Taliban attack German consulate in Afghanistan killing six Mazar-I-Sharif, Nov 11: The death toll from a powerful Taliban lorry bombing at the German consulate in Afghanistan's Mazar-i-Sharif city rose to at least six Friday, with more than 100 others wounded in a major militant assault. The Taliban said the bombing late Thursday, which tore a massive crater in the road and overturned cars, was a "revenge attack" for US air strikes this month in the volatile province of Kunduz that left 32 civilians dead.

He had allegedly been waiting in line for at least 45 minutes, according to police.

The Centre has decided to extend the Armed Forces Special Powers Act (AFSPA) in three districts of Arunachal Pradesh. One of the primary reasons cited by the Centre is “extortion and intimidation” by the cadres of National Socialist Council of Nagaland (IsakMuivah), who are “contriving to dominate areas hitherto occupied by NSCN (Khaplang).” The notification has been issued even after the NDA government signed a ‘framework agreement’ with NSCN-IM in September 2015 to find a final solution to the six-decade-old Naga issue. The Home Ministry’s latest notification, issued on November 4, has, for the first time, said the AFSPA was being extended in the districts of Tirap, Changlang and Longding, all bordering

Assam, as the NSCN-IM was desperate to regain control from the NSCN-K. The latter was banned last year after its alleged involvement in an ambush on an Army convoy in Manipur’s Chandel district, resulting in the death of 17 personnel. Its leader S.S. Khaplang is said to be in Myanmar. The previous notification, issued on May 4, did not mention that NSCN-IM was regaining areas from NSCN-K. The Home Ministry revises its notification every six months. The notification further said, “security scenario [in three districts of Arunachal Pradesh] remains vitiated by the spillover of the Naga insurgency.” After decades of violence, the NSCN-IM had entered into a ceasefire agreement with India in 1997. The largest group representing the Nagas has demanded a “Greater Nagalim” or a contiguous land for the Nagas, across the States

of Nagaland, Arunachal Pradesh, Manipur and Mizoram. When asked about the notification, a senior government official said, “The ceasefire signed with NSCNIM is only for Nagaland; it does not include Arunachal Pradesh and Manipur. This notification has been issued after much consultation between the security agencies.” The order said the three districts were being declared as “disturbed area” under Section 3 of the AFSPA as “Naga underground factions including NSCN-IM and NSCN-K continue to indulge in extortion, area domination, recruitment of locals and interfactional rivalry.” NSCN-K had unilaterally abrogated the ceasefire in March 2015 but NSCN-IM continues to be in a ceasefire pact with the Government of India.

Police have also arrested another APSC member Samedur Rahman on Wednesday in connection with the same case. A cabinet meeting held on Wednesday night in the State Guest House here discussed in detail the issue of the arrest of

Three days later the police arrested a PSO of APSC member Samedur Rahman and subsequently the chairman Paul was arrested on November 4 last. GoAP urged to establish Lokayukta Courts soon ITANAGAR, Nov 11: The Arunachal Anti Corruption Sena Anna Samarthak (AACS-AS) has strongly urged the state’s government to establish a Lokayukta Court in the state at the earliest. ‘Despite the Lokpal Bill been already passed in the state assembly in 2013 and the government allocating Rs. One crore for establishment of the Lokayukta Court, the GoAP has as yet not constituted a search committee and appointed any chairman, which is regrettable’, said AACS-AS President, S T Tara while addressing media persons at the Press Club here on Thursday. ‘We strongly condemn the GoAP for not initiating any step for early establishment of a Lokayukta Court in the state’, said Tara adding that the state needs Lokayukta courts to check corruption and bring corrupt officials to justice. Brown Sugar Seized, Two Drug Peddlers Arrested ET Bureau Aalo, 11 Nov: Acting on a tip-off, the Arunachal Pradesh Police of Aalo, seized 10 grams of brown sugar from two drug peddlers, identified as Rustom Dolley (33) and Karnya basar (31) at Police Colony, Aalo. The police team was led by Sub-Inspector T Gadi, along with a team of IRBn under the supervision of West Siang Superintendent of Police Mari Riba. Reportedly, the two drug peddlers, who had come to Aalo from Pasighat, are currently detained in police custody and a case has been registered under appropriate sections of law. Ellias Ahmed, a smalltime vegetable trader from Bechimari in Darrang district, said, "As a small trader, I hardly deal with banks. We rotate the money we earn for doing our business. I purchase vegetables locally and sell

them in Guwahati. I was supposed to buy vegetables on Wednesday for selling them in Guwahati on Thursday. But I couldn't as I had to spend my time in bank for exchanging old notes," Ahmed said. He added, "Giving a miss to business even a day is a big loss for us because the profit is very marginal. So, rotating the money and selling the produce in the market has to go uninterrupted," he added. In neighbouring Udalguri district, small traders also faced the same prob-

