In a major embarrassment for the Assam government and the state education department, just ahead of the state assembly election slated to be held in April, the Assam Higher Secondary Education Council today cancelled its class XII Biology examination, after leaked copies of the question paper circulated through social media. The exam was scheduled to begin at 1:30 PM on Tuesday, but had to be cancelled. Speaking to the media, a visibly shaken education minister Sarat Borkotoky said that the state government will do the needful soon, and also hinted at a detailed investigation on the issue soon. “If needed heads will roll, and a detailed investigation will be carried,” Borkotoky said. Meanwhile, the opposition parties have stepped up the state and have said that the present government is not at all bothered about the career of the students. Contd. on Page 4

Major weapon in hand for opposition as report highlights Assam govt. inability to submit 18, 896 UC's amounting to 12, 766.88 crore In a major embarrassment for the Assam government ahead of the 2016 state assembly elections, it has been found that the government has failed to submit nearly 19,000 utilization certificates pending from 52 departments, amounting to about Rs 12,766 crore from 2001-02 to 2014-15.According to the state finance department report, the state government had failed to submit 18,896 utilisation certificates (UCs) amounting Rs 12,766.88 crore upto March 31, 2015. The finance department had asked the departments to sub-

mit pending UCs in several times but only few departments had responded it, an official of finance department said. The Assam Chief Minister Tarun Gogoi had recently accused the Union government for cut the development fund to the state. The report said that the state government had failed to submit UCs to the Union government of amounting Rs 97.21 crore in 2001-02, Rs 65.88 crore in 2002-03, Rs 302.84 crore in 2003-04, Rs 362.01 crore in 2004-05, Rs 463.05 crore in 2005-06, Rs 508.02 in 2006-07, Rs 553.66 crore in 2007-08, Rs 703.70 crore in

2008-09, Rs 481.73 crore in 2009-10, Rs 627.90 crore in 2010-11, Rs 1488.20 crore in 2011-12, Rs 1164.30 crore in 2012-13, Rs 1952.40 crore in 2013-14 and Rs 3995.97 crore in 2014-15. Meanwhile, the BJP has demanded an inquiry to probe for utilization of development fund in the state since 2001. The report revealed that, the Education department of the state alone had failed to submit UCs of amounting Rs 2239.75 crore. 2184.33 crore, Panchayat and Rural development department has Rs 1147.67 crore and Rs 751.13 crore, Agriculture department has Rs 415.22 crore, Health department has Rs 524.98 crore, Secretariat administration has Rs 525.36 crore, Social welfare department has Rs 1472.55 crore, Industry and Commerce department has Rs 140.61 crore, Mines and Minerals department has Rs 255.85 crore, the official said. Last year CAGs report said that, the state government had failed to submit 19,671 UCs of amounting Rs 11,834.24 crore for the year ended March 31, 2014.

tion Bureau (PIB) report published on August 3, 2015, as saying ‘PM witnesses signing of historic peace accord between Government of India and Nationalist Socialist Council of Nagaland (NSCN)’. In the same tweet, the Congress posted a written answer by Rijiju on March 1 in response to questions (a) & (b) in the Lok Sabha, which says, “Government of India has not signed any Naga Accord in recent years.”

Rijiju, however, in his defence said, “The page that they have seen had some old draft, which is not our official version. I have got our official version checked, and according to that we have done a framework agreement with the Nationalist Socialist Council of Nagaland (NSCN), which will work as a guiding principal in finding the final solution between India and Naga people.”

And thus, the Congress Party’s tweet is not correct, he added. Rijiju further said that he has asked the concerned officials to provide the government’s official version to the media and remove the old website content. “The official paper is that that we have sent to the Lok Sabha, in which we have divulged information about our framework agreement with NSCN,” he said.

