The resignation of Y S Dadwal as an advisor to the Governor of Arunachal Pradesh has been accepted. Dadwal, appointed as advisor to the Governor J P Rajkhowa after imposition of President's rule in the state, had initially applied for leave due to health ground and it was granted by the Governor. However, Dadwal changed his mind and sent his resignation letter to the Home Ministry and it was accepted by Rajnath Singh, Home Ministry spokesperson K S Dhatwa .. Last night a press release from the Raj Bhawan stated that Dadwal has gone on leave for ten days on health grounds with permission to avail holidays for another four days as requested. Dadwal, a former Commissioner of Delhi Police, was appointed on January 26 as advisor to the Governor. B D Sharma, who recently retired as chief of SSB, has been appointed as advisor to the Governor in place of Dadwal. G S Patnaik, an IAS officer of 1980 batch, who was appointed along with Dadwal, would continue to discharge his duties as advisor to the Governor.

Assam is likely to lose about Rs 9,000 crore in the financial year 2015-16 due to change in the Centre's economic policies and funding pattern towards the state, the state Assembly was informed today. Replying to a query by AGP MLA Phani Bhusan Choudhury during Question Hour, state Planning and Development Minister Ajanta Neog said, "The total anticipated loss of Assam will be around Rs 9,000 crore in 2015-16 due to change in central policies." Giving details, she said the state would get Rs 4,051.64 crore less due to delinking of a few central schemes and it has to bear an additional burden of Rs 2,951 crore due to change in funding pattern, among others. "The Plan allocation for 2015-16 was fixed at Rs 25,406 crore, comprising Rs 20,127.79 crore of central share and rest of the state. However, only Rs 6,357.94
crore has been released by the Centre till mid-January," Neog said. If the Centre does not release the entire money within the specified fiscal, then it would not not be released in the next year, she said. The minister said the Centre had released only Rs 12,533.18 crore in 2014-15 out of its share of Rs 17,568.83 crore of the total Plan outlay of Rs 18,000 crore. "So there is no money left from the Centre regarding the last fiscal and we have fully utilised the entire fund," she added. Neog said earlier the Planning Commission used to give specific guidelines regarding Plan allocation and preparation of the state budget. "Since NITI Aayog was formed, there have been no guidelines and we kept Rs 25,000 crore under Plan section in 2015 in anticipation of getting it. But, delinking of schemes and curtailing of the Special Category status has affected our financial position," she added.

BSF seizes 23700 contraband bottles in Tripura ANI Nischintapura (West Tripura), Feb. 3 : Acting on a tip from the intelligence wing of the Border Security Force (BSF), security forces, along with customs and police officers, conducted a joint operation and seized huge quantity of banned contraband bottles meant for smuggling across the border. Led by inspector Arun Yadav of BSF (G), the joint operation was conducted in the forest area of Jirania in which a truck (with registration number HR 69-1977) was impounded. During the search, about 23700 contraband bottles were retrieved. The Bangladeshbound contraband consisted of 4500 bottles of Phensdly and 19200 bottles of Escuf. They were hidden under sacks of potatoes that had been loaded in Punjab. The driver and codriver of the truck have been detained and are being interrogated.