ATMs remain closed for third day: Bank branches packed with customers ET Bureau Guwahati,Nov 11:Long queues of customers were witnessed waiting for various bank ATMs to open in Guwahati Friday morning. The ATMs have remained closed for two days after Prime Minister Narendra Modi scrapped Rs 500 and Rs 1000 notes as legal tender. Except a few SBI ATMs customers complained of ‘No-cash’ in several ATMs of various other banks. Singh said the matter came to light when he, as the deputy-commissioner-in-charge in first week of November, came to know that a cheque for Rs 22 lakh "signed" by Chaliha was deposited at the Borpool branch on November 2 to withdraw the amount from the council's account. sioner said the cheque that the signature of Chaliha only because Kalita had delegated the financial authority of the council's bank account to him (Chaliha).This action by Kalita was completely "illegal", he added. Singh said he immediately directed the bank not to honour the cheque and ordered an inquiry. The probe found that Chaliha, who was transferred from Jorhat to Dibrugarh as additional deputy commissioner in October 2015, wanted to withdraw the council's money and in the past one year had taken out over Rs 1 crore. Imphal, Nov 11: There is no petrol and diesel in stock in the state, Manipur Chief Secretary Oinam Nabakishore said. Naba kishore told media that it was the result of the indefinite economic blockade imposed by the United Naga Council (UNC) from the last week of October. He said over 150 loaded oil tankers have been stranded at Khatkhati in Assam since the drivers cannot enter Manipur. Besides, nearly 1,800 trucks loaded with goods and oil tankers have been stranded beyond Manipur`s border at Mao Gate. The United Naga Council had imposed a 48-hour strike in October-end since it was of the view

that the Manipur government was planning to create two new districts, Jiribam and Sadar Hills. As it evoked no response from the government, the UNC imposed an economic blockade for indefinite period. The UNC and other Naga groups have been saying that there are several Naga villages inside Sadar Hills and these should be excluded rom the state, as "the Nagas are the rightful owners of these lands". On the other hand, the activists in Jiribam, a sub-division of Imphal East district, had imposed a shutdown and economic blockade of the region to protest the government failure to create the new Jiribam district.

Currency crisis in Garo Hills as crores deposited in banks Tura, Nov 11: Banks in Garo Hills opened up for business on Thursday only to witness long queues of customers waiting to withdraw 100 currency notes which did not materialize as the financial institutions failed to have sufficient stock of the denomination for public use. Many had to leave disappointed from several branches of the state Bank of India and other public sector banks given that the money was not available for withdrawal. While there was a major crisis of currency shortage throughout the five Garo Hills districts, the situation was the opposite in the deposits section of the banks. Hundreds of people made a beeline at cash counters to deposit the demonetized Rs 500 and Rs 1000 currency notes and even by late evening there was no let up in the flow of customers who were all eager to hand over their money to be deposited into their accounts. Banking officials had a trying time collecting the amount from the large number of customers and the figure by late evening indicated that the state Bank of India alone had received Crores of the now demonetized curren-

cies. One teller manning a cash counter in one of the Tura banks received over fifty lakh rupees comprising of the two currencies that were deposited in just one day. Another teller received thirty lakh rupees in both denominations indicating the staggering figure of the two currencies that was in circulation in Tura. However, the biggest challenge for banks is providing the one hundred currency for customers. Many of the rural branches of the SBI were unable to provide Rs 100 denomination for account holders due to non-availability of the amount. "We have received the new Rs 2000 denomination but no Rs 100 currency which is what customers are seeking. So we are unable to transact business," reported one bank official. According to bank officials, there is a massive shortfall of the hundred rupee currency and allegedly only ten lakh is available in one of the main branches of the State Bank in Tura. Bank officials are reportedly contemplating to reuse the old notes of Rs 100 which had previously been marked as non-issuable and were to be re-

