Godrej Industries reported a 41.87 per cent increase in consolidated net profit at Rs. 135 crore for the second quarter ended September 30, on account of good performance from the property segment. The company had posted a net profit of Rs. 95.16 crore for the corresponding period of last fiscal, Godrej Industries said in a regulatory filing. Revenue from estate and property development was up over four folds to Rs. 1,485 crore during the period under review as against Rs. 316.74 crore of the corresponding quarter of the last fiscal. However, revenue from animal food and veg oil segment was down 3.91 per cent and 20.53 per cent respectively to Rs. 658.97 crore and Rs. 562.44 crore during the quarter under review as against Rs. 685.79 crore and Rs. 707.77 crore respectively.

Similarly, earning from chemicals segment was also down 19.35 per cent to Rs. 289.52 crore as against Rs. 359.00 crore of the same period last fiscal. For the six months ended September 30, Godrej Industries consolidated net profit was up 32.66 per cent to Rs. 229.33 crore compared with Rs. 172.86 crore in the same period last fiscal. Godrej Industries Shares closed at Rs. 391.45 on BSE, up 1.08 per cent from the previous close.

A court-appointed fact-finding commission – popularly known as the Santosh Hegde Commission – studied 6 of these cases, and found that the deaths were not lawful. In its report, the Hegde Commission agreed with the observation of the Jeevan Reddy Commission, that the AFSPA had become “a symbol of oppression, an object of hate, and an instrument of discrimination and high-handedness.” The case is still pending in the Supreme Court.

ICJ calls on India to repeal Armed Forces Special Powers Act ET Bureau Guwahati, Nov 7: On the 15th anniversary of Irom Sharmila’s hunger strike, the International Commission of Jurists called on the Indian government to repeal the Armed Forces Special Powers Act without further delay. Irom Sharmila began a hunger strike in November 2000, calling for the repeal of the AFSPA, following the unlawful killing of 10 civilians by security forces purportedly acting under it in Malom. “The AFSPA has facilitated gross human rights violations by the armed forces in the areas in which it is operational,” Sam Zarifi, Asia-Pacific Director of the ICJ said. “It is a repressive and draconian law that should have no place in today’s India”. Once an area is declared “disturbed” under the AFSPA, armed forces are given a range of “special powers”. These include the power to arrest

In his inaugural address Dutta said that ICT was sine qua non in all the Courts of the country adding that the benefit of E-Courts was huge in terms of expediting the cases. He however, said that in order to make the ICT truly functional the internet network facility and other logistics must be in place. Even after seeking appointments from Prime Minister Modi, Chief Ministers of North Eastern States were ignored. Waiving off the Special Category Status to the North East did not help the Centre’s claim of cooperative federalism, Gogoi added. Moreover, referring to the Land Acquisition Bill, Chief Minister Gogoi said that a Uniform Land Policy cannot be replicated to all the States in a federal country like India where the States have their local issues. For example, Assam has already lost four lakh hector of land because of erosion. Besides, population rise and shrinkage of habitat leading to man-animal conflict have led to more pressure on land in the State. This has prompted the State Government to be more judicious and selective on land acquisition and asserted that the Land Acquisition Bill of the Centre which he has been opposing all along cannot applied in Assam.

lines were started and gauge conversion were completed including DudhnoiMendipather (19.02 km) New line, Harmati-North Lakhimpur (31.0 km), Balipara-Bhalukpung (34.04 km) while North LakhimpurMurkongselek (153.88 km) gauge conversion was completed during this year as stated in the conference. In all, 9 new trains were also introduced during this period, he stated. The Rangia Rly division also emphasised on increasing passenger amenities in the entire Rly division. A/c and non A/C retiring rooms were made functional in August last. In Naharlagun drinking water project and tea stall were also started by the dept in June last. Malnutrition, a major factor Women cops being trained in running behind tea workers death disposing IEDs to combat Naxals Raipur, Nov 7: In a bid to ensure significant participation of women police personnel in anti-Maoist operations in the future, they are being imparted cutting-edge training in disposing IEDs along with jungle warfare tactics in insurgency-riddled Chhattisgarh. The state's women troopers are being trained in diffusing Improvised Explosive Devices (IEDs) at the government's Counter Terrorism and Jungle Warfare College (CTJWC), located at Kanker district in north Bastar region, about 150 kms from here. "Right from the constable rank troopers to additional superintendent of police, women personnel are showing special interest in training of destroying and diffusing IEDs planted in different patterns, as part of their 45day rigorous jungle warfare training course at the college, platoon commander

