In his order under Section 144 CrPC, Dibrugarh Deputy Commissioner Laya Madduri prohibited the use of carry bags and containers made of recycled plastic to store, carry, dispense or packing food stuffs while the same made for the use in other purposes must use pigments and colours as per the specifications of Bureau of Indian Standards. The prohibition also includes manufacturing, stocking, distributing or selling of carry bags made of virgin or recycled plastic of less than 40 microns in thickness and of pouches made of non–recyclable laminated or metallic plastics. Carry bags and containers made of virgin plastic must be in natural shade, the order
stated. “The use of plastic carry bags or multi layered packaging or plastic sheets or like covers made of plastic sheet which are not manufactured and labeled or marked in accordance with the "Plastic Waste Management Rule, 2016" keeping in mind the above perspectives and the extent of seriousness which is leading to imminent apprehension of danger to environment and public hygiene by extensive use of plastic bags, this order comes into force with immediate effect. This order is passed ex-parte considering the exigencies of the matter. Any violation of this order shall be punishable under provision of Section 188 IPC and under the relevant provision of law,’’ a press release stated.

A Staff Reporter Dibrugarh, Oct 26: Bad road conditions and nonexistent footpaths have been causing a lot of troubles for the residents of this historic town. One such road is the Assam Medical College and Hospital (AMCH) road which is in an awful condition. The road near Gangapara is in a pathetic condition too which has caused woes for the resident of the town. It is unfortunate that it has become a regular phenomenon and the authorities concerned do not pay any heed to it. People have been struggling with this problem for long but it seems there lays no solution to this problem. “The road near Gangapara is in ramshackle and a big pothole has created trouble for us because we have to travel from that area and due to jerking we faced
problems. But the Public Works Department (PWD) is doing nothing to repair the road,’’ alleged Shymal Baruah, a resident of the town. “The patients have to suffer the most when they go for treatment at AMCH or any private hospital because they have to go from the that road,’’ said another resident of Gangapara. He added every year government allocates fund for the repair of the roads but they did not pay any heed to the genuine problem. “Before the election the BJP government have promised many things and in one of their promise they have highlighted about the bad road condition and said that they will developed the roads if comes to power but they are not repairing the road towards AMCH,’’ alleged Kalyan Biswas, resident of Gangapara. Owing to this pitiful con-

On Wednesday, the Jorhat Health Department declared that cases of dengue effect had increased to 36. Most of the cases are from Jorhat Urban areas Where 21 case of Dengue has been registered. Officials of the Health and Family Welfare department have intensified mass awareness campaign in certain areas of urban Jorhat to prevent the spread of dengue fever as two patients of Soladhara and Rupohi Ali area tested positive with dengue virus this month. PAC team inspects infrastructure projects in Pasighat ET Bureau Pasighat, Oct 26 : The Public Accounts Committee(PAC), headed by Chairman Kaling Moyong, along with members Tesam Pongte and Olom Panyang today visited the newly constructed Circle Office building at Yagrung, Arunachal State University Complex including inspection of other infrastructure sites –Outdoor Sports Stadium, DDSE office and ShikshaSadan, Dura Korong Substation here at Pasighat. On being apprised by the ASM, Yangrung, Talom Mize, on the need for posting a regular CO and for construction of approach road to the office building, the PAC chairman assured to take up the matter on both the issues, adding that PAC will take up with Speaker for sanction of fund under SIDF /SADA. In the meeting attended by the GBs and PRIs of Yagrung Village and HoDs of various departments, Deputy Commissioner Isha Khosla informed that the tour of the PAC team has been conducted with the objective to inspect the progress of various projects and its benefits to the people. been created for the office of the CO outpost for the benefit of the people of Yagrung. team also suggested the DD to ensure provision of power supply connectivity. The PAC team assured to prepare a comprehensive report for submission to the Speaker. On their way to Aalo, they also visited 2x5 MVA 132/ 33. KV Sub-station at Dura Korong. SE Transmission Planning and Monitoring R Bado explained in detail about the Sub-station. They will also inspect the progress construction of 132 KV line from Aalo to Pasighat. The deadline given for completion of this project is December next, for which the Pasighat transmission is putting all out efforts. Once this project is completed and commissioned, all the districts under Siang belt including Anjaw and Dibang Valley districts will receive quality and reliable power supply. Congress cries foul, accuses Nitin Gadkari of violating model code

ET Bureau Guwahati, Oct 26 : The Congress on Tuesday moved the Election Commission (EC) alleging that Union surface transport minister Nitin Gadkari has violated the model code of conduct by announcing an Rs 1 lakh crore road transport development package for the state when the bypolls to one Lok Sabha and one assembly constituency are round the corner. The by-elections to Lakhimpur Lok Sabha and Baithalangso assembly constituencies are scheduled to be held on November 19 and October 17 respectively, bringing the model code of conduct into force in the state. State Congress president Ripun Bora, in his letter to the chief election commissioner, stated, "This is an attempt to influence the voters and is also gross misuse of official power and status which violates the provisions of the Constitution and the model code." He urged the CEC
to take immediate action and suspend declaration of the above schemes. Bora wrote, "Surprisingly, Sarbananda Sonowal, chief minister of Assam, along with Rajen Gohain, MoS, railway ministry, Chandra Mohan Patowary, minister of transport, Assam, Parimal Suklabaidya, minister of PWD, Keshab Mahanta, minister of water resources, and Vinod Kr Pipersenia, chief secretary, Assam, after meeting Nitin Gadkari, Union minister for roads, NH and shipping, declared a number of schemes relating to roads and water transport development." "Some of the schemes are directly within the jurisdiction of Lakhimpur Lok Sabha constituency. The above declarations made by Gadkari and Sonowal, along with his team, are in gross violation of the model code of conduct of the Election Commission which apprehends holding of free and fair polls," Bora wrote in his letter. DCM Chowna Mein reviewed Projects under RIDF
A Staff Repoter Itanagar, Oct 26 : Deputy Chief Minister Chowna Mein stressed on time bound implementation of the projects under Rural Infrastructure Development Fund (RIDF) while reviewing the projects under RIDF Tranche-XXII for the year 2016-17 in the Conference Hall of the State Planning Department here today. He said that the programmes under RIDF are time bound and it should be implemented timely. He added that the timely implementation of the programme would safe the fund from being wastage. He suggested to the executing agencies to follow a yearly calendar for timely completion of the projects under RIDF and asked them to complete the projects by end of December, to submit DPR for next project by March so as to get sanction by June of every year. Lamenting the executing agencies on delayed submission of DPR, he said that due to poor performance on the submission of DPR by the executing agencies, the state govt is losing fund allocation in successive years. He strongly urged them to get this error corrected from
this year onward. He also stressed on immediate submission of Project Completion Reports of the projects under RIDF tranche XIV and Utilization Certificates while asserting that due to non-submission of UC in time, the state govt is facing hurdles in getting fund from the centre. Mein also emphasized on strict monitoring of the projects under RIDF and to take proper follow up action of the sub-ordinate officers/ staffs in the field. He said to take stern action against the dilly-dallying officers/ staffs and in the same time, to appreciate and reward the efficient officers/staffs and also to reflect their performance in the ACR. He directed the heads of executing agencies to start the works under RIDF 2016-17 immediately as the mobilization advance of Rs 39.63 Crore has been received for various projects. He also said to release state share of previous year’s projects in which 90-95% work has been completed so far. DCM also mooted for uniform selection of beneficiaries from all the areas of the state instead of selection from a particular area and constituency for the
schemes under the agriculture, horticulture and allied sectors. Earlier, Secretary Planning, Dr Joram Beda informed that 57 numbers of projects amounting to Rs 568.60 crore is being taken up under RIDF 2016-17 in the state. He proposed for holding of review meeting every month for effective monitoring and implementation of the projects under RIDF. He also highlighted the project wise status and department wise list of RIDF ongoing projects in the state. In the meeting, DCM also reviewed the NABARD sponsored projects of previous years, reimbursement status, fund placement/allocation and DPR submission of new projects. Among others, Parliamentary Secretary (Planning), Chow Zingnu Namchoom, Commissioner (Dev & Finance), Ashish Kundra, Commissioner (Horticulture), Bilatee Pertin, Deputy General Manager (NABARD), Binod Kumar, Chief Engineers of PWD, WRD, PHED, RWD and HoDs from Horticulture Department also attended the meeting.