Arunachal Governor says President Rule a good time to bring in fearless administration ET Bureau Itanagar, Feb 3 : The Governor of Arunachal Pradesh Shri JP Rajkhowa today called a meeting of all commissioners, secretaries and special secretaries of the Government of Arunachal Pradesh and urged the senior officers to work sincerely, earnestly and dedicated for the betterment of common man and work for upliftment of the poor and deprived people. While reiterating that President Rule is only a temporary measure but he said that this must be a good time to bring in effective and fearless administration, free of fear or favour. There is an urgent need for change in the mindset of the officers. He asserted that maintenance of discipline is the need of the hour and that starts with being punctual in office. Senior officers should ensure that discipline is imbibed down the line in office. The Governor expressed his disappointment on the reported participation of certain Government officials in politics and remarked that officers should serve in Government without any prejudice. Rule of law should prevail and then only Good Governance can be brought about. However, rules are mere guidelines if we do not have the conscience to follow them. Rules are required
to uphold civil society and everybody should abide it for the greater good of the society. The Governor also expressed regret that the practice of giving out of turn promotion to certain officers in officiating basis has become an ugly trend. The CBI is taking a relook at its investigation into the sensational killing of a housewife and a former insurgent in Imphal in 2009.
Imphal, Feb 3: The CBI is taking a relook at its investigation into the sensational killing of a housewife and a former insurgent in Imphal in 2009, following a confessional statement by police commando Thounaojam Herojit. Central Bureau of Investigation's deputy inspector general M Gogoi, who is incharge of northeast region, and other senior officers are already in Imphal to supervise the fresh investigations in the case. The probe by the CBI - which took over the case in 2010 - comes in the wake of union Home Minister Rajnath Singh's assurance to act on the confessional statement of Manipur Police head constable Herojit last week who said he had gunned down an overpowered and unarmed former insurgent Chungkham Sanjit on July 23, 2009. Sanjit's mother Chungkham Taratombi, who lodged a first information report in the case, had petitioned the Gawahati High Court in 2009. The official line so far has been that the insurgents killed a pregnant woman, Th. Rabina and a few min-
utes later, Sanjit "armed with a handgun was shot dead in an encounter." Though Herojit, presently under suspension from service, claimed the then additional superintendent of police Akoijam Jhalajit ordered him to shoot the former insurgent, the latter only issued a terse statement that the confessional statement was "concocted, motivated and baseless". Jhalajit said he could not further comment since the case was sub judice. Meanwhile, Herojit failed to appear before the district and sessions court in Imphal West on Tuesday since he is said to be concerned over his personal safety in the wake of his confessional statement. The court has fixed February 20 for further hearing in the case. Herojit is expected to present himself in the court, along with eight other accused policemen, to reaffirm his confessional statement. Imphal Free Press, which scooped the confession of Herojit, said it may not be the first staged killing by Herojit and it was clear that some higher-ups might want to silence him. (Agencies)

Built in a neo-classical style based on a Palladian design, the grand building was formally inaugurated in an impressive ceremony on February 3, 1916 by Viceroy Lord Charles Hardinge, who had also laid the foundation stone of this august institution on December 1, 1913. "The financial situation resulting from the war has made it necessary largely to reduce the expenditure on our new capital; and the construction of the Secretariat and other buildings has been in consequence been postponed or retarded. "But, it was recognised that whatever else might suffer, nothing should be allowed to delay the establishment of the Provincial High Court. The construction of the building was therefore pushed on with utmost expedition," said Sir Edward Gait, the then Lt Governor of Bihar and Orissa in his speech on the occasion. Road mishap claims father, daughter Tura, Feb 3: A father and his daughter heading back home to Mankachar from Assam's Goalpara met with a tragic end when the public transport bus they were travelling in lost control and overturned near Hollaidanga reserve forest of Tikrikilla in West Garo Hills on Monday evening. As many as 35 other passengers sustained injuries with one being shifted to Guwahati in a serious condition. 52-year-old Munaf Ali Khandokar and his daughter Munsufa Parvin, aged five, were travelling on the Assam registered bus AS 01 EC-9688 with more than thirty five other passengers from Goalpara to their home village of Rangapani in Mankachar on Monday evening. Cabinet gives nod to allow Railways to form JVCs with states New Delhi, Feb. 3: The Union Cabinet on Wednesday gave its approval for allowing the Ministry of Railways to form joint venture companies with the state governments to mobilize resources for undertaking various rail infrastructure projects in the states. The joint venture companies would be formed with equity participation of the Ministry of Railways and concerned State Governments. Briefing the media in the national capital, Union
Power and Coal Minister Piyush Goyal said, "Cabinet approved allowing Railways to form Joint Venture Companies with State Governments to mobilize resources for rail projects in States." Each Joint Venture (JV) would have an initial paid up capital of Rs. 100 crores based on the quantum of projects to be undertaken. The Ministry of Railways' initial paid-up capital will be limited to Rs. 50 crore for each State. Further infusion of fund/ equity for the purpose of