Narendra Singh, an instructor at CTJWC, told the media. An ex-Army man, Singh has vast experience in counter-IED operations in the country as well as abroad. He said unfortunately hundreds of security force troopers have so far been killed in landmine explosions and injured in pressure IED blasts triggered by Naxals in sprawling Bastar region (comprising seven districts and spread across 40,000 sq kms). The devices sometimes remain hidden for years before the ultras use them to ambush security forces on national highways, important state roads and near security force camps. Even landmine detection vehicles have also been blown up by insurgents in the past, he said. "Therefore, to minimise the loss of lives of security personnel, the bomb disposal training is very much crucial for the forces," Singh

said. "Although bomb disposal training is being provided since 2006 to both men and women personnel, women troopers took least interest in sharpening their counter-IED skills. But, since past one year they themselves are coming to me and seeking additional training to diffuse and destroy bombs," he said. The non-offensive role of the women personnel in antiinsurgency operation in the state is probably one of the key reasons for their disinterest in the BDS (bomb disposal squad) course, but gradually they felt that they should be prepared for any situation, if they would be given a task in the Maoist-affected regions in future, Singh said. It is felt that with the number of women Maoists on the rise, the women security forces should also be involved in the counter-insurgency operations, he said, adding that so far they have

trained over 300 women commandos. Under the training programme with special reference to Naxal operations in Bastar, an ideal area, similar to the battlefield, has been developed for training in the college. There, the security forces, on spotting the demo IEDs hidden beneath the earth, first analyse the nature of land where the bomb is planted and then the explosive. Subsequently, they neutralise or destroy the IEDs, he said. CTJWC was set up in 2005 with an aim to train policemen in jungle warfare and guerrilla tactics in Chhattisgarh, which has been facing the Left Wing Extremism since the past over three decades. The training centre transforms a police personnel into a commando in 45 days who can take on Naxalites in a rough terrain. (Agencies)

Civilian, policeman abducted by suspected GNLA militants Tura, Nov 7: In North Garo Hills district suspected GNLA militants on Friday abducted two persons, a police personnel and an Assam-based civilian. Battalion head constable (havildar) Khomraj Bhattarai, who belongs to the 6th MLP Bn, was on his way to Songsak ,his place of posting, in a public transport when suspected GNLA militants belonging to area commander Pilliport D Shira waylaid the vehicle at Tapa Darengchi area, approximately 16 kms from Mendipather town. The incident took place at around 7am. The militants dragged out Bhattarai from the vehicle along with another civilian, believed to be from

Krishnai town in Assam, and took them away into the forests. North Garo Hills police have arrested Ronangbill Marak of Dilma Monngpanggro and Lukash R Marak of the same village in this connection. Interrogation is in progress.

Kolkata, Nov 7: The state government decided to form a task force to improve the condition of "stressed tea gardens"on Friday. The body admitted "malnutrition" is one of the causes of the deaths of several tea garden workers in north Bengal. The decision was taken in the presence of chief minister Mamata Banerjee during the meeting of the group of ministers (GoM) on tea. A senior state Cabinet minister said that senior officials including secretaries of several departments will be included to this task force, which will be headed by the chief secretary. It may be recalled that the several cases of deaths of tea workers of the closed tea gardens on account of malnutrition and starvation were reported since October. However the state government had earlier de-

nied that there was malnutrition and starvation in the closed tea gardens. "The state government has identified around 30 stressed tea gardens including 13 tea gardens of the Duncans group. Officials of the several departments including food, health, Public Health Engineering (PHE) and power will be included in this task force. Input from these departments will be sought for immediate resolving the

crisis of the stressed tea gardens," said the minister. The government will also see that whether any funds could be sourced from these departments to improve the condition of the tea gardens' workers. Mayor Chatterjee displeased with renovation work Kolkata, Nov 7: Unhappy with the shoddy work of the Kolkata Environment Improvement Project (KEIP) in the laying of sewerage and drainage pipelines in the city, mayor Sovan Chatterjee has asked the agency to repair the defects. "The phase 1 work undertaken by KEIP is complete but after reviewing the reports of both the departmental officers it seems there are 14 areas, which need repair,"Chatterjee said. The mayor had asked officials of both KEIP and the

