Bhattacharya is the elder brother of Dr. Birendra Kumar Bhattacharya, who was the youngest Sahitya Academy award winner and also the recipient of the Jnanpith Award. His published works include Serasalir Malita, Noni Asane Gharat, Mohot Aitaijya, etc. He has penned five anthologies of Assamese poems — Ali Kuwoli (1979), Charshalir Malita (1983), Aahot Xapun (1983), Noni Asone Ghorot and Biday Phulor Din (2002). He has also voluminously produced literary essays and translated works, which were published in significant literary journals of Assam. Five collections of his literary essays have also been published. He was honoured with the prestigious Sahitya Akademi Award in 2002 for his collection of literary worksMahat Oitijhya. The Chief Minister ordered release of Rs 1.5 crore immediately for restoration of Kitpi-first phase and Kitpi second phase hydel projects and an additional Rs 30 lakh to power department for running the DG Set.The restoration work would take at least one month and during

that period the DG set would be used to supply power to Tawang, the release said.The hydro power department assured that power supply would be improved with the restoration work on important hydel stations, which at present generates 2.52 MW, it said.An additional one MW would be added for supply after the restoration of Kitpi-I and Kitpi-II totalling to 3.5 MW, which would provide respite to the district.The Chief Minister has called another meeting on December 25 to review and monitor the progress of the decisions taken on Thursday the release added. Misappropriation of fund meant for erosion prevention alleged Contd. from Page 1

It is noteworthy that the river has eroded a vast area of crop land along with a Forest Beat Office during the last rainy season which wreaked havoc on the people of the region. Meanwhile, the above mentioned Development Block had taken up an erosion prevention scheme worth INR 2 crore under MGNREGA this year. It was executed by the Anchalik Panchayat and four working groups installed porcupines to prevent erosion. But, as alleged by the neighbouring people, the initiative has proved noneffective for the purpose.

Yet, in the meantime, more than sixty lakh rupees have been withdrawn in the name of installation of porcupines, material procurement, and wage for the workers. Though the local people's expectation was high with regard to the permanent solution to the problem, the money invested seems to have gone in vain. Now, suspicion of the people in this regard points towards the role played by the Block Development Officer and the Junior Engineer (JE) who were involved in the execution of the scheme. It is alleged that the 3rd group might have withdrawn the money without executing any work.

Data based on an RTI petition with regard to it, showed that the 1st group withdrew Rs. 17,89,460.88, the 2nd group Rs. 13,11,568, the 3rd group Rs. 13,70,458.76 and the 4th group Rs.15,75,912 for erosion prevention. Meanwhile, a few porcupines can be seen at random though these were installed as of the last rainy season. There is no specific data in office records about how many porcupines were installed in the river to prevent erosion, it is alleged. Now, the local people are hoping for intervention of the Lakhimpur DC on the issue, a local said.

SGBs ban fishing ET Correspondent Diphu, Dec 4: After the failure of the authorities to check illegal fishing in the upstream of several rivers of Hamren (now West Karbi Anglong district), fishing has been banned for five years by powerful organization Charchim Mouzs SGB (Sarkari Gaon Bura) Committee, an organization constituted by government recognized village headmen. The blanket ban on fishing has been relaxed on only one event, i.e., on the day of traditional fishing festival of the Karbi community. Although the ban on fishing has been imposed for a total different reason, the decision will help conservation of aquatic life in the hilly area which was being destroyed indiscriminately since a long time to satisfy the greed of humans. Poaching on fish along with different kinds of aquatic animals is often done by poisoning the water, by electrocuting the water body, by discharging explosives inside water and by damming the river upstream. The eco friendly action of the SGBs was ordered yesterday after a meeting. Meanwhile, the Charchim Mouzs Committee SGB disclosed that two innocent law abiding persons were murdered by some unidentified persons on the bank of river Amreng in the month of August this year and the murder is in one way or another related with illegal fishing in the river.