Assam parties urge low-key Diwali celebrations IANS Guwahati, Oct 26: Several organisations in Assam on Wednesday appealed to the people to celebrate the October 30 Diwali festival on a low key to commemorate 88 civilians who died in serial blasts in the state eight years ago. The anti-talk faction of the National Democratic Front of Bodoland (NDFB) had triggered nine blasts across Assam, leaving 88 persons dead, in 2008. "The state's people should remember how the worstever terrorist attack tore Assam apart on October 30,
2008. We must respect those who lost their lives due to terrorists," said All Assam Students Union Adviser Samujjal Bhattacharyya. He said the celebrations should be in tune with the solemnity of the commemoration. All Assam Tribal Sangha also appealed to the people to avoid bursting of crackers to honour the terror victims. "Everyone can celebrate Diwali, but it should be restrained. We can pay tribute to the serial blasts victims
by avoiding extravaganza like bursting of crackers," said Sangha General Secretary Aditya Khakhlary. Assam Pradesh Congress Committee (APCC) spokesman Apurba Kumar Bhattacharyya expressed sorrow over the deaths in the 2008 serial blasts and said everyone should take a pledge on the day to fight terrorism. "One should not restrain people from celebrating the festival. However, it should also be an occasion to take a pledge to fight against all kinds of terrorism and violence," Bhattacharyya said.

resentatives of religious minority organizations there. "We learnt that the Indian government has not formally informed the Bangladesh government about the problem of infiltration. There should have been a repatriation treaty to address the problem," Mahanta told the media here on Tuesday. Mahanta claimed religious persecution is no longer a problem in Bangladesh.
"There were problems earlier. But under Sheikh Hasina's leadership, we have not heard of any such religious persecution in Bangladesh. This year, more than 29,500 Durga pujas were organized in Bangladesh. Hasina engaged her ministers to visit these areas and assisted them with financial grants. How can anyone say there is religious persecution?" he said. "I would like to request your government to open a visa office in Guwahati to facilitate better connections between people, help promote tourism and improve economic ties between the two countries," Mahanta said in his speech in Dhaka. The affected homeless people took shelter on dyke and nearby highland. Though the water level of the Brahmaputra is in bottom line of the river yet the devastating erosion of the mighty river is going on in several parts of the dyke of the river in Lahorighat and Bhuragaon revenue circles
under Morigaon district. The Kathoni village and its surrounding areas were affected due to the erosion forcing the villagers to go nearby areas. In the area, one high school, one health centre one panchayat office are on the verge of extinction due to the erosion of the river. The disaster caused by the Brahmaputra during this monsoon led the rural economy of Bhuragaon and Lahorighat to a moribund state. All crops and vegetable fields were devastated. The flood and erosion affected the agriculture sectors besides damaging
fisheries, animal husbandry. The road communication systems in rural areas of Lahorighat and Bhuragaon were completely damaged. The additional dyke constructed in between Bhuragaon and Baralimari at the cost of Rs 5 crores from Rural Development department was breached during the last flood in the month August. Now the river may cause again devastation in between Bhuragaon and Mayong as there is no erosion protection measure in those 27 km areas along the bank of the Brahmaputra.

Assam govt forms panel to probe Kaziranga anti-eviction deaths PTI Guwahati, Oct 26: The Assam government has constituted a single-member committee to probe the incidents leading to death of two persons during an eviction drive at Kaziranga National Park last month. "The government of Assam, vide a notification issued on October 24, has constituted a One-Man Inquiry Committee headed by the Additional Chief Secretary to the Government of Assam, Welfare of Plain Tribes and Backward Classes Department, Rajiv Kumar Bora," an official release said. The committee will submit its report within 30
days from the date of issue of the notification. It has been constituted to inquire into the circumstances leading to the death of two persons and injury to many, including police personnel, besides loss of public properties due to violence, it added. "The Committee will ascertain the facts and circumstances leading to the incident. It will also ascertain if any individual or organisation is involved in inciting the protesters against the eviction drive and the authorities carrying out the eviction and if so, will fix responsibility," the statement said. The mandate of the committee also include inquiring any lapse on the
part of the police and civil administration, and if so, fixing the responsibility. It will also find out if encroachers were still occupying any forest land of Kaziranga Park, and if so, will suggest ways for peaceful eviction of such encroachers. "Further, the committee will suggest measures for regulation of such violent protest causing loss of life and injury and loss of public property," the release said. Two persons were killed during the eviction drive conducted by the Nagaon district administration at Kaziranga on September 19 last as per the Gauhati High Court order, dated October 9, 2015.

"The BJP came to power at the Centre in 2014 on its promises of statehood to smaller ethnic groups demanding separate states. However, two years have passed since the formation of National Democratic Alliance (NDA) government at

CM justifies stand on civic polls Dimapur, Oct 26: State chief minister T.R. Zeliang has justified the cabinet decision for holding elections to municipal and town councils to the provisions in the Nagaland Municipal Act 2001 and amendment made to the Act by the state government in 2006. Media Cell of the CMO said the chief minister made the statement while inaugurating the Pungro Town Council Kiphire district Tuesday morning. Zeliang said the state government had taken a "bold decision" to hold civic polls with 33% women reservation even though the case was pending in the Supreme Court. He revealed that his government had decided not to wait for the judgment of the Supreme Court since the outcome was "unpredictable". Zeliang also informed that grants for development of towns would not be forthcoming if no municipal and town council polls were held as per the recommendations of the 14th Finance Commission.

