The 12 hour Namsai District Bandh today called by the All Tai Khamti Singpho Students's Union (ATKSSU), All Namsai Area Youth Association (ANAYA) and All Namsai District Students’ Union (ANDSU) passed off peacefully. The Bandh was called to register protest and condemn the brutal attack on a police team on duty by drug dealers and villagers on 10 September last. The Bandh which started from 6 am in the morning and ended at 6 pm witnessed cooperation from all quarters. The vehicles remained off the roads, business establishments downed their shutters and the general public too extended their cooperation and solidarity. The Bandh organisers also submitted a joint memorandum to Deputy Commissioner Namsai Sri R. K.Sharma in the evening with six point charter of demands. The demands included increase of police strength in the Namsai P.S. taking into account the highest registration of cases by the station in the state as at present there were only fourteen personnel besides the officers. Assam CM asks DCs to assess damage to crops by caterpillars PTI Guwahati, Sept 13
Assam Chief Minister Sarbananda Sonowal today directed Deputy Commissioners of districts affected by rice swarming caterpillars to personally inspect and assess the damage caused to farm lands with the District Agricultural Officers concerned. The state has been severely affected by rice swarming caterpillars, which have destroyed paddy spread over thousands of hectares in ten districts and the Chief Minister has directed the Deputy Commissioners to take necessary action to control the problem. Sonowal said in a statement that the state government has taken the matter seriously and all efforts have been made for swift and immediate action to control the situation. "The Deputy Commissioners have been directed to go for field verification so that the caterpillar menace can be prevented from affecting more farming lands," he said.

Mahad tragedy: Gadkari blames land acquisition delay
AISSF dissolved; new structure by next year New Delhi, Sept 13:All India Sikh Students Federation (AISSF) was dissolved today with incumbent president Karnail Singh Peermohammad constituting a 13-member committee to resurrect its organisational structure by next year. A decision to this effect was taken by the AISSF president on the founder's day of the organisation. Peermohammad announced he would hand over the reins of the organisation back to students. He constituted a 13-member committee headed by Jagroop Singh Cheema to resurrect the
organisation set-up afresh by March 14 next year. Dissolving the old organisational structure, he said he would work in the capacity of its interim head till a new set-up is formed. He said the people who love and revered this historical body want this to be returned to the students. "The change in leadership was overdue and moreover we are old-aged, so we had finally decided to hand over the body to those students, who ascribe to its aims and objectives," he said. He said the 13-member adhoc committee will be authorised
to approach newcomers studying in various schools, colleges and universities for fresh enrolment. The next president and the office bearers of the organisation will be elected on March 14, he said. The federation celebrated it's 72nd foundation day today while expressing concern over Sikhs living in Jammu and Kashmir. The federation also decided to send a 5-member delegation to J&K to review the militant threat to the Sikh community in the state, he said. Peermohammad has been AISSF's president since 1995.

"SP President Mulayam Singh Yadav has appointed you as the president of the Uttar Pradesh unit. It is hoped that with your hard work, you will further
strengthen the party," SP National General Secretary Ram Gopal Yadav said in a letter addressed to Shivpal Singh Yadav. A copy of the letter was also marked to Akhilesh Yadav. The development came hours after Akhilesh shunted out state Chief Secretary Deepak Singhal, considered close to Shivpal Singh, and replaced him with Rahul Bhatnagar. Singhal had taken over as Chief Secretary nearly two months ago.