Bihar ban will be on all kinds of liquor: Minister

Patna, Dec 4: Bihar would have a 'total' ban on all kinds of liquor starting April 1, 2016 and not just on country-made liquor as some reports had suggested earlier, Excise and Prohibition Minister Abdul Jalil Mastan said today, Dec 4. "We will impose a liquor ban in Bihar. It will be for desi (country-made liquor), videsh (foreignmade liquor) or locallymade liquor," Mastan said here, responding to some reports that said the measure would be limited to country-made liquor only. There was no truth in those reports, Mastan said. "We are yet to finalise the modalities for a liquor ban in the state. (But) It will be a total ban". Chief Minister Nitish Kumar had said last month the government would ban the sale of alcohol starting April 1, 2016. The liquor ban was a key promise Nitish Kumar had made in his campaigning for the

Bihar elections 2015. Mastan said the poorest of the poor had been consuming liquor, destroying their families and their children's education. Increasing liquor consumption was also a major cause for domestic violence, particularly against women, and had contributed to a rise in crimes. "Women are suffering more than anyone else due to increasing liquor consumption," he said. According to officials, the decision of the government to impose a ban is expected to adversely affect the government's financial health. The excise department went into an overdrive in 2007 following a new policy and started issuing licences for marketing liquor across the state. In the year 2014-15, the government raked in Rs 3,650 crore in revenues, a growth of more than 10 times over Rs 319 crore recorded in 2005-06. (Agencies)

The issue was raised by Congress Chief Whip Taraprasad Bahinipati as soon as the House assembled for the question hour. Showing newspaper clippings, Bahinipati alleged that around 10 girl students of Maa Rama Devi University here were locked up in a room by the police anticipating disturbance during Patnaik's campus visit for inauguration of the state's first women's university yesterday. While demanding unconditional apology from the Chief Minister, who is also the Home Minister, the Congress members, led by Bahinipati, attempted to climb on the Speaker's podium and grab his mike. Unable to run the House, Speaker Niranjan Pujari adjourned the House till 12 noon. As soon as the House reassembled, the Congress lawmakers again created furore. The ruling BJD MLAs, however, claimed that the girls were not locked up in a room. "No girl was locked or confined to a room. The students were asked to come to the university in their uniform along with their identity cards issued by the institution. Those who had not come in uniform were not allowed to enter the campus. An indefinite economic blockade called by Jiribam District Demand Committee (JDDC) to press for the creation of a separate Jiribam district began on Wednesday. A separate indefinite economic blockade, launched by civil society organizations (CSOs) of Sadar Hills along Trans Asian Highway No 1 in Senapati district to press for their demand for repair of the dilapidated highway, has also affected supply of essentials to Manipur. About 100 loaded vehicles were stranded at Hengbung Taxation Check Post in Senapati district as a result of this blockade, a police officer said. Though

the blockade called by the CSOs was launched on November 17 last, the protesters intensified their agitation in the last 3-4 days. Suspected JDDC supporters torched two loaded trucks near Leingangpokpi village along NH 37 in Tamenglong district yesterday in support of their demand, the police officer said. The two Silcher-Imphal bound trucks which were torched by suspected agitators at about 7.30 pm were among the 600 vehicles stranded near Leingangpokpi area on NH 37, the police officer said. Due to the economic blockades in different lifelines of Manipur, essential goods carrying vehicles could not reach the state capital since the last two days. Long queues were visible in front of petrol refill stations with people waiting for their turns to buy petrol and diesel. Prices of vegetables have also shot up considerably, locals said.

