in

power supply system on an urgent basis and improve the power supply particularly to the general public. A former Assam chief secretary who was appointed Arunachal Pradesh governor in June this year, Rajkhowa had earlier pulled up the state public works department for the poor condition of roads connecting the state capital. He had also pulled up the state tourism department for the declining foreign tourist arrival in Arunachal Pradesh. Known for his honest, upright and outspoken nature, Rajkhowa had, immediately after being sworn in as governor in June expressed concern over corruption in Arunachal Pradesh.

According to the norms, a BPL card holder is allocated 35 kgs of rice every month at a rate of Rs. 3/ - per kg. However, on investigation it was found that the villagers who are the beneficiaries in most of the villages in Longding district are getting only 15 to 20 kgs per month. “When we ask about the rest of the amount of the rice, the fair shop owners say that they have received only half of their allotment”, a villager in Wakka circle in Longding district said on condition of anonymity. These have been a phenomenon for several years and the villagers too accept it quietly. “We do not have any other option but to

receive whatever we get, if we ask the fair price shop owner he says that the rest is taken away by the militants…..”, another villager said. When this correspondent requested to provide more information on this the villagers just turned away saying, “We are simple people and we do not want to get into all these…..” He also requested neither to mention his name nor his village. Village after village the story is the same. Nobody wants to speak out against the militants due to fear of the gun. “You know the international border is not fenced, whatever security is there is the Assam Rifles. During the night hours it is very easy to infiltrate. The UGs come and go back very easily”, a village youth said. In the sleepy and small Longding town too people hardly

State to take drought demand to Delhi Ranchi, Dec 2: The state government made its groundwork for demanding drought-affected status from the Centre after the cabinet passed the draft resolution for drought recommendation."The recommendation is based on an assessment of the total harvest lost, low-lying levels of groundwater and reservoirs. The estimates of shortfall in foodgrain have also been taken into account," cabinet secretary NN Pandey told reporters after the meeting. Pandey said the memorandum will be forwarded to New Delhi today.,The resolution comes a month after the state government announced Rs 1,398 crore relief package for farmers and a host of subsidies and waivers, including diesel price cut and loan reimbursements under the crop insurance scheme.The state government's push comes a fortnight before the winter session of the assembly.State agriculture and animal husbandry minister Randhir Kumar Singh said evaluation has identified all 24 districts affected by scanty rainfall. "Accordingly, recommendation has been prepared for all 24 districts," .The cabinet also approved a six working day winter session, com-

mencing from December 15. It also cleared the draft of a new scheme to assist women dairy farmers of the state. The new scheme will see the state animal husbandry department give 2 cows to 50,000 women dairy farmers of the state who are dwelling below poverty line."The department will provide 90% subsidy for the procurement of cows and spend Rs 582 crore between FY2015-16 and FY2020-21," Singh said.The remaining 10% subsidy will be given to the beneficiaries by Jharkhand Milk Federation, which in turn will also purchase milk from the farmers, the minister added. According to department sources, the government will reach out to little over 8000 women dairy farmers in the 2015-16 FY and will spend Rs 1.16 lakhs on each farmer. The price of cows (which are of better breed) have been capped at Rs 45,000 by Nabard.The Das cabinet also passed a resolution thanking Union railway minister Suresh Prabhu for announcing a direct weekly express between Ranchi and Ernakulam. home in New Delhi surrounded by his family. He was 88. He was born on May 21, 1927 in Moradabad, Uttar Pradesh and belonged to the Sainia Gharana, which traces the tradition of its music back to the Mughal era musician Mian Tansen, the great vocalist in the court of Emperor Akbar. Khan was initiated into Sarangi playing by his grandfather, Ustad Haji Mohammed Khan and later continued his training under his father Ustad Chajju Khan, both of whom were accomplished Sarangi exponents of their time. Khan also learned some important and rare techniques of playing this ancient and difficult instrument from his uncle Ustad Laddan Khan of Rampur. Khan had a prodigious command over the Sarangi, a bowed instrument, which is considered to be a difficult instrument to master in Indian instrumental music. In playing the Sarangi, he had generated his own style where the purity of raga, variety of tans, layakari, (rhythmic oscillations) alaap-jor are