turned to the Reserve Bank of India to be destroyed. The State Bank of India is said to have non-issuable currency valued at over two and a half crores which if utilized could temporarily help tide over the current problem. When contacted by The Shillong Times, the Assistant General Manager of SBI in Garo Hills, Mr Dey, acknowledged that there is a shortage of small currency but at the same time said efforts were being made to bring in more of the smaller denomination from Guwahati and other places. "The problem is containable and people are cooperating. There is shortage of 100 rupee notes and we have stock for around two days only. We are expecting more and the situation should return to normal within the next 34 days," claimed Dey. With the Automated Teller Machines (ATMS) due to commence operation on Friday bank officialks are worried as to how they will fill the machines with the small denominations given the widespread shortfall in 100 rupee denomination. Making climate rules at Marrakech The United Nations conference on climate change now under way in Marrakech, Morocco, has the ambitious task of drawing up the first steps on enhanced finance and technology transfer, which is vital to advance the Paris Agreement that entered into force on November 4. India's negotiating positions at the ongoing Conference of the Parties 22 (CoP 22) must ensure that on both these aspects, the basic principle of equity and common but differentiated responsibilities laid down by the UN Framework Convention on Climate Change are upheld. Mitigating greenhouse gas emissions is central to the effort to contain the rise of the global average temperature in the current century to well below 2° Celsius since pre-industrial levels. But that goal is considered impossible even if sincere action is taken on all pledges made so far, necessitating a higher ambition. Moreover, the Paris Agreement does not have a carbon budget system that gives weightage to the emerging economies taking their historical handicap into account. The imperative therefore is to demand suitably high financial flows to both mitigate emissions and prepare communities to adapt to climate change. Such a mandate should be seen as an opportunity, since CoP 22 will discuss ways and means for countries to integrate their national commitments submitted for the Paris deal into actual policies and investment plans. In India's case, new developments in sectors such as construction, transport, energy production, waste and water management, as well as agriculture, can benefit from fresh funding and technology. Adopting green technologies in power generation, which has a lock-in effect lasting decades, and other areas like transport with immediate impacts such as reduced air pollution has a twin advantage. The local environment is cleaned up, improving the quality of life, and carbon emissions are cut. It is imperative therefore that the national position raises pressure on rich countries for technological and funding assistance under the Paris Agreement. In parallel, India would have to update its preparedness to meet the new regime of transparency that is to be launched under the climate pact. The preparatory decisions to write the rules and modalities for such a framework, and assist developing countries with capability building will be taken at Marrakech. There is some apprehension that the U.S. could exit the climate consensus since the President-elect, Donald Trump, has vowed to cancel the Paris Agreement. Yet, business and industry today see a strong case to take a new path, as energy costs favour renewable sources over fossil fuels. States and cities are also charting their own course to curb emissions. These are encouraging trends.

Theresa May's underwhelming visit India and the U.K. have many reasons to have close relations. They are two pillars of the Commonwealth, sharing democratic values and a world view on many political issues including terrorism. The Indian community that has settled in Britain has helped deepen ties. Today India is the third largest investor in the U.K., and the U.K. is the largest G20 investor in India. It stands to reason that for her first foreign visit outside Europe after taking over as Prime Minister, Theresa May chose India. As long as British courts don't stand in her way, she will work to engineer the U.K.'s exit from the European Union in early 2017, and her visit to India was seen as a way of exploring a trade path outside of the EU, with preliminary talk expected on reviving negotiations for a free trade agreement that were first started in 2007. For the past few months, British ministers, including key advisers to Ms. May, have emphasised that the Brexit movement would benefit India-U.K. ties. Given this backdrop, it remains a mystery why, in the event, Ms. May's visit turned out to be devoid of any substantial measures that would put India-U.K ties on a new trajectory. The two MoUs signed in the presence of Prime Minister Narendra Modi and Ms. May, on improving the ease of doing business and on intellectual property rights, did little to add any shine to the lacklustre visit. Worse, Ms. May seemed more comfortable with her previous role as U.K. Home Secretary when she had announced strictures on immigration and student visas that have led to a 50 per cent drop in Indian students enrolling in British universities. Just three days before her visit to India, London announced new restrictions on overseas students, including two-tier visa rules based on the "quality of courses", and a crackdown on work visas to control migration. Quite oblivious of the impact of these measures on her hosts, Ms. May chose to announce during her first day in Delhi that not only could she not consider India's demands for relaxation, but that the U.K. could not do so unless India did more to assist in the return of "Indians with no right to remain in the U.K." The irony is that London has refused to budge on facilitating the "return" of the likes of Vijay Mallya and Lalit Modi. It was odd that the Modi government chose to rejoice that Ms. May offered visas on a short notice scheme only for the extremely wealthy Indian as part of a "Grand Club", which even British newspapers have criticised as a racist, colonialist and elitist measure.

The forgotten war The Maoists are far from diminished. While operations like the one in Malkangiri last month help, the government needs to recognise that the movement cannot be approached only from the law and order perspective M. K. Narayanan On October 24, the Communist Party of India (Maoist) lost around 30 of its cadres in a covert operation jointly organised by the Greyhounds of Andhra Pradesh and the Special Operations Group of Odisha. This occurred in the densely forested region of Malkangiri district in Odisha. Many in the establishment, including some among the security forces and the media, have since claimed that it marked the beginning of the end of the Naxalite movement in the country. Unfortunately, this may be far from true. Euphoria of this kind is usually the result of a lack of understanding of the true nature of the Maoist movement. The phenomenon is much more than a mere militant movement. It partakes of an idea, pernicious though the idea might appear, which cannot be destroyed merely through a military-style setback. In the past half a century of its existence, the Naxalite (now Maoist) movement has weathered many such 'setbacks'. Down but definitely not out In its initial stages, the movement had strong ideological moorings, receiving guidance from leaders like Charu Majumdar, Kanu Sanyal, Santosh Rana, Kondapalli Seetharamaiah, Nagabhushan Patnaik and T. Nagi Reddy, to mention just a few. This kind of grounding enabled the movement to withstand changes in methods adopted by the authorities, including techniques such as 'cordon and search' and counter-terrorist operations such as 'Operation Green Hunt'. Over the years, the trajec-