artists.Under the Lok Prasar scheme, folk artists are enrolled by the government, following which they perform at government programmes for publicising development works.Folk artists receive a retainership fee of Rs 1,000, and in addition an opportunity for four performances, with Rs 1,000 paid for each. Can't hold Army responsible for 'alleged' encounters: Centre to SC ANI New Delhi, Dec. 4: The Centre informed the Supreme Court that the Army cannot be held responsible for alleged encounters in Manipur as it was discharging its sovereign function to defend the nation from external aggression. Attorney General Mukul Rohatgi yesterday said that Justice Santosh Hegde committee report on alleged 1,500 extra judicial killings should be rejected. The committee had found in its report that the encounters were not genuine and the victims did not have any criminal record. Rohatgi told a bench of justices that the Army was only discharging its function of defending the country from external aggression, so the force cannot be blamed. He also said that the report is already pending scrutiny of the government. Justice Hegde committee was appointed in January 2013 to hold an inquiry into alleged fake encounter killings in Manipur after a PIL was filed by families of the victims.

US opens all jobs in combat units to women ANI Washington, Dec. 4: US Defense Secretary Ashton Carter has announced a landmark decision that he is opening all jobs in combat units to women. According to reports, for the first time in the US, female service members will be allowed to join the country's most elite military forces. Women will now be eligible to join the Navy SEALs, Army Special Forces and other Special Operations Units. It also opens the Marine Corps infantry, a battle-hardened force that many service officials had openly advocated keeping closed to female service members. Carter made it clear that there are going to be no exceptions. Carter's announcement caps three years of experimentation at the Pentagon and breakthroughs for women in the armed services. Fighting for India's Women-Part I Chennai Floods Worst and Most Relentless Rainstorm The 2015 disaster was not just avoidable as thousands of residents are fleeing north Chennai, where no rescue services have been operating. There are flash protests across the region, which has not received essential supplies in the last two days. It is quite usual for politicians and civic officials to blame so-called unprecedented rains for the civic and humanitarian crisis each monsoon brings, and decouple development from disaster. But unprecedented rains occur quite regularly in Chennai. As a city on the high-energy coast facing the Bay of Bengal, Chennai is no stranger to heavy rains and cyclonic storms. Chennai has experienced particularly heavy rains roughly once every 10 years - 1969, 1976, 1985, 1996, 1998, 2005, 2015. In fact, at 235 mm, last weekend's rainfall is not even the big daddy of big rains. The Nungambakkam rain gauge recorded 270 mm on October 27, 2005; 280 mm in 1969, and 450 mm in November 1976. Even in 1976, Adyar overflowed its banks and invaded first-floor houses. But those were the days when Chennai was derided for being an overgrown village, an underdeveloped aspirant to metropolitan status. Today, Chennai has a host of expensive infrastructure aimed at ushering in a "Make in Chennai" boom - a brand-new (though leaky) airport built on the floodplains of the River Adyar, a sprawling bus terminal in flood-prone Koyambedu, a Mass Rapid Transit System constructed almost wholly over the Buckingham Canal and the Pallikaranai marshlands, expressways and bypass roads constructed with no mind to the tendency of water to flow, an IT corridor and a Knowledge Corridor consisting of engineering colleges constructed on water-bodies, and automobile and telecom SEZs and gated residential areas built on important drainage courses and catchments. With every invitation to Make in Chennai, the city is unmaking itself and eroding its resilience to perfectly normal monsoon weather events. The infrastructure of big commerce has replaced the infrastructure to withstand natural shocks. Tamil Nadu's worst and most relentless rainstorm in a 100 years is showing no signs of letting up. Life in capital Chennai ground to a complete halt as a fresh wave of rain lashed the city where 15 teams of the National Disaster Response Force have arrived. Industry lobbies are putting a Rs.15,000 crore figure on the expected financial loss as weather forecasting agencies predict heavy rain to continue for at least the next two days. The unprecedented rains have battered Tamil Nadu's northern districts such as Chennai, Tiruvallur, Kanchipuram and Cuddalore, the toll has crossed 190 so far. Soldiers too joined the rescue and relief work and more troops were on their way from Bengaluru to Chennai, the sprawling southern metropolis with over 4.6 million residents.