No comparison between J&K and PoK - India's response to UN's request for access to Kashmir New Delhi, Sept 13: Reacting to comments by UN High Commissioner for Human Rights on the situation in Jammu and Kashmir, India said on Tuesday that Pakistan-occupied Kashmirhad become a hub for the global export of terror. Noting that the commissioner had received 'conflicting narratives on the cause for the confrontations', India pointed out - "It would be recalled that the present situation arose from the death of a self-acknowledged commander of the terrorist organization, Hizb-ulMujahideen, who was wanted for several terrorist acts. It was further aggravated by sustained cross-border terrorism emanating from Pakistan. Terrorism is the grossest violation of human rights and should be so acknowledged by any impartial and objective observer. The high number of casualties sustained by Indian security forces is a reflection of the tremendous restraint they have displayed in difficult circumstances." The statement by Ministry of External Affairs further stated, "As regards the suggestion for a visit of a mission to both sides of the Line of Control, we would underline that there is no comparison between the situation in the Indian state of Jammu and Kashmir and Pakistan-occupied Kashmir. The former has a democratically elected government, while the latter has seen a Pakistani dip-
lomat arbitrarily appointed as its head. The Indian state of Jammu and Kashmir is part of a pluralistic and secular democracy, where freedoms are guaranteed by an independent judiciary, an active media and a vibrant civil society. "We had previously received reports, and still continue to do so, claiming the Indian authorities had used force excessively against the civilian population under its administration. We furthermore received conflicting narratives from the two
sides as to the cause for the confrontations and the reported large numbers of people killed and wounded. I believe an independent, impartial and international mission is now needed crucially and that it should be given free and complete access to establish an objective assessment of the claims made by the two sides." He said Pakistan has already handed over a letter formally inviting an OHCHR team to the Pakistani side of the line of control, but in tandem with a mission to the Indian side."I have yet to receive a formal letter from the Government of India. I therefore request here and publicly, from the two Governments, access that is unconditional to both sides of the line of control," he said, as per PTI. Meanwhile, in Islamabad Pakistan Foreign Office welcomed Zeid Ra'ad's statement and said, "The visit by the OHCHR team would help to end the culture of impunity which is prevailing for more than 68 years, in violation of international law and UN Security Council resolutions." Foreign Office said Pakistan will give access to any UN team to its controlled region."We note the High Commissioner's statement that he awaits a formal letter from India for access to Kashmir. Russia ready for ruble bonds as domestic currency finds groove

Moscow, Sept 13 : Moscow is considering its first ruble-denominated bond sale since 2014 with investors seeing signs of the currency stabilizing in an era of sanctions and cheap oil. "We are looking at it and have been talking to issuers since the middle of this year. Investors think the ruble has more or less stabilized at the current level and are eagerly buying," Andrey Solovyev, global head of debt capital markets at VTB Capital in London told Bloomberg. According to him, the companies that will issue ruble Eurobonds may be Russian state-run or privately-owned blue chips. Since April, the ruble has held firm against hard currencies. The Russian
currency has been trading from 63 to 67 against the dollar and 71 to 75 against the euro. The Central Bank freefloated the ruble in November 2014, which was followed by a currency collapse peaking in December of that year, when it fell to 80 against the dollar and 100 against the euro. As of June, foreigners owned a record 1.35 trillion rubles ($21 billion) in local-currency bonds known as OFZs, or 25 percent of the overall amount, the Central Bank reported this month. The news helped 10-year government yields surge to eight percent, a level last seen since Western sanctions were imposed over the conflict in Ukraine.
"The risk appetite for Russian credit has returned to levels we haven't seen in a long time. Skyliner train tops 20 million passengers amid demand for swift travel to Narita Narita, Sept 13: The number of rail passengers using Keisei Electric Railway Co.'s latest Skyliner route topped 20 million on Tuesday, after just over six years of service. The train travels the 70 km from central Tokyo to Narita International Airport in Chiba Prefecture in as little as 36 minutes. Keisei held a ceremony to mark the milestone at Narita Airport Terminal 1 Station. It offered a commemorative gift to the 20 millionth passengers. The current, third-generation Skyliner train was launched in July 2010. It uses the Narita Sky Access Line, which has more straight sections than the line used by earlier Skyliners. Traveling at a maximum speed of 160 kilometers per hour, the new Skyliner takes passengers to and from Narita in 36 to 44 minutes, although the journey is longer for travel at cer-
tain times of day. It took three years and five months for the current Skyliner to see its passenger count top 10 million. After that, use increased steadily thanks to an increase in the number of planes using Narita and a surge in foreign tourists visiting to Japan. In fiscal 2015, when tourists from China increased sharply, about 10,000 passengers used the Skyliner service per day. From April to June this year, the number of Skyliner passengers grew 6 percent year on year, although the number of Chinese visitors traveling on shopping tours waned during the period. Cumulative passenger traffic for the Skyliner topped 20 million only one year and four months after surpassing the 15-million mark in May last year.