The hangings were the first executions of civilians convicted by Pakistan's military courts, which were set up after the massacre through a constitutional amendment.T he executions were confirmed by three security sources, two of whom are based in Kohat, where the men were hanged early in the morning at the city's civilian-run central jail.Hazrat Ali, Mujeeb ur Rehman, Sabeel and Abdus Salam had been convicted on August 13, according to a military statement sent on that date. All were identified

as members of the Toheedwal Jihad Group (TWG), a previously unheard of faction of the Pakistani Taliban.Three others were also sentenced to death for involvement in the attack, according to the same military statement, but death warrants have not yet been issued for them.All nine attackers were killed in the siege on Peshawar's Army Public School, which killed 151 people in total on Dec. 16, 2014. Luxury tax on Indonesian property now based on value, not size Jakarta ,Dec 2: Indonesia has changed the way it applies luxury tax to certain apartments and houses, by basing it on value instead of size, in a move that may clear up uncertainty plaguing the property sector.A house with a sale price of 20 billion rupiah (S$2.04 million) or above is now subject to 20 per cent luxury tax, according to a new ministerial decree.Previously, the Finance Ministry put luxury tax of the same rate on houses of 350 sq m or larger.The luxury tax also applies to apartments priced at 10 billion rupiah or more, as opposed to the earlier threshold of 150 sq m minimum size."We have suggested to keep calculating the luxury tax by land size and building size because it is fairer. If the tax is calculated according to price, in 10 years the price wouldn't be applicable anymore," Ms Theresia Rustandi, vice-

International Day of Disabled Persons Strained Relations Nosedived in Recent Months Relations between India and Nepal have been strained in the recent months after Madhesis people of Indian orgin occupying the Nepal's Terai region that is near the Indo-Nepal border - began to protest against the new Constitution, which was unveiled on September 20. Protesters blocked Nepal's key border trade points with India, causing severe shortages of fuel and other essentials in the country. The brief detention of 13 Indian border guards by the Nepali police is yet another example of the deteriorating relations between the two countries. Nepali authorities of the Armed Police Force (APF) say India's Sashastra Seema Bal (SSB) guards illegally crossed the border with weapons, Nepal claimed the personnel had entered 100 metres into Nepal in Sunsari - a district that lies on the Nepal-India border - and fired at the four unarmed Nepalese nationals while chasing a group of chemical fertiliser smugglers. However, the Indian embassy in Nepal said the border guards were chasing smugglers and fired at them in self-defence on the Indian territory. The SSB Director General admitted the men should not have crossed over into Nepal armed, but called it an accident. Last week also four Nepalese nationals sustained injuries after being allegedly shot by SSB personnel in southern Nepal near India's border. Indian and Nepalese authorities have always shared a cordial relationship. The border guarding forces share information and always cooperate with each other but there has been an element of suspicion by them off late Nepal is heavily dependent on giant India for fuel and other supplies, but little cargo has crossed their main checkpoint since protests broke out in late September. Movement across other border checkpoints has also slowed to a crawl, prompting Nepal's government to accuse India-which has criticised the new constitution-of retaliating with an "unofficial blockade". India too has admitted a skirmish took place with smugglers along the border, but denied anyone was injured. The SSB guards the Indo-Nepal and Indo-Bhutan borders and the 70,000 personnel force is under the administrative control of the Union home ministry. areas. These can range from hosting a musical to a play, with disabled people being involved in these productions. The overall aim is to show non-disabled people that a person with a disability can be a vibrant member of society, as it happens that the entirely healthy are not always quite aware of this fact, which can lead to different kinds of discrimination of varying degrees of severity. The disabled, on the other hand, benefit from such performances by proving to themselves

that there are many things they can still do, despite their conditions, which can help with their self-esteem and avoid mental issues such as depression from plaguing them. Innovation and Creativity for Industries Pranjal Bezborah Innovation is the process by which organizations use their resources and competencies to develop new or improved goods or services or to develop new production and operating systems so that they can better respond to the needs of their customers. Innovation can result in spectacular success for an organization. Apple Computer changed the face of the computer industry when it introduced the personal computer; Honda changed the face of the small motorbike market when it introduced small 50cc motorcycles; Toyota revolutionized the car production system to increase product quality; and Chrysler's adoption of a new operating system, the product-team structure, was an innovation that many other companies have copied. All innovation begins with creative ideas. It is important to realize, however, that creative ideas are not just those that lead to major new inventions or achievements; Creative ideas are any that take existing practices a step farther than the norm. Creativity is nothing more than going beyond the current boundaries, whether those boundaries are technology, knowledge, social norms or beliefs. Deciding that PCs don't have to be beige and could be black or blue or even made of clear plastic is a creative idea, just as putting together the first PCs was a creative idea. While the latter may be

