Road mishap, 1 dead Margherita, Mar 2: Kimdamm Semgmoa, a 32 year old woman who hails from Sallang village of Changlang District of Arunachal Pradesh was killed in a road mishap in Margherita today. The lady had an accidental fall from a moving bus on NH-38 near NECF, Coal India Limited, General Manager Office, Margherita today. She was immediately rushed to Margherita Civil Hospital where the doctor declared her dead. The deceased was going to Tinsukia from Ledo by the Joyrath bus bearing Registration Number AS 23 AC 7391. Margherita Police have sent the dead body for post mortem and further investigation is on. (Correspondent)
Fire at OIL gas pipeline at Makum Tinsukia, March 2. A fire broke out in a gas pipeline leading from an oil well of Oil India Ltd in upper Assam's Tinsukia district in the wee hours of Wednesday. The incident took place at Disaujan oil well at Barekuri under Makum police station. No injury or casualty has been reported so far. OIL sources said the fire in a.gas pipeline reported around 1 am. OIL's fire tenders doused the blaze around 4 am and the well was sealed. Investigations are on to find out the reason behind the fire. (Spl Correspondent)

Sensing the utmost importance of Education Sector in the State, the Chief Minister strongly conveyed “zero tolerance in education sector” in the meeting with the high officials of the education department of the state late yesterday evening. While disclosing his vision for the education system, he said that all the schools in the state should function as per the standard norms. Uniformity should be maintained in all the education institutions in the state, Pul said. He said that all the schools should have sufficient teachers, sufficient books and good infrastructures including school buildings, hostels, teacher quarters and washrooms for both boys and girls. All the school compounds should have proper boundary walls with cattle trapping in the main entrance in order to maintain hygiene and cleanliness. NPP to raise chopper issue in Assembly Shillong, Mar 2: The Opposition party NPP has decided to raise the issue of alleged misuse of helicopter by the Chief Minister Mukul Sangma in the State Assembly during the upcoming Budget session starting from Friday. The Chief Minister incurred an expenditure of Rs 3.63 crore for using helicopter service from the year 2010 to 15. Reacting to the news report in this regard which was sourced from replies to RTI query posed by this newspaper, NPP spokesperson James Sangma said that the party would raise the issue "since it involves public money and the "Chie Minister is unnecessarily taking trips up and down in helicopter". He also asserted that it is highly condemnable since the state is already going through a financial crunch."These trips did not only compound the crisis, but also caused inconvenience to the commuters", he said .On the other hand, Leader of Opposition Donkupar Roy said that the Chief Minister should try to reduce the expenditure being incurred for using the helicopter. However, he said the party has not decided whether to raise the issue in the Assem-
bly or not. Roy added that though he does not have any objections to the use of helicopter by the Chief Minister, "all attempts should be made to reduce the expenditure since the state is going through a financial crisis". The whopping amount of over Rs 3.63 crore (3,63,99,380) spent for the Chief Minister alone from April 2010 till May 2015 for as many as 354 sorties, broke all the records even bypassing the expenditure figure of Rs 2. 8 crore (Rs 2,08,42,665) spent by Raj Bhavan on former Meghalaya Governor RS Mooshahary during his five year tenure in Meghalaya from 2008 to 2013 for carrying out 445 chopper trips. Curiously, Rs 3,63,99,380 for just five years incurred for the Chief Minister is more than the amount of Rs 3,40,17,060 which was generated from the passengers who travelled by chopper for the last 11 years ( from November 2004 to March 2015).The state government has only one chopper and the same is used by the VIPs and the passengers. While 75% of the expenditure for operating helicopter in the state is borne by the Centre, the remaining 25% is paid by the state government.(Agencies)

Shillong, Mar 2: A total solar eclipse will occur on March 9 and it will be seen as partial solar eclipse at sunrise from most places including Shillong except from north-west and western parts of the country. The total eclipse phase will begin at 5.47am (IST) and it will last till 9.08am. The partial phase will, however, end at 10.05am (IST). The sun rise in Shillong on March 9 will at 5. 39am. The partial eclipse will last for one hour, nine minutes and 11 seconds. A statement issued by PIB said on Tuesday that in most places of India, the partial phase of the eclipse begins before sunrise i.e. partially eclipsed sunrise will take place. However, start of partial phase of the eclipse will take place just after sunrise from extreme north east India. As one moves towards the east of the country, the duration of the partial eclipse increases reaching upto a duration of about one hour and more in extreme Northeast India and in Andaman and Nicobar Islands. NHSR team set to inspect private hospitals Imphal, Mar 2: A team of the National Health Services Research (NHSR) of the Ministry of Health and Family Welfare, Govt of India would arrive here next week to inspect private hospitals and their equipment. This was stated by Health and Family Welfare Minister Phungzathang Tonsing while discussing a demand for grant pertaining to Health and Family Welfare Department in the State Assembly on Tuesday. Fixing diagnosis and treatment charges by private hospitals on their whims and Government doctors practising at private hospitals is a major current issue in the State and the same practice needs to be checked, Phungzathang stated. The question of cancelling non-practising allowance of Government doctors is being examined by referring to other States. Efforts are also on to make private hospitals display
treatment charges and other details. The matter has been already discussed with MDs of private hospitals. Participating in the discussion, MLAs L Ibomcha, Dr I Ibohalbi, Th Shyamkumar and Kh Joykishan raised policy cut motions citing different reasons. Although appointment of regular Director for RIMS is not within the purview of the State Government, the State would certainly take up the matter with the Government of India's relevant Ministry, explained Phungzathang. As for JNIMS, the State Government has been working to appoint a regular Director. Due initiatives have been launched to make 60 PHCs out of the State's total 85 PHCs function round the clock. These PHCs should have a total of 3554 sanctioned posts of doctors. But at present, only 2405 doctors have been working which means 1133 posts are vacant,