JAM warns political parties not to play politics with ST issue A Staff Reporter Dibrugarh, Mar 7: The Janagosthiya Aikya Mancha (JAM), a pressure group of the six ethnic communities of Assam seeking Scheduled Tribe (ST) status today warned the political parties to stop playing politics on the serious issue. "Some political parties are trying to politicize the issue ahead of the assembly elections to take political benefits. We strictly warn them against indulging in such politics. We won't tolerate any kind of hurdle which may sabotage the entire process of granting ST status to the six communities. The initial process has only recently started," said Arun Jyoti Moran, JAM member and president of the All Assam Moran Students' Union at the Greater Dibrugarh Press Club. The Centre on February 29, had formed a committee headed by Mahesh Kumar Singla, special secretary (internal security), ministry of home affairs to recommend the modalities for granting

of ST status to six communities of Assam namely Koch Rajbongshi, Moran, Muttuck, Tai Ahom, Sootea and Adivasi. The committee in consultation with the Assam government will suggest the modalities for the required reservations, of shifting the existing reservations for these communities from OBC to ST, protecting the interests of existing tribes, a mechanism to ensure fairness of reservations within these six communities and related security considerations. The committee will submit its report by May 31. Moran came down heavily on the congress government in the state for failing to take any steps on the ST issue despite being in power for last 15 years. "The Congress government has let down the six communities all these years. Even former PM Manmohan Singh, who is a Rajya Sabha MP from the state didn't take any step. Now the NDA government

ET Correspondent Bokajan, Mar 7: The Khatkhati Police today in a very early morning busted a car lifter who has stolen a Mahindra Bolero car and was trying to pass through a regular check post over NH-39. As per sources, the police personnel attached to the post intercepted the vehicle heading towards Dimapur, Nagaland. On verifying the document, the registration number was found fake and on further investigation, it was found that the vehicle was lifted from the

Motghoria area of Guwahati. The driver, identified as Jadav Saikia was arrested in this connection. Whereas the owner of the stolen vehicle is said to be one Mr. Hara Mohan Das and the actual registration number of the said vehicle is AS 01AA 5233. Sources said that the NH-39 have turned into a favourite haunt for vehicle lifters as this highway connects Nagaland and the lifted cars can easily be smuggled into the sister state from where it is further smuggled into Myanmar through Manipur.

ET Correspondent Digboi, Mar 7: Two ULFA Link men identified as Hiren Gogoi alias Rabin (24) and Hemakanat changmai alias jatin Pinku.Both of them belong from Deoghoriya Village of Lakhipather under Digboi Police station in Tinsukia district were arrested recently by joint forces of Tinsukia District special Team and Digboi Police. According to sources, the arrest was made after the demand for 50 pairs of hunting boots by the miscreants from a local businessman here in Digboi. Talking to the Eastern Today the officials said that both the arrested person were Myanmar trained duos and are working in ULFA organization since 2009 who belong from batch 76 and had indulged in various anti-social activities. Sources further said that Gogoi who was arrested earlier in Sivsagar with huge cache of arms and ammuni-

Model code of conduct comes into effect in Sonitpur district ET Correspondent Tezpur, Mar 7: With the announcement of election date the Sonitpur District administration has directed the heads of all the government departments under the administrative control of Sonitpur District to take immediate and necessary steps for strict observance of model code of conduct.

The Deputy Commissioner has also directed all the Zonal and sector Magistrates and all the government officials to strictly implement and allow the provisions of MCC which is applicable to all candidates, political parties and government functionaries.

From the office of the Deputy Commissioner, Sonitpur, it is learnt that DC, Laya Madduri who is also the District election officer instructed that in view of the model code of conduct (MCC), that effects from March 4 no development and beneficiary related work can be executed till completion of the election process.

On the other hand it needs mention here that the Sonitpur district administration has geared up for the free and fair conduct of the elections in five Assembly segments including 71 Dhekiajuli LAC, 72Barchala LAC, 73-Tezpur, 74- Rangapara LAC and 75Sootea LAC which is scheduled to be held in the first phase slated on April 4.