He also pointed out that urban local bodies were expected to raise their own resources and asked people to pay taxes and fees to their councils willingly so as to help them flourish. The chief minister maintained that development demanded that people inculcate a progressive mindset and an attitude of willingness to contribute towards common development needs. He urged people to ask what they could do for the new town council instead of ask-
ing what it could do for them if it was to flourish. Zeliang also announced that the government has put as priority, the proposal for 400 housing for the urban poor at Pungro in the current financial year. Also speaking at the function, Parliamentary secretary municipal affairs Tohanba reminded that the primary role of urban bodies was to empower urban local governance through delegation of powers to local bodies. Tohanba expressed optimism that Pungro T own Council would boost the economic activities within the town which is located near the border and generate revenue incomes. Kohima, Oct 26: Nagaland Tribes Council (NTC) while condemning the unprovoked firing by 28 Assam Rifles at Okotso village on October 23, which resulted in the killing of one member of GPRN/NSCN and injury to another, has appealed GPRN/NSCN to exercise maximum restraint. NTC media cell said that such kind of incidents could have been averted when both the parties respect the laid down rules. Since, it came to know from local sources that the incident took place 40 km away from 28 AR camp, NTC wondered what could have provoked AR to resort to violence. NTC said that the security forces by resorting to violence once again reminded the public of the past hostility thereby threatening the fragile peace in the state. Since, used of violence was tantamount to disrespect of the general sentiment of the public, NTC wanted both the parties to take up any violation of Ceasefire ground rules with the Ceasefire Monitoring Cell so that such kind of "dreadful incident" could be avoided. Further, NTC asked the
Government of India to avoid using "carrot and stick policy of peace process and indiscriminate hunt on the groups engaged in ceasefire". It urged the State government to investigate on the incident and book those responsible, so that such recurrence could be prevented. GPRN/NSCN condemns GPRN/NSCN while condemning the October 23 firing incident in the jungles of Okotso village, said it was a clear case of violation of cease-fire ground rules perpetuated by 28th Assam Rifles GPRN/NSCN supervisor for cease-fire supervisory board, Jack Jimomi through its MIP said "the situation on the ground at that very moment was quite normal, without a slightest thought of provocation". Since the process of the designated camp was at its final stage, Jimomi said both sides knew of the presence of each other from the very beginning. While stating that the security forces literally deviated itself from the agreed rules of engagement, Jimomi said the unilateral action has also clearly exposed the real intent of the
"Indian security forces deployed in cease-fire declared zone" since He urged upon both Indian security forces and Naga Army to remain committed to the collective wisdom, animated from the political leadership of the GoI and NSCN and to adhere to the laid down ground rules. Jimomi reminded that under the established norms, no one was empowered to take one's precious soul on whimsical pretext. "Ground rules clearly states, under Clause-IV that, 'there would be no offensive like ambush, raid and attack leading to death/injury/damage or loss of property against the NSCN by the Indian Army, Para-military forces and the Police". Pointing out that the Okotso firing incident was evidently backed by its fatal human casualties and collateral damages against NSCN, Jimomi said the ground rules was "grossly utilised by a section of 28 AR". Kohima, Oct 26: Even as the Hindi and SSA teachers are on agitation against nonpayment of salaries for more than seven months now, it has emerged that the Central government had on September 29 last "reluctantly" released an amount of Rs. 6 crore for disbursement of salary to the Hindi teachers. Highly placed sources told Nagaland Post that though the amount was released for payment of salaries to Hindi teachers, after adjusting Rs. 463.96 lakhs (the amount arranged by state government from the state budget for the payment of salary till February 2016 in the month of July 2016) from Rs. 6 crore, the remaining amount Rs. 136.04 lakh from the recent release did not meet the requirement of the Hindi teachers salary even for one month. Moreover, sources said despite acute shortage of fund being released, the centre has signalled the state government that funding of Hindi
teachers would be discontinued by March 2017. Sources said the state government had already sent a request note for extension/continuation of the scheme for the Hindi teachers. According to sources, the amount required for Hindi teachers' salary was over Rs. 4 crore in a month amounting to more than Rs. 50 crores in a year while for SSA teachers the monthly requirement was Rs. 9.2 crore. For the SSA, sources said owing to the change of guard in the MHRD, things had been delayed, as the ministry has again sought for more details and clarifications. For this, sources said the department has responded three weeks back, adding that the state share of 10% for SSA and RMSA has already been cleared. City doctor acquitted Case pertaining to removal of kidney without consent Shillong, Oct 26 : The court of Judicial Magistrate of First Class has acquitted Dr Shantanu Shome who was accused of removing the kidney of a patient, Jala Lyngdoh, in 2002 in absence of evidence. The court of AM Pariat did not find any incriminating evidence against Shome and observed that the operation was conducted to save his life because as per the report of the five-member medical panel, his "kidney was diseased". "Jala was suffering from multiple renal calculi in the right kidney and was operated upon for the removal of the stone and developed severe complications for which emergency right nephrectomy (removal of kidney) has to be done and that the kidney was destroyed by incineration and that his kidney was diseased and it could not in any way be used for transplantation," the court observed. It also said Woodland Hospital, where the operation was done, did not have facilities for "pre-operation of a patient for kidney transplant" and that there was no
infrastructure or specialised manpower for preserving kidneys in a viable state. "This summary itself confirms that the act of the accused as a doctor in the instant case was to save the life of Jala Lyngdoh and the same is again supported by evidences of Dr Diganta Das, Dr Nungminthang Sitihou, Shiny Sabastian and Estinoris Kharjana," the court order said. Lyngdoh's FIR lodged on April 16, 2008, at Laitumkhrah police station stated that he went to Dr Shome with stomach ache on December 21, 2002. The doctor, after examination, told Lyngdoh that he had stones in his stomach and got him admitted in Woodland Hospital. On December 24, Dr Shome operated on him but after the operation, he did not recover and blood started coming out with his urine. On January 3, 2003, Shome said the stitch had come out and so he was re-operated but that even after the second operation, the bleeding continued. Later, his bleeding stopped
but when he did not recover, he was taken to Midland Hospital and Research Centre in Guwahati and after tests, it was found that his right kidney was removed during the operation conducted by Shome without consent of the family. The inquiry by the team of specialist doctors revealed that Lyngdoh's consent was taken for the first operation on December 24, 2002, but his consent was not sought for the second operation by Shome on January 3, 2003. The court order also said the complaint in the case was not been made by any competent authority as required under Section 22 of the Transplantation of the Human Organs (TOHO) Act. The court took cognizance of the fact that police charge-sheet is in violation of TOHO Act. Moreover, the inquiry report submitted by the medical team constituted in connection with the case should have been relied upon. (Agencies)
Warjri opposes Centre's 'no detention' policy New Delhi, Oct 26: Education Minister Roshan Warjri on Tuesday said examination for Class X students should be compulsory to make them more competitive. Speaking at the first meeting of the Central Advisory Board of Education (CABE), Warjri said compulsory examination instills a sense of competition in the minds of students and helps to have an improved multifaceted education system where students, teachers and parents have their contribution. Though the Centre was in favour of implementation of 'no detention' policy, which does not allow any student to be failed till Class VIII, it was left to the discretion of states
to decide on the matter. The decision to amend the current provisions of the Right to Education (RTE) Act in this regard was taken in the meeting chaired by HRD Minister Prakash Javadekar. "It was agreed that the Centre may bring in a suitable amendment that will give states the freedom to review the 'no detention' policy," Javadekar told reporters after the meeting. Many states, including Meghalaya, have opposed this provision complaining that the quality of education has deteriorated because of this provision. In her speech, Warjri said the National Education Policy should also include contributions of Christian and other
minority institutions. "In a country like ours with unity in diversity, everybody's efforts should find a place," she said. The minister also opposed compulsory inclusion of Sanskrit in the syllabus and said the present policy of English, Hindi and the mother tongue should continue. She also reiterated that both Khasi and Garo languages should be included in the Eighth Schedule. "This is a very old demand made by the hill state from time to time," she added. eacemaking may well have been the intent behind Samajwadi Party patriarch Mulayam Singh Yadav's summons to his warring son and brother at a party meet in Lucknow on Monday. But the gathering soon lapsed into a tawdry spectacle of blamecalling and weepy confessional, with all three airing their grievances petulantly in full view of the assembled party faithful. Since September 13, when Mr. Yadav replaced son Akhilesh Yadav, the Chief Minister of Uttar Pradesh, with his brother Shivpal Yadav as the SP's State unit chief, the party has been hurtling inexorably towards a split, in a blaze of sackings and accusations. The occasional restoration of one or the other of the dramatis personae to a lost post has failed to check the feud. Monday's developments have all but foreclosed the possibility of any resolution that could put the SP back together again in time for the Assembly elections in a dangerously polarised landscape. Ever since he became Chief Minister in 2012, Akhilesh Yadav has functioned in the shadow of his father and "uncles" - relatives and party stalwarts. This has cut both ways for the young Chief Minister. He has had to field questions about his authority with charges that U.P. in effect had "four and a half CMs" - but it also allowed him to separate himself from the SP's worst instincts. Their overbearing presence allowed his government an alibi for failing to maintain law and order. Their continuance served as a reminder of the generational shift he effected, from their traditional resistance to English education and computers, and their "boys will be boys" excuse-making for the politics of patronage and rent-seeking. Till the meltdown over the last couple of months, it seemed that all that the SP was headed towards was a final transition from the old guard towards a more aspirational politics. A convincing transition is now all but impossible, and the timing of Akhilesh Yadav's next steps could determine his future in public life. It is ironic that Mulayam Singh Yadav, a most pragmatic politician who left no bridge unbuilt across the ideological spectrum, is presiding over nothing more than a power grab among his family and friends. Mr. Yadav's legacy includes the deepening of the Mandal politics of social justice, being a guarantor of the safety of minorities and getting a grip on the agrarian economy in the State. It is unfortunate to see him publicly value a fellow-traveller primarily for keeping him out of prison, and not make any effort to transform a feud into a constructive contest of ideas. At a time when he has decided to openly take stock of his inner circle's loyalty, he has let himself down the most.
Dealing with the Maoists The death of 28 members of the Communist Party of India (Maoist) in an operation by the security forces on the Odisha-Andhra Pradesh border is a big blow to the outlawed group. The joint operation was led by anti-Naxalite units of the Andhra Pradesh and Odisha police at Panasput village in Malkangiri district in Odisha. In September 2013, 13 Maoists were killed by the Odisha police in the same district, and the latest operation indicates the strength of the special forces deployed to counter insurgency in these States. The security forces had suffered significant losses when the Maoists killed 38 anti-Naxal Greyhound commandos in a boat attack in the Balimela reservoir in Malkangiri in June 2008. The military setbacks apart, the Maoists are today diminished politically as well. The desertion of one of their top tribal leaders, Sabyasachi Panda, in 2012 and the surrender of tribal cadres in Narayanpatna in Koraput district have set the Maoists on the back foot in southern Odisha. It is believed that the attacked cadres at Malkangiri district this week were at a "plenary" organised to examine ways of getting out of the current organisational and political morass. The Maoists have been unable to expand as a political force in the plains areas; and as a guerrilla force they have been limited to the remote and hilly tribal belt of central India. It is, however, not clear whether these setbacks will compel the Maoists to disavow their insurgent goals and instead join the political mainstream to pursue their avowed ambition of guarding the interests of the tribal poor. Not too long ago, Prime Minister Manmohan Singh had identified the Maoist movement as the biggest internal security threat. Buoyed by the unification of various Naxalite outfits into one party in 2004, they had consolidated themselves in some districts, taking advantage of the weak presence of the welfare and administrative agencies. But by subordinating political activism to militarism they have done little for tribal empowerment; instead, they settled for a war of attrition against the state. The state on its part has faltered, over a decade, in its dual strategy of containing the military threat of the Maoists and expanding its developmental footprint in these districts. After driving the Maoists away from undivided Andhra Pradesh into parts of Chhattisgarh, Maharashtra and Odisha, this strategy has been implemented unevenly and with mixed results. A state of civil war along with tribal repression, persists in Chhattisgarh's Bastar region. In other parts, the implementation of development and welfare programmes has been slow. Greater political will is needed to address these shortcomings.