The State Government has been examining to increase the number of MBBS seats by 50. Altogether seven demands were tabled by the Chief Minister during today's Assembly session. The demands pertained to Medical Health and Family Welfare, Labour and Employment, Environment and Forest, Community and Rural Development, PHED, Panchayat and Horticulture and Soil Conservation. New Delhi, Mar.2: Underlining the importance of connectivity in South Asia, India's Foreign Minister Sushma Swaraj on Tuesday night said it is key to not only India's development but the entire region and the Asian continent. Swaraj was speaking at the inaugural panel of the maiden Raisina Dialogoue, organised by Observer Research Foundation in association with the Ministry of External Affairs in New Delhi. The three-day Dialogue, organised on the lines of the famous Shangrila Dialogue held in Singapore, will see participation of more than 100 speakers from over 35 countries. It is focusing on Asia's physical, economic, human and digital connectivity, attempting to discover opportunities and challenges for the region to manage its common spaces, as well as the global partnerships needed to develop common pathways in this century. Elaborating the development work done by India in various neighbouring countries and efforts to improve connectivity, Foreign Minister Swaraj said SAARC is still trying to live up to the its vast potential in the region. "India preaches what it practises," the Minister said reminding the leaders from various countries present at the function that "connectivity is very important for progress" and India would work for the development of the region and win over "vested interests".
Pointing out that the present government, which came to power in May 2014, has given a "new sense of purse to its foreign policy", the Minister the Raisina Dialogue would become an important event in the calendar of foreign policy and it would provide an international platform in India to leaders and experts of the region and the world to discuss issues and come up with solutions. Pointing out that the conflict between India and Pakistan had hindered development of the region badly, Ms Kumaratunga called for "a new paradigm shift" in the policies of the governments, saying the new generations, having born after the Partition, have left behind conflict and are looking forward to development of the region. She called for the "enter-
prise of building cooperation and economic integration" between the nations in South Asia first and then with other countries in Asia. She said that Sri Lanka, having good relations with all countries, can act as a bridge between nations. Describing China as a big economic power in the region, along with India, the former Sri Lankan President suggested that the countries should look at China as an opportunity rather than as a threat. Former Afghanistan President Hamid Karzai said even his opinions are not much different from Ms Kumaratunga, the only difference being he is looking at it from an Afghan perspective. He also suggested that the nations should move beyond suspicions and mistrust and cooperate to solve the problems of the region. He criticised Pakistan for not cooperating with his government despite his best efforts to convince his immediate neighbour for the need for cooperation. He also accused Pakistan of the missing link while Afghanistan, Iran and India are cooperating to improve the much needed connectivity. "The peoples in both Afghanistan and Pakistan are quite close and are cooperating, but the relations between the two governments are not conducive for integration," Mr Karzai said, adding the lack of access between Afghanistan and India have to fixed to help develop the region. Seeking regional solutions for se-
curity concerns, Mr Karzai said the nations should move beyond the "narrow national interests" and if we do that, the region can achieve peace, stability and development. Karzai also suggested cooperation between India and China, two biggest economies in Asia, as it could lead to win-win situation for both the countries and the region. Both Ms Kumaratunga and Mr Karzai warned of the increasing extremism and violence in the region, which is having a devastating impact on the lives of the people. Both talked about the need to check militancy through closer cooperation between the nations. Mr Karzai also talked about the increasing threat of the ISIS or 'Daesh'.

