Assam: Satra land in Barpeta district to be freed from encroachers PTI Barpeta, Oct 18: Barpeta Satra land and that of all other Satras (16th century Vaishnavite monasteries) in Barpeta district of Assam will be freed from illegal encroachment, District Deputy Commissioner Thaneswar Malakar said Monday. As per the direction of the state government based on a Gauhati High Court order, Barpeta district administration will begin the eviction drive against encroachers in November and collect documents of the encroached land, Malakar said. In Barpeta district more than 2000 bighas (approximately 321 hectares) of Satra land are under encroachment in Barpeta, Moinbori, Kaljhar, Jania, Bahari, Kanara, Mandia,
Sundaridiya, Gomura and several other Satras, he said. The district administration has urged all encroachers to leave the occupied Satra land willingly else strict and necessary action will be taken to free the land, Malakar said. Barpeta Satra Burha Satriya (head) Basistha Sarma has appreciated the district administration’s initiative and urged the government to make Mandia Bazar and Mandia Parghat Satras under Baghbar revenue circle free from encroachers. Chief Minister Sarbananda Sonowal, while visiting Bordowa Satra in Nagaon district after it was freed from encroachers, said the eviction process started will continue till the 700 Satras across the state are free from illegal occupants.
NGO seeks highest tax on tobacco, its products in Assam PTI Guwahati, Oct 18: The Voluntary Health Association of Assam has appealed to the GST Council to recommend a highest possible tax rate under GST with a provision for the State’s right to impose top-up taxes on all types of tobacco. To safeguard public health, discourage consumption and addiction amongst Indians, the VHAA wanted the top-up tax to be imposed on cigarettes, bidis, smokeless tobacco and pan masala. The NGO’s executive secretary, Ruchira Neog, said, “It has been proven globally that the most direct and effective method for reducing tobacco consumption is to increase their price through tax increases.” “An increase in tobacco prices by 10 per cent decreases its consumption by 4 per cent in high-income countries and by about 6 per cent in low and middle income countries,” it said. The organisation also stated that the current taxation system differentiates between various forms of tobacco products (such as bidis,
smokeless tobacco and cigarettes) while imposing taxes. It is most critical that all tobacco products within GST and under the highest category for demerit or sin products to attract maximum tax, she says. “Distinguishing tobacco products with different GST rates would inadvertently pass the wrong message that some tobacco products are less harmful than the other,” Ms Neog pointed out. According to the 2015 WHO Report on the Global Tobacco Epidemic, India is one among the very few countries where cigarettes have become more affordable over the past few years — not getting the treatment of tobacco products right under the new GST system will only make matters worse and cause many more premature deaths, asserted the VHHA executive secretary. Even as the industry is opposing the recommendations to impose the ‘sin tax’ rate of 40 per cent on tobacco, it is important to note that tobacco taxation in India is way below global standards, Ms Neog said.
P3 PM pays Assam just lip service: Gogoi Four Assam hospital government also, but we did keep the situation well under control. Now even the Garos have been opposing the government’s move on the issue. The State government should play a crucial role in such a situation, but no such initiative is seen.”
ET Bureau Guwahati, Oct 18: Former Assam Chief Minister Tarun Gogoi has said that Prime Minister Narendra Modi is not serious in solving the problems afflicting Assam, and Modi not taking up the issue of China constructing a dam in one of the tributaries of the Brahmaputra with Chinese President Xi Jinping is a glaring example of this. Addressing the press in the city today, the former Chief Minister said: “The Prime Minister isn’t at all sincere in solving the problems afflicting Assam. He often says that he loves Assam. However, his love is never seen in action. What he says is just a lip service. Now the Sarbananda Sonowal government in the State is talking of dredging the Brahmaputra. What good results will the dredging yield if the river runs short of water? A water management authority involving all the States of the Northeast was proposed earlier. The proposed authority has been put on halt after Modi coming to power.”
Former Assam Chief Minister Tarun Gogoi
On the outcome of the BRICS summit in Goa, Gogoi said: “Terrorism was condemned by all the BRICS member states, but Modi failed to get the phrase ‘Pakistan-sponsored terrorism’ written in the Goal Declaration. Modi did try to get the phrase mentioned, but a diplomatic failure somewhere in the process made no room for any mention of terrorism being sponsored by Pakistan.” On the Centre’s move for preparing fresh modalities for according ST status to the six ethnic groups of
Assam – Morans, Mottocks, KochRajbongshis, Chutias, Tea Tribes and Tai Ahoms – and the vehement opposition to it by other tribal organizations of the State, Gogoi said: “Now the six ethnic groups and other tribal communities enjoying ST status in the State are up in arms. As though, a conflict is in the offing on the issue. In fact, the BJP wants to create such a situation on the issue. The saffron party wants the two rival parties to fight it out. There were such opposition on the move to accord ST status to the six groups during my
Gogoi further said: “I do feel that development has slowed down in the State after the BJP coming to power at Dispur. They claim that they’ve tackled corruption with an iron hand and dismantled the check-gates, but that claim can’t be taken without a pinch of salt. If their claim has any veracity, why are the prices of essential and other commodities still high in the State? I feel the Sarbananda Sonowal government is getting less funds from the NDA government at Centre than what my government was getting. I want the Centre to pour in more funds to the State for its development. Another unhealthy development I witness is Prime Minister Narendra Modi not laying importance on Dispur on major issues.” (With inputs from agencies)

The fire was first spotted in the dialysis unit in the first floor of the hospital. Subsequently, hospital staff tried to douse the fire with two fire extinguishers for nearly 20 minutes.. When the situation went out of control, fire service personnel were called in. During the process, they lost the critical time for firefighting. The smoke started spreading to different parts of the hospital through ducts of air conditioning and false ceiling. Attendants of patients blamed the hospital authorities for lack of communication in the evacuation process. “Till last minute, we were assured that fire would be brought under control and there was no need to shift out of the ward. But when smokes became suffocating, hospital staff fled the spot. We were left to evacuate our near and dear ones on our own,” said Bibhuti Bhushan Sahoo, who agonisingly moved his brother suffering from cancer down from fourth floor to a vacant place in front of the hospital. His brother Dipak Ranjan Sahoo was shifted to AIIMS, Bhubaneswar, after 30 minutes of wait for ambulance. State Health Secretary Aarti Ahuja, who took stock of the situation, said dialysis, medicine and emergency wards had been sealed and a probe would immediately begin. Binay Behera, Director General of Police (Fire Service) said a review meeting would be taken to ascertain if the hospital authorities had put fire safety measures in place. “Orissa High Court has recently given an order to open fire safety units in every government hospitals and staff would have to undergo training to meet any eventuality. We
will ascertain if the hospital authorities had trained the staff on fire- fighting skills, which is very important for saving critical time before fire brigade personnel arrive,” he said. Health and Family Welfare Minister Atanu Sabyasachi Nayak said, “We have kept doctors on alert in both government and private hospitals in Bhubaneswar and Cuttack. We have appealed to every hospital to receive serious patients coming from SUM Hospital,” said Mr. Nayak said the State government had already ordered a probe into the circumstances under which the fire broke out. As per initial reports, shortcircuit was believed to have caused the fire. Some people were found to have sustained burn injuries. “In an attempt to prevent suffocation from causing further damage, glass windows were immediately shattered by our volunteers and medical staff to make way for fresh air. Besides, critical patients were promptly evacuated,” Paresh Das, director of public relations of SOA University, told The Media. Eyewitnesses said attendants were seen jumping from the first floor by breaking glass windows. Dozens of ambulances were mobilised to shift patients to hospitals across Bhubaneswar. Odisha Disaster Rapid Action Force has been deployed at different places to facilitate the smooth transfer of patients to different hospitals. All necessary support is being given to Odisha: Nadda Union Health Minister J.P. Nadda on Monday said the Centre was providing all necessary support to Odisha . Dr. Nadda said he had spoken to the AIIMS in
Meanwhile, Bora has also directed the Additional Deputy Commissioner, Health, to probe the incident and find out how expired medicine found its way into the store of the hospital.
No bad blood over Biren's exit, Erosion renders 60 families says Manipur CM Okram homeless in Sonitpur
ET Bureau Guwahati, Oct 18: Manipur chief minister Okram Ibobi Singh said he has no enmity with former Congress MLA N Biren Singh, who joined BJP on Monday. Biren was once Ibobi's trusted lieutenant. His move has been seen by the saffron party as an important step in BJP's fight against Congress in Manipur. Ibobi Singh told media here that every MLA can aspire to become a leader and this is probably why Biren left Congress. Decisions about the Congress leadership are taken by the party high command, which carefully assesses candidates and their ability to lead, he said. "There is no misunderstanding between us. I have always treated him like a younger
Manipur chief minister Okram Ibobi Singh brother. He calls me elder brother when we meet. I cannot ask an MLA not to aspire to leadership," he said. The chief minister was in Guwahati to inaugurate a Manipur Bhawan. Commenting on the upcoming Manipur assembly election slated for early next year, Ibobi Singh admitted there could be an anti-incumbency factor at work. Despite that, he was confident Congress will retain power for the fourth con-
secutive term since the antiincumbency factor is natural after a party stays in power for three terms. Referring to a recent opinion poll which gave BJP an edge in Manipur, Ibobi Singh said, "Manipur's case is different. One has to know and understand the ground reality. I am confident we will do well and there are many Congress MLAs who can win on their own because of the support they enjoy in their respective constituencies." Deputy Chief Minister Gaikhangam told media that the departure of Biren and Francis will have no impact on the ruling party. "The party is ready to face the challenge and we can defeat both BJP and the Naga People's Front in the next election," he said.

Bio-fuel workshop concludes with a call to promote it in Arunachal Pradesh ET Bureau Naharlagun, Oct 18: The two-day workshop organized by mechanical engineering department of North-East Regional Institute of Science and Technology (NERIST) that began Monday concluded on 18th October with a call to disseminate the idea of production of biofuel among farmers and entrepreneurs in the state for improving people economic condition as well as achieving fuel self-dependency. Besides academic experts from various disciplines, representatives of corporate bodies associated with bio-fuel technologies such as Eastern Bio-diesel Technology, Kolkata, expert members from other NGOs also participated in the event to sensitize the participants on various subjects of bio-fuel production. R. Mukherjee from Eastern Bio-diesel technology from Kolkata in his presentation informed that bio-diesel has tremendous industrial application apart from both personal and local consumption. To queries from participants on commercial viability of bio-diesel projects, he informed that in view of the immense potential of production of
raw materials in the state, project for bio-diesel is extremely feasible for which his company can provide both technical support. He said that Eastern Biodiesel Technology has so far helped install over 20 plants of different capacities both in India and abroad and is also willing to tie up with the state government for promotion and establishment of biodiesel plants. Mukherjee said setting up a bio-diesel plant with a production capacity of one thousand litres a day would cost roughly thirty lakhs. In places where power supply is inadequate, the generators sets can also be run with own production of bio-diesel. A. Banerjee from the same organization informed that presently biodiesel products has tremendous demands from various sectors such as railways, chemical companies as well as other oil companies. Dr P.R. Gajurel, asst. Prof of Forestry while speaking on cultivation and management of Jatropha carcass said that foot-hill areas of the state offers immense scope for cultivation of jatropha as the soil and cli-
matic conditions of the area is suitable for it. He, however, called for a planned approach for undertaking jatropha projects as ill-informed initiative with lack of support facilities for production may discourage farmers. Programme coordinator prof Pradip Lingfa under whose initiative a medium sized bio-diesel plant has been established at NERIST said that jatropha system can besides helping alleviate poverty, can also control land erosion and check deforestation. Most of all it can promote causes of women and Self Help Groups by facilitating economic engagement. Later, all the participants visited the bio-diesel laboratory and extraction plant set up in the NERIST campus where bio-diesel and other end products are produced with jatropha and Nahar seeds which are locally available. Prof Lingfa and his student team also demonstrated the various techniques of bio- diesel and glycerin production in their labs. Another striking feature of the plant is the use of their bio-diesel products for running the generator set thus helping reduce carbon emission usually seen from fossil fuel.

