Taking continuing dig into the drug row, Lohit Police made yet another arrest of a habitual Drug Paddler Chow Dilip Longchot of Longtaw village in Namsai district on Friday by a Police Team led by Dumgantu Singpho, SI Lohit Police. The police have seized 23 packets of Brown Sugar weighing around 115 gm approximately during sudden raid. On Friday, the police have made another arrest comprising even a police constable along with a local public drug paddler. Taking the tip off, Kuru Tatung OC and his team including B Mossang SI, N Mungrey, Chagimso Drai, J Mossang, P Changmi constable rushed to the Digaru Ghat and arrested Chow Ensen Khen police constable and Akaiso Towang local public who were heading towards Tezu in I20 red Hyundai car. The police chased the car near Lohit Bridge at around 1810 hours here Thursday which was being driven by the constable and Towang was seating beside him in front seat. After through search of the vehicle the police recovered 5 (five) numbers of plastic pouches containing pink color of Brown Sugar which weight was around 19 gm approximately.

The Voluntary Health Association of Assam (VHAA) has welcomed the move of the State Government to strictly implement the Assam Health Act, 2013 in the state which bans sale, distribution, consumption, trade and storage of smokeless products containing tobacco or nicotine. The State Health Department had recently issued a official message to the Food Safety Commissioner, Deputy Commissioner and Superintendent of Police of all districts to implement the aforesaid act in letter and spirit and enforce total ban on sale, distribution, trade, storage and consumption of smokeless products such as zarda, gutkha, pan masala, etc containing tobacco and/or nicotine with immediate effect. It may be mentioned that under the Assam Health (Prohibition of Manufacturing, Advertisement, Trade Storage, Distribution, sale and consumption of Zarda,Gutkha,Pan-masala,etc containing Tobacco) Act, 2013, anyone found consuming smokeless tobacco was to be punished with fine of up to Rs 1000 for the first offence and Rs 2000 for the

Margherita police arrests Muslim youth for eloping Hindu girl ET Correspondent Margherita, Sep 9: A 22 year old Hindu girl, from Margherita who was eloped by a Muslim youth, identified as Paapu Ali of Betbari Demowmukh, Sibsagar District was today nabbed at Betbari Demowmukh, Sibsagar. On 4 September, at 3 Number Makum Pather Chirugaon Margherita a 22 year old girl, daughter of Numal Mech was eloped away by Pappu Ali, who first introduced himself as Pappu Kalita. After that, the girl parents and activists of Hindu Jagaran Manch Margherita (affiliated to
RSS) lodged a FIR at Margherita Police Station and eventually on 7 September Margherita Police Station officer in Charge Debojit Mahanta nabbed both the boy and girl from Betbari Demowmukh Sibsagar District. Guwahati, Sep 9: The public sector Numaligarh Refinery Limited (NRL) in Assam's Golaghat district has recorded a 70% growth of its net profit during 2015-16, highest in 16 years of its operation in the state. This announcement was made during NRL's 23rd annual general meeting here on Friday, which was attended by Bharat Petroleum Corporation Limited (BPCL) CMD, S Varadarajan who is also the chairman of NRL. NRL MD, P Padmanabhan, other members of the NRL Board and shareholders of the company were also present. NRL said that during 201516, the company recorded the highest ever net profit of
Rs. 1,222 crores over previous year's net profit of Rs.718 crores. "This is for the first time that the company has recorded a net profit above Rs. 1,000 Crores. Profit before tax (PBT) was recorded at Rs. 1,883 crores, marking an increase of 66% compared to the last year's PBT of Rs. 1,134 crores," NRL senior manager for corporate communication, Madhuchanda Adhikari said. With declaration of final dividend of Rs. 3.50 per fully paid equity shares of Rs. 10 each together with interim dividend of Rs. 3.50 per share which has been paid during the year, total dividend payout for NRL to its sharehold-

Arunachal Governor Jyoti Rajkhowa’s fall from grace may compel BJP to sack him Itanagar, Sep 9: A good administrator, an honest civil servant and a writer of repute; Arunachal Pradesh Governor Jyoti Prasad Rajkhowa earned many such titles in his distinguished career. But his failure to understand the tribal sensibilities in the state, as its constitutional head, cost him all the laurels that the 72-year-old had earned in his lifetime. Rajkhowa reportedly disclosed to a television channel recently that a minister from the Centre had informed him of the government's desire for him to resign, which he said he refused to follow. The disclosure came as a surprise for many in the region, given the fact that Rajkhowa was among the few governors appointed during the present NDA regime and was also seen as loyal to them. According to reports, Rajkhowa was asked to resign “on health grounds”. The pressure from the Centre for him to resign came just weeks after the Supreme Court restored the Congress government in the state. The Supreme Court had declared Rajkhowas's decision that resulted in the imposition of President’s rule in the state and ultimately led to the formation of a new government spearheaded by a faction of rebel Congress ministers, as “unconstitutional”. While refusing to resign without an order to do so