"I was hit by pellets in my eyes while returning home from namaz," said Majid Ali Sheik, a 16year-old boy from Kupwara, at the Shri Maharaja Hari Singh (SHMS) hospital in Srinagar. Lifting his blackout goggles to reveal his bloodied and hauntingly still eyes, he continued, "The incident occurred on August 13 when the security forces opened fire on the protesters in Kupwara. I was not part of the protest." The unrest in Kashmir has crossed a hundred days since the killing of Burhan Wani, a "commander" of the Hizbul Mujahideen, by the security forces. Following the incident on July 8, tens of thousands of Kashmiris have taken to the streets in the Kashmir Valley to protest. Over 90 people, including two security force personnel, have been killed and thousands injured in the cycle of violence. While the security forces have had to deal with violent crowds, many innocent civilians including children have also been injured by "non-lethal" weapons such as pellet guns, tear gas shells, and rubber bullets.
Majid was one among the eight victims I interviewed towards the end of August, who had been hit by a "non-lethal" weapon. Another was nine-year-old Irfan, who was hit on his head by a tear gas shell while playing cricket. Irfan sat on his bed in the hospital, his face contorted, while his cousin spoke to me. "On August 15, the CRPF (Central Reserve Police Force) opened fire on the protesters in Bijbehara, Anantnag," he said. "That's when a shell hit Irfan's head. There is no movement in his right leg." In another round of firing, a day after Wani's killing, Shamima, 25, was hit by a rubber bullet in her abdomen in Bijbehara. She has undergone two surgeries, her cousin said. Her legs have been paralysed. Non-lethal weapons? To control crowds, the police in most countries use weapons that are termed "non-lethal" but have proved lethal in many cases. For one, these weapons fire indiscriminately, because of which the public safety of bystanders cannot be ensured. And two, if fired at a close range or by untrained personnel, these weapons can prove lethal. The 2016 report, "The health conse-
quences of crowd-control weapons", by Physicians for Human Rights states that international mechanisms have failed to keep pace with the rapid development of crowd-control technologies. International standards addressing the use of crowd-control weapons are limited, and there are no restraints on the types of weapons that may be used to tackle protesters or on the manufacture and trade of these weapons. The report notes: "There is a need to engage in further ethical research and empirical study to develop clear scientific parameters on their use." It was during the 2010 unrest that pellet guns were first introduced in the Kashmir Valley. A pellet gun is primarily a bird-hunting weapon and has been used in only a few countries such as
Bahrain, Tunisia, and Egypt. At short range, these can be lethal. Also, when fired, the pellets or iron balls do not travel in one trajectory; they spray in multiple directions and can inflict serious injuries on bystanders. Maryam al-Khawaja, a human rights activist from Bahrain, noted in a paper that during the 2011 uprising, "a number of children and adults were killed by the use of pellets". Further, in a study conducted at the Sher-i-Kashmir Institute of Medical Sciences from June to September 2010, "198 patients were identified as having sustained pellet gunfire injury". The study further noted: "Mortality occurred in six patients". In the first week of September, following national and international outrage against the use of pellet guns, Union Home
Minister Rajnath Singh cleared the use of chillifilled grenades for crowd control as an alternative to pellet guns. However, there was a caveat: pellet guns would continue to be used in the "rarest of rare cases". Crowd psychology The precursor in the long tradition of crowd psychology is Gustave Le Bon's work in 1895 called The Crowd: A Study of the Popular Mind, which argues that when individuals come together to form crowds, their conscious personalities disappear and are replaced by an uncivilised, irrational, and a potentially barbaric "collective mind". Since then, sociologists have argued that crowds behave in a far more rational, mindful, and a socially organised manner than Le Bon believed. As David Waddington, in his article "The Madness of the Mob? Explaining the 'Irrationality' and Destructiveness of Crowd Violence", says, "even the most intensely destructive, spontaneous and emotional acts of collective violence are typically underpinned by a guiding and restraining rationality". The state response to the recent protests in Kashmir appears to reflect the traditional
crowd psychology approach. On September 14, while responding to the UN Human Rights chief's statement on Kashmir, India said that the current violence in the Valley has been "choreographed" from across the border. In the aftermath of Wani's killing, an indefinite curfew was imposed in most parts of the Valley and more troops deployed. While the security forces are likely to feel overwhelmed when confronted by violent crowds, their response should not be disproportionate. It may be argued that most of the security forces in the Valley have been trained to deal with militancy, and are not trained to handle such protests. Nor are they adequately equipped with protective gear such as visors and stone-proof armours. The state must take stock of this aspect of the problem. A political dialogue with all the concerned parties, most importantly the people of Kashmir, is imperative. The people on the streets in the Valley have not coalesced into an irrational and potentially barbaric "collective mind" in the Le Bonian sense. Forex dealers said that besides sustained selling of the greenback by banks and exporters, the dollar's weakness against other currencies overseas led to the rupee upmove at the inter-bank foreign exchange. However, a markedly sluggish trend in early trade in the domestic equity market kept the gains on a tight leash. The local currency had gained 3 paise to close at 66.82 yesterday. According to global financial services major HSBC, even if food inflation settles at a lowly 4 percent, it will not be enough to take headline inflation all the way down to 4 percent. "Something more is needed", it said. "...supply side bottlenecks in health and education may not allow inflation to fall to 4 percent," HSBC said in a research note adding that the government will have to drive meaningful reforms in these sectors. On RBI's policy stance, the report is clear that "if only RBI is convinced that inflation con-
tinues to fall gradually, it will find space to cut rates". Three government decisions over the next few weeks -- the GST rate, Seventh Pay Commission housing allowance and the fiscal trajectory -- progress on food reforms and the pace of recovery will determine if "the direction is comforting", the report said. For now, HSBC expects RBI to deliver a 25-bps rate cut at its December meeting on the back of growing comfort that 5 percent by March, the intermediate inflation target, is likely to be met. In the World Bank's latest 'Doing Business' report, India's place remained unchanged from last year's original ranking of 130 among the 190 economies that were assessed on various parameters. However, the last year's ranking has been now revised to 131 from which the country has improved its place by one spot. The list of countries in the Doing Business 2017 is topped by New Zealand while Singapore is ranked second. Were Cyrus Mistry's powers curtailed? Tatas will have to answer many question New Delhi, Oct 26: It is not easy being Cyrus these days. Just ask Cyrus Mistry, the former chairman of the $100 billion Tata empire with nearly half a million employees across 100 countries, who was unceremoniously sacked on Monday by the Tata Sons board. Mistry, who was chosen by Ratan Tata himself as his successor in December 2012, has publicly reacted to his sacking by saying he was "shocked beyond words", describing the board proceedings as invalid and illegal. "I have to say the Board of Directors has not covered itself with glory. To replace the Chairman without so much as a word of explanation and without affording him an opportunity to defend himself must be unique in the annals of corporate history", Mistry said in his statement. There is no doubt that the manner of Mistry's sacking will harm the Tata Group's brand and reputation as a conglomerate which claimed to care for values such as "ethics, transparency and good governance". The way Mistry was removed smacks of the intrigue and arbitrary actions one often sees in the feuds that occur in familyrun business houses, such as the one witnessed among the Ambanis ten years ago. The board meeting which replaced Mistry did not even formally list his removal as a specific item on the agenda.
Apparently, it was taken up at the end as "other items" to be considered by the board. The boards of reputed global conglomerates don't work like this and this flies in the face of the Tata Group's claim of promoting "transparency in governance" as an unique value. After sacking Mistry, Ratan Tataimmediately ensured that his lawyers file a number of caveats in the courts to deal with any unilateral legal action - a court stay on his removal - that might be taken by Cyrus Mistry who has some leverage because his father, Shaporji Pallonji Mistry, owns 18.5% of Tata Sons. Mistry, however, has released a statement that he is not planning any legal action yet. He continues to be on the board of several Tata companies as a director and it will be keenly watched as to what happens to his position in those companies. Ratan Tata has taken over as interim chairman and has promised to find a successor for Mistry in four months. The manner of Cyrus's sacking will certainly have a bearing on the decision by a reputed global professional to join the group as chairman. Behind the curtains The substantive reasons for Mistry's sacking are still not very clear though there are enough rumours doing the rounds to suggest that communication between Ratan Tata and Cyrus Mistry
seemed to have broken down in recent months. It is clear now that Mistry existed as chairman of Tata Sons at Ratan Tata's pleasure. Ratan Tata controls 65% of the shares of the holding company, Tata Sons, through several trusts which operate under the umbrella of Tata Trusts. Ratan is the chairman of Tata Trusts, which controls the majority share in Tata Sons under which the $100 billion-plus businesses of the group operate. Historically the Chairman of Tata Trust would automatically be the Chairman of Tata Sons. However, with the appointment of Mistry as chairman of Tata Sons only, Ratan Tata broke with tradition. Here, one can draw and interesting parallel with the Congress party which too has a tradition of the party president also taking charge as prime minister when in power. Whenever different persons have held the two positions, however, there have have been tensions and a general lack of stability. This may have indeed been the real problem with the Tata Group over the last four years since Mistry took charge. The Tata Trust chairman, Ratan Tata, had curtailed Cyrus's powers by altering the articles of association. Sources now seem to suggest that Cyrus was forced to seek the board's permission for any expenditure above a certain thresh-