tory of the movement, as also its character, changed and it became more brutal and sanguinary. Nevertheless, it still maintained a veneer of being true supporters of the poor and the downtrodden, especially the tribal people. It did lose some of the support it previously enjoyed among sections of the urban intelligentsia, but Maoism still resonates with some of the more ideologically oriented elements in universities and colleges. The movement consequently still has considerable depth. It would, hence, be highly invidious to liken it to movements such as the Boko Haram in Africa - as obliquely hinted recently in a submission by the Chhattisgarh government before the Supreme Court. It is a sign of the times to be blasé about almost anything and everything. Slogans such as 'China's Chairman is our Chairman' may no longer reverberate in the country, but the Maoist movement has not entirely lost its elan. It is less visible in the urban areas, but in many pockets of the country, especially in the more remote areas in the heartland States of the country, the Maoist movement is still a force to reckon with. It is only kept in check by a large security presence. A dip in violence levels during 2013-2014 has been followed by signs of a Maoist revival in 2015 and 2016. Apart from West Bengal, where economic and developmental measures appear to have weakened the Maoist stranglehold, elsewhere in the country there are few signs that the movement is in retreat. The entire Dandakaranya region, which includes vast areas of Telangana and Andhra Pradesh, considerable

parts of Chhattisgarh, especially southern Chhattisgarh, as also large spaces in Odisha and, in addition, Jharkhand and parts of Maharashtra, show signs of a Naxalite revival. The strategic importance of this entire region is quite obvious when one looks at the map of India. Fashionable once again Recent reports further indicate that from this core, the movement is now radiating out to other parts. This includes the crucial tri-junction of the three southernmost States of India, viz. Tamil Nadu, Karnataka and Kerala. Both in Telangana and Andhra Pradesh, there is growing concern at the manner in which the movement seems to have resurfaced. Adilabad, Warangal, Nizamabad and Khammam are the areas in Telangana where signs of such revival are currently evident. Naxalite ideas have once again become fashionable among college and university students. In Andhra Pradesh, re-emergence of Naxalite activity in the Araku Valley after nearly two decades is causing a great deal of concern among the authorities. Charges are being raised that leaders in

Andhra Pradesh are siding with mining barons against the interests of the local tribal people. Threats to politicians and their backers are being freely held out. In Chhattisgarh, Dantewada, Bastar, Bijapur and Sukma are the main centres of Maoist activity currently. Many areas within these districts remain out of bounds for the local administration, the police and the security forces. This is despite years of efforts devoted to 'pacifying' the belt. Ambushes of security force personnel occur at regular intervals. In March this year, seven Central Reserve Police Force (CRPF) jawans were killed in Dantewada by a skilfully concealed Improvised Explosive Device (IED). During the same month, three members of the highly trained 'CoBRA Battalion' of the CRPF were killed in an ambush in Sukma. Both Dantewada and Sukma also figured prominently in terrorist attacks on security forces during 2015. The same pattern is being witnessed in Bastar. Several of the attacks take place even when anti-terrorist operations are being conducted.

Descent from high ideology We are, hence, hardly at an inflection point in the battle against Maoists. Major strides have undoubtedly been made over the years to improve the condition of the 'poorest of the poor' and the 'wretched of the Earth' (to quote Frantz Fanon). Nevertheless, the gap still remains wide, enabling movements such as those of the Maoists to exploit the situation. Admittedly, there is little in common between today's Maoists who indulge in unbridled and often gruesome violent acts and the erstwhile purist revolutionaries of the Charu Majumdar era who had hoped to bring about "A Spring Thunder over India". Yet, there is still more than an umbilical link between the latter and today's Maoists. This cannot be ignored. Between the first phase of Naxalism (1967 to 1972) and today's Maoist movement, vast changes have occurred in the taxonomy of Naxalism. Till the turn of the century, the movement retained at least some of its original ideological underpinnings and intellectual effervescence. Today, it has metamorphosed into a highly rigid and militaristic movement, more intent on terrorising segments of population than on supporting people's causes. It maintains its own small arms factories where it fashions much of its weaponry. It has a well-established arms trail to obtain state-of-theart weapons from sources outside the country. It is extremely adept in the use of IEDs, and in resorting to unconventional methods to deploy them. This had led to large-scale security force casualties (in

2010 in an IED explosion in Dantewada, 76 CRPF personnel were killed). Over the past decade, the Maoists seemed to have had the better of the exchanges with security forces/civilians in terms of casualties - averaging a ratio of three security forces/civilians killed for every Naxalite. The jury is still out whether - in part at least - this transformation is a reaction to a shift in tactics on the part of the administration of employing a combination of counter-terrorist and counter-insurgency techniques. Twenty-first century Maoism cannot obviously claim to be a legatee of the ideological movement launched half a century ago. At its inception, it had proper credentials to be listed as a true MarxistLeninist movement. No longer. It today suffers from a lack of tall leaders as well - the present party general secretary 'Ganapathy' can hardly measure up to the 'giants' of the past. Nevertheless, the movement cannot be written off. It still has reservoirs of support in many rural pockets, and still more so in the more neglected and forgotten tribal regions of the country. It is still able to convey an impression that the Maoists are the 'torch bearers' of 'an idea' whose time is about to come. Central and State governments, the administration and the security establishment need to recognise that the movement cannot be approached from a purely law and order point of view. The process of improving the conditions of the poor and the tribals clearly need to be speeded up if the movement is to be effectively checked.