from the President of India, Rajkhowa reportedly said to the media, “I do not have a single blot in my long career in the government. The government must have appointed me as governor on the basis of my spotless track record. I feel very humiliated. It was a bolt from the blue.” Back in his home state Assam, hardly anyone would disagree with Rajkhowa’s take on his career. In fact, Rajkhowa has always been seen as a decorated personality in the Assamese society – a person with a brilliant academic career who made the state and its people proud by cracking the prestigious Union Public Service Commission exam and getting selected as an Indian Administrative Service officer as early as the year 1968. His elevation to the post of chief secretary of Assam in 2003 was publicised by the Assamese media with much fanfare. Apart from his drastic moves as the chief secretary to inculcate work culture in the state secretariat, his retirement from the service was also a subject that attracted wide media coverage. His literary works on the life and preaching of the great saint Srimanta Sankardev, whom the mainstream Assamese swear by, earned him many accolades. A senior journalist based in Guwahati who did not wish to be named told media that as an Assamese he is ashamed of what Rajkhowa did in Arunachal – that led to the fall of a democratically elected government. He further said that today Rajkhowa is not only seen as responsible for violating constitutional norms but also for damaging the fabric of mutual trust between the people of Assam and those of Arunachal Pradesh. Respecting tribal sensibilities has been a social norm that is widely accepted and practiced to a fault in North East India. Every North Easterner is expected to know this norm. But the scene in which a born Assamese, Rajkhowa, was seen interfering in the affairs of a government democratically elected by the people of the tribal state, bruised the emotions in Itanagar. Jyoti Prasad Rajkhowa’s fall from grace began right from the start of the constitutional crisis in Arunachal Pradesh. Just two weeks after he decided to advance the Assembly session by more than a month, on 9 December 2015, which the apex court declared unconstitutional in its final verdict this year, the All Nyshi Students Union raised protest in front of the Raj Bhawan in Itanagar. Nyshi is a dominant tribe in
Arunachal Pradesh and Nabam Tuki, the then chief minister of the state who was ousted in this Assembly session, is a leader from this tribe. But that was not the only pitfall that Jyoti Prasad Rajkhowa stepped on. The protesters sacrificed a ‘mithun’, an animal of the bovine species, in front of the Raj Bhawan; which the governor cited as cow slaughter. He saw this act as a serious sign of law and order break down, and cited it as a reason to implement President’s Rule in the state in his affidavit to the apex court. A mithun is considered a sacred animal among many tribes in Arunachal Pradesh. Mithun is sacrificed by many such communities as a ritual. But citing the incident of sacrificing as cow slaughter was seen as another example of disrespect to the tribal culture of Arunachal Pradesh. Another reason why Rajkhowa was accused of playing an anti-Nyshi and anti-Arunachali role was a letter he allegedly wrote to the prime minister during the constitutional crisis itself, in which he advised the government to upgrade an airport in his home state Assam rather than developing one at Itanagar. The final blow to his image came with the Supreme Court verdict that declared his role in the crisis period as unconstitutional. It only fortified the suspicion
against him of playing an anti-Nyshi and antiArunachali role. The Supreme Court indictment on the role of the governor’s office was seen as his major defeat. Hence his refusal to step down from the post of a governor on the pretext that the President of India has not sacked him yet, is also seen as a desperate attempt to make it not look like one. Certainly, the BJP also had to pay a political price for the decision of advancing the Assembly session. Since the constitutional crisis in Arunachal Pradesh emerged just six months after Rajkhowa was appointed as the governor, political pundits have every reason to believe that it was 'created' for obvious political gains. But the price of letting Rajkhowa continuing in his office could be even dearer for the BJP at a time when he has fallen from grace and has turned a bête-noire for the masses in Arunachal Pradesh. The Bharatiya Janata Party, that has a potent presence in Arunachal Pradesh with 11 MLAs, can hardly afford to be seen in the same light as Rajkhowa before the 2019 Assembly election. Since the party plans to march ahead to other North Eastern states, following a historic win in Assam, it would not be surprising to see if Rajkhowa is sacked in the near future; in case he remains adamant in his present stance that is.