CPI-M, TMC announce Tripura, Mizoram unsure of meeting candidates for Tripura bypoll 7th Pay Commission obligations PTI Agartala, Oct 18: With the announcement of bypoll in two Assembly constituencies in Tripura on November 19, two political parties in the state have announced their candidates. Jhumu Sarkar of the ruling CPI-M and Prakash Das, a Trinamool Congress candidate and a former minister, would contest from Barja (SC reserved) constituency here. The seat fell vacant after Congress MLA Jiten Sarkar resigned from the post. Ruling CPI-M candidate Biswajit Datta, a state committee member of CPI-M and TMC candidate Manoj Das would contest from Khowai Assembly constituency in Khowai district. The seat fell vacant after the death of CPI(M) MLA Samir Deb Sarkar on August 28 last.
Image for representational purpose Left Front Chairman Khagen Das also a former MP and Central Committee member of CPI-M said the decision to field the two candidates were taken unanimously at the meeting of the Left Front Committee last night. TMC leader and Leader of the Opposition Sudip Roy Burman told reporters that he had appealed to opposition Congress and BJP not to field any candidate against TMC candidates to
show an united face of the opposition political parties against the ruling Left Front. We are hopeful that we would win the elections if we can put up united candidates against the Left Front , he added. The result of the elections would be announced on November 22 and the formal notifications for the elections would be made on October 26 by ECI.
IANS Agartala, Oct 18: Congress-ruled Mizoram and Left-ruled Tripura have said that they are not in a position to implement the 7th Central Pay Commission (CPC) recommendations for their employees. To implement the 7th CPC, Tripura requires an additional Rs.2,500 crore, while Mizoram requires an Rs.563.22 crore more annually. "To implement the 7th CPC recommendations for Tripura government employees, the state government requires additional amount of at least Rs.2,500 crore annually," Tripura Finance Minister Bhanulal Saha said. "The state government is not averse to implementing... (But) currently the state... is facing a severe financial crunch. We are con-
sidering the demand," he added. The minister said that the Centre had stopped much of its aid and changed the sharing pattern for the centrally-sponsored schemes (CSS). This had caused Tripura a net loss of Rs.1,356 crore in 2015-16. He also said that the Centre had even stopped funding under normal central assistance, special plan assistance and special central assistance. Besides, the fund flow under some major schemes was reduced by Rs.314.72 crore during 2015-16, he added. "With regard to state government employees' payments, the state had received Rs.500 crore less in 2015-16 from the Union government despite its obligations," Saha said. "We apprehend that in
2016-17, we may also get Rs.1,100 crore less funds from the central government," he said. Saha said the Tripura government would move the Supreme Court challenging the Tripura High Court verdict which asked the state government to pay the pending 42 per cent dearness allowance (DA) to 2,09,000 state government employees and pensioners. After the latest four per cent release on July 14, the DA of Tripura government employees and pensioners rose to 83 per cent, while that of the central government was at 125 per cent. "We do not have sufficient funds to give the pending DA to the employees and pensioners. The state would seek intervention of the Supreme Court," Saha said. "If we give one per cent more DA, the government would
have to bear Rs.33 crore, and for 42 per cent, the state requires Rs.1,386 crore annually -- which is very difficult for the state government." On a writ petition of an employees' organisation, affiliated to opposition Congress, the Tripura High Court had ordered the government to clear the pending DA dues to the employees, subject to availability of funds. "If the state government clears the pending DA of the employees and pensioners, all developmental and repairing works would come to a halt," the minister said. "The central government has also sealed the maximum limit (three per cent of GDP) of borrowing loan for carrying out development works up to Rs.1,570 crore," the minister said.
Mizoram Chief Minister Lal Thanhawla also expressed his government's inability to execute the recommendations of the 7th CPC. Quoting the Chief Minister, a senior finance official said that to implement the 7th CPC proposals, an additional outlay of Rs.563.22 crore was required annually. The Federation of Mizoram Government Employees and Workers -- an apex body of all the state government employees associations -has been demanding implementation of the 7th CPC's recommendations. "The financial burden on the state government would be too heavy to implement the 7th CPC proposals. Unless the Centre comes forward to help the state it would not be possible," the official quoted Lal Thanhawla as saying.
Three injured in MPCC defends Syiem BJP names 6 candidates, grenade attack removal, slams Pala sympathises with Syiem
Agencies Shillong, Oct 18: The State BJP has finally decided to contest the by-election to all the seven vacant seats of the Khasi Hills Autonomous District Council (KHADC) and the Jaintia Hills Autonomous District Council (JHADC). The party also announced the names of six candidates who will contest the bypolls on December 13. The party was also critical about the political development involving the Congress and sympathised with KHADC CEM PN Syiem who was vocal against the hurriedly passed dual posts Act. Speaking to media persons here on Monday, BJP State unit president Shibun Lyngdoh said Hubert Marbaniang will contest the by-election from LabanMawprem constituency while Mamiry Nongkhlaw was named the party candidate from Nongkrem.
The party has decided to field Kyntiewborlang Syiemlieh from Nongspung-Sohiong constituency and Councillor Sing Wahlang from Nongkhlaw-Mairang constituency. According to Shibun, Thandarsing Warjri will try his luck from PariongMawthadraishan constituency while Denester Pariong will contest from Rambrai-Jyrngam constituency. Shibun said the party is concerned about the threat posed to the continuance of the district councils as some agencies are trying to abolish them. Slamming the State government for bulldozing KHADC, Shibun said the district councils have not been able to seize the opportunities available through the Sixth Schedule of the Constitution aimed at protecting and preserving tribal and indigenous inter-
ests in the State. The successive governments in Meghalaya have failed to support the true potential of the district councils and instead bullied the councils leading to serious misunderstandings, conflicts and contradictions, the BJP state head said. On the by-polls, Shibun said parties are indulging in political games where the district councils have become a rehearsing ground for the legislative assembly elections. “The BJP stands on the principle of autonomous status to the councils,” he added. He also sounded confident of the party’s good showing in the by-polls saying BJP has strengthened itself in the State and now the party is fully prepared to contest the elections. The party will soon bring out a manifesto on its agenda for the ensuing elections. Asked if the Christian community will vote for a saffron party, Shibun disagreed with the perception saying in a democratic setup, anybody can vote for any political party and that “there is no danger for people of the State if they vote for the BJP”. “About 70 people among our office bearers are Christians,” he said. The party also sympathised with suspended Congress leader PN Syiem saying he is following the Constitution in KHADC. “Our doors are open for anyone to come and join but we will not indulge in any dirty political games of poaching people from other parties,” he said.
GNLA rebels gun down ex-finance secy Agencies Tura, Oct 18: Members of the banned GNLA shot dead the outfit’s former ‘finance secretary’, who surrendered in May, at his residence near Williamnagar on Monday. A large group of heavily armed GNLA rebels that police suspect was led by chief Sohan D Shira raided former finance secretary Rakkam D Shira’s house at Damagre, 2 km from Williamnagar, on Monday evening. Rakkam, alias Rikchie, looked after the outfit’s finances and was based in the coal-rich belt of Nangalbibra in South Garo Hills for many years. In May this year, Rakkam and five other rebels, including senior cadre Sacheng, surrendered before then Home Minister Roshan Warjri in Shillong. The surrender of the entire finance wing of the GNLA was seen as a body
blow to the group and its chief Sohan. Rakkam, who was kept confined within the protected walls of the 2nd MLP Battalion headquarters at Goeragre for the rehabilitation process, left for his home at Damagre shortly after noon on Monday and reached there around 3pm. Rakkam’s house was behind Samgong locality where the headquarters of an Indian Reserve Battalion was located. “He (Rakkam) was supposed to be inside the Goeragre camp. He did not inform anyone about his sudden trip to Williamnagar. Even the police were unaware of his visit to his home,” said a source in the district police. Around 13 GNLA militants, with their faces covered, raided Rakkam’s house around 6.45pm. Eyewitnesses said three armed men ran up the
house and the others positioned themselves around the periphery of the compound. The execution squad shot him multiple times from a close range using AK-47 rifles and Heckler and Koch automatic weapons. Police later recovered as many as 15 rifles and seven Hekler and Koch empty ammunition casings from the scene of the crime. Sohan had recently made public through social media his intention to target those leaders and cadres who abandoned his outfit. He had also announced the formation of an “eraser unit” to target GNLA deserters. Last month, Sohan led a group of rebels to Rongsak village on the Tura-Williamnagar road and executed a former cadre who deserted the organisation for another group and had surrendered to police in December.
Imphal, Oct 18: Two women and an 8-yearold girl were injured in a grenade blast at the house of a contractor in Lamphel police station area here, police said today. Unidentified miscreants hurled the hand grenade on the roof of the house on Tangkhul Avenue which exploded injuring three tenants last night. The injured were admit-
ted to a hospital and their condition is stated to be stable, police said. One SUV was also damaged in the blast. Nimreih Shimray, owner of the house, said he was served a demand note of Rs 3 lakh by a militant outfit two weeks back. Shimray is the president of a contractor's association based in Ukhrul district of Manipur.

Agencies Shillong, Oct 18: The Meghalaya Pradesh Congress Committee (MPCC) on Monday defended the party’s move to suspend rebellious leader PN Syiem and at the same time slammed Shillong MP Vincent Pala for his outrage against the State Congress. Addressing a press conference here on Monday, MPCC president DD Lapang said it was AICC’s directive to call a meeting of the MDCs without Syiem where the decision to suspend him was taken. He said similar meetings were called in the past too when the Congress changed CEMs in KHADC. Lapang said though Syiem was given a long rope to settle the issues, he continued his utterances in public and that MPCC should not be expected to be a silent spectator. MPCC also recalled the se-
ries of public statements made by the KHADC CEM against the Congress and the State government despite being a party member. “If the Congress does not get the number in KHADC, we will sit in the Opposition as we have done it in the past,” Lapang said and added that the central leadership tried its best to ensure unity and several AICC leaders visited Shillong to quell the situation. According to Lapang, even Chief Minister Mukul Sangma was asked to calm down by the AICC. “MPCC does not brag but it acts,” he said. Slamming Syiem, he said the party expected maximum support from its CEM before the by-polls but the CEM instead said he would not canvass for the party. The party chief also slammed Pala by saying there were days when former MPs like PR
Kyndiah and others were like “Big Brothers” and they never interfered in the lower level activities in the party. Asked about Pala’s accusation that he was kept in the dark about the suspension, Lapang said the MP was with him last week during the party’s meeting at Congress Bhavan and that he himself told Pala that Syiem was not attending the CLP as well as the party meeting since he was not interested to be in the party anymore. To a question on the role of Lapang who was with the dissident group in the past during the demand for change of leadership, the MPCC chief said that his role is to ensure stability in the party and in the government. He said that though there were differences with the chief minister in the past, as the party president, he tried to settle the issue and expected others to follow suit.

Can’t get IIM with 3 songs, Lanong ridicules Mukul IIM Shillong’s PGPEx-MBIC for combined progress
Agencies Shillong, Oct 18: UDP leader Bindo Lanong on Monday ridiculed Chief Minister Mukul Sangma’s claim that the State got the IIM after he sang three songs. “I want to know can we get IIM or any other institute by just singing songs,” Lanong said in his response to Sangma’s remark in this regard. The chief minister had claimed that after he sang the songs before Union Minister for Human Resources Development (L) Arjun Singh and his wife, the State got the IIM. Lanong, however, recalled that after Meghalaya lost the race to get North East Regional Institute of Science and Technology (NERIST), which finally went to Arunachal
Pradesh, several leaders, including Captain Williamson Sangma, GG Swell, PA Sangma and PR Kyndiah had started lobbying for the prestigious IIM. “We had taken up the matter with Captain Williamson Sangma when he was the chief minister,” Lanong said. In fact, Kyndiah as Union Tribal Affairs Minister was also instrumental in bringing IIM to Shillong, Lanong said, adding that the party had also pursued the matter with him. “It is not right to say and even ridiculous to comment that the IIM was the outcome of three songs sung by the chief minister,” Lanong said. The UDP leader, however, admitted that the chief minister also had played his part in bringing IIM to the State.