JeM outfit busted in Silence of 'pseudo secular' on Handwara, three Kher's visa denial shameful: BJP arrested Handwara, Feb. 3: The Jammu and Kashmir Police on Wednesday busted an Over Ground Workers (OGW) network of the Jaish-eMohammad (JeM) in Handwara. The OGW network, which was operating since April 2015, was involved in various subversive activities and determined to target political workers, security force installations and police establishments.
These operators were providing logistic support to the JeM militants and were close associates of a top commander of JeM. Nabi Lone, Umer Mushtaq and Ishfaq Ahmad Parray, who were active in various parts of Handwara, have been arrested. The police claim the trio was working on pulling of a major incident in Handwara and said that a major threat had been averted with the busting of this module. (ANI)

The case involved a patient who had sex with someone who had recently returned from Venezuela infected with the mosquito borne virus. The CDC says it will

Deposing before Justice Sivarajan Commission, which is probing the solar scam, Nair had accused Chandy and
his Cabinet colleague Arayadan Mohammed of accepting a bribe of Rs 1.9 crore. The Chief Minister spent nearly 11 hours on January 27 being questioned by the inquiry panel. He has refused to take a liedetector test as suggested by Nair's lawyer. The case took a political turn with the arrest of one of Chandy's close personal aides, who has alleged links with the accused. 'Was abused by Sardar and his brother', claims fiancee New Delhi, Feb.3 : A British woman, who claims to be the fiancee ofIndian hockey captain Sardar Singh, has filed a police complaint alleging that he, along with his brother, harassed her physically and mentally. She alleged that after she got pregnant with Sardar's child, the latter forced her to abort the child. "I have been in a relationship with Sardar Singh for last four years. I have been engaged to him for last two years. After engagement, Sardar forced me to be in a physical relationship on the terms that we are going to get married," the complainant told. "Our relationship developed and within a year of 2015 he got me pregnant. After consulting with Sardar on this matter, he refused to speak to me and was adamant that I should abort the child right away," she added. The complainant further said that after Sardar forced her to abort the child following which
she returned to UK and consulted her family. "I was left with no other option but to abort this child against my will. After this matter, Sardar abandoned me, he doesn't speak to me, has no contacts with me. He actually denied the fact that I am his fiancee when it is a world known matter," she said. The oil slump and beyond Food Security Undernourishment in India Food security, in general, is increasingly affected by global economic and Environmental phenomena. Under this, the food prices are affected due to food scarcity which causes social and political instability, and can escalate humanitarian crisis. The first green revolution in India began in 1960s. It resulted in increasing food grain production. It was the combined effort of high yield seeds, extensive use of fertilizers, land reforms and irrigation schemes that resulted in this remarkable achievement. Although it was enough to feed everybody about 2,200 calories a day but in the last ten years, India has added 150 million more mouths to feed at the same time has increased food production by only 15 million tons. INDIA, at present finds itself in the midst of a paradoxical situation: endemic mass hunger coexisting with the mounting food grain stocks. The food grain stocks available with the Government stand at an all time high of 62 million tonnes against an annual requirement of around 20 million tonnes for ensuring food security. Still an estimated 200 million people areunderfed and 50 million on the brink of starvation, resulting in starvation deaths. Food security thus is a complex issue affected by a range of factors including agricultural development capacity, international trade flows, poverty and income distribution, foreign aid, as well as macroeconomic policies and government programmes on nutrition and food fortification. Added to these are the impacts of global population growth and climate change.One of the confounding features of the era of rapid economic growth in India since the 1990s has been the stubborn persistence of malnutrition. It is well