A Staff Reporter Itanagar, Sept 9: The residents of Rakap Sanglum village under the nomenclature Rakap Sanglum Village Development Committee (RSVDC) vehemently opposed the eviction order of August 28 last, issued by the government and demanded that the government honours the agreements for compensations and relocations of the residents as agreed upon by subsequent state government since 1999. Highlighting further on this, RSVDC President, Tadar Tash in a press conference held at Arunachal Press Club said that “On matters of providing regular government job under C and D grade, provisions of lands for business with trading license, small contract works for the residents and relocation as under the agreements, subsequent state government has failed to provide any clear assurances with the exception of former Chief Minister late

What isn’t sedition In a wonderfully minimalist case of dental surgery, the Supreme Court has defanged governments and administrations which have been wielding Section 124A of the Indian Penal Code to throttle speech and cow down vocal critics. It has done this simply by refusing to lay down the law — reminding everyone that it was laid down a generation ago, in 1962. It has clarified that mere criticism of the government does not constitute sedition and that, in fact, it should not even attract a defamation charge. This observation should act as a restraining order on governments — particularly the Central government — which have been using the colonial curb of the sedition law as a blunt instrument to bludgeon critics with. The principle invoked was articulated in the landmark case of Kedar Nath Singh vs State of Bihar, in which the apex court had upheld the constitutional validity of Section 124A, but had disabused the government of the politically convenient notion that the draconian law could be applied to words, deeds or actions “intended to or… likely to incite public disorder” or violence. The court had insisted on the centrality of intention, since likelihood is a subjective notion which could invite unconstitutional behaviour from the authorities. Which is precisely what has been seen in recent months — unseemly campaigns to restrain those perceived to be political embarrassments like Hardik Patel and Kanhaiya Kumar, apart from sundry writers, performers, cartoonists? Now, in a public interest litigation filed by Common Cause, the Supreme Court has recalled the necessity to establish intention. The NGO had argued that ignorance of the law is causing the police to arbitrarily arrest critics of government, and had pleaded for guidelines requiring the clearance of a senior police official before Section 124A could be imposed. The court has declined to intervene in sedition cases past and future, and only required officers of the law to follow the principle of the ruling set down in 1962. Following a basic tenet of criminal jurisprudence, it has elaborated that the merit of a sedition charge must be appraised from case to case. The law of sedition was designed by a colonial power to prevent fractious citizens from overthrowing it by force. In the way it is used, it is anachronistic in a democracy where governments rule at the pleasure of the people, who are entitled to democratic protest and public criticism to force governments to acknowledge their concerns and opinions. To wilfully misrepresent protest as sedition is an egregious error on the part of government. It has been happening far too often and reflects an ugly paradox — democratically elected governments find democratic protest intolerable.
Reject protectionism: G20 summit shows consensus on goals, it is leadership which is in short supply The G20 summit in Hangzhou, China, had an important takeaway. There is wide support for Chinese President Xi Jinping’s call to end protectionism and build a more open global economy. However, as the outcomes of bilateral meetings between leaders showed, the road ahead is challenging. While everyone is agreed on the long-term aim of a more open global economy and robust multilateral institutions, short-term compulsions on account of electoral politics or entrenched positions muddy the waters. This situation needs a display of sagacity on the part of leadership of G20 member states, as a fragile global economy cannot afford protectionism. According to IMF, global economic outlook for 2016-17 has worsened on account of the Brexit outcome in the UK. World output, which is forecast to increase by 3.1% this year, has to withstand many risks. Xi’s call has to be seen in this context, as a retreat into protectionism is the biggest long-term risk to growth. Also, risks get amplified when global institutions, which provide a platform for a more open world, are undermined by powerful nations. China, for instance, has an unyielding stance on its territorial claims in South China Sea and has been disdainful of a verdict reached by the Permanent Court of Arbitration. Instead of pandering to mob prejudice, leaders should communicate the benefits of globalisation and dismantling of restrictions between countries. Globalisation has been an important contributor to the reduction of poverty, particularly in China which is today the world’s largest merchandise exporter. G20 leaders need to revive the spirit of the London summit in 2009, when they dissolved differences to coordinate actions in the face of an unprecedented global financial crisis. The world is at a crossroads and leadership is urgently needed.

National Crime Records Bureau’s data: handle with care to furnish data, which results in a few States being projected as juvenile crime hubs. Despite this, the NCRB went ahead and published its voluminous report of over 600 pages!
K. P. ASHA MUKUNDAN If the data on juvenile crime are anything to go by, the annual reports of the National Crime Records Bureau cannot be taken at face value. The National Crime Records Bureau’s (NCRB) annual round-up of crime statistics has in recent years been the subject of extensive media coverage. The parsing of the official data, however, tends to be a superficial exercise, focussing on the big numbers instead of the minutiae. Numbers that don’t quite add up On August 30, the NCRB released its ‘Crime in India 2015’ report. Let’s sample the section on “Juveniles in conflict with law”, Chapter 10. The figures in Table 10.4 — data on crimes by children below 12 years of age — state the following, among others: 13 boys charged with murder, nine with attempt to murder; 14 boys charged with rape; four boys charged with kidnapping and abduction of women to compel her for marriage; four boys charged with causing dowry death; 13 boys and a girl charged with assault on women with intent to outrage their modesty; 11 boys charged