Only about terrorism? Over a period of 48 hours, India hosted leaders of the five-nation BRICS as well as the seven-nation BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation), which together represent two-thirds of humanity and more than a quarter of the world's growth. While BIMSTEC has geographical moorings, BRICS is a unique organisation of countries that came together in 2006 not because of geography, history or wealth, but because of their promise as key "emerging economies". While the promise has faded, their ability to grab the world's attention and challenge the "old order" is still unmatched, as Russia, India, China, Brazil and South Africa remain leaders in their respective regions. What they say on financial systems, development initiatives, sharing of resources like water, oil, precious minerals and land, as well as battling climate change and poverty has a wide-ranging impact. It is, therefore, unfortunate that the outcome of the BRICS summit and the outreach to BIMSTEC countries has been popularly condensed into what they had to say on a single issue: terrorism, with only a few paragraphs out of the 109-para Goa Declaration dominating the discourse. The domestic context is partially responsible. Even before the Uri attack, New Delhi had embarked on a diplomatic mission to "isolate Pakistan" by raising the issue of terrorism emanating from its soil at international fora - the campaign escalated after the deaths at the Uri Army camp. As a result, India's interventions at the G-20 summit in China, the ASEAN summits in Laos, the UN General Assembly, the NonAligned Movement meet in Venezuela, and elsewhere resounded with outrage with Pakistan's continued crossborder adventurism. Given this success, New Delhi would have done better to bring the spotlight in Goa back to its own declared goals of building economies and bringing prosperity in the region. A united message to the rich world on a more equitable distribution of global resources, deployment of the New Development Bank and climate change was in order. However, in his speech on the outcomes of the BRICS deliberations, Prime Minister Narendra Modi chose to anchor his remarks on concerns about cross-border terrorism that weren't entirely reflected in the final Goa Declaration. Officials may well explain it away as a lack of consensus in the grouping, suggesting that China influenced the moderation of the eventual text. However, the single-issue focus also reflects a failure on the part of the Centre in forging a larger, more broad-based narrative to match the scale of the gathering hosted in Goa.
Court orders, such as the Supreme Court's in the Cauvery case, will be obeyed only if responsibility is fixed on specified officers of the government "In a Government of laws, existence of the Government will be imperiled if it fails to observe the law scrupulous Government is the potent and omnipotent teacher. For good or for ill, it teaches the whole people by its example… if the Government becomes a law breaker it breeds contempt for the law; it invites every man or woman to become a law unto himself (or herself); it invites anarchy." - Justice Louis Brandeis of the U.S. Supreme Court in Olmstead et al v. United States, 1928.
The initial obstinate reluctance of the Karnataka government to comply with successive orders of the Supreme Court relating to the Cauvery river water dispute and later its resentful compliance exposes one of the confounding fault lines of constitutional governance. What is a court to do when governments dig in their heels and refuse to comply with its orders?
Fixing accountability Court orders have the impelling force of rule of law and foundational constitutional values that governments must respect in order to preserve the ever fragile fabric of constitutional democracy. However, given the stark reality of increasing hostility to court orders, either belligerent or subdued, how are courts to deal with such situations within the framework that the law affords them? The answer would well be that first, courts must realize that so long as they look at the government as an amorphous body of unspecified and
unspecifiable individuals, and we are never ever going to find a solution to this problem. Any redemption from the current situation is possible only if personal responsibility for obedience/disobedience of court orders is fixed on specified officers or individuals in government, political or bureaucratic. Increasingly we find that systems within the nation are unable to find agreed solutions to vexatious problems within their own fold. Society is unable to decide what its reaction should be to homosexuality; religious groups are unable to find solutions within their fold even with respect to dis-
putes relating to faith; science is unable to find solutions to disputes about what constitutes scientific evidence to uphold a particular claim; varied claims such as these come knocking at the doors of courts. What these contestants before courts must realize is that once an argument is decided by a court of law, then that particular argument gets replaced by judicial fiat. And unless it is appropriately modified in a manner known to law, the court's fiat must be implicitly obeyed. Legal precedents The First Law Commission constituted after coming into force of the Con-
stitution observed, "It is now increasingly necessary to abandon the lingering fiction of a legally indivisible state, and a federal conception of the crown, and to substitute for it the Principle of legal liability where the state, either directly or through incorporated public authorities, engages in activities of a commercial, industrial or managerial character. The proper test is not an impractical distinction between government and nongovernmental function but the nature and form of the activities in question."
Recalling and applying this principle, the Supreme Court in Lucknow Development Authority (LDA) v. M.K.Gupta (1993) held, "Public authorities acting in violation of constitutional or statutory provisions oppressively are accountable for their behavior before authorities created under the Statute like the commission or courts entrusted with the responsibility of maintaining the rule of law." In that case the Supreme Court directed the LDA to pay compensation to the aggrieved consumer and fur-
ther directed that the amount must be recovered from the officer responsible for the default who must be identified. Proceeding on similar lines the Supreme Court has recently fined the Health Minister of the Delhi government Rs.25,000 for not complying with its orders. The directions of the Supreme Court in the Cauvery river water dispute will be obeyed only if responsibility is fixed on specified officers - political or bureaucratic - of the government for complying with the orders. Adequate protection may be provided to such officers or officers from the Central government may be appointed with court directions to assist in the compliance of court orders. However, mere court fiats without fixing responsibilities for compliance can never produce the desired results in such sensitive matters. Governments will proceed to disobey them, impervious to the wise caution of Justice Brandeis, little realizing that in doing so they would be sowing the seeds of anarchy
Leave Virat alone for now, and Sachin, forever Some individuals, or should we call them institutions, are sacred and it is important for us to keep them that way.
What the state cannot bear to hear
However much we try, we can't leave them alone, can we? The moment a player, specially one rather young, comes up with an awe-inspiring display or three, or goes through a magical season or two, we are seldom content with saying that he or she is a phenomenal talent who has the potential to join a handful on the pantheon some day,.
The recent arrests of several people in Tamil Nadu on charges of spreading rumours about the health of Chief Minister Jayalalithaa are a cause for serious concern. While the State police might have its reasons to worry about threats to public order in the wake of wild rumours circulating on social media, arresting so many people reflects a heavy-handedness and a failure to distinguish between unfounded speculation and motivated trouble-mongering. Nearly a month after the Chief Minister's unfortunate hospitalisation on September 22, the people of Tamil Nadu know very little about her health, other than the details released through sparsely-worded hospital bulletins. Given that there has been no official word from the State government, it is not entirely unnatural that her extended stay in hospital has led to people speculating about her ill-health some of them owe allegiance to rival political parties. To arrest people on charges of posting WhatsApp or Facebook messages is a gross abuse of authority. Not surprisingly, it has led people to believe that such action betrays the State government's desperation to prevent any conversation that is at odds with the overly cheerful statements put out by AIADMK functionaries and sanitised press releases. If the government is keen on curtailing rumours, it would do better by keeping people updated regularly on the broad state of the Chief Minister's health, a matter that is a source of concern for all well-meaning people in the State.
To say he or she is the next megastar is fine; but to turn trigger happy or keyboard happy and install him or her in the place of the finest in the pantheon, just so he is in good company - or perhaps because we think that the young man would feel lonely in his present role is a touch immature, to say the least. Not only does this place an enormous burden on a young man's shoulders and make him imagine he is the equal of the finest to have ever played the game but it also reveals poor journalistic form. For much of 2016, we have read quite a bit about how Virat Kolhi is the next Sachin Tendulkar. It looks as if that it was only the other day that Sachin started his famous, even legendary, farewell speech
The arrest of two employees of a bank in Coimbatore is particularly unsettling, as the police went solely by the word of an AIADMK functionary. Neither the CCTV footage nor the testimony of other bank employees suggests any attempt on the part of those arrested to disrupt public order or, even, spread rumours. Even if the two employees did speak of the Chief Minister's health condition, the conversation constituted a private exchange - it cannot be compared to posts on social media, even if many of these posts were just as innocuous. If causing public unrest is the real concern, what are the police doing about the thousands of AIADMK workers who are making a public ritual of their prayers and offerings for the Chief Minister to return to good health? Criminal intimidation, public mischief are sections of the law that have been used by police, at the behest of overenthusiastic political bosses, on the basis of a mistaken sense of personal loyalty to Ms. Jayalalithaa. At a time when there is a groundswell of sympathy for Ms. Jayalalithaa's condition, and hope that she recovers from her illness, such acts don't reflect well on those currently in charge of the State administration.
Though in the Cauvery water dispute case, the looming disaster of the breakdown of constitutional machinery sticks out like a sore thumb, it is unfortunately not a sole aberration but symptomatic of a larger malaise that is growing every day. Courts are increasingly flooded with contempt petitions against the government/state authorities for willful disobedience of orders of courts with no prospects of the deluge abating in the near future.
- the-half-an-hour-plus tour de force amidst never before seen emotional outpouring in front of over 30,000 spectators and millions watching on television - and now we want to find someone his equal. Poor Kohli. He has not even had the time to establish his own identity and come to terms with what is - and will be - demanded of him as a batsman and as a captain. And now he has to aspire to be the equal of the country's cricketing god, who made his Test debut in Pakistan at the age of 16, about the time Kohli was a year old - all this because a few of us already think we know what the new Indian Test captain's preordained destiny is, or what it ought to be. When it comes to sports, hyperbole may be excused because we are a nation that wants more and more heroes in sport - forget politics, science and many other fields that really matter - our heroes wake up in the morning thinking of bat and ball and the 22 yards where the battle would be won or lost. Unfair comparisons Now, let us be fair. Comparisons can be unfair to both parties and counter-productive too.
Health is Wealth "Diabetes is not an easy condition to manage. It is often frustrating and taxing, especially when my sugars are bouncing up and down all day. But with the education from my healthcare team, I can understand the factors causing these fluctuations and take proactive measures to get back on track. This allows me to take control and live a happy, fulfilled life.
"I am currently studying for a Masters of Science in diabetes epidemiology at the University of Pretoria, and also serve as the general manager for a registered nonprofit organization, Youth With Diabetes (YWD). Now in existence for 10 years, YWD was established to address the lack of diabetes education for children living with diabe-
While neither Tendulkar nor Kohli is going to lose sleep over the latest newgod-in-the-horizon nonsense, we must admit that such comparisons can hurt the young man more than it can help him, beyond a moment's high.

Imran Khan, Kapil Dev, Richard Hadlee and Ian Botham, contemporaries all, were compared to the one and only Garry Sobers. And they won't be the last either. The point is, when someone stands alone, peerless, and seemingly unapproachable, there is always the temptation to find him a match, a Bradman and Sobers in cricket, or a Roger Federer or Pete Sampras in tennis. There have been several dozen Dons since the incomparable Bradman walked back to the pavilion at The Oval, out second ball for a duck in his last Test innings, and leaving behind a mind-boggling batting average of 99.94; and every young spinner who comes up with a special ball or two is immediately compared to the debonair Australian Shane Warne, now retired, but still the owner of the Ball of the Century (Mike Gatting was the unfortunate victim).
there is always the temptation to find him a match, a Bradman and Sobers in cricket, or a Roger Federer or Pete Sampras in tennis. This urge is ancient, going even beyond written history, and is the reason that from the very beginning of organised sport, the lonely immortals in every game have been compared to contemporary stars.

