Three persons arrested for fraud NRC document Barpeta, Jun 8: Three persons namely ILIM Ali, son of Jabbar Ali, Hahsora; Altaf Hussain, son of Tula Mia, Putlartari; Nurul Islam son of Abdul Latif, putlartari of Barpeta district were arrested for making fake birth certificate for the NRC document and today sent to jail. The National Investigation Agency (NIA) Special Court at Guwahati on Wednesday pronounced its judgement and convicted 18 persons of the United National Liberation Front (UNLF) under various Sections of the Unlawful Activities (Prevention) Act and the India Penal Code (IPC) for various offences, including criminal conspiracy of terrorists acts and waging war against the Government of India. Based on the information on

The complainant had filed the complaint against alleged demand of bribe for release of security deposits that was refundable after completion of work, Gogoi said.

The complaint was verified and found to be true and an FIR [RC8 (A)/2016 -Guwahati] was registered against Locham, the CBI official said. The CBI, ACB, Guwahati team has also recovered Rs five lakh from the office of the suspect. Searches are being carried out in the official residence of Locham located at ONGC Colony, Sivasagar and at other locations, the release added.

Sonowal asks Govt. officials to adopt ‘humane approach’ to complete updation of NRC within the stipulated timeframe

April 30, 2010, a search was conducted at a rented house in Guwahati in which two persons identified as Khundong Tomba, vice chairman of the UNLF, and Y. Nabichand Dilip were arrested and one laptop, three pen drives, one mobile phone, one wireless internet connection and Rs. 50,000 were seized from their possession.

The evidence was brought on record by the agency to establish that the said proscribed organization indulged in large-scale extortion from the government servants, recruitment of cadres, purchase of arms and ammunition for waging war against the government.

In the subsequent investigation, the NIA and the Assam Police arrested 20 more members of the banned terrorist organization who were involved in terrorist conspiracies in the states of Manipur and Assam.

The NIA also arrested UNLF chairman Raj Kumar Meghen and a large number of digital articles like laptop, mobile phones etc. were recovered from him and other cadres which revealed financial dealings of the organization as well as money

trail of investments by the organization. The agency submitted two chargesheets in the case framing charges against 25 persons for their alleged involvement in terrorist conspiracies and waging war against the government. Of these, 18 persons faced the criminal trial while the remaining seven are absconding. The accused have been convicted and sentenced to rigorous imprisonment ranging from seven to ten years by the NIA Special Court.

Policeman finds hope in battle with kidney disease ET Bureau New Delhi, June 8

Chief Minister Kalikho Pul is known for going above and beyond the call of duty to help people fight life-threatening diseases. Patients who have benefitted through Chief Minister ’s Relief Fund (CMRF) in their treatment continue to inspire him to carry on with his noble work. Takam Taying, 37, an Assistant Sub-Inspector with the Arunachal Pradesh Police (APP), shares his story who few months back was diagnosed with end stage renal disease. His both kidneys had stopped functioning and

needed a mandatory replacement of one kidney immediately. “I had no hope of survival and use to cry when alone,” Taying recalls. Being financially broke and in poor health, the expenditure for the medical treatment was beyond his means. He had been admitted at Sir Ganga Ram Hospital in New Delhi where he was diagnosed. Taying tells that it suddenly clicked through an acquaintance in New Delhi that the Chief Minister was in the capital city, and he could approach the CM for help. “I had read lot about CM sir’s help to patients and could gather some hope,” he said.

To Taying’s luck, the Chief Minister himself chanced upon his case during a surprise check here in

Arunachal Bhawan, when he came looking for patients who needed help. “I was then immediately

called by the CM to his office where I presented about my dire condition,” Taying recalled. The Chief Minister immediately approved his medical application for grant of Rs 12 lakhs for kidney transplantation through CMRF fund. Now assured of the financial help, Taying reflects on - “To me, help from the Chief Minister gave me the courage that I needed to fight the disease”. “All my family members are with me here in New Delhi. My father will be donating his kidney and the hospital is performing medical tests to check for match."