with “unnatural offences”; two boys charged under the Foreigners Act. This is not all. Data show that 23 children below 12 years were charged under the Juvenile Justice Act, which means they must have committed one of the following offences: employed another juvenile or child for begging, supplied them with liquor or narcotic drugs, employed them and exploited them. Seventy eight children between 13 and 16 years were also charged under the JJ Act. Some of these offences sound a little difficult for those below 12 years to perform. If true, it is a matter of serious concern for us as a society. But if not, were these children in conflict with the law or were they victims who got wrongly documented as offenders? Is this what “increase in juvenile crime rate” is all about? There’s more. The report records 48 cases of “criminal breach of trust” being registered against children. Technically, anyone below 18 years cannot be charged thus, as Section 405 of the Indian Penal Code states that it can be applied only on those who can lawfully deal with property —
children below 18 years cannot, since they are ineligible to sign contracts. Similarly, five children were charged under the Essential Commodities Act, 1955. Again, this applies only on licensed vendors, and no licensed vendor can be below 18 years of age. A close reading of the tables brings out many such fallacies. The need to take onus This kind of data would mean two things. One, the police stations from where the data are being collected are not clear about definitions or not serious about the way they maintain documents; and two, the NCRB is not making adequate efforts to train police stations or State-level agencies in data collection, as evident from the disclaimer in the re-
port that it has made every effort to be “statistically consistent”. The report further goes on to state that “NCRB shall not be responsible for statistical error, if any, in the published data”. If the NCRB, attached to the Ministry of Home Affairs, and the only government body tasked with the publication of national-level crime data, refuses to take responsibility for the data they publish, who is? At a consultation held in July on “Interpreting Crime Data on Children” by the Bombay High Court and the Tata Institute of Social Sciences’ Resource Cell for Juvenile Justice, there were concerns raised by government officials on under-reporting of cases due to political pressure, and about how many States fail
Data given in Table 10.5 and Table 10.6 are also highly questionable. Table 10.5 gives figures of the number of different kinds of final orders passed by the Juvenile Justice Board (JJB) on juveniles apprehended under various crime heads of the IPC and Special and Local Laws (SLL) during 2015. This kind of data can only be cross-checked against orders passed by the JJBs. It may be noted that in Maharashtra (and a majority of the other States), the JJB does not maintain a record/break-up of the different kinds of orders it passes. In this context, how are the police able to provide such data given that the source of this table is police records? To substantiate this point further, the NCRB data is at odds with figures from Maharashtra collected by the Bombay High Court from Special Homes for juveniles for the aforementioned consultation. It was found that a total of 46 boys were sent to the only two Special Homes in Maharashtra. However, NCRB figures put the figure at 1,978! Unquestioned data Similarly, Table 10.6 gives
the ‘Classification of Apprehended Juveniles (under IPC and SLL) by Attributes During 2015’. The attributes here are education and economic status. I am yet to see a policeman who actually asks a juvenile his educational and economic status and records the same in the FIR. And yet, this table has complete data on each and every juvenile apprehended. This kind of data has been published year after year after year and goes unquestioned. This year, many media reports not only covered the ‘Crime in India 2015’ release prominently but even dedicated a separate section to juvenile crime. With the increasing popularity of NCRB data comes increased responsibility for the agency, especially when the data are referenced by national and international agencies for policymaking and research. It is time the NCRB took onus for the data it publishes and strived for authenticity instead of “statistical consistency”. Until then, handle NCRB data with care. Retaining MGNREGA’s core BRINDA KARAT There is a pithy saying in Hindi that the elephant has two sets of teeth, one for show and the other to eat. This seems an apt description of the approach of the Narendra Modi government towards the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). For public consumption the Finance Minister announces in his Budget that he has allocated the highest amount of funds for the implementation of the law, but in reality, States are being starved of funds. At the end of the financial year 2015-2016, an unprecedented Rs.12,000 crore was owed to the States, of which Rs.7,983 crore was owed to workers, the delays in wage payment stretching up to six months in some cases. Most shockingly Rs.2,723 crore was owed to workers in drought-hit States, the most vulnerable and desperate for livelihood. An informalised approach Now fresh evidence is available that the Central government is adopting opaque methods to dilute the law. There is a clear dichotomy in what the government is telling the Supreme Court in an ongoing petition on the implementation of MGNREGA and what it is telling the States. A platform on WhatsApp called ENCORE (or Enabling Communication on Rural Empowerment) run by the Joint Secretary of the Rural Development Ministry has been formed with around 300 officers from States, charged with the responsibility of MGNREGA. Even though this is run by an individual officer, it is clearly official policy that is being reflected and therefore must be considered authorised communication by the Ministry. This
is an instant method of communication which may be useful to send important information maybe of an urgent nature to the States. The problem arises on two counts. It is a procedure which bypasses the more transparent one of issuing official instructions through Ministry orders which are on record, on file, making the issuing authority accountable. Second, such communications are not accessible to the public though their content might have a direct impact on people. Third, they can easily be deleted by the administrator of the group. The Right to Information has proved to be a very effective instrument to glean information from governments on the functioning of MGNREGA. But there are no set procedures that WhatsApp messages from a Central government official to the State government can be accessed under the Right to Information Act. So whereas the WhatsApp messages have the stamp of authority emanating from a senior official in the Rural Development Ministry in charge of the implementation of MGNREGA, the aspect of accountability and transparency gets eliminated. Court cracks the whip This development needs to be seen in the context of the Supreme Court judgment in May this year on a petition moved by the Swaraj Abhiyan on a series of issues related to agrarian distress and in this particular case on the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act, 2005. The judgment read: “The Government of India is directed to release to the State Governments adequate funds under the scheme in a timely manner so that the workforce is paid