He was also legally mandated to seek the board's permission for remunerative packages, including stock options, offered to senior staff. Obviously, when Ratan Tata was chairman of Tata Sons, he was all powerful and the board signed off on whatever he wanted. Under Cyrus Mistry, however, board members were not obliged to endorse all his ideas. So, Mistry's elbow room to take policy decisions was progressively getting curtained. Reports suggest that Ratan Tata was also unhappy with Mistry's handling of government and regulatory affairs, both in India and abroad. As chairman he had failed to be an effective ambassador of the Tata Group, is another charge levelled against Cyrus, post facto. For instance he could not effec-
tively negotiate with the British government to save the UK operations of Corus Steel, which turned out to be one of Ratan Tata's worst business decisions. According to Bloomberg, Mistry was saddled with a debt of $30 billion, largely caused by Ratan Tata's grand vision to expand globally by borrowing money. So from the day Mistry took charge, he predictably got bogged down with the task of completely restructuring the Tata Group by disposing off the assets which were bleeding various group companies. Domestic and global portfolio investors fully endorsed this strategy because Mistry improved shareholder value by selling non profitable assets and instead focusing on profit-generating businesses. To be fair to Mistry,
this is exactly what most diversified conglomerates did after the 2008 global meltdown resulted in a secular slowdown in growth and revenues of both economies and companies. The commodity down-cycle made this worse for commodity companies. This broader macro picture must be kept in mind while judging Mistry's performance. Companies which mindlessly expanded during the global economic boom (2002 to 2008) suffered a backlash and were forced to scale back after 2009 in order to protect shareholder value. This is exactly what Mistry was attempting. However, Ratan Tata may have disagreed with this strategy as it amounted to a partial rolling back of his own grand vision of consolidating the Tata Group into a truly global conglomerate. The Economist has pointed out during the four years under Cyrus Mistrymost Tata companies had registered a negative economic value add, which means their earnings before interest and tax were less than the cost of capital. For instance, for every Rs.100 of the capital employed the average interest paid was about Rs.8.5 but the earnings were less than that. This data hides one important aspect. Namely, that all the debt was accumulated
before Cyrus Mistry took charge in December 2012. The debt were taken by Tata Steel, Tata Power, Tata Teleservices, Indian Hotels etc and these businesses bled badly after the 2008 global recession. So Mistry was focusing on reducing the massive debt levels ($30 billion) of the group. Since 2012, the debt levels have reduced considerably in real terms and the group's networth increased 60% during the four years of Cyrus's term. Of course, TCS had a big contribution to this. The 18-listed Tata Group companies also gave much higher shareholder returns than the broader Sensex during this period. So the larger investing community was not complaining at all about Cyrus's conservative approach. This is precisely the reason why investors will demand to know the real reasons for Mistry's sudden sacking. No doubt, the Tatas will have to answer a lot of questions the days to come. This also includes questions from important government institutions such as LIC which are significant shareholders. By writing to the prime minister, presumably because of this indirect government stake, Ratan Tata has also given a lever to the Centre to influence its decision making in the future. Mark Lucian Feigin was arrested last week on the charge, which has been designated as a hate crime, according to the Los Angeles Police Department. Feigin, 40, has been released on bail. A message left at a number listed under his name was not returned Tuesday and it was unclear if he has an attorney. Feigin first called the Islamic center Sept. 19 and left a hate-filled voicemail, police said. The next day, they said, he called and

pounds of ammunition, LAPD Cmdr. Horace Frank said at a news conference. Some of the weapons are registered to Feigin while some are registered to others, Feigin said, adding that some of the ammunition clips had been modified to shoot at high capacity.
He declined to say whether police believe Feigin was planning an attack or making empty threats. "When people make threats of this nature and they have the means to carry out those threats, it's a very serious matter," Frank said. Frank acknowledged that the Islamic center regularly gets negative phone calls, but said Feigin's threats stood out. "When he crossed the line is when he threatened to kill them," Frank said. "That's where free speech ends." The Islamic center has obtained a restraining order against Feigin. Omar Ricci, a spokesman for the center, said Feigin's first call was filled with expletives, and included calling its members "rats" and telling them to leave