Show me the money Ban on Rs 500, Rs 1000 notes deals with stocks of black money. But push to a cashless economy is premature. Ila Patnaik The sudden and dramatic announcement by the prime minister banning Rs 500 and Rs 1,000 notes issued by the Reserve Bank of India has a number of objectives. Among them are tackling counterfeit notes, curbing black money and restricting finance for subversive activities. While progress will be made by suddenly making the present high denomination currency illegal, we need many more steps before the desired objectives can be fully achieved. One of the main objectives of replacing old currency notes by printing new notes is to tackle the problem of fake currency notes in circulation. In India, there is fear that counterfeit currency is being used for financing terror as well as other subversive activities. If security features of the present notes are weak and there is rampant counterfeiting, there is a need to re-

place these with new notes that have better security features. Usually, this is done gradually. So, for instance, the RBI could have started issuing new Rs 500 notes, allowed old notes to be exchanged for new ones and issued a deadline after which the old notes would not have been legal tender. This is typically the strategy followed by most central banks, who are, in general, in a constant battle with counterfeiters. Curbing counterfeiting of internationally accepted currencies like the US dollar, which is used all over the world for legal and illegal activities is supposed to be a constant challenge. In India, the problem of fake rupee notes has been noticed for many years. It has been difficult to estimate the size of the fake notes in circulation. It is not known whether the counterfeiting is done in India or across the border. Currency notes with better security features are certainly welcome, though it is not obvious that such a

sudden move would make a big difference to this objective. It could have been done slowly with banks not giving out old notes until the last hour. Then, the objective of curbing black money. Black money is money that has not been declared as income to the income tax authorities. It is not necessarily obtained from crime or corruption. It may be acquired by not showing the output of a factory and not paying excise on it. All black income is not held in cash. For instance, it may be in foreign bank accounts. Similarly, all cash is not black income. Legitimate businesses deal with large amounts of cash. Petrol pumps, white goods dealers, textile merchants and jewelers often have large cash holdings by the end of the day with many consumers paying in cash. Cash will either have to be exchanged by the holder at a bank himself or through someone. For some days, it will be disruptive for business. It would not be sur-

prising if, in some time, a black market pops up to exchange old notes for new notes, thereby converting black money into white. This could be in the 50-day period in which the old notes can be exchanged with new ones. There would, no doubt, be a discount, if this happens. But the ban will certainly hit those who are holding black money in cash. Corrupt bureaucrats, politicians and many more with piles of cash must be wondering how to handle the situation and how long to wait before they try to solve it. Since the present high denomination notes are going to be replaced by new notes, it is not that cash will no longer be used for corruption and storing black money though it is likely that dollars, gold or diamonds could become more popular for such illegal purposes due to the fear of such a ban recurring. However, while the ban may address the problem of the stock of black money in

In all our lives, we receive helping hands - some we notice, some we don't. Equally we ourselves have countless opportunites to provide helping hands - sometimes we would like our assistance to be noticed, sometimes we don't. Little of what we all achieve is without learning from others and without support from others and what we receive we should hand out.

cash, the question is: Will it encourage people to disclose all income and start paying taxes on it? Or does that require simplification and rationalisation of the tax system? As long as agricultural income can be used as a route to avoid taxes and indirect tax rates have multiple rates and exemptions, the problem of tax evasion is unlikely to go away. On the negative side, the disruption in transactions could hit the emerging growth of consumer demand. In 1978, India denotified the 1,000 rupee note, and nothing much happened. A black market sprang up, people who had these notes took a loss while selling off these notes to people who could claim these as legitimate income. At the time, those notes were 0.6 per cent of the cash in circulation. Things are more daunting this time as 85 per cent of the cash in circulation is in the old Rs 500 and Rs1,000 notes. A monetary economics perspective is useful. In India,

there is one concept of money supply for the formal economy (the total money in all banks) and another concept of money supply for the informal economy (the cash in circulation). We will have an 85 per cent reduction in money supply for the informal economy for some days. Money is the means of transacting in the informal economy - payments will be held up and purchases will be postponed. Some see this move as a way of pushing the country forward towards a cashless economy. There are two problems with this perspective. First, it is not that high denomination currency notes will go away. The existing notes will be replaced by new notes. Second, the cashless ecosystem is not ready to support a whole range of new users; this push is premature. Those who move from the denotification of the Rs 500/ 1,000 notes will not take to electronic payments. Their quest could instead take them to new notes, gold, US dollars and the bitcoin.