its wages well in time. It is regrettable that the pending wage bill for 2015-2016 was cleared during the pendency of the petition. The Government of India must shape up in this regard.” The court further indicted the Central government on the count of late wage payments with the scathing comment that it “had thrown social justice to the winds”. It considered delayed wage payments “a constitutional breach”. The government was forced to release funds in June, bringing huge relief to the workers whose dues were cleared. In addition, because of the monitoring by the Supreme Court, the Central government has had to release funds to the States for projects under the law. As a result, around 85 per cent of the funds budgeted for the year have already been released in the first five months. This reflects also the high demand for work. In the background of the devastating drought and widespread agrarian distress, MGNREGA is literally a lifeline for millions who have no other means of survival because of the lack of work in the countryside. The number of person-days generated in the first four months of the year is 89 crore person-days, the highest since 2012-2013. But while this is a positive development, it also means that just around 15 per cent funds are available for the remaining seven months. Already, according to information available on the website of the Ministry, nine States have a negative balance, meaning thereby that they do not have the funds either to pay wages or to plan and implement projects based on the demand. The lean season for agricultural work that sees a spike in the demand for work under
MGNREGA is usually between January to April. What is going to happen then? Will the funds be made available by the Central government? The funds squeeze The concern is because the Central government has been wilfully cutting down on the funds available to MGNREGA. Looked at as a percentage of GDP, the budgetary allocations have come down from 0.36 in 2012-2013 to 0.26 in 2016-2017. The government has tried several methods to cut down on the demand and the requirements of the States. The projected annual demand of the State and the equivalent amount of funds required — known as the labour budget — is finally decided by the Central government. The first downscaling happens here. On an average the Centre has cut the States’ requirement by about 30 per cent. This has serious repercussions on workers. The situation got so bad that the Chief Minister of the best performing State, Tripura, had to sit on an unprecedented hunger strike in Delhi in 2014 to demand adequate funds. In the present situation, with the Supreme Court monitoring the issue, the Central government cannot be quite so blatant. It has assured the court that there is no formal or informal cap on the funds. It is here that the WhatsApp messages from the Centre should be taken as an indicator of the government strategy to dilute the provisions of MGNREGA. A message on the ENCORE platform says that “to resort to logic that it is a demand driven programme and whatever is asked for will be given, does not cut much ice now”. Cut ice with whom? The Supreme Court which had accepted the assurance at face value? An-

This response instantly attracts wrath of China as
other WhatsApp message reads, “Wage employment, with one point agenda of registering demand and responding to it is no longer the core concern.” And further, “we ought to desist from campaigns for enlisting demand and indulging in the mad race of more and more person day generation”. Hollowing out the core? The Supreme Court itself had quoted from the MGNREGA to point out the “core”, namely “An Act to provide for the enhancement of livelihood security of the rural households by providing at least 100 days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do manual work…” Yet through WhatsApp the same officer, winning praise from the court for “being well versed on the subject”, contradicts the provisions of the act itself. As far as the creation of person-days is concerned the court had directed “both the State Government and the Government of India… to make all efforts to encourage needy persons to come forward and take advantage of the scheme. A success rate below 50 per cent is nothing to be proud of.” But here the Ministry is referring to it as a “mad race” to create workdays. A most unique feature of the MGNREGA is its universal character. It is not a “targeted” programme as many of the other social sector schemes are. The rationale is that only those who cannot find better alternatives of employment will opt to work in MGNREGA. It is not a charitable enterprise. It is extremely hard work under very difficult work conditions. The work which is piece rated is linked to such high productivity norms that it is almost
impossible for a worker to earn the full minimum wage. Anyone who has even a remote idea of a MGNREGA worksite knows that, more so in a period of drought where income from agriculture has literally dried up, even farmers survive by their work in MGNREGA. End this doublespeak Under Mr. Modi, the government has tried to change the nature of the law from being universal to targeted by first promoting the idea that work should be made available only in the most backward districts identified jointly by the Central and State governments. This was strongly opposed by many State governments as an encroachment on the law. Now the Ministry through the WhatsApp group is pushing for enrolling only the poorer sections. The message informs that it is the Central government that is going to identify such families; “this is to assist you in gap assessment .. a targeted approach.” There are many other such examples of how the Ministry is saying something to the Supreme Court and directing officers in the State government to do the opposite. This is all part of the skewered policies of the pro-corporate Modi government. Bailouts for the rich, for whom unlimited subsidies in the form of unrepaid bank loans of over Rs.8 lakh crore or tax concessions of over Rs.5 lakh crore in a single year are easily handed out. But when it comes to the rights of the working people to national resources, and to the implementation of a law unanimously adopted by Parliament, there are no funds available. Sikkim Nagaland, Tripura top in reducing sparkles infant mortality among small states in NSSO sanitation survey New Delhi, Sept 9: Sikkim has been adjudged the cleanest State while Jharkhand comes last in the list on the condition of sanitation in rural areas of 26 states. Prime Minister Narendra Modi's home State, Gujarat is ranked 14th. The results of the survey carried out last year by the National Sample Survey Office (NSSO) was released on Thusday by Union Rural Development Minister Narendra Singh Tomar here. The NSSO conducted the survey in May-June 2015 covering 73,176 households in 3,788 villages across the country. The ranking given on the basis of percentage of households having access to sanitary toilets and using them (either household or community toilets). Sikkim scored 98.2 per cent on a scale of 100. Kerala scored 96.4 while neighbouring Tamil Nadu notched up just 39.2. Mr. Tomar, who also heads the Drinking Water and Sanitation Ministry, which released the report, maintained that the survey was conducted in 2015 and a "lot of changes have taken place since then" in the Swachh Bharat campaign. Asked why non-BJP or NDA ruled states did better in 2015, Mr. Tomar said the campaign "is for all".