History of hatred continues Targets of Ulfa's Violence The attack, perpetrated this week brought back memories of past attacks on people speaking Hindi and evoked widespread outrage across the state. Anti-talk Ulfa militants also known as ULFA (Independent) has owned up responsibility for firing in Namrup in Dibrugarh district. Two persons belonging to Hindi speaking community were injured in the attack. But also blamed certain "business institutions" for the incident. Arunudoy Asom, a leader of the outfit, warned that traders from outside Assam, who are doing business in Tinsukia town, would meet the same fate if they refused to "cooperate with the liberation struggle of the sons of the soil". The attack also came within days of Chief Minister Tarun Gogoi's assertion that the "Hindi-speaking central leaders of the BJP are trying to take control of Assam (politically) but we won't allow that to happen". To most insurgent groups in the Northeast, particularly ULFA, Hindi is not merely a language. It is the exploitative tongue of "oppressive" and "colonial" Government of India. This is yet another instance of the Ulfa faction led by Paresh Barua - it became Ulfa-I in 2013 after most top-rung leaders chose to talk peace periodically targeting Hindi-speaking people, more specifically people from Bihar, since 2000. For ideological reasons, say conflict specialists. Ulfa was born in 1979 with the agenda of seceding from "occupational India", a term the group uses to imply that power in New Delhi changed hands from one set of colonists (British) to another (the so-called Hindi lobby) after independence. Like other militant groups in the northeast, Ulfa considers Hindi-speaking people in the region as representatives of so-called colonial New Delhi. All settlers and visitors from western, northern and central India are bracketed as "Hindi-speakers" In 2000, the group killed more than 100 Bihari-origin people in a sudden burst of violence that was allegedly orchestrated to create space for Bangladeshi migrants, who over the decades took over menial jobs from Bhojpuri-speaking people. Major attacks on Hindi-speakers followed in 2003 and 2007. The 2003 attacks were in retaliation to the reported victimisation of Assamese people travelling in trains through Bihar, the Ulfa had claimed. On July 14 the outfit killed Nandalal Sahu, 65, and his daughter Kajal Sahu, 21, in Bijuliban village of Tinsukia district. Since a majority of such people in Assam are from Bihar, Bhojpurispeakers are invariably the targets of Ulfa's violence to drive home a secessionist message. When will the killing of innocent people come to an end in Assam? We boast about our unity in diversity culture, but in real do we really respect others culture and traditions.

Not surprisingly, in rural areas of the Indian state of Uttar Pradesh, as it happens across the country to varying degrees, romantic relationships are a matter arranged between two families regardless of feelings. They become a mathematical operation where caste, economic status, and political relations between the two clans are considered. Love, they say, comes with time and routine. For Janki and Anand that equation did not provide the desired result, so their parents demanded that they cease to see each other. Instead, the couple decided to marry in secret and present it as a fait accompli. Thus, as tradition dictates, Janki finally moved into the home of her in-laws in 2006. And so began another nightmare for her. For unknown reasons, because she was never allowed to access medical tests, she was unable to conceive a child. So, on February 23, Anand's parents doused her with gasoline and set her on fire. Neighbors managed to take her to the hospital, but that night Janki Devi died. Despite the complaint lodged by her parents, the police did not investigate and the media showed no interest in her story. Janki is just one of the more than 300,000 women who each year suffer from the different

forms that gender violence takes in India, a country where, according to official statistics from 2013, a woman is abducted every 10 minutes and one is raped every 20 minutes. And these figures still fail to reflect the country's situation in all its cruelty. Because, as Doreen Reddy, Women Programs director for the Rural Development Trust NGO, explains, "for every case reported there is at least another one who is suffered in silence." In fact, according to a government survey conducted between 2005 and 2006, 51 percent of men -and, surprisingly, 55 percent of women - justify domestic violence in some circumstances. The one most cited is disrespecting the in-laws, followed by postponing housework and arguing