Endearing, interactive and superfast with data, India's first banking robot Lakshmi made her debut on Thursday in the city. Launched by the Kumbakonam-based City Union Bank, the artificial intelligence powered robot will be the first on-site bank helper. Top private lender HDFC Bank, which is also experimenting with robots to answer customer queries, is testing its humanoid at its innovation lab. Lakshmi, which took more than six months to develop, can answer intelligently on more than 125 subjects. Want to know your account balance? Interest rates on home loans? Deferred payments or possible charges to be incurred on fixed deposit closure? Lakshmi can answer it all. "Apart from answering generic questions, we have also programmed it to connect to the core banking solution. If a customer wants to know his bank account details or transaction history, the robot can flash the answer on its display," said N

The Nissan X-Trail Hybrid has already made an appearance in India at the 2016 Auto Expo. Upon launch, it will be the only hybrid SUV in the country and our country will only be the 4th market in the world to have the new X-Trail hybrid. Owing to poor monthly sales, Nissan had decided to withdraw the X-Trail from India a few years ago. However, this model is built on a completely new platform and will be introduced at a time when Indian buyers are accepting premium SUVs in India. The X-Trail Hybrid is built on the CMF-C platform, which will also make its debut in India. The SUV will have a 5-seater layout and measure 4,640mm in length, 1,820mm in width and 1,715mm in height. Tata Kite 5 While the Hexa is all set to arrive in January next year, Tata Motors will also introduce the Kite5 (codename) subcompact sedan in 2017. The Taliban said the bombing late Thursday, which tore a massive crater in the road and overturned cars, was a "revenge attack" for US air strikes this month in the volatile province of Kunduz that left 32 civilians dead. The explosion, followed by sporadic gunfire, reverberated across the usually tranquil northern city, smashing windows of nearby shops and leaving terrified local residents fleeing for cover. the area and our forces are inside the compound," he said. Mazar-i-Sharif is the capital of Balkh province and one of the most important cities in the country. The Taliban issued a statement saying they had sent suicide attackers to the consulate. Many houses and shops were destroyed or damaged, said Munir Ahmad Farhad, spokesman for the provincial governor in Balkh. "The security situation is under control right now, but locals are in fears of last night attack, there are many women and children among those who wounded," Farhad said The German Foreign Ministry said in a statement there was an "armed attack" on the consulate but didn't specify the nature of the attack or mention any casualties.

The statement said there had been fighting outside and on the grounds of the consulate and that Afghan security forces and troops from the international Resolute Support mission were at the scene. The suspects, the majority Spanish aged between 40 and 60, are accused of "distributing over the internet images of extreme cruelty involving very young minors," police said in a statement, adding that most of the children were younger than 10. "In many cases, there are even babies subjected to serious abuse, including torture," Luis Garcia Pascual, in charge of the investigation, told reporters at a press briefing. Over 150 police officers and 46 investigating mag-

istrates took part in the operation carried out across Spain. Police said they seized over 170 computer hard drives, as well as 614 CDs and DVDs, which contained pornographic images. Garcia Pascual said there were "aggravating factors" in almost all the arrests made, such as the age of the victims, the huge amount of files found or the degrading nature of acts committed against the children. The authorities are examining the material to see if any of the men who were detained sexually abused minors themselves. Business consultant A consultant is a professional who provides professional or expert advice[1] in a particular area such as security (electronic or physical), management, accountancy, law, human resources, marketing (and public relations), finance, engineering, science or any of many other specialized fields . A consultant is usually an expert or a professional in a specific field and has a wide knowledge of the subject matter.[2] The role of consultant outside the medical sphere (where the term is used specifically for a grade of doctor) can fall under one of two general categories: " Internal consultant - someone who operates within an organization but is available to be consulted on areas of specialism by other departments or individuals (acting as clients); or " External consultant - someone who is employed externally (either by a firm or some other agency) whose expertise is provided on a temporary basis, usually for a fee. As such this type of consultant generally engages with multiple and changing clients. The overall impact of a consultant is that clients have access to deeper levels of expertise than would be feasible for them to retain inhouse, and may purchase only as much service from the outside consultant as desired. Hang a shingle, bring in clients, be your own boss, do awesome stuff and make bank. Consulting, as it turns out, isn't sexy, glamorous, or easy. It's downright hard -- harder than you might think. I encourage anyone with the moxie to start a consulting business. But I also offer cautions -- a few yield signs that could save you a lot of grief and get you closer to achieving your dreams. Here's what you need to know: 1. You're going to face cranky people. Some people can't handle unpleasant relationships, especially people who BS them or kick them around. If you're not ready to face cranky people, then consulting isn't for you. Consulting is a face-to-face business. You meet with people. You shake hands. You step into corporate of-

