Chief Minister Kalikho Pul called on Prime Minister Narendra Modi at his residence today and appealed for a onetime special package to boost the economy and compensate for years of under-development in the state. CM said the request for onetime grant must not be considered on economic costs of development involved, but on confidence building initiatives that must be taken with respect to Arunachal as a strategic border state. The economic package is not merely an investment for development of the state, but it’s an investment for the country, he said. The appeal for package was based on the report of Dr Raghuram Rajan committee for evolving a composite development index of states,

Unfortunately the two rushed towards the vehicle and started punching Ravi randomly in his face causing grievous injuries. He somehow escaped from the site with his vehicle but the duo also hurled stone to the vehicle in damaging the back side of the glass. The victim was later admitted at the Zonal Hospital Tezu and was released. Ravi said that the duo was coming after celebrating Mopin festival as their face where smeared with Rice flour. Guwahati, Apr 6 Troops of Border Security Force deployed under Guwahati Frontier in Dhubri and Cooch Behar have seized large numbers of cattle heads meant for smuggling to Bangladesh on the intervening night of 5th /6th April 2016. 427 cattle heads worth approximately Rs. 42,90,600/were seized from the Indo Bangladesh border in Dhubri, Assam and the adjacent Cooch Behar district of West Bengal. The Congress campaign in Assam today received a major boost with former Prime Minister Dr Manmohan Singh attacking the present BJP led NDA government. Singh took on the BJP leadership at an election rally on Wednesday, saying the Centre’s policy on Pakistan had failed and the PM could not live up to his promise of bringing “black money” back to the country. “Modiji made a promise that he will bring back black money and Rs 15 lakh each will be deposited in every citizen’s ac-
count. But the BJP government failed miserably in fulfilling such a big promise made to the people of India,” the Congress leader said at the rally in Guwahati. After storming to power in 2014, Modi said he was committed to bring back funds illegally deposited in banks outside the country to avoid tax, widely referred to as “black money”. He said the money belonged to the poor of the country. Singh’s Congress suffered its worst ever wipeout in 2014, a boost to Modi’s goal of ending the dominance of the Congress that governed for most of the 67 years of independent
India. On Wednesday, Singh also attacked Modi over his foreign trips. “Modiji’s foreign tours are being presented as great achievement’s, but everyone knows that these foreign tours have resulted in nothing,” he said. Congress vice-president Rahul Gandhi had recently said good days had come for Modi but not the people as the PM was more interested in foreign trips than domestic governance. “There is a saying: doing is more important than talking. But Modiji has forgotten this basic mantra of life,” Singh said on Wednesday.

He, however, said Arunachal require population exemption criteria to take full benefit from the government of India schemes. The development concept applicable to rest of India cannot be same for Arunachal since the state has difficult terrain, limited working season due to harsh weather and geographical conditions and high cost of transportation due to limited communication network, said CM. Also, CM highlighting on the weak revenue base of the state, said that all the central
grants to the state is consumed in paying salaries, wages and to maintain government establishments. This leaves the state with few funds left for development purposes such as infrastructure buildings, horticulture, agriculture, tourism etc. Also since Arunachal is exempted from tax, the state has limited options for internal resource generation. He therefore urged for special fund provisions to invest on development and commercial sector. Further he said since
Arunachal is a border state, it’s important to ensure population habitation in border areas since it acts as mechanism to keep check on boundary encroachment by other countries. For that to achieve, CM urged that border people require livelihood security through development of agriculture and horticulture so that “we do not create empty spaces in international borders” on account of population migration to urban areas.

dian Army on April 2, 2015, near old Tupi village of Tirap district in Arunachal Pradesh, which resulted in death of three Army personnel and serious injuries to three others. Leyton is a self-styled Sergeant of the National Council of Nagalim (Issac Muivah faction). The accused, who was produced before the Special NIA Court at Yupia on April 4, has been remanded to NIA police custody for seven days for his custodial interrogation.