The DC Office sources further informed that even the approval of any scheme with the allocation of funds will not be allowed to be executed by any agency after the announcement of the model code of conduct. DIPRO, Sonitpur, Rijendranath Brahma Chaudhury said that the DC further instructed not to distribute any individual beneficiary item like mosquito net, blanket, CI sheet, handloom articles and yarn etc. till the election process is over. In this connection, the DC directed the heads of the department concerned to keep those materials in proper condition and prepare a list of items immediately and submit a copy of the said list to the district election officer.

As per the schedule, notification will be issued on March 11 for all the five LACs, the last date for making nominations is March 18, scrutiny of Nominations is March 19 and the last date for withdrawal of candidature is March 21. The DIPRO said that for the smooth conduct of the election process, the Sonitpur District Administration altogether 2o cells have already been opened which includes, election cell, nomination cell, personal cell, MCC cell, expenditure monitoring cell, food and refreshment cell, media and publicity cell, MCMC cell, Videography cell, material cell, construction cell, law and order cell, It cell, Photo Identity cell, Postal

On the other hand from the election cell it is informed that the Sonitpur election District has been divided into 30 zones and 96 sectors. The total numbers of polling stations in Sonitpur are 885 of which 67 are hypersensitive, 221 are sensitive while 597 are comparatively safe. However, this time altogether 779051 general electors will exercise their right to vote in five LACs in Sonitpur District. Presenting a detail picture of electors the election cell here said that in 71 NoDhekiakjuli LAC there are a total of 1,75,174 voters including male and female, in 72 barchala LAC, there are 1,42,879 voters including male and female, in 73 No- Tezpur LAC there are 1,63,836 voters including male and female, in 74 Rangapara LAC there are a total of 1,37,872 voters including Male and female and in 75 Sootea LAC there are a total of 1, 59, 290 voters including male and female. However, in case of D voters 2131 male and 3169 female in 71 Dhekaijuli LAC, 1797 male and 3158 female in 72 No- Barchala LAC, 1581 male and 2637 female in 73 Tezpur Lac, 886 male and 1551 female in 74 Ranagapara LAC while 900 male and 1088 female voters in 75 Sootea LAC have been detected as D Voters.

To make the cleanliness campaign a success in the capital city, the chief minister informed on series of measures to be taken on urban revamp with special emphasise on maintaining public hygiene.

He informed that he would personally monitor the work performances of municipal and urban authorities, and said they should expect surprise checks even during late hours. “If there are shortages of manpower, machinery and resources, convey to me. I will take immediate action to address it,” he affirmed. Speaking on preventive healthcare, Pul said cleanliness is the best form of prevention. He particularly stressed on water, sanitation and hygiene and called for proper toilet facilities to prevent open defecation. He disclosed that the capital city will be fully equipped with public toilet complexes in major public places on 'pay-anduse basis', with separate toilet facilities for men and women. Pul also stressed on due importance for maintaining cleanliness in public places likes schools, colleges and hospitals.

Chief Minister Kalikho Pul handed over a cheque of Rs. 50 Lakhs as award money with a citation to the doctors of Pasighat General Hospital in a simple but impressive function here at CM’s conference hall today. Kayakalp was instituted in 2015 by Ministry of Health & Family welfare, Government of India under Swachh Bharat Mission to award those public health facilities that demonstrate high levels of cleanliness, hygiene and infection control as a compliment to their efforts. Out of 50 Lakhs award money, 25 percent i.e. 12.50 lakhs would be distributed to the hospital staffs as cash incentives while the remaining amount would be utilised for improvement of the health delivery services in the hospital. The award is distributed considering performance of the hospital on facility upkeep, sanitation and hygiene, waste management, infection control, support services and hygiene promotion. A committee assesses the performance of the health institutions based on defined criteria and rate them. The hospital which achieve at least 70% in the criteria during the peer assessment process, qualify for the award. The awards for individual public health facility will be given to those that score the highest.