more memorable, and made Steve Jobs and Stephen Wozniak, the founder of Apple Computer famous, the millions of small creative ideas and actions that have gone into improving PCs are nevertheless highly significant and valuable. And Michael Dell's creative idea of selling PCs over the phone, while not in the same league as making the first PCs, has nevertheless made him as famous as Jobs and Wozniak, and a good deal richer. From this perspective, most people have been and will be creative in their normal endeavors. Like the navigators of the age of exploration, good managers always have one eye on the horizon and the other on their present position. They are accountable for results now and at the same time they are responsible for the long term. Managers have to live simultaneously in two time zones. Managers either innovate today or fall behind tomorrow. But every rupee they spend for the future is charged against today's performance. Moreover, there is no guarantee that their investments will ever pay off. We know that the future is uncertain. That is why investments in innovation are often likened to bets at the racetrack. It is a helpful metaphor, as long as one keeps the differences in mind. To begin with, management has to create its own bets. That is the work of innovation, a very special kind of problem solving. It is the search for new ways to create

value, a new value to create. Organizations with better information and better insights about value get to make bets that are not available to their rivals. Second, management actively works its bets to change the odds in its favour. At the track, one does not get to do that. If one wants to play, one has to accept the house odds and, once the race begins, all one can do is waiting passively for the outcome. Managing for the long term requires discipline as well as a certain amount of courage. Perhaps more than anything else, it requires a radical belief in the promise of tomorrow. At the end of World War II, HewlettPackard's defense contracts suddenly dried up, cutting PH's revenues in half. To save their fledgling company, Bill Hewlett and David Packard had to let people go. At the same time, however, they saw an opportunity. Other companies were laying off some of the industry's most talented engineers. Hewlett and Packard scooped them up, believing in a brighter future at a time when things looked pretty bleak. The investments that managers make to project their organizations into the future, whether it is hiring people they are not sure they can afford or developing new products, reflect the fundamental optimism of management. However, there is no problem that cannot be solved, no status quo that cannot be bettered. We tend to associate this forward-looking, change-seeking attitude with entrepreneurs, not managers. Increasingly, however, we have come to

understand that good management must be entrepreneurial. In the boom years following World War II, growth was like riding a wave; if the market was growing and one had a place in it, one would grow as well. Today's economy is different, and so is our understanding of where growth comes from. Economists like Paul Romer have demonstrated that innovation and new ideas are the powerful drivers of growth. Sometimes around 1990, give or take a few years, we were all admonished to think outside the box. Since then, the phrase has entered the lexicon of buzzwords. Whenever a phrase like this makes the rounds in organizations, there is usually a genuine itch that needs to be scratched - at least at first. However, thinking outside the box can be a very useful metaphor for communicating how ordinary people actually create extraordinary value when they put their heads together in organizations.

The phrase comes from a famous puzzle in mathematics known as the nine-dot-problem. Visualize a page with nine dots arrayed in three rows of three dots each. Now here is the problem; without lifting pencil from the page, connect all of the dots by drawing four straight lines. *

The puzzle stumps us because, when we look at the dots, we immediately see a square. The familiar pattern is inescapable. Most people then unconsciously assume, as they try to solve the puzzle that they have to stay within the confines of that imaginary square box. The solution requires that three