1st Foundation Day of Cancer Research Foundation, India observed A Staff Reporter Guwahati, June 8 : To find a formidable solution for prevention and early detection of cancer is a major challenge in our country. Complex interaction between host, agent and the environment results in causation of cancer. To identify the carcinogens responsible for cancer, thorough understanding of its interaction at genetic and epigenetic level is necessary so that a bio-marker can be identified to detect population at risk. To promote and support cancer research in the North East part of our country in view of high incidence of cancer, doctors, scientists and people from all walks of life formed a not for profit and non-governmental organization called ‘Cancer Research Foundation, India’(CRFI) on 6th June 2015. The first Foundation Day celebration was held at the Auditorium of Dr.Bhubaneswar Borooah Cancer Institute (BBCI) on 6th June 2016. It may be mentioned that after taking over the reins of power in Dispur, Chief Minister Sonowal in a bid to reach out to the people is conducting review meetings and the one that took place in Bongaigaon today is second after the one in Dibrugarh last month. In course of the meeting Sonowal asked the Government officials to adopt a ‘humane approach’ to complete updation of the National Register of Citizens (NRC) within the stipulated timeframe. The Chief Minister also asked the DCs and SPs to adopt all modalities set by the Hon’ble Supreme Court for a ‘correct’ and ‘flawless’ NRC. Sonowal also asked the officials to ensure ‘no foreigners’ name creeps into the NRC and no genuine citizen is left out of the exercise’. “The exercise of updating the NRC should reflect national commitment and national duty and all efforts should be put into place to allay fears of certain sections of the people centering on NRC,” he said. The Chief Minister also reviewed the progress of the NRC exercise of all the 16 districts by taking the feedbacks from the DCs and SPs present at the meeting. The Chief Minister also instructed the district authorities to be vigilant so that forged documents cannot mar the spirit of the NRC exercise. Sonowal also announced that the Government would acknowledge the service of the DCs and SPs with regard to updating the NRC and the best DC and SP will be awarded for showing excellence in NRC exercise. The issue of ‘D’ voters figured prominently in the

meeting. The Chief Minister categorically directed the concerned authority to refer the ‘D’ voters issue to the Foreigners’ Tribunals so that the cases can be disposed of on a fast track basis. “Due sensitivity must be shown to the ‘D’ voters so that the sense of insecurity does not lead to resentment in any way,” Sonowal added. Sonowal also reviewed the status of Multi Sectoral Development Programme (MSDP) covering 19 districts in the State. Sonowal asked the Deputy Commissioners to put MSDP in their ‘agenda of things’ and to accord due importance so that needbased schemes can be initiated for the welfare of minority communities. The Chief Minister also underscored the need for drawing a roadmap to take MSDP to its logical end. With regard to the menace of drug trafficking, Sonowal harped on the need for social mobilization by using the services of NGOs and other voluntary organizations to tackle the menace. The Chief Minister also directed the district administration to be prepared with men and materials to help the people during impending flood. Sonowal urged upon the officials to serve ‘dedicatedly’ and with all ‘determination’ so that ‘Team Assam’ can deliver effective governance to the people and the State can emerge as a developed State of the country. Age no bar: Tripura mothers clear Class X exams with sons, daughters Agartala, Jun 8: Smriti Banik had a dream: to succeed in the Madhyamik (secondary) examination. She nurtured this wish for two decades - even as she got married, raised a family and dealt with abject poverty. Today, she is smiling - the long-cherished dream has come true. Along with her teenaged daughter Sagarika, this 38-year-old housewife in Bishalgarh, about 30 kilometres from Tripura capital Agartala, cleared this year's secondary examination by scoring 255 out of 700 marks. Sagarika too passed the test, scoring 238. Both Smriti and Sagarika were enrolled in the Purba Laxmibill Higher Secondary School. The mother-daughter duo had been preparing for the examination for weeks.

They studied together, often through the nights. Smriti, who supplements the meagre family income - her husband Jiban is a vegetable seller - by running a tea stall, took some time off every day from the routine and household chores to study. It was not easy, but Smriti was clear in her mind: there's no alternative but to pass the examination. With sheer grit and courage she marched ahead to take the test and finally cleared it. "When I was three years old, my father died. We were four sisters. My mother had to struggle through poverty and worked at the homes of our neighbours," Smriti told . "Despite my keenness, I had to drop out of the school when I got married in 1996 at the age of 18," she recounted. "For the

past 20 years, I wanted to take the Madhyamik examination, but poverty came in the way," Smriti said. Smriti's husband, daughter Sagarika and their neighbours have been quite supportive. They encouraged her to shrug off all hesitation and take the examination this year. "Even though the syllabus has changed since I stopped my studies 20 years ago, I managed to prepare myself with my daughter's help," Smriti said with a smile. She now plans to get herself admitted in Class Eleven at the Purba Laxmibill Higher Secondary School and would like to be at least a graduate. When asked, she said that her long-term ambition is to be a post-graduate, though her primary aim is to help her daugh-