Agartala, Sept 9: The northeastern states of Nagaland and Tripurahave topped among the small states in India in reducing Infant Mortality Rate (IMR), an official said here on Thursday. According to latest official data, the IMR in Nagaland is 17 per 1,000 live births (01 years) while in Tripura it is 21 against the national average of 40 deaths per 1,000 live births. "The best performing large states for decline in IMR award was given to Haryana and West Bengal. In this category the best performing small states were Nagaland and Tripura," Tripura's National Health Mission (NHM) director Shailesh Kumar Yadav told reporters. Union Health and Family Welfare Minister J.P. Nadda gave away the awards to the best performing states at the third National Summit on "Good and Replicable Practices and Innovations in Public Health Facilities" at Tirupati in Andhra Pradesh last week. The official said that to further reduce the IMR, the Tripura government has adopted 13-point steps. These include, 60 delivery centres were made into ideal delivery centres with upgraded labour rooms, new born care corners established in all 102 delivery centres and eight new born
stabilisation units set up in sub-divisional hospitals. Yadav said that a special scheme "Mayer Ghar" (mother's house), under which the labour rooms will be equipped with all facilities, are being operationalised to reduce home deliveries in selected interior and tribal areas and thereby cut down on maternal and infant deaths. "The financial health of the government would not allow implementation of the Pay Commission recommendations unless additional financial assistance is received from the Centre," Lal Thanhawla said. State finance department has been calculating the financial implications of implementing the pay panel recommendations, officials said.

"We have submitted numerous petitions to concerned authorities. However, the road has been left to decay for the past 7 years. Finally we decided to generate fund from villagers to repair it all by ourselves. We no longer believe the State government or any authority will come to help us," said secretary of Khoide Union, Haile Phillip.
He added that it was unbelievable that an MLA from the valley, Th Shyamkumar, representing Andro Assembly constituency readily donated Rs 50,000 for the work. "He has our blessings and his (Shyamkumar) gesture will go a long way in fostering ties between the hill and valley. We are indebted to his kindness," Phillip added. As a Good Samaritan, Director of NEC, Kh Siile Anthony also donated Rs 50,000 for the cause. Altogether, the road repair initiative has collected a sum of Rs 2,39,388. President of Lepao Naga Union, RT Daiho, who is the authority of 32 villages, is also involved in the repair works. He said villagers have been suffering for long due to apathy of the State government. "We have no further trust in the administration. We have come out to do the work ourselves. I have notified villagers to volun-
teer for the repairing work and we have overwhelming response from the people. We will complete the work in a week's time," he said. Villagers complained that the designated SDC never comes to his office located at Purul. It was also pointed out that the local MLA, Alexander Pao has not once come to look into the work done by the villagers. The villagers use the money for hiring an earthmover and a truck for lifting rocks and transport them. The food and tools are brought by the villagers and moreover, no money is paid to labourers. A woman worker Louniru, holding a spade in hand quipped, 'God help those who help themselves. We are united in our work and we will pave the road.' KTDSSU dismayed over poor school, health infra State level programme meet Dimapur, Sep 8 : Kiphire Tuensang District Sumi Students' Union (KTDSSU) has expressed resentment over deplorable condition of health and school infrastructure and shortage of teachers and absence of doctors under its jurisdiction. In a press release, KTDSSU president Bothuka Yepthomi and general secretary V. Atoka Yeptho said the union having concern for grassroots level inspected the school infrastructure and health centres provided by the government from August 26 to September 3, 2016 under its jurisdiction. KTDSSU expressed shock that GPS building (erstwhile boys hostel for GMS Sitimi Town) at Sitimi town built in 1985 was in deplorable condition. The union said during rainy seasons students were compelled to shift to two-room extension provided by SSA thus hampering normal classes during rain. KTDSSU also said that GPS Seyochung Town and GPS Shothumi "A" buildings were on the verge of collapse. It said the roof of GPS Phisami building, which was blown off by storm on April 18, 2016, has been left unattended. Though the matter has been brought to the notice of the responsible SDEO and directorate of school educa-
tion by various organisations, the union said the department has failed to address the damage caused by natural calamity. Owing to roofless class rooms, students were made to occupy in one class room affecting normal classes for the past five months, they said. It was also stated that during rainy days many students hesitate to come to school leading to increase in drop outs at the primary level. In this regard, the KTDSSU has urged the responsible department to look into the matter and address the hardships faced by the innocent students and teachers. The union cautioned that failure to address the matter would force it launches phase wise agitation. The union further said owing to shortage of teachers in some schools, even Grade IV staffs were compelled to teach main subjects. Expressing dismay with the department for neglecting the primary and middle schools, the union said while some schools have excess teachers there was shortage of teachers in some schools. Therefore, the union has urged the education department to speed up the "rationalisation" process to mend uniformity of teach-

Further, the union also cautioned irregular officers, teaching staffs and non-teaching staffs, saying action would be taken against those placing substitutes and proxies. During its tour, the union said it also interacted with the staffs, village education committee /town education committee chairmen and town health committee/village health committee chairmen. Meanwhile, KTDSSU has expressed gratitude to GBs, village council chairmen and colleagues for extending cooperation during its tour.