He said the center was pleased with Feigin's arrest but concerned that he had been released on bail; so much so that they've increased the number armed security guards who protect the facility, which includes an elementary school. Ricci said the center typically gets an increase in angry phone calls after a highprofile terrorist attack, including San Bernardino and Orlando. "People call and hang up or get out what they have to say and don't bother to engage in conversation," Ricci said. Turkey, Oct 26: The two co-mayors of Diyarbakir, the biggest Kurdish-majority city in southeast Turkey, have been arrested as part of a "terrorism" enquiry, security officials said. There was a heavy police presence around the town hall following the arrests of Gultan Kisanak and Firat Anli, who together lead a city that has been rocked by clashes between security forces and members of the outlawed Kurdistan Workers' Party (PKK). Dozens of police were surrounding the town hall with light armoured vehicles and trucks loaded with water cannon as officers searched the building, an AFP correspondent said. Kisanak was held at the local airport and Anli at his home, officials told AFP.
Turkish President Recep Tayyip Erdogan has repeatedly warned that local officials accused of offering logistical help to the PKK -which Ankara considers a terrorist organisation -would be prosecuted. The pro-Kurdish Peoples' Democratic Party (HDP) condemned the arrests and called for supporters to join a protest at 0800 GMT Wednesday. "We condemn the arrests of Gultan Kisanak and Firat Anli. Russia says halt in Aleppo bombing will be extended Moscow, Oct 26: Moscow said Tuesday that Russian and Syrian warplanes have not conducted any air strikes on the city of Aleppo for the last seven days and are upholding a moratorium on bombing. "All flights by Russian and Syrian air forces have been completely halted in a 10kilometre zone around Aleppo since October 18," senior military official Sergei Rudskoi said at a briefing. "The moratorium on air strikes by Russian and Syrian planes around the city will be extended," he added, without specifying a timeframe. A so-called "humanitarian pause" declared by Damascus and Moscow ran out at 1600 GMT on Saturday, and the Syrian Observatory for Human Rights reported there were air strikes afterwards against the opposition-controlled district of Sheikh Saeed. Gambia's Information Minister Sheriff Bojang accused the court system of being racist and unfairly targeting Africans for prosecution. "This action is warranted by the fact that the ICC, despite being called the International Criminal Court, is in fact an International Caucasian Court for the persecution and humiliation of people of color, especially Africans," he said on state television. All but one of the 10 investigations launched so-far by the
ICC have taken place in African countries, leading some in Gambia to believe it was ignoring crimes in other countries. "There are many Western countries, at least 30, that have committed heinous war crimes against independent sovereign states and their citizens since the creation of the ICC and not a single Western war criminal has been indicted," the Gambian government said in a statement. Earlier this week, Gambian President Yahya Jammeh asked the court to investigate African migrant deaths in the Mediterranean Sea. Bangladesh government had set a target of GDP growth at 7.0 per cent for Financial Year (FY) 2016. Dhaka, Oct 26: Bangladesh's economy grew at a record 7.11 per cent in the last financial year as stronger industrial performance helped the country break out of the 6.0 per cent 'growth trap', government said. The Gross Domestic Product (GDP) grew at 7.11 per cent in the last 2015-16 fiscal as compared to 6.51 per cent in the previous fiscal (2014-15), according to data released by the
Bangladesh Bureau of Statistics (BBS) yesterday. The GDP growth was mainly led by the industrial sector as it expanded at 11.09 per cent rate in the last fiscal, up from 9.67 per cent in the previous fiscal, BBS said. Bangladesh's per-capita income also increased to USD 1,465 from USD 1,316 in the previous financial year, it said. The government had set a target of GDP growth at 7.0
per cent for Financial Year (FY) 2016. "The GDP growth figure appeared higher in the final calculation. It is good news," Finance Minister AMA Muhith said. The economy of Bangladesh, one of the least developed countries, had fallen into a six per cent growth trap since 2004 as it could not cross the six per cent trajectory in the last one decade. In 2004, the country's GDP expanded at 6.2 per cent from 5.26 per cent in the previous but had maintained over 6.0 per cent growth almost every year over thereafter. Planning Minister AHM Mostafa Kamal said Bangladesh's total GDP size increased to 173.3 trillion taka in the last FY 2016 from 151.58 trillion taka in previous FY. "Bangladesh as per the purchasing power parity (PPP) has now stood at 33rd position among the world economies," he said. (PTI)

The incident occurred late yesterday north of the provincial capital Firoz Koh, with the government calling it a revenge attack after a local IS commander was killed. "Our security forces with the help of locals conducted an operation and killed a Daesh (IS) commander yesterday. Daesh fighters in return abducted around 30 villagers, mostly shepherds," Ghor Governor Nasir Khazeh told AFP. "Their dead bodies were found by local people this morning." Cyclone Kyant unlikely to Maoist encounter toll mounts to 28 make landfall: IMD New Delhi, Oct 26: Cyclone 'Kyant' over the Bay of Bengal is unlikely to make a landfall, but coastal regions of Andhra Pradesh, Tamil Nadu and Odisha may expect a wet Diwali, IMD said today. "The cyclonic storm 'KYANT' over east-central Bay of Bengal moved further west-southwestwards and lay centred 450 km southeast of Gopalpur, 520 km east-southeast of Vishakhapatnam and 730 km east-northeast of Machilipatnam. "The cyclone is most likely to move west-southwestwards towards westcentral Bay of Bengal during next 72 hours," the Cyclone Warning Division of India Meteorological Depart-
ment (IMD) said. M Mohapatra, head of the Cyclone Warning Division, said Kyant was unlikely to make landfall, which means it will not hit the coast. A cyclone making a landfall usually wreaks havoc and causes damage to life and property. The IMD, however, said coastal areas of Andhra Pradesh, Tamil Nadu and Odisha will witness rainfall, especially during the Diwali weekend. Kyant is expected to fade into deep depression on October 29. "Squally winds speed reaching 45-55 kmph gusting to 65 kmph is very likely to prevail along and off south Odisha on October 27 and along and off Andhra Pradesh coasts
from October 27 to 30. "Light to moderate rainfall at many places over south Odisha, north coastal Andhra Pradeshis very likely on October 27 and 28. "Heavy rainfall at isolated places over south coastal Andhra Pradesh is very likely on October 28 to 30 and over north coastal Tamilnadu on October 29 to 31," the IMD said. Sea condition will be "rough to very rough" along and off south Odisha on October 27. Similar conditions will persist off Andhra Pradesh coasts during October 27 to 30, it said. Situation in Kashmir Valley peaceful Srinagar, Oct 26: Life remained affected in Kashmir Valley for the 110th consecutive day today due to the strike called by separatists, even as the summer capital continued to witness movement of private transport in some parts. Over the past week, many people have started defying the separatistsponsored strike as they are slowly picking up the threads of their lives affected by the nearly four month-long strike, officials said. The flea market, which usually opens only on Sunday, was open today as well and many people went shopping for woolens and jackets in view of the approaching winter. After two nights of horror, border residents migrate R S Pura Oct 26: Several villages along the International Border in this sector wear a deserted look as the residents after spending two nights of horror decided to migrate to safer places after Pakistan violated the ceasefire, targeting the civilian population. As one enters the border villages, locked doors can be seen and an eerie silence prevails that is punctuated by the sporadic noise of bullets or mortar bombs. "We spent the past two nights in horror, when bombs fired from the Pakistani side landed on our houses and in our front yards. "We thought that it might pass away, but today we decided to move out and shift to safer place", Bhushan Kumar, a resident