In the last Lok Sabha elections, Modi gave the slogan of 'achhe din' and enticed voters through false promises to win. This time (for Assam election) too, their tactics is the same," he said. In a meeting held at the residence of the union minister, CM said the state government intends to undo the past injustice, where many existing villages and community lands were notified as reserved forest, especially during 1970s to 1990s. The people were then ignorant and were not even consulted. The boundaries of reserved areas were drawn without actually mapping the area on the ground flouting all the rules and procedures, said the CM. He mentioned that several portions in all major district headquarters in the state are under reserved areas. Even important institutions and establishments in Itanagar, such as Raj Bhawan, CM’s office, and many important government building today are well within the notified areas. According to DEO Karthik, using SAMARTH, any citizen can take an image or shoot a Video of an MCC violation along with description of the event. “The app automatically captures the GPS co- ordinates of the violation and sends a notification to the designated MCC team”, he in-
formed. The most striking feature of SAMARTH is the navigation feature which provides the exact route to the MCC team to the location of violations. The app has been tested in its alpha/ beta version over the last 10 days and has been received by the users. China pledges support to Myanmar Naypyidaw, Apr. 6 (ANI): China has pledged its support for Myanmar's new government and also touched on Beijing's investment projects, including the suspended Myitsone dam. Chinese Foreign Minister Wang Yi held talks with Aung San Suu Kyi and held discussions of mutual interest in capital Nay Pyi Taw. "China will not interfere in internal affairs, but we strongly support the right choice of the Myanmar people," said Wang in a joint news conference acknowledging the landslide election victory of the National League for Democracy last November, reports the Myanmar Times. Wang is the first senior foreign official to meet Suu Kyi since the government took office on March 30 and asserted that China sought a continuation of good relations despite problems between the two sides. "We appreciate our long relations. We will not change that attitude even though the government has changed," he said, adding that Myanmar could rely on China for its development. Suu Kyi was acting in her capacity as foreign minister among her multiple government and party roles.

Chinese hackers possibly behind Bangladesh bank heist: Philippines senator Manila, Apr. 6 (ANI): Possibly Chinese hackers were behind a 81 million dollar theft from theBangladesh central bank, one of the world's biggest cyber heists, said a senator in the Philippines , Ralph Recto, during a Senate inquiry in capital Manila. On February, unidentified hackers had stolen money from the Bangladesh Bank's account at the Federal Reserve Bank of New York funneled it through a Manila branch of the Rizal Commercial Banking Corp (RCBC) to casinos and gambling agents in the Philippines. "It would appear they are not Filipino hackers (but) possibly Chinese hackers. They saw the vulnerability in the (Philippines) banking system or one bank, "he said reports Daily Star. No further details were given by Recto but he was told that the money was brought into thePhilippines by two Chinese high-rollers. The hackers infiltrated in to the computer systems of Bangladesh Bank and tried stealing 951 million dollars from its
account at the New York Fed but most transactions were later blocked. However, 81 million dollars was transferred into four accounts of Rizal Commercial Banking Corp at a single Manila branch. According to reports, each account were opened with $500 deposit and remained inactive for almost a year. The funds were later transferred to a foreign exchange broker and further distributed. Maia Santos Deguito, the exbranch manager of Rizal Commercial Banking Corp, yold the senate committee that she was a pawn in a high-stakes chess game played by giants in international banking and high finance. In a previous hearing, RCBC's president and lawyer had pointed the finger at Deguito and said that branch managers could handle transactions totaling hundreds of millions of dollars even without prior approval from head office. Meanwhile, the inquiry continues on April 12.