New Delhi,Sept 13: The Department of Economic Affairs has raised questions over implementation of e-commerce guidelines, arguing that it may not be possible to stop online firms from influencing product prices. The issue was discussed in a recent meeting of a committee on e-commerce headed by the NITI Aayog CEO Amitabh Kant. It held its first meeting on September 5 to deliberate on issues related with the sector. During the meeting, the Department of Economic Affairs representative suggested that e-commerce players store goods of vendors in their godowns and hence they may influence the prices of the products by giving discounts and commissions to the buyers, sources said. In March, the government released guidelines for ecommerce players. It al-
lowed 100 per cent FDI through automatic route in the marketplace format of ecommerce retailing. However, FDI was not permitted in inventory-based model of e-commerce. The guidelines also states that such entities will not "directly or indirectly influence" the sale price of goods and services and shall maintain level playing field. The issue of offering discounts by marketplace online players has for long remain a bone of contention between e- commerce companies and brick and mortar stores. The commerce and industry ministry had received lot of complaints by stakeholders including traders body Confederation of All India Traders (CAIT) on this matter. Following the protest, the ministry asked the online retailers to
strictly comply with the guidelines. The DEA has also stated that the present norms create artificial difference between marketplace and inventory-based models. The department argued that though the idea is to create a level playing field for offline players, it may not be possible to ensure its implementation. The meeting was attended by officials of the Department of Industrial Policy and Promotion (DIPP), IT body NASSCOM, Department of Electronics and Information Technology and representatives from six states including Maharashtra, Karnataka, Assam, Punjab and Madhya Pradesh. The government had set up this committee to look into all issues, including foreign direct investment norms, pertaining to the ecommerce industry.

Return of the Cauvery crisis ith the Southwest monsoon falling short this season, the story of any other monsoon-defi cient year is being repeated: Tamil Nadu rushing to the Supreme Court citing the crisis faced by its farmers, the court ordering release of some water, and protests erupting in Karnataka. The reason for this endless cycle of sporadic litigation and ad hoc adjudication is that the two States continue to avoid any mutual engagement to share the shortfall during distress years. And there is no permanent, independent mechanism to ensure this. The Cauvery Water Disputes Tribunal, which gave its award in 2007, has asked the parties to share the deficiency on a pro rata basis. However, a major problem in implementing this aspect is the absence of a 'Cauvery Management Board' and a Regulatory Authority, which the Tribunal had wanted created to oversee implementation. Instead, after notifying the final award in 2013, the Union government set up a Supervisory Committee comprising officials from the Union government and the Central Water Commission and representatives of both States. The court has now asked Tamil Nadu to approach the committee, which will decide on further releases.