Most of the houses in this village have been abandoned as the residents have migrated to safer places to save themselves from the ceasefire violation from the Pakistani side. "While majority of the villagers have left for safer locations, one or two men have stayed back in every village so as to provide fodder to the cattle. Maoists kill village guard in Kalahandi Bhawanipatna , Oct 26: Suspected Maoists today killed a village guard at Katlanga village in Odisha's Kalahandi district after kidnapping him, police said. Chemu Harijan, a resident of Katlang, was allegedly killed by the ultras who slit his throat, Kalahandi SP Brijesh Ray said. The bike of Harijan, gutted in fire, was also recovered from nearby. The Maoists suspected that the information of Harijan had helped the police track the whereabouts of one Sangita, a woman cadre of the outfit on October 15, police said quoting Harijan's wife's version. Harijan's wife told the cops that Maoists therefore killed him under suspicion of him being a police informer and took away his 'Aadhaar' card, ration card, voter card and bank pass book. Harijan was among the six persons kidnapped from three villages by the ultras earlier. While five others were released yesterday, Harijan's body was found lying near a bridge at his village today. Bhubaneswar, Oct 26: The toll in the Malkangiri encounter mounted to 28 after four more bodies were recovered from the forest, away from the Maoists camp at Bejingi, a top home department official said today. "We have found four more bodies. The total number of Maoists killed in the encounter is now 28," said Odisha's Home Secretary Asit Tripathy. Stating that some of the slain Maoists were member of the RK Group, Tripathy said 18 of the 28 bodies have so far been identified. "Some state committee members and senior leaders of the Maoist outfit have been killed in the encounter," Tripathy said. Asked about the precautions being taken in wake of the massive success of the joint operation, the home secretary said that the both state and central forces deployed in undivided Kalahandi and Koraput districts have been asked to remain extra-alert towards the movement of the
Naxalites. Tripathy said a big contingent of CRPF's COBRA jawans, personnel of BSF and Odisha's elite special operation group (SOG) members besides general police personnel have been deployed in the districts of Kalahandi and Koraput. Noting that the combing ooperation have been intensified in the undivided Koraput and Kalahandi districts, the home secretary said the extra vigil was being maintained in other districts also. He said the inspector general (operation) R P Koche and DIG, south-western range S Syni have been camping at Malkangiri and monitoring the situation from the district headquarters. Bodies of at least 24 Maoists, including some top leaders, were gunned down in a fierce gun-battle with security forces in Odisha's Malkangiri district on the border with Andhra Pradesh on October 24. An unknown person allegedly hurled an egg at the pandal where Patnaik was present at Suliapada government high school field, a district police official said. Following the incident, the police swung into action and a scuffle took place between the police and the activists. Rishitosh Patra, a student Congress activist was ar-
rested by police on the charge of hurling the egg targetting the chief minister, SDPO Abhiram Nayak said. The officer, however, claimed that the egg did not hit the chief minister or others sitting on the dias. Police had earlier detained more than 50 BJP activists, including the district President Krushna Chandra Mohapatra and 14 Congress party workers before the tour of Patnaik. Patnaik also addressed three more meetings at Badachatara, Bahalda and Mohardapalasa before returning to the capital this afternoon. (PTI)

As per a medical bulletin released by the hospital this morning, the TMC youth wing President 'slept well throughout the night but complained of persistent pain which is considered quite normal in such circumstances'.
"All his vitals, including blood pressure, pulse are stable," it read. Dr Sukumar Mukherjee, with other specialists, would visit Banerjee for a check as both dressing and eye check-up were scheduled today, the statement added. "It is expected that gradually he (Banerjee) will be put on normal diet," Bulle Vue Clinic CEO P Tondon said. Banerjee's car had met with an accident on the National Highway-2 near Singur in Hooghly district on October 18. (PTI)

Minister close to CM Akhilesh expelled from SP by Shivpal Lucknow, Oct 26 : The feud in the Samajwadi Party showed no signs of ending with state unit chief Shivpal Yadav today expelling from the party for six years minister Tej Narain Pandey alias Pawan Pandey, who is considered close to Chief Minister Akhilesh Yadav. Pawan Pandey had clashed with SP MLC Ashu Malik at party meet and also beaten him up. "Pawan Pandey is being expelled from Samajwadi Party for six years on charges of indiscipline," Shivpal announced at a press conference at the party headquarters here. Shivpal said he has written a letter to the chief minister requesting him to sack Pandey from his ministry. Replying to questions, Shivpal maintained there was no dispute in the Samajwadi Party and the Mulayam family. Pandey had allegedly beaten up SP MLC Ashu Malik. Malik had alleged that he was slapped by him at the chief minister s residence. "Chief minister Akhilesh Yadav had called me to clarify things related to a news article published in an English daily wherein Akhilesh Yadav was referred to as Aurangzeb and SP Chief Mulayam Singh as Shahjahan," Malik had told reporters after the incident.