fices. You sit across tables. You talk to people. And some of those people you talk to are just plain mean. You figure out pretty quickly who is worth working with and who's not. As you figure it out, you might have to endure some relationships that eat away at you. 2. Your deliverable is knowledge. A consultant is hired for one reason: Knowledge. You must assert your knowledge in the niche for which you were hired. A client selects you to work on their behalf because you know something that they don't. This means that you tell them like it is, and don't back down. Deliver the knowledge that they pay for. If they don't like it, so be it. If they disagree, so be it. If you're expensive, then you'll be more likely to get the clients who pay expensive. And that's where you want to be. 4. You're selling yourself. As unpleasant as it sounds, a consultant is selling him or herself. There's nothing sordid or dirty about this. This is the way business is done in the consulting world. To successfully sell yourself, here's what you need to be prepared to do: " Dress to kill. You've got look as good as the services you provide. " Put a big price tag on yourself. People associate higher cost with higher value. The more you charge, the more people will consider you to be valuable. " Be trustworthy. Trustworthiness is essential in consulting. First off, no one will hire you unless you're trustworthy. Second, if they do hire you, they won't take your advice. Trust is what you have to go on. " Prove your worth. You can't just look it; you've got to actually beit. Give what you promise, and give it well. " Think of yourself as a valuable brand. The better the brand, the more successful you become. Try starting any business, and you'll have moments of absolute devastation, both personally and professionally. If that sounds brutal and scary, then you're exactly right. Consulting can take an emotional toll. That's a price that you have to pay, but it's not one that you can accurately quantify or predict. By afternoon, most ATMs downed their shutters and put up notices announcing that they were left with no cash. "I waited for an hour in the queue and minutes before my turn, the ATM was already down. My biggest problem is buying groceries and paying for other petty expenses," said 35year-old housewife Aditi Saha. Office-goers in the city were seen taking small breaks from work to check if the ATMs nearby had been refilled. Bank authorities had a tough time maintaining order in the ATM queues. Every time a customer

was seen trying to swipe two or more cards during his turn, others in the queue protested. Many customers complained that they needed more cash than just the daily withdrawal limit of Rs 2,000 as plastic money or mobile wallets were not accepted everywhere in the market. From today, customers are allowed to withdraw up to Rs 2,000 per day from ATMs till November 18. The withdrawal limit will be raised to Rs 4,000 per day per card from November 19. Situation was worse in a few districts, where reports claimed that ATMs did not open at all. All eyes were on the Automated Teller Machines (ATMs) today as lower denomination Rs 100 and Rs 50 notes were mostly reserved for them and banks were giving out the new Rs 2,000 notes. "There is a huge requirement of cash now and our people are trying their best to meet the demand. Every 10-15 minutes, an ATM is being refilled by us," State Bank of India AGM Mohan Mitra told media. Centre asks states to ensure security to banks, ATMs New Delhi, Nov 11: The Centre has asked all states to ensure proper security to all banks, ATMs and vehicles transporting cash in the wake of demonitisation of Rs 500 and Rs 1000 currency notes. The Home Ministry has deputed three officials to be in touch with state governments to ensure security of banks, ATMs and cash transporting vehicles. The three officials are taking regular feedbacks from the Directors General of Police and the situation in respective states, a Home Ministry official said. So far no report of any violence or untoward incident has come from anywhere in the country. "We have conveyed to the states that if they require

any assistance, we will provide immediately," the official said. The central government is expecting the financial situation to be normal in the next four-five days. Two separate advisories were sent to all states in this regard, the official said. Chaos and confusion reigned at most banks across the country with harried customers having to stand in winding queues for hours on end for withdrawing or exchanging demonetised notes. Their problems have been compounded with a large number of ATMsbeing non-functional or getting emptied soon after being replenished. (PTI)

Kochi, Nov 11: INS Vikramaditya, the largest warship operated by India and the third aircraft carrier inducted into the Indian Navy, is in the process of getting ready to go back to sea as she completed her "refit works" at Cochin Shipyard Limited here. The ship, 285 metres long and 60 metres wide with 23 decks, was dry docked at the CSL on September 23. The vessel was undocked on November 5 after carrying out "a large amount of works", a Navy official said here today. "The ship is now in the process of getting ready to go back to sea. She is preparing all her machinery, all her equipment, all her systems and very shortly we will be

sailing off from Kochi and going back to sea," Commanding Officer of the Ship, Captain Krishna Swaminathan, said. Commenting on the "large amount of works" that have been undertaken at the CSL during the period, Captain Swaminathan said, "we are very happy to report that all the work we have undertaken at the Cochin Shipyard Limited has been undertaken more professionally and we are entirely happy with the quality of the work we have seen." Mallya PMLA case: ED seizes fresh Rs 1,620 crore assets Mumbai, Nov 11: With a special PMLA court allowing its plea for further attachments, ED has seized under CrPC laws fresh assets worth Rs 1,620 crore of liquor baron Vijay Mallya in connection with its money laundering case against him and others. Officials said orders for the fresh attachment of "freezed and pledged shares" have come into force with the pronouncement of the court order yesterday and the agency will soon serve the copies of the order to all the stakeholders involved in the case, including Mallya. The special Prevention of Money laundering Act (PMLA) court of judge P R Bhavake here had yesterday declared Mallya a 'proclaimed offender' and directed the Enforcement Directorate (ED) to attach movable properties which were listed by the agency in its plea to the court. "The total value of these movable assets that have been seized is worth Rs 1,620 crore. This seizure is carried out under the provi-