The meet was jointly organised by the Department of Animal Husbandry & Veterinary, Nagaland, and National Bank for Agriculture and Rural Development (NABARD). Commissioner & secretary, M.K. Ayodhya, Sept 9: On Friday Congress leader Rahul Gandhi offered prayers at the Hanuman Garhi Temple in Ayodhya, becoming the first member of the NehruGandhi family to visit Ayodhya since the demolition of the disputed structure in 1992. Before embarking on the fourth day of his mahayatra in Uttar Pradesh, where elections are due early next year, the 46-year-old Congress Vice President met Mahant Gyan Das, who is known for his anti-Vishwa Hindu Parishad (VHP) stance, before having 'darshan' at the temple. No member of the Congress' first family has visited Ayodhya since the demolition of the Babri Masjid 24 years ago, in December 1992. As a convoy of cars, buses
and open trucks rolled into the temple town, people rushed out of their houses to have a glimpse of the Congress leader. Much significance is being attached in political circles to Rahul's visit to Hanuman Garhi, which is about a kilometre away from the Ram Temple at the disputed Ramjanmbhoomi-Babri Masjid site. Rahul also stayed away from the site of 'shilanyas', the foundation stone that had been laid there in 1989 for the construction of Ram Temple in Ayodhya. Old timers recall that 26 years ago, Rahul's father and former prime minister Rajiv Gandhi had planned to visit the Hanuman Garhi Temple on a trip to Ayodhya during his 'Sadbhavna Yatra' in 1990, but he could not make it because of paucity of time.
20 killed, 30 injured as bus falls off bridge in Angul district in Odisha New Delhi, Sept 9 : Twenty people were killed and more than 30 others critically injured when a bus carrying them fell off a bridge in Odisha's Angul district on Friday. The mishap took place near Deulijhari when the bus from Boudh to Athamallik fell from a bridge at Puruna Manitri, DGP KB Singh said. While 16 persons, including four women, were killed, 30 others sustained serious injuries in the accident, Singh said. The injured were admitted to a hospital at Athamallik where the condition of many was stated to be critical, said Angul District Collector Anil Kumar Samal who rushed to the spot to supervise rescue operations. Expressing shock over the mishap, Chief Minister Naveen Patnaik directed the district administration and police officials to take immediate steps for medical treatment of the injured persons. The chief minister directed that the injured be provided medical treatment free of cost, officials said. Several students of Athamallik College were also travelling in the bus, they said. It was not immediately clear as to how the bus fell off the bridge, but the driver appeared to have lost control over the vehicle, they said. (PTI)

Hyderabad, Sep 9: Pandemonium broke out in the Andhra Pradesh Assembly on second day of the threeday monsoon session in Hyderabad on Friday with the opposition YSR Congress members creating a ruckus over the issue of special category status for the state. Unruly scenes were witnessed as the opposition legislators entered into a scuffle with marshals inside the House, as the MLAs stormed the Speaker's podium for the second consecutive day demanding an immediate discussion on the special status issue. An adjournment of the proceedings did not ensure any order, but only led to more trouble as some of the unrelenting YSRC MLAs climbed onto the House reporters' table in front of the Speaker's podium. One MLA was found breaking the Speaker's mike while a couple of others broke the railing to the podium. A television camera, placed adjacent to the Speaker's podium, recording the House proceedings was also damaged in the melee. There was pushing and shoving between the YSRC legislators and the marshals with the latter trying to block the former from advancing towards the Speaker. Speaker Kodela Sivaprasada Rao then adjourned the House for the second time. Earlier in the day, the Speaker admonished both the MLAs and the marshals, and adjourned the proceedings for 10 minutes
as the opposition protest grew noisy. The YSRC members, wearing black robes, were on their feet as soon as the House sat for the day's proceedings at 9 AM. They demanded that a discussion, through their adjournment motion, be immediately taken up on the special status issue. Legislative Affairs Minister Yanamala Ramakrishnudu said the government on its own agreed to make a statement in the House on the announcement made by Union Finance Minister Arun Jaitley extending a special financial package to AP. "The Chief Minister was ready to make the statement yesterday but you did not allow it. As decided in the Business Advisory Committee meeting, we can have a discussion in the House only after the Chief Minister makes the statement," Yanamala said. When YSRC MLA Peddireddi Ramachandra Reddy insisted on a discussion without the Chief Minister's statement, Yanamala shot back saying, "Lotus Pond (Jagan's residence-cum-YSRC headquarters) rules don't apply in this House." Following this, the YSRC legislators stormed the Speaker's podium and some of them tried to surround his chair like they did yesterday. On Friday, however, marshals were ready in anticipation of the situation and, as the opposition members stormed the Speaker's podium, they moved in to keep the protesting MLAs at bay. As the marshals tried to physically prevent them
from reaching the Speaker's chair, the YSRC MLAs jostled with them. In the melee, a couple of legislators and marshals tripped. A visibly upset Speaker chided the opposition members saying "you are committing a big mistake" and asked them to return to their seats. "Don't attack the marshals. That is not correct. This is a legislative body, bear in mind and learn how to behave in the House," Kodela said. "If you think attacking the marshals is the members' right, there can't be nothing more unfortunate. The entire state is watching (your behaviour)," the Speaker told the protesting opposition members. The high-handed behaviour towards the Speaker's position was not correct, Kodela said, adding that everyone should respect the Chair.