The Supreme Court's direction, when implemented, will ensure about 13 thousand million cubic (tmc) feet of water to Tamil Nadu over 10 days. This will not be adequate to save the entire samba crop, Tamil Nadu leaders argue, while their Karnataka counterparts contend that this itself is a huge burden, given the State's own storage deficit. It is understandable that the political leadership of any State would not want to be seen as betraying the interests of its farmers. Yet, the desire to protect one's own interests should not shut out empathy for one's neighbour. Ideally, any distress-sharing formula should come from a technical body. It would have helped if the Centre, which dilly-dallied for six years before notifying the final award under a judicial direction, had set up the Cauvery Management Board and Regulatory Authority. In the longer term, experts will have to devise a sustainable agricultural solution for the Cauvery basin, as the river does not seem to have the potential to meet the farming requirements of both sides. In a world of depleting water resources, fewer crop seasons and lower acreages, a resort to less waterintensive crops and better water management hold the key. Non-political initiatives, such as the 'Cauvery Family', a body formed a few years ago covering farmers of both States, could help disperse the clouds of hostility that gather over the border whenever the Cauvery crisis erupts. Politics and passion should not be allowed to hold sway.
State of the Congress campaign ongress vice-president Rahul Gandhi's "kisan yatra" continues to roll through Uttar Pradesh. In advance of the Assembly elections due early in 2017, Mr. Gandhi is on a Deoria-to-Delhi trek, and in its early days he has managed to keep the spotlight on his presence in various ways. His "khaat sabhas" created a flutter as some rural folk, invited to sit around informally, took off with the stringed cots. The subsequent wisecracks by political opponents about Congress workers struggling to stop the flight of the khaats were, wisely, dovetailed into the message of acute rural distress that the party is seeking to amplify. A poor farmer making off with a freebie as basic as a charpoy was being called a thief, said Mr. Gandhi, taking aim at the BJP government at the Centre, while flamboyant businessmen who dupe banks were being politely referred to as defaulters. So far, Mr. Gandhi has taken pot shots at all his opponents: he said the elephant (the election symbol of the Bahujan Samaj Party) has eaten away everything, the cycle (symbol of the ruling Samajwadi government) is punctured, and Prime Minister Narendra Modi takes selfies with the powerful, not with ordinary farmers. If this gives the appearance of indiscriminate attacks on all foes, the strategy may in fact be rather more carefully calibrated. The Congress must know it has no chance of succeeding in its avowed aim of winning the election alone - but to count as a political force in U.P. and at the national level, the party needs to be seen to be backing itself, and being the primary spokesperson of the electorate's aspirations. That these roadshows are not about U.P. alone is obvious from the absence from the frame of the Congress's chief ministerial candidate, Sheila Dikshit. Whether the roadshows will meet with the level of success that Sonia Gandhi's 2004 campaign through U.P. or Mr. Gandhi's own 2009 mobilisation did is still uncertain. Each of those journeys through U.P. gave the Congress the ability to throw its voice farther on the national stage. Those were, however, Lok Sabha campaigns, in which the Congress has tended to fare better than in State elections. For instance, it got 21 (out of 80) Lok Sabha seats in 2009, but three years later managed just 28 (out of 404) Assembly seats. Since then, in the singular summer of 2014 the BJP's campaign left the Congress and the two regional giants witless. So the Congress campaign is being waged as much against the incumbent government in Lucknow as that in New Delhi. Mr. Gandhi's media managers have succeeded in moderating the surround sound of the yatra - with no sectional vote base anymore, the Congress now has the opportunity to unveil a cohesive, inclusive manifesto.

Protesters are angry at a Supreme Court ruling ordering Karnataka to share water from the Cauvery river with neighbouring Tamil Nadu. On Monday afternoon, a school bus was stopped in the Banashankari area in southern Bangalore. Three drunk men got into the bus and asked aloud: "Which child belongs to Karnataka and and which child belongs to Tamil Nadu?'' The 15-odd students, aged between 10 and 14, were stunned. Their school had asked them to leave early because the situation was tense, with violence and arson breaking out in many parts of the city. "Luckily the driver handled it tactfully. He told the intruders that everyone was a native of Bangalore and that their families supported Karnataka on [water sharing with] Cauvery,'' said a parent, not wanting to be identified.

The student was hunted down and forced to apologise. Across the border, in Tamil Nadu, petrol
bombs were hurled at a popular restaurant owned by a resident of Karnataka in Chennai while the driver of a vehicle with Karnataka number plates was slapped and ordered to say "Cauvery belongs to Tamil Nadu". The latest violence brings back memories of the anti-Tamil riots in Bangalore in 1991 over the same issue. Then, some 200,000 Tamils were reported to have left the city, after incidents of violence and arson targeting them. There was a proposal in 2013 to set up a panel comprising representatives from the two warring states to resolve disputes over river water sharing. But successive governments have dragged their feet on this, and the two leaders - Karnataka chief minister Siddaramaiah and his counterpart in Tamil Nadu, Jayaram Jayalalitha - have not reached out to each other to resolve the crisis. And with Delhi reduced to being a reluctant referee, the onus has fallen on the Supreme Court to crack the whip.