ters to successfully clear the post-graduation. But Smriti is not the only one in Tripura. This year, three other mothers - Rubi Ghosh, Purnima Das and Sanchita Datta - have also cleared the board examination along with their son and daughters. Thirty-five-year-old Rubi, who belongs to Kamalpur in northern Tripura, passed the Madhyamik along with her son Biprajit. "When I was a student of Class Nine, my father arranged my marriage and I had to discontinue my education. For the last 20 years I carried this dream and now it is has been fulfilled," Rubi told. Lawmakers, govt staff have to declare assets Shillong, Jun 8: In a major decision, the State Cabinet on Tuesday approved the Meghalaya Public Servants' Rules under which, the chief minister, cabinet ministers, MLAs and even MDCs along with other public servants would have to declare their assets. The spouses and dependents of public servants will also come under the purview of the Act as they will also have to declare their assets. Speaking to media persons after the cabinet meeting on Tuesday, Chief Minister Mukul Sangma said that with the approval of the Meghalaya Public Servants (Furnishing of information and annual return of Assets and Liabilities and the limits for exemption of assts in filing returns) Rules, 2016, every government servant is duty bound to declare their assets and investments made with any entity. The chief minister said the rule was required to be approved for the implementation of the Lokayukta Act for which the State government has already received the assent of the Governor. As per the rules, government employees now need to give details of the cash in hand, investment, insurance policies, personal loans, details of immovable properties, debts and liabilities of spouse and dependents. According to the chief minister, the government has come up with the rules in compliance with the provisions of the Meghalaya Lokayukta Act, 2014 passed by the Meghalaya Assembly. Section 45 of the Act states "A public servant shall, within a period of 30 days from the date on which he makes and subscribes an oath or affirmation to enter upon his office, furnish to the competent authority the information relating to - the assets of which he, his spouse and his dependent children, and liabilities." Under section 45, every public servant shall file with the competent authority, on or before July 31 of every year, an annual return of such assets and liabilities. The Act also provides that the competent authority may condone or exempt the public servant from furnishing information in respect of assets not exceeding such minimum value.(Agencies)

Govt to pay Rs 20 lakh to GNLA cadres' kins Shillong, Jun 8: The State exchequer has become poorer by Rs 20 lakh, a whopping one time amount to be disbursed to the families of four GNLA militants killed in an alleged fake encounter in December, 2010 in North Garo Hills. After the recent direction of NHRC, the State government has processed the matter. An official source told The Shillong Times on Tuesday that the finance department is processing Rs.20 lakhs to be disbursed to the families of fake encounter victims. It was in the early hours of December 10, 2010 that GNLA leader Joking Momin and three other

cadres were killed in an encounter with the police at Gajingpara in North Garo Hills. The allegations of fake encounter and medical negligence surfaced a day after the killing of the cadres. The NHRC which pursued the case pointed out that finger prints were not taken from the weapons recovered from the deceased and no tests were conducted to establish whether the dead persons handed the weapons before they were shot. The hand wash of the four persons were also not tested. The NHRC pointed out that the contention of the police that the four men were killed in self defence

Later, the M&HO of Williamnagar civil hospital declared Joking Momin, Pinseng Marak, Elben Marak and Goben Marak dead. During the search operations of the shootout site, police recovered and

seized two pistols, one revolver with few ammunition and incriminating documents. However, the statement issued by the then superintendent of police, Sylvester Nongtnger contradicted with the report in the crime update on the police website. As per the statement of the police official, on December 9 after getting information about the militants taking shelter in Gajingpara, the police arrested six cadres from the area. The police official, however, did not mention the time of the arrest, though later it was known to be in the wee hours of December 10, after 3 AM. The police statement also

said that it was while apprehending Joking Momin, the leader of the group that suddenly another group of armed militants, a faction of GNLA, arrived there in an auto rickshaw and started firing from their weapons indiscriminately. The statement of the SP further said that the police party too promptly retaliated and in the process of cross firing, four cadres including Joking Momin and three others "died on the spot". According to the official Yili Daily and a report appearing in Thailand's The Nation newspaper, as of June 1, residents of the northwestern Yili Kazakh Autonomous Prefecture must give police DNA samples, fingerprints, voiceprints and a "three-dimensional image" when applying for certain travel documents. This has been confirmed by the local public security bureau. The new policy concerns applications for and renewals of