drainage and sewerage department of Kolkata Municipal Corporation (KMC) to submit their review reports of KEIP's phase 1 work. Accordingly, a meeting was called by the mayor today at KMC headquarters,where besides the KEIP and KMC officials, member, mayorin-council, Tarak Singh, was present. According to sources, there were 14 defects in the project. These defects were mainly detected in the construction of surface drains and box

drains. Along with this, certain drainage lines within the Ganga Action Plan need repairing, the mayor said. The mayor has confirmed that the amount received from Asian Development Bank for KEIP's phase 2 work will be used for these repairs. The Road to a US-Pakistan Nuclear Deal Begins in Islamabad

A new ranking Norway the Most Prosperous Country A new ranking has named Norway the most prosperous country in the world for the quality of its healthcare system, civil liberties and social fabric, while Canada has come out on top as being the most tolerant. After measuring 142 countries across eight categories, the 2015 Prosperity Index puts Norway at the top of the heap, followed by Switzerland and Denmark. In fact, Nordic and Scandinavian countries dominate the top 10 list, taking up half the spots. For the index, analysts at the London-based think tank and charity, the Legatum Institute, ranked countries based on their economy, entrepreneurship and opportunity, governance, education, health, safety and security, personal freedom and social capital. A scan of the top-10 list shows that the most prosperous countries -- measured by income and quality of life -- are found largely in the West, with the conspicuous absence of countries from Asia, Latin America, the Middle East or Africa. Canada also stood out this year for being the "freest country in the world" with its tolerance of immigrants, minorities, freedom of expression and beliefs. In fact, an overwhelming percentage of Canadians - 92 percent -- agreed that their country is a good place for immigrants, and another 94 percent said they believe that they have the freedom to choose the course of their own lives. Analysts also noted that Indonesia has become the fastest-rising country on the index, driven by a vibrant economy, easier internet access and improved living standards. The emerging country rose 21 places on the index over the last seven years. As for the US, the country earned the dubious distinction of being the only Western country to register high levels of "state-sponsored political violence." The events of the past year -- the Baltimore protests and Ferguson unrest -- pushed the country down to 33rd spot in the safety and security sub-category, making it comparable to Venezuela, the Dominican Republic and El Salvador. While Canada topped the freedom index, the report contained a number of other intriguing findings. The U.S., it said, is an increasingly dangerous place, ranking outside the top 30 and well below other developed countries. And while Norway tops the survey as the most prosperous place on Earth, it does so by using its vast oil wealth the hide the fact large numbers of healthy, educated Norwegians use the exceedingly generous system of benefits to simply withdraw from the workplace. Although unemployment in Norway officially stands at 7% for men and 8% for women, the real number is far higher, disguised by a system that allows for "early retirement" due to disability for large numbers of people. According to a study cited by the authors, 10% of Norwegians have taken early retirement since 2003; in 2011, one in twenty people aged 18-35 had already "retired". The drop in Indian students, started after the peak in 2009-10, followed a sharp expansion of the Indian student population that took place between 2004-5 and 2009-10. Also it is widely speculated in the press that the decline can be attributed to a change in post-study visa requirements according to the report. Italy, Germany, France, Hong Kong, Greece, Malaysia and Nigeria complete the top 10 countries of origin for international students in London. Pakistan needs to move towards international norms, not away from them. Before the official visit of Pakistan's Prime Minister, Nawaz Sharif, to the U.S. on October 22, the media in Pakistan and India were buzzing with reports that the United States was exploring a nuclear deal with Pakistan in order to constrain its nuclear weapons program, believed to be the most rapidly expanding on earth. Pakistan, on the other hand, has ruled out any possibility of a deal that places conditions on its nuclear weapons program. Pakistan is looking for a deal similar to the one India got, in which New Delhi was given access to the international market for its civilian nuclear program without putting significant constraints on its nuclear weapons program. Given its poor nonproliferation track record, weak democracy, fragile economy, and support for terrorist organizations as a strategic tool, Pakistan will be unable to end its nuclear isolation without committing to strong nuclear nonproliferation conditions. The India-US Nuclear Deal The United States signed a nuclear deal with India in 2005, which successfully ended three decades of international sanctions against New Delhi and made India the only nonNPT country that is allowed to have nuclear trade with the Nuclear Suppliers Group (NSG) along with its nuclear weapons program. The Bush administration saw India as a counterweight against a rising China and wanted to boost New Delhi's economic and military capabilities in order to counterbalance Beijing. The administration was determined to improve relations with India, and to accomplish that it was willing to change the rules and norms of the nuclear nonproliferation that Washington worked for decades to establish. A key architect of Bush's India policy and U.S. ambassador to India, Robert Blackwill, noted, "President George W. Bush based his transformation of U.S.India relations on the core strategic principle of democratic India as a key factor balancing the rise of Chinese power." Blackwill added that without this China factor at the fore "the Bush administration would not have negotiated the civil nuclear agreement and the Congress would not have approved it." Both countries have a shared interest in China's rise in Asia. Pakistan is also strategically important for the U.S., as its support is key