"Do you support this highhanded behaviour? You are not realising what a big mistake you are committing. If you have decency and wisdom, ask your members to resume their seats," the Speaker told the YSRC deputy leader. He also directed the marshals not to touch the MLAs. "Marshals, please don't touch the MLAs. You will not touch the members," Kodela cautioned the marshals. As there appeared to be no let up in the situation, the Speaker adjourned the proceedings for ten minutes.

The court, meanwhile, granted exemption from personal appearance to former cricketer Bishan Singh Bedi, who was also summoned as accused in the case, for today after his counsel submitted that he could not appear because he was unwell.
New Delhi, Sept 9 : One of the main accused and "muscleman" of the GB Road prostitution and human trafficking racket surrendered before the Crime Branch today. \ "Sarfaraz came to the Crime Branch office today around 2pm and surrendered. We were on the lookout for him ever since the racket was busted and Afaq and Saira Begum were arrested," said a senior Crime Branch officer. A team led by DCP (Crime) Bhisham Singh had been conducting raids across Bulandshahar where Sarfaraz alias Billi was suspected to be hiding. The police is also conducting raids in various cities of Uttar Pradesh to arrest other accused. Last month, Delhi Police
had arrested a couple and their six associates for running a vast network of human trafficking and prostitution racket in the red light area of GB Road in the heart of national capital, booking them under provisions of the stringent MCOCA Act.

Many of the fires are believed to have been started deliberately. Residents in villages near the central Portuguese town of Leiria were forced to leave their homes overnight after fires in the surrounding tinder-dry pine forests raged out of control. Local authority chairman Artur Santos admitted the situation was "uncontrolled" and warned that "houses and livestock are at risk". He said protecting members of the public was a priority for the emergency teams sent in to tackle the inferno. Officials said arson was suspected as the cause of the fires with four separate blazes being located by fire chiefs. Southern France has also been scorched by more wildfires with the Calanques national park near Marseille bearing the brunt of the latest blazes. In the crowds which fill the Grand Mosque and its surroundings day and night, AFP saw numerous pilgrims wearing bracelets. But some were issued by travel agents and don't include the information stored in the government's bracelet. Nabil Melhem, 61, a Palestinian bricklayer, wears one of the official bracelets, which he said cost about two riyals (53 cents). It is "like a passport," said Melhem, from the Israelioccupied West Bank. The bracelet is two centimetres (almost an inch) wide and coloured green for pilgrims from Arab countries. "If we get lost, if we die, if we are sick or unable to talk, they can contact our delegation, thanks to the bracelet," he said. Drissa Conakry, a Nigerian pilgrim, said hotel staff "put this bracelet on us as soon as we arrived". PTI Karachi, Sep 9 : Openly admitting that it was "very frustrating" to see Muhammad Irfan bowling just 5 overs at Headingley before leaving the field, Pakistan head coach Mickey Arthur has made it clear that he will not tolerate unfit and under-performing players in the national squad. Irfan, who was called into the squad as replacement for injured Mohammad Hafeez, managed to claim two wickets in just five legitimate overs he bowled in the fourth ODI against England at Headingley before going off with cramps. He was then ruled out of the remainder of the England tour. "Irfan is not happy at all at the way the head coach insisted that he return to Pakistan after he limped off the field during the fourth ODI in England with a hamstring strain," one well-placed source told PTI. The source said that Irfan, after returning to Lahore, had complained to some officials that he was not unfit and had only got a slight calf strain, and was fit a day after the fourth ODI at Manchester. "Irfan claimed that he told the head coach that he was fit but was still told to return to Lahore and report at the national cricket academy and be 100 per cent fit for the series against the West Indies," the source disclosed. He said Irfan had even asked the team management and trainers to take his fitness test.