It has been my launching pad into diabetes research from a health management perspective.

ment of great joy, for the young man, depending on how he looks at it. But the need for individual identity has never been more significant than it is today in the world of sport. While it is very important for us to celebrate the achievements of the greats of the past, it is also equally necessary to treat talented young men as special individuals themselves and not photo copies of a retired great. Some individuals, or should we call them institutions, are sacred and it is important for us to keep them that way. Of course, cricket is not the only game in which meaningless and needless comparisons are a pet hobby of many people. Football, boxing, tennis, athletics and almost every other major sport has had several instances when critics and lay fans have fallen into the comparison trap. Quite often, I take a deep breath and exclaim, 'Ah, here comes another (baseless) comparison.' Since the greatest footballer of the 20th century said goodbye to the international game, sitting on the shoulders of his teammates, after Brazil won the World Cup in Mexico in 1970, there have been hundreds of Peles, White, Black and Brown, in Europe, South
Leaders In Diabetes program, I learned of a lack of diabetes medical resources in many countries, especially insulin and test strips. I was shocked to discover the limited availability of glucose test strips in South African public health facilities. This prompted me to investigate the use of a structured self-monitoring blood glucose routine to reduce HbA1c in Type 2 diabetes patients using insulin.
America and elsewhere. But the footballer who would surpass the magical amalgam of Pele's speed, ball skills, stamina and striking power has perhaps not been delivered into this world yet. An under-thebreath 'sorry' into the ears of Johan Cryuff, Diego Maradona and Lionel Messi may not hurt though. In the world of boxing, where the facts of life are stranger than fiction and hype is inseparable from truth, you never know whether it is someone's honest opinion or is a sort of motivated falsehood when the person says, "Hey, this kid is as good as Ali." But you don't get to be another Ali by merely mouthing puerile profanities and mediocre ringside poetry. Ali transcended boxing. If ridiculous and ludicrous comparisons are the bane of sport, then they are unfair to the young talents. They are not only singled out to carry a huge psychological burden but the comparisons also have the dangerous potential to lead to a crippling identity crisis. Let's face it. There will be one Ali, one Pele, one Federer, and most of all in the Indian context, one Tendulkar.
"I am currently running a pilot clinical trial on this newly designed intervention for my Masters project. I plan to use the results to advocate for test strips to be put on national tender so that regardless of location, diabetes patients in South Africa will have the resources to test their blood glucose levels and be empowered to make decisions regarding their treatment and diet."

Sensex rebounds 208 points after Asian cues get going Mumbai, Oct 18: The BSE benchmark Sensex made a promising start by bouncing almost 208 points today on widespread gains following fresh buying amid a firm trend in Asian markets. The 30-share index jumped 207.64 points, or 0.75 per cent, to 27,737.61, with all sectoral indices led by realty, metal and banking making all the right moves. The gauge had lost 143.63 points yesterday, spooked by muted start to second quarterly earnings and a lack luster global trend. The NSE Nifty today went up by 55.15 points, or 0.65 per cent, to 8,575.55. Ryanair hits Brexit headwind as profit forecast cut Dublin, Oct 18: Irish nofrills airline Ryanair cut today its full-year net profit forecast by five per cent owing to the pound's slump since Britain voted in June to exit the EU. "The primary cause of this slightly lower growth in full year profitability is the 18 percent fall of sterling post Brexit which will reduce second half average fares," the Dublin-based airline said in a statement. The pound's tumble is reducing the amount Ryanair earns from its key British market once the currency is converted into euros - the unit of Ireland and which Ryanair uses to price its earnings. Ryanair said it was cutting
its 2016/17 net profit forecast by five per cent to between 1.3 billion euros and 1.35 billion euros (USD 1.4 billion and USD 1.5 billion). Its financial year runs to the end of March. Ryanair chief executive Michael O'Leary added in the statement that "stronger traffic growth and better cost control" would contribute to offsetting the hit in revenues, adding that the British market represents about one-quarter of the group's total income. The pound has tumbled to 7.5-year lows against the euro and 31-year troughs versus the dollar since Britain voted June 23 in favour of leaving the European Union as markets price in
future economic uncertainty. The office of British Prime Minister Theresa May yesterday sought to downplay cabinet tensions over Brexit after reports her finance minister is antagonising colleagues with his warnings about the economic dangers. Chancellor of the Exchequer Philip Hammond has reportedly been pushing to delay measures designed to control immigration, which would likely be viewed by EU leaders as incompatible with continued membership of the single market. O'Leary has meanwhile previously said that Brexit uncertainty would more than halve Ryanair's UK growth. (PTI)
'Modi govt's clampdown on black money curbing gold appetite in India'
Pic for representation purpose. Mumbai, Oct 18: India's crackdown on undisclosed foreign assets and income is curbing demand for gold in the world's second-biggest consumer, while rising real interest rates and better returns from other financial markets are also hurting purchases, a banker said. Although consumption should pick up from now until the end of the financial year, when India buys more for gifting during festivals and weddings, weak demand so far has dragged on the global gold price that has shed nearly 9 percent from a two-year high in July to $1,258 an ounce on Tuesday. "There is a crackdown on black money in India and many people who were looking at gold as aninvestment for unaccounted income are
no longer investing in gold at all," Shekhar Bhandari, executive vice-president of Kotak Mahindra Bank, told Reuters on the fringes of an industry meet. Unofficial estimates suggest funds illegally deposited in banks outside the country to avoid tax, known as "black money" in India, account for about 10-30 percent of the country's gold demand, said Bhandari. A tax evasion amnesty scheme, led by Prime Minister Narendra Modi, that closed in September disclosed nearly $10 billion in undeclared income. India's gold demand has also been hit by higher returns from other asset classes, Bhandari said, with returns on equities and bonds at 12-13 percent dwarfing gold's 0.9 percent in terms of rupees since
2013. Rising real interest rate due to declining inflation is dimming gold's draw as well. 'PATHETIC' "The returns on gold in rupees is pathetic," Bhandari said. "I think it won't be advisable to invest in gold given current levels where investment returns are likely to be negative in Indian rupees." India's gold imports fell for a ninth month in September as weak retail demand and higher discounts prompted banks and refineries to cut overseas purchases. But imports in the second half of India's financial year to March will probably be 25-50 percent more than the first half, said Sunil Kashyap, managing director for global banking and markets at Scotiabank. "With Diwali just about two weeks away from now, demand so far looks good. Expectation is that it'll sustain until the end of the year," Kashyap said. Gold discounts dropped to the smallest in nearly nine months last week as the festive season began. "If stability of the rupee continues and gold prices are stable, then we can expect positive trends. But any kind of volatility could hamper gold," said Scotiabank's Kashyap. (Agencies)

Reliance Jio isn't a 'punt' but a wellengineered business: Ambani Mumbai, Oct 18: Reliance Industries chairman Mukesh Ambani on Monday said his new telecom venture Jio is not a gamble but a well thought-out and well-engineered business, while terming the trouble with interconnectivity as similar to a meritorious student "getting ragged". "It is no punt. It is a well thought-out, well executed, well engineered ecosystem. It is a Rs 2,50,000 crore investment," Ambani said at 'Off the Cuff' show organised by The Print, a digital media outfit owned by senior journalists Shekhar Gupta and Barkha Dutt. He was replying to a question how can he justify investment of Rs 1.5 lakh crore on the new entrepreneurial "punt" he had taken. About the troubles Jio had with the regulator and the
incumbents, he said, "Yes we had troubles" and compared it to a bright student getting admission into prestigious institute on merit but getting ragged in the hostel for being meritorious. "You have to take it in the right spirit. There is a principal and there is an ecosystem so there is a governance system...I've no problem as long as I or Reliance get ragged, you are the big boys and you can take it but the consumer should not suffer and I think that is what Jio is doing." At the much-delayed launch last month, Ambani had said the company had invested Rs 1.5 lakh crore into his new venture. But today he said the group had already pumped in Rs 2.5 lakh crore into his second attempt at telecom, offering highspeed 4G services with
Mukesh Ambani focus on data. Stating that Jio meets all the criteria of investment that Reliance has set out openly, Ambani said, "Reliance at this scale and size will not do anything that does not create huge societal value.
At the end of the day I strongly believe that the society gives the licence to operate and making only money is not the licence." He reiterated that Reliance's consumer businesses, which consist of digital ser-
vices, media and entertainment and retail, in the next few years will be as big as its energy business. On whether Jio had disrupted the telecom market with low data tariffs, Ambani said, "What I really don't understand is that you progress from generations of technology. It is not new as we had announced it in 2010-11. "We didn't do anything on stealth. In all my AGMs we have said we are going to bring the Internet to the masses because I firmly believe that the benefits of technology should go to the end-consumer," he said. Jio had brought about an opportunity for all incumbent operators to work together and take the nation to the next level of digital revolution, Ambani said. (Agencies)
Rupee runs higher PM Narendra Modi Dedicates 3 by 12 paise against Hydroprojects to Nation in Himachal dollar
Mumbai, Oct 18: The rupee appreciated 12 paise to 66.76 against theUS dollar today, propped up by fresh selling of the American currency by exporters and banks amid a higher opening in the domestic stock market. According to dealers, weakness in the dollar against other currencies overseas on unexpected fall in a US manufacturing index made the rupee stronger.
The local currency received a shot in the arm after stocks started the day on a positive note. Yesterday, the rupee had ended lower by 17 paise at 66.88 due to heavy dollar demand from importers and corporates. Meanwhile, the benchmark BSE Sensex rebounded 207.64 points, or 0.75 per cent, at 27,737.61 in early trade today. (PTI)
Don't overpay: Google flight's new feature will tell you when to buy cheaper air tickets New Delhi, Oct 18: If you are worried about paying a bomb for an air ticketand wondering whether you should wait a bit longer to check if the prices come down, Google has just put you at ease with an update to its Google Flightfeature. This feature will tell you when the ticket price of a specific flight for the route you have chosen may rise and will also notify you when it drops. Any saved flights can be tracked on your phone once the new update is rolled out. For example, if a ticket to Bengaluru costs more than Rs 1,000 after 7 hours, Google Flight notifies you when the price may expire. In case you haven't selected a specific flight, you may see a notification bar with multiple tips showing you how to find the best price for this route. This includes things like recommendations for alternate airports
or dates. Google does this by looking at the historic prices for the route and also gives you an idea of much will be the price rise. Google says it will send notifications via email letting you know when prices are expected to change. Google is planning to roll out the feature in the coming weeks. Also, existing features let you explore destination based on your interests like adventure, culture, ecotourism, honeymoon, wildlife and winter sports etc. (Agencies)
New Delhi, Oct 18: Prime Minister Narendra Modi on Tuesday dedicated to the nation three hydro-electric projects (HEPs) with a generating capacity of 1,732 MW in Himachal Pradesh. All the three power projects -- Koldam HEP (4x200 MW) of NTPC, Parbati HEP Stage-III (4x130 MW) of NHPC and Rampur HEP (6x68.67 MW) of SJVN -- are equipped with generating equipment supplied and commissioned by Bharat Heavy Electricals Limited (BHEL), state-owned BHEL said in a statement on Tuesday. Himachal Pradesh Governor Acharya Devvrat, Chief Minister Virbhadra Singh, Union Health Minister J P Nadda and Power Minister Piyush Goyal were present on the occasion. BHEL has a vast experience in hydro-electric projects having contracted more than 500 hydro generating sets with a cumulative capacity of