known that across a range of indicators of nutritional status of adults and children, India is a laggard among fast-growing economies. While improvements in nutritional status have occurred, they have been marginal relative to the pace of economic growth. Condition of food security in India is gloomy and is similar to African countries. Both the supply side and demand side factors have their roles in the present condition of food security and undernourishment in India.If agriculture production grows; increasing food prices has less bearing on low food security. Problem of food security in India is very much related to low demand. If demand of people can be improved, food security can be achieved. Disaggregated trend of food security shows that problem of food insecurity is high in poor states. Considering disaggregated level of food security, government has passed Food Security Bill in India. But food security cannot be achieved in India without improving the level of overall agriculture production. Improving agricultural production is equally essential for ensuring long term food security and promoting poverty reduction.
Call Drop A massive problem in India The blemish in India's much-lauded telecom revolution is a curious, widely recurring phenomenon called "call drops." In a country that is the world's secondlargest mobile user market after China, fast-paced expansion coupled with inadequate infrastructure and overloaded networks is leading to many callers being cut off mid-sentence. Everyone hates the increasingly frequent dropped calls, but no one seems able to do anything about them. The Department of Telecom blames the telecom operators; the operators point to the shortage of both spectrum and towers. Mobile phones work using radio waves in the frequency range of 300 MHz and 3,000 MHz. But the entire range is not available for use. Critically, the lower the number, the better the quality of transmisison. It makes sense for a telecom company to pitch for a 900 MHz band instead of 2,100 MHz or even 1,800 MHz. Since limited space is available in each band, companies jostle for more space in the better (or lower) bands. Telecom firms claim 95 per cent of tariff plans involve billing in seconds. Since call drops are the most common in high-congestion areas, interruptions tend to shorten the call and, to that extent, reduce the average revenue per user per minute. Since companies measure their performance on the basis of call drops too, it is risky for anyone to deliberately create conditions for drops, thus incentivizing porting to another operator. Telecom firms claim they have spent Rs 1,29,000 cr ($ 22.4 bn) on airwaves, other investment in 2015. Total annual revenue for the companies was Rs 1,76,000 cr in 2014 - about 73 per cent capex. In contrast, China Mobile spent $ 35 bn in 2014. India is adding millions of new mobile users each quarter and the country's active subscriber base of 869 million is fast closing in on a billion. Telecom operators, however, have been unable to adequately ramp up infrastructure and technology to keep pace. Despite the apparent ubiquity of telecom towers atop buildings in Indian cities, poor voice quality, blind spots and abrupt termination of calls have become such a bane in India's telecom industry that Prime Minister Narendra Modi has stepped in and asked officials to sort the problem. Experts have raised concerns over the implementation of telecom regulator Trai's new rules regarding the compensation to consumers for call drops. Under the rule, mobile users will get a compensation of Re 1 for every dropped call from January 1 but it will be limited to a maximum three dropped calls in a day. However, the compensation will be given only if the call drop takes place due to the calling party's network and not because of the receiving operator's network. But it is quite annoying that this rule of compensation has not been implemented till date. It seems that there is a shortage of spectrum in key bands like 900 MHz and 1,800 MHz. The government insists that call drops can be addressed to a large extent through better management of spectrum, but that can provide only partial relief. Call drops peak in high-congestion areas, typically city centres. This means there is an unequal spread of traffic across the spectrum, which cannot be made good by diverting traffic on to an adjacent, underutilised spectrum. The problem should be dealt by our government as soon as possible.