So, after unsuccessfully trying to get the police to prosecute Anand's family, who belong to a higher caste and have contacts among local government officials, he has decided to seek justice in another way: He has taken the case to the headquarters of the Gulabi Gang, also

the 500 rupee ($7.50) annual fee they also get a stick to carry around at all times. "It is intended to protect us, but also to threaten and, if necessary, to beat up the abusers," says Pal. That is what she did for the first time in 2002, when she found a man beating a woman in the street. Pal decided to intervene and was abused too. So, the next day, she managed to convince five more women from her village to implement the law of talion. Her strategy yielded good results then and hasn't changed much since: A few months ago she accused a judge of the Atarra court of inaction against gender violence and dragged him out to the street. That's also why she has a dozen pending trials against her. But it's obvious that Pal's methods work: Half an hour after the first call, the police commissioner agrees to meet with Panday, who leaves grateful and with renewed hope. But Janki's isn't, by any means, the only case the activist is dealing with. Every day Pal gets several, and with most of them she is unable to contain her anger. After all, she understands the pain. The daughter of poor peasants, Pal was forced to marry a 25year-old man soon after her first period. "I was taken out of school when

I didn't yet know how to write and read, and I became a slave in the house of my in-laws," she recalls. Three years later, at 15, she gave birth to the first of her five children, who arrived in a row, "one every year." But her strong character trumped the hardness of the situation and she made her in-laws respect her. Soon, she found out what she really wanted to do in life: "I became interested in the work of groups who said they were seeking women's liberation. But I realized that they could not meet any of their goals. People laughed at them," she says, as other Gulabi Gang members join the conversation. "I know my position seems very radical, but sometimes the stick is the only way to achieve change." Although her unorthodox vigilante methods attract the most attention, Pal has also tailored more traditional programs to get beyond the specific cases arriving daily and achieve a greater impact in the community. "Society will only change if we eliminate the inherent subordination of the role given to women. And this is a revolution that has to come from us. Therefore, besides having established self-help

and legal counselling groups to address individual cases, we focus mainly on programs to achieve their emancipation. From savings funds to events with companies, where women can be hired," she says. Pal's goal is very clear, and it is so ambitious that it sounds like a utopia. "Eradicating child marriage and the dowry tradition, act firmly against domestic violence, and promote the empowerment of women through education and social awareness," lists Pal. "Many argue that those are rights already protected by our Constitution, but the problem doesn't lie with the law, which is good, but with its implementation. We live in a violent patriarchy that permeates all institutions, especially the police and politicians at the highest level. If we women don't save ourselves, nobody will," she concludes. A specific time is given to BCCI by ICC, to respond to the alleged 'Poor' rating. Thereafter only, the two said officials of the ICC will finalize the matter of the 'Poor' rating. The two officials will take into consideration the evidence and the video footage. The ICC then will take a final decision. As far as we know, in all the cricket playing countries, wherever cricket match of international status takes place, be it Test series, T-20 or ODI, Pitches are prepared by the curator. Obviously, the pitches are prepared to the advantage of the local team. It is not an isolated case in India. The Nagpur 'Pitch' where the third test was held is not an exception. I often wonder what is it about our culture that they perceive to love so much when they know so little. The Indian culture has been very misunderstood not only by a vast majority around the world but to an extent, even by our very countrymen. Today's Indian youth have taken a stand towards western style of living which, as understandable as it is, with the globalizing trend, is at the cost of eradicating a culture that has been followed in our country almost since the beginning of time. More than the principle adaptation of western culture, it's the perception of our's as a

culture of old practices that has developed amongst the Indian youth today. For at least a thousand years, a number of religions have thrived in India, each with wide gulf of social and cultural diversities. Each religion has its own philosophy, theology, mythology, ceremonies and rituals. Despite these outward diversities of religious beliefs and practices, the vast bulk of the people of India had developed certain common fundamental values of life based on the precept of human dignity which sustain and develop into a great catholic society. Exhibiting one of the highest forms of human values, the Indian culture allowed people to live and develop their personality according to their own belief. Indian culture teaches that everyone must assimilate the spirit of the other and yet preserve one's individuality and grow according to one's own law of growth. What the Indian youth need to observe is the fact that our culture offers every one of us the option to set our own boundaries. We don't have any regula-