more than 29,000 MW of various ratings in India and abroad. BHEL's hydro installations are in operation in India and across the world in Azerbaijan, Bhutan, Malaysia, Nepal, Taiwan, Tajikistan, Rwanda and Vietnam. The company is executing HEPs of around 3,300 MW in the country, which are at various stages of implemen-
tation, in addition to major hydropower projects in DR Congo and Bhutan. More of hydroprojects means reduction of greenhouse gas emission, which helps in achieving a low carbon path. The government is contemplating inclusion of large hydro projects in the fold of renewable energy to provide an impetus to these projects. (PTI)
Changed pollution norms may not affect AC, refrigerator pricing in India
Pic for representation purpose. New Delhi, Oct 18: Price of air conditioners and refrigerators may not see any significant impact due to stricter air pollution norms. While India would have to start implementing the rules from 2028 set in a meeting held at Kigali, Rwanda, the makers of cooling appliances are in no hurry to shift to more environment friendly products immediately. According to the outcomes of the meeting that was held last week, developed countries would have to move towards pro-green house technologies from 2019. India on the other hand would have to cut down use of hydroflurocarbon (HFC) by 10 per cent by
2032. While an immediate implementation may have affected cost of compressors and eventually prices of ACs and refrigerators in the country, a timeframe of 12 years have offset such a risk. Also, since most of the major home appliances players such as Samsung, LG, Panasonic, Whirlpool, Daikin, Carrier Midea, are subsidiaries of global giants headquartered in developed countries, by the time India's turn comes they would be equipped with relevant technologies. Currently, majority of the compressors, the cooling apparatus used in ACs and refrigerators, run on R22 and R410A refrigerants. R22 affects the Ozone
layer directly, R410A is an HFCwhich has high global warming potential. Countries like China which has a market of 50 million units annually for ACs - highest in the world, compared to some 4 million in India. And it continues to use R410A. Some of the manufacturers such as Daikin has already started using R32 refrigerants - a non-HFC technology - in their products. According to Kamal Nandi, vice president, Godrej & Boyce, since R32 and R290 are available for free as they are not under any royalty agreement, using such refrigerants would be cost effective options. Incidentally, both are nonHFC and do not increase the risk of global warming. Also, since more stringent norms on energy efficiency are kicking in from 2018 in India, companies who have already planned to shift to higher energy efficient products with greener technologies are prepared for the change. Air conditioner market in India is expected to grow over 10 million units a year by 2022, ten years before the stringent environment friendly norms come into effect, and companies are also hoping to benefit from economies of scale by setting up compressor units in India. Might Meet Vladimir Putin Before Taking Charge As President, Says Donald Trump Washington,Oct 18: Republican presidential nominee Donald Trump has said that if elected as the US president in the November general elections, he might meet Russian President Vladimir Putin even before he takes the oath of presidency in January next year. "...I could see myself meeting with Putin and meeting with Russia prior to the start of the administration," Mr Trump told the media in an interview yesterday. A president-elect meeting a foreign leader before the inauguration is seen quite unusual. After being elected as the US President in November 2008, Barack Obama had stayed away from the foreign policy domain, ar-

Former Sri Lankan minister's son found dead in UK He was the son of Sri Lankan politician Imthiaz Bakeer Markar, chairman of the country's National Media Centre - a project established to monitor the country's media.
Sri Lankan Imthiaz Bakeer Markar. London, Oct 18: Son of a former Sri Lankan cabinet minister studying at the prestigious London School of Economics was found dead after a brief illness at London, in UK. Adhil Bakeer Markar, a masters student tipped to become future leader of Sri Lanka, was found lying unconscious in his room by his friends last week and later declared dead, police said. He was the son of Sri Lankan politician Imthiaz Bakeer Markar, chairman
of the country's National Media Centre - a project established to monitor the country's media. His father has also served as Sri Lanka's cabinet minister of media. According to a report, the LSE student who represented the next generation of Sri Lankan political leaders, "was found dead in his room after going to bed complaining of a fever". Friends became worried about Markar when he did not answer phone calls. When they went to his
dorm residence, they opened the door with the help of university officials and found him "sprawled on the floor". Markar had complained of being ill, but when he spoke with one of his brothers last Tuesday, had said "I am recovering and will be OK". Markar was attending the University on a Chevening Scholarship, a prestigious award for future leaders funded by the UK's Foreign and Commonwealth Office. He had just begun studying for a Masters in Comparative Politics in September. Last year, he had represented the Sri Lanka Youth Delegation at the UN. Other Sri Lankan youth delegates posted a video calling his death a "great loss for our nation and community". Scotland Yard is not investigating his death and believes it is not suspicious. His body was discovered on October 12. The LSE posted a memorial online. "Sri Lanka lost one of talented young future leaders and academics," wrote a member of the UK's Sri Lankan community. (PTI)
Russia sets brief cease-fire for Aleppo as strikes kill 36 Beirut, Oct 18: Russian and Syrian forces will halt hostilities for eight hours in the eastern districts of Aleppo, Russia's military announced on Monday, a day on which opposition activists said their airstrikes killed at least 36 people, including several children, in and around the divided city. The two militaries will observe a "humanitarian pause" between 8 a.m. and 4 p.m. on Oct. 20 to allow civilians and militants safe passage out of the city, Lt. Gen. Sergei Rudskoi of Russia's general staff said in Moscow. Militants, the wounded and sick would be allowed to evacuate to the neighboring rebel-held province of Idlib. UN humanitarian officials have pleaded with combatants to observe weekly 48hour cease-fires to allow humanitarian relief into the city's besieged eastern districts, but Russian and Syrian forces have only escalated their aerial and ground assault on the rebel-held areas in recent weeks. The airstrikes have claimed hundreds of lives, wounded many, flattened apartment buildings and laid waste to the already crippled medical sector. Russia's UN Ambassador Vitaly Churkin told reporters at UN headquarters in New York that the eighthour pause was a unilateral halt to fighting. A 48-hour or 72-hour cease-fire "will require some sort of mutual arrangement," he said. Russian and Syrian leaders are now capitalizing on a proposal made by the UN's envoy earlier this month to allow al-Qaida-linked militants to leave in exchange for peace and local administration for the eastern districts. Rebels in the east, along
with many residents, spurned the proposition, citing their distrust of the government side. And Russia vetoed a UN Security Council resolution mandating an immediate cease-fire. Russia's Churkin said that at a meeting Saturday cochaired by Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry, foreign ministers from Saudi Arabia, Turkey and Qatar said they would work to separate moderate opposition groups from the former al-Qaida affiliate once known as the Nusra Front in rebel-held eastern Aleppo. Military experts from all these countries were scheduled to meet Monday, he said. If the separation succeeds, which is a key Russian and Syrian demand - there are two options, Churkin said. Nusra fighters must leave Aleppo or they will be defeated, he said. Churkin said "the understanding" reached at Saturday's meeting in Lausanne, Switzerland, is that once Nusra is gone the moderate opposition and the Syrian government will agree on a cease-fire to end the bloodshed. US State Department spokesman Mark Toner, speaking to reporters in Washington, noted that the people of Aleppo "have been subjected to near constant bombardment and air strikes" that have killed many civilians and leveled much of the city's infrastructure in an effort "to starve out and to drive out the opposition and civilians." "If there is actually an eighthour pause in the unremitting suffering of the people of Aleppo, that would be a good thing. But frankly, it's

Thai minister urges 'social sanctions' for royal critics Bangkok, Oct 18: Thais should "socially sanction" those accused of defaming the monarchy following the death of King Bhumibol, the junta's justice minister said Tuesday, as he vowed to hunt down critics both at home and overseas. The death of the world's longest reigning monarch on Thursday has left the nation bereft of its key pillar of unity and seen mass outpourings of grief from black-clad Thais. But it has also unleashed ultra-monarchist forces, including mobs and online crusaders scouring the web bent on punishing anyone perceived to have insulted the monarchy. "There is no better way to punish these people than to socially sanction them," justice minister Paiboon Koomchaya told reporters on Tuesday, as he vowed to "pursue those people who violate the law". His message comes amid a growing number of cases of vigilantism meted out by royalist
Thais on people accused of having insulted the monarchy. On Sunday a woman on Samui island was forced by police to kneel below a portrait of King Bhumibol in front of a baying mob after she allegedly posted an insulting comment about the monarchy on Facebook. She was later charged with lese majeste. Similar mobs formed on the southern island of Phuket and in nearby Phang Nga province sparked by alleged comments. Others on social media have publicly berated those deemed not to be sufficiently mourning or failing to wear black clothes. The latter - dubbed "black shaming" - has been criticised by the junta who say poorer Thais may not be able to afford a new wardrobe of black clothing and that people mourn in different ways. Thailand's monarchy is protected by a draconian lese majeste law that outlaws criticism with punishments of up to 15years in jail for each in-

sult uttered. Prosecutions have surged under the military, who seized power two years ago, with record breaking sentences handed down in some cases.
The plane took off from Masroor Base, before it crashed in Musharraf Colony.
That has made detailed discussion or debate about the monarchy's role - and its future after Bhumibol's 70-year reign - all but impossible. Media inside Thailand, both local and foreign, must heavily self-censor. While debate on the monarchy has been shut down inside Thailand for years, authorities struggle to censor critics or media based overseas. But Paiboon said the junta would renew extradition requests for Thais abroad - something that is unlikely to carry traction with foreign governments in those countries where lese majeste is not a crime. "It's difficult to bring them to prosecution in Thailand," Paiboon said. "But we must do it to stop their movement and reproduction, we will do our best."(PTI)
Karachi, Oct 18: A pilot of the Pakistan Air Force (PAF) was killed on Tuesday as his Mirage jet crashed near Karachi's Musharraf Colony. According to Squadron leader Baqir Ali, PAF Mirage jet bearing tale number 921 took off from Masroor Base, before it crashed near Musharraf Colony. The pilot died on the spot, police officials stated. "A Mirage plane crashed near Musharraf colony," Senior Superintendent Police city confirmed. "The pilot ejected from the aircraft and sustained fatal injuries," PAF spokesperson said in a statement, adding that though the pilot did not survive himself, he "succeeded in saving precious lives on ground."
"No loss of civilian life or property has been reported. A board of inquiry has been ordered by Air Headquarters to determine the cause of the accident," the statement read. Last month, a PAF pilot was killed as his fighter jet crashed in Jamrud, Khyber Agency. "The pilot of the aircraft Flt Lt Omer Shazad sustained fatal injuries," the military's media wing ISPR said. The PAF aircraft was on a routine operational training mission. Officials claim the aircraft crashed due to a technical fault. Speaking to media, a senior official of the political administration said, "A team of Swat scouts and Levis officials have been sent to the site of the incident." (PTI)
a bit too little, too late," Toner said. Monday's Russian announcement did not include any promises of an extended cease-fire or local administration. It followed a bloody day of airstrikes on rebel-held districts in and around Aleppo. At least 23 people were killed in airstrike that also wounded dozens in the village of Oweijel, just west of Aleppo, according to the Britain-based Syrian Observatory for Human Rights. Another monitoring group, the Local Coordination Committees, said the air raid was carried out by Russian warplanes and put the death toll at 30. More than a dozen people were also killed in the Marjeh neighborhood in eastern Aleppo. The Aleppo Media Center, an activist collective, said those killed included 11 people with the same family name of Qabs ranging from a six-week-old baby girl to a 25-year-old man. The Observatory said at least 50 civilians, including 18 children, were killed in airstrikes on the eastern part of the city in the 24 hours before the Russian announcement. Monday's airstrikes coincided with the launch in neighboring Iraq of a major operation by Iraqi and Kurdish forces, backed by the US-led coalition, to retake the northern city of Mosul from the Islamic State group. There have been concerns the government in Damascus could use the timing of the Mosul offensive to press its onslaught in Aleppo while world attention is diverted to developments in Iraq. Also Monday, Syrian state media claimed 49 rebels
were killed and wounded in fighting in the neighborhoods of Sheikh Saeed and Shurfa on the southern edges of Aleppo. In the nearby province of Idlib, a US-led coalition drone struck a car in the provincial capital that carries the same name, killing all inside, according to the Observatory and a jihadi official. It was not immediately clear who was in the vehicle, but such attacks have previously targeted officials with al-Qaida's affiliate in Syria, known as Fatah al-Sham Front. The Observatory said the attack targeted a faction commander. An official with Fatah al-Sham Front, formerly known as Nusra Front, said all those in the car were "martyred." The man, who spoke on condition of anonymity because he was not authorized to speak to the media, said it was not clear if members of his group were targeted. Earlier this month, a drone attack killed top al-Qaida official Ahmed Salama Mabrouk. The United States and Britain on Sunday acknowledged the Western world's weak support for any military action against Syria's government as they seek ways to pressure Syrian President Bashar Assad and his chief backer, Russia, to halt the deadly Aleppo offensive. After a meeting of 11 governments opposing Assad's rule, US Secretary of State John Kerry and British Foreign Secretary Boris Johnson each insisted that all options were on the table. But their stark explanations about the danger of resorting to military force appeared to rule out such a move.
The government in Damascus, meanwhile, appears to be trying to improve relations with Egypt, the Arab world's most populous nation, following the first public meeting between Egyptian and Syrian security chiefs. Maj. Gen. Ali Mamlouk, head of the National Security Bureau and one of Assad's top aides, visited Cairo Sunday at the head of a delegation to coordinate with Egypt in the fight against "terrorism" in the region, Syria's state-run news agency SANA said. SANA said the Syrians met with top intelligence officials, including deputy chief of Egypt's intelligence agency. It said both sides agreed on "coordinating political standpoints" and strengthening the "cooperation in fighting terrorism." Egypt's pro-government Sada alBalad and other news websites reported on Sunday that six Syrians arrived on a private jet from Damascus. Earlier this month, Egypt voted for rival French and Russian draft resolutions on Syria at the UN Security Council, arguing that both called for a truce and for aid for besieged Syrians in the rebel-held areas of the northern city of Aleppo. The move angered Egypt's major financier Saudi Arabia, which supports rebels fighting against Assad's Moscow-backed government. Egypt and Syria are both fighting extremists, including members of the Islamic State group. Both countries also have poor relations with Turkey's President Recep Tayyip Erdogan. (Agencies)
United Nations Announces 72-Hour Truce for Yemen Yemen, Oct 18: A 72-hour ceasefire in Yemen will go into effect starting Thursday, the United Nations announced on Monday. A cessation of hostilities that first went into effect in April "will re-enter into force at 23:59 Yemen time (2059 GMT) on 19 October 2016, for an initial period of 72 hours, subject to renewal," the UN's special envoy for Yemen, Ismail Ould Cheikh Ahmed, said in a statement. The announcement comes after Yemeni President Abedrabbo Mansour Hadi agreed to the ceasefire in a statement earlier on Monday, a day after international calls for a truce. Ahmed on Sunday said he had been in contact with the Huthi militia's lead negotiator and Hadi's government. The United States, Britain and the UN peace envoy to Yemen on Sunday urged the warring parties in the country's civil war to declare a ceasefire. Saudi Arabia's impoverished neighbour has been rocked by a deadly war since pro-Iran rebels overran the capital Sanaa in September 2014. However, the conflict escalated after an Arab coalition, led by
Riyadh, launched a bombing campaign against the Shiite Huthi rebels and their allies in March 2015. The conflict in Yemen has killed almost 6,900 people, wounded more than 35,000 and displaced at least three million since March last year, according to the United Nations. New peace plan On Sunday, US Secretary of State John Kerry met in London with the UN envoy and his opposite numbers from Britain, Saudi Arabia and the United Arab Emirates to discuss the Yemen conflict. "This is the time to implement a ceasefire unconditionally and then move to the negotiating table," US Secretary of State John Kerry told reporters after the talks. Previous attempts to enforce a ceasefire in the country have so far failed with the war intensifying after a round of peace talks in Kuwait ended in August without achieving a breakthrough. The Saudi-led coalition has stepped up its air raids following the breakdown of talks and cross-border attacks from Yemen have also intensified. The previous ceasefire, announced in conjunction with
the start of the Kuwait talks, was hardly observed on ground, with both sides trading blame for violating the truce. Earlier this month, the UN envoy had said that a 72-hour ceasefire was expected soon adding that he was hoping to draft a new peace plan for Yemen. The coalition has carried out hundreds of air strikes and provided ground troops to support Hadi's forces. But it has failed to dislodge the Huthi rebels, who are allied with forces loyal to ex-president Ali Abdullah Saleh, from key areas including the capital Sanaa. The rebels still control large parts of the north, their historic stronghold areas, and other regions of western and central Yemen. Taez, the country's third city, is almost completely surrounded by the Huthis and their allies and loyalist forces have for months tried to break the rebel grip on the southwestern city. Government forces have recaptured the south and east but failed to make any significant advances. (Agencies)