There will be three sub categories, Best District Hospitals In every state the top ranked district hospital will receive a cash award of Rs.Fifty Lakhs. Best CHC Award -In every state, the top ranked CHCs will receive a cash award of Rs.Fifteen lakhs. Best PHC Award -In every district, the best PHC (24x7) will receive a cash award of Rs Two Lakhs. In order to motivate, sustain and improve performance in facilities that score over 70%, but do not make it to the list of top two/one in a particular year, a Certificate of Commendation plus cash award of Rs 300,000 for District Hospital, CHC: Rs. 100,000/- and Rs. 50,000/- for PHCs. Speaking on the occasion, CM termed it a novel initiative of Government of India to encourage better health delivery system in hospitals according to the prescribed standards and specifications apart from maintaining cleanliness and infection control mechanism. He announced an additional Rs. 12.5 lakhs from the state government side as cash incentives to medical staff of Pasighat General Hospital as commendation. He appealed other district hospitals, community health centres and primary health centres of the state to emulate model of Pasighat general hospital’s health delivery and cleanliness system. “Work with authority and responsibility” exhorted Pul. He requested the Commissioner, Director Health services and Managing Director National Health Mission, Arunachal

Pradesh to carry out mandatory calibration of instruments on a half yearly basis to check the accuracy of the testing instruments used by the medical practitioners. He opined for providing training to in service doctors and technicians for the purpose in order to cut the cost of hiring or out-letting to outside parties. He also hinted for constitution of strong monitoring and vigilance committee incorporating officers from all fields for maintaining transparency and accountability. This committee would be in addition to already existing third party monitoring system in place, he added. CM also directed to issue orders to all the hospitals to follow the DEV model i.e Desirable, Essential and Vital format of storing medicines in their respective hospitals. Besides, he also pitched to adopt the First Expiry First Out (FIFO) system for medicines. Appreciating the complaint box system of Pasighat General Hospital, CM viewed that the grievances and suggestions of the general people and patients should be discussed by a committee and addressed at the earliest. He directed for similar concept in all other hospitals across the state. He also asked the administration to conduct surprise checks and inspections to ensure smooth and effective health delivery in the state. Two years later, in December 1977, the General Assembly adopted a resolution proclaiming a United Nations Day for Women's Rights and International Peace to be observed on any day of the year by Member States, in accordance with their historical and national traditions. This year theme is "Planet 50-50 by 2030: Step It Up for Gender Equality". The United Nations observance on 8 March shall reflect on how to accelerate the 2030 Agenda, building momentum for the effective implementation of the new Sustainable Development Goals. It will equally focus on new commitments under UN Women's Step It Up initiative, and other existing commitments on gender equality, women's empowerment and women's human rights. Some of the key targets of the 2030 Agenda includes end all forms of discrimination against all women and girls everywhere; eliminate all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation; Eliminate all harmful practices, such as child, early and forced mar-

riage and female genital mutilation. Ban Ki-moon, Secretary General of United Nations on his message on the occasion has said that "on this International Women's Day, I remain outraged by the denial of rights to women and girls - but I take heart from the people everywhere who act on the secure knowledge that women's empowerment leads to society's advancement. The book, which has been published by the Oxford University Press (OUP), has essays from several experts from 4 countries—India, China, Myanmar and Bangladesh, and in Guwahati it was launched jointly by the Centre for Environment, Social and Policy Research and the