He identified 8 major zonal centres in the state and said that these zonal centres will be established at the foothill areas, which will serve all the districts located in a river valley. Also he informed that these zonal centres in the foothills are soon to be covered by railway communication and through trans-Arunachal highway. Pointing out that stable power supply is crucial for cold storage facilities, food processing units and for other economic activities, CM urged the DST to give top priority to harnessing power in the state with full financial support. While civil works are on, orders for procurement of mechanical parts such as turbines and other machineries will be made along with work for erection of transmission lines to take place side by side. On this matter CM requested the DST to provide all technical and scientific support to groom its manpower. He, however, urged for 100 percent financial support from centre, as many previous experience had shown that once centre stops funding such projects and other central schemes, the liabilities of supporting manpower and the establishments comes down to the state. On financial support, DST officials revealed that each ministry has 10% financial provisions for ST states. In Kerala, the state government had not allowed the involvement of any agency in the project. As the first step, we are introducing it in 200 selected schools," Chakraborty added. He, however, pointed out that the government will soon appoint computer instructors for the 200 schools and the Centre has agreed to fund the salaries of teachers and the procurement of computers. The students of the lower classes came out of their respective class rooms five minutes before the strong wind hit the school, a senior teacher of the school said. The wall of class rooms collapsed after the thunder squall hit the school. Moreover, an old woman had a narrow escape after a pine tree fell on her house. Local MLA and Cabinet Minister AL Hek said that he would provide relief to the school to ensure that roofs and walls are repaired immediately and students do not face any inconvenience. Hek, whose constituency was the worst affected in Tuesday’s cyclone, asserted that he would provide CGI sheets to all the affected families whose roof tops were blown away. No one was killed or injured, though a squall and heavy rainfall also damaged eight houses and a number of grapevines in the neighbouring villages of Tualcheng and Hnahlan. Panama firm files complaint against global hacking Panama City, April 6 : One of the founders of the law firm at the center of the explosive "Panama Papers" revelations on off-shore holdings told AFP on Tuesday his company was hacked by servers abroad. Ramon Fonseca said the firm Mossack Fonseca had lodged a criminal complaint with Panamanian prosecutors on Monday over the breach. He added that in all the reporting so far "nobody is talking of the hack, and that is the only crime that has been committed." In a telephone message responding to AFP questions, Fonseca said: "We have lodged a complaint. We have a technical report that we were hacked by servers abroad." He did not specify from which country the hack was carried out. Fonseca also rued the fact that reporting on the 11.5 million documents taken from Mossack Fonseca's computer system focused on the highprofile clients who had used the law firm to set up offshore companies to
hold their wealth. "We don't understand. The world is already accepting that privacy is not a human right," he said. The hack has badly shaken Panama's financial services sector, which relied on discretion to do its business. With high-profile politicians, sports stars, celebrities and a few criminals revealed to have used Mossack Fonseca to set up offshore entities, scrutiny on the small Central American nation has suddenly ramped up. But the law firm and the government have stressed that offshore companies are not, in themselves, illegal, and that Mossack Fonseca was not responsible for what its clients used them for. Turkey wants to strip ‘terror backers’ of citizenship Ankara, April 6: Turkish President Recep Tayyip Erdogan on Tuesday proposed stripping Turkish citizenship from supporters of Kurdish rebels waging a deadly insurgency against the security forces. The comments by Erdogan marked the latest escalation in his drive to crack down on dissent against the government's relentless operation to wipe out the outlawed Kurdistan Workers Party (PKK). "To prevent them from doing harm we must take all measures, including stripping supporters of the terrorist organization of their citizenship," Erdogan said in a speech to lawyers in Ankara. "These people don't deserve to be our citizens. We are not obliged to carry anyone engaged in the betrayal of their state and their people." But Prime Minister Ahmet Davutoglu said the government was not planning "for the moment" to strip PKK supporters of their nationality. "This idea is not ready," Davutoglu told reporters during a visit to Finland. The PKK has been blamed for a string of attacks in Turkey in recent weeks following the collapse last year of a truce in its decades-long fight for greater autonomy and rights for Kurds, which has left 40,000 dead. In March, Erdogan came under fire for calling for the definition of terrorism to be expanded to include journalists, activists and others who "exploit their
positions, pens and titles and put them at terrorists' disposal." But this was the first time he has proposed that supporters of the PKK be stripped of their nationality. "Supporters (of terror) who pose as academics, spies who identify themselves as journalists, an activist disguised as a politician ... are no different from the terrorists who throw bombs," Erdogan said on Tuesday. "But like a wolf in sheep's clothing, they serve the same purpose as the members of the terror organisation. As a nation we need to be careful. No one must commit treachery against the state and the nation behind our backs." Erdogan has also pushed for lawmakers from a proKurdish party to be stripped of their parliamentary immunity so they can be prosecuted for "terrorist propaganda". The PKK launched a bloody insurgency against the Turkish government in 1984 seeking independence, but in the nineties watered down its demands to seek instead more autonomy with cultural and language rights. Jailed PKK founder Abdullah Ocalan called a truce in March 2013, but tensions over the Syrian conflict kickstarted the violence last year. Turkish forces launched an all-out offensive to eradicate the rebels from urban centres with a blistering military campaign in the southeast. The four NDFB (S) cadres charged are Swmkwr Basumatary, Rabi Basumatary, Lawithw Brahma and Willbe Rabha. The case was registered
after the terrorist attack by indiscriminate firing with sophisticated weapons on December 23, 2014, by NDFB(S) militants, upon innocent civilians of Adivasi community at No. 3 Shantipur village under Kokrajhar Police Station, resulting in death of 12 villagers and injuring three others. In the chargesheet, evidence collected from painstaking field investigation as well as technical and forensic evidences, has been cited to establish the crime. Kolkata flyover collapse: Senior IVRCL officer sent to five-day police custody Kolkata, April. 6 : Ranjit Bhattacharya, the associate vice-president of Hyderabad-based construction company IVRCL, was today sent to five-day police custody in connection with the collapse of Vivekananda flyover in North Kolkata. This decision was made by a city court hours after the senior IVRCL officer's arrest. The flyover collapse that took place on March 31 killed 26 people and injured 89 others. As many as eight officers of the IVRCL have been arrested under Sections 302 (murder), 307 (attempt to murder) and 120B (criminal conspiracy) of the IPC.
Investigators earlier arrested Project Manager Tanmoy Sil and conducted a thorough search of IVRCL's Beadon Street office and seized several documents. The city offices of the company were sealed following the tragedy. The police slapped murder charges against the arrested IVRCL officials after the incident. West Bengal Chief Minister Mamata Banerjee earlier assured all possible support to the victims. The state government has announced an ex-gratia compensation of Rs. five lakh to next of kin of the victims and Rs. two lakh to those seriously injured. (ANI)