How to Study for College
Do you have exams coming up soon? Are you worried about how to study for them? Maybe you could roll through high school half asleep with your hands tied behind your back, but unfortunately college is a slightly different level. Once you know how to tackle studying at the college level, you'll be better equipped to ace your exams. Before a Study Session Make a schedule for all of your exams Arrange them by date so that the one you are having first comes at the top, then your next exam, then the next etc. Read the syllabus that comes with your classes. Ø By the time finals roll around, your time is precious -- every minute counts. Which is why scheduling is essential during the weeks (er, days) prior to exams. So as not to go totally bonkers during this stressful time, make a realistic study schedule for yourself, too. Leave yourself time for breaks -- you'll be taking them anyway -- and be sure to prioritize according to which class you'll need to study for the most. ØThe syllabus is one of the most important papers your professor will give you. Hold onto it! Use it when you're studying for your finals as a sort of outline. It may also make it clear what topics your instructor finds interesting and important -- certain topics may pop up more than others and those are definitely the ones to crack down on. Start highlighting and creating Do you have to study just words? If yes, type them out in a word processor and print them. The words you already know should not be on the list. Make absolutely sure that you know them before you take them off the list! Ø Go through your notes and highlight major vocabulary words and concepts (in different colors!). Manipulate the material to your liking. Create charts and index cards to help yourself study. Make cards in different categories -some for terms and/or concepts, some for formulas, and some for specific quotes from reading assignments. Coax a friend to come with you And if they're in your class, all the better (for themand you). However, make sure it's someone who's serious about studying -- goofing off together won't be very productive. A friend is beneficial if you can stay focused. Ø Take turns explaining terms and concepts to each other. Odds are if you can explain it to someone else (and they can follow), you have a good grasp on the material and that'll show up on the exam. Scope out a nice area to study Study in a quiet place that has a nice chair you won't hesitate to spend large chunks of time in. If you find the perfect chair in a not-so-perfect area, move it. It's not glued to the floor for a reason. Ø Or, rather, scope out nice areas (yep, that's plural) to study. Believe it or not, several (again with the plural) studies have found that if you switch up your environment while learning, retention is increased. Somehow, magically, keeping your brain surrounded by new stimuli makes the information more interesting and therefore easier to remember. So if you get antsy, listen to your gut and find a new armchair to sink into. Gather all your materials (and some goodies, too) When you leave your dorm room or home, make sure you
have everything you need and then some. Grab all your papers, folders, writing utensils and books you need, but make sure to not forget the almost more important stuff: a water bottle, some money (just in case), your headphones, and snacks to munch on. Ø Magically, chocolate is starting to be deemed the new "super fruit." It's high in antioxidants and healthy plant compounds, even more so than most fruit juices. So don't feel guilty about grabbing your dark chocolate bar when you hit the study room. You may actually be doing yourself a favor. During a Study Session Take frequent breaks It won't help if you'll study continuously for 5 hours. Your body (and even your brain) needs a break. Eat something and drink a glass of milk or water. Study for 20-30 minutes, have a 5 minute break and then study again for 2030 minutes. You will learn much more. Ø According to the Dartmouth Academic Skills Center, you should study in 20-50 minute increments and give yourself a 5 to 10 minute break between each session. For best results, study throughout one full week. Listen to music Most people have heard of the Mozart effect. That's where you listen to Mozart and miraculously you get smarter. Not surprisingly, most of it's crap. But there is a thread of something tangible there, and it's in all music.
EDUCATION P9 9 reasons to study Art in high school Teachers are often asked why students should study Art in high school. The common responses relate to creative thinking, broadening the mind and feeding the soul: all of which do little to address fears about ‘soft’ subjects, university entrance, careers and longterm financial well-being. Employment and salary statistics for graduates of Art and Design degrees are typically dismal: the worst of all degrees. Contrary to popular belief, however, creative subjects are no longer a welltrodden route to poverty; they are an excellent choice for a growing number of students.
in a much wider range of professions. Unless you are aiming for a degree that requires particular specialism (university websites clearly outline recommended and required subjects), it can be beneficial to select a wide range of subjects.

Study in a group Study groups can motivate you to get started when it's hard to motivate yourself -plus, explaining difficult concepts out loud will help you figure out what you understand and what you still need to go over, and getting a group together will allow you to divide and conquer definition of terms and explanations of concepts. And if you can get each member to bring a snack, that's incentive to actually meet! Ø Have each student prepare for the practice session by bringing in a couple of practice questions or prompts (maybe what they find the most confusing). Together, the group will work through the answers, solving each person's most burning questions. However, don't take a group mentality and get off track though! And make sure everyone shares accurate information; otherwise, the whole group will get lead unintentionally astray.
The National Endowment for the Arts notes that: A surge in demand for multimedia artists, animators, and illustrators—especially those who are computer – and technology-savvy—is projected for 2018, due to companies’ demand for advertising in online and digital formats. An Australian study analysing national census data, found that the number of people working in art-related roles that are embedded within other professions (i.e. visual designers working in other industries) has almost doubled in size between 1996 and 2006. Marketing and selling products via an artist website or print-on-demand facility enables artists to ship printed images and products to an audience that would previously never have known they existed. Instead of institutions or established galleries deciding which artworks ‘make it’, the public votes work into the spotlight through viral sharing on social media. This doesn’t mean that making a living in these fields is easy. Competition remains tough, with an oversupply of those wishing to work in a creative field. Success will always require skill, commitment, dedication and good business sense. Nonetheless, the playing field has been levelled. A multitude of individuals are able to make their living in creative ways that
Most Art and Design subjects are not assessed in this way. 3. High school students can achieve recognition while studying Part of the joy of a high school Art course is that you don’t just study Art: you make it. Those who are skilful, driven and passionate – and produce high quality, gut-wrenching work – are in a position to achieve recognition even while studying. With broadband streaming into your living room, youth is no longer a barrier to success. 4. Those with a wide skill set have an advantage, in any career Some people excel at mathematics. 5. Studying Art improves performance in other subjects
Ø That original Mozart study was done on young adults, not babies (so you're in luck!). And while the music by no means made the participants smarter, it did increase the brain's alertness for about 15 minutes afterward. When the study was extended, it showed that any music (so long as the participant enjoys it) can stimulate the brain, not just Mozart. And, in fact, getting up and running around or doing jumping jacks can do the same thing. So whatever it is, find a way to get your brain jogging.
Ø You know how musicians practice with a mix of scales intertwined with actual pieces and rhythm practice? And how athletes never do the same drills two times in a row? They're doing what you should: using a panoply of skills in one session. Your brain will be more impressed.
Outstanding marks, in any subject, indicate skill; intellectual rigour; strong work ethic and a commitment to fulfilling one’s potential. All of these things are desirable traits in an employee or university applicant. Most medical schools prefer that you study Chemistry and Biology over Art – but this does not mean that Art is any less valuable: it means that it is less valuable for medical students. 8. Coursework teaches you self-discipline Art and Design qualifications have a large workload. Students who take the subject must adapt as a matter of survival.
9. Art makes you happy High school Art programmes begin with observation of the real world: recording, analysis and creation of a visual response to the surroundings. Art makes students look at things anew – even mundane ordinary aspects of the world. The fluffy, ‘feel good’ reasons that are usually given for selecting Art as a subject are given because they are right. Art doesfill the soul. There is something magical about smearing pencil and paint across a piece of paper and sculpting form with your hands. Communicating with colour and shape and form awakens the imagination; it opens a door to ‘now’. If you love making art, you’ll miss it when it’s gone. And if you do choose to study Art, chances are, it will be your favourite class of the day.