Woman safety Lets make a promise this Women's Day The recent spate of crimes against women has also triggered a sharper analysis of historical data, particularly in the public domain. And the numbers, reported as they are, continue to surprise. Data released by the National Crime Records Bureau (NCRB) this week shows a 69% decadal (over the decade) jump in crimes (Photo: clipartbest) against women. The number of kidnappings and abductions of women and girls have jumped a whopping 163.8% since 2002. Violent crimes or crimes that fall under the Indian Penal Code (IPC) have jumped about 34% over the last 10 years, from about 1.7 million in 2002 to 2.4 million in 2012. On an annual basis, violent crimes rose 3% from the previous year's 2.3 million. The only comfort perhaps lies in the annual data, particularly over the last two years which suggests a 3% overall drop in total number of crimes between 2011 and 2012. But on the other hand, crimes against women registered a 6.3% increase since 2011. Of all the categories under IPC crimes, crimes against women recorded the highest decadal jump of 69%, from 109,784 in 2002 to 186,033 in 2012. The largest component of this category was cruelty by husbands and relatives, where 49,237 cases were recorded in 2002 and 106,527 cases were reported in 2012. The incidence of rapes increased by about 52.2%, where 16,373 cases were reported in 2002 and 24,923 cases were reported in 2012. Kidnapping and abduction of women and girls incidentally saw a 163.8% increase from 14,506 cases in 2002 to 38,262 cases in 2012. Crimes affecting public safety; which include arson, riots etc., had the second largest share in the IPC crimes, recording about 418,793 cases which constituted 17.5% of the IPC crimes. This is a 10% jump from the 380,411 cases reported in 2011. The total number of crimes in the country has increased almost 23% over the last decade. However, data released by the NCRB shows that there has been an overall drop in the total number of crimes in 2012 by about 3% from 2011. According to the National Crime Records Bureau in India, there was a 7.1% hike in recorded crimes against women between 2010 and 2011 (when there were 228,650 in total). The biggest leap was in cases under the "dowry prohibition act" (up 27.7%), of kidnapping and abduction (up 19.4% year on year) and rape (up 9.2%). Strong and stringent laws are definitely necessary as the existing laws have proved to be inefficient in ensuring swift justice and appropriate punishment to the guilty. But the actual need of the hour is a revolutionary change in the mindsets and conscience of Indian men so that they stop seeing women as objects of sexual pleasure.

It is really a great opportunity that many people don't take advantage of. The forthcoming assembly elections in Assam will have see a total of 1.98 crore voters including six lakh new or first-time voters exercise their right to franchise, an election official said on Friday. Assam's Chief Electoral Officer (CEO) Vijendra said this year there are a total of 1,98,66,496 voters in the state according to the electoral rolls published on January 11 this year and out of this, 6,00,076 voters are new voters, within the age group of 18 years to 19 years. A total of 58 percent of Assam's total population are enrolled as voters. Besides, 30 percent of the total electorate in Assam are below 30 years of age and a total of 93.60 percent of the voters are provided with Elector's Photo Identity Card (EPIC). The two phased elections in Assam will be conducted with the help of a total of over 2,20,000 personnel, which includes 60,000 security personnel. This 60,000 security personnel includes Assam Police, and the central para military forces which is going to arrive in the state soon. And the polls will be conducted in 24,888 polling stations across the state. While the first phase of polling will be conducted in 12,190 polling stations, polls will be conducted in 12,698 polling stations in the second phase of polling. According to the CEO, 7,629 have been identified as sensitive polling stations followed by another 3,663 identified as hyper-sensitive booths. The ECI has also decided to arrange for video recording in 2,549 polling stations on the polling day and 865 polling stations across the state will be covered through live web casting on the polling day. Besides, there will also be video surveillance teams in each constituencies for smooth conduction of the polls. Also there will be 76 general observers for the poll in Assam followed by 46 expenditure observer, who will monitor the expenditure of the candidates. Moreover there are a total of 1,36,448 doubtful voters in Assam. Their names are included in the electoral rolls but they cannot cast their votes as D voters are the voters whose citizenship credentials are doubtful in Assam. Voting is the agent of change. If the people of India think that the ruling government is not performing its duties satisfactorily, they can show it the door by voting against it. Refraining from doing so can result in the same party, or a worse one, being elected for the next five years. Many people choose not to vote; they believe that this choice only has an effect on them; this is simply not the truth. The choice not to vote has consequences for people not only in this country, but also all over the world. Many people in other countries cannot vote and some die every day fighting for this right.