sions of the Criminal Procedure Code (CrPC) and will be over and above the two earlier attachments worth Rs 8,041 crore issued under anti-money laundering laws," an official said. The court had yesterday ordered ED that freezed and pledged shares belonging to Mallya be attached by way of seizure and by prohibiting the delivery of such property to the accused or any other person on his behalf until further order. The court had, however, rejected ED's request for attachment of the liquor baron's overseas properties. The agency had moved the court last month seeking that Mallya be declared a proclaimed offender and his properties be attached as he did not comply with a proclamation order issued against him in June requiring him to appear before the court. ED had sought an order from the court under section 82 (proclamation of absconding person) of CrPC as several arrest warrants were pending against him. A person against whom a

warrant has been issued can be declared a proclaimed offender if the court believes that he or she has absconded or is evading execution of warrant. ED wanted Mallya to join the investigation "in person" in connection with probe under the PMLA, and in cases related to a Rs 900crore loan from IDBI Bank. It had said it had exhausted other legal remedies like seeking Interpol arrest warrant and getting his passport revoked to make Mallya join the probe. The total attachment made by the agency in this case has now shot up to Rs 8,041 crore as it had attached assets worth Rs 1,411 crore and Rs 6,630 crore a few months back. This is one of the largest attachments of assets made by ED in a PMLA case till now. Recently, courts had issued two non-bailable warrants (NBW) against Mallya in separate criminal cases, with both courts observing that he neither had any regard for law, nor any intention to return to India. The Sensex after opening lower at 27,344.85 continued to slide on heavy selling pressure in blue-chips, forcing the index to touch a low of 26,777.18 before settling at 26,818.82, down 698.86 points, or 2.54 per cent, its biggest single-day fall since February 11 when it had lost 807.07. This was the weakest closing since June 29, 2016. The gauge had rallied 265.15 points in the previous session. notes, had people queued up since early morning. But not all of them were operating and the crowds at many of the machines grew increasingly agitated on learning that they were still inactive. ATMs, which reopened two days after Prime Minister Narendra Modi announced demonetisation of two biggest currency notes, had people queued up since early morning. But not all of them were operating and the crowds at many of the machines grew increasingly agitated on learning that they were still inactive. Bank officials said all ATMs should start functioning by tomorrow after old notes are removed and new Rs 500 and Rs 2000 ones stocked in them. Showing great fortitude in the face of a daunting challenge, Vijay played a typically gritty innings of 126 in 301 balls, while onedown batsman Pujara compiled a more aggressive 124 in 206 balls. The duo forged a huge second-wicket stand of 209 to help India give an apt reply to England's massive first innings score of 537. England fought back late in the day by dismissing the well-set Vijay, who hit 9 fours and 4 sixes in his marathon 485-minute innings, and night watchman Amit Mishra (0) in the space of four balls. At stumps, India had replied with 319 for four, still 218 runs behind the visitors' tally with six wickets in hand on a track that showed some signs of wear and tear but did not hold many terrors for the Indian batsmen. Kerala are riding high after scoring a come-from-behind win against FC Goa in Goa on 24 October. They were down by a goal in the first session but staged a marvelous recovery in the second half to floor FC Goa 2-1 and jump to the fifth spot with eight points from six matches. Chennaiyin had no such luck in their previous match and were forced to settle for a point, despite taking the lead against FC Pune City in a 1-1 result in Pune. underlined the importance of registering victories, rather than dropping points. "The two games (at home) will be fundamental to us. It's difficult to win one game in the league and two in a row is even tougher. We know we are facing a really good team with solid defence and quality in attack. If we had won against Pune, we would have been at the top, but that did not happen. We have to have a change in mentality once again and face (Kerala) with an aggressive mentality. In this league, you can never stop," said Materazzi. Materazzi did not offer any hints on the team he would use for the Southern derby but if he chooses to field marquee player John Arne Riise, the Liverpool legend will be up against a familiar English Premier League rival. At the other end of the pitch will be Kerala marquee player Aaron Hughes, the former Fulham defender (2007-08) who played against Riise (then Liverpool FC) in the English Premier League. The two sides have been involved in some fierce contests in the past with Kerala famously knocking Chennaiyin out in the semi-

finals of the inaugural edition. Kerala coach Steve Coppell is into his first season in ISL and is already aware of the history between his team and Southern rivals, Chennaiyin. But he said tomorrow's match at the Jawaharlal Nehru Stadium will be just another game. "I have been made aware of the history but it means nothing to me. As far as I am concerned, it is just another game. This is a different team, different players, different year and different occasion. What at stake now is totally different from what was at stake in the past. We play them in a couple of weeks, so may the best team come out on top in both these fixtures," Coppell said. Coppell agreed that the last match win has done his team a world of good and they are now determined to continue with their progress. "Any win in this division is very important because it's so close. Coming to the half-way stage, there is no great deal of points between teams at the top and those at the bottom. Our win against Goa, psychologically, was quite important for us," he said.