In the month of March this year I went to Philobari and found that some of my close relatives are small tea farmers and somehow are earning their livelihood out of the toils they do in the farming-sites. I myself noticed in Moran, Rajgarh and Tingkhang with the vast adjoining areas, there are myriad of families absolutely dependent on tea-farming and in the process hun-
dreds of thousands of youths are employed in earning the bread for their families. These educated youths by the sweat of their brow contribute fairly to the nation in earning foreign exchange. At a time, when the employment problem assumes an alarming proportion, the tea farming provides an avenue by absorbing myriad of youths. What they need is ampathy and love from both Central and state government, particularly from the latter. But it seems now, these small-teafarmers are facing tough time owing to whims of the tea tycoons who never care about the interest of the small-teagrowers. These tycoons at their own whims bring down
the prices of the tea-leaf pushing the small-tea-farmers to extreme penury. As if all these are not enough as these youths exclusively engaged in tea-farming are confronted with one hurdle after another, the latest one to plague them is abrupt disruption of gas-supply to the factories by the Assam-GasAgency. Explosives seized in Meghalaya PTI Goalpara, Sep 13: A huge quantity of explosives was seized from Meghalayaby police during search operations in the run-up to the Independence Day. Acting on information provided by an arrested ULFAcadre, a police team from Assam's Goalpara district along with the Meghalaya police conducted a search operation in the Rangmkhlang Hills and found a huge quantity of explosives buried in a pit, a police official said. The explosives recovered include 52 gelatines and 182 detonators along with several metres of fused wire. The arrested ULFA cadre has been identified as Lambu Asom alias Harinath Rabha who was nabbed by security forces recently along the Assam-Meghalaya border, he said. Search operations were continuing in the area.

Agencies Shillong, Sep 13: The Meghalayalegislative assembly on Monday voiced its concern over the rising cases of drug abuse among youth in the state. The opposition said heroin consumption in Meghalaya is the highest in the country, surpassing Punjab. Hill State People's Democratic Party member Ardent Basiawmoit had moved a special motion regarding the drug menace, in response to which home minister HDR Lyngdoh said the police department is making serious efforts to address the issue. Basiawmoit had
said rising crime in the state could be linked to the growing drug problem in the state. Lyngdoh said state police and other agencies had been successful in seizing various kinds of drugs from 2013 to 2016. Some of these drugs included heroin, cannabis, cough syrup, sedatives and other substances. In the same period, 112 cases were registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. "Out of these cases, 80 chargesheets were submitted. There have been 13 convictions and trial in 19 cases is on. In 30 cases,
the charges could not be substantiated," Lyngdoh said. The home minister attributed the vulnerability of the northeast to drug abuse to the easy availability of drugs from Myanmar. "Earlier, Shillong was a transit point. Now, it is a destination for drugs and narcotics," the MLA said. Jemino Mawthoh from United Democratic Front urged the government to divert the state's youth away from drugs to sports. Paul Lyngdoh from United Democratic Party suggested that a Narcotic Control Bureau be set up in Shillong.
Replying to a call attention motion moved by Titosstarwell Chyne of UDP on the problems faced by students who are not being able to apply for scholarships in the State in absence of Aadhaar, Warjri informed the Assembly on Monday that Aadhaar was not mandatory. The minister also said UGC had been requested to accord similar exemption in PhD fellowship applications. "The response is still awaited from UGC in this regard," she added. For this, applications need to be submitted through a New Scholarship Portal 2.0 launched in July 2016, Warjri said, adding that these decisions of the ministries were communicated to the students of the State through media. "However, since the Aadhaar enrolment in the State is very low, students here were finding it difficult to register in the portal and accordingly the Chief Minister, in a letter dated August 17 this year, appraised the Union ministers of minority and tribal affairs besides the ministry of human resource development on the low enrolment status of Aadhaar in Meghalaya and sought exemption for the students to provide Aadhaar for applying for scholarships," the Minister said. Warjri said subsequently exemption was provided to the beneficiaries of the state to register in the national scholarship portal without Aadhaar.

At the very least, it would be unwise to put all its eggs in one basket," it said highlighting China's disquiet over the project which has also cast a shadow over India-China ties. Prime Minister Narendra Modi raised concerns over the project in his meeting with Chinese President Xi Jinping on the sidelines of the G20 meet in Hangzhou on September 4. UNGA session to begin amid North Korea nuke threat United Nations, Sept 13: The 71st session of the UN General Assembly is set to begin here today, setting the stage for the annual high-level gathering of global leaders amid North Korea's growing nuclear threat, unprecedented refugee crisis and greater push to ratify the Paris climate deal. The session will be the last for Barack Obama as the US President and opens less than two months before America goes to polls to elect its next commander-inchief. The 71st session is also the final one for UN Secretary General Ban KiMoon with his 10-year tenure ending on December 31. Heads of State and government and foreign ministers from 193 nations will descend at the world body's headquarters here next week to participate in the high-level General Debate, which opens on September 20, to highlight their national priorities and global concerns.