to stability in Afghanistan. However, unlike India, Pakistan does not share common strategic interests with Washington; rather, both sides often have contradictory policy objectives vis-Ă vis Kabul. It is important to note that, despite India's arguably good nonproliferation record, stable democracy, and fast growing economy, it was not easy for the United States to conclude the deal. At the domestic level, the deal faced resistance in the U.S. The U.S. Congress, under pressure from the Bush administration, approved the deal, but placed several conditions on it, including India's support in opposing Iran's nuclear program, termination of the agreement if India resumed nuclear tests, and a pledge that the deal would not be offered to the Saira other two nonNPT states Pakistan and Israel - in order to limit the repercussions for the nuclear nonproliferation regime. Aside from the anticipated strategic benefits, the U.S. Congress was also persuaded by the argument that opening India's nuclear market would create job opportunities for Americans in providing nuclear goods and services. At the international level, it was an uphill task for the Bush administration to get a consensus decision in the NSG for an Indian exemption from NSG guidelines. The United States had to change the waiver draft three times in order to meet the concerns of the NSG member states. Despite the fact that most of the major supplier countries, among them the U.K., Russia, France, Germany, Canada and Australia, were in favor of the waiver, it was not easy to overcome the resistance of the other member countries, such as Austria, New Zealand, Ireland, Sweden, Norway, the Netherlands, and Sweden, all staunch proponents of the nuclear nonproliferation regime. Finally, the United States had to warn those countries that blocking the waiver would have consequences for their bilateral relations with Washington. In the case of Pakistan, it would be a hard pill to swallow at the NSG and it is difficult to imagine any lifting of international nuclear sanctions without Islamabad taking on strong nonproliferation commitments and demonstrating responsible nuclear behavior. Pakistan's Demand for a Similar Deal

Since 2005, Pakistan has been demanding a similar agreement to the one India got. The United States, however, has been terming the Indian agreement an exceptional case, and Pakistan has received only a non-committal response. Frustrated by this U.S. reluctance, Pakistan signed a nuclear deal with China in which Beijing agreed to sell two nuclear reactors to Islamabad. Others argue that this is violation of NSG guidelines, but China claims that it is grandfathered under an earlier agreement with Pakistan. Pakistan has also repeatedly blocked consensus in the Conference on Disarmament (CD) to start negotiations on the Fissile Material Control Treaty (FMCT), despite pressure from the major powers. Internally, Pakistan began acBano c e l e r a t i n g production of fissile material; Islamabad believes that the IndiaU.S. nuclear deal will allow India ramp up its nuclear program by conserving its domestic fissile material exclusively for that use. Pakistan's enhanced production of weapons grade fissile material has aggravated concerns in Washington about the safety and security of Pakistan's nuclear weapons program, given the possibility that nuclear material may fall into the hands of terrorist organizations operating in Pakistan. These concerns are further heightened by the possibility that Islamabad is on the verge of deploying tactical or low-yield nuclear weapons - weapons that Pakistan is developing in order to thwart Indian conventional military adventure under its Cold Start strategy. The deployment of tactical nuclear weapons makes it far harder to protect them from terrorists or prevent accidental use. Tactical Nuclear Weapons India adopted its Cold Start doctrine in 2004. It aims to give India the ability to "shift from defensive to offensive operations" in order to punish terrorists elements in Pakistan. Such a strike is meant to be so swift and decisive that it would "pre-empt a nuclear retaliation." This provocative strategy has many drawbacks: at present India lacks critical assets such as artillery, armor and helicopters; close coordination among ground, air and maritime forces is problematic due to organizational structures; close