BSF officer injured in overnight ceasefire violation Jammu, Oct 26: An officer of the Border Security Force was injured when a shell fired by Pakistani Rangers exploded near him during overnight ceasefire violation in RS Pura sector along the International Border in Jammu. In the last 24 hours, ten people mostly women have been injured in the cross border firing in the RS Pura sector. "Assistant Sub Inspector of BSF A K Upadhayay was injured when a shell exploded near him in RS Pura sector. He received splinter injures in his hand", a BSF Spokesman said. The Pakistan Rangers resorted to heavy shelling and use of small arm fire in RS Pura sector. "Fire was mainly concentrated in RS Pura sector, heavy firing upto 2330 hours.Intermittent fire in Arnia also", he said.
He said the BSF was giving a "befitting reply", to the Pakistani fire. Intermittent firing was going on in several areas of RS Pura sector, with BSF "responding well" to the Pakistani fire. Deputy Commissioner (DC) Jammu, Simrandeep Singh said Pakistani posts also targeted civilian areas including Sai Kalan, Bure Jaal, Treva and Arnia. "Shelling opened up in Sai Kalan also, Arnia also came under shelling from 0130 hours. People were inside their houses, so no human casualty," Singh said. Singh said though the government has issued an advisory and all the educational institutions near the international border have been closed in the wake of the firing from across the border, people were migrating to
safer locations. "In the wake of the heavy firing border residents are migrating to safer locations, whenever there is lull, they leave their houses to shift to either safe camps or to their relatives houses at safer locations", Singh said. Those injured in the cross border shelling have been identified as Shakshi (12), Manju Choudhary (15), Veena (26), Soma Devi (40), Kamlesh Kumari (28), Sanjana (10) Ratno Devi (60), Ramesh Kumar all residents of Suchetgarh. Daljit Kour of Chanduchak was also injured in the firing and Ram Lal of Floora village in the RS Pura sector. 4 Strategies For Women Of Color To Negotiate A Higher Salary It's no secret that the gender wage gap impacts women of color more acutely - black women make 63 cents to the white man's dollar and a Hispanic woman stands to lose over $1 million over her 40year-careercompared to her white, non-Hispanic male counterpart. Statistics like these got Jacqueline Twillie to quit her corporate job to spend "sometimes upwards of three hours a day studying negotiation techniques." Now, as a negotiation and equal pay consultant, she focuses on helping millennial women ask for more. But Twillie, 31, says she learned the hard way how women can unintentionally create a wage gap by not negotiating their first salary. While negotiating her first professional job offer six years ago, Twillie says, she went in knowing the amount she wanted and ready to negotiate. "However, when it came down to accepting the offer, I blew it." During salary negotiations, she recalls feeling so grateful for the job, she blurted out, "Yes, I'll take it!" to the hiring manager, although the offer was considerably below what she had calculated. "Just like that, I had given up much of my negotiating power," she adds. "Several months later I learned that a male colleague in the same position as me
was earning a higher salary." But she also learned two valuable lessons from the experience - to find out what her professional skills were worth and "to get over the nerves and jitters to ask for the salary." Twillie tells me women of color face unique challenges when negotiating, vis-a-vis their white female counterparts. "Cultural expressions of women of color in regards tone inflection can sometimes be perceived as aggressiveness," she says. "To combat this stereotype, woman of color have to be aware of themselves but it's just as important to be aware of the person they are negotiating with," she says. "Communicate in a manner that exudes confidence, not arrogance or disrespect - it is a fine line to walk because coming off as weak can cost you the negotiation." To be clear, I don't believe resolving the gender wage gap lies solely in the hands of women; I dedicate a whole chapter in my book to how companies can institute equal pay. But by not negotiating in the first place, or without the right techniques, women too can end up feeding in to the pay disparity. Twillie shared four techniques on how women of color can effectively negotiate a raise: " Do not discount your value. "When negotiating a salary focus on facts not
feelings," she says. Discuss specific ways you add value to an organization to build your case such as retaining key clients or consistently completing projects on or ahead of schedule. Be sure to avoid phrases that discount your value including, 'don't thank me it was easy,' 'no big deal,' or 'I could do that in my sleep.' "When you discount your value with your team members or supervisor, you give them permission to do the same." By trying to be modest, women can end up creating misperceptions that they're not working as hard as others, and therefore not deserving of a higher salary or raise. " Know the market value before engaging.
Women of color should not use the national statistics as a foundation for their salary negotiation, she says. Instead, research the market rate: the wages a person earns with your experience level in your geographic area for a particular title. She recommends sites like Payscale, Paysa or Glassdoor to equip you with this information. " Talk to people within your industry to gauge if your ask is realistic. Tell a trusted colleague within your industry that you will be having a salary discussion. Share the amount you plan to ask for as well as the lowest amount you will accept. The right person should provide insight if your expectation is on, above,
or below market rate. "Armed with this knowledge you will know if you are getting a good or bad deal," she adds. " Stereotypes exist - navigate them to your benefit . There's evidence to show women of color face more bias, but that doesn't have to deter you. Twillie says: "For example, you do not want the person you are negotiating with to get the perception that you are an "angry black woman" if you show too much emotion during the conversation," she says. "To avoid playing to the stereotype when things are not going they way you planned, take a break instead of losing your cool." One of Twillie's favorite strategies to deploy in a heated moment is to request a bathroom break. "By forcing a break during a heated negotiation, you have a chance to collect your thoughts, calm down and come back to the negotiating table focused on presenting the case." During a negotiation, each woman must stay true to her own personality while employing communication techniques that allow her to tear down stereotypes. Giving in to these stereotypes often "build barriers to creating a win/win deal," she adds.

Ashique Kuruniyan has secured a loan move to La Liga club Villarreal's third division team, the Indian Super League (ISL) football franchise said. This the first time a home-grown Indian academy player has been selected by a top Spanish club to ply his trade in Europe, according to a release on Wednesday. The Kerala-born winger has been selected in the Indian team for the Asian Football Confederation (AFC) U-19 Championships. He has also represented India in the U-18 category in the Asia Champions Trophy, scoring a goal that brought him in the spotlight. Ashique said he was keen to make a mark in Spain and return to India a better player. "This is a dream come true. Virat Kohli New Delhi, Oct 26: New Zealand captain Kane Williamson made a surprising decision to field first after winning the toss but his bowlers proved him right as they stepped up in a must win contest in Ranchi to beat India by 19 runs and draw level at 2-2. Chasing 261, India were bowled out for 241 in 48.4 overs meaning the fifth and final ODI in Vizag will be the decider. Wickets in the middle overs heavily dented India's chances as they lost wickets against the run of play at crucial junctures. After Rohit Sharma fell early for 11, Ajinkya Rahane and Virat Kohli joined forces to steer the chase forward. The duo had settled well with Rahane looked in good nick. He larruped Trent Boult for a four and a six in an over and then struck two more fours off Tim Southee in three deliveries later on. Kohli was solid and inching towards yet another fifty after two fours and a six when he fell to an ordinary delivery from Ish Sodhi, caught by the keeper while attempting a cut for 45. PTI New Delhi, Oct 26: Indian wrestler Yogeshwar Dutt's chances of the London Olympics medal being upgraded from bronze to silver is all but over but Wrestling Federation of India (WFI) on Tuesday claimed it was unaware of the development. With the International Olympic Committee deciding to drop the investigation against the deceased Russian wrestler Besik Kudukov, who won the silver medal in the men's freestyle 60kg category at the 2012 Games, bronze medallist Yogeshwar's hopes of getting his medal upgraded has evaporated. Kudukov, who died in a car crash in 2013, had tested positive for a banned steroid when an old sample was retested a few months ago by WADA in its attempt to deter dope cheats. In a statement, the Russian Wrestling Federation has claimed that his sample from the 2012 Games was retested this year and found to be positive for the steroid turinabol, and his case was passed to a threemember IOC disciplinary commission. Bangladesh's two domestic tournaments, National Cricket League and Bangladesh Cricket League, are four-day contests where pacers rarely get the chance to bowl with old balls. They bowl the opening overs with the new ball and then the spinners take over. The Bangladesh skipper thinks for a team to do well on pitches like the ones in Chittagong, the pacers must be well-versed in the art of reverse swinging. "I've said this before. If a bowler doesn't even know how to bowl with the old ball -- how to set a batsman up, how to bowl strategically -- can we expect him to do well against a big team in a Test match?" he said. "How many of our pacers bowl with the old ball in first-
scorecards, regardless of the wicket being a grassy one or anything else -- you will see spinners taking five wickets and pacers getting one or two." The tendency of relying too much on spin is also carried over to Bangladesh's five-day game. The spinners took 18 wickets for Bangladesh in the Chittagong Test, Rabbi grabbed the lone wicket from a seamer and the other was a run out. Years of practice and devotion have led Broad, who played his 99th Test in Chittagong, to where he is now. He and Stokes have joined forces to torment batsmen in the recent years. Mushfiqur is unwilling to compare them with Shafiul and Rabbi. "It's not that Shafiul and Rabbi were terrible. They got an opportunity to learn how important every run is on a wicket like this, how important each spell is." "I think they now have a good understanding that such reverse swings can be found with old balls. I hope they will learn from this," he added. Bangladesh have left out Shafiul for the second Test in Dhaka but Rabbi retained his spot in the squad. The Dhaka Test begins on Friday.

England name unchanged squad for India tour AFP London, Oct 26: England have announced a 16-member unchanged squad for the five-Test series against India with fast bowler James Anderson set to miss the start of the team's tour after failing to recover from a shoulder injury. The squad is the same as the one currently touring Bangladesh. Anderson, who was forced to miss England's ongoing series in Bangladesh, has already been ruled out of next month's opening Test in Rajkot, starting on November 9. But the 34-year-old pacer, who has taken a record 473 Test wickets for England, could join the
squad for the remaining four Test matches against India. "It is hoped he will still play some part in the series in India," England and Wales Cricket Board (ECB) said in a statement. England will also be without paceman Mark Wood due to an ankle injury, but
ECB chose not to draft in another seamer. Stuart Broad, Chris Woakes, Ben Stokes, Steven Finn and Jake Ball will be the pace bowlers in the squad, with Moeen Ali, Adil Rashid, Gareth Batty and Zafar Ansari handling the spin department.