India wil ll be represented by External Affairs Minister Sushma Swaraj, who will address world leaders from the iconic green lectern of the UN General Assembly hall on September 26. Prime Minister Narendra Modi had given his maiden address as India's leader in the General Assembly in 2014 and last year he had attended the Sustainable Development Summit when the ambitious 2030 global agenda was adopted by world leaders. Given that the session will be the last for Ban as UN Secretary General, he will hold a special event on September 21, inviting world leaders to deposit their instruments of ratification, acceptance, approval or accession to the Paris Agreement on climate change. 1. Attend Back-toSchool Night and P a r e n t - Te a c h e r Conferences Teens do better in school when parents support their academic efforts. Attending your school's open house or back-to-school night is a great way to get to know your teen's teachers and their expectations. School administrators may discuss school-wide programs and policies, and post-high school options that parents and guardians of juniors and seniors need to know about. Attending parent-teacher conferences is another way to stay informed, although in high school, staff usually set these up only when parental involvement is needed to address issues like behavior problems, falling below grade-level expectations, or alternatively, benefiting from advanced class work. If your teen has special learning or behavioral needs, meetings can be scheduled with teachers and other school staff to consider setting up or revising individualized education plans (IEPs), 504 education plans, or gifted education plans. Once you write 15-20 such tests, CAT will no longer be a stranger to you. When you will sit for actual CAT, you will feel as if you have done this a lot of times and it will help you to remain confident during the exam. Soon after Eid prayers ended in Bandipora, a group of protesters started hurling stones at security forces who retaliated by firing tear smoke shells and pellet guns, a police official said. He said 20-year-old Murtaza Ahmed was hit by a tear smoke shell resulting in his death. Several others were injured in the security forces' action in Bandipora town. Clashes were also reported

Two more chikungunya deaths in Delhi New Delhi, Sept 13: Two more chikungunya deaths were today reported at a city hospital, taking to three the number of fatalities due to the vector-borne disease in Delhi where the number of cases have mounted to over 1,000 this season. 65-year-old Ramendra Pandey yesterday died of chikungunya at the Sir Ganga Ram Hospital, in what could be the first such death in the national capital. The other two deaths also took place at the same hospital yesterday and both victims were aged above 60 as well, hospital authorities told PTI. "Uday Shanker of Dwarka was admitted on September 11 and he died on September 12. His RT-PCR test for chikungunya had come positive. He had come to our OPD and then admitted. "Ashok Chauhan, 62, from Aligarh also died of chikungunya yesterday. He too was admitted in ICU on
September 11 and his RTPCR test came positive," a senior official of the hospital said. Pandey, who was referred from a Ghaziabad hospital, had succumbed to the disease at the hospital at 4 AM after suffering chikungunya with sepsis. Doctors say that chikungunya is not a lifethreatening disease in general, but in rare cases leads to complications that prove fatal, especially in children and old persons. Incidentally, one suspected chikungunya death has also been reported at the AIIMS, but hospital authorities are yet to confirm it. "We are yet to confirm if the death was due to chikungunya. But till then it is a suspected case," AIIMS spokesperson Amit Gupta said. According to reports, the "chikungunya death" at the All India Institute of Medical Sciences took place sometime in September and