geography makes limited war challenging; supply lines are hard to maintain after territorial gains; and finally it would pressure Pakistan into escalating the conflict. While Pakistan developed tactical nuclear weapons to counter India's Cold Start strategy, empirical evidence since 2004 suggests that India has not implemented this doctrine. It remains "more of a concept than a reality." Indian officials and policymakers have either denied its existence or have not endorsed this adventurous strategy. A classified document released by WikiLeaks, dated February 16, 2010, revealed that Tim Roemer, then U.S. Ambassador to India, described Cold Start as "a mixture of myth and reality." He further argued, "While the army may remain committed to the goals of the doctrine, political support is less clear." India, on the other hand, has threatened to use its strategic weapons in response to Pakistan's use of short-range nuclear weapons. In this way, regardless of the size, delivery system or yield, the use of tactical nuclear weapons always carries the danger of "strategic implications." Islamabad seems to believe that the use of tactical nuclear weapons has no strategic implications and that a limited nuclear strike within Pakistani territory to impede advancing Indian forces will not escalate into a full-fledged nuclear war. During the Cold War the United States deployed tactical nuclear weapons in Western Europe to deter conventional aggression by the numerically superior Soviet forces. But what deterred the Soviet Union from attacking NATO countries was not the possession of tactical nuclear weapons. Instead, it was the

risk of escalation to the strategic level once tactical weapons had been used. Hans Morgenthau, a leading American classical realist, widely criticized the employment of U.S. tactical nuclear weapons. He was against the idea of a winnable limited nuclear war. In his article "Has atomic war really become impossible?" in 1956, published in Bulletin of the Atomic Scientists, he argued that the "right atomic dosage" depends on a "blend of self-restraint and daring, which few leaders have proven themselves to be capable of for any length of time." He further argued, "If one side were to push the other into defeat, in reliance upon the latter's resolution not to start an all-out atomic war, it might provoke that very war." The deployment of tactical nuclear weapons also raises concerns in the international community about the safety of these weapons in light of the terrorist organizations operating in Pakistan. Political instability and terrorist attacks with inside support - on military installations, including army headquarters in Rawalpindi, a naval base in Karachi, an air base in Kamra, and Peshawar, have exacerbated these concerns. It is in Pakistan's interests, therefore, to rely on its strategic nuclear weapons to deter an Indian threat. The Economic Factor Economic motivations were also significant in offering India the nuclear deal. Recognizing India's emerging economy, Russia, France, Germany, Britain, and Italy were keen to lift sanctions against India to access New Delhi's lucrative nuclear market. These countries proposed the idea to the United States in the 1990s, but the Clinton administration didn't want to

compromise its nonproliferation agenda and rejected the idea. The neo-conservative Bush Administration was more open to action. The major supplier countries supported the Indian waiver at the NSG along with the U.S. and India. Even countries like Canada and Australia, with strong nonproliferation policies, supported the waiver, keen to get their share of the Indian nuclear market. There are no such economic incentives in the case of Pakistan, which continues to rely heavily on "commercial loans, concessionary donor loans and aid." Islamabad's poor economic performance, widespread corruption, and weak political institutions hardly make it a promising market for nuclear commerce. Steps to Be Taken The chances of Pakistan securing a nuclear deal with the United States in the foreseeable future seem remote. Islamabad has a long way to go to improve its image in the international community, to end its nuclear isolation, and to normalize its nuclear status. An over-reliance on nuclear weapons is counterproductive for Islamabad. Repeatedly blocking consensus to start negotiations on the FMCT, developing and deploying tactical nuclear weapons, and increasing production of weapons-grade fissile material are not steps that serve its interests. Instead, they add to its image as an irresponsible nuclear state. With the AQ Khan baggage, poor economic conditions, a fragile democracy, and allegations of links with terrorist organizations, Pakistan needs to take steps that are complementary to international norms, not contradictory to them.