Forensic report hints at Khorasani Group's involvement in Lahore park blast Lahore, April. 6 : The Punjab Forensic Science Agency (PFSA) in its first analysis report about the identity of suspected suicide bomber indicated that the Khorasani Group, an offshoot of the Tehreeki-Taliban Pakistan (TTP), was behind theGulshan-iIqbal Park attack in Lahore last month. At least 70 people were killed and over 300 injured in a powerful bomb blast near the park for the Easter holiday. The Khorasani Group is said to be most notorious one, since it has leanings towards the Iraq and Syria-based Islamic State (IS) militant group.
The PFSA was engaged by the Counter Terrorism Department (CTD) after a damaged head of the suspected suicide bomber was found at the blast site. The Tehreek-i-Taliban Pakistan had after the blast shared a photo of the alleged bomber, claiming responsibility of the attack. The Counter Terrorism Department had sent the photo to the PFSA for a detailed comparative analysis to reach a conclusion and the analysis was done using forensic image analysis tools and software. Death toll rises in Pakistan's rain hit regions Islamabad, Apr.6 : The National Disaster Management Authority (NDMA) of Pakistan has said the death toll from recentrains in Khyber-Pakhtunkhwa, Gilgit-Baltistan and Pakistan-occupied Kashmir has risen to 71. The NDMA also confirmed that more than 370 houses have been destroyed as well. The NDMA said that 48 people died in KhyberPakhtunkhwa, 15 in GilgitBaltistan and eight in AJK. Most of those killed in Khyber-Pakhtunkhwa were hit by landslide in mountainous district and flash floods in urban and semiurban areas, reports Dawn. Similarly, even the highest number of houses damaged
in KP was 196, followed by 173 in Gilgit-Baltistan, and one in AJK. According to NDMA figures, in the flash floods and landslides that occurred since March 9 till April 5 caused 212 deaths, whereas 188 persons were injured and 1,428 houses were reportedly damaged. The NDMA has distributed a total of 657 tents, 692 blankets, 36 tons of ration, 606 plastic mats, four tarpaulins and 25 kitchen sets among the rain affected areas across the country. However , the area o concern was that weather conditions which were still not favourable in some flood hit areas. (ANI)

The Politics of Yoga Access to healthcare Lack of quality infrastructure Primary Health Care is a vital strategy which is a backbone of Health Service delivery for our country. However in the present scenario Indian rural health care faces a crisis unmatched to any other social sector. Nearly 86% of all the (Photo: ico.ku.edu.tr) medical visit in India are made by ruralites with majority still travelling more than 100 km to avail health care facility of which 7080% is born out of pocket landing them in poverty. Insufficiencies in public healthcare services have driven people across socio-economic strata to private healthcare facilities leading to issues of affordability challenges. In 2012, 61% of rural patients and 69% of urban patients chose private in-patient service providers, up from 40% reported in a 1986-87 government survey. Healthcare is the right of every individual but lack of quality infrastructure, dearth of qualified medical functionaries, and non- access to basic medicines and medical facilities thwarts its reach to 60% of population in India. A majority of 700 million people lives in rural areas where the condition of medical facilities is deplorable. Considering the picture of grim facts there is a dire need of new practices and procedures to ensure that quality and timely healthcare reaches the deprived corners of the Indian villages. Though a lot of policies and programs are being run by the Government but the success and effectiveness of these programs is questionable due to gaps in the implementation. In rural India, where the number of Primary health care centers (PHCs) is limited, 8% of the centers do not have doctors or medical staff, 39% do not have lab technicians and 18% PHCs do not even have a pharmacist. India also accounts for the largest number of maternity deaths. A majority of these are in rural areas where maternal health care is poor. Even in private sector, health care is often confined to family planning and antenatal care and do not extend to more critical services like labor and delivery, where proper medical care can save life in the case of complications. Due to non accessibility to public health care and low quality of health care services, a majority of people in India turn to the local private health sector as their first choice of care. If we look at the health landscape of India 92 percent of health care visits are to private providers of which 70 percent is urban population. However, private health care is expensive, often unregulated and variable in quality. Besides being unreliable for the illiterate, it is also unaffordable by low income rural folks. To control the spread of diseases and reduce the growing rates of mortality due to lack of adequate health facilities, special attention needs to be given to the health care in rural areas. The key challenges in the healthcare sector are low quality of care, poor accountability, lack of awareness, and limited access to facilities.