Ready to deal with any misadventure from across the LoC, says Army
Parrikar's remarks an insult to the army, alleges Mayawati
DIBRUGARH, WEDNESDAY, OCTOBER 19
Boniyar, Oct 18: The Army on Tuesday said it is prepared to deal with any misadventure from across the LoC by Pakistani troops or terrorists in the wake of surgical strikes on terror camps in Pakistan-occupied-Kashmir . "Along the LoC, our preparedness is of the highest degree. The Indian Army is ready to deal with any misadventure from across the LoC, whether it is by regulars or otherwise," General Officer Commanding of Srinagar-based 15 corps Lt Gen Satish Dua told reporters here. PM likens army's surgical strike to Israel's exploits
P.M. Narendra Modi Mandi, Oct 18 : Prime Minister Narendra Modi on Tuesday likened the army's anti-terror surgical strikes to Israel's exploits and said the Indian forces have shown they are no less than anybody "Our army's valour is being discussed across the country these days. We used to hear earlier that Israel has done this The nation has seen that Indian army is no less than anybody," he said Israel is known for its targeted military strikes against enemy countries and militant outfits Modi was speaking at a rally in the north Indian Himachal Pradesh state where he inaugurated three hydropower projects The issue of surgical strikes has snowballed into a political row with the opposition accusing the BJP and
its government of "milking" it for political benefits. The charge has been rejected by BJP which has insisted that it is taking the issue to the masses to boost the army's morale and highlight the strong political will of the Prime Minister Underscoring his commitment to the welfare of armed forces, Modi on Tuesday said his government had fulfilled its promise of 'OneRank, One-Pension' for exservicemen, an issue which he said had been hanging fire for over 40 years Previous governments, he said, duped the people by making tall claims and some of them even allocated Rs 200 crore-500 crore in this regard but never did an analysis of cost burden and how it could be executed "I did it and was puzzled to find that the economic burden kept rising. Practice Of Triple Talaq Harming Women: Venkaiah Naidu
Representational Image. Kochi, Oct 18: Defending the centre's stand on the issue of reforms in Muslim Personal Law, union minister Venkaiah Naidu today said not only was the practice of triple talaq - oral divorce under Muslim Personal Law - iniquitous it was also harming women in India. Pointing out that the Law Commission and the Supreme Court had sought a national discussion on the triple talaq issue; Mr Naidu said that the government was in favour of reforms. "The centre, after discussion, has given its opinion that triple talaq is not in the interest of women, and it should end," he said. "This is the opining of the centre, and we have no inhibitions in saying it. We are very clear that his practice is causing harm to women," he added. Mr Naidu's comments come in the wake of several Muslim organisations and leaders, in-
cluding members of the All India Muslim Personal Law Board (AIMPLB), demanding that "personal laws be protected". Senior AIMPLB member Zafaryab Jilani had recently claimed that "90 per cent of Muslim women supported triple talaq" and even suggested that the "government should hold a referendum on the issue". Earlier this month, the centre had opposed triple talaq and polygamy among Muslims in the Supreme Court. The Ministry of Law and Justice, in its affidavit, referred to constitutional principles like gender equality, secularism, international covenants, religious practises and marital law prevalent in various Islamic countries to drive home the point that the practise of triple talaq and polygamy needed to be adjudicated upon afresh by the apex court. A promise hanging fire for the last 40 years has been fulfilled," he said At the 'Parivartan Rally', Modi also targeted Virbhadra Singh, the Chief Minister of Himachal Pradesh where elections are due late next year, saying BJP chief ministers dedicated themselves to causes like drinking water and roads while the Congress leader was concerned about his own welfare "Do I need to explain what the current chief minister is known for?" he said and then added, "When BJP gave chief ministers, somebody dedicated himself to water, somebody to roads but when others came they dedicated so many things for their personal welfare," he said BJP has accused Singh of being involved in corruption but the Congress leader has rejected the charges and claimed that he was a victim of "political vendetta". Villagers had informed police last night that 5 to 6 armed men were spotted near the school in Konta town, located around 500 kms away from here, he said. Acting on inputs, a joint team of district force and CRPF's 217 battalion launched a search operation in the region. While they were cordoning off a patch close to the school at around 4 AM, a gun battle broke out between the two sides, the SP said, adding that the rebels, however, fled from the spot taking the advantage of darkness and forest. During search, the body of a male Maoist beside a country- made pistol and a muzzle loading gun was recovered from the spot, Elesela said. A search is still underway. The identity of the killed ultra is yet to be ascertained, he added. Prima facie it appears that the ultras might have planned to target surrendered cadres or security forces in the town, he said, adding, the exact details will be known after investigation. (PTI)

Labourer Killed, 2 Injured In Blast at Chemical Unit in Hyderabad
Lucknow, Oct 18: Taking strong exception to Defence Minister Manohar Parrikar giving credit for the decision for crossLOCsurgical strikes to his "RSS teachings", BSP chiefMayawati today alleged that it amounts to degrading the country's armed forces. "Instead of giving credit for surgical strikes to army, the Defence Minister first gave it to the Prime Minister and now to his RSS teachings which amounts to degrading the valour of the country's army and is condemnable," Mayawati, who had earlier accused BJP of doing politics over the issue with an eye on upcoming polls in Uttar Pradesh and others states, said in a statement here. The former UP chief minister also lashed out at RSSaccusing it of following a "divisive agenda" and alleged that the saffron outfits were raising these issues due to BJP's dismal condition in the state. Addressing a programme in Ahmedabad yesterday, Parrikar had appeared to have given credit to RSSteachings for the decision to launch cross-LOC
BSP Chief Mayawati surgical strikes. "I wonder, with the combination of Prime Minister who comes from Mahatma Gandhi's home state, and I, Defence Minister, coming from Goa which never had any martial race, and surgical strikes. May be the RSS teaching was at the core, but this was quite a different kind of combination," Parrikar had said. Reacting to the remarks, Mayawati said, "It is wrong on the part of the prime minister and defence minister to take credit for surgical strikes and take political mileage in the coming polls." "Though the RSS claims to

Shiv Sena takes jibe at Narendra Modi over Maharashtra minister's remarks on rallies
Maratha Community people participate in a "Maratha Kranti Morcha" in Thane, Maharashtra. Mumbai, Oct 18: Taking a jibe at BJP over Maharashtra Minister Rajkumar Badole's remarks that Maratha Morchas are successful due to the money power involved, Shiv Sena on Tuesday said the ruling party should clarify if the rallies of its central leaders are conducted in the same manner. Badole, who holds Social Justice portfolio, had recently said at an event in Aurangabad, "Whoever comes up nowadays, stages protests and demands reservations. Their agitations draw crowds as they have more money." In an editorial in its mouthpiece 'Saamana', Sena said, "Badole has tried to clarify his remarks by saying that he did not speak about Marathas in particular but was only talking about the general situation in rallies. If that is true, then what about Amit Shah's rallies, where he is sweating it out to bring in crowds as part of his UP poll campaign?"
"What about Prime Minister Narendra Modi, who attracts large crowds at his gathering? BJP should clarify if these leaders pay money to people," Sena asked. The ruling ally said Badole has done "injustice" to the Maratha community by alleging that money is being paid to people for being present at the silent rallies. "Maratha rallies are successful due to discipline, making proper use of the media, good administrators and their anger towards the dispensation. Badole's comments will only add to the woes of the BJP," Sena said. Ministers in the BJP-led state government instead of making such comments should rather focus on the reasons for which the community was forced to demand reservations, it said. "Words that may cause social disharmony should not be spoken and care should be taken to ensure communities do not fight with other communities," it said. (PTI)
Sushma Swaraj. New Delhi, Oct 18: Amid criticism that India failed to obtain consensus on reference to cross-border terrorism in BRICS declaration, External Affairs Minister Sushma Swaraj on Tuesday said threat of terror featured strongly in the narrative of the Summit and there was a growing recognition that it has become a truly global challenge. Two days after the BRICS Summit in Goa where India's forcefully highlighted terror emanating from Pakistan, she said there was no bigger global challenge than "state- sponsored" and "state-protected terrorism, asserting those supporting terror networks must be made to pay the cost. In clear reference to Pakistan, Swaraj said there is a need to extract costs from those who sponsor and support terrorists and provide them sanctuary and continue to make the "false distinction" between "good and bad terrorists". Swaraj was delivering an address at the BRICS media forum. In an obvious reference to Pakistan blocking several pacts on transport and connectivity, Swaraj referred to growing cooperation on these issues among BIMSTEC nations, noting "There cannot be a greater contrast with those who reject even trade and connectivity for political reasons." On deliberations at the BRICS, Swaraj said while the economic engagement and political cooperation remained key factors, there was a sharp realisation that
global development and prosperity was very much dependent on continued peace and security. "Terrorism was universally recognised as a key threat to stability, progress and development. Consequently, it featured strongly in the conference narrative and its eventual outcome. Indeed, what we saw was not just an understanding of the dangers posed by terrorism to the economic aspirations of the world but a growing recognition that this has now become a truly global challenge that the international community can only ignore at its peril," she said. There was criticism of the government after consensus eluded on reference to cross-border terror in BRICS declaration. Without naming any country, Swaraj said there has always been an overarching political context for the BRICS meetings which essentially underlines that a serious global discourse cannot be the "preserve" of a few countries with a "narrow agenda". "There is a developing consensus that it cannot be business as usual. We must be prepared to extract costs for those who sponsor and support terrorists, who provide them sanctuary, and who, despite their own claimed victimhood, continue to make the false distinction between good and bad terrorists. "BRICS has always been global in its approach and today, there is no bigger global chal-
lenge than state-sponsored and state-protected terrorism," she said. Swaraj said members of BIMSTECBhutan, Bangladesh, India, Nepal, Sri Lanka and Thailand represented the "polar opposite" of a terrorism "promoting polity". "They are focused on improving the quality of life of their people, on skills and employment, on education and health, and on the quality of governance and the deepening of democracy. "These are nations who are actively promoting connectivity, cooperation and contacts amongst themselves. Their interface with the BRICS has a message in itself. This is that a world changing in a positive direction as reflected by the BRICS has its regional expression in a community like BIMSTEC that is able to visualize a prosperous collective future," Swaraj said. On India's chairmanship of BRICS, Swaraj said "we took the BRICS outside the conference room and endeavoured to instill it in popular thinking." Talking about major initiatives by BRICS, she said the Summit represented a further advancement in terms of the breadth and focus of its discussions, adding the grouping has transformed over the years. "Initially, its deliberations concentrated more on economic and financial issues. But over the years, it has broadened to cover larger global issues, even as it has promoted the creation of BRICS institutions and mechanisms. "Key initiatives like a BRICS Rating Agency that can complement the New Development Bank, or the Railways Research Network and an Agriculture Research Platform that will allow us to leverage our specific strengths for mutual benefit are tangible goals that we believe can take the group forward," she said. Swaraj said a total of 115 events were organised in the nine months of India's chairmanship of the block. (Agencies)