of the four lines extend outside the space defined by the outermost dots. Hence, thinking outside the box as a metaphor for thinking beyond the common mental models that shape the way we see the world. Most people who talk about thinking outside the box are unaware of the phrase's origin. It has come to mean think creatively. The phrase alone, divorced from its origins, places a misleading premium on originality for its own sake. In fact, a lot of valuable innovation is sparked precisely because there is a box and there are constraints that limit and define good solutions - not lifting the pencil. The essence of innovating, of creating new value is solving problems within constraints. Good managers know how to use the constraints of a business model, constraints of strategy, constraints of a budget, to set them as challenges that spark creativity and ingenuity. Govt stake to be diluted to 52% by Dena Bank Mumbai, Dec 2: Staterun lender Dena Bank has decided to seek its board's approval to dilute government stake to 52 per cent, the lender has informed the exchanges. The government at present holds 65 per cent equity in the bank. "Aim is to raise equity capital of the bank by diluting government holding up to 52 per cent, on obtaining necessary approval from the government," the bank said, adding that the board meeting would take place tomorrow. The government has allowed public sector banks to bring down its stake up to 52 per cent to meet capital requirements. Public sector banks are in need of

capital provisioning towards bad loans, which have increased sharply in the past three years amid a slowing economy. The law mandates a minimum government holding of 51 per cent in the public sector banks. The government has decided to infuse Rs 25,000 crore this financial year and in 2016-17 into these banks. Some banks have allotted equity shares to the government in lieu of capital infusion. The government plans to infuse Rs 70,000 crore equity into the public sector banks over four years to shore up their capital base for meeting Basel norms. Besides, Dena Bank also plans to raise Rs 2,500

Dip in manufacturing activity to 25-month low in Nov Noida, Dec 2: Manufacturing activity in the country slowed to a 25month low in November due to sluggish flow of orders and muted demand, a survey showed on Monday, highlighting the need for sustainable

reform measures to boost growth. The Nikkei India Manufacturing Purchasing Managers' Index(PMI) fell to 50.3 in November from the previous month's 50.7. The 50-point mark separates expansion from contraction. The PMI survey is based on data compiled from monthly replies to questionnaires sent to purchasing executives in over 300 industrial companies. Another survey showed manufacturing activity in China slowed to a three-

year low. China's National Bureau of Statistics' official Purchasing Managers' Index (PMI) hit 49.6 in November, its lowest since August 2012 and down from the previous month's 49.8. The latest data, which is an ad-

vance indicator, is in contrast to the GDP data for the second quarter that showed the manufacturing sector grew a robust 9.3%. The core sector data spanning eight key infrastructure segments has also remained sluggish so far but there are signs of improvement as the government moves to remove the bottlenecks. Exports have also contracted for 11 consecutive months against the backdrop of a slowing global economy. (Agencies)

10% stake in research firm GVK Bio bought by ChrysCap Bengaluru, Dec 2: Top Indian private equity investor ChrysCapital has purchased 10% stake in GVK Biosciences, a Hyderabad-based contract research and discovery services company promoted by former Ranbaxy MD Davinder Brar and Sanjay Reddy, multiple sources familiar with the matter said. The deal, which just received Foreign Investment Promotion Board (FIPB) approval, will see ChrysCapital buying the stake held by Sequoia Capital for $25 million. The new investor will also commit additional funds to back GVK Bio's plans to grow through acquisitions, sources added. The secondary purchase from Sequoia valued the decade-old company at $250 million. GVK Bio is India's second largest drug discovery services player with $100-million revenue and counts leading MNC innovator pharma firms as clients. It has over 1,700 scientists and 200 PhDs working at five locations. The company recently acquired Aragen, a large molecule discovery ser-

vices firm based in California, and has an informatics division focused on curation services. GVK Bio's management is led by ex-Intel CIO Manni Kantipudi who has been at the helm since 2007. ChrysCapital, which manages $2.6 billion and counts pharma as one among the four core sectors, has placed early investment bets on domestic formulations companies reaping big profitable exits. Cut the paper so that it is larger than the book on all four sides. 3. Fold the top and bottom of the paper so that the paper is now as tall as your book. 4. Fold in the left side to create a sleeve that fits over the front cover of the book. Place the cover in the sleeve. 5. Close the book, hold the cover around it, and mark the place where the the right side should be folded. 6. Fold the right side at this spot to create the sleeve for the back of the book. 7. Open the book and slide the right sleeve over the back cover. 8. Once the cover fits well, tape the edges of the paper any place neccesary to hold the cover in place. But do not tape the cover directly to the book! 9. If the cover does not already have a design, decorate it any way you like!