passports, entry permits to Taiwan, and two-way permits to Hong Kong and Macau. Those who don't meet the requirements will not be given the travel documents, the bureau said. Yili prefecture borders Mongolia, Russia and Kazakhstan. It is part of Xinjiang, homeland of the more than 10 million-strong Muslim Uighur minority. Regular clashes between Uighurs and state security forces have killed hundreds. Hong Kong, Jun 8: A pro-democracy protester told Wednesday how he was kicked and punched during mass rallies in 2014 as seven police officers stood trial over the attack, which was captured on film and beamed around the world. Civic Party activist Ken Tsang testified for the first time in the much-anticipated trial which kicked off last week. All seven accused officers have pleaded not guilty. Video footage of the assault, filmed by local media near the city`s government headquarters, shocked residents and dented their faith in the usually trusted police force. Police have been criticised for their heavy-handed treatment of protesters during the rallies, which brought parts of the city to a standstill for more than two months. The demonstrators were asking for fully free elections for their future leaders. Tsang, 40, said he was "assaulted" by seven men after he was subdued by police at a rally. "I was dumped to the ground, then I was kicked and punched. I curled up my body with my face facing towards the wall," said Tsang, dressed in a suit and yellow tie. "I sensed I was beaten with (a) hard object. Someone stepped on me...I was in great pain. The pain lasted for a long time," he said through an interpreter as the seven defendants sat stern-faced. Tsang was also shown video footage in which prosecution lawyers asked him to identify himself. In one clip, he was thrown to the floor before several men kicked him in a dimly-lit corner next to an electricity substation. The seven police, including senior officers, are charged with causing grievous bodily harm with intent on Tsang, while one also faces an allegation of common assault. They were suspended from duty after their arrests. Tsang himself was sentenced to five weeks in prison for assaulting and resisting officers after he splashed liquid on police on the same night he was beaten. Pro-police supporters gathered outside court, chanting "We support our police force" while several Tsang supporters carried yellow umbrellas, a symbol of the democratic movement. Defence lawyers have said they will challenge the authenticity of the videos. Footage captured by local network TVB and broadcast at the time showed a group of men hauling a handcuffed Tsang to a dark corner in a public park, where he was beaten. Opposition lawmakers, including Mazari, vocally opposed the defence minister's claims. Amid the uproar, National Assembly Speaker Ayaz Sadiq called for order, requesting the opposition benches to quiet down and listen to Asif's speech. "Wait until it is your turn to respond," Sadiq said. The opposition, however, did not halt their protest, upon which Asif said: "They can't get their affairs in order but they criticise others," after which he made a pointed remark at Mazari, asking for her to be silenced. The PTI's chief whip, Mazari is known for her clear stance on issues and her hard-hitting criticism of government policies.

Following the debacle, the NA speaker ordered that Asif's remarks against Mazari be expunged from the session's record. When Mazari stood in protest and argued with the speaker's decision, Asif said: "I am not going to apologise, they can do whatever they want." Ayaz Sadiq ordered Mazari to sit down and 'let him do his job'. Shifting the blame for Asif's outburst onto Mazari, the speaker said: "Why didn't you sit then? You kept on speaking," he told the PTI's chief whip. PTI's Shafqat Mehmood said Asif, who he had known for 50 years, was intelligent and welldressed but whenever he was under pressure, he didn't keep his tongue in check. "It seems as though this problem has followed him for 50 years," Mehmood said. Although some TV reports claim Mazari appeared on the verge of tears, the PTI's chief whip denies having "broken down". In a commendable move, Ghana's Food and Drug Authority has banned the sale of any kind of cosmetics containing skin bleaching ingredient-hydroquinone from August, 2016. Claiming that Hydroquinone, which is one of the key ingredients in most fairness products, is a potential carcinogen, the African nation has taken this historic step given the background that Ghana is one of the countries which is obsessed with the concept of fair skin. The use of hydroquinone products is banned in the United States, Japan, Australia and the European Union. While topical applications of hydroquinone are sometimes prescribed by dermatologists in certain countries to treat uneven skin tone, the substance was banned in the U.S. in 2006 after the FDA concluded that it couldn't rule out whether or not it had carcinogenic properties. Though the creams are no longer sold in the U.S. or in many EU member countries, it's still commonly used across the world to achieve lighter skin tones. Despite having such shocking side effects, these products have been popularly in use in many countries across the globe-and that is because colourism is still a very legitimate, and very disturbing reality. Colourism-which is basically the preference of lighter skin over darker skin-is an issue that has been plaguing people of colour for centuries, and skin bleaching and skin lightening products are the biggest example of its existence. People are obsessed with the concept of 'fairer skin' and that's why people depend on skin lightening of products to look more 'attractive' and 'successful'. Most of the TV commercials and ads today directly emphasise on the fact that 'fairer the skin, more successful and attractive you're!" This obsession for fairer skin has existed since colonial times when the rulers were white and thus the obsession began from there.