The Nizamuddin-Agra Gatiman Express is the first semi-high speed service in railways, which will run at a speed of 160 kilometers per hour and is expected to cover the 200 km distance in 100 minutes. The launch of this train heralds a new era of high speed rail travel in India. IRCTC has made arrangement for deploying train hostesses also on board the train. It will see improved catering and will have options of different kinds of cuisines. Another unique feature of this train is free of cost on board entertainment facility as passengers can view various entertaining videos during travel on their smart phone, tablets or laptops even without internet connection through WiFi. The coaches used in train have been fitted with bio-toilets. The train will run six days a week except Friday on both directions and will start its journey from Nizamuddin at 8.10 AM and will reach Agra at 9.50 AM. The train's fares will be higher than that of a Shatabdi. The train will have 12 coaches of Executive Class as well as chair cars. It is yet to be decided whether to allow commercial booking for the inaugural run or start it the following day. With its timing not proving to be much to boast about, Railways has decided to present exceptional on-board services as Gatimaan's USP. The Gatimaan Express will have best possible services matching flight services in catering, according to the railways. Indian and continental cuisine will be served. Toyota, Microsoft to join hands on connected-car technology Tokyo, Apr 6: Japanese carmaker Toyota announced it will collaborate with US tech giant Microsoft to improve services for cars connected to the internet in the future. The auto giant has set up a new company called Toyota Connected to create these services and develop products for drivers and distributors based on advanced cloud-based data analysis, EFE news reported. Among the products under consideration are policies adapted to each driver, based on a study of their driving patterns. The company, based in Texas and with an initial investment of around $5.5 million, is primarily owned by Toyota Media Service, a subsidiary of the Japanese group, and Microsoft, which has a 5 percent stake. The company, which was founded by Bill Gates, had first invested in Toyota Media Service in 2011. Toyota already sells internet-connected automobiles in Japan although they are limited to a few Lexus models and some other high-end models. The agreement also includes internship opportunities to post graduate students of IITM for the next three years. Indian scenario related to micro-grids is expected to evolve rapidly in the coming years. With thousands of Indian villages still unelectrified, the decentralized micro-grids are a vi-
able solution to power these villages. A lowmaintenance micro-grid has the potential to eliminate dependence on expensive diesel fuel and the grid. IITM has been doing pioneering work over the last few years developing and demonstrating solar based energy-efficient DC homes. It has brought solar power to 1,200 households in the Rajasthan desert and to over 100 villages in the world's largest delta region of Sunderbans. healthcare, education and reduced strife with wildlife in the villagers' search for firewood. IITM has used its solar-DC technology to power 4000 off-grid homes in Rajasthan during the last few months. These homes are located at places where vehicles cannot travel and material including solar-panels and batteries are transported on camels or tractors. Today these homes have lights and fans and cell-phone chargers. ABB will also support research at IITM's Battery Engineering Center to improve the life and discharge cycles of Lead-Acid to Lithium-Ion batteries for the next five years. Immediate applications range from telecom tower backups to grid ancillary services and renewable integration. In addition, the research has the scope of including storage solutions for electric vehicles (EVs), important in light of the recent push for EVs to act as virtual power plants to store surplus energy and support the grid in times of deficit. The government outlined this in the recently launched National Mission on Electric Mobility program, which targets six million electric vehicles (4mn two-wheelers and 2mn four-wheelers) by 2020.