A Project of Anti-People of Assam - BCPL

Sir, It seems, the authority of the Brahmaputra cracker and Polymer Ltd. (BCPL), Dibrugarh is in absolute darkness about the backdrop behind the setting up of the mega project in Assam. The authority of BCPL should at least know that people of Assam got this project in exchange for thousands of blood-drops oozed out from the body of the myrters of the Assam movement. Ambition, emotion and expectation of the people of Assam get embedded in the said project. So, any

attempt by the BCPL authority to act contrary to the expectation of the people of the state must be thwarted tooth and nail. As reported in a section of the press, the BCPL mean while had done enough damage in the appointment. It might happen at the dictation of the minister concerned from New-Delhi. It is saddening to note that BJP led central government, too, appears to maintain a policy inimical to the interest of the people of Assam. Despite presence of good number of sufficiently qualified persons in Assam, much to the dismay of the people, someone was posted in the top post of the BCPL. Hardly had the dust, centering round the appointment of the CEO settled yet another controversy comes to the surface. This time, it centers round appointment of the deputy CEO. That apart, the interview of some posts in the high echelons was held in Calcutta instead of in Dibrugarh, which is supposed to be an anti-Assam ploy adopted by the BCPL authority. Incidentally, for fear of incurring displeasure with their big-boss in New-Delhi, our BJP M.Ps pretend to be in deep slumber. We do not understand, how will these BJP leaders approach the people of Assam for votes in the forthcoming assembly elections. When these leaders fail miserably to rise to the occasion to safeguard the interest of the people of Assam to ensure appointment of local youths of Assam, we believe they forfeit their rights to seek

votes for BJP as they fail to address the alarming unemployment among the youths of Assam

25% rise in SBI's Q2 net as NPA dips Mumbai, Nov 7: State Bank of India (SBI) has reported a net profit of Rs 3,879 crore for the quarter ended September 2015, an increase of 25% over the corresponding quarter last year. The bank attributed the increase to higher noninterest income and a drop in non-performing assets (NPAs). The profits were higher than analyst estimates which resulted in the bank's share price rising 4%. Announcing the results, SBI chairman Arundhati Bhattacharya said that the downturn was over as far as bad loans were concerned and the bank was now expecting to see growth in credit pickup. "Our 14% credit growth target continues to be there, but to be cautious I would say that credit growth for the current year would be in the range of 12-13%," said Bhattacharya. According to her, the bank has lost around Rs 1,000 crore in interest income following a 30-basis point reduction in the base rate and part of this was compensated by an increase in bond profits. The bank's non-interest income during the quarter rose 36% to Rs 6,197 crore from Rs 4,571 crore, following re-

patriation of Rs 485 crore profits from foreign operations. The bank also reported Rs 1,493 crore profit from bond sales, up from Rs 490 crore a year ago. Bhattacharya said that the bank is looking at non-core assets, including strategic and joint ventures, to monetize investments through stake sale. On bad loans, Bhattacharya said that gross NPAs were down to 4.15% of total assets from 4.89% in the same period a year ago. The bank's deposits recorded a year-on-year growth of 11% ,while ad-

vances rose 10% (y-o-y). Bhattacharya said that the bank was showing strong growth in retail migration to electronic channels. Transactions in point of sales terminals jumped to 3.77 crore on September 2015 up from 2.59 crore a year ago. Mobile banking transactions soared to 5 crore from 3.3 crore transactions a year back and total internet banking transactions on the end of the second quarter was 58 crore compared to 40 crore a year earlier. "Hiring has already started and we are looking to get on board about 2,500 people before the launch, while an additional 500 will come once we go live.For distribution roles, we are also hiring from the telecom and FMCG sectors," said Amit Sinha, VP at Paytm. For some field-related jobs, Paytm

is looking to pick up additional workforce via third-party agencies. The majority of the employees will be brought in for technology requirements, Sinha said. Paytm has over 104 million wallet users at present and plans to add another 50 million by the end of March. According to sources, the structure of the executive committee for the payments bank is being given shape while Paytm awaits a final nod from the Reserve Bank of India (RBI). "A majority

of senior positions have been finalized and it could be announced in a couple of weeks, depending on the response from the RBI," a senior official of the company said on condition of anonymity.