The excise duty from petroleum products that is 2545% of overall excise duty is a key source of government revenues in India. The government has raised excise duty on oil to swab the gains from
downstream entities as the expectations are not in favour of a sharp fall in petrol/diesel prices. It can be seen as the leveraging of the falling crude oil prices for long-term fiscal stability. Again, India is the sixth largest exporter of petroleum products and earns $60 billion annually and the global oil slump may affect the exporters. However, it may be an incentive for private refiners like Reliance and Essar to consider reentry to the domestic retail marketing. The major downside is slowing down of the upstream sector and the next auction of the New Exploration Licensing Policy (NELP) may not receive a considerable response. But hardly one year has elapsed, the road starts wearing a dilapidated look thanks to the dumpers and mini trucks owners who relentlessly carry silts for the builders spread over the entire Dibrugarh. The residents have a tough time in removing the layer of sands smeared on their faces after each car passes. Earlier a restriction was on the movement of such cars in school-times as the Salt-Brook school is located on this road. Traffic jam in school time assumes an alarming proportion with the constant movement of silt-carrying dumpers or mini-trucks. Besides Public, students, too, get stranded for quite some time. Traffic-police remain a mute spectator. Interesting point to note is, the Amolapatty Police station is at a distance of a stone's throw.

Core sector output grows 0.9 per cent in Dec. New Delhi, Feb 3: Core sector output returned to positive territory in December 2015 by registering a 0.9 per cent growth after shrinking (-) 1.3 per cent in November last year but was still much lower than 3.2 per cent growth recorded in December 2014. The output of eight core industries that comprise almost 38 per cent of the weight of items included in the Index of Industrial Production (IIP) - could record only a 0.9 per cent growth in December last year due to 4.1 per cent contraction in output of crude oil ( the fourth consecutive month in the negative territory), 6.1 per cent contraction in natural gas ( falling for the third successive month) and 4.4 per cent shrinkage in steel ( falling for the sixth consecutive month). "Data on the core infrastructure industries has clearly been disappointing as growth remained sub one per cent in December after a negative blip in
November," said Rishi Shah, economist at Deloitte India. "Cement production has improved and is likely to continue growing as road projects pick up pace. But overall, growth in the core sector is likely to remain low in the coming months till the time the overall investment scenario improves." During April-December 2015 period this fiscal, the output of these eight sectors slowed to a 1.9 per cent growth from 5.7 per cent growth in the same period last fiscal. In 2014-15, these sectors had grown by 4.4 per cent, according to the data released on Monday by the Commerce and Industry Ministry. The core sector growth had registered the steepest fall in over a decade when it shockingly shrank 1.3 per cent in November 2015 compared to the same month a year ago. The December 2015 data comes a day before the RBI's monetary policy review meeting. Despite
concerns on the growth front, the central bank is expected to leave the key policy rates unchanged as it would wait for the government to bring in fiscal consolidation measures in the forthcoming union budget. The central bank would also keep an eye on retail inflation which has seen an uptick in the December quarter (5.6 per cent) from the September quarter (3.9 per cent). In December, fertiliser output registered double digit growth for the fifth successive month with 13.1 per cent growth while coal production grew by 6.1 per cent (up from 3.5 per cent in November). Cement output increased by 3.2 per cent (up from 1.8 per cent in November). Electricity production also grew by 2.7 per cent (from flat growth in November, and has been in the positive growth territory this fiscal barring April 2015), while refinery products grew by 2.1
tonnes by 2020. The government has set a production target of 550 million tonnes for the CIL for the current fiscal. Coal Secretary Anil Swarup last month had said that the PSU is set to hit a record production in the range of 540 MT to 550 MT in the current fiscal. The stateowned firm accounts for over 80 percent of the domestic coal production. Power and Coal Minister Piyush Goyal had earlier said that coal shortages will be a thing of the past and India will not need to import dry fuel by 2017, except to meet requirements of power plants located near coastal areas. TRAI roles out PPP model for Bharat Net Project Bengaluru, Feb 3: The Telecom Regulatory Authority of India (TRAI) recommended public private partnership (PPP) model for the roll out of the Bharat Net project that has been marred by delays. Bharat Net seeks to connect all of India's households, particularly in rural areas, through broadband by 2017, forming the backbone of the government's ambitious Digital India programme. "…as rural broadband provision is prone to market failures as well as government failures (as is evident by the slow implementation of National Optical Fibre Network or NOFN), employing a PPP-based model to expand broadband coverage is the only other viable option," the regulator recommended. At present, a special purpose vehicle, Bharat Broadband Network Ltd (BBNL), under the telecom ministry is handling the roll out of optical fibre network. The project is being executed by BSNL, Railtel and Power Grid. A PPP model that aligns private incentives with longterm service delivery in the vein of the Build-OwnOperateTransfer/Build-Operate-Transfer models of implementation be the preferred means of implementation, TRAI said. Spoon Bending Here is a trick you can perform at any restaurant. For this trick you are going to bend an average spoon for your spectator. Just when they think you have bent the restaurant's spoon you will magically return it to normal, showing no harm was done to the spoon. This can be done with any spoon anywhere! Materials: " Spoon How it's done: Grab the spoon and hold it with both hands closed around the handle. Make sure that the spoon isn't peeking out the top of your hands. Now place the bottom bowl of the spoon, open side up, onto the table. As you begin to press down on the spoon you allow the handle to slide along the inside of your hand until it reaches the bottom of your palm. This makes it look like the spoon is bending from the spectator's point of view, even though you are not bending it at all. This will take some practice to get right, so that no one can tell what the spoon is doing in your hands. Once you have bent the spoon, simply lift it up off the table I both hands and flip it back over so that everyone can see the spoon is still straight. This is a perfect trick to show everyone at a family dinner.