Suicide attack on Indian Consulate in Afghanistan's Jalalabad, four terrorists killed the scene, while civilians fled.
JALALABAD (AFGHANISTAN), March 2 : Afghan security forces on Wednesday killed four suicide bombers who targeted the Indian consulate in the eastern city of Jalalabad, following an attack in which at least two people were killed and 19 wounded, officials said.
But the four attackers were killed before being able to enter the consulate compound, said Attahullah Khugyani, a spokesman for the governor of Nangarhar province. "Their target was the Indian consulate, but our forces shot and killed them all before they reached their target," he said.
The violence, coming just days after dozens of people were killed or wounded in suicide attacks in the capital, Kabul, and the eastern province of Kunar, raises further questions over efforts to revive a stalled peace process with the Taliban.
Two people, a police officer and a civilian woman, were killed and 19 wounded, he said. There was no immediate claim of responsibility for the attack, which followed a suicide attack on the nearby Pakistani consulate in January.

The country has issued a tsunami warning, the National Meteorological Agency reported. The shallow quake, which hit southwest of the island of Sumatra, had a depth of 10 kilometers. The epicenter of the
quake was located 808 kilometers (502 miles) southwest of Padang. No damage or casualties has been reported as yet. In 2004, a 9.1 magnitude earthquake struck 160 kilometers off the western coast of northern Sumatra, resulting in a tsunami. Indonesia straddles the so-called 'Pacific Ring of Fire', a highly seismically active zone where neighboring tectonic plates violently clash, resulting in a large number of earthquakes and volcanoes.
US, Pakistan emphasize on Kashmir issue; call for meaningful dialogue Islamabad, Mar 2: The United States and Pakistan have emphasised the need for dialogue to resolve the Kashmir issue and called on "all parties" in the region "to act with maximum restraint". "The US and Pakistan emphasised the importance of meaningful dialogue in support of peaceful resolution of outstanding issues, including Kashmir," said a US-Pakistan joint statement, issued a day after the two countries concluded their sixth Strategic Dialogue.The dialogue was co-chaired by US Secretary of State John Kerry and his Pakistani counterpart Sartaj Aziz."The delegations underscored that all parties in the region should continuously act with maximum restraint and work collaboratively toward reducing tensions," the joint statement said. Clean cities in India Gangtok was ranked eighth in the Swachh Sarvekshan-2016 in terms of sanitation and hygiene. Gangtok city in India's northeastern state of Sikkim maintains a fine balance between its natural beauty and urban planning. Appreciating this effort, the government of India put the Gangtok Photo: hampton.gov in the top 10 cleanest cities of India. Gangtok was ranked eighth in the Swachh Sarvekshan-2016 in terms of sanitation and hygiene. The government of India commissioned a survey to study the progress of the Swachh Bharat Mission and rank 73 cities on sanitation and cleanliness. The survey, the first for Prime Minister Narendra Modi's Clean India Mission, was conducted by the Quality Council of India (QCI) and was named Swachh Sarvekshan. On February 15, the government released a list of 73 cities with Gangtok in Sikkim holding the 8th position in a pan India ranking. Sikkim has converted around 75,000 hectares of agricultural land into sustainable cultivation, thus making it a fully organic state. Last month, Prime Minister Modi inaugurated the Sikkim Organic Festival 2016 and lauded the state's efforts. With the organic farming and the modern technology enabling easy dumping of garbage, recycling of waste among others, Gangtok boasts of the tag of a clean city. After gaining the tag of a clean city in India the administration of Gangtok gives the assurance that there will be no water-borne diseases and the breeding of mosquitoes will be under check. And this is the major reason why they are working on this. Also, plastic is banned in Sikkim, the government brought the notification in this regard and they are working for its implementation. Sikkim got the cleanest hill-station award from Prime Minister and this also have helped a lot in developing the tourism sector of this state. On the other hand, Mysore, Karnataka was declared as the cleanest city in the country and the other nine cities were Chandigarh, Tiruchirapalli, New Delhi Municipal Council, Visakhapatnam, Surat, Rajkot, Gangtok, Pimpri Chindwad, and Greater Mumbai. Cities with over 10 lakh population were surveyed to check how clean or filthy they were. The main agenda behind this ranking by the government is to promote a healthy spirit of competition among the cities. To become the cleanest city it really takes in a lot of efforts. Open defecation of 12 lakh people has almost stopped in Mysore. The city has also focused on solid waste management. Mysuru processes 402 tonnes of waste every day, much of it at nine zero waste management plants jointly managed in a public private partnership. The administration of Mysore also ran a drive for segregation of waste at source and distribution of three lakh bins to the poorest families. Many Mysureans said they are proud of the good work being done, but others say parts of the city are still dirty and some have even questioned the ranking. All the other cities of India should take the case of Mysore as an example and puts in their maximum to make their city also a green one and only then the "Swach Bharat Abhijan" by Narendra Modi will be a successful one.