But why is single child not enough? People say single child is not as smart, independent and finds it tough to adjust as those with siblings. Parents of single child are often told their kid will grow up to be a loner, too dependent and may lack social skills. Some are even pushed to worry about what would happen to the child if the parents die. It's normal for parents to feel anxious if they are making the right decisions for their kids. Dr Shilpa Aggarwal, Child and Adolescent Psychiatrist, MBBS, DPM, DNB (gold medal), FRANZCP (Aus), Adv. training certificate in Child & Adolescence Psychiatry (Aus) Head of Psychiatry at MPower Center says, "Having a single child comes with its set of advantages and disadvantages. There is no conclusive answer to whether it is easier or more difficult to groom a single child as it depends on a range of factors i.e. parental preference, economic condition of the family, extended family support, other parental commitments and so on and so forth." Let's accept it. Having only one child is easier for parents. While some may argue that it can't be true
since the responsibility of entertaining the child lies entirely on parents but having a single child allows a better controlled environment. Manisha Singh, mother to Misha, 6, has made up her mind to have an only child. "Parenting is a lot of work and I have already invested four years in raising my first child by compromising on my career, I can't give up four more years now. This is a win-win situation for me. I can enjoy being a mother and find the right balance between work, parenting and me time." For some, financial burden is a big factor in deciding on a single child. Pratibha Sinha, mother of Myrah, 2, says, "No matter how much I would love to have two kids, it is just not an option for us. With so many loans to handle, it will put excess pressure on our pockets." Some globally conducted studies suggest that families with three or more kids are the happiest. "We need to be cautious while extrapolating these findings to Indian setting. The advantages include undivided parental
attention, responsibility of the parents restricted to looking after one child, and less economic strain. In today's fast paced, competitive environment with limited support from the extended families especially in the big cities, most of the couples find it hard to accommodate the needs of even a single child, especially when both the partners are working. In such situations, parents might find it easier to groom a single child," adds Dr Aggarwal. However, we still cannot take away the advantages of having a sibling, since it helps in teaching some important lessons that are difficult to teach while grooming a single child. A study published in The Columbus Dispatch suggests that those who have siblings understand people better and are better adept to handle social situations. Kids with siblings can be taught sense of sharing, not to mention the crucial social network siblings form when the child grows up into adulthood. Single child or one with siblings, it all depends on how you bring up the child.
10 Things No One Tells You About Losing Your Virginity No one actually cares if you're still a virgin. Yes, it seems like all anyone talks about is sex, and like all of your friends are doing it ... and like the plot of 8 million movies involves Losing It. But trust us: You are not the last untouched human on Earth. Not even close. It only feels that way sometimes because your virginity matters more to you than it does to anyone else. And *that* is an excellent reason to wait for the positive experience you deserve, full of mutual deep-feels and next-level respect. That person won't care about how much you're hooked up. They'll just be PSYCHED to get to share it with you! Losing your virginity doesn't mean *exactly* what you think it means. You've maybe got this equation in your head: Penis ? Vagina = Virginity Lost. But what if you're into girls, not guys? Does that mean you are you an eternal virgin? (Of course not! That's completely ridic.) "Other activities, like oral sex, can be even more intimate than sexual intercourse - and also carry the risk of STDs," says Kris Gowen, a sex educator and author of Making Sexual Decisions. "Any time you're intimate with someone, it's going to impact you." So don't put
too much on the technicality of just one act, and instead think of ~Losing It~ as a progression. Then you'll be prepared to handle all of the big responsibilities (am I being safe?) AND crazy-complex emotions (did he/ she really just see me totally naked?!) that come with each and every step.
first time, it's their first time with YOU. No doubt, you're both feeling a little nervous. So rather than obsess silently (am I doing this right? is this good? help?!), be honest about your experience level up front, and straight-up ask what he/she likes throughout. "Whether it's your first time or your 100th time, communication and comfort are key," says Horejs.
Your ?? doesn't *pop.* Seriously! The hymen is majorly misunderstood. So if you're picturing something sealing off your vagina like Saran wrap, know that's just not the case. AT ALL. "The hymen consists of thin folds of stretchy tissue that are just inside the vaginal opening," explains Michelle Horejs, associate director of youth education and training at Planned Parenthood Los Angeles. "It may tear or stretch the first time you have sex causing some discomfort or a little bleeding - but it's not something you can break or that disappears once you have sex." (Chances are, you already tore it a bit on your bike, or the balance beam, or just by being an active human. NBD, because your hymen is just a part of your body. It has nothing to do with whether or not you're a virgin.) But it could hurt a little. Before you freak, let us explain. To prep for sex (we're mostly talking penis-vagina intercourse
You might think: This totally sucks.
here), your body needs a warm-up phase of kissing, touching, etc. That's when a guy gets his erection, and also when your vagina lubricates to prepare your body for sex (because no lubrication = friction = pain). But the tricky part is that nerves can interfere with this arousal process, and you and your partner could get aroused at different speeds. "Guys are like microwaves and girls are slow cookers," explains Stardell Smith, a health educator at Mount Sinai Adolescent Health Center in New York City. You can use your fingers to check if you're ready down there. And if not: Slow. Him.
Your virginity is not a ? Perhaps the most confuzzling question you will ever face in your life is, Am I ready to have sex?And it's extra-complicated when you're in a relationship (or, you know, a sorta-kindamaybe-relationship) and start to feel like there are expectations on the other end. But just remember that you never owe someone sex, no matter how nice they are, or much they spent on concert tix, or that it's your whatevermonth anniversary or someone's birthday or anything else. Yes, we know. You're looking for a heavenly sign that it's time. But the truth is, that
sign won't come from anyone else ... it has to come from you. Losing it takes a LOT of planning. Or at least ... it should. And we're not talking lighting candles, cueing up a special sexy-time playlist, and sprinkling a bed with rose petals. Nope, nope. See, with sex comes ginormous responsibility: Am I on birth control? Who's going to get the condoms? And where/when can we find a private space and time to get it on? If you're seriously considering taking the next step, you've got to be seriously ready to answer these Qs
and understand that sex can bring life-changing consequences, like pregnancy or an STD you'll have for the rest of your life. It's not just spontaneous magic, like in the movies. But knowing you were adult enough to do it right will feel WAY more special in the long run. You are going to feel like the newb-iest of newbs. And guess what? You should just embrace it, because no one would expect you to nail a brand new dance routine or stand up your first time surfing. The truth is, even if it's not your partner's
Beforehand, your brain was all fireworks-worthy fantasies. In reality, though, sex - that first time - may be more like: That's all?! Really?! In fact, you might want it to be over the second it starts … and that's 100% normal. "Sex takes place mentally as well as physically," explains Smith. "So if you feel tense or are scared, which most people do feel their first time, it can be really difficult to enjoy your experience." When you grow more comfortable, however, you'll feel more at ease both with the act itself and your partner. Afterwards, your relationship can get weirdish. Real talk: Losing your virginity can bring you and your bae closer. But what no one really talks about is how it can also test your bond in crazy ways. A late period, a
questionable bump down there - sh*t can get serious very fast, and those uncertainties can poke holes in your connection. So before you make the decision to hook up (any time! not just the first time), always ask yourself: Is our relationship strong enough to withstand the worst-case scenarios? Can I trust this girl/dude to treat me with total respect afterwards? This is a big decision, and you'll need the *ultimate* gut-check. Also, don't kid yourself into thinking that sex will turn a casual hookup into a relationship. The only thing that leads to a relationship is caring deeply about each other, and that doesn't have anything to do with when you lose your virginity. You can lose it again. And again. And again. Yes, that sounds impossible, but sticks with us here. Because if you have had sex once (or twice) and it's not the experience you had hoped for, you can take what you've learned about what you want and…get this…wait for it. "Having sex once does not open up the floodgates," says Gowen. "You always have the right to pull back and say no." In fact, being a born-again virgin can be totally empowering. It gives you the chance to hold out for whatever was missing the first time - whether that was true love … or just a real bed.

Delhi come from behind to hold Disciplined helps host Mumbai in a six-goal thriller Assam staging fightback New Delhi, Oct 18: Delhi Dynamos FC played out an enthralling 3-3 draw against Mumbai City FC in front of more than 15,000 fans at the Jawaharlal Nehru Stadium in New Delhi on Tuesday. Krisztian Vadocz scored a brace in the first half to make it 2-0 for Mumbai at half-time. Richard Gadze pulled one back for the Dynamos six minutes into the second period before Sony Norde restored Mumbai’s two-goal advantage in the 69th minute. A goal from super-sub Badara Badji and a penalty from Marcelinho in the last quarter of the game ensured it ended all square in Hero Indian Super League’s highest scoring game of the season so far. Delhi registered the game’s first shot on target in the ninth minute through David Addy, who tried his luck from distance. Florent Malouda then picked up a loose ball inside Mumbai’s box five minutes later before shooting wide of the target. Mumbai’s first chance of note came in the 16th minute. Anwar Ali rose highest in the box and got his header on target but Delhi’s goalkeeper Soram Poirei was perfectly positioned in goal to make the save. Gadze played Marcelinho through on goal shortly after but Sena Ralte managed to apply enough pressure on the Brazilian attacker to prevent him from getting his shot away. Leo Costa produced a brilliant diagonal ball in the 26th minute to play Ralte through on goal. The marauding full-back shot at goal from an acute angle but Poirei had his near post cov-

An action moment of the match ered to collect comfortably. Ali had another header on goal for Mumbai moments later but this time he failed to test the keeper as the ball sailed over the crossbar. The visitors took the lead in the 33rd minute thanks to a defence-splitting pass from Costa that put Vadocz in a one-v-one situation with Poirei. The 31-year-old added the finishing touch to Costa’s pass and made it 1-0 for Mumbai. Mumbai doubled their lead seven minutes before halftime after a Norde free-kick rattled the crossbar and fell straight to Vadocz. A controlled and composed header by the Romanian into an open net made it 2-0 at the break. Delhi emerged for the second half with purpose and were rewarded six minutes into the half. Ibrahima Niasse’s pass forward was flicked on by Malouda to put Marcelinho
in on goal. The Brazilian attacker squared to Gadze, who powered the ball into the back of the net to reduce the deficit and make it 2-1. Soon after, Norde danced past two defenders on Delhi’s left flank and cut the ball back to Costa inside the Lions’ box. The Brazilian midfielder though only managed a scuffed shot on goal. Substitute Cafu then nearly scored with his first touch on the pitch in the 67th minute. His effort, however, failed to test Poirei in Delhi’s goal. Mumbai made the pressure pay in the 69th minute after Cafu played a brilliant one-two with Norde to send the Haitian clear of Delhi’s defence. A first-time finish with his weaker left foot made it 3-1 for Mumbai and gave Norde his first goal of the season. The Dynamos weren’t prepared to throw in the towel just yet. Pakistan clinch day-night Test despite Bravo's hundred Liverpool 0-0 Manchester United Dubai, Oct 18: Despite a fighting hundred by Darren Bravo Pakistan pulled off a tension-packed 56-run victory against West Indies in the first day-night Test in Dubai on Monday. Bravo kept Pakistan's victory bid on hold during his resistancefilled 410-minute long 116 and it needed leg-spinner Yasir Shah to make a stunning two-handed catch to end his innings. West Indies were finally bowled for 289 with just 12 over left in the match. Bravo lingered on his haunches at the crease for a minute before trudging back to the pavilion, disappointed at his dismissal after bringing so close a draw or an upset win. Bravo's eighth Test hundred spiced with ten boundaries and a six had brought West Indies within 83 runs of victory and 27 ovesr to bat for a draw after they were set a daunting 346 runs to win. Left-armer Mohammad Nawaz trapped Devendra Bishoo while Miguel Cummins and last man Shannon Gabriel were run out to spark a celebration amongst Pakistan players. Paceman Mohammad Amir finished with 3-63 and Shah
Pakistan had never hoped to strive that much after getting an important wicket of Marlon Samuels with the first ball of the day . took 2-113. The match was a good advertisement for Test cricket as it had a triple hundred (302 not out) by Azhar Ali, 8-49 by legspinner Bishoo and two fighting knocks by Bravo. Pakistan had never hoped to strive that much after getting an important wicket of Marlon Samuels with the first ball of the day but Bravo left them frustrated and near to capitulation. This was Test cricket's second
ever day-night Test played with a pink ball after Australia and New Zealand featured in the first at Adelaide in November last year. The win is more memorable for Pakistan as the match marked their 400th Test since they began the five-day format in 1952. Bravo first added 77 for the fifth wicket with Roston Chase (35) and then another 69 for the seventh with skipper Jason Holder who made
40 not out. Pakistan had taken the second new ball with West Indies 2246 and Bravo needing four for hundred. Bravo smashed an uppish drive off Amir's first ball to backward point boundary to complete his magnificent hundred after 329-minutes of defiance. Bravo and Holder took the West Indies within 100 of victory in 41 overs after they reached dinner at 232-6. Chase, famous for his 137 not out at Jamaica which helped West Indies draw a Test against India in July this year, gave full support to Bravo as the duo frustrated Pakistan. Pakistan's hopes rested on Shah who was not at his best despite the good turn on offer. He finally got his first wicket when he bowled Chase from across his feet. Paceman Wahab Riaz then dismissed Shane Dowrich for nought to leave West Indies at 194-6. West Indies had resumed at 952 and were instantly in trouble when Amir had Samuels caught behind for four with the first ball of the day. Jermaine Blackwood (15) helped Bravo take the total to

United did not allow Liverpool to build the momentum and intensity that has characterized their
game this season, while Mourinho's limited attacking ambitions ensured chances were at a premium. The Portuguese was still grateful for two fine second-half saves from goalkeeper David de Gea, who dived low to stop Emre Can and saved athletically from Philippe Coutinho's 25-yard effort.