The BJP will be banking heavily on the experience of Sarma, who oversaw the last assembly elections and engineered the Congress’ astounding victory when political pundits were writing the obituary of the grand old party in the state. The Congress triumphed in 79 of the 126 seats. On the paper, the BJP looks set to upset the applecart of the Congress, which failed to strike a pre-poll alliance with Badruddin Ajmalled All India United Democratic Front (AIUDF). After this episode, a steep decline was seen in the number of women going out freely on the streets, not only in Delhi, but also in other states. Families built up stringent rules for their daughters, wives and teenage girls. This was what citizens did. But for how long did the effect remain on the Government? Employees of the long-defunct Kingfisher Airlines accused Vijay Mallya of damaging the image of the country and particularly the aviation industry in an open letter to the chairman. The issue of non-payment of salary to staff of the long-defunct Kingfisher Airlines came back to haunt its chairman Vijay Mallya again. The letter, which comes days after the beleaguered industrialist said that the "only regret" he has was that the carrier is not flying when the oil price has dipped so low, also accused him of having "blood"stained hands. The wife of a then Kingfisher airlines employee in Delhi had allegedly committed suicide, apparently depressed over financial stress due to non-payment of salary to her husband on October 4, 2012, when Mallya decided to ground the airline due to paucity of funds. Mallya resigned from his post as chairman of United Spirits on February 26 which is controlled by Diageo in a Rs 515 crore deal. His resignation comes at a time when two banks have declared him as a wilful defaulter. He has been unable to pay dues to as many as 17 banks amounting to Rs 7,000 crore that was lent to Mallya's Kingfisher Airlines. (Agencies)

Jewellers extend strike till today Chennai, Mar 7: Jewellers continued their strike for the fourth consecutive day and will go on with it till March 7 against the budgetary proposal to re-impose one per cent excise duty on jewellery despite the government's assurance that it will look into the issue. All India Sarafa Association and All India Gems and Jewellery Trade Federation have decided to extend their stir till March 7. Jewellers have been on a strike since March 2 protesting against the proposed excise duty imposition on non-silver jewellery items made in the Budget 2016-17 as well mandatory quoting of PAN by customers for transaction of Rs. 2 lakh and above. Jewellers have also called on Finance Minister Arun Jaitley, who promised to look into the matter. "Keeping in view small jewellers and industry's interest, we have decided to extend strike for three more days," said All India Sarafa Association vice-president Surinder Kumar Jain. Meanwhile, the Finance Ministry has clarified that only jewellers with turnover of more than Rs 12 crore will be liable to pay 1 per cent excise duty on non-silver jewellery items. Traders in several parts of the country, including the metros, kept their shops closed for the fourth day, Mr. Jain added. (Agencies)

Kolkata, Mar 7: Government will get Rs 17,308 crore in interim dividend from Coal India Ltd as it seeks to explore more options to garner non-tax revenue. Coal India (CIL) today declared an interim dividend of Rs 27.40 per share and the total outgo will be Rs 20,830 crore, including dividend tax. The largest beneficiary will be the central government, which holds 79.64 percent and will get a dividend of Rs 17,308 crore, a communique said. The government has been able to mobilise a little over Rs 18,300 crore from divestment this fiscal till February against the target of Rs 69,500 crore due to volatility in stock markets. The Delhi-San Francisco flight, covers 7,831 nautical miles (approximately 14,500 km) in a total of 17 hours, is the first long-distance flight wholly operated and supported by an all-women crew, an airline official claimed. The flight is managed by a 14-member crew, apart from the four pilots led by Captain Kshamta Bajpai. The flight dispatchers and flight engineer are all women, while the line safety and safety audit is also conducted by women and the load and trim staff is women too. The aircraft used was Boeing 777-LR which was

scheduled to take off at 02.35 a.m. on Sunday morning from Terminal 3 of the Indira Gandhi International Airport and travel at an average speed of 500 km per hour.