Chikungunya cases in the national capital have sharply risen to over 1,000 this season, marking a jump of nearly 90 per cent from its count last week. According to a municipal report released yesterday, at least 1,057 cases of this vector-borne disease have been recorded till September 10, however, hospitals in the city altogether are reporting much higher number. Authorities at the Sir Ganga Ram Hospital said, Pandey was kept under the care of a senior specialist in the Department of Medicine and a team of doctors from the Internal Medicine-ICU. Lalit Dar of Department of Microbiology at AIIMS said, "At our laboratories, 1,360 chikungunya blood test samples have tested positive till yesterday. Kapurthala, Sept 13: A 40-year-old woman along with her two children allegedly committed suicide today by jumping into Kali Bein rivulet at Sultanpurlodhi city here, police said. Tripta, her daughter Jasmeen (6) and son Bablu (5) drowned in the Kali Beini rivulet. They were residents of Sultanpurlodhi. Police said the victims had gone to Nirmal Kutiya to take medicines from a charitable mobile van in the morning. When Tripta did not return home, her family members started looking for them and found the boy's body floating in the rivulet. Divers recovered the other two bodies later, they said. Sultanpurlodhi DSP Piara Singh said Tripta was mentally upset and might have committed suicide by jumping into the rivulet. Investigation to ascertain the reason behind the suicide is underway and the bodies have sent for postmortem, he said. (PTI)

Rajiv Gandhi Vellore, Sept 13: A G Peralivalan, one of the seven convicts in the Rajiv Gandhi assassination case, was today attacked inside the high security central prison here by another inmate, police said. The 44-year-old was attacked by another inmate Rajesh, they said. Officials declined to spell out details of the incident, including the reason for the attack, maintaining that an inquiry by prison authorities was on. Perarivalan is being treated at the prison hospital, police said. Rajiv Gandhi was killed by a suicide bomber at nearby Sriperumbudur on May 21, 1991 and seven persons-Murugan, Santhan, Perarivalan, Nalini, Robert Payas,
Jayakumar and Ravichandran, were convicted in the case. Nalini's death sentence was commuted to life in 2000 following a cabinet recommendation and appeal by Rajiv's wife, Sonia Gandhi. The Supreme Court had commuted the death sentence of Murugan, Santhan and Perarivalan in February 2014 following delay in deciding on their mercy plea. The Tamil Nadu government had in March this year decided to remit the sentences of all the seven convicts. However, the matter soon went to the Supreme Court and is pending there, with the Central government questioning the State's powers to grant remission to them on specific grounds

Game of phones: Interconnect charge emerges Galaxy Note 7 fiasco: Samsung as new battleground among operators to launch apology ad Should interconnection charges -- or the payment made for mobile phone calls from the network of one operator to another -- be scrapped? The industry watchdog and some players appear to be in its favour, even as some others feel it can impact future investments and quality of service. At stake is an estimated Rs 25,000 crore in annual revenues. The Telecom Regulatory Authority of India (TRAI) floated a consultation paper titled "Review of Interconnection Usage Charges" last month, seeking the views of stakeholders on whether interconnection usage charges applied by service providers should stay or be removed. The responses, including counter-comments, have to be furnished by October 10. At present, such charges for wireless to wireless calls stand at 14 paise per minute -- paid by the mobile operator on whose network the call originates. Bringing it down to zero could potentially cut mobile phone tariffs by a third -- or more. The issue takes on significance in view of the announcement made by Reliance Jio Infocomm that it will not charge for voice calls. If it has to pay the interconnection charges, it would have to subsidise each such call. Reliance Jio already has some 1.5 million subscribers. The watchdog also asked
whether termination charges between different networks -- from fixed-line network to wireless and vice versa -- should be symmetric. "It is true players who are already in the market would like to monetise their investment in infrastructure. They would want those who wish to access their network to pay for it. It will hurt those who have invested in infrastructure at a time when we need to increase, not decrease, infrastructure investment," he asserted. Nonetheless, several countries have drastically slashed interconnection usage charges over the past year keeping customer welfare in mind, including Aus-
tralia, Norway, Portugal, South Africa, Saudi Arabia and the United Kingdom. The Indian watchdog's consultation paper quotes the OECD Digital Economy Outlook as saying that mobile termination charges were on a constant decline. "The OECD average of mobile termination charges fell by 65 per cent in 3.5 years from $0.0561 per minute in May 2011 to $0.0197 per minute in November 2014." According to Rajan S. Mathews, Director General, Cellular Operators' Association of India, zero interconnection usage charges can cost the industry Rs 8,000-Rs 10,000 crore annually. "Industry will be impacted in several ways," Rajan said. "When the the revenue stream is curtailed, industry players will rethink on how much to bid for spectrum. Infrastructure spending will take a big hit. Rural roll out of network will get retarded," he said. "Industry as a whole invests around $8 billion-$10 billion every year for infrastructure roll out, out of which 30-40 per cent goes to the rural sector. As of now, around 85 per cent of the country has coverage for voice. But more investment is required for fibre connectivity. If this flow of revenue stops then in the longer run it will impact quality of service," he said.