He also disclosed that the DoNER Ministry will also contribute in the construction of Rail link from Tripura to Bangladesh and informed that a part of the rail link on the Indian side will be constructed by DoNER from DoNER budget, while the rail track on the other side of the Indian Border will be constructed through the Ministry of External Affairs. Dr Jitendra Singh reiterated that once the constraints of connectivity through air and other modes are overcome and the unexplored potentials of trade are realized, northeast will become a hub of trade and business, not only for India, but for the entire eastern region.
The future therefore is looking forward to a new sunrise heralding the onset of "Act East" era through the doorstep of Northeast. Challenges: There are several issues that need to be addressed in order to make "Act East" a success: First, India needs to "Act East" "within," i.e. in its northeastern region. Connectivity between northeast and other Indian states is still incomplete. While Myanmar is India's gateway to Southeast Asia, India's northeast is its gateway to Myanmar. A major bottleneck in that regard is that even capitals of the northeastern states are not completely connected through road, rail, and air with one another and the rest of India. Guwahati and Kolkata are the only common links to northeastern cities. With such components missing within India, lack of connectivity with Southeast Asian countries becomes even more difficult. Connectivity with Southeast Asia can be realized only
after intra-regional connectivity is ensured inside India. Though "Act East" seems to be providing the necessary thrust to India's eastward engagement, India has to stop sitting on the fence on issues of strategic importance for the region. Joint defense production and collaboration in defense R&D would help India firm up its capabilities and also find lasting partnerships in the region. Indonesia, Japan, Singapore, and Vietnam are potential partners in that domain. Robust people-to-people contacts and stronger military and economic engagement with the region are the key to India's aim to become a benign "power of consequence." "Act east" does not mean getting into conflicts and confrontations; it means creating an enabling environment for peace and prosperity.

"The subject was very close to the heart of the Father of the Nation. For the first time since Independence, the Parliament held a comprehensive debate on sanitation," Finance Minister Arun Jaitley said on Monday.

Excuse from tax received by PPF Mumbai, Mar 2: Seeking to dispel fears of the salaried class, the government said PPF will not be taxed on withdrawal and only the interest that accrues on contributions to employee provident fund made after April 1 will be taxed while principal will continue to be tax exempt. In an interview, Revenue Secretary Hasmukh Adhia said the Budget proposal to tax 60 per cent of employee provident fund (EPF) withdrawal will affect less than one-fifth of employees with high salaries. The proposal, he said, is to tax the interest accrued on PF contributions made after April 1, 2016. "The principal amount will not be taxed and will continue to remain tax exempt on withdrawal. What we have said is 40 per cent of the interest accrued on contributions made after April 1 will be tax exempt and its remaining 60 per cent will be taxed." This 60 per cent will also be tax exempt if it is invested in a pension annuity schemes, he said. "This is not a revenue mobilisation exercise," he added. Adhia said that no part of PPF will be taxed and the present scheme of investment up to Rs. 1.5 lakh in a year will continue to be tax exempt. PPF on withdrawal will continue to be out of the tax ambit. (Agencies)
5-6 million state workers planned to be lay off by China Beijing, Mar 2: China aims to lay off 5-6 million workers from "zombie enterprises" over the next two to three years as part of efforts to curb industrial overcapacity and pollution, two sources with ties to the country's leadership said. The government's plans to lay off five million workers in industries suffering from a supply glut would be the country's boldest retrenchment programme in almost two decades, one source said. The restructuring of state-owned enterprises from 1998 to 2003 led to around 28 million redundancies and cost the central government about 73.1 billion yuan ($11.2 billion) in resettlement funds. A second source with leadership ties put the number of layoffs at six million. Both sources requested anonymity because they were not authorized to speak to media about the politically sensitive subject for fear of sparking social unrest. The ministry of industry did not immediately respond when asked for comment on the reports. Recently, Yin Weimin, the minister for human resources and social security, said China expects to lay off 1.8 million workers in the coal and steel industries. But he did not give a timeframe. Incoming orders expanded at their fastest pace in five months in February, with the subindex rising to 52.3 from 51.7. Foreign demand also rose, albeit at a slower pace. The in-
crease in demand, however, failed to stoke a significant rise in overall output, which remained virtually unchanged from January. Employment contracted slightly in February, after hovering just above the 50-mark in the previous four months. Input costs rose for a fifth month but at the weakest pace in that time, while factory gate prices fell for the first time since September. Yahoo said earlier in the month it took a $230 million impairment charge related to Tumblr and was considering strategic alternatives for its core internet business. "It is reasonably possible that changes in judgments ... could cause the company to consider some portion or all of the remaining goodwill of the Tumblr reporting unit to become impaired," Yahoo said in a regulatory filing. The deal for Tumblr was then seen as a bold bet by Yahoo Chief Executive Marissa Mayer to revitalise the company by
co-opting a Web property with strong visitor traffic but little revenue. Yahoo said on Friday it would take pretax charges of $64 million to $78 million, mostly in the first quarter of 2016, due to job cuts and other restructuring moves.