With bare hands and a bare s c r e e n , t h e s e shadowgraphers can build any story-the right story for the right kind of audience But isn't shadowgraphy just a pompous sounding name for something we have all indulged in at one time or another? With power shortages and darkened evenings it was a mere pastime to while the hours away. What more could there be to it than that? There could, for one, be the details that meet the eye. Instead of a wall these shadowgraphers have a screen, a 4ft x 3ft sheet of frosted astrolon with an aluminium frame and a 55 W halogen lamp. Mutual Fund managers purchase shares worth Rs 6,500 crore

New Delhi, Dec 4: Mutual Fund managers have picked up shares worth Rs 6,500 crore in November, taking the total to a staggering more than Rs 58,000 crore in the current fiscal. This is on top of Rs 40,722 crore already invested by them in the entire 2014-15 - the first net inflow in six years for an entire fiscal after outflows, on net basis, for five consecutive financial years. Between 2009-10 and 2013-14, mutual fund (MF) managers had cumulatively sold shares worth over Rs 68,000 crore. They had bought shares worth Rs 6,985 crore in 2008-09. According to the latest Sebi data, fund managers have picked up shares to the tune of Rs 6,548 crore in November, higher than Rs 2,935 crore invested in the preceding month. This has taken the total investment in stock markets to Rs 58,525 crore in the April-November period of 2015-16. They have made intensive buying especially

in September and August, when the domestic market crashed due to rout in Chinese equities. During that time, overseas investors have pulled out from the Indian stock markets. The sell-off by overseas investors in the Indian equity markets has given an opportunity to mutual fund managers. Overall, the fund managers have been bullish on the stock market ever since the Narendra Modi-led BJP government came to power at the Centre. Ola inks pact with Didi, Lyft, GrabTaxi Mumbai, Dec 4: Indian taxi aggregator app Ola has inked a pact with global peers -- Didi, Lyft andGrabTaxi -- that will allow users of these ridesharing apps to seamlessly travel across India, China, the US and Southeast Asia. The partnership will enable the companies to jointly compete with US-based Uber that has a presence across 67 countries. The new alliance will cover nearly all of Southeast Asia, India, China and the US, reaching nearly 50% of the world's population, a joint statement said. Joint partner products will start rolling out in the January-March 2016 quarter, it added. In September, US' Lyft and Chinese player Didi Kuaidi had inked a similar partnership. Sinha, who was speaking at the sixth meeting of Automatic Exchange of Information (AEOI) Group, pointed out that the income-tax returns already stipulate that the taxpayers need to disclose details of their foreign assets. "Strict and efficient framework for effective automatic exchange of information among countries is being worked upon and put in place and this would be operational from 2017," he added. Sinha said that India was committed to

The three main issues to be discussed in the AEOI group meeting would include confidentiality provisions that are well understood by all; common reporting standards so that information is exchanged seamlessly and compliance, implementation and follow-up of the information received under Automatic Exchange of Information. Increasing realisations is now an imperative. To improve coal grades the company is setting up coal washeries as it reduces ash content in coal. Altogether 15 washeries with a total annual capacity of 112 million tonnes on build-own-maintain basis with private entrepreneurs has been proposed. The washeries help arresting grade-slippage. Coal is graded according to the gross calorific value system (GCV), which is the amount of heat generated which burning a specified amount of the commodity. Currently, there are 17 bands and traditionally majority of Indian coal has high ash content, which low heat value. Washing