The iPhone-maker's automotive project, long an open secret in Silicon Valley, is shifting to focus on creating the technology for an autonomous vehicle that doesn't require a human driver. The new direction apparently doesn't foreclose the possibility that Apple might someday build its own car, but it opens the door to partnering with other car companies. The new emphasis was confirmed Friday by a person with knowledge of the project, after the New York Times reported that Apple is "rethinking" its automotive strategy. The person spoke on condition of anonymity because they weren't authorized
to discuss the project. Apple had no official comment Friday and has consistently declined to confirm its automotive ambitions. But Elon Musk, the chief executive of electric-car maker Tesla, has said that Apple has hired hundreds of engineers, including some from Tesla, to work on an automotive project. Local officials in the San Francisco Bay Area say Apple contacted them last year about using a former naval base that's been converted into an automotive testing ground. More recently, the New York Times and Bloomberg News have reported that Apple's initial efforts to design its own car have suffered from management turnover and technical delays. Haryana Chief Minister Manohar Lal Khattar congratulates Deepa Malik New Delhi, Sept 13: The Haryana Chief Minister Manohar Lal Khattar has congratulated Deepa Malik on becoming the first Indian woman athlete to win medal at Paralympics. She won silver medal in the women's shot put event with a throw of 4.61m at the Paralympics in Rio de Janeiro, Brazil. In a statement issued late in the evening, the Chief Minister said, " I extend my heartiest congratulations to Deepa Malik who made history at Rio and won silver medal. The daughter of Haryana has done the state and the
country proud. If it was Sakshi Malik, who brought the country first medal in wrestling in Olympics, Deepa has become the first woman athlete from India to win a medal in Paralympics. Our daughters are bringing laurels and we are proud of them", the Chief Minister added. The 45-year-old Deepa Malik hails from Haryana's Sonipat district won the medal in the shotput F-53 final by throwing her personal best of 4.61m at the Olympic Stadium (Engenhao) in Rio de Janerio, Brazil. Deepa's Silver was India's
third medal at the prestigious quadrennial event. Earlier, Thangavelu Mariyappan and Varun Singh Bhati won gold and bronze respectively in the high jump T-42 event. This was Deepa's 11th overall Indian Medal. She has also won medals in swimming at international competitions. Deepa, was confined to a wheelchair in 1999 owing to a spinal tumour which made her paralysed from waist down.Under the new sports policy of Haryana, the state government would give her Rs 4 crore for winning silver medal in Paralympics.
India upstages China in Asia Challenge basketball Tehran , Sept 13:In a rare feat, the Indian men's basketball team stunned formidable China in its secondround group E encounter to stay in contention for a quarterfinal berth in the FIBA Asia Challenge here on Tuesday. The Indians triumphed 7064 to hand the group-toppers their first loss. This was India's second win in four matches and the team is currently placed third in the group. The Indians need to finish inside the top-four to make the last-eight stage and will take on Kazakhstan in their final group encounter tomorrow.
India had earlier beaten China two years ago in the FIBA Asia Cup. Hero of yesterday's triumph was Amritpal Singh who carried the team to the momentous victory with a superb allround performance. China was ahead 17-14 after the first quarter, putting up a lead that stood the highest at 9 points in the middle of the second period. However, India scripted a turnaround from there. With China leading 27-18 in the second quarter, India tightened up their defense and went on the offensive, stated a release from FIBA. Amritpal and Amjyot paired
up to spark a 13-2 run that ended the first half 31-29 to hand India a slim 2-point advantage at the break. The Chinese could not surpass the lead after that. The Indian defense was impeccable and forced the Chinese into committing errors. India scored 22 points off turnovers. The 25-year-old Amritpal who plays professionally in Japan, recorded 23 points, hauled down 14 rebounds, blocked 3 shots and had 3 steals in a fantastic show of skill.
